  • Why Buhari’s 2019 Budget lacks credibility – Dogara

    The Speaker of the House of Representatives, Yakubu Dogara, has lashed out at President Muhammadu Buhari over the 2019 and previous budget estimates and procedure.

    Dogara in his opening remarks at a public hearing on the 2019 budget said the budgets over the years have only reflected the selfish wish of its drafters.

    He said the budgets have repeatedly excluded national values and interests.

    He also criticised the late submission of budgets to the National Assembly by the Executive.

    Over the years, the main problem with our budget as submitted by the Executive is that it does not reflect national values and priorities. The budget, more often than not, only reflects the values and priorities of those who help the president in drafting it. The integrity of the project selection process has always been the bane of our national budgets. I regret to say that until we eliminate these problems, we will always have non-implementable national budgets which cannot be relied upon by policymakers in establishing spending priorities,” he said.

    Dogara bemoaned a situation whereby budgets only mutter less than average performance. He exonerated the National Assembly from delays in the passage of budgets.

    It is very painful that for some years now, our budget process has been an exercise in either or a combination of audacious optimism and/or hypocrisy involving key actors putting together a budget that they fully know will at best be implemented up to 45 per cent, which is by all standards below average.

    How many of us will be proud of a child who consistently performs below average in his exams? How many of us here are proud of our below average budget performance all these years? Our below average budget performance is the main reason why Nigeria has remained a major promise as our national potentials cannot be realised without effective budget planning and execution.

    The budget is the most important law that is passed yearly, consequently, no parliament anywhere in the world rushes it. Let me re-emphasise that this parliament can never be a rubber stamp and neither are we prepared to surrender our constitutionally assigned rights of checks on the Executive.

    It is unfortunate, however, that many commentators always ignorantly accuse the National Assembly of delaying the Appropriations Bill as if we are meant to urgently rubber stamp whatever budget estimates that is submitted to us by the Executive. If we fail to scrutinise the budget proposals, it will not only amount to an abdication of our constitutional responsibilities as legislators but a betrayal of the mandate of our constituents.

    Let me also add that it is very unfair for the Executive to consistently and repeatedly blame the National Assembly of delaying passage of the budget while failing to address the issue of late budget submission on its part. The Fiscal Responsibility Act, 2007, provides that the Appropriations Bill be submitted not later than September of the preceding year which will give the parliament ample time to process the document and pass it in good time.

    Unfortunately, the 2019 Appropriations Bill was submitted on December 19, 2018, just 12 days to the end of the year and the earliest time an Appropriation Bill has ever been presented to the National Assembly in this dispensation was on November 7, 2017.”

    He urged the executive to ‘honestly’ and ‘diligently’ implement the 2019 budget.

    Earlier, the chairman Senate Committee on Appropriation, Danjuma Goje, said the public hearing was important to ‘promote an all-inclusive and active participation’ in the process of passage of the 2019 budget.

    He noted that the public hearing, in its third year, had in the past birthed meaningful policies that added value to the budget.

  • Bauchi poll: Speaker, Yakubu Dogara speaks as PDP’s Bala Mohammed defeats incumbent governor

    Speaker of the House of Representatives, Hon Yakubu Dogara, has said that Bauchi State has been emancipated from forces of darkness and retrogression.

    Hon Dogara who led the Peoples Democratic Party (PDP) to an unprecedented electoral victory of unseating the incumbent governor Mohammed Abdullahi Abubakar of the All Progressives Congress (APC), noted that ” the party’s victory speaks to a better, brighter future for generations yet unborn in Bauchi.”

    In a statement released after the declaration of the Peoples Democratic Party, PDP, candidate, Sen. Bala Mohammed, as the winner of the governorship election, the speaker also advised the governor-elect not to take the trust reposed on them by Bauchi people for granted and to always remember Bauchi peoples rejection of the incumbent governor as a lesson on what awaits them if they fail to live up to expectations.

    He said it was unacceptable that the state has over 1.3 children out of school, jobless youths roaming around, non- functional hospitals and local government areas that have totally collapsed, while the governor and his cohorts fed their greed and perfidy.

