    NITDA warns against ‘panic message’ circulating on WhatsApp

    The National Information Technology Development Agency (NITDA) has identified a file being circulated on WhatsApp tagged ‘Argentina is Doing it’, as fake news and warned the general public to avoid opening the link.

    Mrs Hadiza Umar, Head, Corporate Affairs and External Relations of the NITDA, who gave the warning in a statement on Saturday, warned the public to be wary of opening the message that warns recipients not to open a video file called ”Argentina Is Doing It” as it will hack their phone in 10 seconds.

    According to Umar, the message has been identified as fake, stressing that it exhibits some of the characteristics of fake/hoax messages and that those behind it gave it credibility by claiming the Cable News Network (CNN) reported it.

    “The National Information Technology Development Agency (NITDA), in line with its efforts at enlightening Nigerians on the nefarious actions of cybercriminals exploiting the COVID-19 Pandemic to mislead and defraud unsuspecting victims, would like to bring to the attention of the general public the recent COVID-19-related fake news in circulation.

    “The fake news tagged “Argentina Is Doing It”, being circulated over social media, particularly on WhatsApp, is aimed at causing panic and inducing terror in individuals. The message warns the recipient not to open a video file called ”Argentina Is Doing It” as it will hack their phone in 10 seconds. Furthermore, in order to lend credibility to the message, the message falsely claims that the Cable News Network (CNN) also reported it.

    “This message has been identified as fake as it exhibits some of the following characteristics of fake/hoax messages: the message content includes instructions to forward the message; the sender claims some kind of affiliation with a credible source or organization; the message aims to induce panic or shock the recipient, often making impossible claims or serious consequences about the effect of the virus or malicious software; and the messages contains alarming languages tending to emphasize the urgent nature of the threat.

    “The general public is therefore urged to disregard this as there is no CNN article regarding this hoax. Furthermore, the message is a variant of a similar message in circulation since 2017. NITDA calls on all well-meaning Nigerians to support the Federal Government in its efforts at containing the spread of COVID-19 in the country by not spreading fake news. We are also encouraged to strictly adhere to recommendations given by health experts, and follow updates from verified sources of the relevant agencies handling this outbreak,” Umar stated.

    A veteran journalist called me on April 4 to confirm if indeed the Nigeria Union of Journalists (NUJ) issued a statement advising government against approving the Fifth Generation Mobile Technology (5G) claiming it is dangerous and linked to the outbreak of Covid-19.

    The NUJ also reportedly rejected the invitation of Chinese doctors in order to avoid: “… a situation where Nigerians will be used as a Guinea pig for any experiment” I told him it was an incredible and absurd story but that I will make enquiries.

    I immediately called the NUJ National Secretary, Mr. Leman Shuaib Usman who confirmed the union issued the statement. I asked whether the NUJ had investigated its claims about 5G being dangerous to human beings, or made enquiries from the National Communication Commission (NCC) about it. The answer was negative. I then asked the basis on which the NUJ is officially rejecting the 5G which will have tremendous effects on journalism practice. There was none based on knowledge, investigation or research. Next, I asked the basis on which the NUJ made a link between the alleged installation of 5G masts in China and the outbreak of the Covid-19 pandemic; was it based on investigation, published research or verifiable information? It was none of these. Then I enquired why the NUJ was rejecting the invitation of Chinese doctors to help us fight Covid-19. Mr. Leman told me it was based on the observation that while Wuhan was the epicenter of Covid-19, it did not devastate Chinese cities like Shangai and Beijing, which confirmed the hypothesis that it was a controlled Chinese virus.

    I told him that the logic of the NUJ leadership is that the Chinese should be condemned for being able to contain the virus, stopping it devastating more Chinese cities and decimating its population. I appealed that he reviewed the entire issue and if the NUJ had erred, it should have the courage to recall the statement.

    The co-signatory was the NUJ National President, Mr. Christopher Isiguzo who I called next. I made my observations and told him that he and Mr. Leman owe Nigerian journalists the duty of withdrawing the embarrassing statement which from my discussions with them is based on rumours, conspiracy theories and false news. He listened and promised to call me the next day.

    He did not, but sent me a statement by the Nigeria Medical Association (NMA) rejecting the invitation of the Chinese doctors as if that in itself justifies the NUJ leadership’s violation of the ethics of journalism. Every rookie journalist is taught that while comments or opinions are free, facts are sacred; that a journalist must report only facts and if in doubt, spike the report or the portion he cannot confirm.

    The NUJ President followed this up on Wednesday by sending me a video of the self-serving rantings of a transactional pastor whose commercialization of God’s words according to Forbes statistics, has earned him a hefty $30-$50 million profit. The pastor who could not even define what theory is, could be heard in his usual sophistry, claiming that Covid-19 is a scam; the figment of human imagination and that what is killing people is the 5G technology not any virus. It is tragic the depths people can go in order to deceive and profit off peoples’ lives.

