El-Rufai approves N1.3bn end-of-year bonus for Kaduna civil servants

Ahead of the Christmas and end of the year festivities, Governor Nasir El-Rufai of Kaduna State has approved the payment of end of year bonus to civil servants in the state.

In a statement signed by his media aide, Muyiwa Adekeye, El-Rufai said all civil servants will this month receive bonuses ranging from 100% of monthly pay for junior civil servants to 30% for senior civil servants.

The statement explains that the end-of-year bonus is part of the state government’s efforts to boost morale and enhance the welfare of civil servants.

According to El-Rufai, workers from Grade Levels 1-7 will be paid 100% of their monthly salary as a bonus, Middle-level civil servants from Grade Level 8-13 will get 40%, while senior officers on Grade Level 14 and above will receive 30% of their monthly earnings.

The 2021 end-of-year bonus will cost the state N1.382bn.

In September 2019, the Kaduna State Government became the first government, national or subnational, to pay the new national minimum wage. The state also increased the minimum pension to N30,000 monthly for retirees on defined benefits.

2023: A PDP Governor will destroy my legacies in six months, El-Rufai begs Kaduna residents for continuation

Kaduna State Governor Nasir El-Rufai has appealed to the citizens of the state not to vote for the Peoples Democratic Party (PDP) in the 2023 general elections.

Speaking at an empowerment programme in Kaduna, El-Rufai said that the PDP will only destroy his good legacies and also drag the state and the entire country backward if allowed to return to power.

He, however, urged the people to rally around and vote for the candidate he will anoint as his successor in 2023, asking them to trust him in his choice for who will be the next governor of Kaduna State.

“Some people said that what we have done now cannot be reversed, wrong. A bad governor, a PDP governor can reverse this in six months,” El-Rufai said.

“Don’t make the mistake of voting PDP back into office in 2023. If you do, things will go back to what they used to be. While we go through our process as APC and bring out a candidate and I endorse that candidate, please trust me that that person will be the better governor of Kaduna from 2023 and beyond.”

The governor accused the two former Senators of Kaduna North and Kaduna central, Shehu Sani and Suleiman Hunkuyi, of blocking the massive development in Kaduna State that would have surpassed the feat achieved by his administration which Kaduna people are now celebrating.

While singling out the just completed ultra-modern Kawo Bridge, El-Rufai said credit should not be given to him alone but also to the lawmakers who assured the project had legislative backing, and also to the people of Kaduna State who supported his administration.

He added, “Let us continue to pray for the progress and success of Kaduna State and stop eulogising the governor.

“People have been talking about Kawo Bridge. Kawo Bridge would not have been possible if our members of the National Assembly had not approved the loan that Shehu Sani and Suleiman blocked for two years.

“People like El-Zazzau and all the members of the National Assembly fought and made sure we hold this market and that is why you are seeing this.”

Insecurity: We have been on FG’s neck since 2017 to declare bandits as terrorists – El-Rufai

Governor Nasir El-Rufai of Kaduna State, has asked the Federal Government to declare bandits threatening the peace of the Northwestern region as “terrorists”.

El-Rufai made this call after receiving the third quarter security report from the Commissioner of Internal Security and Home Affairs, Mr. Samuel Aruwan, at the Sir Kashim Ibrahim House, Kaduna on Wednesday.

According to the governor, declaring the bandits as terrorists will enable the Nigerian security forces to utterly decimate the gunmen without fear of being sanctioned by the international community.

“We in the Kaduna State government had always urged for the declaration of bandits as insurgents and terrorists. We have written letters to the federal government since 2017 asking for this declaration because it is this declaration that will allow the Nigerian military to attack and kill these bandits without any major consequences in the international law.

“So, we support the resolution by the National Assembly and we are going to follow up with a letter of support for the federal government to declare these bandits and insurgents as terrorists, so that, there will be fair game for our military,” the governor declared.

He also noted that the recruitment of 1,000 youths each across the 774 local government areas of the country would deal a deadly blow to bandits and other criminal elements in the land.

