    Rep Doguwa replies Kwankwaso over criticism on Tinubu

    Rep. Ado Doguwa (APC-Kano state) has disagreed with the Sen. Rabiu Kwankwaso over the rating of President Bola Tinubu’s performance in the 16 months in office.

    Doguwa registered his disagreement with Kwankwaso, the presidential candidate of the New Nigeria People’s Party (NNPP) in the 2023 general elections, while addressing newsmen in Abuja on Friday.

    Kwankwaso, while speaking at a political gathering in Kano state, reportedly said that “Nigerians, especially Northerners, are tired of the All Progressives Congress (APC) and would change it in the 2027 Presidential election.”

    Reacting, Doguwa who is the Chairman of the House of Representatives Committee on Petroleum Resources (Upstream), said that Tinubu is laying the foundation for a prosperous Nigeria.

    Doguwa, who represents Tudun Wada/Doguwa Federal Constituency of Kano state, said that Kwankwaso lacks the moral authority to speak for the people of the North.

    “As we all know, President Tinubu is not leaving any stone unturned in his quest to return our country to the path of progress and prosperity for the benefit of all.

    “President Tinubu reduced the debt service ratio from 97 per cent to 68 per cent and kept our foreign reserve at $37 billion.

    “Only this week, the Economic Stabilisation Bills have been transmitted to us in the National Assembly to stimulate our productive capacity and create more jobs and prosperity in the country.

    “In the area of security, he said the government has eliminated over 300 Boko Haram and bandit commanders, including Kachalla Halilu Sububu, who terrorised the people in Sokoto, Zamfara, Katsina and Kaduna for over five years.

    “A fresh air is already permeating the North West in view of the onslaught against these bandits. Our people are now returning to their farms,” he said.

    Doguwa, a ranking lawmaker of the house, said that Tinubu took over the mantle of leadership in the country 16 months ago when the economy was in terrible shape in all spheres.

    He said that since assuming office on May 29, 2023, Tinubu had been working genuinely to correct the fiscal misalignments, the bane of the country’s economic downturn.

    Under President Tinubu, Doguwa said that the country had attracted foreign direct investments worth more than $30 billion in 16 months.

    He said President Tinubu had paid a forex backlog of $7 billion and cleared the ways and means of over N30 trillion he inherited from the last administration.

    The lawmaker expressed optimism that in a few months, the hardship being faced in the country will fizzle out as the president’s numerous interventions bear fruits.

    Doguwa commended Tinubu for establishing the North West Development Commission which will  hasten the reconstruction and rebuilding of the geopolitical zone, which he described as the  food basket of our country.

    He said that Kwankwaso’s rating of the Tinubu-led federal government was a sign that the defeated NNPP’s candidate had not recovered from the loss.

    Doguwa said that irrespective of Kwankwaso’s comments, the All Progressives Congress (APC) in Kano state is poised to unseat the NNPP government in the state come 2027.

    Rep. Ado Doguwa (APC-Kano state) has pledged to reclaim Kano state for the All Progressive Congress (APC) and deliver in 2028.

    This will be possible if he is appointed Director-General of the 2027 APC Campaign Project in the state.

    In a statement on Sunday, Doguwa promised the leadership of the party to deliver the presidential and governorship seats.

    “As a 7th term lawmaker, I am seizing the opportunity to urge the leadership of the APC to graciously allow me to coordinate and serve as a Director-General of Kano state APC Campaign  Project in 2027.

    “I vow to deliver victorious results in the gubernatorial and presidential elections before noon on the day of election,” he said.

    Doguwa, who is the Chairman, House of Representatives Committee on Petroleum (Upstream), also pledged selfless service to his constituents, APC and the NASS.

    He said he had remained a strategic member of the APC, of the parliament and a humble servant of his constituents.

    According to him, he stands tall in the Kano state political space as the only member elected under the platform of the APC in the whole of Kano South Senatorial District.

    Doguwa said that he is the only major threat to the New Nigeria People’s Party (NNPP) government in Kano state and to the National Leader of the party, Sen. Rabiu kwankwaso.