    The NMA appears ill-informed about the Chinese doctors whom it assumes are being employed by the Nigerian government. Based on this misinformation, it argues there are unemployed Nigerian doctors, and implied that the money government is going to pay the Chinese doctors can be better utilized providing necessary medical equipment and facilities . However, the verifiable information is that these doctors are being brought in by the China Civil Engineering Construction Corporation (CCECC) as part of its corporate social responsibility. They are to spend one month in the country, and to share experiences with the Nigeria Centre for Disease Control (NCDC) and not to practice medicine in Nigeria.

    The fact is, given the titanic battle China waged against Covid-19, Chinese doctors are some of the most experienced in fighting the virus, and a drowning man is not interested whether his rescuer is Nigerian, Chinese, Yemeni or Dutch.

    The NMA went low when it wrote that: “The spike in cases and the death toll from COVID-19 in Italy coincided with the arrival of the Chinese in the guise of offering assistance.” This cynical and unsubstantiated claim gives the impression that Chinese doctors are going around the world spreading the virus and deliberately infecting non-Chinese. In this, the NMA without any empirical evidence or facts, is accusing its Chinese counterparts of betraying the physicians global ethical code (The Hippocratic Oath) which is basically, to respect and save human lives.

    The rejection of 5G or the false claim that it is the source of the Coronavirus is like people rejecting telephone on the basis that it is the cause of small pox.

    The 5G network is basically an improvement on the high-speed mobile internet (4G) which was an improvement on the voice and mobile data (3) itself an advancement on the Digital Voice (2G) and the Analogue Voice (1G) In rolling out 5G which some countries like South Korea, Britain, United States, Switzerland, Finland and Germany have done, the approving authorities put into consideration basic issues like health, security, labour, commercial and social implications.

    The 5G will not be decided by rancorous debates, rumours or fake news. It is the logic of science, the pull of technology, demands of knowledge and commerce and the inevitability of an idea whose time has come. It should be clear to all that 5G is global and not a Chinese invention.

    Bodies like the NUJ and NMA need to start thinking and discussing the likely implications of 5G on their members. Otherwise, it would be like the introduction of the internet when the media was dragged by the ears into the new world. Many media organisations which could not adapt, died while all parts including reportorial, sub-editing, photography and production underwent fundamental transformation.

    Many of the purveyors of fake news on Covid-19 and 5G are pathetic victims of imperialist propaganda; mere repeater stations of foreign half-truths and falsehood. Africans and the underdeveloped world should focus on what benefits their people and how they can also contribute to human development and not be cheerleaders at the turf battles for global leadership. They should not become disciples of Donald Trump, the archangel of vicious agitation, propaganda and fake news.

    I am convinced that this is a world without end, but if creation were to be destroyed as in Biblical times, it will not be by water, fire or virus; it will be fake news the next time.

    Oyo Governor, Makinde Fires Media Aide for posting fake news on social media

    Barely 24 hours after he posted an untrue post on his Facebook page, Governor Seyi Makinde of Oyo State has sacked one of his media aides, Mr Murtala Adigun.

    Until his removal, Mr Adigun, who is popularly known as Adigun Ibadan, served as the Special Assistant to the Governor on Digital Media.

    On Thursday, the former aide, a product of the prestigious University of Ibadan, posted pictures showing some fumigation equipment purchased by the Lagos State government as an achievement of his boss.

    He was highly criticised for lying about this after he captioned the images, “Oyo state Government in her readiness to combat the escalation of COVID-19 virus purchases disinfecting machines to be used across the State.”

    Apparently embarrassed by the backlashes that followed the social media, which many commenters described as #FakeNews, the Governor promptly took an action and relieved Mr Adigun of his position.

    On Friday, in a dismissal letter addressed to him, the Governor thanked Mr Adigun for his short stay on the job, having been appointed just over a month ago, precisely on February 7, 2020.

    The letter was signed by the Secretary to the State Government, Mrs Olubamiwo Adeosun, and was dated Friday, March 27, 2020.

    Mrs Adeosun stated in the letter that the governor had approved the termination of his appointment as Special Assistant (Digital Media) with immediate effect, wishing him success in future endeavours.

    After his dismissal, Mr Adigun blamed social media critics for the Governor’s action, saying on Twitter today that, “You called for it, you have gotten it. Thanks to everybody that contributed to my downfall.”

    17 arrested over COVID-19 ‘fake news’ posts

    Cambodian authorities have arrested 17 people since January over social media posts about the new Coronavirus (COVID-19) that the government has branded “fake news,” Human Rights Watch (HRW) said on Tuesday.

    “Four of the five people who have been charged and jailed are from the outlawed main opposition party,’’ the international rights organisation said.