    The speaker stated, “The victory of the People’s Democratic Party (PDP) in Bauchi state is the crowning of the struggle for the emancipation and liberation of our people from the forces of darkness, evil and retrogression that have held the state captive and hostage for over a decade.

They therefore sought to perpetuate themselves in office again for another four years through this elections just to continue feeding their greed and perfidy.

    Historically, Bauchi people are known to be brave and politically savvy. They saw through the charade and decided this is the time to break away from the curse that has afflicted us thus far. By our collective resolve and by the results of this election, we have once again demonstrated to the world that no man made chains can bind us to servitude. The chains have come undone sending a clear message that Bauchi will never bend its back again for an oppressor to ride.

    Today’s victory is ours. Today’s victory speaks to a better and brighter future for ourselves, our children and generations yet unborn.

    We have proven that working together, there is no challenge that we cannot overcome as a people. I understand as we all celebrate this victory because it came at a coast so many of us were willing to pay in order to salvage our state from the precipice. But we cannot tarry long on this mountain of celebrations as what today’s victory demands of us is to go to work immediately.

    We cannot go to sleep while over 1.3 million of our children are roaming the streets without access to education; while our hospitals do not qualify as consulting clinics; while hundreds and thousands of our children and youths have no jobs, retirees have no pensions and gratuities; while the entire Local Government system in the state have collapsed and while billions of our resources are being looted using ghost workers and other fraudulent means.

    The work of rebuilding Bauchi begins now and we must never, ever allow our beloved state to fall into the hands of greedy, wicked, heartless , profane and godless people whose only God is their stomach.”

    Bauchi people have decided that Sen Bala A. Mohammed (Kauran Bauchi) and Sen Baba Tela will lead us to recovery and progress in the next four years. I am sure the way Bauchi people rejected the kleptomaniac government of Mohammed Abdullahi Abubakar is enough lesson. We will support you with all we can as we look forward to an immediate positive impact in your first 100 days in office.

  • Bauchi supplementary polls: Dogara writes ICC, US, EU, UK

    …Reveals plot by FG, Bauchi govt, security agents to unleash violence on Bauchi citizenry

    Speaker of the House of Representatives, Hon Yakubu Dogara, has alerted the International Criminal Court, United States, United Kindom and the European Union governments on a plot by the Federal Government of Nigeria, Security Agencies and Bauchi State Government to unleash violence on innocent citizens of Bauchi State.

    In a letter written to the Ambassadors of US, UK, EU and the Prosecutor of the ICC dated March 22, 2019, Hon Dogara said verifiable information gathered revealed that a directive has been issued to security personnel on March 21, 2019 to unleash violence, rig the supplementary election in the state at all cost, even if they have to kill to achieve their nefarious intentions.

    The letter read in part, “I will like to bring to your attention, the directive given to security personnel on March 21, 2019 to unleash violence, rig the election at all cost even if they have to kill to achieve their nefarious intentions. This can be verified from some patriotic security agents who received the above orders from their bosses yesterday.

    “Therefore, I write to draw the attention of the United States authorities to this murderous order given to the security agents in Bauchi state to kill innocent citizens. Should any person in the State lose his life tomorrow in consequence of this fraud called supplementary elections, the responsibility must rest squarely on the shoulders of the following individuals and institution; namely:

    1. Governor Mohammed Abdullahi Abubakar of Bauchi state whose desperation knows no bounds

    2. Bauchi State Resident Electoral Commissioner, Ibrahim Abdullahi

    3. Commissioner of Police Bauchi State

    4. Director, Department of State Services Bauchi State

    5. All security personnel who obey the illegal murderous order to kill innocent citizens.”

    In the letter, which was also copied to the United Kingdom, European Union and Internatiinal Criminal Court, titled “Plot to Precipitate Violence, incite political killings in Bauchi State”, Hon Dogara added that they are already compiling incidences of political killings perpetrated by thugs hired and armed by Bauchi state Government before, during and after the February 23 Presidential and National Assembly elections and March 9th, Governorship and State Assemblies elections.

