    The Speaker of the House of Representatives, Femi Gbajabiamila, has expressed regret for not signing a warrant for the arrest of the Central Bank of Nigeria (CBN) governor, Godwin Emefiele.

    Gbajabiamila also said that the House would have no option but to reconvene before this month’s general elections if the CBN failed to address the hardships Nigerians face because of the currency swap policy.

    Speaking during a town hall meeting on Sunday with some ethnic groups in Surulere, Lagos, Gbajabiamila said, “The House of Representatives intervened on several occasions. We summoned the CBN governor the first time and again, but he refused to answer because we had many hard questions for him.

    “It was until I issued the threat of warrant of arrest before he came, and I would have signed that warrant; it would have been the first time in the history of the National Assembly that a CBN governor would be arrested. I would have done it.”

    He added, “Many have argued on the independence of CBN, the autonomy of CBN. That doesn’t make CBN above the law.

    “So, we’re watching, and we’re monitoring very closely. If need be, we’ll reconvene the House, even though we have all been away for our elections. I’ll call the House back if need be.”

    Kano State Governor, Abdullah Ganduje of Kano State has alleged that the Governor of the Central Bank of Nigeria (CBN) Godwin Emeifiele is deliberately causing confusion with the Naira swap policy.

    Ganduje made claims that the apex bank governor is fighting back for failing to get a presidential ticket under the ruling All Progressives Congress (APC).

    He said this during an electioneering campaign rally held at Tsanyawa on Sunday, where he presented the party’s gubernatorial and deputy gubernatorial candidates, alongside other candidates, to the voters.

    Ganduje insisted that the Kano State government and the APC in the State were totally against the action of the CBN Governor.

    “He has not been in a good mood for long because he failed to secure a Presidential ticket on the platform of our great party, the APC.”

    “Currency redesign is done across the globe, but not in the way we are witnessing in our country. The timing is wrong, the deadline given is very wrong and deliberate,” he said.

    He further stated that “we will summon bank managers very soon to interrogate the shortage of new Naira notes in banks.

    “They should come over and explain to us why our people are still suffering over this issue of Naira swap. I will go to them individually to supervise what is happening and why.”

    At the palaces of the District Heads of Kunchi and Tsanyawa local government areas, he urged community leaders to create awareness within their jurisdiction to let people know that, “the hardship people facing was single-handedly caused by the CBN Governor, to purposely cause confusion in our democratic process.”

    A spokesperson for the All Progressive Congress, APC, presidential Campaign Council, Femi Fani-Kayode has called for the removal and arrest of the Central Bank of Nigeria, CBN governor, Goodwin Emefiele.

    There are insinuations at the camp of the APC presidential candidate, Bola Tinubu that the move by the apex bank was targeted at frustrating the party during the forthcoming elections.

    The CBN governor had several times, debunked the allegations, stressing that the move has no political motives.

    But Fani-Kayode in a tweet on his official handle on Friday said Emefiele wants to scuttle the election by causing chaos via the currency crisis.

    The tweet reads, “Let me make this clear. Emefiele has NO intention of releasing new naira notes until March. He wants people to suffer, he wants chaos & he wants to scuttle the election.

    “He is a dangerous pawn in the hands of sinister anti-democratic forces. Remove, arrest & detain him NOW”!

    The Governor of Central Bank of Nigeria (CBN) Mr Godwin Emefiele has declared war on commercial banks insisting that no banks should henceforth pay out old notes except through the Automated Teller Machines (ATMs) or in bank branches all over the country

    This is just as he has requested officials of the Economic and Financial Crimes Commission and Independent Corrupt Practices Commission to accompany the Apex bank examiners to inspect bank branches nationwide to ensure compliance.

    He gave the instructions during the Bankers Committee meeting on Monday in Abuja.

    The CBN Governor warned: “No payment of new notes over the counter. Banks are only allowed to release new notes via ATMs

    Corporates that require cash should only be given the old N100 notes and below. Corporates must not be given the new notes”.

    According to him, EFCC/ICPC officials will accompany CBN examiners to inspect bank branches over the next two weeks to assess full compliance with CBN guidelines above.

