  • COVID -19,LEADERSHIP AND THE NASIR EL-RUFAI EXAMPLE

    The United States of America according to the predictions of public health experts could suffer more than 200,000 deaths, from the 126.5 million people that are expected to contract the deadly corona virus,due to President Donald Trump’s abysmal failure to provide leadership. The consensus amongst most experts is that had Trump acted decisively and provided the much needed leadership, the world-wide crisis triggered by the virus could have largely been contained. Clearly from day one , the tragedy wasn’t Trump being late in taking actions, but that has continued to mislead those who look up to him for direction, the result is what Ed Pilkington and Tom McCarthy of New York Times in their article “The missing six weeks: how Trump failed the biggest test of his life”: described as “a fiasco of incredible proportions”. These errors of judgement – underrating the hazards and refusal to act by Trump that has made America and indeed the world unsafe.

    But Pilkington and McCarthy who believe Trump lost it in the “missing six weeks” are being over generous to him, because the seed of the present disaster that the world is presently reaping, was actually sowed in 2018 when the pandemic unit of of the National Security Council,the body charged with preparing America against health emergencies was disbanded by Trump,on the grounds that it didn’t make economic sense to have full a complement of staff that wasn’t “working everyday”. In reaction to the Ebola crisis, Susan Rice, Barack Obama’s National Security Adviser had established the Global Health Security and Biodefense unit,that was charged with ensuring America’s pandemic preparedness. Considering America’s broad definition of security,the unit was logically domiciled under the National Security Council (NSC) — a forum of White House personnel that advises the president on national security and foreign policy matters. It is also the light in which the failure to detect, to the get test kits and protective gear for medical personnel should be seen. And having lost the initiative, America and the world was a sitting duck for the disaster that has eventually happened.

The crisis would still have been mitigated if only Trump had swallowed his pride and listened to the reports by the remaining “plants” from early January that China was covering up the magnitude of the coronavirus outbreak.

     

    Unlike Trump, but more like Andrew Cuomo,the embattled Governor of New York State, Nasir El-Rufai the cerebral Governor of Kaduna State showed that leadership is about acting promptly and decisively to protect the people of his State. Also unlike Trump, no one can accuse El-Rufai of “unprecedented indifference”, because El-Rufai showed by words and actions that there was a crisis. He wasted no time taking the appropriate steps, expected of any effective leader. El-Rufai, from the outset communicated “facts, laid out plans and lifted morale”, all of which he has continued to do. While most other governors, except Sanwo-Olu of Lagos State were still groping in the dark, unsure of of how to confront the challenges ahead El-Rufai had pointed the way forward,because he understood the enormity of the problem, especially the various dimensions of the crisis,especially the adverse impact of the pandemic on the economy. Ever forward looking , El-Rufai wasted no time engaging with the federal monetary and fiscal authorities to proffer suggestions that will help reduce the impact of the economic shocks on Nigeria and reportedly counseled shutting down the country.

    Before rolling out successive measures to contain the spread of COVID-19 , El-Rufai had also systematically rolled out measures to help address the coronavirus induced economic crisis. In reaction to the Report of Economic Crisis Response Committee which he had empaneled, the Kaduna State Government adopted very stringent measures to manage the unexpected economic consequences unleashed by the coronavirus pandemic. First, it swiftly introduced belt-tightening measures to depress its recurrent costs and cope with the anticipated steep decline in revenues. It also prioritised its capital projects to preserve the investments required for future growth and development. Part of the report reads: “ The government considered the revenue implications attached to the various scenarios the committee examined, especially the falling price of crude oil amidst depressed demand for the commodity worldwide and the shocks to normal economic flows and supply chains by shutdowns that have been imposed as part of a worldwide emergency public health measures.” The report “also noted the persisting global uncertainty as to how and when the coronavirus pandemic will be effectively contained. With some of the world’s largest economies on lock-down, there is significant uncertainty about what this portends for Nigeria and Kaduna State over the short and medium term”.