    He explained, “The supplementary elections follows the “inconclusive” governorship elections held on March 9, 2019.

    “Collation of results for Tafawa Balewa Local Government Area has been stalled by the Nigerian authorities, which presupposes that INEC, suspends the supplementary elections pending the completion of the collation exercise as provided for by the Electoral Act and INEC’s Election Guidelines and Regulations.

    “The Resident Electoral Commissioner for Bauchi State, Ibrahim Abdullahi, working in concert with the Governor of Bauchi state, Mohammed Abdullahi Abubakar and security agencies have perfected a plan to announce rigged results and in the process use security agencies and their paid political thugs to unleash unprecedented violence on the people of the State with reckless abandon.

    “Your Excellency, may wish to recall that similar violence was unleashed in Rivers state recently by military personnel, Police and hired political thugs leading to maiming of scores of people and destruction of lives and property of innocent citizens.

    “Already, hundreds of security personnel and hired political thugs have been deployed and directed to threaten, intimidate and even kill people in order to rig the election at all cost for the incumbent Governor, Mohammed Abdullahi Abubakar.

    “We are already compiling incidences of killings perpetrated by thugs hired and armed by Bauchi state Government before, during and after the February 23 Presidential and National Assembly elections and March 9th, Governorship and State Assemblies elections.”

     

  • Supplementary polls: Bauchi govt planning to sponsor thugs in my name, Dogara raises alarm

    Speaker of the House of Representatives, Hon Yakubu Dogara, has put the Inspector General of Police, Mohammed Adamu, and other security agencies on notice of a plot by the Bauchi State government to implicate him in criminal conspiracy.
    In a letter dated Thursday 21st March, 2019, addressed to the Inspector-General of Police, and copied to the Director-General, Department of State Services, the speaker said he was in receipt of credible information of an ongoing plot to plant false evidence in form of branded motorbikes and cars bearing the logo of his party (PDP) and his pictures, which will be used to commit crimes and implicate him in criminal activities.
    He said, “I write to inform the Inspector General of Police that I am in receipt of credible intelligence about an ongoing plot by Bauchi State government to implicate me in a criminal conspiracy.
    “The Bauchi State government has procured hundreds of motorbikes and cars which are being branded in the Government House Bauchi with my pictures and logo of my party, the Peoples Democratic Party (PDP) and my name inscribed.
    “The plan is that the Bauchi State government will engage some criminal elements and give them the branded motorbikes and cars which they will use to commit crime and thereafter abandon them at the scene so as to implicate me.
    “I am, by this letter, putting the Police and other security agencies on notice so as to be on the watch out for these criminal elements intended to be deployed by Bauchi State Government.

    Speakership contest: Wase tipped as likely successor to Dogara

    Indications emerged on Thursday that Hon Ahmed Idris Wase may emerge the elected speaker of the incoming 9th House of Representatives.

    This is owing to the level of overwhelming support base the fourth time reps member enjoys amongst his colleagues

    According to findings by TNG both returning and newly-elected members for the 9th House are queuing behind Wase, who represents Wase Federal Constituency of Plateau State.

    Wase, who is returning to the House for the fourth time, is among the top contenders for the speaker’s seat.

    Some lawmakers who spoke in confidence said they were more at home with Wase over other contenders for the office.

    They said Wase’s leadership qualities, humility and grasp for legislative work stand him out among the other contenders.

    ‘I think Wase’s qualifications stands him out amongst the crowd. Where do you put over 12 years of legislative experience? Can you buy that in the market? Others should wait to acquire the experience, patience and competence needed to lead a dynamic House as this. He will represent us well and carry the entire House along. He can pass for the best amongst the rest”, an honourable colleague said .

    Another returning lawmaker said: “Among all the contenders, Wase appears to be more matured, and he knows how to handle people. He is a very calm and gentle man that can fit the position of Speaker very well.

    “I can assure you that most members are comfortable with Wase because he never had issues with anybody. Besides, he has listening ears.

    “He ensured fairness and correction of imbalances when he served as chairman federal character committee. He operates an open door policy. He always listens to members each time they come to him with an issue.

