    Cashless policy: Reps Cttee submits report, to monitor CBN cash releases weekly

    …ask CBN to restore over-the-counter transaction to the old limit before the new policy takes effect

    The House of Representatives ad-hoc committee on cashless policy on Tuesday submitted its report and recommended that cash releases by the CBN would be monitored on a weekly basis.

    TheNewsGuru.com, (TNG) reports this came to fore after the adhoc committee led by the House Leader , Alhassan Ado- Doguwa interfaced with the CBN Governor Godwin Emefiele on same day(Tuesday) before finally submitting its report.

    Alhassan Ado-Doguwa while submitting its Ad-HocCommittee report stated that the Committee finally got to meet with the Central Bank governor and had earlier also met with heads of commercial banks.

    ” The Committee in analyzing information from all quarters found out that the new notes are scarce in commercial banks.

    “The Central Bank governor agreed with the position of the House that the old notes can be redeemed by banks at any time of presentation.

    The recommendations of the Ad-Hoc Committee include that:

    I. The Ad-Hoc Committee will continue to work with the Central Bank and commercial banks to ensure the cashless policy and cash-swap policy will not affect Nigerians adversely and that the CBN will submit a weekly report to the Ad-Hoc Committee on currency releases to commercial banks.

    II. CBN should operationalize the provisions of Section 20 (3) of the CBN Act to the effect that the currency gets redeemed after the deadline.

    III. The CBN is to ensure the availability and issuance of new notes to Nigerians

    IV. That the ad Hoc Committee continue to work considering that the House is going on break while the issue at stake requires further attention of the Special Committee.

    V. Restore the over-the-counter transaction to the old limit before the new policy was introduced.

    Commendation by Speaker:

    The Speaker of the House, Rep. Gbajabiamila commended the Ad-Hoc Committee for its dedication and diligence while commending the Honorable members for the sacrifice to see the matter resolved in the interest of Nigerians.

    He expressed hope that the suffering facing Nigerians over accessing the new notes will begin to abate following the CBN governor’s assurances and that the supply of the new notes will improve drastically. Rep. Gbajabiamila berated banks that hoard the new currencies and supply in bulk to influential customers at the detriment of other Nigerians. He also called on the CBN to make the new notes more available to Nigerians across the country, both in rural and urban areas of the nation.

    The Speaker also called on stakeholders in all arms of government to work together for the good governance of the nation and Nigerians.

    The Governor CBN, Godwin Emefiele on Tuesday finally honoured House of Representatives ad-hoc committee invitation after several failures, promising Nigerians will not lose value of their naira after February 10 deadline.

    TheNewsGuru.com, (TNG) recalls the House Speaker, Femi Gbajabiamila had last Thursday vowed to sign a warrant of arrest of the Governor of the Central Bank of Nigeria CBN, Godwin Emefiele, if he fails again to appear before the House Adhoc committee to investigate the scarcity of new Naira notes.

    But the CBN Governor at the meeting with the committee assured that section 20 (3) of the CBN Act will be strictly implemented to the letter.

    He said that
    Nigerians will not lose the value of their money after the February 10 deadline if not deposit and noted that the use of the old naira as a legal tender stands.

    Emefiele explained why the paucity of the new Naira notes and benefits of cashless policy.

    He said: “Let me say that you are all aware that currency management is a key function of the CBN Act section 2(3).

    “We have done our best working and with your support will continue to do our best.

    “Besides the general practice across the globe and it is that after 5-8 years the CBN is supposed to redesign the currency and in the last 19 years we have not had a redesign of our currency.

    According to Emefiele, the apex bank is suppose to be in control of the supply of currency but most of the money are kept in homes instead of deposit money banks.

    He said monies running into trillions are in the possession of some individuals hence the need for the policy to have firm control of supply after.

    The CBN Governor said he had held several meetings with the deposit banks to load the new notes into ATMs to ensure an equitable and transparent mechanism.

    He expressed disappointment that banks are using the monies meant to be used for the purpose at parties.

    Although the House leader expressed disappointment over the failure of the regulator of the system not to appear.

