    A former chairman of the Economic and Financial Crimes Commission (EFCC), Nuhu Ribadu, has denied claims he said Nigeria’s president, Muhammadu Buhari, and Kaduna State governor, Nasir El-Rufai, are the chief sponsors of bandits in the North.

    Mr Ribadu on Thursday described the statement being circulated on social media as “devilish insinuations.”

    The alleged statement quoted Mr Ribadu to have said: “Bandits were created by Gen Mohammadu Buhari Rtd to oust Jonathan.”

    He allegedly said Mr Buhari “assembled his ardent supporters, promoters and strategists in April 2014 to determine how to remove President Goodluck. Prominent amongst them were El-Rufai, Gen Danbazo (Rtd).”

    “Specifically, Gen Buhari, in his address, told the fighters that “the British handed Nigeria over to us, the Fulanis, at independence. The land (Nigeria) belongs to us. We must reclaim what belongs to us.”

    Mr Ribadu, in a statement on Thursday, disowned the viral message and appealed to security agencies to investigate the genesis of the ‘fake message’ and fish out the perpetrators.

    “The statement shared around social media platforms attributed to me (giving) devilish insinuations on alleged origin of banditry in parts of Nigeria.”

    The former EFCC boss said he initially “ignored what was clear inanity and cheap blackmail, as I thought no right-thinking person will fall for such mischief.”

    He said, “I have never, at any time, wrote or said those words being attributed to me.”

    “I have no knowledge contained in the disjointed propaganda message in circulation and I urge the public to disregard it,” he added.

    He said purveyors of fake news, more so, one that is clearly a threat to national security, should not be allowed to thrive.

  • Send your child to school or be prosecuted – Kaduna Govt

    The Kaduna State Government advised parents to send their children to school or face prosecution in accordance with extant laws.

    Mrs. Phoebe Yayi, the Permanent Secretary, Ministry of Education advised Kaduna in an interview with the News Agency of Nigeria (NAN).

    She stressed that every child has the right to free, compulsory and universal basic education, adding that the state government has to provide such education. She added that in meeting this obligation, the government has declared free education to every child from primary to secondary school in the state.

    The permanent secretary explained that the move was part of measures to ensure that every resident of the state was literate, to enable them to have a quality life.

    “Therefore, parents have no excuse not to send their children to school, as the government has taken off all financial burden from parents. You should be aware that the Child Welfare and Protection Law, 2018, section 18 (6), stipulates that any parent or guardian who fails to send his or her child to school commits an offence.

    “It added that a parent is liable on a first conviction to be reprimanded and ordered to undertake community service and on second conviction risk fine or imprisonment or both. As such, sending your children to school is no longer a choice, but compulsory and failure to do so is a criminal offence with a possible jail term.”

    The permanent secretary warned that on no account should any parent deny his or her child the right to education, which would unlock the child’s full potential for a better future. She added that even adults were given a second chance to acquire education in the spirit of “not living anyone behind.”

    She reiterated the government’s commitment to making the necessary investment in the education sector, improve the learning environment and ensure the quality of teaching and learning.

  • Justice will catch up with you, IMN attacks Gov. El-Rufai

    The Islamic Movement of Nigeria has issued a stern rebuke of Governor Nasir El-Rufai over the continuous detention of its leader, Sheikh Ibrahim El-Zakzaky and his wife in Kaduna Correctional Centre.

    In a statement on Sunday, the group’s spokesman Ibrahim Musa lambasted El-Rufai over his recent comments justifying Zakzaky’s detention and vowing never to release him.

    Musa said the governor’s statement contained half-truths and pathological lies, “for which he has come to be known”. He also said sooner than later, El-Zakzaky will go free in the full course of justice.

    “Finally, we would like to let El-Rufai and his master that the day of reckoning is very near indeed. Justice will be served and no amount of blackmail and misuse of state power could avert this whirlwind of justice from catching up with them all. On our part, we will intensify our peaceful campaigns until justice is done to the victims of Zaria genocide of December, 2015 and Sheikh Zakzaky and all those still being held regain their freedom”, Musa said.

    “With increasing pressure on the Buhari regime from home and abroad occasioned by the decision of the International Criminal Court (ICC) at The Hague to investigate the crimes against humanity committed by this regime during the Zaria Massacre of 2015, there have been increased efforts at belittling the matter and trivializing the issues. This reached a peak in the last hours when the Kaduna state governor, Nasiru El-Rufai was rattling half-truths and pathological lies, for which he has come to be known.