    He said that the NNPP government in Kano state had performed below expectation as it had done little to develop the economic and social wellbeing of the people of Kano state.

    Doguwa refuted his colleague, Rep. Abdulmumin Jibrin (NNPC-Kano state), allegation that described him as “an obstacle to peace in Kano state and a liability to the APC”.

    Doguwa, who is also the Chairman, Northern Regional Caucus of the 10th House of Representatives, said he will always prefer peace in the state over his political ambition.

    “My peaceful nature and attitude can best be confirmed by my religious and mutual relationship with my constituents, and the traditional rulers.

    “Above all my timely support to the different security agencies like the military, the Nigeria Security and Civil Defence Corps (NSCDC) and the local vigilante groups.

    “I support in many ways, such as distribution of operational vehicles, motorcycles, and other supportive materials and resources.

    “My simple response to the claim that I am a liability to the APC, is that I am an asset, a source of pride, and a goldmine to the APC both in the state and in the country.

    “In my parliamentary or legislative track records, I have never been found to be a traitor, mischievous or disloyal to any of my principals.

    “I have always served and discharged my legislative duties with due diligence and with all sense of humility, honesty, dedication and utmost respect to my colleagues and my principals,” he said.

    Doguwa added that he has never been suspended or found wanting for over 33 years as a member of the House of Representatives.

    He dared Jibrin to present his track records to put the matter to rest once and for all following ongoing disagreements between both Kano state lawmakers.

    Doguwa is also the Chairman Special Committee on Crude Oil Theft and Pipelines Vandalisation in Nigeria.

    He served as the Majority Leader of the 9th House of Reps and the Chief Whip of the 8th House.

    Other positions held in the past assemblies include, Chairman of Special Committee on Petroleum Industry Bill, former Chairman Special Committee on New Naira Re-design, and Chairman Committee on Millennium Development Goals.

    President Bola Tinubu did not present empty budget boxes before the National Assembly, according to the Chairman, Northern Caucus, Alhassan Doguwa.

    Doguwa, who addressed newsmen on Friday in Kano, strongly denied that Tinubu presented empty budget boxes before the national assembly.

    He said, ” What people don’t know is that President Tinubu had since submitted a flash drive of the whole budget before his presentation to the Joint Chambers.

    ” Stop the misrepresentation of facts, we did not receive empty 2024 budget boxes from President Tinubu,”said, adding, ”the speculation is baseless, unfounded and does not even arise.

    “I write in response to the mischievous insinuations that Mr President laid empty boxes to the National Assembly on the day he presented the appropriation bill 2023.

    ” What people don’t know is that Mr President had earlier submitted a flash drive as a soft copy of the 2023 budget. which is now being printed out in hard copies.

    ”And as usual, he brought one single hard copy of the budget to the floor.”

    Doguwa said that the Senators and Representatives were satisfied and were conveniently guided by the verbal presentation.

    ”And the way Mr president digested the budget and gave a specific analysis of the funds allocated to the various sectors of the economy.

    “I, therefore, want to say that any media or mischievous reports insinuating that Mr president laid empty boxes were not true and unfounded,” he said.

    Doguwa, who is also the Chairman, House Committee on Petroleum Upstream, insisted that such reports were only being perpetrated by mischief makers and opposition members who would always criticize the government with or without reasonable cause.

    He added, ” I further wish to urge Nigerians to disregard such insinuations and condemn the perpetrators as they are enemies of Nigeria’s progress.

    ”As from next week, the House Committee on Petroleum Upstream will start budget defence on the estimates of agencies under my committee’s supervision.”

    There seems to be a split in the camp of aggrieved Speakership aspirants in the 10th House of Representatives otherwise known as the Group of Seven (G-7) following the withdrawal from the race by the Majority Leader of the 9th House of Representatives, Hon. Alhassan Ado Doguwa.

    Doguwa who announced his withdrawal from the race in support of the APC anointed candidate, Hon. Tajudeen Abbas, was also accompanied by two other aggrieved aspirants, Hon. Abdulraheem Tunji Olaoye, from Kwara and Hon. Makki Abubakar Yalleman from Jigawa respectively.