    Their major concern is about the livelihood of the people. They say yes the apex bank has the powers to introduce new notes but why less than 30 days to the General Election.

    The House of Representatives Adhoc Committee on new naira re-design and naira swap policy has rejected the ten days extension granted by the Central Bank of Nigeria (CBN) for the exchange of old naira notes, insisting the position of law is sacrosanct

    TheNewsGuru.com, (TNG) recalls CBN had fixed January 31st as the deadline for the exchange of the old naira notes; N200, N500 and N1000.

    The CBN governor, Godwin Emefiele on Sunday, said President Muhammadu Buhari gave permission for the deadline to be extended to February 10.

    In a statement by the Chairman of the Adhoc Committee, Leader of the House, Hon. Alhassan Ado Doguwa, the committee rejected the extension, insisting that the CBN must comply with sections 20 sub 3, 4, and 5 of the CBN act.

    The House had on Tuesday at plenary, following the outcry by Nigerians, constituted the adhoc committee to look into the issue.

    Doguwa said: “The 10-day extension for the exchange of the old naira notes is not the solution: We as a legislative committee with a constitutional mandate of the house, would only accept clear compliance with section 20 sub 3, 4, and 5 of the CBN act and nothing more.

    “Nigeria as a developing economy and a nascent democracy must respect the principle of the rule of law. And the House would go ahead to sign arrest warrant to compel the CBN Governor to appear before the Adhoc committee”.

    According to him, under his chairmanship, the committee would continue its work until it gets the demands of Nigerians addressed in accordance with the laws of the land.

    The lawmaker who described the extension as a mere political gimmick to further deceive Nigerians and worsen their economic and social livelihood, said the CBN governor must appear before or stand the risk of being arrested on the strength of legislative writs signed by Hon. Speaker on Monday.

    He added that said the policy is
    capable of frustrating the forthcoming general elections.

    “Security agencies and their operations especially at the states level are generally funded through cash advances and direct table payments of allowances to operatives during elections,” he said.

    CBN evolves guidelines to increase financial services

    Nigeria’s apex bank, the Central Bank of Nigeria (CBN) has developed the digital financial services awareness guidelines.

    This, the bank said, is to address gaps in consumer knowledge and practices with Digital Financial Services.

    This is contained in a report it released on Friday titled ‘Digital financial services awareness guidelines.’

    The bank noted that “DFS have the potential to expand access to financial services for the Nigerian population and spur innovation in the financial services industry.

    “The guidelines provides for a set of principles and expectations for financial service providers to integrate in the provision of DFS to ensure consumer understanding, good treatment, and positive outcomes.”

    It stated that the provisions of the guidelines would apply to institutions providing DFS including the Deposit Money banks, merchant banks, Other Financial Institutions, Payment Service Banks, and other payment service institutions as licensed by the CBN.

    The objectives of the guidelines include to set “Digital financial literacy standards for digital financial services providers; to align product development, promotion, and consumer awareness to DFS among DFSP; To enhance transparency and proper disclosure on DFS; To provide for the development of financial literacy and consumer education materials on DFS; To ensure evidence driven DFL approach; Integrate DFL in existing financial education programmes; to drive targeted DFL approach to the underserved population; and to provide standard for the promotion of DFL.”

    According to the CBN, the DFSs are required to promote DFS awareness and education; provide information that would enable consumers differentiate DFS products from conventional banking products and services; and ensure ease of access to information on all product offerings to enable consumers make informed decisions.

    Other are to provide information on products in simple English and local languages; conduct outreach to underserved populations regarding DFS options available to them; provide information on product usage and how to obtain support services when the need arises.

  • Sack Emefiele as CBN governor now, Falana tells President Buhari

    Senior Advocate of Nigeria and rights activist, Mr Femi Falana, has advised President Muhammadu Buhari to sack the CBN Governor, Dr Godwin Emefiele.

    Addressing the Southwest youths and women conference at Ado-Ekiti on Thursday, Falana said Emefiele’s continued stay in office as CBN governor could erode and compromise the credibility of the 2023 general elections.