    The Kaduna State report was spot on forseeing that should “these unfavourable conditions” persist, Nigeria may witness its worst economic crisis in its entire history. It is interesting that though the price of crude oil was 30 dollars at the time the report was issued, but El-Rufai in his characteristic manner envisaged the possibility of the price falling to 20 dollars- and that obviously is his preferred number for planning. According to the report “the various scenarios reviewed indicated that Kaduna State’s gross annual revenues could fall by as much as N17bn if crude oil prices remain around $30 a barrel…..and by as much as N24bn in 2020 if crude prices fall to $20 per barrel”. The report went on to stress that “either of these scenarios will imperil the discharge of obligations to personnel, pensioners and running of the government. Capital projects implementation will be severely curtailed if either of the two oil price scenarios persist except fiscal and monetary policy realism is adopted by the Federal Government”.

    El-Rufai deserves commendation for not only calling attention to the looming coronavirus induced economic crisis like he did in 2015 when he sounded the recession alarm and drastically reduced the number of political appointees, but more importantly for going beyond proffering suggestions, to leading the way in the implementation of the necessary hard economic pills that are urgently required.
    According to the report “it is a matter of urgency for a sub-national government like Kaduna State to seriously consider and adopt measures to manage an extremely dangerous socio-economic situation” especially because the state like the others depends basically on “transfers from the Federation Account Allocation Committee (FAAC) and its own internally-generated revenue (IGR). With crude oil prices falling, FAAC will certainly shrink considerably in the near-term. Business slowdowns and the severity of the resulting economic contraction may significantly limit IGR as well”. Thankfully the federal government has woken up to this reality.

    The outcome of the report was the decision “that Kaduna State will prioritise its capital projects, especially in the health, education and infrastructure sectors, and uphold social safeguards like preserving the minimum monthly pension of N30,000”. And that to remain “afloat”, it would aggressively cut “costs of governance and expand revenue sources such as the presumptive taxes on informal businesses, land use charges in major urban areas and imposition of development levy payable by every adult in the State, as contained in the State Tax Code”. I am not aware of any state in Nigeria, including those governed by economists or bankers that have taken these proactive steps. I however stand corrected!

    El-Rufai knew very early in the day, that key to tackling the coronavirus crisis was curbing the exposure of people to the deadly disease, if Nigeria would be in any position to survive the rampaging pandemic. Leading by example, on 17th March, 2020 the kaduna State Government indefinitely postponed the annual Kaduna State Investment Summit – KadInvest 5.0. Canceling Kadinvest 5.0, his baby which has attracted over one billion dollars investments into the state, sent a clear message of the seriousness of the situation to government officials and investors. El-Rufai equally sent words across to the Vanguard newspaper to explore the possibility of postponing its 2019 awards,of which he(El-Rufai) was to be conferred the Governor of the Year 2019, earlier fixed for 20th March,2020. He further went on to announce the restriction of large gatherings of every nature- especially social events and religious services,as part of the measures to protect kaduna State residents from the virus and if perchance there were incidences of contacts to slow down the spread of the coronavirus disease. From the outset,the Kaduna State Government strategy was hinged on prevention (everything possible to reduce the chance of the disease taking root and spreading in the state) because without these mitigation efforts, especially the social distancing and lockdown Nigeria would have a real crisis on her hands.

    Working with Governors of the North-West Zone, schools in the zone were ordered closed as part of the containment measures. On it’s part the Kaduna State Government was to order the immediate closure of all the campuses of the Kaduna State University (KASU), the Nuhu Bamalli Polytechnic, the College of Education and the Nursing and Midwifery for 30 days in the first instance. According to El-Rufai “because it’s logical to discourage large, high-risk gatherings”. Bars, restaurants, night clubs, public parks were next to be shut down,as the government consistently implemented measures that would contain the spread of the COVID-19. In taking these decisions El-Rufai ensured that there were no misguided assessments, that the message was consistent and that he was also very honest about why the government was taking them – the lack of personnel and the state of our medical facilities.Hear him:”Kaduna does not have the human resources and the health facilities to cope with this pandemic, should it spread through the towns and villages of our state. The struggles of countries with much better health systems should offer a sobering lesson to anyone who seeks to minimise or trivialise the clear and present danger that we face from coronavirus”,he declared in his state broadcast.

