Umahi made the announcement in a statement signed by Mohammed Ahmed, Director of Press and Public Relations, on Thursday in Abuja, following his inspection of the road project.

He also confirmed that the construction of multiple box culverts in flood-affected areas along the East-West Road would be completed by the same April deadline.

While expressing satisfaction with the quality of work done on Section II-II by Messrs Setraco Nigeria Ltd, Umahi directed the company to accelerate the process by deploying additional resources to the project.

“The April 2025 delivery date remains sacrosanct.

“However, due to the soil conditions in the flood-affected areas where box culverts are being constructed, continuously reinforced concrete pavements (CRCP) should be used.

“The affected area spans about 2.3 kilometers,” he said.

Umahi also visited the site of the construction of multiple box culverts on the East-West Road, being handled by Messrs Rock Result Nigeria Ltd.

He expressed disappointment with the slow progress of work, noting that the contract, initially scheduled to be completed by November 2024, had been extended to December but was still unfinished.

He gave the contractor until the end of January to complete the project or face contract revocation.

Umahi emphasised that providing roads and bridges was a top priority of the Renewed Hope Infrastructure Revolution under President Bola Tinubu’s administration and urged contractors to improve their performance.

The Project Manager of Setraco, Isaa Michel, assured that work would be expedited to meet the April deadline for the completion of the East-West Road.

Reps urge FG to revoke East-West road contract

The House of Representatives has urged the Federal Ministry of Works to revoke the contract for the construction of the flooded East-West Road awarded to Rock Result Nigeria Limited.

The call was sequel to the adoption of a motion by Rep. Oboku Oforjil (PDP-Bayelsa) at plenary on Tuesday in Abuja.

The lower chambers recommended that the contract be revoked and re-awarded to another company with the expertise and capacity to do the job.

Moving the motion earlier, Oforjil said that the East-West road is one of the important roads in the federation with significant contributions to the country’s economic and social development.

The lawmaker explained that the road connects major regions, facilitating trade, commerce, and cultural exchange while improving access to markets, industries, and social services.

He said that the Federal Ministry of Works awarded the contract for the construction of the box culverts for repairs of the flooded section of the East-West Road (Kaiama-Ahoada Section) to Rock Result Nigeria Limited.

According to him, the company has failed to execute the contract, causing traffic disruptions, loss of lives and fatalities.

Recalled that on April 11, 2024 the current Minister of Works on an inspection tour at East-West road, praised Rock Result Nigeria Limited, but till date, nothing has been achieved.

The lawmaker said it is worrisome that East-West road has been in a dilapidated state for years particularly at Iheke in Ahoada East Local Government of Rivers, Aven in Patani and Umeh in Isoko South Local Government Areas of Delta, connecting Bayelsa to Rivers and Delta among other parts.

“It is worrisome that the Federal Government has prioritised the coastal road over the crucial East-West road, which is vital for the country’s economic survival,” he said.

In his ruling, the Deputy Speaker, Rep. Benjamin Kalu, mandated the Committee on Works to ensure compliance and report back for further legislative action.

Reps condemn June 29 suicide bombing in Borno

The House of Representatives has condemned the June 29 suicide bomb attacks that targeted civilian populations in Gwoza, a Local Government Area of Borno.

The attacks, which took place on Saturday have resulted in at least 32 deaths and dozens injured.

This followed a motion of urgent public importance by Rep. Ahmed Jaha (Borno-APC) on the floor of the House in Abuja on Tuesday, following June 29 suicide bombing which occurred in Borno.

The lawmaker, while presenting his motion, condemned with regrets the attack on innocent lives, urging security agenices to be on their toes.

Contributing to the debate, Rep. Ahmed Wase (APC-Plateau), urged the security agencies to redouble their efforts, adding that there was a need to assess the number of security agencies in the country.

He said, “Today, the list of the 10,000 police to be recruited is not yet out, and the people concerned are playing politics with it.

According to him, we are playing politics with the lives of Nigerians. This is about doing the right thing. The matter of security is for all of us, and we should not pretend.

He added that the Department of State Service (DSS) had in the past arrested those supplying arms to insurgents, adding that security operatives must arrest people found culpable and charge them accordingly.

According to him, we should not sabotage the efforts of the security agencies, and I think they are doing their best, but accountability has been lacking. Holding some people to account is necessary.

Rep. Babajimi Benson (APC-Lagos) said the crime was heinous and barbaric, adding that a lot of innocent people were affected and saying the perpetrator must be brought to book.

He said, ‘My request is that all hands be on the deck and strategies must be put in place to curtail a repeat of such an act, urging the committee on constitutional review to prioritise state police.

“The number of men we presently have in uniform is not commensurate with the number of security agents we ought to have at the moment; the unemployed youths can engaged to do the jobs,” he said.

He urged the chairman on constitutional review to expedite action, adding that there is a nexus between insecurity and development.

Rep. Yusuf Gagdi (APC-Plateau), said that the suicide bombing was not palatable, adding that there must have been complacency on the part of the community and security agents.

