    FG cautions Nigerians travelling to US, Europe

    The Federal Government has advised Nigerians travelling to Europe and the United States to take extra precautions to avoid being dispossessed of their belongings.

    The Minister of Information and Culture, Alhaji Lai Mohammed gave the advice on Monday in Abuja at the fifth edition of the ‘President Muhammadu Buhari (PMB) Administration Scorecard 2015-2023 Series’.

    The scorecard series was organised by the Ministry of Information and Culture and the fifth edition witnessed presentations by the Minister of Agriculture and Rural Development, Dr Mohammad Abubakar.

    In an opening remark, Mohammed said the advice became imperative because of recent developments where Nigerian travellers to the US and some countries in Europe were having their belongings, especially money and international passports, stolen.

    The minister said the incidences had reached an increasingly high rate and therefore the need for the advice.

    “The most recent victims of this were travelers to the UK, most of whom were dispossessed of their belongings at high brow shops, particularly in the high street of Oxford.

    “We have therefore decided to advise Nigerians travelling to Europe and the United States to take extra precaution to avoid being dispossessed of their belongings.

    “This is not your typical travel advisory. Issuing such is the prerogative of our embassies/high commissions as well as the Ministry of Foreign Affairs.

    “It is merely a piece of advice to Nigerians who may be visiting the affected parts of the world,” he said.

    Speaking on the scorecard series, he said it was designed to showcase the achievements of President Muhammadu Buhari-led administration.

    The Minister of Agriculture and Rural Development subsequently made his presentations, after which he took questions from the media men at the event.

    To migrants, watery graves, to humanity, a boiling world – By Owei Lakemfa

    TRAGEDY.  Unimaginable tragedy. What is most tragic to me is not the number of migrants including children from the underdeveloped countries that have gone down the sea to watery graves trying to reach Europe. Yes, this year alone, over 1,200 went on a final dip, never to resurface again, or if they did, only as corpses. Last year, 2021, 3,077 of them experienced this excruciating exit from the world, all in the desperate bid for a better or safer life. The previous year, half of that number perished in the seas, not for lack of wisdom but for them, a suicidal attempt to reach Europe is better than the homes they are fleeing.

    The world’s deadliest crossing between the hopelessness the migrants are fleeing from and the hope of making it to Europe where they pray for a better life, is the Mediterranean Sea. This blue sea in ancient times facilitated trade and cultural exchanges amongst the twenty one countries of Europe, Africa and the Middle East that have coastlines on it. This is why many of the migrants take to the sea from countries like Morocco, Tunisia, Libya, Syria and Turkey, heading for states like Greece, Italy and France.

    But the most tragic aspect to me is not  the 33,761 persons that the United Nations, UN  reported to have perished between 2000 and 2017. This is more so, when the loss of even one soul in such horrible circumstances is quite tragic. When we include the about 10,000 Latin Americans who due to heat stroke, dehydration, drowning and hyperthermia have since 1994, perished in their attempt to cross to the United States, we would realise that humanity has died many times over.

    But like I said, the number that have gone down to watery graves trying to reach Europe, is not the most tragic. It is not even the attitude of some European countries, which  after the migrants had survived the seas, push them back to the waves in a pointed denial of their humanity. In the last two weeks, the world witnessed the show of might  by the new right wing-government in Italy led by Premier Giorgia Meloni which denied berthing for four ships carrying 1,078 migrants snatched  from the roaring waves. The Ocean Viking carrying  234 rescued souls, Geo Barents with 572, Rise Above, holding 93 lives above the seas and Humanity1 with 179 human beings, were denied safe harbour.

    International pressure and promises by Germany and France that they would receive some of the migrants had made Italy to allow one of the ships, Humanity1 waiting off the eastern coast of Sicily, permission to disembark minors and  the sick. The ship had 100 minors, some as young as seven months on board. Interior Minister Matteo Piantedosi who announced this, however, rejected the ship’s request  for a safe port to anchor. His argument was that the ships were “islands” under the jurisdiction of the flag countries. Infrastructure Minister Matteo Salvini took to his Facebook page to gleefully rejoice: “We stop being hostage to these foreign and private NGOs that organise the routes, the traffic, the transport and the migratory policies.”

    Finally, the Italian Government two days ago, allowed the Norwagian-flagged Geo Barrents to berth, extending same to the Rise Above and Humanity1. It, however, disallowed ‘The Ocean Viking’ owned by France’s SOS Mediterranean non-governmental organisation, permission, claiming on Tuesday, that France had agreed to accept the ship. The next day, France denied there was such an agreement insisting that Italy has a responsibility to welcome the ship. Despite these uncertainties, the ship headed for the French island of Corsica hoping that the Macron government will give it shelter. The European Commission which over the last three weeks has been silent, this Wednesday woke up to request any of its members to allow The Ocean Viking berth. More a face-saving statement to claim it was concerned about  the dangers the rescued faced.