    Since the outbreak of the crisis, the elected leadership of Kaduna State – the Governor and his Deputy have addressed the people at least five (5) times and in each of the broadcast they conveyed the situation report in a manner that the people would understand every action. To erase whatever doubts, in one of his broadcasts he made it abundantly clear that the government was factual and that it was “not scaremongering”. He continued “we are only observing our solemn obligation to let our people know the full facts, however unpleasant. It is much easier and cheaper to prevent this pandemic than to manage its spread and the illnesses and deaths it could inflict on our citizens.”

    El- Rufai consequently went on to order a total lockdown of the state,in a move that took everyone by surprise. Hear him: “KDSG has invoked the Constitution, the Quarantine Act 1926 and the Public Health Law 1917 to declare Kaduna State a public health area and Covid-19 a dangerous infectious disease. A quarantine period has been imposed on Kaduna State, and it will become effective by midnight today. This compels everyone to stay at home and all businesses, places of worship, event centres, markets, shops and the like to close. Weddings and all social gatherings are also prohibited”.

    Though El-Rufai in a twist of irony contacted the virus (the price of leadership),it is heartening that it hasn’t dampened his sense of duty and obligation to save Kaduna State people. El-Rufai in his self isolate (from where he continues to monitor development) must be proud of the tremendous work of his team, which has helped check the spread of the disease and that were it not for his leadership that Kaduna State, the third most populous state with a population of over 10 million people, would have experienced more cases. El- Rufai would also be delighted to see the turn around by the critics who had initially described his lockdown order as “too strict and over blown”, as far sighted.

    El-Rufai before now has absolutely without doubt proven himself a leader of all seasons,but his hands on handling of this coronavirus crisis, his remarkable leadership skills, all which are rarely seen in one person has once again shot up his value- El-Rufai communicated with the people of Kaduna State from the very outset, introduced preemptive measures even when there were no cases, appealed to common purpose when he monitored compliance and imposed lockdown when the people refused to maintain the social-distancing instructions. The take away messages from El-Rufai’s actions are too numerous to mention, but the outstanding one;is that preparation wins the war. That the virus is no longer a distant threat and that the consequences are devastating. Others include that testing which some people keep clamoring for is not an option,as can be seen from the case of the State of Israel,which was forced to push back from it’s initial plan of testing everyone due to acute shortage of kits. Finally,that Nigeria’s best bet combating the pandemic remains total lockdown and social distancing. With less than 400 cases Taiwan offers us hope to mankind that lockdown works.

    Moving forward,it’s now left to the people of Nigeria,not just Kaduna State to understand that lives depend on following government directives and playing their own role in the management of the crisis. Definitely these are trying times for everyone. They must understand that lockdown is for the safety of everyone.

  • COVID-19: I wish El-Rufai, Makinde, Mohammed speedy recovery – Sanwo-Olu

    Lagos State Governor, Bajide Sanwo-Olu, has sent words of encouragement to his colleagues from Kaduna, Nasir El-Rufai, Seyi Makinde of Oyo and Bala Mohammed of Bauchi respectively.

    Sanwo-Olu in a tweet on Monday wished the three governors speedy recovery after being hit by the coronavirus.

    According to him, the governors play a crucial role in the fight against COVID-19 in their respective states and the country.

    “I wish H.E Gov @elrufai, H.E Gov Bala Mohammed and H.E Gov @seyiamakinde who tested positive for #COVID19, a speedy and safe recovery.