    Emefiele had indicated interest to contest as president in 2023 on the platform of the ruling All Progressives Congress but rescinded the decision on Wednesday.

    Falana, the guest speaker at the conference, said that for free, fair and credible 2023 general elections, INEC should not keep sensitive election materials at the CBN with Dr Emefiele sitting in an office as its governor.

    “INEC is trying; it has deployed technology to get rid of rigging, but we can no longer keep sensitive election materials in the vault of the CBN.

    “This is because the governor of the CBN is a card-carrying member of the All Progressives Congress.

    “It has never happened anywhere in the world; this is very dangerous. The CBN governor’s power is enormous under the CBN Act, so he can’t be a politician.

    “We can’t look for an alternative place to keep our electoral materials; it is the CBN governor that must be removed and whether President Buhari likes it or not, Emefiele must go.

    “Some Civil Society Organisations have filed a motion against him and we will pursue it to a logical conclusion,’’ Falana stressed.

    He also suggested the establishment of electoral offences tribunals across the country to prosecute offenders and sanitise the system and also to stem election manipulation and bloodshed.

    The rights activist expressed regret that while the police had arrested more than 2,000 electoral offenders from the 2011 general elections onward, most of them were neither prosecuted nor punished.

    He argued that: “people commit electoral crimes because they are aided by politicians.

    “Statistics showed that 750 electoral offenders were arrested in 2011; 900 such offenders were arrested in 2015, and in 2019, a total of 1,120 were arrested.

    “Majority of them were not prosecuted; the police even filed motions to terminate some of the cases and discontinued prosecution.’’

    Falana also expressed worries over the use of youths as thugs.

    “Don’t allow politicians to induce you with money,’’ he admonished youths.

    “When I was contesting in 2003, I told politicians that if you wanted the children of the poor to be thugs, let your children lead them.

    “What I have seen in Nigeria is that politicians give thugs money, drugs and arm them and after the election, they will not be able to fund the thugs and they become criminals.

    “All we demand at this time is credible, free and fair election,’’ Falana said.

    He added that the electoral system would remain stunted as long as youths and women were perpetually neglected.

    The conference where Falana spoke was put together by two NGOs, the New Generation Girls and Women Development Initiative (NIGAWD) and Balm in Gilead Foundation for Sustainable Development (BIGIF).

    The BIGIF and NIGAWD Executive Directors, Oluwatumininu Adedeji and Abimbola Aladejare-Salako, respectively, urged INEC and other stakeholders to work hard to prevent rigging, bloodshed and violence at the oncoming Ekiti and Osun governorship elections.

    Governorship elections are to hold in Ekiti on June 18 and in Osun on July 16.

    Adedeji and Aladejare-Salako also asked that youths and women be included in the policymaking organs of all political parties to give them recognition.

    The event was sponsored by the United States Agency for International Development, the National Democratic Institute and the United Kingdom Agency for International Development.

    Emefiele remains focused on delivering CBN mandate – EMT

    A support group, Emefiele Mobilization Team (EMT) says the Governor of the Central Bank of Nigeria (CBN), Dr Godwin Emefiele remain focused on delivering on his mandate as governor of the apex bank.

    The group stated this in statement by its spokesperson, Bashir Mohammed, in Abuja while reacting to claims by certain Civil Society Organisations (CSOs) that the CBN governor was involved in politics.

    He said that contrary to the claims of the CSOs, Emefiele has not been involved in any political activity of any kind, talk less of compromising the apex bank through purported “political activities”.

    Mohammed said that Emefiele had not stated or indicated in any way that he was interested in vying for the position of the president.

    He said that rather Emefiele remained solely focused on ensuring monetary and price stability, maintaining external reserves, providing economic and financial advice to the Federal Government and promoting a sound financial system in Nigeria.

    “Recently, Emefiele launched the 100 for 100 Policy for Production and Productivity (PPP), a CBN intervention designed to stimulate investments in Nigeria’s priority sectors with the core objective of boosting production and productivity.