He said, “From the inception of insecurity in Nigeria, I cannot see any data on complacency over insecurity, and until we are able to tackle this, people will not account for negligence.

“The government must hold particular people accountable and centralise improving the living standard of the people,” he said.

He said that the security apparatus of the country must be discussed, adding that the Inspector General of Police is not from Northern Nigeria and that the Chief of Army Staff must hold others accountable.

He added that blaming the president would not augur well because he is not in charge of those agencies.

“We cannot continue to keep people in a position where they cannot discharge their responsibilities as expected.

The Deputy Speaker, Rep. Benjamin Kalu, who presided over the plenary, said it was imperative to debate issues that concern the lives of the people who are mostly affected.

Adopting the motion, the House urged the security agencies to rejig the security measures and ensure such steps extend to all states of the federation.

The House also referred the motion to the House Committee on National Security and Intelligence for further action.

Board: Ijaw youths shut NDDC office, block East-West road after expiration of one month ultimatum to FG

Protesting members of the Ijaw Youth Council (IYC) have sealed the office of the Niger Delta Development Commission in Bayelsa State over the Federal Government’s failure to constitute the agency’s board.

This follows the expiration of the one-month ultimatum which they have given to the Federal Government to constitute and inaugurate a substantive board for the NDDC.

TheNewsGuru.com, TNG reports that the group issued the ultimatum earlier in April and threatened that they will disrupt socio-economic activities in the region if President Muhammadu Buhari fails to meet the deadline.

The youths made good of their threat on Wednesday morning as they locked the gate of the NDDC building and staged a protest in Yenagoa, the state capital.

The youths insist they will not open the NDDC building until the substantive board is constituted.

They also blocked some roads leading to the NDDC office causing gridlock among motorists and commuters.

Vice-Chairman of the group, Kockmann Kurobo explained the importance of the Federal Government constituting the board immediately.

He said the use of interim administrators to run the affairs of the NDDC is depriving the region of equal representation which undermines even development.

The youths also called for the immediate release of their President, Peter Igbifa, who is alleged to have been kidnapped yesterday in Port Harcourt.

Igbifa was on his way to the International Airport Port Harcourt on Tuesday to board a flight to Abuja for a meeting when masked gunmen reportedly blocked his vehicle, seized him, and took him away.

  • FG releases N20b for completion of East-West road awarded during Obasanjo’s tenure

The Federal Government has released the sum of N20billion for the completion of the East-West Road project that was awarded in 2006.

The 657 kilometer dual carriage stretching from Calabar in Cross River State to Warri in Delta State was awarded by the Olusegun Obasanjo’s administration in the height of militancy in the Niger Delta but was later abandoned.

The Minister of Niger Delta Affairs, Senator Godswill Akpabio, disclosed this at a meeting with the Managing Director of the Nigerian Sovereign Investment Authority (NSIA), Federal Ministry of Finance and the Contractors handling Section I-IV of the East-West Road Project.

The Minister ordered contractors handling the project to return to site “for the speedy completion of the project in line with the Presidential directives that Section IV of the road be completed on time to enable the people of the region experience the dividend of democracy as promised during his electioneering campaign”.

Akpabio urged the contractors to cooperate with the Ministry and return back to site, explaining that “the Ministry will soon come out with a plan of releasing N20billion to the contractors after signing the tripartite agreement in line with Presidential directives, which transferred the project to the Presidential Infrastructural Development Fund (PIDF) under the NSIA”.

According to him, “the project which was first awarded in 2006 was scheduled for completion by the end of 2010, but this could not be achieved due to inadequate funding. The physical progress of the East-West Road when the project was transferred to the newly created Ministry of Niger Delta Affairs in 2008 was just 8% of work done by Federal Ministry of Works and Housing.

“However, additional funding received between 2012 and 2015 from the African Development Bank (AFDB) and Subsidy Reinvestment and Development Programme (SURE-P) enabled the completion of two Sections which are now ready for commissioning. The outstanding Sections and recently awarded upgrade contracts were rescheduled for completion by 2020”.

He added that “the overall project achievement stands at an average of 76% of the total 676km (338×2) carriageway for Section I-IV, a total of 611.05km of earthworks, 584.60km of asphaltic binder course, and 523.75km of wearing course, 1143 no. of culverts and a total of 41nos. bridges (total length of 5,483m) with the second 850m Imo River Bridge, Okoso, Mbiama, Patani-Eket and Kaima Bridges have been substantially completed as at March, 2019.”

In his remarks, the Managing Director, NSIA, Uche Orji, commended the Minister for his renewed energy and commitment to the completion of the East-West Road to accomplish the objective set by President Muhammadu Buhari.

Orji noted that NSIA involvement in the project is to manage the PIDF, set-up by the President in 2018, to manage key projects of this administration which includes the East-West Road, Abuja-Kano Highway, Lagos-Ibadan Expressway, Third Niger Bridge and the Mabilla Power Project. He explained that for the project to be viable, they would be tolled projects to be covered by tripartite agreement.