    “As leaders and co-visionaries in building Nigeria, they play critical roles and we hope to continue to benefit from their insight and leadership,” he said.

    Governor Mohammed had on May 24 announced through his Senior Special Assistant on Media, Mukhtar Gidado, that he tested positive for the coronavirus disease (COVID-19).

    Gidado explained that the Bauchi governor was infected after having contact with the son of former Vice President Atiku Abubakar, confirmed to have also been hit by the virus.

    Four days after, Governor El-Rufai announced via his verified Twitter handle of testing positive for COVID-19.

    “Earlier this week, I submitted a sample for the COVID-19 test. The result came in this evening, and I regret to say that it is positive,” the governor said.

    Similarly, Governor Makinde announced on March 30 that he has tested positive for coronavirus and is in self-isolation.

    “I just received my COVID-19 confirmation test result,” he tweeted. “It is POSITIVE. I am asymptomatic and will continue to self-isolate.”

    Governor Nasir El-Rufai of Kaduna State on Saturday tested positive for the novel Coronavirus (COVID-19).

    This was confirmed by the Kaduna State Commissioner for Internal Security and Homeboy Affairs, Samuel Aruwan on Saturday evening via his Twitter handle.

    Aruwan, a former spokesperson to the governor said the sample was submitted earlier this week and the result came in this evening as positive.

  • Coronavirus: Kaduna arrests two Islamic clerics for holding public prayer meetings

    Kaduna State Government has arrested two clerics for conducting Friday congregational prayers in two communities of Kaduna North local government area, in violation of the curfew imposed to prevent the spread of COVID-19.

    Commissioner for Internal Security and Home Affairs, Samuel Aruwan who disclosed this at a press conference on Saturday, named the culprits as; Malam Aminu Umar Usman and Malam Umar Shangel, from Malali and Unguwan Kanawa respectively.

    The commissioner said that their conduct violated government orders as well as advice given by leaders of faith, adding that the clerics will be prosecuted accordingly.

    Aruwan reiterated that, government expects compliance with the quarantine orders, which imposed curfew in the entire state ‘’and will continue to enforce them.’’

    The commissioner further warned that ‘’security agencies will enforce government orders and uphold the 24 hour curfew, until further notice. Those who seek to defy the directives stand the risk of arrest and prosecution.’’

    ‘’It should be clear that the inconveniences associated with the preventive measures, while regretted, are nothing compared to the suffering and deaths that coronavirus will cause if it is allowed to get here and spread,” he argued.

    The Kaduna State Government commends ‘’citizens that are abiding by the terms of the quarantine imposed on the state as a preventive measure against Covid-19,’’ he said.

    ‘’The state government is especially grateful to religious and community leaders who have joined in appealing to the public to abide by public health warnings.

    ‘’However, government has also sadly noted that certain individuals, including clerics, are violating the restriction of movement, large gatherings, trading and congregational prayers,’’ he noted.

    According to the commissioner, such violations are ‘’patently illegal and irresponsible conduct, at a time that requires sober and rational conduct to protect our people from coronavirus.’’

    As part of measures to prevent the spread of Coronavirus (COVID-19), Kaduna State Governorment has announced prohibition of mosques and church gathering of above 50 worshippers.

    The government also directed immediate closure of all schools from nursery to tertiary.

    A statement by the Special Adviser to Governor Nasir Ahmed El-Rufa’i on Media and Communication, Mr. Muyiwa Adekeye, said the governorment took a cue to stop Juma’at service from the decision of the government of the Kingdom of Saudi Arabia, the cradle of Islam not to hold such prayers in the two Holy Mosques in Makkah and Madina.

    The statement, which also asked that Church gatherings should be avoided said, Pastors and congregants should learn from the experience of many Christian-majority countries like Italy, France and Germany to suspend church service.”