    “Officials of branches that fail to comply or that release cash to Corporates and Politicians will face termination of their contracts and the respective banks will be sanctioned

    “No branch should allow an individual with multiple Debit cards to do multiple transactions on ATMs.

    “All new notes have tracking numbers to trace them back to State, Bank and Bank branches. So notes confiscated at parties and other locations can be traced back to the Bank and applicable branch

    Please note that no new notes for anyone over the counter in branches.”

    The CBN had on October 26, 2022 announced its plan to redesign the three banknotes – N200, N500 and N1000.

    President Muhammadu Buhari subsequently unveiled the redesigned notes on November 23, 2022 while the Governor of Central Bank of Nigeria, Mr Godwin Emefiele fixed January 31 deadline for the validity of the old notes.

    Following pressure for extension of the deadline, the CBN on Saturday announced the extension of the deadline for the validity of the old notes by 10 days.

    Even with the extension of the deadline by 10 days, Nigerians have been experiencing tough times in making withdrawal through the ATMs and the few that are dispensing are paying in old notes.

    The unavailability and scarcity of the new Naira notes have however paved the way for the Point of sale (POS) operators in hiking their service charge.

    The POS operators now charge N500 for the withdrawal of N5000 as against N100 hitherto charged for the withdrawal of same amount.

    An operator at Ajesa Street, (Close to Banex Plaza), Wuse II, who would not disclose his name, said the sudden increase in the service charge followed the scarcity of the new Naira notes.

    “It was difficult to access the new redesigned Naira notes”, he simply said.

    The scarcity of the new designed naira notes is causing huge problems as many shop owners in Abuja only accept new notes even as the Central Bank of Nigeria (CBN) in a fresh statement on Saturday extending the January 31 deadline for old Naira notes by 10 days.

    Many Nigerians have been gnashing their teeth over the unavailability and scarcity of the new designed naira notes as the ATM regarded as their last hope of getting the new notes still dispense old notes.

    The Governor of the Central Bank of Nigeria (CBN), Mr Godwin Emefiele, says the excuse of security threats pushed by Gov. Abdullahi Ganduje of Kano State has no bearing on the ongoing currency swap across the country.

    Ganduje had in an interactive session with critical stakeholders, including scholars, legislators, political leaders and business community in the state, revealed that his administration had requested the president to postpone his official visit to the state.

    The governor said the state was deeply concerned about the hardship principally induced by the ongoing cash swap from old to redesigned Naira notes.

    He said the decision was taken to avoid any unforeseen circumstance.

    However, the CBN governor debunked Ganduje’s assertion, saying: “I don’t understand the relationship between the CBN policy and security challenges in Kano State.”

    Emefiele noted that the apex bank had achieved compliance and recorded huge success in the ongoing currency swap across the country.

    He noted that all new currencies had security features that make them easy for tracking to bank branches, and the process had begun to deal with defaulters and those who breached the programme.

    “Even if they are CBN staff, they will be sanctioned,” Emefiele warned.

    Buhari had earlier on Sunday morning approved extension of the ongoing currency swap by 10 days, moving the deadline from Jan. 31 to Feb. 10.

    The president’s spokesman, Mr Femi Adesina, who confirmed this in a statement, said Buhari gave the approval at a meeting with the Governor of the Central Bank of Nigeria in Daura, Katsina State.

    He urged more time, discretion and order to enable Nigerians successfully change their currencies to the redesigned notes, and reduce the risk of loss, especially among the underserved in rural areas.

    Briefing newsmen after the meeting, the CBN governor said the currency swap had achieved more than 75 per cent success rate of the N2.7 trillion held outside the banking system.

    According to him, this achievement can be seen with drop in rate of inflation, more stability of foreign exchange rates, and noticeable impact on security, especially in banditry and kidnapping figures.

    The CBN governor noted that redesigns were supposed to be every five to eight years.

    “First, I will like to thank Mr President for giving the CBN the approval to embark on this ambitious programme because, like I said, in the past, the CBN has not had the opportunity to embark on such currency redesign programme in last 19 years.

    ”And indeed, let me emphasise that only an incorruptible leader of the President’s stature can give such approval to the CBN,” he said.