    “In this his warped position, he insinuated that so long as he remains Kaduna Governor, Sheikh Zakzaky would remain in detention. According to the governor, Sheikh Zakzaky is being tried for crimes he and his followers committed in the last 30 years in Zaria.

    “On the contrary, after the criminal invasion of the Sheikh’s residence in December of 2015 and the subsequent killing of hundreds of his supporters including his sons and relatives by Officers and men of the Nigerian Army, the Sheikh and his wife were shot at and arrested. The Sheikh and his supporters were the victims of state terror and crimes and not the perpetrators. The Department of State Security (DSS) illegally detained them without charges until May 2018, when the pressure on the government to release them became so intense and unbearable. It was at that point that the government thought of charging them of inciting his followers to commit alleged offences.

    “Prior to that, the government had struggled to give any sensible explanation for their continued detention. They had even clearly stated that the Sheikh was being kept in “protective custody” for his own safety and not because he had committed any crime. They also declared that the wife was not in detention but “merely keeping her husband company” and that she was free to walk out anytime she so wishes. So what crimes is El-Rufai referring to?

    Meanwhile before all these, on December 2, 2016, the Federal High Court presided over by the Honourable Justice G. O. Kolawole (now of the Court of Appeal) declared illegal and unconstitutional their arrest and detention. The Judicial Commission of Inquiry had indicted Nigerian army for the extrajudicial murder of 347 of their supporters during the raid on their residence and burying them secretly in mass grave and ordered that the officers and men involved be tried. The government has since demonstrated a stubborn unwillingness to prosecute those indicted. On the other hand, they arrested hundreds of members of the Sheikh Zakzaky-led Islamic Movement and put them on trial for allegedly being responsible for the death of one of the soldiers, who was accidentally shot by his colleagues. The Kaduna High Court has cleared all of them of these framed up charges and subsequently discharged and acquitted them all. So again, what crimes is El-Rufai referring to?

    “Governor El Rufai’s fraudulent claims that only court can free Sheikh Zakzaky pales in the face of the obvious. Firstly, the fabricated charges of inciting, aiding and abetting brought against him (as a ploy to perpetually keep him in detention) have been squashed in the High and Appeal courts. Secondly, the Federal High court had declared his detention as unconstitutional and therefore ordered his release. The government has remained in contempt of that order. Thirdly, even when the Kaduna high court granted the Sheikh medical leave, El-Rufai never conceded. He took measures to thwart the medical bail, putting stringent terms and conditions independent of the courts. Clearly, El-Rufai, like the master he is working for, General Buhari, has no respect for the rule of law.

    “Finally, we would like to let El-Rufai and his master that the day of reckoning is very near indeed. Justice will be served and no amount of blackmail and misuse of state power could avert this whirlwind of justice from catching up with them all.     El-Zakzaky fate not hanging on El-Rufai, Shiites fires back at FG

    Islamic Movement in Nigeria (IMN) has faulted the Federal Government’s claim that the fate of its leader, Sheikh Ibraheem El-Zakzaky, lies in the hands of Kaduna State Governor Nasir El-Rufai.

    The proscribed IMN, also known as Shi’ites, said the attack, arrest and detention of El-Zakzaky were masterminded by Federal Government agencies in the past four years.

    It insisted that the Federal Government cannot deny its complicity in their laeder’s ordeal.

    In a statement yesterday by its Media Forum President, Ibrahim Musa, IMN said the Federal Government’s ‘complicity’ in the Zaria clash between its members and soldiers in December 2015 led to what it called extra-judicial murder of its members and the arrest and detention of its leader.

    It said: “We wish to categorically repudiate the audacious insinuations by AGF Malami that the fate of El-Zakzaky and his wife lies in the hands of the Kaduna State government and its governor, Nasiru Ahmed El-Rufai. We are not deceived by any denial of complicity of the Muhammadu Buhari-led Federal Government.

    “Firstly, the Federal Government’s complicity in the heinous genocide in Zaria of December 2015, that led to the extrajudicial murder of over 1,000 members of IMN and the subsequent arrest and detention of the Sheikh is beyond doubt.

