    Allegations of fund diversion against Okowa politically orchestrated – Aniagwu

    Delta State Commissioner for Works (Rural and Riverine Roads) Mr Charles Aniagwu has weighed-in on allegations of funds diversion against former Governor of the State, Dr. Ifeanyi Okowa, describing it as politically orchestrated to smear his reputation.

    Aniagwu who was Chief Press Secretary and Commissioner for Information under Okowa administration, challenged the accusers to show proof of the alleged funds diversion, warning that they would stop at nothing to sue those involved.

    Aniagwu disclosed this on a national television programme monitored in Asaba.

    According to him, I stand before you today with a deep sense of responsibility to address certain issues and set the record straight regarding the administration of Sen. Dr. Ifeanyi Okowa during his eight years as Governor of Delta State.

    “As someone who served as Commissioner for Information and as Chief Press Secretary under that administration, I speak not from hearsay but from firsthand experience.

    “Governor Okowa’s administration received approximately N2.6 trillion naira over its eight years. This sum was prudently allocated to salaries, pensions, capital projects, and critical interventions.

    “To be specific, over N628billion naira went to salaries and wages. Around N249 billion naira was used to settle pensions and emoluments and grants. More than N729 billion naira was invested in transformative capital projects, reshaping the state’s infrastructure.

    Additionally, N221 billion naira was allocated to the Delta State Oil Producing Areas Development Commission (DESOPADEC) for targeted development and approximately N490 billion went towards debt servicing and deductions.

    “These allocations clearly show transparency in the administration’s financial management. Claims of misappropriation or “diversion” of funds are baseless and those making such allegations must provide evidence.

    “Accusations that 1.3 trillion naira was “diverted” lacks merit. Where was it diverted to? It is not enough to make vague claims without proof.

    “Under Okowa’s leadership, Delta State witnessed unprecedented growth. Over 2,000 kilometers of roads were constructed, opening up communities and enhancing commerce.

    “The capital city, Asaba, emerged as one of Nigeria’s fastest-growing cities, thanks to strategic investments like the Mariam Babangida Leisure Park. These achievements were well-documented by reputable media houses during his tenure.”

    On allegations of owning a bank, hotels and other properties in Asaba, Aniagwu described them as false, saying that the owners of the bank and hotels were well known individuals which could be verified from the regulatory agencies.

    “They claim that Senator Okowa owns 80% of the capital strength of a particular bank, and we made it very, very clear, and up to today, that once you want to know the owners of a bank, you can go to the Corporate Affairs Commission or you can visit the CBN.

    “These two bodies will be able to tell you whether remotely or directly those who own the bank, the board of directors, and how the funds came about.

    “Now, they claim that Senator Okowa owns two hotels in Asaba.
    Most of these hotels are very well known. One of the hotels has been built as far back as 2015, even before he became a governor.

    “The other one was built by a very strong businessman who came in from Lagos, and we encouraged him, I personally encouraged him, because I know him, to simply come and invest in Asaba, because Asaba is the fastest growing city in Nigeria and he did.

    “From day one, these persons who cannot even find any of such properties linked to Okowa, because the man operated, from the point of transparency and accountability, they could not find any genuine investment of his, hence hey are now trying to give other people’s property to him and claim that it belongs to him. When the EFCCC invited him, of course we do not have any challenge with the invitation by the EFCC at the time he was out of the country, for a vacation and that was the first time he has travelled since he left office, he has been in this country,

    “Those persons who are spinning this information in the media, claim that he was already arrested, because that was their intention.

    “They were even pressurising the EFCC to go and arrest him and the question is, how do you proceed to arrest a man you have not invited?

    “But the EFCC was reasonable enough to say no, we have to invite him, to come and look at the allegations you have raised, we cannot just arrest somebody.

    “He went and responded to the issues, and how I wish the EFCC needed to also bring those people, who wrote the petition, so that if you are not able to substantiate any of your petitions, you too, you become liable.