    These all played out at the second meeting of the Tajudeen Abbas/Benjamin Kalu campaign group organized by the Joint Task -10th Assembly, a coalition of all 8 political parties with seats in the incoming 10th House of Representatives.

    Addressing the gathering which was chaired by the outgoing Speaker of the House, Hon. Femi Gbajabiamila, Doguwa who referred to Gbajabiamila as “Mr Fix It” stormed the venue of the meeting with some of his supporters saying that the time has come for him to act to a good party and establishment man who also benefited from the system.

    “Perhaps it won’t be out of place Mr Speaker if I put your name on quote as the Mr fix it of this time. I wish you well and I hope you will continue to fix it for the Nigerian people. I call you ‘Mr fix it’ because the way you are fixing it, I can see that you are doing it for the overall interest of the people of the Federal Republic of Nigeria.

    “My respected honourable colleagues and my brother the Prince of Zazzau, Hon. Tajudeen Abbas this year will be highly eventful for the Zazzau Emirate.

    “My Honorable colleagues, especially those who are looking at me eyeball to eyeball. Don’t imagine that my appearance here is by accident. Don’t think you are day dreaming, you are not day dreaming this is reality. Before you is Hon. Alhassan Ado Doguwa, the Chief Whip of the 8th Assembly and by the leave of my colleagues, Honourable Speaker, the Majority Leader of the 9th House of Representatives.

    “I am here to put on the record that not just from today, that right from day one that the NWC, the National Working Committee of My party put it on the table that they have come up with their zoning arrangement, and after zoning with all sense of morality micro-zoned it to the North West, and micro-micro-zoned it to my brother Tajudeem Abbas, representing Zaria Federal Constituency of North West Nigeria, as from that day, I therefore called my bid to contest for the speakership of the 10th House of Representatives off.

    “I had to do that because I’m a man of the establishment. I had to do that because I’m also a beneficiary of the same kind of arrangement. I have benefited from party arrangements, I have personally benefited from this zoning arrangement. That was what gave me the position of the Chief Whip of the 8th House of Representatives even when there were issues, still the zoning helped me.

    “Today I’m the Majority Leader of the House of Representatives courtesy of the National Working Committee of my party.

    ” My great brothers and sisters, courtesy demands that it’s only fair that I also stand by the position of the National Working Committee of My party.

    “It’s not like the table is turning against m, no. It’s just that time has come for me to also pay back. And I think paying back in this circumstances is a great responsibility that I must oblige.

    “I rise before you this evening my colleagues and Honorable Femi Gbajabiamila, and flanking me are Hon. Abdulraheem Tunji Olaoye and Hon. Makki Abubakar Yalleman. We are here individually and collectively stepping into the shoes of this great campaign.

    “We all wanted to be Speakers not because we knew there could be so many Speakers at every given point in time, there can be only one Speaker and we have individually and collectively decided to come and surrender our bids to be Speaker to our great party, and we also defer on record to our great gentleman that was picked by the party to run for the Speakership officially on behalf of our great party, Hon. Tajudeen Abbas.

    “We are also of the opinion that the selection process of Hon. Tajudeen Abbas was not in any way biased. We are also quite aware that the person of Tajudeen Abbas and his running mate, are qualified to hold their respective offices,” he said.

    Recall that the Group of Seven comprising the outgoing Deputy Speaker, Ahmed Idris Wase(Plateau), Muktar Aliyu Betara (Borno), Aliyu Sani Jaji (Zamfara), Yusuf Adamu Gagdi (Plateau), Miriam Onuoha (Imo), Alhassan Ado Doguwa(Kano) Sada Soli Jibia(Katsina) and Makki Abubakar Yalleman (Jigawa), with the exception of Olaoye all swore to back one aspirant from them to run against the party’s anointed candidate.

    Re-run election: Appeal court reserves judgment in suit filed against Doguwa

    The Court of Appeal has reserved judgment in the appeal filed by the New Nigeria Peoples Party and its candidate Salisu Yushau, against the re-election of Alhassan Doguwa of the All Progressive Congress (APC).