    “This much was accepted and testified to by the General himself (President Buhari) in an interview he granted a Qatari Television Channel while on a visit there as early as March 2016. The Saudi Crown Prince’s self-confessions during a visit to the United States (U.S), that the brutal and inhuman suppression and the continuing illegal detention of Sheikh El-Zakzaky was part of his major foreign policy achievements, further confirms the Federal Government’s involvement, as foreign policy issues are in the exclusive list of the Federal Government.

    “Was that not why the Saudi King was the first to call General Buhari in December 2015, soon after the Zaria genocide, to congratulate him for what he called a victory against terrorism? Was that not also why General Buhari wanted to smuggle Nigeria into a Saudi-led military alliance at the time in the name of fighting terrorism? Was not the then Nigerian Defence Minister, Mansur Dan Ali, accorded honour by the Saudi authorities on behalf of the Federal Government for the role the Nigerian military, an agent of the Federal Government, played?

    “Secondly, the attacks, arrest and subsequent detention of Sheikh El-Zakzaky were by Federal Government agencies. For the past four years, the Department of State Services (DSS) took custody of the Sheikh and his wife from the Army. Nobody is granted access to see him except with the express permission of these federal agents. It even had to take the involvement of the AGF for anyone, even the Kaduna State-established Judicial Commission of Inquiry at the time, to access Sheikh El-Zakzaky.

    “Furthermore, when the Federal High Court declared the detention of the Sheikh and his spouse illegal and unconstitutional and ordered their immediate release from custody forthwith, the order was against the DSS, Nigeria Police Force and the AGF, all representing the Federal Government.

    “The Kaduna State government was never a party in any of these matters. Who is the AGF now fooling that it is purely Kaduna State affair?”

  • El-Rufai to decide El-Zakzaky’s fate – FG

    The release from custody of the leader of Islamic Movement of Nigeria (IMN) Sheikh Ibrahim El-Zakzaky can only be decided by the Kaduna State government, the Federal Government has said.

    Attorney-General of the Federation and Minister of Justice Abubakar Malami said the Cleric is being tried under the Kaduna State law and not under a federal law.

    He said his case is different from those of Omoyele Sowore and Col.Sambo Dasuki (rtd), who were released from custody on Christmas Eve following his direction to the Directorate of State Services (DSS) to comply with the court’s ruling which granted them bail.

    Malami made the clarifications in a response to an enquiry by The Nation.

    His response was forwarded by his Special Assistant on Media and Public Relations, Dr. Umar Jibrilu Gwandu.

    Followers of El-Zakzaky renewed their demand for the release of the Shiites leader in Nigeria after Dasuki’s and Sowore’s release.

    Malami said: “In determining the authority responsible for compliance with a court order with particular reference to bail, one must be guided by the law under which the accused person is charged and granted bail.

    “On one hand, where the accused is charged under a state law, the order of the court granting bail for an accused person bail is targeted at the state authorities for compliance.

    “On the other hand, where charges are framed under federal offences, the order granting bail is targeted at the federal authorities for compliance.”

    El-Zakzaky and his wife Zeenat were arrested in Kaduna in 2015 after an attack on the convoy of the Chief of Army Staff, Lt.-Gen. Tukur Buratai, an act declared by the Army as an assassination attempt.

    The Army raided the IMN headquarters in Zaria and killed many Shi’ites members.

    Despite a court order for their release in December 2016, the IMN leaders is still in detention.

    The Kaduna state government on April 18, 2018 filed an eight-count charge of unlawful gathering, criminal conspiracy and culpable homicide against El-Zakzaky and three others.

    Some of the offences are punishable under section 59 and 190 of the Kaduna State Penal Code Law, 2017.

    The allegation of homicide is punishable by death, under section 190 of the same law

    In May 2018, El-Zakzaky and Zeenat were arraigned before a Kaduna High Court.

    Justice Darius Khobo on August 5 granted leave to them to travel abroad for medical treatment.

    Although the couple left Nigeria on August 12, Medanta Hospital in New Delhi,, they hurriedly came back on August 16.

    In an audio message, El-Zakzaky accused the government of allegedly frustrating his medical treatment.

    He said: ”So we saw that we were practically brought to another detention facility which is even stricter than the one we were back in Nigeria.

    “They came here with police armed with guns and a lot of staff from the Nigerian embassy”.

  • Dreaded Abuja-Kaduna highway now safest in Nigeria – El-Rufai

    Kaduna State Governor Nasir Ahmad El-Rufai has declared that the Kaduna-Abuja highway which had gained notoriety in the past as one of the most dangerous roads in the country is now the safest because of measures taken by his state government in collaboration with security agencies.