    “So I can tell you authoritatively that what is at play is politics and I can also assure you that it is going to be more than that, because we can see many things they are throwing out.

    “These properties belong to individuals or entities entirely unrelated to him. The EFCC rightfully invited him for clarification, and he responded in good faith, demonstrating his commitment to due process.

    “The allegations are nothing but political ploys to tarnish his image and disrupt the cordial relationship between the current administration and the immediate past one.

    “Delta State remains a beacon of political stability, with a seamless transition from Sen. Okowa to Governor Sheriff Oborevwori, who continues to build on his predecessor’s legacy. This unity poses a threat to those who seek to divide and weaken our state for their gain.

    “You recall in June last year, just barely a month after he left office, these allegations came up because it was contained in a petition written by some persons who wanted to play some dirty politics, either because they were not happy as a result of the turnout of political events in the state.

    “All they feel is that their problem will be the very credible stand of Senator Okowa and that he needed to have been ruined politically in Delta, either at the level of the Senatorial district, which is Delta North where Governor Okowa is from or in the entire state, they will need to find one way or the other to smear his image.”

    “We call on those spreading falsehoods to focus on serving the electorate instead of engaging in smear campaigns, let them win the hearts of the people through performance and integrity. Let us remember that governance is about service to the people, not political machinations.

    “Delta State remains strong, united, and committed to progress. The achievements of Sen. Okowa’s administration and the current leadership’s strides are proof that we are on the right path. Let us rise above distractions and focus on building the Delta State of our dreams.”

    FRSC announces fresh traffic diversion on Lagos-Ibadan expressway

    The Federal Road Safety Corps (FRSC) has announced a fresh diversion of traffic on the Lagos-Ibadan expressway due to the ongoing rehabilitation and reconstruction works on the highway.

    This is contained in a statement by the Corps Public Education Officer (CPEO) Assistant Corps Marshal (ACM) Bisi Kazeem, on Monday in Abuja.

    Kazeem said in continuation of the ongoing rehabilitation of the Lagos-Ibadan Expressway, the traffic had been diverted from linking the expressway at New Garage Lagos.

    He said that the traffic from Isheri Olowora passing through River Valley Estate was to link the expressway.

    “Inward Lagos has been diverted to pass through Babcock College, opposite Enyo filling station to link the expressway and drive into Lagos.

    “Alternatively, they could pass through  Ojodu and make u-turn in front of FRSC Ojodu to link the expressways at  BRT Bus-stop, ” he said.

    The CPEO reported the FRSC Corps Marshal, Dauda Biu, as directing the FRSC commands along the corridor, to ensure that hardships on commuters arising from the diversion was minimised.

    Biu also enjoined the motoring public along the route to exercise maximum patience and cooperate with the law enforcement agencies on the routes.

    JUST IN: Lagos Govt announces traffic diversion for Maryland/Mende underpass

    The Lagos State Government has announced a traffic diversion for Maryland/Mende underpass and postponed the repairs of a section of the Lagos Bound Lane at the Iyana Era/Badagry Expressway scheduled for the 17th of September.

    TheNewsGuru.com (TNG) reports that the State Commissioner for Transportation, Dr Frederic Oladeinde made this known on Sunday.

    Dr Oladeinde disclosed that this is in continuation of the Opebi/Ojota Link Bridge construction.

    He disclosed that the Lagos State Government will divert traffic from the Maryland/Mende underpass from Tuesday 20th September 2022.

    According to a statement, alternative routes have been mapped out to ease movement during the reconstruction of the underpass

    Motorists were by the announcement advised to use the Ojota Interchange to connect Maryland and its environs.

    Oladeinde also urged motorists heading to the inner streets of the axis to make use of Mobolaji Bank Anthony to access Emmanuel, Aderibigbe Shitta and Adeoye Adeyemi Streets.

    “Those heading towards Mende and its environs can use Mende Street to link Ajose Street and connect Oki lane to continue their journey,” the statement reads.