    A three-member panel of the appellate court led by Justice Ita George-Mbaba, reserved judgment to a date that would be communicated to parties shortly after all counsel adopted and argued their brief of argument in the appeal.

    Tthe National and State House of Assembly Election Petition Tribunal had on April 7, struck out a petition filed by NNPP seeking to restrain INEC from conducting supplementary polls in Tudun Wada/ Doguwa Federal constituency in the state.

    Yushau and NNPP are seeking the court to set aside the decision of the National and State House of Assembly Election Petition Tribunal which claimed lack of jurisdiction to stop INEC from conducting the supplementary election.

    The appellant in their application are also seeking the court to set aside the April 15 re-run election that declared Doguwa as winner, member representing Tudun Wada/ Doguwa Federal constituency.

    The respondents in the suit are: Independent National Electoral Commission (INEC), Alhassan Doguwa, member representing Tudun Wada/ Doguwa Federal constituency Kano and APC.

    Counsel to the appellant, Adegboyega Awomolo SAN, said they filed their notice of preliminary objection on April 25, with a written address urging the court to allow the appeal and strike out the respondents preliminary objection.

    “where there is a final declaration and return of candidate as winner and there was no objection to the decision of INEC then election petition can be filed pursuant to section 24(4)of electoral act 2022.

    “Where there is inconclusive election there shall be no valid election until it is concluded”

    Counsel to the first respondent, Mr Idris Yakubu, filed a brief argument dated April 25, and urged the court to dismiss the suit.

    Counsel to the second and third respondent, Mr Nureini Jimoh, SAN, and Mr Abdul Adamu-Fagge, said a rerun election is different from supplementary election and urge the court to strike out the main suit at tribunal and dismiss the appeal with a cost.

    “INEC says once election is completed it should not be set aside pursuant to section 84 and 24(6) of electoral act.

    The Defence Headquarters (DHQ) has clarified that the video showing Alhassan Ado Doguwa, firing AK-47 rifle guided by military personnel was taken at Falgore Forest Military Training Camp in Kano State.

    Ado Doguwa is the Majority Leader of the House of Representatives from Kano State.

    The Acting Director, Defence Information, Brig.-Gen. Tukur Gusau, in a statement on Friday, said the video was taken during the 3 Brigade Nigerian Army Training Exercise where he was invited as a special guest.

    “The Defence Headquarters wishes to state that the video is a calculated attempt by mischief makers to discredit the Armed Forces of Nigeria and dent its image before the good people of this country and the world at large.

    “The video in question was taken at Falgore Forest Military Training Camp during the 3 Brigade Nigerian Army Training Exercise where Hon Alhassan Ado Doguwa was invited as a special guest.

    “It is worthy to state that when senior citizens and Special Guests are invited for such exercises, they are accorded the honour to participate in the firing exercise as ceremonial firing party.

    “Ceremonial firing in such an exercise is the practice in the world over and is not new in the armed forces as several other senior citizens have participated in such exercises in the past,” he said.

    Gusau said the viral video was posted with an intent to dent the image of the military at a time the role of the armed forces in the last Presidential and National Assembly elections was hailed by Nigerians and the International community.

    He added that some clerics had equally released audio clips containing wrong interpretations of the speech the Majority Leader made at the occasion.

    According to him, this doctored interpretation of the speech is capable of instigating crisis, thus leading to heightened tension as the country prepares for a smooth transition to another elected government.

    “The Defence Headquarters wishes to assure Nigerians that on no occasion would the armed forces engage in training or arming any individual or group of persons to take up arms against law abiding citizens.

    “As a responsible force, we will continue to discharge our constitutional responsibilities while also remaining apolitical to strengthen the democratic values of our great nation.

    “We also want to use this opportunity to advise mischief makers not to dent the image of the armed forces with senseless videos and unconfirmed audio clips but rather channel their energy in making sure our country continue to strive higher in the preservation of our democratic gains,” he added.

    Just In: INEC expunges House leader, Doguwa’s name from Reps-elect list

    The Independent National Electoral Commission (INEC) has expunged the name of the embattled leader of the House of Representatives, Alhassan Ado Doguwa, from the list of election winners.