    This was as he said, the kidnappers and bandits terrorizing the highway had been either killed or chased into the jungle.

    Speaking with newsmen after declaring open a workshop on security in Kaduna, El Rufai said as a demonstration of how safe the highway is, no kidnap incidence has taken place on the road in the last two and half months.

    The governor said the state has amended it’s penal code since 2016 to make Kidnapping a capital offence in Kaduna state.

    According to him, “But in the last few months, there has been great reduction in cases of kidnapping. Though it is a combination of issues, but I will like to give credit to our Commissioner of Internal Security and Home Affairs, because the creation of that ministry has raised the level of proactiveness these issues.

    “The second thing is that the security agencies have changed their strategies from reaction to proaction. So, they don’t wait until kidnapping takes place. They identify where the bandits are and they go and attack them; so the bandits have been on the run. In the past, we wait until it happens and then, we start running helter-skelter.

    “Thirdly, I think there is high level of coordination and cooperation within the security agencies. So, you find out that, the Air Force is in the air doing ISR, the intelligence surveillance and feeding the police and others on the ground with information. So, the level of cooperation has been enhanced and that has helped in dealing with these problems.

    “A very good example is the Kaduna-Abuja road. The Kaduna-Abuja road has not witnessed a single incident of criminality or kidnapping in the last two and half months. But, many people still think it is not safe, they are not plying it and the rest. That road is the safest road in Nigeria today. Because of constant surveillance; the Air Force has helicopters and planes constantly over the road and they are feeding information, and the kidnappers that use to stay around the road have all been wiped out or chased deeper into the jungle.” He said.

    The Governor said the state has invested in the state of the art security equipment like drones and Closed Circuit Television Cameras to ensure that the state remain safe.

    Earlie in his speech, Kaduna state commissioner for Internal Security and Home Affairs, Samuel Aruwan said, fundamental objective of Government is the security and welfare of its people.

    “In the light of increasingly asymmetric nature of modern threats, the State Government adopted a new initiative to better manage internal security. This led to the creation of the Ministry of Internal Security and Home Affairs in July this year.

    “This creation of this Ministry has yielded some immediate positive results, notably the enhancement of collaborative efforts with security agencies. The Kaduna State Government is committed to complementing the efforts of the armed forces, the police and other national security outfits through logistics support, mobility, hardware and other means. Through this Ministry that commitment is being efficiently channelled.” He said.

  • We need more characters like El-Rufai in government – Obasanjo

    Nigeria’s former President, Olusegun Obasanjo has said the nation needs a character like Governor Nasir El-Rufai of Kaduna State.

    He commended El-Rufai for his pan-Nigeria character and his commitment to good governance.

    The former president who was a special guest at Kaduna State Executive Council meeting on Wednesday said he was happy with El-Rufai’s approach to governance especially in giving opportunities to women.

    According to Obasanjo, the governor’s cabinet reflects a mini-Nigeria and has been striving to restore the past glory of Kaduna as a melting point of all Nigerians.

    The former president recalled that El-Rufai, who served under his administration as Minister of FCT, was “one of the best persons to work with, he is a near-genius.”

    “We need a character like this, a man that you know where you stand with him.

    “Any job given to him will be well done,’’ Obasanjo said, adding that the people of Kaduna state now “have a good leader to work with.”

    The former president described his visit as a homecoming, saying he built his first house at the Makera area of Kaduna when he served at the Mogadishu Army Battalion between 1959 and 1967.

    Responding, El Rufai described Obasanjo as a mentor, adding that he learned many public service skills from him when he served in his government as a minister.

  • Kaduna State Local Government Reforms: One Year After, By Emmanuel Ado

    “No Nation Develops Beyond The Capacity Of Its Public Service.” – Nasir El- Rufai

    Several studies by multilateral institutions have clearly established that “individual investment projects are less likely to succeed in a distorted policy environment and that neither good policies nor good investments are likely to emerge and be sustainable in an environment with dysfunctional institutions and poor governance.” It follows that if the purpose of governments at all levels is development and reduction of poverty, then reforms and strengthening of the vital institutions of government, that will ensure effective performance are important,most especially at the level of the Local Government Councils,which Robert W. Flack describes as the “foundation of democracy.”

