    Enugu confirms new COVID-19 case

    The Enugu State Ministry of Health has confirmed a new case of COVID-19, bringing the total number of cases in the state to three.

    The State Commissioner for Health, Ikechukwu Obi, on Wednesday announced in a statement that the state recorded another case.

    He said, “This confirmed case developed symptoms on Tuesday 21st April and reported to a frontline health centre in the state on Saturday 25th April 2020.

    “A vigilant health care worker, operating on a high index of suspicion contacted the Enugu State COVID-19 Rapid Response Team, and this case was brought in for sample collection on Monday 27th April 2020. The result returned on the evening of 28th April 2020 as a confirmed positive case.

    “The patient has been admitted into one of our Treatment and Isolation Centres, while contacts are being identified, line-listed, and for samples to be taken for testing. Decontamination of the residence of this case will also be promptly carried out.”

    He urged the people of Enugu to practice social distancing, proper hygiene, and wear face masks in public.

    “The Enugu State Government commends our brave frontline health care workers, who continue to professionally discharge their duties. The Enugu State Government also wishes to thank the gallant members of our security forces who with our health workers, man our interstate borders and points of entry, day and night. While imploring them to tighten their dragnet in order to avoid further risk of movement of persons not on essential services, across the state’s borders.

     

    “The Good people of Enugu State are advised to stay at home, and only go out when absolutely necessary, further when going out, you are strongly advised to wear an appropriate ‘cloth’ face mask, avoid touching the front of the face mask, and always remove the mask from both ears at once. You are advised to practice physical/social distancing of at least 2m (or 6ft) apart from each other, and practice proper respiratory hygiene (cough or sneeze into your elbow, use a tissue if you must and discard immediately into a safe and secure bin. Wash your hands as often as possible with soap and water for at least 20 seconds (or the length of time it takes you to sing the happy birthday song twice) or use an alcohol-based hand sanitizer when there is no facility to wash your hands. Finally sanitize surfaces all around you as often as possible with a 1in5 mixture of bleach and water”.

    COVID-19: Enugu govt. confirms new positive case

    The Enugu State Government has announced a new positive case of COVID-19 in the state.

    The state’s Commissioner for Health, Prof. Ikechukwu Obi, said this in a statement issued in Enugu.

    Obi said that the new case was detected two weeks after the two former index cases were discharged.

    He explained that the index case had a travel history.

    “The confirmed case reportedly travelled out of Enugu on the 28th of March, 2020, and returned from Jos, Plateau State, two weeks ago on April 14.

    “The case reportedly developed symptoms on Tuesday, April 21, and reported to a frontline health centre in the state on Saturday, April 25.

    “A vigilant health care worker, operating on a high index of suspicion, contacted the Enugu State COVID-19 Rapid Response Team, and this case was brought in for sample collection on Monday, April 27,” he said.

    According to the commissioner, the result returned on the evening of Tuesday as a confirmed positive case.

    He said that the patient had been admitted into one of the treatment and isolation centres in the state while contacts were being identified and line-listed for samples to be taken for testing.

    Obi added that the decontamination of the residence of the case would be promptly carried out by the state’s Ministry of Health.

    The commissioner commended the brave frontline health care workers, who he noted, had continued to professionally discharge their duties.

    Two men living in the same compound got into am argument amidst lockdown in Enugu state, which later resulted in a bloody fight

    The men – Divine and Nonso – had a disagreement and neighbours tried to intervene but it soon spiralled out of control and they took the fight outside in full view of neighbours.

    In a video taken by someone living in the next compound, the men identified as Divine and Nonso are seen in an intense argument with each other before one pushed the other and hit him with a chair. The other reciprocated and they soon moved from chairs to bottles until they were both bleeding.

    Neighbours called out to them to stop fighting but no one dared go close to separate them, for fear of being stabbed with the bottle.

  • Enugu free of Coronavirus, last patient recovers, discharged

    There is no more Coronavirus case in Enugu as the last patient has been discharged barely 24 hours after the first patient was released.

    The Commissioner for Health, Prof. Ikechukwu Obi made the disclosure in a statement on Thursday.

    The commissioner said that the patient had recovered and tested negative to the Coronavirus.

    The state Ministry of Health on Wednesday announced that one patient had been discharged.