    Lagos Govt postpones Iyana Era diversion

    Similarly, the Commissioner disclosed that the repairs of a section of the Lagos Bound Lane at the Iyana Era/Badagry Expressway scheduled for the 17th of September have been postponed till further notice due to unforeseen circumstances, adding that a new date will be communicated to the public.

    Commending motorists for their patience and cooperation, Oladeinde reaffirmed that personnel of the Lagos State Traffic Management Authority will be deployed to the affected routes to minimise inconveniences.

    He, therefore, sought the cooperation of Lagosians on the several ongoing road constructions across the State, noting that the projects are aimed at ameliorating the traffic challenges in Lagos.

    Following the Federal Ministry of Works commencement of repairs of damaged expansion joints along the Berger-OPIC axis of the Lagos-Ibadan Expressway, Saturday, September 3, 2022, traffic will be diverted at the Ogun State bound lane of Kara Bridge.

     

    This was made known in a press statement by the Lagos State Commissioner for Transportation, Dr. Frederic Oladeinde.

    He explained that three expansion joints along the Expressway would be repaired to prevent accidents and vehicular damage.

     

    Oladeinde gave an assurance that the Lagos State Traffic Management Authority (LASTMA) will collaborate with the Federal Road Safety Corps (FRSC) and Ogun State Traffic Compliance and Enforcement Corps (TRACE) to provide adequate diversion and effective traffic management systems during the repair works.

    Advising the general public to drive with caution along the route during the period of repairs, the Commissioner emphasised the need for patience and understanding of motorists, just as he promised that interventions will be put in place to minimise traffic congestion.

     

    “Commuters are encouraged to comply with traffic laws and regulations to prevent gridlock and ensure free flow of traffic while the repair works last. Traffic officers will be stationed at strategic locations along the axis to prevent gridlock”, Oladeinde said.

     

    TheNewsGuru.com recalls that on September 2, 2019, the partial closure of the Lagos-Ibadan expressway commenced. The closure became necessary in order for construction work to be carried out in some sections of the expressway.

     

     

    The construction work included the expansion of the expressway, construction of underpasses, footbridges, flyovers, toll plazas, etc.

     

    Julius Berger PLC was the construction company in charge of the re-construction the Lagos-Sagamu end of the expressway.

     

    The Lagos-Ibadan expressway is Nigeria’s busiest stretch of road. Its partial closure for two months is expected to result in a lot of traumatic experience for thousands of motorists and commuters alike.

    JUST IN: Court orders temporary forfeiture of ₦241m ‘diverted from Buhari’s aide’s office’

    A Federal High Court in Lagos has ordered the interim forfeiture, to the Federal Government, of the sum of ₦241milion allegedly diverted from the office of the Senior Special Adviser (SSA) to the President on Sustainable Development Goals (SDGs).

    The Economic and Financial Crimes Commission (EFCC), which instigated the forfeiture order told Justice Nicholas Oweibo on Friday that it received a damning intelligence report from some concerned citizens in respect to abuse of office, diversion of funds, and monumental fraud perpetrated by some staff of the accounts department in the office of the SSA to the President.

    The EFCC said its investigation revealed that one Abdusalam Bawa, the key suspect, is a signatory to two corporate accounts which housed monies diverted from the coffers of the agency.

    It also linked Kouchdim Unity Nigeria Ltd and Lankass Global Ventures to the diversion.

    Counsel to the EFCC, Rotimi Oyedepo who approached the court via an exparte application told the judge that the sum of ₦241m was warehoused in two banks in the sums of ₦65million, ₦61million, ₦50million and ₦65million.

    Justice Oweibo directed the anti-graft agency to publish the interim forfeiture in any national newspaper for anyone who is interested in the forfeited funds to appear before the court within 14 days to show cause why a final forfeiture order should not be made in favour of the Federal Government.

    He adjourned the final forfeiture proceedings till September 6, 2021.

    Oyedepo’s application was backed by a four-page affidavit of urgency deposed to by an EFCC operative, Ebunoluwa Amusan.