    “Public health expert advice is that large gatherings of more than 10 persons are not advisable at this point, and any assembly of more than 50 persons are therefore prohibited in Kaduna State until further notice.”

    Kaduna State Governor, Nasir El-Rufai has named dethroned Emir of Kano, Muhammadu Sanusi II as Chancellor of Kaduna State University, KASU.

    Sanusi succeeds the pioneer Chancellor, His Highness, Malam Tagwai Sambo, the Chief of Moro’a, who was appointed to the role in 2005.

    A statement from Sir Kashim Ibrahim House announced the new appointment.

    “On behalf of the government and people of Kaduna State, Malam Nasir El-Rufai is delighted to appoint His Highness, Muhammadu Sanusi II as the Chancellor of the Kaduna State University. In public life, His Highness has demonstrated a strong commitment to education.

    “The Kaduna State Government has no doubt that as Chancellor, His Highness Muhammadu Sanusi, would provide symbolic and substantive leadership in raising the profile of KASU as an emerging centre of learning on the national and global level.

    “This appointment of the new chancellor comes at an exciting moment for KASU which is transiting to a multi-campus structure with presence across the state,” a statement issued by Muyiwa Adekeye, Special Adviser to the Governor (Media & Communication), said.

    According to the statement, “Muhammadu Sanusi II replaces the pioneer Chancellor, HH Malam Tagwai Sambo, the Chief of Moro’a, who has served in that role since 2005. Governor El-Rufai has conveyed the profound appreciation of the government to HH Malam Tagwai Sambo for the long years of distinguished service to KASU and the state.

    “Malam Nasir El-Rufai welcomes with gratitude the consent of His Highness Muhammadu Sanusi to serve as Chancellor of KASU and as Vice-Chairman of the board of KADIPA.

    “The Kaduna State Government is grateful that HH Muhammadu Sanusi II continues to support and assist the realisation of the governance objectives of the Kaduna State Government.”

    The Kaduna State Government has appointed deposed Emir of Kano, Muhammadu Sanusi II, into the board of the state Investment Promotion Agency (KADIPA), about 24 hours after his removal.

    A statement from the Governor’s spokesman, Muyiwa Adekeye, on Tuesday, said that “the appointment is part of the reconstitution of the board of KADIPA, which is statutorily chaired by the Deputy Governor, and has as internal members, other senior officials of the Kaduna State Government.”

    The statement added that “Kaduna State hopes to benefit from the profile, experience, intellect and networks of His Highness, Muhammad Sanusi, who before becoming Emir, had built a solid reputation in global financial circles.

    “Malam Nasir El-Rufai said that Kaduna State is honoured to be able to call on the services of a man of such calibre to drive its development,’’ the statement added in parts.

    According to the statement, Deputy Governor of Kaduna State, Dr Hadiza Balarabe, will chair the board, while His Highness Muhammadu Sanusi II will be Vice-Chairman.

    Other members of the board include Malam Balarabe Abbas Lawal, the Secretary to the State Government, Mr Jimi Lawal, Senior Adviser and Counsellor and Aisha Dikko, the Attorney General of Kaduna State.

    The KADIPA board also includes the Head of Service, Hajiya Bariatu Yusuf Mohammed, Commissioner of Business, Innovation and Technology, Idris Nyam, Commissioner of Housing and Urban Development, Fausat Ibikunle and Commissioner, Planning and Budget Commission, Thomas Gyang.

    Other board members are the Director-General of Kaduna Geographic Information System (KADGIS), Altine Jibrin, Muhammad Hafiz Bayero, the Managing Director of Kaduna Market Development and Management Company, Farida Dankaka and Umma Aboki, the Executive Secretary of KADIPA.

    “The Governor also said that he is confident that the new board, which contains the most senior officers of the state will further propel KADIPA to greater success in attracting investments to Kaduna State,” the statement read in part.

    It also disclosed that the government carefully chose the external members to further reinforce the investment credentials of the state.