    The Nigeria Centre for Disease Control (NCDC) had announced two cases of COVID-19 in the state that were in isolation and receiving care.

    According to Obi, two of them are now negative for the Coronavirus and have been discharged.

    “We encourage our people to continue to stay home, try not to touch your face without having washed your hands, maintain strict hand and respiratory hygiene, wear a face mask in line with the NCDC’s advisory and maintain physical distancing,” he said.

    The commissioner appealed to the people to call the designated help lines to report any suspected cases of COVID-19.

    The Enugu Electricity Distribution Company (EEDC) has assured people in the South East zone of the country of improved, steady power supply during Easter.

    The company gave the assurance on Friday, in a statement by its Head of Corporate Communications, Mr Emeka Ezeh.

    The company said that its technical team was ready to attend to any fault that might occur during Easter.

    It added that its cash offices would be open to customers on Good Friday, Saturday, and Easter Monday, between the 9 a.m. and 1 p.m.

    “Customers are equally encouraged to make use of the convenient, easy, and safe electronic payment channels to pay their energy bills or recharge their meters during the holiday period.

    COVID-19: Enugu CP warns residents on shutdown of public places

    The Commissioner of Police in Enugu State, Mr Ahmad Abdurrahman, has warned residents to respect the shutdown of public places order to avoid contracting Coronavirus (COVID-19).

    Abdurrahman said the police would enforce the shutdown of public places, including places of worship, to check spread of COVID-19 pandemic.

    The state’s Police Public Relations Officer, ASP Daniel Ndukwe, quoted the commissioner as saying this in a statement made available to the News Agency of Nigeria (NAN) on Wednesday in Enugu.

    Ndukwe said that the commissioner reassured the general public of his command’s unwavering commitment to enforce government’s restriction orders on curbing the spread of the Coronavirus.

    “This reassurance is in view of the agreement reached between the government of Enugu State and leaders of religious organisations to shutdown places of worship till further notice.

    “And the consequent denial by the Anglican Bishop of Enugu Diocese, Most Rev. Emmanuel Chukwuma, of media reports alleging that he opposed the government and police by not shutting down branches of the church over the COVID-19 pandemic as agreed.

    “The Commissioner, while taking into cognisance the priestly agreement and rebuttal of the alleged media reports, has enjoined citizenry, especially members of the clergy, to ensure continuous compliance with the orders and shutdown of churches, mosques and other public places of worship.

    “He noted that the Command will continue to professionally do everything within it powers to enforce the orders as stipulated, irrespective of whose Ox is gored,’’ he said.

    The police spokesman also noted that the commissioner advised the citizenry to remain vigilante, steadfast and prayerful in the fight against the deadly scourge.

    Group cautions NJC over Judges seniority row in Enugu

    An international human rights advocacy group under the aegis of the Igbo Oriental Think-tank has called on the National Judicial Council (NJC) to take a second closer look at its position on the issue of seniority and ranking of judges in Enugu state, based on extant High Court Rules of the state.

    The group in a press conference held in Enugu this afternoon noted that in the course of its advocacy and drive for equity, fairness, brotherliness and foster unity among the contending Nationalities in Nigeria, especially among the peoples of the South East geopolitical zone of Nigeria, especially Enugu State, they discovered a sensitive issue that bothered on the “seniority amongst the Enugu State High Court Judges”.

    According its Coordinating Secretary, Dr Kenneth Anozie, “…we took a personal study of it, with relevant instant laws as our guide. Our objective was to unravel the truth, and ensure that the Rule of Law is followed to the letter in other to ensure equity and Justice.

    In the 3-page statement, Dr Anozie disclosed that the advocacy group discovered that the Honourable Chief Justice of Nigeria had in a letter ref No AJC/S.3/XXIV/147 dated Oct 12, 1998 approved and communicated the then Provisional Ruling Council’s appointment of a list of eleven Judges in Enugu State to the then Military Administrator of the state.

    The letter, Anozie pointed out, stated clearly that “the appointment of the following in order of precedence as Judges of Enugu State with effect from Sept 17, 1998. In the said letter these were the Judges approved “in order of precedence”; Benedict Egwuatu Agbata, Mrs N.P Emehulu, Fredrick Chukwuemeka Obieze, Kignsley Ngwu Udeh, Mrs Regina Obiageli Nwodo, Elvis Chile Ajaonu, Stanley Chuks Nnaji, Anthony Okechukwu Onovo, Reuben Nwajiobi Onuorah, Godwin Osita Anibueze and Raymond Ozoemena.