    “Our aim is mainly to make Monetary Policy Decisions more efficacious and as you can see; we have started to see inflation trending downwards and exchange rates relatively stable.

    “Secondly, we aim to support the efforts of our security agencies in combating banditry and ransom taking in Nigeria through this programme and we see that the military are making good progress in this important task,” he added.

    The head of the apex financial regulator said available data had shown that currency-in-circulation in 2015 was only N1.4 trillion, while as at Oct. 2022, currency-in-circulation had risen to N3.23 trillion, out of which only N500 billion was within the banking industry.

    He said N2.7 trillion was held permanently in people’s homes.

    “Ordinarily, when CBN releases currency into circulation, it is meant to be used and after effluxion of time, it returns to the CBN thereby keeping the volume of currency in circulation under the firm control of the CBN.

    “So far and since commencement of this programme, we have collected about N1.9 trillion; leaving us with about N900 billion (N500 billion + N1.9 trillion),” the CBN governor said.

    According to Emefiele, to achieve effective distribution of the new currency, the CBN has taken some steps.

    He said several meetings were held with Deposit Money Banks and they were provided with Guidance Notes on processes they must adopt in the collection of old notes and distribution of the new notes, including directives that new notes should be loaded in ATMs nationwide for equitable and transparent mechanism.

    The CBN governor explained that the regulatory body worked with the media, print and broadcast, and the National Orientation Agency for sensitisation of citizens.

    He revealed that 30,000 Super Agents were deployed nationwide, particularly in rural areas, regions underserved by banks and to reach the weak and vulnerable for currency swap.

    To ensure compliance, Emefiele said staff members, mostly Assistant Directors, Deputy Directors and Directors in Abuja were sent to all CBN branches nationwide to join the mass mobilisation campaign and monitoring programmes.

    He said breaches of the programme had been reported to the EFCC and ICPC for further action.

    “Aside from those holding illicit/stolen Naira in their homes for speculative purposes, we do aim to give all Nigerians that have Naira legitimately earned and trapped, the opportunity to deposit their legitimately trapped monies at the CBN for exchange.

    “Based on the foregoing, we have sort and obtained Mr President’s approval for the following:

    ”A ten-day extension of the deadline from Jan. 31, 2023, to Feb. 10, 2023; to allow for collection of more old notes legitimately held by Nigerians and achieve more success in cash swap in our rural communities after which all old notes outside CBN losses their legal tender status,” he explained.

    Emefiele said a seven-day grace period had been given by the President, beginning from Feb. 10 to Feb. 17, 2023, in compliance with Sections 20 (3) and 22 of CBN Act, allowing Nigerians to deposit their old notes at the CBN after the February deadline.

    Meanwhile, barely 24 hours after advising Buhari against visiting Kano State on Monday, Ganduje has made a u-turn, saying ”Kano is now prepared to receive the Nigerian leader”.

    Ganduje, who led a delegation of critical stakeholders from the state to meet the president in his country home in Daura on Sunday, after which he revealed the change of position to newsmen.

    The governor said: ”We are very much ready to receive him and we have a lot for him to commission, including Federal Government projects and state government projects.

    ”They are state-of-the-art projects.”

    Apparently the scarcity of new notes caused by the Central Bank of Nigeria CBN cash swap has started having its toll on ordinary Nigerians as shylock POS operators in Abuja now charge a whooping 10% on every N,1000 new note and 7% on old N1,000 note.

    A probe into this ugly development being perpetuated by PoS operators by TheNewsGuru.com, (TNG) on Monday revealed that immediately after the CBN extended the deadline from January 31 to February 10, Abuja POS operators enlarged their charges.

    A visit by TNG to ten points of sale in Abuja satellite towns of Kubwa and Dutse revealed that most operators are not willing to part with new notes except ten percent is paid for every N1k.

    The situation in Kubwa is alarming as ATM machines are not dispensing cash and PoS operators operating close to the machines are ripping off Nigerians.

    The most annoying is the fact that even old notes equally attract extra charges as most operators allege banks are charging them extra to get new notes.

    TNG engaged four of such operators in Kubwa and Dede and their verdict was that the commercial banks are deeply involved.