    According to the World Bank Bank Report: Attacking Poverty, “Poorly functioning Public Sector institutions and weak governance are major constraints to growth and equitable development in many developing countries”. This Report and the critical importance of “well performing” public institutions, especially the Local Government Councils – which is closer to the people, justifies the surgical reforms that Nasir El-Rufai , the Governor of Kaduna State out of necessity subjected the twenty three (23) Councils of Kaduna State to, at the outset of his administration, in spite what some armchair political analysts thought would “kill” his political career by embarking on a “second term” project in his first.

    Unknown to Nigerians is the fact that El-Rufai was compelled to embark on the reforms,because the Caretaker Chairmen who had identified the problem in the first place refused to act ,due to fears that the critical assignment would truncate their political career. By 2015 at least 15 of the 23 local governments of the state were bankrupt. The effect of this was that they couldn’t pay salaries without the support of the state government,nor were they able to execute projects that would impact on the lives of the people. And the simple reason was because they were scandalously over staffed, for instance the administrative department of the Zaria Local Government had over 300 staff,before the reform. The story of Zaria Local Government was similar to that of the other local governments,with the exception of Birnin Gwari and Igabi councils that were financially stable,but could do with a trim staff.

    Like all Reforms, that of the local governments certainly had its pains,but the surgical reform was clearly necessary and urgent,which if the state government had further delayed, would have led to hemorrhage,and eventual collapse of the Local Government system. The Councils which were already over staffed, to worsen their situation were also saddled with catering for about 5,882 Village Heads,from 1,429 and 390 District Heads from 77. Had the Kaduna State Government not assumed full responsibility for the 33 Chiefs and Emirs,they would have experienced first hand the scandal of delayed wages that their District,Village and Ward Heads suffered in the hands of the councils and most certainly the obituary of the Councils. The stark choice before El-Rufai was reform and survive or refuse to and stagnate.

    It is against this background that the much criticized reforms of the Kaduna State Local Government Councils by the State Government,which was in conjunction with the Local Government Councils must after one year be evaluated. Were the radical reforms necessary and have the expected outcomes been achieved? These critical questions moving forward, are important as the government formulates policies to deepen the reforms. El-Rufai whose constant line of questioning has remained – “are the councils better positioned today to deliver service to the people than they were before the reforms?”,deserves commendation for asking questions and maintaining his focus.

    It’s to the credit of the El-Rufai administration that the reforms have actually over delivered in terms of its key objectives. First the restructuring has clearly reduced the burden of an over bloated payroll imposed on the councils. With a present total staff strength of about 6,732 workers,down from the previous scandalous 12,000 excluding primary school teachers and health workers and a more manageable traditional institution,the repositioned councils are finally delivering services to the people. By day, they are justifying their existence by embarking on multi- million projects ranging from earth dams for dry season farming to construction of roads. Jema’a, Kauru, Giwa, Makarfi, Kaduna North councils for instance have all embarked upon the construction of feeder roads,healthcare centers, markets etc, because each month after the statutory deductions, they have healthy reserves of N20 million and above which have enabled them to to embark on these projects.

    The developmental strides of the councils justify the El – Rufai administration reform programme and its confidence that the councils can render service,if given the necessary support and their funds are not tampered with as in the case of Kaduna State. To further ensure their continued effective performance , the Kaduna State Government enacted the Local Government Reform Law (2017), which has made it mandatory for the councils to spend 60% of their revenue on capital development. The hope of El-Rufai,which doesn’t seem misplaced considering what they have so far achieved, is that they increasingly take up more of their constitutional responsibilities, like forest and waste management-as they strive to deliver the best possible outcomes for the people.

    The law also makes participatory governance-the involvement of the people in the preparation, implementation and review of the development plan ***?a must. To avoid the recklessness of the past that brought them to their knees,they must adhere to the prescribed maximum establishment personnel which sets out their maximum staff strength. For instance while Kaduna-North Council, where no serious farming takes place,has been relieved of the burden of having an agriculture department,which it didn’t need in the first place, that of Lere local council a major farming area of the state has been strengthened.