    “El-Rufai has expressed his gratitude to members of the reconstituted board of KADIPA for agreeing to serve”.

    As dignitaries pay tribute to Kaduna State Governor, Malam Nasir El-Rufa’i on the occasion of his 60th birthday, his lawyer, AbdulHakeem Mustapha SAN has said that, El-Rufa’i has 83 certificates from Havard.

    Mustapha SAN said he was shocked the day he saw El-Rufa’i’s certificates.

    According to him, “there was a time El-Rufa’i’s was dragged to court for not having a certificate. And as were about to get to the court that day, he dropped me in his car and handed me a bulky envelope.

    “When I opened the envelope, I discovered he has 83 certificates from Havard. And when I asked him how come? He said, A.U, when my peers were busy buying exotic cars, houses and other luxurious things, this is what I was doing with my money.” Mustapha SAN said.

    The event which is still ongoing has the Senate President, Senator Ahmed Lawan, Lagos State Governor Babajide Sanwo-Olu, Edo State Governor Godwin Obaseki, Ekiti State Governor Kayode Fayemi, Minister of Transportation, Rotimi Amaechi, Minister of Finance, Zainab Shamsuna Ahned, APC National Chairman, Adams Oshiomhole, former APC Chairman, Chief Odigie Oyegun and former Zamfara State Governor, AbdulAziz Yari in attendance.

    The definition of a politician as “an individual involved in influencing public policy and decision making in government” or as a “person engaged or interested in politics” and sees politics as “science and art of government”, more aptly describes Nasir El-Rufai , the highly cerebral Governor of Kaduna State, even though he prefers to describe himself as an “Accidental Public Servant”. The point must be made from the very outset, that El-Rufai is in every respect very much unlike the average Nigerian politician,most of whom are sickeningly lacking in vision and stand for absolutely nothing, absolutely for nothing, beyond the crude acquisition of raw power for the sake of power, which explains why Nigeria in spite of her resources- both human and material has remained embarrassingly underdeveloped.

    Thankfully, in the Sahara desert of leadership there is a general consensus that El-Rufai, who is undoubtedly engaging and equipped with an amazing body of knowledge that covers virtually every walk of life, represents an oasis of hope which has continuously played out in his overwhelming choice to handle very critical and challenging assignments that his party – the All Progressives Congress (APC) and colleague governors have continuously saddled him with since 2015, after the resounding defeat of the Peoples Democratic Party(PDP). El-Rrufai to date, due to the overwhelming confidence reposed in him,due to his good grasp of issues , has been drafted into several Ad hoc committees either as Chairman or as member, the latest being the Committee that reviewed the ownership structure of the privatized distribution companies and on how Nigeria can leverage on the accumulated pension funds for infrastructural development, a testimony of his indispensability when solutions are needed to solve critical problems,due to that single minded and unwavering commitment to deliver the goods.

    The other committees that El-Rufai has been part of are; the Management of Excess Crude Account Proceeds and Accruals into Federation Account, which investigated how proceeds into the federation account was managed. The forensic audit was to ascertain how much was earned and remitted. In 2011, General Muhammadu Buhari, had also saddled him with the responsibility of “renewing” the Congress for Progressive Change (CPC).

    In the very near future, Nigerians would definitely give El-Rufai the deserved credit that he more than rightly deserves, for the many tough decisions he painstakingly forced Nigeria,especially under Olusegun Obasanjo to take,like they now appreciate his days at the FCT with nostalgia long after he had left, to the bemusement of his traducers. Gratefully his political opponents who for clearly political reasons had demonized him, reluctantly admit that after him Abuja lost its vibrancy and is more or less a city that has fallen apart. For example, but for El-Rufai’s reform of the chaotic defined pension scheme, which eventually led to the introduction of the more realistic contributory pension scheme, Nigeria which by 2007 was beginning to find payment of salaries and its other obligations difficult, would have been in a much more terrible mess, than it presently is- a case of “double wahala” for dead body, like the late Fela Ransomekuti would say. The other signature programme that also has El-Rufai imprint is the the reform of the federal public service, which needed the injection of fresh blood. It’s not surprising that in his second term he has created several State Councils, to forge synergy which hitherto hampered policy initiation and implementation.