    One of such operators that simply identified herself as Ngozi told this correspondent that “oga leave matter the bankers tell us that they pay CBN extra to get new notes so we too must bear the cost.

    Displaying new notes she said”see oga I have new notes but if you can’t pay the extra go elsewhere na the same story.

    Another operator in Dutse declared that “oga nobe by force if you want to try go ask them for bank why Dem de charge us extra for new notes.

    This dangerous trend is fast snowballing into something else as those mainly affected are petty traders who do most of their transactions with cash and are already rejecting old notes despite the extension from January 31 to February 10.

    The extension has not really made any significant difference as traders are rejecting the old notes in the market particularly when networks affect transfers using bank codes which in most cases lead to debits that takes in most cases 24hours if not 72hours for commercial banks to make a refund.

    The Central Bank of Nigeria (CBN) has extended the deadline for the use of the old notes till February 10.

    CBN Governor, Godwin Emefiele, announced the extension in a statement signed on Sunday.

    He explained that the apex bank has sought approval from President Muhammadu Buhari to extend the deadline for the use of the old notes by 10 days.

    “Based on the foregoing, we have sought and obtained Mr President’s approval for the following:  A 10-day extension of the deadline from January 31 to February 10 to allow for the collection of more old notes legitimately held by Nigerians,” the statement read.

    “A 7-day grace period, beginning from February 10 to February 17, in compliance with Sections 20(3) and 22 of the CBN Act allowing Nigerians to deposit their old notes at the CBN after the February deadline when the old currency would have lost its Legal Tender Status.”

    The CBN Governor also solicited the cooperation of all Nigerians in ensuring a hitch-free process for the implementation of the policy.

    The Central Bank of Nigeria (CBN) has denied scarcity of the new naira notes as alleged by some Nigerians.

    The CBN Governor, Godwin Emefiele, represented by Musa Jimoh, Director, Payment System Management Department of the bank, denied the allegation in a news conference on in Jos.

    ”The CBN has massively supplied the new notes to commercial banks to dispense both at counters and ATMs.

    ”This is to enable quick circulation and we want to advice commercial banks to desist from keeping the cash away from the public or face the stiffer sanction,”he said

    Emefiele advised citizens to deposit their old notes at any commercial bank and acquire new ones with immediate effect, insisting that the Jan. 31 deadline remained sacrosanct.

    The CBN governor explained that the decision to redesign the currency shows that the apex bank is in tandem with global standard, adding that currency notes ought to be redesigned within five years.

    He, however, regretted that it took Nigeria nine years since such changes was last effected.

    Speaking during a ‘monitoring and sensitisation’ exercise held in some locations in Jos, the CBN governor said that the decision to redesign the country’s higher denominations of currency was a national project aimed at addressing problems related to cash circulation.

    He added that it would also solve the challenge of prolonged savings in piggy banks, cash hoarding and incidences of fake currencies.

    “The Monitoring and Sensitisation project was activated by the apex bank for investigation of the attitude of banks toward the spread of the new currencies.

    ”We are equally using it to create awareness on the use of agents to circulate the cash in communities with few or no bank branches available,” he explained

    He advised that faulty currencies be returned to banks for replacements and cautioned people entertaining the thought that the CBN might extend the deadline to desist as they could face losses.

    How embattled CBN gov, Emefiele scored ”away goal” with visit to Presidential Villa

    President Muhammadu Buhari in the course of the week received briefing from the embattled Governor of the Central Bank of Nigeria (CBN), Mr Godwin Emefiele, in the Presidential Villa Abuja.

    The CBN governor updated the president on the activities of the apex bank contrary to some media reports that Emefiele was under security surveillance.

    Emefiele’s visit to the Presidential Villa, which had so far doused the tension in the apex bank, was the first since he resumed work at the CBN after his leave on Jan. 12, 2023.

    It was speculated that the CBN governor travelled out of the country amidst fears he would be apprehended by operatives of the Department of State Service (DSS) over several allegations against him, including terrorism financing.

    However, the DSS dismissed such allegations, including online reports that its operatives on Jan. 16  invaded the headquarters of the CBN and took over the office of the governor of the apex bank.