    The group, in drawing the attention of the NJC, the Enugu State Government and the public to see and recognize Justice Anthony Okechukwu Onovo as the Number Two judicial officer of the state, next to the incumbent Chief Judge, stated that out of the eleven High Court Judges appointed same day alongside Onovo, only four remain active in the service today. While the other seven have either retired or are deceased. The four still active according to the “order of precedence” are; Hon Justice N.P Emehelu, (The incumbent Honourable Chief Judge of Enugu State), Hon Justice A.O Onovo, Hon Justice R.N Onuorah and Hon Justice A.R Ozoemena.

    That in accordance with High Court Rules of Enugu State which states explicitly in Part 11, Section 7(3); “for the avoidance of doubt, where on the same day two or more persons are appointed to the office of a Judge, they shall have precedence in order in which they took their oath of office”

    Based on this, it was therefore clear that Honourable Justice A. O. Onovo is number (2) in the ranking, based on all the relevant laws of Enugu State High Court Rules, and according to the letter of approval sent to the Military Administrator of Enugu State by the then Honorable Chief Justice of Nigeria on Oct 12,1998.

    The Rights group bemoaned that in the course of its investigations discovered that the NJC based on a petition by Hon Justice A.R. Ozoemena has somehow waded into the matter and even given a position on the subject. That in its letter dated Dec 24, 2019 Ref. NJC/S.14/HC/EN/11/1/188 to the Chief Justice of Enugu State, Hon Justice N.P Emehelu, listing the “Order of seniority” as below:

    From the foregoing, the NJC and His Lordship, it would be seen did not take into cognizance the High Court Laws of Enugu State, which states categorically in Part 11, Section 7(3) “For the avoidance of doubt, where on the same day two or more persons are appointed to the office of a Judge they shall have precedence in the order in which they took their oath of office.”

    The Igbo Oriental Think Tank noted that as a rights group founded on equity, good governance and Rule of Law demand that the right things need to be done. So that the Temple of Justice should not be seen as an arena to perpetrate injustice.

  • COVID-19: Enugu approves assurance package for doctors, other health workers

    In furtherance of his resolve to strengthen the state’s response to Corona Virus Disease pandemic, Governor Ifeanyi Ugwuanyi of Enugu State has approved the immediate provision of Group Life/Group Personal Accident Assurance Policy for all medical doctors in the Enugu State University of Science and Technology (ESUT) Teaching Hospital, Parklane, Enugu.

    In a statement by the Secretary to the State Government, Prof. Simon Uchenna Ortuanya, the assurance package is also extended to all doctors in the State Ministry of Health and all other health workers.

    Other beneficiaries, according to the statement, include fire fighters, staff of Enugu State Emergency Management Agency and all those involved in other essential services.

    Prof. Ortuanya added that Gov. Ugwuanyi is hopeful this goodwill will inspire higher commitment and productivity amongst the beneficiaries.

    In a related development, the governor has directed the Presidents General of all Town Unions in the state to mobilize volunteers and town criers in their respective autonomous communities to enlighten residents of their communities on adherence to the protocol for prevention of COVID-19 transmission with effect from Thursday, March 26, 2020.

    The Presidents General were further directed to interface with the Enugu State Multi-sectoral Rapid Response Team, through the Permanent Secretary, State Ministry of Health, for collection of Information, Education and Communication (IEC) materials on Corona Virus disease, for use by the Volunteers and Town Criers.

    According to Prof. Ortuanya, the state government has also made provisions for logistic support to the Presidents General for the various Town Criers for this assignment.

    Heart broken daughter blasts Gov Ugwuanyi as Coronavirus suspect dies in Enugu

    Daughter of 70-year-old woman who was quarantined at the Parklane Hospital, Enugu State University Teaching Hospital, Enugu upon suspicion she might have Coronavirus, has blasted the state governor and the hospital management over shoddy treatment of the old woman who later died.

    The woman who was isolated after she developed fever-like symptoms upon returning from the UK, had tested negative for the virus before her subsequent death on Sunday.