    El-Rufai , in deepening the reforms continues to put in place policies like the Local Government Fiscal Transparency, Accountability and Sustainability Programme, (LFTAS), as part of a comprehensive package of reforms to strengthen service delivery at the local levels. The LFTAS programme like the 2017 law,is to make them positioned to meet the aspirations and yearnings of the people. Under the LFTAS programme local government areas would be assessed based on the extent of citizens engagement in budget preparations, public procurement system, and how they tackle absenteeism and negative attitude to work. Once these structural reforms are deepened,the capacity of the local governments for effective service delivery and the promotion of development at grassroots would have been further enhanced.

    The encouraging successes continually being recorded by the kaduna Councils is an unambiguous statement by the Kaduna State Government,that the blame for none performance constantly heaped on the constitutional framework,especially the lack of financial autonomy for their failure is misplaced, a classical case of a bad workman quarreling with his tools. The Kaduna reforms also confirms the penchant of Nigerians to chase shadows, rather than address the fundamentals. The Kaduna State Councils have shown what reformed councils can do with the constitutional latitude that they have and that the problem confronting them is not the lack of financial autonomy. Clearly, moving forward the strident campaign and clamor for constitutional amendment to make them “more effective” , should focus on tackling headlong the issues of over staffing, lack of capacity, poor revenue generation, corruption etc which are responsible for poor service delivery and the acceleration of the socio-economic development of the grassroots. Financial autonomy can’t make councils responsive,nor accountable,just as the hood doesn’t make the hoods.

    Thankfully the very impressive results must have convinced the opponents of the reforms of the local government councils, that it wasn’t in any way the desire of the state government to subjugate the councils to its control, but rather a higher duty to society that they function effectively to the benefit of all. Like El-Rufai has rightly argued,while the State can not usurp the powers of the councils, it can remove “the impediments that hinder their performance”, which is precisely what the reforms have done to the benefit of all,including the state government which hitherto bailed them out and is no longer castigated for functions that constitutionally are that of the councils.

    The amazing results coming out from Kaduna State,should encourage the other 35 state governments and the Federal Capital Territory (Abuja) to urgently subject their local government councils to surgical operations like the Kaduna State Government had done. The snag is – can they summon the necessary political will? Considering the huge benefits, they should summon the “animal courage” to do the needful. In kaduna State the political opponents of the governor who had threatened Governor Nasir El – Rufai with electoral consequences because of the reforms lost out, as the people showed political maturity and overwhelmingly bought into the reform agenda of the El-Rufai administration,which translated into the victory of the candidates of the All Progressives Congress(APC) during the local government and the 2019 general elections. And they roundly rejected the Peoples Democratic Party (PDP) that created the environment that made the councils unable to function as envisaged by the Fourth Schedule of the 1999 Constitution.

    Moving forward responsibilities of local government councils are becoming much more complex and so has governance by the day. For instance computer literacy has certainly become a must for the leadership and workers. Just as thinking out of the box to attract funding is the way to go. Unknown to many is the fact that it is the glaring absence of capacity at the local government levels that led donor agencies to demand that primary healthcare centers be managed by the state governments and the introduction of the Primary Health Care Under One Roof policy. Officials must possess special skills and have deep understanding to solve critical problems facing their various communities. By the next election it is expected that the quality of candidates standing for councillors and chairmanship positions would have improved.

    El – Rufai must be commended for not chickening out,despite the concerted onslaught and for an undiminished appetite for reforms that will promote a culture of participatory governance and accelerated development at the grassroots by creating an autonomous, adequately funded, transparent and responsible local government system capable of delivering service to the people. Gratefully, the benefits – greater capacity for service delivery and development are clearly manifest.

    Postscript: It is very delightful that the Kaduna State Local Government Councils for the first time in ages,are not struggling to pay salaries and in fact while many states are still dilly dallying on the payment of the new National Minimum Wage, they have commenced paying the N30,000 which is an eloquent testimony to the success of the reforms.

  • We knew kidnappers will strike in Kaduna three months ago – El-Rufai

    There is a strong suspicion in government that the current wave of kidnapping in parts of the country has the support of the terror sect, Boko Haram.

    Governor Nasir el-Rufai of Kaduna State, who dropped this hint on Friday, said intelligence report had shown that kidnappers are collaborating with some Boko Haram members to kidnap people for ransom.

    He spoke with State House correspondents after Juma’at prayers at the State House, Abuja.

    He said he received intelligence report three months ago that kidnappers might now target schools in his state.

    Gunmen struck at Engravers College, Kakau Daji, a remote village in Gwagwada District, Chikun local area of Kaduna State, early Thursday, abducting six female students and two teachers.