    However, these are not the most tragic issues on the migrant crisis. What is most tragic, is Greece attacking migrant boats within its waters and deliberately sinking them. On its land borders, there are survivors who have been attacked, tortured, disposed of their passports and money before being forced into Turkish borders. No, Greece is too smart to be seen or videoed carrying out such deliberate drowning or torture, rather, it hired undocumented migrants as police auxiliaries to carry out these crimes against humanity in its waters or land borders. Videos have emerged showing these hooded auxiliaries known as ‘Shadow Army’ apparently of Asian and Middle Eastern origins, attacking migrants, robbing them before forcing them across the Evros River into Turkey.

    Twenty-two Afghan refugees including women and children have told the world that Greek authorities stripped them naked, seized their belongings including passports, money, and mobile phones and allowed the auxiliaries to complete the job of forcing them into boats into Turkish waters. They claimed that apart from Greek police, there were also other policemen wearing either German or Austrian flag patches who looked on without interfering. The migrants are apparently referring to the European Border and Coast Guard Agency, Frontex which works with Greek border police.  The Frontex runs the Rapid Border Operation, RABIT in Evros. The Human Rights Watch Report of June 2021 had accused  Frontex of condoning serious human rights abuses at EU’s external borders.

    Former Greece Finance Minister and current parliamentarian, Yanis Varoufakis, issued a statement confirming the existence of the ‘Shadow Army’ and accusing the EU of committing crimes against humanity. While the issue of the migrant ships were on this week, the attention of the world was turned to the two-week UN Climate Change Conference in Sharm el-Sheikh, Egypt which began on Sunday, November 6, 2022.  It is a major attempt to reduce the degradation of the environment damaged by years of mindless industrialization which has led to climate disasters including  rising sea levels.

    The objectives include protecting communities and natural habitats, mobilising  finance and working  together to save the world. The Sharm el-Sheikh Adaptation Agenda is to help four billion people adapt to climate change by 2030. While a lot of rhetoric go on, a salutary move, are the talks of  Brazil, Indonesia and the Democratic Republic of the Congo, three countries with 52 per-cent of the remaining tropical forests in the world, to form an alliance against further deforestation. They called it the “Opec for rainforests” The alliance is drawing inspiration from  Brazil’s President-elect  Luiz Inácio Lula da Silva, a famous champion of environmental protection.The world is on the boil with climate change, energy crisis, displacement hunger, insecurity  and wars; it is a pandemic only a social justice vaccine can help fight.

    National Chairman of the People’s Democratic Party (PDP), Sen. Iyorchia Ayu, in the heat of the  bribery scandal threatening to tear the party apart, on Friday returned to the country after a two-week trip to Europe.

    The Special Adviser to the National Chairman on Media, Mr Simon Imobo-Tswam, disclosed this in a statement he issued on Friday in Abuja.

    Imobo-Tswam said that Ayu, who jetted out of the country on Sept. 14 returned to Abuja via the Nnamdi Azikiwe International Airport, at about 7pm.

    It is recalled that Ayu had handed over to the party’s Deputy Chairman (North), Amb. Iliya Damagun, and communicated the handover to the Independent National Electoral Commission (INEC).

    EU to replace gas from Russia with Nigeria

    The European Union (EU) Delegation to Nigeria and ECOWAS said on Friday that, it would replace the gas from Russia with Nigeria Gas due to the invasion in Ukraine.

    The Deputy Director-General Department for (Energy), European Commission in Brussels, Mr Matthew Baldwin, said this at a news conference on Friday in Abuja.

    Baldwin will be meeting with Nigerian top government officials and private sector players, including key stakeholders in the country’s Energy Sector.

    The EU’s executive body had urged member states to slash their gas consumption by 15 per cent as it warned that a complete shutdown of Russian supplies was “likely”.

    The EU has been scrambling to wean itself off Russian gas since the invasion of Ukraine, but is alarmed about a potential energy crisis this winter.

    “In summary, I am on a mission from Europe to try to deliver Liquefied Natural Gas (LNG) today in the context of NLG partnership tomorrow with Nigeria.

    “Europe is in a tight spot in relations to gas, following the Russian invasion of Ukraine and the instability in our gas market and the threat of cutting off supply altogether.

