    Dogara congratulates Saraki on 56th birthday

    Mr Yakubu Dogara, Speaker of the House of Representatives, on Tuesday, congratulated Dr Bukola Saraki, President of the Senate, on the occasion of his 56th birthday anniversary.

    Dogara felicitated with Saraki in a statement made available to News Agency of Nigeria by his Special Adviser on Media and Public Affairs, Mr Turaki Hassan, in Abuja.

    He commended the Senate president for his constant promotion of the independence of the legislature and his outstanding contributions to the nation building, describing him as “a courageous and patriotic leader.”

    I note with great pleasure that in the last three and half years, you have demonstrated great courage and patriotism while conducting the affairs of the Senate and the National Assembly as a whole.

    Your consistent display of unwavering commitment to the unity, peace and progress of Nigeria and particularly, the independence of the legislature is legendary and worthy of commendation,” he said.

    According to Dogara, the Senate under Saraki’s leadership has remained focused and people-oriented owing to his dexterity, capacity and vibrancy”.

    As you mark this auspicious occasion, I wish to join your teeming well-wishers in praying to Almighty God to grant you more wisdom and sound health to continue to serve the nation,” he said.

     

  • 2019: Dogara urges Gombe electorate to vote based on experience

    The Speaker, House of Representatives, Mr Yakubu Dogara has called on voters in Gombe State to exercise their civic duties by voting based on experience and not sentiments in the 2019 general elections.

    Dogara made the call in Kaltungo , Kaltungo Local Government Area of the state during an empowerment programme by Hajiya Binta Bello, a House member representing Kaltungo/Shongom Federal Constituency.

    The speaker said that it was better to vote a leader that had been tested as against voting based on sentiment, including tribe or religion.

    “ You must be careful when electing people into offices in 2019. Vote for those who have been tested and not people that know nothing about governance.

    “Do not make such mistake. Think about the person that has done it before and can do it again, if given the opportunity.

    “ We must shun religious sentiment and tribal affiliation when voting people into power,” he said.

    Dogara also urged the people of the constituency to vote Bello again, adding that a vote for her would guarantee more dividends of democracy to the people.

    The leader of the House of Representatives, Mr Femi Gbajabiamila (Lagos-APC) on Wednesday countered claims by Senate President Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara that the Federal Government Trader Moni initiative was aimed at enticing voters to support President Muhammadu Buhari’s second term bid.

    The lawmaker made this known while speaking with newsmen on Wednesday shortly after the All Progressive Congress (APC) caucus in the House met in the National Assembly.

    According to Gbajabiamila, “am shocked that legislature will say that Trader Moni is vote buying when it is the same legislature that gave the budget approval. You budget for something and then you turned around. It means you’ve done disservice to the country. You’re indicting yourself.”

  • Dogara congratulates Danjuma at 81

    Speaker of the House of Representatives, Yakubu Dogara, has congratulated elder statesman, General Theophilus Danjuma, on the occasion of his 81st birthday.

    The speaker hailed the general for his consistency in the quest for a better Nigeria that will benefit every citizen, adding that his service and generosity to Nigerians are virtues that every Nigerian leader should emulate.

    Hon Dogara noted that as the country ponders on how to ensure that it enthrones leaders that are well equipped to build a Nigeria for all, so much can be learnt and applied from Gen. Danjuma’s sacrifices and commitment to Nigeria’s unity, peace, progress and stability.

  • 2019: FG’s cash disbursement is vote-buying, inducement – Dogara

    Says it is highest form of corruption

    Speaker of the House of Representatives, Rt. Hon Yakubu Dogara, has condemned the distribution of cash to the public very close to general elections by public officials, saying no matter how noble the intent may be, such endeavors amount to vote buying and inducement, which is a clear case of corruption.

    Delivering remarks at a public hearing organised by the National Assembly Joint Committee on INEC and Political Parties Matters on Vote-buying and Improving the Electoral Processes in Nigeria, Hon Dogara said the act of inducing the public with cash in exchange for their votes is a fraud that is covered within section 124 (1)(a);(b);(c); Section(124)(2)(4)(5) and Section 130 of the Electoral Act.