    “He is someone that doesn’t raise his shoulders despite the fact that he’s one of the ranking members of the House. So, many members are really ready to see that he becomes speaker.”

  • INEC setting dangerous precedence with inconclusive polls – Dogara

    The Speaker of the House of Representatives, Yakubu Dogara, has cautioned the Independent National Electoral Commission (INEC) against setting dangerous and evil precedence in the political history of Nigeria by declaring elections inconclusive.

    The speaker, who was adressing a PDP NEC meeting in Abuja Wednesday, also warned against craving for power at all costs just for the sake of being in power and not for impacting lives positively.

    Citing examples of elections recently conducted in Ghana and other African countries, he noted that it is only in Nigeria that it is a practice to declare elections inconclusive as there is nothing like that in other climes.

    Observing that there is always a consequence for every action, Mr Dogara said, “It will be very, very unfortunate that INEC, which is led by a first-class professor of History, will set this dangerous and unacceptable precedence in our political history.

    What has happened is pure evil. Our consolation as faithful members of this society is that evil does not last forever and no evil doer has ever escaped punishment. …it is a law of nature, that whatever you sow is what you will reap.”

    Furthermore, he averred that , “For those who believe in power for the sake of power and not because they want to empower people, not because they want to better the lives of our People, there are also lessons they can learn from history.

    History is replete with examples of all those who pursued power for the sake of power. Whether it is Hitler, I don’t want to name more, one example is enough. Their lives have always ended up in some tragedy, that is the fate of anyone that seeks power for the sake of power. We have seen that displayed in Nigeria and I wish we can take heed from the lessons of history.”

    He, however, charged PDP members not to despair because of the supplementary elections that have been ordered by INEC for positions they are contesting for, saying that the party won five out of the six states where there will be reruns and God willing, victory will be theirs after the exercise has been concluded.

     

  • Speaker Dogara mourns slain Oyo lawmaker, Sugar

    The Speaker of the House of Representatives, Yakubu Dogara, has commiserated with the family of slain Oyo lawmaker, Olatoye Temitope, who was shot at a polling unit during Saturday’s elections in the state.

    Mr Olatoye, the lawmaker representing Lagelu/Akinyele federal constituency of the state, died following gunshot injuries he received.

    The deceased was shot in the eye by political thugs at a collation centre in Elesu, Lagelu Local Government Area and later confirmed dead by the University Teaching Hospital in Ibadan.

    In a message on his Twitter handle @YakubDogara on Saturday night, Mr Dogora described the killing as shocking, primitive and wicked.

    “I received with shock, the sad and distressing news of the assassination of my brother and colleague, Hon. Olatoye Temitope Sugar, in Oyo State today. The murder of Hon Sugar in election violence today is primitive, wicked, inhumane, barbaric and highly condemnable,” Mr Dogora said.

  • 9th Assembly: Buhari’s man, 9 other lawmakers eye Dogara’s job

    The nineth Speakership race may at the end of the day churn out the highest number of contenders in the history of the Nigerian House of Representatives.

    As at 4.56pm on Tuesday ten lawmakers had already indicated interest to lead the 360 House membership including the outgoing speaker, Yakubu Dogara going by unconfirmed reports.

    In the 7th and 8th assemblies only between four and five candidates openly indicated interest which in most cases water down to three or too major contestants at the end of the day.

    The nineth Assembly from all indications may beat both the 7th and 8th assemblies as all the lawmakers in the race even from Buhari’s zone appear to be adamant.

    The three new entrants are President Muhammadu Buhari’s close political associate, Hon Mohammed Datti, Aminu Suleiman and Lado Suleja.

    TNG however gathered that Garba Datti Muhammad is in the contest for the office of Deputy Speaker.

    Datti, a ranking member who has been in the House since 2007, was the Deputy Minority Whip in the House between 2011 and 2015.

    The lawmaker, who was a member of the Kaduna State House of Assembly for 2003 to 2007, is believed to have the backing of some of his colleagues to clinch the seat, including some major party stakeholders outside the National Assembly.