    The electoral body had declared him as the winner of the February 25 election in Doguwa/Tudunwada constituency.

    The returning officer, Professor Ibrahim Adamu Yakasai had earlier announced that Doguwa of the All Progressives Congress (APC) polled 39,732 votes to defeat his closest rival, Yushau Salisu Abdullahi of the New Nigeria People’s Party (NNPP) who polled 34,798 votes.

    But in the newly released list of members-elect, Doguwa’s name was conspicuously absent.

    In a viral video of the returning officer declaring the results, the don from Bayero University, Kano could be seen reading out the results with shaky voice.

    Recall that following election violence recorded in the constituency after the election, Doguwa was arrested by the police for his alleged role in the killings of several persons and burning of the secretariat of the NNPP, an allegation the lawmaker has denied vehemently.

    The police had confirmed that at least three persons were killed while the campaign secretariat of the NNPP in Tudunwada was set ablaze with two persons burnt to death.

    Doguwa was thereafter taken before a magistrate’s court on the charges of murder, arson and unlawful possession of firearms, and was subsequently remanded in prison.

    But a Federal High Court in Kano on Monday admitted the embattled lawmaker to N500million bail, but barred him from his constituency during the forthcoming gubernatorial and state assembly elections.

    MURDER: Court remands House Leader, Doguwa in Goron Dutse Prison

    The majority leader of the House of Representatives, Alhassan Doguwa, has been remanded in Goron Dutse Prison by a magistrate’s court in Kano for culpable homicide, conspiracy, mischief, unlawful possession of fire arms and inciting disturbance.

    Doguwa, arraigned on Wednesday, was charged with others at large (Nazifi Asnanic, Nafiu Musa, Hamisu Amadu and Abdulhadi Alaramma).

    “That Alhassan Doguwa was charged with burning a building that resulted to the burning of Alasan Mohammed and Aminu Malam Amadu to death, while Bashir Yani, Labaran Sule and one Amadu injured by the fire,” one of the charges read in part.

    The offences are contrary to Section 97, 114, 247, 336 and 221 of Penal Code.

    The prosecution counsel prayed the court to remand the two defendants and set another day for arraignment to enable the office of the attorney general to review the case.

    Doguwa’s counsel, Abdul Adamu, prayed for bail and assured the magistrate that they will not jump the bail.

    He added that the accused would strictly abide by the bail conditions, in view of the fact that he is a serving member of House of Representatives and member-elect for Doguwa/Tudunwada Federal Constituency.

    MURDER: Court remands House Leader, Doguwa in Goron Dutse Prison

    The prosecution counsel however argued that any person charged with culpable homicide shall not be granted bail unless at high court.

    Citing Section 127 of Criminal Justice Law 2019, the prosecution counsel argued that the court lacks jurisdiction to try the offence and as such, it can not grant bail to the accused.

    In his ruling, Senior Magistrate Ibrahim Mansur ordered that the accused be remanded in Goron Dutse Prison and adjourned the case until March 7.

    A fresh crisis erupted within the ruling All Progressive Congress (APC) in Kano on Monday after the Majority Leader of the House of Representatives, Alhassan Doguwa, allegedly attacked the deputy governorship candidate of the party, Murtala Garo, with a teacup during a meeting.

    However, Mr Doguwa has denied that he attacked the deputy governorship candidate.

    Mr Garo told BBC Hausa that the majority leader violently invaded a meeting at the deputy governor’s residence and made several “baseless accusations” against the gathering including the deputy governor, Nasiru Gawuna, who is also the party governorship candidate,

    Mr Garo said the majority leader became violent and injured him with a teacup while he was trying to defend himself against some of the accusations.

    “When he invaded the meeting, he started disagreeing that he was not involved in the meeting because it was a time of sharing money but when it comes to the difficult task of the party he will be invited,” Mr Garo said.

    “But the deputy governor replied that they are not sharing money because nobody gives them money to share, he then asked why he was not invited despite his position as the majority leader, and that is how the argument turned into quarrel.