    He also noted that financial inducement for votes contravenes the fundamental objectives and directive principles of state policy enshrined in Nigeria’s Constitution, even as there is also a lack of political will to implement the laws to offer deterrence to violators and even where arrests are made, prosecutions are unheard of despite the damaging effect of the practice.

    Hon Dogara explained, “Vote buying and other sundry criminal manipulations of the electoral process in Nigeria have left our citizens in a state of unmitigated disaster. As a result, we have been married off to a mob. A mob that rules us by the example of their power nor by the dictates of law. A mob that rules by fear as an inalienable tool rather than by courage. A mob that accepts the status quo rather than challenge it. Mobs don’t grow others, they only destroy others in order to grow themselves. We follow the mob because we must, not because we are receiving any sense of significance for our own lives from them. Our democracy has stagnated and will sadly remain so until we eliminate all sham elections which have the effect of throwing up the worst of us to lead the best of us.

    It is instructive to note that the Electoral Act anticipated and captured most forms of electoral fraud including inducement and vote buying. I hope we will have the courage at this event to address the distribution of cash to the public very close to general elections by public officials. I am afraid that such endeavours no matter how noble the intentions behind them may fall within the all-encompassing provisions of S. 124 (1)(a);(b);(c); and S.(124)(2)(4)(5) and S. 130 of the Electoral Act. Although penalties are not stringent, there is also lack of political will to implement the laws as it is, even if it were to offer feeble deterrence to violators. Arrests are hardly made and even where arrests are made, prosecutions are unheard of.

    Indeed, the Fundamental Objectives and Directive Principles of State Policy enshrined in our Constitution envisages that Nigeria shall be a State based on the principles of Democracy and that sovereignty belongs to the people of Nigeria, through which government derives its authority, powers and legitimacy. Therefore, any form of contrivance by any person or authority to unduly influence the choice of the voter is condemnable as it is patently an assault on this constitutional guarantee.

    Undue influence of voters has always existed in different forms all over the world, however, the recent phenomenon of direct pricing and buying of votes as if in a market square is very disturbing. It is one of the highest forms of corruption,” he stated.

    Reiterating the need for free, fair, credible and transparent elections, he stressed that that is the very basis for translating the consent of the governed into governmental authority, especially as elections are now so attractive that even pretentious democracies lay claim to holding elections just in order to confer some aura of legitimacy on their rule.

    While noting that not all elections are democratic elections, he said that for elections to qualify as democratic, they must be competitive, periodic, inclusive and definitive and free, fair, credible and transparent elections, therefore, is the very basis for translating the consent of the governed into governmental authority.

    The speaker, therefore, called on Nigerians and members of the global community to rise up for free, fair and credible elections and fight against the phenomenon of electoral fraud that could destroy the nation’s democracy and install leaders that would operate as if they are above the law.

    The high prevalence of vote-buying in the electoral system of the country is, without any doubt, of great concern to all Nigerians and members of the global community who truly love democracy. It is disheartening that this absurd phenomenon has assumed alarming proportions in recent times. As citizens, we must not surrender to this criminality as we cannot do so and still expect honour. When political office holders defy the law and corruptly assume office, they will always operate as if they are above the law,” he added.

    Hon Dogara further noted a more worrisome dimension to vote buying which he stated is the alleged use of the officials of the electoral umpire, INEC, and officers of security agencies to induce, or intimidate and coerce voters to vote for particular candidates. He lamented that “such absurdities have been widely reported in the media and confirmed by some local and international observers in respect of the recently concluded governorship elections in Osun State.”

    As expected, all lovers of democracy worldwide rose to condemn these despicable incidents. Condemnation is not enough, it will amount to hypocrisy, if we don’t take the bull by the horn by taking concrete steps to eliminate these evils that make mockery of our hard worn democracy.

    Let me seize this opportunity to call on all people of goodwill in our country to rise in condemnation and denunciation of vote-buying and all forms of electoral malpractices. Indeed, electoral fraud is one of the worst forms of corruption, and should be treated as such. This is the only way we can guarantee the stability and growth of our democracy,” he charged.