    So when either the APC, the National Economic Council or the Nigerian Governors Forum (NGF) saddle El-Rufai with the onerous responsibility of chairing the Committee on True Federalism, that would produce the working document that will guide the party in designing its policy on the issue, or NEC in determining what has happened to the Excess Crude fund, it’s because they are rest assured that he would over deliver on the responsibilities which it must be noted, is in addition to his duty as a governor and his numerous other engagements – delivering lectures. It’s a testimony to the power of El-Rufai’s convictions and political will to act and to act decisively, that has continued to make him a hot cake and extremely high in demand. …he is certainly not a man that can be ignored!

    For the record,it’s not only Nigeria that has tremendously benefited from El-Rufai’s wealth of experience, kaduna State is equally benefiting in a manner that’s going to make the governorship shoes larger than size,for whoever that takes over from him in 2023. There are several policy thrusts that Kaduna State has profited from as a result of his days at either the Bureau or Public Enterprises(BPE) or as Minister of the Federal Capital Territory(FCT); these includes the reforms of the public service, the pension scheme, the contributory health insurance scheme, the revenue service and many more. Unknown to many Nigerians, is that the reform of the pension scheme was triggered by the enormous challenges that the BPE under El-Rufai encountered during the privatization of public enterprises. And that it’s the reform that led to the passage of the Pension Reform Act (2004) and the creation of the National Pension Commission to implement the PRA of 2004.With the benefit of hindsight as governor, the Kaduna State Pension Law of 2007 was subjected to a drastic amendment, that cured it of the several fundamental flaws that frustrated the realization of the its objectives , the most notorious being the lack of a coordinating agency, which the creation of the Kaduna State Pension Bureau, an amalgam of the defunct Bureau of State Pension and Bureau of Local Government Pension has resolved. Before then, pension administration was Fuji House of Commotion,as responsibilities were not defined.

    El-Rufai’s solid education and deep knowledge is no doubt largely responsible for his reform mindedness,which is part of what makes him tick. The essential El-Rufai truly speaking, is not about “projects”, because any idiot can award contract for the construction of roads or bridges or the construction of hospitals like we have seen in many states. For instance,there is a governor,who built a multi-million hospital,only to discover that the state lacked the necessary nurses to run it,due to lack of planning. Under El-Rufai,the State Statistics Bureau would have alerted him to that fact. El-Rufai is not a project for the sake of project man,so as to convince the people that he is “working”. He is much more than that,because he is perspective and methodological. For instance, the multi-billion urban renewal project is aimed at enhancing security, improving the quality of life, it is an integral part of the Kaduna State Development Plan that has the objective of making the state,the business and tourism destination of the 19 Northern States and Abuja.

    It’s to the credit of those who in spite of “differences”, do acknowledge that El-Rufai has the capacity to deliver on any assignment. And this explains why he has once again been tapped to provide a road map for the sick power sector. And as expected El-Rufai has thrown himself wholeheartedly into the assignment and true to nature he hasn’t minced words that the power supply industry is totally broken down and that only a concerted emergency action will address the power scandal. Hear him: “I think there is the will on the part of all the members to really get to the root of the problems and to have an honest national conversation that will help find a way to fix this sector because Nigeria will never make progress, will never create jobs or industrialise without a functioning electricity industry which is the assignment NEC has given us beyond just establishing the status of ownership of the distribution companies.”