    “Mr Doguwa accused me of destroying his banners which I denied, he grabbed a teacup in front of the deputy governor and threw it at me,” Mr Garo said.

    ‘Not true’
    However, in defence, Mr Doguwa said he was in the meeting to ask why federal lawmakers from the state were not invited but their colleagues at the state level and commissioners and others were in attendance.

    Mr Doguwa said he was asking the deputy governor, but “this boy (Mr Garo) responded by saying so what if we did not invite you, he started abusing me in the process he broke a teacup and slipped into it injuring himself.”

    “Contrary to what people are saying, I did not throw a teacup at him,” Mr Doguwa also told BBC Hausa.

    PREMIUM TIMES learnt that the meeting ended abruptly while the governorship candidate, Mr Gawuna, pleaded for calm, and Mr Doguwa was told to leave the venue.

    Ganduje urged to intervene
    Meanwhile, Abba Anwar, Governor Abdullahi Ganduje’s spokesperson, said his principal was asked to intervene and call Mr Doguwa to order. He said his action is disrespectful to the office of the deputy governor

    “An amalgamation of dozens of groups under the platform of Groups For Democracy, wrote a letter to the governor of Kano State, Dr Abdullahi Umar Ganduje urging him to call Alhassan Ado Doguwa, member representing Tudunwada/Doguwa federal constituency, to order, as his (Doguwa) political behaviours are allegedly becoming something else.

    “They jointly argued that His Excellency should kindly call this man to order, else he will ditch the honourable position attached to his representation. And that could not be good for the party in his constituency, Tudunwada and Doguwa.”

    The letter reportedly reads, “Your Excellency Sir this is not the type of person we need as a Speaker of the House of Representatives, in the next coming Assembly.”

    “What transpired at the Deputy Governor’s residence, started by Hon Doguwa is nothing but disrespectful to our Governor’s choice of gubernatorial candidate and his running mate.”

    While urging the governor to kindly call Mr Doguwa to order, the groups requested the governor, to beg the Deputy Governor, who is the gubernatorial candidate, his running mate and other dignitaries who were present at the Deputy Governor’s residence to let the incident slide.P

    “Not only at Deputy Governor’s residence, but Doguwa also did other things that are unbecoming of a political leader in some other places, recently and sometimes in the past.

    “Must Doguwa go to a meeting he was not hitherto invited to at the Deputy Governor’s residence and wreak havoc?” Mr Anwar said in a statement sent to PREMIUM TIMES.

    The Speaker of the House of Representatives, Femi Gbajabiamila on Wednesday announced the Principal Officers from the ruling All Progressives Congress(APC).
    Former Chief Whip of the 8th House of Representatives Hon. Alhassan Ado Doguwa has been announced as the new Majority Leader of the 9th House.
    Doguwa representing Doguwa/ Tudun Wada Federal Constituency of Kano State is a fourth term legislator and an All Progressives Congress APC stalwart.
    He was first elected into the House on the platform of Social Democratic Party SDP in 1992 alongside two former governors Sen Musa Kwankwasor of Kano State and Sen. Orji Uzor Kalu of Abia State.
    He was appointed the Chief Whip of the 8th House of Representatives by the then Speaker Hon. Yakubu Dogara in June 2015.
    Other lawmakers who emerge alongside Doguwa include Hon. Tahir Monguno (Borno, APC) who became the Chief Whip, Hon. Nkiruka Onyejeocha Deputy Whip and Hon. Peter Akpatason Deputy Leader.
    Speaker of the House Hon. Femi Gbajabiamila announced at plenary that the constitution of the new House leadership was done in line with Order 7 Rule 4 of the House rules.
    He also hinted that he received official communication backed with signature from members of the All Progressives Congress APC Caucus in the House on the choice of the newly appointed leaders.
    Doguwa thereafter thanked the entire House particularly the Speaker, Hon. Femi Gbajabiamila, the APC leadership as well as older colleagues for bestowing what he described as what long sought for with his right hands.
    He further pledged to work with the leadership of the minority parties in the House to ensure that they engage the executive and judicial arms of the federal government for the benefit of the citizenry.