    The kidnappers have contacted some parents of the kidnapped students to demand a ransom of N50million.

    Questioned about the development by reporters, el-Rufai said government had made adequate arrangement to beef up security in state schools.

    The kidnappers of the school female students, he said, succeeded because Engravers College is located out of the city.

    He said: ”It is most unfortunate and tragic for us in Kaduna for this kidnap of children and teachers to happen.

    “As at this morning (Friday), the kidnappers have made contacts with the parents, and we have got the parents of the kidnapped children and the relations of the teachers to be in one place so that there is one line of communication with the kidnappers to facilitate their release.

    “However, from the moment of the kidnap, the security agencies, from the DSS, the Police, the Airforce and the Army have been on the matter and I am confident that not only are we going to secure the release of the students and their teachers, but we are going to get the kidnappers by the grace of God.

    “It is always a moment of sadness when young people that are trying to get education become victims of these criminals. But kidnapping has become widespread that for many people, it is not news.

    “For us in Kaduna, this is one of the biggest tragedies and we are doing everything to manage the situation to get the children and their teachers safely and pursue these kidnappers with everything that we have got.

    “I am confident that it will be resolved and very soon. I get updates every three hours on this and the last update I got is that they are in touch and they are discussing to resolve the matter.

    “Until the kidnapping happened, I didn’t know the school. It is right in the middle of the bush along the Abuja/Kaduna road. It’s in the middle of nowhere really, that’s why it was vulnerable. Other schools are protected and no one should have any doubts if your child is in Kaduna State. We are doing our best to protect him or her.

    “Schools are being watched and we do regular surveillance. We use the Nigerian Airforce planes, we use drones. We do regular surveillance all across the state and we get intelligence as to likely targets. So, with the help of security agencies, we are doing the best we can on this. Of course, you can never get this 100 percent. “

    On the ransom, he said: “They have made demand for money and that is being negotiated. They always do. I cannot go into details; we are trying to protect the victims and secure their release. So, there is a level of information I cannot reveal.”

    Asked whether he regretted enrolling his child in public school, he said: “My child should not be safer or more protected than any other child in Kaduna State. I took an oath of office to protect everyone, and my child is just one of the two million children we have in primary schools in Kaduna State.

    “And I have no intention of reviewing that. For me, taking my child to a government school was not only a commitment I made, but a clear expression that I have confidence in the quality of our public schools for my child to attend. And we have already given directives that all the staff of the Ministry of Education who are in charge of managing our education system must have their own children in public schools.”

    On whether parents were withdrawing their children from schools because of the incident, he said there was no information available to him to that effect.

    Gov. Nasiru el-Rufa’i of Kaduna State says his child will remain in public school in spite the reported invasion of the state by kidnappers and Boko Haram elements.

    El-Rufa’i stated this while reacting to the abduction of six students and two teachers at the Engrave’s College in Kakau Daji area of Kaduna State on Wednesday.

    The governor, who spoke to State House correspondents in Abuja on Friday, said his child should not be safer or more protected than any other child in the state.

    “My child should not be safer or more protected than any other child in Kaduna State. I took an oath of office to protect everyone and my child is just only one of the two million children we have in Kaduna state primary schools and I have no intention of reviewing that.

    “For me taking my child to a government school was not only a commitment I made but a clear expression that I have enough confidence in the quality of our public schools for my child to attend.

    “We have already given directives that all the staff of our Ministry of Education who are in charge of managing our education system must have their own children in government schools,’’ he said.

    On the abducted persons, the governor said the state government, parents and guardians of the victims as well as security agencies were doing everything possible to secure their release.

    El-Rufa’I dismissed the insinuation that parents were withdrawing their wards from schools following the reported abduction of the students and teachers at the Engrave’s College in Kakau Daji.

    The governor disclosed that the kidnappers had made contact with the parents of the students, demanding for ransom.

    According to him, the state government has assembled the affected parents and the relations of the teachers in one place.

    He said this was to ensure one line of communication with the kidnappers to facilitate speedy release of the victims, adding that the state government had no intention of paying ransom to the kidnappers.

    “We got intelligent report of the likelihood of this danger three months ago. Like I said, we put in place measures that I don’t want to go into details.

    “But any bandit that comes to Kaduna to try to do this has a very high chance of getting killed, that is all I can say; very high chance of getting killed,’’ he warned.