    It is believed that his loyalty to the party and closeness to the president may work in his favour even as his wields influence among his colleagues.

    Because of his loyalty to the APC, Datti backed the position of the party in 2015 during the speakership contest, and also rejected the chairmanship of the Committee on Solid Minerals immediately after Speaker Yakubu Dogara announced him to head the Committee.

    Datti previously served in committees such as adhoc panel on constitution amendment, selection committee as well as being a member of several delegations of the House on different assignments.

    Also in the race is Hon Aminu Suleiman, who chairs the House Committee on Tertiary Education and TetFund is said to be in the contest for the office of speaker.

    A three-term member who represents Fagge Federal Constituency of Kano State, Aminu Suleiman is believed to have gone far with his aspirations as he has since contacted most of his colleagues on the matter.

    A former labour leader, Suleiman is one of the forces to reckon with in the House as he is said to be enjoying the support and understanding of a lot of returning members of the House.

    Suleiman will be joining other lawmakers such as Babangida Ibrahim from Katsina State in the Northwest for the position of speaker even as Abdulrahman Kawu Sumaila also from Kano State has indicated interest to go for deputy speaker.
    It was also gathered that Hon Abubakar Lado Suleja is in the race for the position of Deputy Speaker.

    The young Niger lawmaker, who came to the House in 2015 under APC, was the First APC National Youth Leader from 2013 to 2014 and served also as a member of the party’s National Working Committee (NWC) and later got elected as fhe first APC National Deputy Treasurer in May 2014 during the First APC National Convention in Abuja.

    Hon Lado Suleja was the first youngest member of the APC NWC, which managed the affairs of the party at the national level, following the formation of APC in 2013.

    During the both 2015 and the just concluded Presidential and National Assembly elections, Lado joined hands with other stakeholders of the APC and gave the party overwhelming votes in Niger State, where APC also won all the three Senatorial and 10House of Reps seats in the state.

  • 9th House Speakership Contest: Who wears the crown?