Earlier, a report presented by the Kaduna State Commissioner for Internal Security and Home affairs, Samuel Aruwan, had revealed that at least 888 people were killed in violent attacks by bandits in various parts of Kaduna State in the last nine months.

Aruwan in presenting the report further detailed that a total number of 343 people were killed by bandits between July and September this year alone, while 2, 553 people were kidnapped by bandits in various communities across the state from January to September 2021.

While most of the killings were attributed to kidnappings and the activities of bandits, the commissioner however, stated that some deaths within the period under review were due to communal clashes, violent attacks and reprisals that cut across all ethnic and religious groups in the state.

In his reaction, Governor El-Rufai who sympathized with the victims of the attacks, ordered for the immediate compensation of surviving victims and relatives of the deceased.

He pledged to continue his support for the security forces as they carry on their push to dislodge the criminals from their hideouts and rid the region of all marauders threatening the peace.

El-Rufai gives reasons for creating 3 metropolitan authorities

Gov. Nasir El-Rufai of Kaduna State has given reasons why he created three metropolitan authorities outside the conventional local government administration.

The announcement of Kaduna, Zaria and Kafanchan metropolitan authorities by the governor had generated varied reactions, with some residents condemning the action.

El-Rufai gave the explanation at the swearing in of administrators for the metropolitan authorities, two High Court judges and other officials on Friday in Kaduna.

According to him, the new entities will ease the administration of the three cities to enhance services to the public.

He said that the three cities would be administered based on Abuja model, as single, integrated entities.

“Abuja is perhaps the only city in Nigeria managed as an integrated unit, despite the existence of six area councils within the Federal Capital Territory.

“The administrators of our metropolitan authorities are similar to the Minister of the FCT to whom everyone knows the president has delegated the powers to run the nation’s capital as a single entity.

“Our metropolitan administrators in Kaduna, Kafanchan and Zaria will exercise similar powers and responsibilities in their designated areas as the Minister of the FCT does in Abuja.

“Many city needs do not recognise local government boundaries. One example is a functional drainage system.

“The job of a managing a city requires clarity as to in whom the responsibility is vested. In many cases, neither the state government nor the local government councils in that space try to exercise responsibility for cities.

“Other jurisdictions have mayors so that there is a structure devoted to managing specific cities.

“We cannot neglect our cities and expect them to do well on autopilot. This is why we are doing what we are doing.”

The governor explained that in spite of the
establishment of the metropolitan authorities, the local councils will still perform many important functions.

“The local government councils still have a lot to do in managing primary education, primary health care, agriculture, community development, and other other constitutionally vested functions.

“A majority of the residents of our state now live in cities. We have to be pragmatic about how we deliver better services and make our cities better places to live and work.

“Our urban renewal programme is a vivid demonstration of the importance of treating and managing cities as single, integrated entities,” he stressed.

On the newly sworn-in officials, El-Rufai said their appointments was to ensure that the government delivers on its mandate.

“We intend to finish as strong as we started, this explains why we are still introducing reforms, backing them up with laws and implementing them,” he said

According to him, the government is creating strong platforms where the next governor can focus on governance in the attainment of progressive goals.

He also said that the new high court judges would assist in quick dispensation of justice in the state.

El-Rufai said that the administration would continue to give priority in the remaining months of its mandate to human capital development, education, healthcare, infrastructure investment and job creation.

NAN reports that Abdulkarim Mahmud and Eugine Michael were sworn-in as High Court judges, with Muhammad Hafiz-Bayero, as Administrator, Kaduna Capital Territory; Phoebe Sukai Yayi, Kafanchan Municipal Authority.

Umma Aboki was sworn-in as Permanent Secretary, Planning and Budget Commission and Murtala Dabo, Executive Chairman, Fiscal Responsibility Commission, and Abubakar Hassan, Contributory Health Management Authority.