    “So, we have launched the energy platform task force and the primary goal is to reach out to our reliable partners such as Nigeria to replace the gas from Russia with gas from reliable partners,” he said.

    According to him, you would have seen perhaps early this week, we launched a gas demand reduction plan and we are looking to reduce demand of gas by 15 per cent to manage the demand aspect of the equation.

    “To be clear, we need to manage the supply side and that’s why we want to expand what is currently at 14 per cent shares of our total LNG import from Nigeria and we want it to go up.

    “Our gas percentage was 60 per cent but now we want to go,’’ he said.

    He added that Nigerian products had an extraordinary potentials and that was why EU wanted to expand the short term delivery.

    Also, he said that by the end of August this year EU hopefully to kick start the partnership, adding that, it would create a long term partnership with Nigeria.

    Speaking also, Ms Samuela Isopi, the EU delegation to Nigeria and ECOWAS, said that the bloc was doing its part in contributing to the energy sector through different collaborations with Nigerian Government.

    She said that currently, EU’s contribution stands at 400 million euros “ The EU as a bloc remains Nigeria’s biggest trading partner accounting for more than 20 per cent of Nigerian trade with the world.

    In 2021 the volume of EU-Nigeria trade stood at 28.7 billion euros (an increase of more than 25 per cent over 2020) with a trade balance of 6.4 billion euros in favour of Nigeria.

    Heat waves engulfing western and southern Europe show no sign of abating.

    Temperature records are expected to renew in some countries and the scorching sun has claimed hundreds of lives and fueled ferocious wildfires.

    Britain’s national weather service (Met Office) has warned that the country may brace for its hottest day on record this week with temperatures tipped to hit a record 40 degrees Celsius at places.

    The office has issued its first-ever red warning on extreme heat, reminding the public that the heat poses a risk of serious illness or even danger to life.

    The current record high temperature in Britain is 38.7 degrees Celsius recorded in July 2019.

    French daily news channel BFMTV on Monday reported that departments in western France remained under an extreme heat warning, with temperatures expected to reach 40 degrees Celsius.

    Spain’s health ministry said that 510 people died from heat-related causes in the first week of a heat wave when the mercury reached 45 degrees Celsius in some parts of the country.

    The heat is especially affecting the elderly, with 321 of the 510 victims aged 85 or above, 121 aged 75 to 84, and 44 aged 65 to 74.

    Meanwhile, the heat wave disturbs living order and production.

    Britain’s Met Office alerts the public to the risk of loss of power, water or mobile phone service, as well as traffic delays.

    A recent report by the European Commission’s Joint Research Centre showed that almost half of the EU’s territory and Britain were at risk of drought in July.

    Drought conditions and water scarcity are affecting energy production and reducing crop yield.

    The rare heat wave and drought also breed devastating wildfires in countries including France, Spain, Portugal, Italy and Greece.

    The wildfires raging in south western France since July 12 have destroyed 14,000 hectares of land and displaced 16,200 people.

    About 1,700 fire fighters are still trying to put out the fires but the heat wave and strong winds are working against them, BFMTV reported.

    Wildfires in Spain have burnt more than 22,000 hectares of woodland and scrub in Spain during the heat wave, local emergency services said.

    So to curb the increased risk of severe wildfires, the EU is in talks with manufacturers to buy fire fighting planes, according to media reports.

    Climate change is leading to changes in extreme temperatures and in the number of heat waves around the world, said Corinne Le Quere, professor of Climate Change Science at the Britain’s University of East Anglia.

    The expert called for more measures to reduce greenhouse gas emissions and for more comfortable temperatures in summer.

    Russia-Ukraine war: Nigeria set to supply gas to Europe

    With the ongoing war between two European countries, Russia and Ukraine, the president of Nigeria Muhammadu Buhari has disclosed that his nation is set to fill the natural gas gaps in Europe.

    The President made the announcement on Thursday in Lisbon, Portugal, where he is on a State Visit.

    Buhari said with over 200 million mainly young people, Nigeria is ready to be the hub of the African Continental Free Trade Area (AfCFTA).

    Commenting on collaboration between Nigeria and Portugal, he urged his host country to consider Nigeria as a valued and trusted partner in Africa.

    The Nigerian leader identified five key areas of cooperation capable of moving both countries forward.

    These are oil and gas, tourism and hospitality industry, air travel, security and joint commission.

    Buhari said with the current war, Nigeria-Portugal partnership has become vital to avoid crisis in the demand and supply chain.

    The West African power is already a major supplier of gas to Portugal.