    Barely 68days ahead, a new speaker must emerge to pilot the affairs of the nineth House of Representatives as six contenders prepare for the coveted position.
    The issue at stake is who wears the crown as the six lawmakers eyeing Hon Yakubu Dogara’s job are no pushovers.
    The ranking lawmakers include: The current leader of the House Hon Femi Gbajabiamila, Hon Mohammed Tahir Monguno, Hon Abdulrazaq Namdas, Babangida Aliyu, Idris Wase and Mohammed Umar Bago.
    None of these men are pushovers as they are well grounded in legislative business.
    In 2015, against all odds, Dogara emerged the speaker which rubbished the zoning arrangement of the All Progressives Congress, APC that wanted a candidate from the South West to run the affairs of the Green Chamber.
    The question on the lips of Nigerians is will the APC suffer the same fate in 2019?
    Both Chambers produced candidates that were not annointed by the APC.
    Dr Bukola Saraki clinched that of Senate while Dogara on the 9th of June 2015 grabbed both positions.
    Both men eventually defected to the Peoples Democrat Party, PDP.
    This is a clear signal that the APC leadership may not rest on its oars until both Houses are properly put in order or a similar fate may befall the APC in this new dispensation.
    The APC had zoned it to the South West hoping that its annointed candidate Gbajabiamila will clinch it but he lost it narrowly with just eight votes to Dogara.
    Dogara applied all legislative tactics and remained in office till date piloting the legislative affairs of the most vibrant Green Chamber in Africa.
    The APC leadership may want to properly manage its electoral victory better this time around but must look for a credible and widely accepted candidate from any zone it decides to give the number four citizen’s position.
    So far, the six emerged candidates are just waiting for the APC leadership to blow its whistle by announcing which zone should produce the next speaker.
    The likely six legislative gladiators in the race:
    Femi Gbajabiamila, a lawyer and fifth timer and a leading candidate of APC represents Surulere Federal Constituency of Lagos State.
    Gbaja as he is fondly called by close associates has the ears and eyes of the APC national leader, Senator Bola Ahmed Tinubu a political bulldozer whi has all it takes to change the stakes to favour his long time loyalist.
    Gbajabiamila has the legislative experience to pilot the House but needs to break away from the shadow of the past to survive.
    He equally needs the PDP votes if he must conquer in this his second attempt.
    Hon Mohammed Tahir Monguno, a lawyer is from the Northeast and a fourth timer with a vast legislative experience.
    He is from Borno State, is another top contender for the speaker’s seat. Monguno is a fourth term member under this Fourth Republic as he has been in the House since 2007, representing Marte/Monguno/Nganzai Federal Constituency. However, he was previously elected to the House of Representatives in 1992 and served briefly before the annulment of the June 12, 1993 presidential election that saw members of the National Assembly elected that time end their tenure abruptly. Between 2007 and 2011, Monguno served as chairman of different committees in the House, including agriculture, which he headed during the 7th Assembly. He is currently the chairman of the House Committee on Agricultural Production and Services. Currently the chairman of the Northeast Caucus in the House, Monguno is unrivalled in terms of commitment to legislative activities as he is always at plenary during sittinngs, a development that once earned him accolades from both Speaker Yakubu Dogara and Deputy Speaker Yussuf Suleiman Lasun.
    During the House leadership tussle in 2015, Monguno, a former Attorney General and Commissioner of Justice in Borno State, almost became Deputy Speaker as he ran together with Femi Gbajabiamila for the position. He was defeated by Lasun due to the fact that Dogara, who is also from the Northeast, had already emerged as speaker. Therefore, there was no way both the speaker and the deputy speaker could come from the same region.
    But this time around, it was learnt that Monguno is battle-ready to go for the speaker’s seat once more, but he is said to be waiting patiently for the decision of the APC on zoning of the leadership positions in the National Assembly.
    Hon Abdulrazaq Namdas is from Adamawa and the current Chairman House Committee on Media and Publicity.
    A front line journalist turned politician is a second timer a vibrant lawmaker and a good contributor to debates on the floor of the House.
    A one time Chief Press Secretary to former governor of Adamawa, Boni Haruna.
    Hon Ahmed Idris Wase is the current Deputy majority leader of the House.
    He represents Wase Federal Constituency of Plateau state.
    Hon Umar Bago Mohammed, represents Chachanga Federal Constituency of Niger state.
    He is the current Chairman House Committee on Maritime.

    The Speaker House of Representative, Yakubu Dogara of the People’s Democratic Party (PDP) has retained his seat as member representing Bogoro/Dass/ Tafawa-Balewa Federal Constituency in Bauchi.

    Announcing the results of the just concluded elections, INEC Returning Officer in the constituency, Prof. Mohammed Abdulhamid, said in Zwall, the collation centre, on Sunday, that Dogara polled 73,609 votes to defeat his closest opponent, Alhaji Dalhatu Kantana of the All Progressives Congrss (APC), who scored 50,078 votes, and six other candidates.

    He commended the electorate for their orderly conduct, saying the exercise was transparent and hitch-free.

    With this victory, Dogara will be representing his constituency for the fourth consecutive time.

    He was elected for the first time in 2007 and has so far spent 12 years as member of the House.

    Meanwhile the speaker in a reaction after his victory dedicated the victory to God and his constituents.

    The Speaker in a statement he personally signed said the people made their choice despite intimidation and harrasement.

    I dedicate this victory to God first and our ever peace loving & resilient people of Bogoro/Dass/Tafawa Balewa Federal Constituency who defied all odds to return me to the House of Representatives for an unprecedented 4th term. By their uncommon courage, sacrifice and patience in the face of unwarranted provocation, threat & intimidation & attempts to subvert their will by undemocratic forces, they have made history today in Nigeria by breaking a jinx that has plagued the House of Representatives since 1st Assembly as no presiding officer (both Speaker & Deputy Speaker) has ever been re-elected to the House.

    Bogoro/Dass/Tafawa Balewa has also set a record as the first in Bauchi state to return a member to the House of Representatives for fourth consecutive term. Thanks to many friends and supporters who contributed immensely in making this history possible. Together we shall continue to defy evil and make Nigeria work again.