    In a letter to Governor Ugwuanyi, the daughter who did not identify herself by name, alleged that her mother was isolated in a dilapidated environment that seems to have been left uninhabitable over a long period of time.

    She said the isolation centre in Enugu is an abandoned old section of the hospital, where the grass and debris were being cleared whilst her mother was there, even as she accused the medical staff of the hospital of being very unprofessional in the way they treated her late mother, which according to her led to her death.

    The letter, which is widely circulated in the media space reads:

    “My dear Governor, Ifeanyichukwu Lawrence Ugwuanyi.

    “I am writing on behalf of myself and family in regards to the 70-year-old woman suspected of the Covid -19 in Enugu published on Saturday 14th March 2020. The patient who is my mother, unfortunately, passed away on Sunday 15th March 2020 having tested negative to the aforementioned virus. She returned to Nigeria on Wednesday 11th March 2020 after 5 months trip to the UK to visit her children.

    “Whilst the health workers/officials at ESUTH Colliery Parklane had to take the necessary precautions to protect themselves against this virus, the manner and state at which they treated my mother was inhumane.

    “My mother was isolated in a dilapidated environment that seems to have been left uninhabitable over a long period of time. The isolation centre in Enugu is an abandoned old section of the hospital, where the grass and debris were being cleared whilst my mother was there. The staffs at the hospital were unprofessional in the way they handled my mother. She was stigmatized and this made her feel worthless.

    “My mother arrived at the hospital on Friday 13th March 2020, blood samples were collected on Saturday 14th March 2020 with results expected on Monday 16th March 2020.

    “As declared by the World Health Organisation that this is a global pandemic, one would expect a faster testing time. My mother had to spend 3 days in a dire situation, without adequate health care and unsure of what is happening around her. If the result for Covid-19 was ascertained on time, my mother would still be here with us, as she would have been moved to a better-equipped hospital with the right experts to deal with her underlying illnesses.

    “My mother died due to the negligence and unpreparedness of the state in putting adequate facilities including staff training in place. The new strand of the coronavirus was detected back in December 2019 and it is absolutely disappointing that there is no appropriate isolation centre in Enugu State.

    “After the death of my mother, finding a workable stretcher to move her body was impossible! You would expect any hospital to provide basic facilities such as a stretcher – my mother’s body was carried into the ambulance on a wretched tool.

    “Considering that the Covid-19 result proved negative, we can conclude that my mother died due to the following reasons – The state of the said ‘isolation centre’. Wrong treatment; Staff stigmatisation due to lack of training in dealing with such cases.

    “Furthermore, shortly after the news of a suspected Covid-19 patient was published, the Enugu state government responded by releasing 20 Million Naira for the management of the state isolation centre. In my opinion, that is a little too late as strategies for dealing with the Corona Virus pandemic should have been put in place before now. It should not have taken my mother’s suspected case to prompt an action from the government. The government should have anticipated this and appropriate measures and facilities put in place.

    “As l write this, l am sure that no plans have been made for any future case of Covid-19 despite the promised allocated funds.

    “In conclusion, l would like to reiterate that the environment of the isolation centre, staff behaviour and the unpreparedness of the Enugu state government resulted in my mother’s unexpected death.

    “The objective of this letter is to make sure that no other person will have to go through what my mother went through. I am therefore appealing to the governor of Enugu state to ensure that the funds allocated to the isolation centre is rightly used for the purpose for which it was meant for.

    “I urge the Enugu state government to ensure accountability to this respect. Sincerely, a very heartbroken daughter.”

    Just in: Fresh suspected case of Coronavirus in Enugu

    The Enugu State Government has notified the Federal government of its suspected case of COVID-19, popularly referred to as coronavirus.

    This was disclosed in a statement by Dr. Ifeanyi Agujiobi, the Permanent Secretary of the state’s ministry of health.

    Dr Agujiobi pointed out that the Nigeria Centre for Disease Control (NCDC) has been notified of the latest development, while a sample from the suspected case has been taken and sent for further investigations.

    The suspected case who happens to be a female has reportedly been in the United Kingdom in the last five months and came into Enugu through Owerri on March 11, 2020, to see her son.

    Dr. Agujiobi further said that the suspected case is being closely monitored and the results awaited for further action by the government.