    Amusan averred that he was assigned to investigate the “damning intelligence report received by the EFCC by some concerned citizens in respect of abuse of office, diversion of funds, and monumental fraud perpetrated by some officers of the Sustainable Development Goals, office of the Senior Special Adviser to the President.”

    The intelligence indicated that monies were diverted to some companies owned by some suspects.

    “Our investigation revealed that one Abdulsalam Bawa, the key suspect, is a signatory to two corporate accounts where monies from the agency and those meant for other organisations and for projects were diverted to, and then further diverted to meet the suspects’ selfish needs.

    “Investigation carried out so far revealed that Bawa is not a shareholder nor is he listed as a shareholder in any of these companies; Kouchdim Unity Nigeria Ltd and Lankass Global Ventures, but he is a signatory to the companies’ accounts.

    “Investigation revealed Remita inflows traced from the Central Bank of Nigeria, meant for other organisations and for projects were traced to the suspect’s personal and corporate accounts viz; Lankass Global Ventures and Kouchdim Unity Nigeria Ltd.

    “The above-mentioned companies alongside their alter ego were fraudulently used to divert funds from government coffer and used to purchase the property sought to be attached.”

    The deponent further averred that “the Principal Accountant, in cohort with other staff of the SDG laundered and retained various sums of money through companies and individuals who made payments for the said property sought to be temporarily attached.

    “So far, we have traced and discovered a landed property acquired with proceeds of the alleged diversion of public funds and criminal breach of trust by Mr. Abdulsalam Bawa.

    “We have recovered a total sum of ₦241million from Abdusalam Bawa, Udeme Usoro, Mohammed Auwal and Danyaro Dakan Sarpiya; some of the staff of the accounts department of the SDG office,” he added.

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has opened up on the purported involvement of the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq on the diversion of the N2.67 billion school feeding funds.

    ICPC had reported that N2,67 billion meant for secondary school students in Federal boarding schools had been diverted.

    TheNewsGuru.com, TNG reports that the embattled minister had on Tuesday distanced herself and ministry from the alleged diversion and challenged the ICPC chair to publish names of those involved.

    However, the ICPC in a subsequent statement exonerated the minister while urging the public to disregard insinuations that its chairman was referring to the minister.

    Mrs Azuka Ogugua, spokesperson of the commission, in a statement on Tuesday said that the commission chairman, Prof. Bolaji Owasanoye’s speech was misquoted and urged the public to disregard such publication.

    Ogugua said that the commission’s chairman at its 2nd National Submit on Diminishing Corruption in the Public Sector was misrepresented, as some reports erroneously implied that the ICPC boss was referring to Farouq.

    She said in the speech, Owasanoye stated that “we discovered payments to some federal colleges (secondary schools) for school feeding in the sum of N2.67b during the lockdown when the children were not in school.

    “And some of the money ended up in personal accounts. We have commenced investigations into these findings.

    “The Commission wishes to clarify that the “school feeding” referred to by the Chairman of ICPC was the feeding of boarding students in Federal Government Colleges who were all at home during the COVID-19 lockdown.

    “This is not the Home-Grown School Feeding Programme being managed by the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, ” she quoted the ICPC’s boss.

    She added that the public were hereby advised to disregard the said reports suggesting reference to the school feeding programme going on in primary schools.

    The Minister of of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar Farouq has challenged the Independent Corrupt Practices and Other Offence Commission, ICPC to publish the names of persons, federal colleges and school heads responsible for alleged diversion of N2.72b budgeted for School feeding during COVID-19 lockdown to private accounts.

    The Minister also challenged the anti-corruption agency to also publish details of the accounts where the missing funds were diverted.

    The Minister said this in a statement issued by her special adviser on media, Nneka Anibeze in reaction to presentation by the Chairman of ICPC, Prof. Bolaji Owasanoye at the 2nd National Summit on Diminishing Corruption presided over by President Muhammadu Buhari, at the Council Chambers of the Presidential Villa, Abuja, on Monday.