    The CBN governor is believed to have presidential backing on the Naira redesign and withdrawal limit policy introduced by the apex bank in December 2022.

    Buhari had earlier in the week departed for Nouakchott, Mauritania, where he received “African Award for Strengthening Peace’’.

    The President was honoured for his leadership role in promoting peace on the continent, through regular inventions, counsels and conciliatory position.

    Apart from the international recognition for serving Nigeria and the larger interest of peace in Africa, the Nigerian leader also participated in the Programme of the Third Forum of the African Conference for Peace.

    While in Mauritania, the president hosted Rashad Hussain, United States Ambassador-at-Large for International Religious Freedom at Nouakchott

    Buhari recounted his private meeting at the White House with former President Donald Trump.

    He recalled Trump asking him: “why are you killing Christians in Nigeria,” and how he proceeded to tell him that the issue in the country was not religious but rather criminal, and a usage of religion by some elements to further their economic, and sometimes, political interests.

    Buhari also met with President of the Abu Dhabi Peace Forum, Shaykh Abdullah Bin Bayyah, on the sidelines of the African Conference for Peace, held in Nouakchott, Mauritania.

    Shaykh Bin Bayyah commended the efforts of the Nigerian leader to eradicate religious extremism, stressing that ”it is something the world must collaborate to do.

    “You are doing a great job in that regard, and it is something we need to do wherever such rears its head round the world.”

    $53m debt: Emefiele asks Appeal Court to set aside Judgment Summons

    The Governor of the Central Bank of Nigeria, (CBN), Mr. Godwin Emefiele has asked the Appeal court to set aside an order of a lower court compelling his appearance in a 53 million dollar judgment debt proceedings.

    Emefiele’s Counsel, Mr. Joe Agi, SAN, had obtained a judgment summons against the CBN governor following his alleged refusal to obey the order of court for the payment of the judgment debt.

    The judgment summons, now a subject of appeal, is in respect of suit NO: FHC/ABJ/CS/1193/2017, between Mr. Joe Agi, SAN, against Linas International Ltd.

    Others are, the Minister of Finance and the Central Bank of Nigeria.

    Justice Inyang Ekwo who issued the judgment summons in October 2022 specifically ordered the CBN governor to appear before his court on January 18, 2023.

    However, the matter before the trial court has been adjourned to March 20, 2023.

    In his notice of appeal predicated on three grounds and dated Jan. 13, Emefiele contended that the trial judge erred in law.

    He added occassioned a miscarriage of justice when it made an order compelling his attendance in court.

    Emefiele informed the appellate court that the appeals marked CA/A/476/2018 between CBN V Joe Agi, SAN, & 2 others and CA/A/23/2020 between CBN V Joe Agi, SAN,& 2 others which are appeals against the judgment sought to be enforced by the judgment summons have been entered before the Appeal court.

    Consequently, he argued through his counsel, Damien Dodo, SAN, that the proceedings to compel his appearance after the appeals have been entered, places the trial court in a position where it is exercising concurrent jurisdiction with the Court of Appeal ovet the same subject matter.

    He equally submitted that the trial judge erred in law which occasioned a miscarriage of justice when it compelled and ordered him to personally appear in court without determining one way or the other, his application challenging the jurisdiction of the court.

    On this ground, he drew the attention of the appellate court to his application filed on January 27, 2020, challenging the jurisdiction of the court as well as the service of form 13 and 15 on him for non-compliance with the mandatory provisions of section 56, part IV, of the Sheriff and Civil Process Act.

    In addition, he submitted that on February 22, 2022, the appellants jointly filed an application seeking a setting aside of the issuance and service of form 13 and 15 on him.

    He added on the basis that the same ought not to have been issued during the pendency of the two mentioned appeals and the pending motions on notice for stay of execution dated March 26, 2018, and July 11, 2019, respectively.

    The appellant further contended that the lower court erred in law occasioning a miscarriage of justice when it made an order compelling his appearance in court on January 18, 2023, when he is not a party to the suit before it.

    He therefore prayed the appellate court to allow his appeal and set aside the orders made by the Federal High Court.