    On tourism, the President noted that Nigeria had huge potential in the sector and would like to benefit from Portugal’s expertise.

    On air travel, he emphasized the need to sign a Bilateral Air Services Agreement (BASA) and establish a direct air link between the two countries.

    Biden announces expansion of U.S. military presence in Europe

    The U.S. military presence in Europe is set for a long-term expansion, U.S. President Joe Biden says.

    “We’re going to make up sure that NATO is ready to meet threats from all directions across every domain, land, air, and the sea,’’ Biden said.

    He spoke alongside alliance NATO Secretary-General Jens Stoltenberg at a summit of NATO leaders in Madrid.

    Biden noted plans for increased U.S. troop deployments in the Baltics, the deployment of two squadrons of U.S. F35 fighters in Britain and additional air defences in Italy and Germany.

    Biden also announced the establishment of a permanent headquarters for the U.S. Fifth Army corps in Poland.

    The announcement followed a U.S. decision to up the number of U.S. destroyers based in Rota, Spain from four to six.

    United Nations’ Guterres: Chief servant of many masters – By Owei Lakemfa

    The tours through Europe and Africa from April 26, 2022, by Antonio Guterres, the United Nations Secretary-General, raised once again the powers, importance and relevance of the world body.

    The tours reinforced my analysis that the UN scribe is basically a funambulist, an acrobat walking a tightrope or slack on the world stage. He has to be faithful to many masters with conflicting interests, especially the five permanent members of the UN Security Council each of who, at will, can veto whatever he does or deny him a second term in office as was done to Boutros Boutros-Ghali in 1996.

    When Guterres visited Europe over the Ukrainian Conflict, he was aware that two permanent members, China and Russia, are on one side, and the three other members: the United States, Britain and France, are on the other. It was like a man tiptoeing through a landmine. He had visited Russia before crossing over to Ukraine. He received a barrage of attacks for not visiting Ukraine first. But did it really matter which country he visited first? Secondly, the visit, coming in the third month of the war was late when the UN in the first place, should have prevented the war. True? Can the UN effectively intervene in a war in which its permanent members have no meeting point?

    I think these attacks were tactics meant to intimidate Guterres into feeling some guilt that he had not championed the cause of Ukraine. Ukraine, before this visit, had attacked the UN refugee agency, UNHCR, for not allegedly being effective in addressing the humanitarian crisis in which 12 million persons are in need of assistance. It had also attacked the International Committee of the Red Cross, ICRC, for alleged inaction. In fact, ICRC President, Peter Maurer, who visited Russia, was accused of being in bed with the former.

    In Moscow, Guterres and President Vladimir Putin discussed proposals for humanitarian assistance and evacuation of civilians from conflict zones, especially in the port city of Mariupol where thousands of civilians, Ukrainian troops and non-state far-right combatants remain holed up in the Azovstal steel mill. Guterres said possible war crimes – a refrain of Ukraine and its supporters – will require independent investigation for effective accountability. He proposed the establishment of a tripartite Humanitarian Contact Group comprising Russia, Ukraine and the UN “to look for opportunities for the opening of safe corridors, with local cessations of hostilities, and to guarantee that they are actually effective”.

    The UN scribe raised the energy and food crises the war has caused adding: “This comes on top of the shock of the continued COVID-19 pandemic and uneven access to resources for recovery, that particularly penalize developing countries around the world. So, the sooner peace is established, the better – for the sake of Ukraine, Russia, and for the world.” Guterres who had repeatedly called for ceasefires said: “But it is my deep conviction that the sooner we end this war, the better – for the people of Ukraine, for the people of the Russian Federation, and those far beyond.” But he had no ceasefire plans nor any for a negotiated settlement.

    He was merely a “messenger of peace.” On April 28, Guterres crossed into Ukraine visiting the Kyiv suburbs of Borodianka, Bucha and Irpin, claimed places of war crimes, where he said the “horrific scenario demonstrates something that is, unfortunately, always true: civilians always pay the highest price”.

    He added: “I fully support the International Criminal Court and I appeal to the Russian Federation to accept to cooperate with the International Criminal Court.”

    As in Russia, while he seemed worried about the war and its effects, he did not press for a ceasefire or immediate peace talks. Yet he knew that the war is devastating for humanity. When he flew to Senegal, Guterres told the African continent that its twin challenges of COVID-19 and climate change have with the Ukrainian War, become threefold.