    TheNewsGuru.com, TNG reports that Owasanoye had at the summit said preliminary investigation by ICPC had indicated that part of the N2.67billion budgeted for school feeding was diverted to private accounts.

    He also claim that over N2.5 billion was misappropriated by a senior civil servant (name withheld) in the ministry of agriculture and now deceased, for himself and cronies.

    But the Minister said the statement by ICPC was twisted and misinterpreted by mischief makers to mean an indictment of the Minister and Ministry of Humanitarian Affairs.

    But she noted that the Federal Government Colleges School feeding which the ICPC Chairman spoke about at the Summit is different from the Home Grown School Feeding which is one of the Social Investment Programmes under the supervision of the Humanitarian Affairs Ministry.

    She further noted “That the School Feeding under scrutiny is feeding of students in Federal Government Colleges across the country and is not under the Federal ministry of Humanitarian Affairs which only oversees Home Grown School Feeding for children in Primaries 1-3 in select public schools across the country.

    “That the over N2.5 billion which was reportedly misappropriated by a senior civil servant (name withheld) took place in a different ministry and not the Ministry of Humanitarian Affairs, Disaster Management and Social Development.

    “That the ICPC recovered N16 billion worth of assets from the said ministry which was paid into an individual account for non-official purposes and not the Ministry of Humanitarian Affairs, Disaster Management and Social Development.

    The Minister therefore described report linking her to the diversion of the funds as “malicious and unfair” while calling on ICPC to publish the names of persons, federal colleges and school heads whose names have been found to be associated with the missing funds and also freeze the accounts where the said funds were diverted.

    The Ministry also asked the general public to disregard the false reports being linked to the ministry as it is not in any way involved in the Federal Government Colleges School Feeding.

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) says it recently quizzed top officials of the Niger Delta Development Commission (NDDC) over various allegations of corruption.

    Mrs Azuka Ogugua, Spokesperson of the Commission, said this in a statement on Saturday in Abuja.

    Ogugua said the allegations included diversion of funds, procurement fraud and misappropriation of the agency’s COVID-19 funds.

    The ICPC spokesperson said some directors of the NDDC, who she did not identify, were arrested and quizzed at the ICPC headquarters recently.

    According to her, this came after months of intelligence gathering, following the receipt of petitions from Nigerians on the alleged illegalities and contracts fraud by some officials of the agency.

    “Top officials of the agency are being investigated for their complicity in an alleged diversion of N5.474 billion meant for the purchase of Personal Protective Equipment (PPE) for health workers handling the COVID-19 pandemic in the nine states of NDDC.

    “The commission is also investigating the payments of millions of Naira to staff of the agency for foreign training during the COVID-19 full lockdown which were never attended.

    “As well as the non payment of entitlements to students on foreign scholarships.

    “Other allegations being investigated by ICPC include the selling of backdated contract award letters for projects and awards of contracts that were not captured in the budget of the NDDC,’’ she said.

    She added that ICPC had already retrieved relevant documents with which to continue investigations towards the recovery of diverted funds and prosecution of breaches of the law.

    It would be recalled that NDDC has dominated headlines in recent times following a corruption probe launched by the National Assembly.

    During one of the hearings, the Acting Managing Director of the NDDC, Prof. Kemebradikumo Pondei, admitted that the commission spent N1.5 billion as COVID-19 palliatives first on its staff.

    The Senate later disclosed in a report that top management of the commission paid themselves N85.6 million to attend a graduation ceremony in the United Kingdom during the lockdown in Nigeria.

    The legislative investigation became controversial when the commission’s management accused some senators and members of the House of Representatives of benefiting from several NDDC contracts.

    Court orders arrest of council chairman over diversion of COVID-19 palliatives

    A Magistrates’ Court sitting in Kano on Wednesday issued a bench warrant for the arrest of Malam Kabiru Ado-Panshekara, the Chairman of Kumbotso Local Government Council in the state for failure to appear before it.