    2019: Vote buying a threat to Nigeria’s democracy – Saraki, Dogara

    President of the Senate, Sen. Bukola Saraki, and Speaker of the House of Representatives, Mr Yakubu Dogara, on Monday said vote buying is a threat to the nation’s democracy.

    Speaking at a public hearing in Abuja, they called for urgent action by stakeholders, especially security agencies to check the menace before the 2019 general election.

    The hearing was conducted by the National Assembly Joint Committee on the Independent National Electoral Commission (INEC) in Abuja.

    In a keynote address, Saraki said the country was in a delicate situation as the entire world was looking forward to what would happen in the coming general election.

    This, he said, is understandable considering that President Muhammadu Buhari is the current Chairman of the Economic Community of West Africa States (ECOWAS).

    Moreover, the Chairman of INEC is the head of Electoral Commissions in West Africa.

    With these positions, it is clear that we cannot afford to conduct an election that will not be credible, peaceful, free and fair.

    It is noteworthy that in 2015, we set an enviable standard that encouraged more countries in Africa to democratize.

    In 2019, we cannot lower the standard. We must up the ante, because whatever we do will have impact on the continent and serve as a representation of Africa on the global stage,” he said.

    Saraki noted that the country could not afford to send wrong signals with its actions or inactions in the build-up to the election.

    He said that Nigeria must tell the world in action that it was ready to improve its electoral process by making it more transparent and commendable.

    At this point, it does seem to me that the onus is on INEC to demonstrate its independence. It should be pro-active and take bold decisions.

    And this is necessary because the responsibility to conduct a credible poll is solely that of the Commission. This is elemental to retaining the confidence of the electorate,” he said.

    He expressed worry over alleged collusion by security agents with political actors to disenfranchise voters, citing reports of voter intimidation in the recent governorship elections in Ekiti and Osun.

    We cannot under any circumstances militarize election, because that defeats the purpose of free, fair and credible poll.

    In an election, access to the polling units for the purpose of casting one’s vote is the bare minimum.

    INEC must set the rules for their engagement during elections, which they are to follow.

    The Commission should further seek the co-operation of respective security agencies to ensure strict compliance,” he said.

    On his part, Dogara described vote buying as the highest form of corruption.

    Vote buying and other sundry criminal manipulation of the electoral process in Nigeria has left our citizens in a state of unmitigated disaster,’’ he said.

    He added that the nation’s democracy had stagnated and would sadly remain so until Nigerians eliminate all sham election that produces their worst as leaders over their best.

    Chairman of the committee, Sen. Suleiman Nazif, blamed vote buying on poverty, unemployment, lack of stringent punitive measures, lawlessness, laxity of law enforcement agencies, insufficient voter education, and ignorance, among others.

    Nazif said the public hearing was, therefore, held to seek suggestions from stakeholders on how to find lasting solutions to the problem.

  • NEMA: Between Dogara and Fake News

    The era of fake news is here again. I recalled I jumped out of my seat when the House of Representatives Committee on Emergency and Disaster Preparedness stated that the National Emergency Management Agency (NEMA) abandoned about 6,779metric tons of rice donated by the Chinese government for distribution to Internally Displaced Persons in the North East.

    The first thing that came to my mind is that Yakubu Dogara is at work again. Maybe he is still rueing his loss at the scheme of affairs in his home state. Just maybe he has vowed to take his pound of flesh from anything related to the Governor of Bauchi State. But the question is, do we throw decorum in the wind because we want to settle political scores? Do we cast aspersions on the personalities of people just only because of their affiliations? In my opinion, the attitude of the enemy of my friend is my enemy must stop if we are desirous of making progress as a people and as a country.

    I say this for the apparent fact that the news and reports emanating from the House of Representatives on the activities of NEMA are nothing but a concoction of half-truths and a smear campaign to rubbish and give the dog a bad name so that it can be hanged. I dare to say that I am a stakeholder holder in the humanitarian sector in Nigeria and I say without fear or favour that the humanitarian efforts of NEMA under Engr. Mustapha Maihaja in the last two years is unparalleled. This much other critical stakeholders can attest to.