    “He also unveiled the Mega Rice and Maize Pyramids in the FCT and Kaduna recently, both being results of the massively successful Emefiele-led Anchor Borrowers’ Programme (ABP).

    “The programme has financed over four million farmers, improved their productivity, increased rice output, reduced Agriculture imports and saved the country’s scarce forex.”

    Mohammed said that Emefiele’s numerous past feats needed not be mentioned as they were well-documented and known even to his distractors.

    He said that in spite of the attempts by some people to create confusion and distract Emefiele and the CBN, Nigeria’s GDP was on the rise following its 3.4 per cent growth in 2021, the fastest growth rate in seven years.

    “This is contrary to the claim by the CSOs that Mr Emefiele’s “subterranean interest” in the presidency has become a massive distraction to the CBN and the financial sector of the country,” he said.

    Mohammed also described the CSOs’ allegation that the CBN’s money was being “wasted to fund different groups as “reckless and dangerous“.

    Asking what evidence the CSOs have to back up their claims, Mohammed said that it was dangerous to make statements in such sensitive socio-political times.

    Mohammed added that the CSOs claim that “Nigerians have lost confidence” in Emefiele’s leadership was in complete contrast to the opinion of the majority of Nigerians, especially those in rural areas outside of the FCT where the CSOs restricted themselves to.

    “Nigerians nationwide who have directly been impacted, directly and indirectly by Emefiele’s good works continue to express their gratitude, confidence and belief that he continues to deliver on his mandate.

    “Being the honourable, exemplary and law-abiding citizen that Emefiele is, if indeed he were interested in contesting for the post of president, he would do so in accordance with constitutional provisions,” he said.

    Mohammed said that Emefiele would without a doubt be the capable, competent, seasoned, intelligent leader Nigeria requires in such challenging times.

    In another separate statement also signed by Mohammed, the group decried what it termed as misleading a report published about the CBN’s 2020 currency operations claiming the bank “spent the sum of N58.618 billion to print N2.518 billion notes”.

    He said that the CBN’s Currency Operations 2020 Annual Report clearly stated that CBN spent N58.6bn to print naira notes valued at N1.063 trillion.

    “In other words, the cost of printing one naira note was N18, a cost consistent with global currency printing averages.

    “Specifically, in line with the Emefiele-led CBN’s objective of ensuring that the banknotes needs of the economy are promptly and satisfactorily met, the apex bank approved N2.5 billion pieces of banknotes of various denominations in 2020.

    “It also engaged the Nigerian Security Printing and Minting Plc for production which delivered 100 per cent of the approved indent.”

    Mohammed added that the CBN’s Currency Operations 2020 Annual Report also reveals that in line with the CBN’s cashless policy, the volume of notes produced decreased in comparison with the preceding year.

    According to him, this is evidenced by the 33.40 per cent decrease in the boxes of banknotes processed.

    “Furthermore, based on the CBN governor’s commitment to minimising the operating costs of the CBN, the total cost incurred on printing banknotes in 2020 reduced by 28.84per cent while more broadly, the bank’s expenses on currency operations decreased by 21.08 per cent,” Mohammed said.

    He said that upon an unbiased examination of the facts and figures, it was now evident for all Nigerians to see, that contrary to the newspaper’s story, CBN had an efficient and prudent year of currency operations.

    Mohammed added that in the same year the CBN under the guidance of Emefiele was able to record critical achievements despite the effects of the COVID-19 pandemic.

    The achievements, according to him, include the conclusion of the upgrade of the Cash Activity Reporting Portal (CARP) for transmission of currency management data from the financial industry to the Nigeria Inter-Bank Settlement System (NIBSS).

    It also includes the completion of a mint tracking system application and the commencement of the establishment of a currency laboratory for banknote quality assessment authentication, the registration of an additional Cash-in-Transit (CIT) company, bringing the total to nine CIT companies.

    “To consolidate on the progress it made in 2020, the CBN is overseeing the transition to an automated currency operations system in its branches and is commencing the recycling of banknote waste,“ Mohammed said.