Tamar Nandul, took oath of authority as Managing Director, Kaduna Markets Development and Management Company; Khalil Nur Khalil, Executive Secretary, Investment Promotion Agency and Maimunatu Abubakar, General Manager, State Environmental Protection Agency.

Others are, Prof. Mohammed Sani, Chairman, Local Government Service Board; Muhammed Muqaddas, Executive Secretary, State Emergency Management Authority and Dr Shuaibu Aliyu, Permanent Secretary.
The rest were, Dr Ishaya Habu, Chairman, Legislative Service Commission, while Aminu Musa, Rabiu Tanko and Rebecca Barde will serve as members. (

Why I tested, sacked teachers in Kaduna despite threats of losing re-election – El-Rufai

Kaduna State Governor, Nasir El-Rufai, has explained how he was willing to sacrifice his second term ambition in order to give children from his state quality education.

The governor sought re-election for a second term in office in the 2019 general elections and has two more years to complete his tenure.

Speaking during the Ekiti State’s Fountain Summit 2021 with the theme ‘Investment Attractiveness and Economic Development in Ekiti State’ which held in Ado-Ekiti, El-Rufai said he was threatened with an election loss.

El-Rufai said he insisted and eventually carried out the test on teachers in Kaduna notwithstanding the threat.

“My brother here was said to have lost his second term bid the first time because he threatened to test teachers,” he said.

“I tested them and fired them before our election. When I was asked that I would lose the second term, I said if losing second term in office will give Kaduna State children a future with better primary education, I am ready to let it go.”

El-Rufai also listed two factors that enabled him retain his position as Kaduna governor, noting that he timed the mandatory test for teachers within his first two years in office and that the exercise was carried out honestly without partisan politics.

While noting that he attended government schools in his life until he went for his second degree, El-Rufai noted that his administration sent a clear message that the poor man’s child in Kaduna was eligible to emerge as governor.

He recalled that while sacking teachers, two of his colleagues backed his decision but expressed fear in implementing the policy in their respective states.

According to him, the two governors who wanted to conduct teachers’ tests after their re-elections however lost their second term bids.

Kaduna State Governor, Nasir El-Rufai, on Monday assigned new portfolios to some commissioners and senior officials of the state government.

He explained that the reshuffle was designed to help harness fresh energy for the government’s final lap, bring new insights, and enable the commissioners to have a more rounded experience of the government, said a statement by the governor’s spokesman, Muyiwa Adekeye.

Eight of the 14 commissioners swapped portfolios, although there were no changes in the Ministries of Finance, Justice, Health, Housing and Urban Development, Internal Security and Home Affairs, as well as Human Services and Social Development.

Governor El-Rufai also appointed Balaraba Aliyu-Inuwa, Muhammad Bayero, and Phoebe Yayi as administrators of the Zaria Metropolitan Authority, Kaduna Capital Territory, and Kafanchan Municipal Authority respectively.

This follows the passage of the law creating metropolitan authorities to manage the areas as organic cities.

Similarly, the governor approved the deployment of Umma Aboki as Permanent Secretary, Planning and Budget Commission; Murtala Dabo as Executive Chairman, Fiscal Responsibility Commission; and Abubakar Hassan as Director-General, Kaduna State Contributory Health Management Authority (KADCHMA).

2023: El-Rufai clarifies Northern Governors’ position on power shift to South

Governor Nasir El Rufai of Kaduna state has clarified that the Northern States Governors’ Forum did not oppose the idea of zoning presidency to the south in 2023, rather it is against the language used in the resolution of the Southern Governors on the issue of power shift.

El-Rufai said that northern governors were alarmed that their southern counterparts will use the word “must” in their agitation for power shift to the south after President Muhammadu Buhari’s tenure in 2023.

According to the governor, the word ‘’must’’ is at variance with democracy which is characterized by negotiations and horse-trading by parties involved, often out of the public glare.

The governor recalled that himself and “some other northern governors had earlier called for power shift in 2023 in their individual capacities in order to foster national unity and togetherness”, adding: “I was called names by our people for making that call.”