    And so to think or imagine that the House of Representatives has been mentioning and misleading the general public on the activities of NEMA is uncharitable, as well as it is unimaginable. So much so that everything now smacks of a mockery. However, I must add that if care is not taken, the House of Representatives might lose its credibility in the court of public opinion if it continues on the wild goose chase because as it stands, every tom, dick and harry can easily decipher that the House of Representatives is pushing a personal agenda on NEMA.

    And the reason as I have always stated merely is that the Speaker of the House of Representatives detests the Director General of NEMA because he is friends with the Governor of Bauchi state who Yakubu Dogara has disagreed with politically. Now, does this not amount to an abuse of office? Is this attitude not unbecoming of the Office of the Speaker of the Federal House of Representatives? Sincerely, I am at a loss as to how we can make progress in this country.

    The first giveaway of possible partisanship is during the public hearing, the committee refused to admit the testimony of a representative of Maersk Lines, Blessing Ebri, who stated that six months after the arrival of the donation at the Nigerian port, no agency of government came to claim or clear it and that it was not until NEMA’s intervention in January 2018 that the rice began to be cleared and distributed to the victims of insurgency in the North East.

    She said: “we had to write to the shipper, which is the Chinese Government, that no one is coming forward. The shipper approached us on January 30, 2018, and linked us with NEMA. NEMA later negotiated based on the fact that the rice was for emergency and it was agreed that N200 million flat fee be paid by NEMA, excluding the standard charge. Also, the representative of APM Terminals, Daniel Odibe, said 271 containers passed through their port facilities and due process was followed by NEMA.
    Given these mentioned above, I am at a loss on why the House of Representatives has decided to go the haul on spreading the fake news on NEMA.

    On the other accusations, I recall that the Accountant General of the Federation, Ahmed Idris, and the Chairman of Dangote Group, Alhaji Aliko Dangote, absolved the NEMA Director-General, Mustapha Maihaja, of any wrongdoing in the utilization of the N5.8 billion for relief materials in the North East. But the House of Representatives would hear none of that. The Accountant General of the Federation stated that the need to release funds was as a result of the scaling down of funding by international agencies operating in the region, which could jeopardize the lives of the people of the region.

    I stand to be corrected, the activities of NEMA since Engr. Mustapha Maihaja assumed leadership had witnessed a progressive leap. Those in the humanitarian industry can attest to this. Only recently, Engr. Mustapha Maihaja bagged the Humanitarian Service Icon award for his sterling performance at NEMA as well as the reforms he brought into the establishment upon appointment. The award organizers also stated that the selection of the NEMA boss took into consideration many issues including the creation of an enabling environment for citizens to recover from natural disasters like flood, and insurgency and communal clashes that have ravaged the country and her citizens in recent times.

    At this point, I do not know what the House of Representatives wants Nigerians to believe. I am also at a loss if indeed those characters there understand that they are representatives of the people. And if as representatives of the people, they cannot join hands with an agency as critical as NEMA in easing the burden of humanitarian disasters in the country, then it is a big shame. And for the Speaker of the House of Representatives, it is a bigger shame on him as the promoter of fake news on NEMA.

  • Eid-el-Maulud: Buhari, Saraki, Dogara preach unity, peace

    President Muhammadu Buhari has extended greetings to entire Nigerian citizens and Muslims on the occasion of the Eid-el-Maulud; the birthday of the Holy Prophet Muhammad.

    In his message to mark this year’s Eid-el-Maulud by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu, in Abuja on Monday, Buhari wished all citizens peace, happiness, and good health.

    He said that the nation was making great progress under the APC-led Federal Government in dealing with issues of security, the war against corruption, the reform and restructuring of the economy.

    While noting the provision of infrastructure by the government, the president said: “But to be fully successful, the country needs the support and prayers of all citizens.’’

    He also asked for prayers for the nation for peaceful electioneering as the nation embarks on the journey to democratic elections in 2019.

    Buhari expressed the hope that the important Islamic ceremony of Eid-el-Maulud would help to promote mutual harmony and tolerance among all Nigerians.