    He emphasised that the war is aggravating a “triple food, energy and financial crisis”, which could push more people into hunger and result in socio-political crises. Guterres is aware that the combatants in Ukraine, their backers and cheerleaders do not want an immediate end to the war, so despite his personal belief, he is not pushing for peace. All he does is make loud lamentations about the war. In the Niger Republic where he arrived on May 2, his theme was about terrorism in the region.

    Referring to the terrorism in the Tillabéri, Tahoua and Diffa in the northwest, south and southeast of the Niger Republic, and cross border attacks in the Maradi region by terrorists operating from Nigeria, Guterres told President Mohamed Bazoum, that “peace, stability and prosperity in Niger and across the Sahel remains an absolute priority for the United Nations.”

    The UN says in Niger where 80 per cent of the populace depends on agriculture, a combination of climate change and terrorism has forced many off the farms and that 15 per cent of its 25 million people, will require humanitarian assistance in 2022.

    The situation in Nigeria raised the issue of how much the UN and its leadership know and how the state can control access.

    Guterres had visited Borno State this Tuesday and interacted with displaced persons and repentant Boko Haram members.

    Based on this and what he saw, he said: “I want to congratulate the Governor for what I see today. I want to strongly appeal to the international community to understand Borno as a state of hope, to support humanitarian action in Borno, to recognise the enormous challenges that Borno faces with climate change and Boko Haram activities, and to invest in Borno of hope.”

    While this is commendable, the question is why other major areas of terrorism, especially Plateau and Benue states where terrorists, mainly from outside the country, occupy countless towns and villages, pillaging, murdering and seizing the homesteads of the people, were not on the schedule of the UN scribe.

    Just like Borno, these states are devastated with many living for years now in Internally Displaced Peoples camps. Does the Nigerian Government not want these states and their terror victims to be assisted by the UN? Why is the government exhibiting the terrorist activities in the North East for the world to assist while seemingly keeping those in the North Central under wraps?

    This raises the issue of whether during visits to countries, the UN Secretary-General should meet only with governments while leaving out non-state actors. Can this be part of the problem; that the UN scribe is a chief servant with many masters who happen to be the governments of member states? Does humanity need a UN that is faithful to state agents rather than to the human race?

    Ukrainian President, Volodymyr Zelensky, urged the European Union on Tuesday to prove that it sided with Ukraine in its war with Russia a day after signing an official request to join the bloc.

    Zelenskiy told the European Parliament by video link that “Ukraine is going to be much stronger with European Union with us, that’s for sure. Without you, Ukraine is going to be lonesome.

    “Do prove that you are with us. Do prove that you will not let us go. Do prove that you are indeed Europeans and then life will win over death and light will win over darkness. Glory is to Ukraine.”

    Zelensky formally signed the nation’s application to join the European Union on Monday after asking the bloc to move swiftly to admit Ukraine as a member.

    He signed the application after appealing to the EU in a video that called for Ukraine’s “immediate accession under a new special procedure.”

    However, the typical pathway for a country to join the EU requires prospective countries to first fulfill set criteria like establishing a free-market economy and accepting EU legislation and the euro.

    All member states would have to approve Ukraine joining, which was something that might not happen, as European Council President, Charles Michel, told Euronews there are “different opinions and sensitivities within the EU” regarding Ukraine’s membership.

    Leaders in Slovakia, Slovenia and the Czech Republic have pushed for the EU to create a “totally new track” that would allow Ukraine to swiftly join the EU, but EU leaders so far don’t seem to be on board.

    European Commission President, Ursula von der Leyen, told Euronews Saturday that “we want (Ukraine) in” the EU, but suggested the membership process would happen “over time.”

    Joining the EU could immediately help Ukraine militarily, as EU members are bound by a mutual defense clause that requires other members to aid a country if it’s “the victim of armed aggression on its territory.”

    Admission to the bloc would also benefit Ukraine economically and give them additional benefits, like Ukrainians having free movement throughout the bloc and being granted the variety of rights afforded to EU citizens.

    ‘Without us, Europe will never be safe’ – Ukrainian Defence Minister

    Ukraine’s government is framing the country’s resistance toward Russia as a fight to secure the future of Europe.

    In a lengthy post on Facebook, Defence Minister Oleksiy Reznikov lauded soldiers, police, medical staff, and also civilians who have taken up arms.

    “Take a look around. Many have finally conquered fear and dared to challenge the Kremlin,” Reznikov wrote.

    He added: “Where are all those who promised to capture Kyiv in two hours? I can’t see them.”

    He said that while challenges remain, people all over the world are watching closely and “help that was impossible three days ago is now on the way”.

    “Without this army and our people, Europe will never be safe. Without us Europe simply won’t [exist].”