    The Presiding Judge, Magistrate Musa Ibrahim, issued the warrant following the refusal of the defendant to appear in court to enter his plea over a charge of criminal breach of trust.

    Prosecution counsel, Mr Salisu Tahir told the court that on May 9, the defendant being the Chairman of Kumbotso Local Government Council was entrusted with the 1,632 forms for the distribution of coronavirus palliatives.

    “The defendant dishonestly diverted some of the forms to persons that were not supposed to enjoy the COVID-19 palliatives,” he said.

    Tahir urged the court to issue a bench warrant to the defendant for his failure to appear before the court since he was properly served court sermon to appear on May 13 at about 9:00 am.

    He said that the offence contravened section 315 of the penal code law and section 26 of Public Complaints and Anti-Corruption Law 2008 (As amended).

    The defence counsel, Mr Ibrahim Adamu, told the court that he does not know why the defendant was not in court.

    “One of Ado-panshekara’s aides called me that they are on their way,” he said.

    Adamu urged the court to stood down for 30 minutes to enable the defendant appear in court to answer his plea.

    The court adjourned the case till May 27 for mention.

  • FG speaks on diversion of flights in Lagos

    The Federal Government has explained why international flights were being diverted from Murtala Muhammed International Airport Lagos, because of the bad weather.

    Contrary to insinuations that the planes could not land because of outdated equipment, government disclosed that it has actually upgraded the standard navigational equipment in Lagos to CAT111 ILS, which allows flights even in zero visbility, unlike CAT II ILS where pilots can only land with minimum of 800m visibility.

    Government said the upgrade was also done in Abuja.

    However in Lagos, after caliberation, some inaccurate readings were noticed in the CAT III ILS @ runway 18R (for international flights) at the MMA.

    “Unfortunately, it was in the process of re-caliberating that the weather situation in Lagos changed for the worse, hence the disruption of international flights into Lagos.

    “Some airlines opted to divert their flights to Kotoka airport (CAT II ILS) in Ghana, leaving innocent travellers stranded”.

    Government wondered why the airlines failed to diverted to Abuja (CAT III ILS), where flights to Lagos are regular.

    Government however said “the situation at the runway 18R at the MMA is being rectified and normal flights will resume shortly”.

    Here is the 10-point explanation by the government

    1. The standard navigational equipment at the MMA is a CAT II ILS. And that’s what most airports, including those in advanced countries, have.

    2. The FG, due to its commitment to passenger security and safety, decided to upgrade key airports in the country to CAT III ILS, which allows flights even in zero visbility, unlike CAT II ILS where pilots can only land with minimum of 800m visibility.

    3. The CAT III ILS has been installed in Lagos and Abuja, in the first phase. Both were also calibrated. Pending are CAT III ILS for Kano, Port Harcourt, Asaba, etc

    4. Nigeria, for the first time in a long time, acquired a calibration plane to facilitate easy calibration of the navigational equipment and also stop the practice whereby a calibration plane is hired for $500k each time.

    5. The CAT III ILS in Abuja is working perfectly. But after caliberation, some inaccurate readings were noticed in the CAT III ILS @ runway 18R (for international flights) at the MMA.

    6. Unfortunately, it was in the process of re-caliberating that the weather situation in Lagos changed for the worse, hence the disruption of international flights into Lagos. Some airlines opted to divert their flights to Kotoka airport (CAT II ILS) in Ghana, leaving innocent travellers stranded, when they could have easily diverted to Abuja (CAT III ILS), where flights to Lagos are regular.

    7. Please note that some international airlines diverted their flights to Abuja.

    8. Insinuation that perhaps the CAT III ILS equipment was never bought or never installed is akin to calling the dog a bad name just to hang it. The equipment was not only bought, it was installed.

    9. The weather phenomenon that reduced visibility at the International wing of the MMA is not unique to Nigeria. As this was happening in Nigeria, over 100 flights were being cancelled within the span of one week at Heathrow in London.

    10. The situation at the runway 18R at the MMA is being rectified and normal flights will resume shortly.