    Expect the El-Rufai Committee to chart a path,which if the federal government and other stakeholders adhere to, will help resolve the power crisis. The committee to ensure that a thorough job is done and the objectives achieved, hasn’t shied away from recommending that critical stakeholders like the Association of the Electricity Distribution Companies in Nigeria and the Association of Electricity Generating Companies in Nigeria be coopted into the committee, which the National Economic Council readily approved. The power sector which was privatised in 2013 resulting in the creation of six generation companies and 11 distribution companies,have clearly continued to under perform,with the Nigerian electricity distribution sub-sector considered the weakest link. El-Rufai being a very rationale person, has to the surprise of many, recommended for a comprehensive review and has resisted calls for the outright cancellation of the agreement, even though the committee could have cashed in on the fact that the final review of the Five -Year performance agreement had expired.

    There is no question about it, that if Nigeria is to ever resolve its huge infrastructural deficit, that it must source for long term funds to fix the existing highways, that are nightmares for road users and the construction of new ones, which the paltry N200 billion yearly allocation would never adequately address. Statistics indicates that the pension fund, which presently stands at over one trillion naira can be leveraged to drive the development of very critical sectors. And it’s very commendable that in making that decision, that NEC saw the wisdom in saddling El-Rufai who midwifed the pension reform that has raked in the huge fund , to head the committee. Brazil is an convincing example of a country that has leveraged on pension funds to facilitate infrastructural development. At the end of the day,if the necessary amendments are effected to the pension law, borrowing from the pension funds for infrastructural development will be a much better option than external borrowing.

    Contrary to the opinion of those politically opposed to him, El-Rufai is a confirmed democrat, and an embodiment of democratic principles, which is why he could gladly take a back stage for his deputy Hadiza Balarabe, the then acting governor to prepare and present the 2020 budget. Acknowledging that the power sector is critical and the compelling need for Nigerians to contribute to the conversation on the way forward, is a further testimony to his credible democratic credentials, which has informed the decision of his committee to call for memorandums from Nigerians. Hear him: “Everyone in Nigeria is affected by electricity and we want to hear the views of Nigerians, what do you think is wrong with the power sector, what are your experiences dealing with the distribution companies, what you think are the solutions to the power problem. Sometimes solutions are not technical, but commonsensical. So while we have all the technical experts on the table, we also want to hear from Nigerian public”

    But does El-Rufai go out of his way to seek for these responsibilities, so as to be “relevant”, like his opponents allege? The obvious and categorical answer is a resounding no! In his well considered reply to the matter, he said “If you look at my record in public service, I have never had personal ambitions or lobbied for a job. I have always been called and given difficult assignments to carry out and I carry them out to the best of my ability.” For instance when the APC asked him to lead the Kogi Governorship Campaign Council, for the re-election of the embattled Yahaya Bello of Kogi State, many analysts not only saw the assignment as mission impossible, but an albatross that would negatively impact on his very impressive electoral credentials. But as a true party man he accepted the assignment and gave it the El-Rufai touch and like they say, the rest is history.

    Whether in or out of office, Nasir El-Rufai would always be in great demand, due to the sheer power of his ideas, which most times are ahead of its time and are unpalatable truths that some people hate to hear. For instance, El-Rufai pushed for the computerization of APC membership register,it was fiercely opposed,but it came back back to hunt the party during the 2019 elections. Like the ideas man that he is, he has equally been canvassing the need for party members to fund the parties by paying membership dues, which will help guide against the hijack of the party by power desperados. Hear him: “ Parties should be funded by the members, and not from the treasury, it is criminal. It is unconstitutional and it is wrong.” On the issue of zoning, which hasn’t really thrown up quality candidates,his views are very well documented. These are the kind of views that El-Rufai canvasses, which are clearly lacking in many other politicians that has earned him the title of “controversial”. El-Rufai like the good student that he is, has internalized and imbibed the words of Louis L ‘ Amor that “Knowledge is like money: To be of value it must circulate, and in circulating it can increase in quantity and hopefully, in value.” By engaging in these assignments, El-Rufai definitely increases in knowledge and invariably in demand.