    Also in his Eid-el-Maulud message, President of the Senate, Dr Abubakar Bukola Saraki, urged Nigerians to use the opportunity of Prophet Muhammad’s birthday celebration to show love to one another and imbibe the virtues of perseverance and restraint.

    In a message to commemorate this year’s Maulud’s anniversary, signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, the President of the Senate congratulated the Muslim Ummah on the birthday of the Holy Prophet and said that the occasion should inspire Nigerians to renew their belief in the Almighty Allah and the country.

    Saraki charged Nigerians, particularly Muslims to always emulate and promote the virtues of Prophet Muhammad which include honesty, love for others and peaceful co-existence, saying “He, Prophet Muhammad preached and lived for peace and was revered and widely followed for his honesty and perseverance”.

    The Maulud, he said, would not have come at a better time than now when the country is about to conduct elections, “this year’s Maulud has come at the most appropriate time for Nigerians to use it in praying for peaceful, free, fair and credible elections.”

    “In all our campaigns, let us strive to live by the teachings of the Prophet Muhammad among which is to show respect for one another, irrespective of our political affiliation,” he said.

    The Speaker of the House of Representatives, Yakubu Dogara, also congratulated Muslims in the country on the commemoration of this year’s Eid-el-Maulud.

    Dogara, in a statement on Monday by his Special Adviser on Media and Public Affairs, Turaki Hassan, called on the Muslim faithful to replicate in their lives, the virtues of righteousness, honestly, charity and peaceful coexistence as exemplified by Prophet Muhammad (SAW).

    He said the celebration of the birth of the Prophet was an opportunity for the adherents to renew faiths, rejuvenate their spirit and engender love in the society.

    “”The life of Prophet Muhammad (SAW) and his teachings on piety, unity, charity, peaceful coexistence and good neighbourliness should serve as a lesson and guidance as we march towards building a nation of our dream.

    As we mark this year’s Eid Maulud, I wish to rejoice with our Muslim brothers and sisters and to urge that we take advantage of the occasion to renew our bond of unity and love as a people of common destiny and to continue to pray for peace, progress and stability of the nation, especially as we inch closer to 2019 general elections,” he said.

  • Dogara condemns assassination attempt on Ekweremadu

    Speaker of the House of Representatives, Hon Yakubu Dogara, has condemned the apparent assassination attempt on the deputy Senate President, Sen. Ike Ekweremadu, his wife and son, by unknown gunmen, adding that as the 2019 elections draw closer, the Nigeria Police and indeed all security agencies must ensure that acts of intimidation and coercion such as political assassinations are prevented.

    The Speaker noted in a press statement that the incident which occurred at the residence of the distinguished Deputy President of the Senate in Apo Legislative Quarters, Abuja, was a clear indication that insecurity in the country has climaxed to the point that nowhere and nobody is safe in the country.

    Hon Dogara added that as the general elections draw closer, security agencies in the country must ensure that lives and properties of all Nigerians are secured and protected.

    “There is no room for excuses anymore. The security agencies must be alive to their responsibility of securing the lives and properties of Nigerians. . This is unacceptable. The Police must ensure that the gunman and all those involved are not only apprehended but brought to justice.

    “As the 2019 elections draws closer, it is of utmost importance that the Police and other security agencies deploy its intelligence to forestall wanton killings and other violent acts that are programmed to cause fear and panic among Nigerians. These kind of incidents must be nipped in the bud before it gets out of hand.

    “I commiserate with the Ekweremadu family and pray that God will continue to keep them safe.”

    A team of Nigerian doctors on Tuesday successfully separated a set of conjoined twins at University of Abuja Teaching Hospital Gwagwalada.



    The doctors led by Dr Nuhu Kwajafa of the Global Peace Initiatives confirmed the success of the operation that took them many hours in a post on his Instagram account @nuhukwaj.


    “We wish to express our profound gratitude, as we say a massive thank you to Rt Hon Yakubu Dogara, for his kind hearted and extremely generous gesture to the successfully separated twins and their family…God bless you Sir”, Dr Kwajafa posted.