El Rufai who made these clarifications in a media chat with select Kaduna-based radio stations on Tuesday night said that the media misrepresented the resolution of the Northern Governors’ Forum meeting which held on Monday, on power shift.

The governor who spoke in the Hausa language, also stated that “the north has supported southern presidential aspirants in the past,” recalling that it “supported Chief Olusegun Obasanjo’s aspiration in 1999 and his re-election in 2003”.

According to him, southern governors should have reached out to their northern counterparts on the issue of power shift instead of playing to the gallery.

He pointed out that the APC has no provision of power shift in its constitution, adding that even the PDP which has it in its constitution, flouted their own law during President Goodluck Jonathan’s administration in 2011, where the president stood for re-election.

El-Rufai shutdown telecoms services in parts of Kaduna, bans motorcycles

Kaduna State Government has shut down telecommunication services in some parts of the state as part of critical measures towards ending banditry in their identified hideouts.

The state Commissioner for Internal Security and Home Affairs, Samuel Aruwan, said the decision was taken on Wednesday after a meeting with relevant federal agencies who recommended the shutting down of telecom services ahead of the commencement of military onslaught against bandits.

He explained that the shutting down of telecom services is part of many steps taken to address the current security situation in Kaduna State and neighbouring states in the North-West and North-Central regions.

“The relevant federal agencies have today informed the Kaduna State Government that the processes for telecoms shutdown in parts of the state have commenced,” Mr Aruwan said.

“As part of the steps to address the current security situation in Kaduna State and neighbouring states in the North-West and North Central, Kaduna State State Government has held several meetings with security agencies to adopt critical measures towards crushing bandits in identified hideouts”.

The commissioner also announced the immediate ban of commercial and private motorcycles for a period of three months across the state as well as the regulation of the schedule for commercial tricycle operators from 6:00 am to 7:00 pm daily.

In addition, he said all commercial tricycles are to remove curtains in their tricycles.

Similarly, the government said all vehicles used for commercial transportation must be painted in yellow and black within 30 days, while vehicles used for hiring services are to carry yellow and black stripes.

Other measures put in place according to the Commissioner, include the ban on the sale of petrol in jerry cans or other containers in Birnin Gwari, Giwa, Chikun, Igabi, Kachia, Kagarko and Kajuru Local Government Areas.

The government appealed to residents to endure the severe strain and inconvenience the security measures will place on peaceful and law-abiding citizens, adding that difficult times have demanded that difficult decisions be made.

  • El-Rufai exporting banditry to South – Akeredolu

El-Rufai exporting banditry to South – Akeredolu

THE Ondo State Governor, Mr Rotimi Akeredolu, has berated his counterpart in Kaduna State, Mallam Nasir El-Rufai, over the latter’s comment on anti-open grazing law.

El-Rufai had described the anti-open grazing laws being signed by some of the southern governors as unrealistic.

But Akeredolu, in a statement issued by the state Commissioner for Information and Orientation, Mr Donald Ojogo, said such a statement should not have come from a leader.

In the statement titled, ‘Anti-open grazing: El-Rufai’s attack on southern governors devious, a hysteric ploy to externalise banditry’, Akeredolu reiterated that the anti-open grazing law, especially in Ondo State, had come to stay, saying, “It shall be zealously guarded and conscionably deployed to protect all residents of Ondo State, notwithstanding their ethnic and religious biases.”

The statement read, “From all indications, Governor Nasir El-Rufai, if he was properly quoted and his views not misrepresented, is struggling hard to export banditry to the South under an expressed opinion that is laced with mischief.

“Perhaps, it is apt to state clearly that the likes of Governor El-Rufai are already in a hysteric ‘mode’ of escalating and indeed, externalising banditry, especially as the military onslaught against criminal elements and other terror variants suffices in the North.

“For emphasis, any such comment like that of the Kaduna Governor, if indeed he made that statement, merely seeks to encourage anarchy under the guise of resentment of a law by affected stakeholders.”