    They face charges of incitement to commit a felony, conspiracy and spreading false information, which are infractions often levelled against opposition members who are critical of the government of Prime Minister Hun Sen.

    “One of those arrested earlier this month was a 14-year-old girl, who claimed in a Facebook post that three students at her school had contracted the respiratory disease, and three people had died from the virus,’’ HRW said.

    Authorities released her after the girl made a public apology.

    “National Police spokesman Chhay Kim Khoeun said earlier this month that five people had been arrested over virus-related posts that caused social chaos.

    “It also scared the public, insulted and put blame on government leaders,’’ local news outlet VOD reported.

    Deputy Asia director of HRW, Phil Robertson, said in a statement that the government should stop abusing free speech rights and “misusing” the outbreak to lock up activists and others expressing concerns about the new Coronavirus and government response.

    According to the Health Ministry, Cambodia has reported 87 infections of COVID-19, the disease caused by the virus.

    Report says this includes 52 foreign nationals and 35 Cambodians, while two patients have recovered and left hospital quarantine.

    However, no deaths have been reported.

    The Ministry of Communications and Digital Economy has opened up on a currently circulating broadcast message reportedly authored by the Minister, Isa Pantami that government will soon begin recording phone calls of Nigerians.

    According to the broadcast message circulating especially on WhatsApp, which was also received by our tech editor, all devices are now connected to the Ministry’s systems.

    The broadcast message also insinuated that effective tomorrow, the Ministry will commence the recording of phone calls and the monitoring of all social media platforms and fora.

    The malicious message also further discouraged citizens from sharing any messages or videos with political or religious content, as it is now officially a crime and could even lead to arrest.

    According to a statement by Uwa Suleiman (Mrs), Spokesperson to the Minister of Communications and Digital Economy, the broadcast message is fake news in totality.

    Uwa stated that the Ministry initially ignored the message, which has been in the public domain for some time, so as not to give undue attention to the originators.

    “But its spread, the efforts of well-meaning Nigerians to get clarity and the need to ensure that all Nigerians are properly informed” necessitated clarifications, she stated.

    “We are at a point in our Nation’s history where the focus is on digitalizing the Nigerian Economy for the greater good of all, and divisive messages such as these are mere distractions.

    “It is on record that Dr Pantami, as the then Director General of NITDA, initiated and passed the Nigerian Data Protection Regulation (NDPR January 25th 2019) which solely exists to protect the privacy rights of every individual.

    “The Honourable Minister enjoins all Nigerians, to disregard the propaganda which is aimed at inciting fear, and creating public confusion. Under the leadership of Dr Isa Ali Ibrahim (Pantami), the Federal Ministry of Communications and Digital Economy is mandated to Leverage on Technology for a Digital Economy, and will not engage in acts that would sabotage its mandate.

    “The office of the Honourable Minister, calls on all Nigerians to ignore all and any instructions contained in the message, and further help in tackling this ignoble act by immediately deleting the message to curb its spread,” the statement read.

    Harbingers of fake news and unregistered journalists will be brought to book once they are accosted.

    Newly elected Chairman of the Abuja Correspondents chapel of the Nigeria Union of Journalists, Mr Phil Nyam made this disclosure on Monday.

    Nyam in a chat with TNG said:”The activities of fake journalists has seriously dented the image of genuine journalists here in Abuja.

    “They disseminate fake information and go about obtaining money from Ministries, Departments and Agencies of Government without delivery.

    “The chapel in conjunction with the council will ensure that such unregistered journalists are flushed out of the system and those caught in the act will be prosecuted.

    ” We see them in the national Assembly, major event centres parading fake Identity cards and we have secured their list.

    The NUJ council last Saturday conducted an election that ushered in Phil Nyam of New Telegraph as Chairman, Huram Lokodi as vice chairman of Gotel Tv, Jide Oyekunle, Secretary of chapel, Emmanuel Ehijene of PTV, treasurer and Lizzy Atime of Order Paper, emerged Assistant Secretary of chapel.

    Facebook promises to fight fake election news in Africa

    With elections scheduled to be held in various African countries this year, Facebook has devised mechanisms to reduce the spread of fake news, the social media giant said on Wednesday.

    African countries, including South Africa, Nigeria, Kenya, Cameroon and Senegal are scheduled to have elections this year.

    Nigeria is scheduled to hold Presidential and National Assembly elections on Feb. 16 while governorship and state house of assembly elections come up on March 2.

    In a statement released in Johannesburg, the American tech company said it had teamed up with local fact checkers including Kenya’s Pesa Check and Nigeria’s Dubawa, among others.

    “We want to stop the spread of false news on our platforms.

    “These independent groups help us assess the accuracy of news shared on Facebook.

    “When they determine content is false, we reduce its distribution in the news feed so fewer people see it,’’ said Akua Gyekye, Facebook’s Public Policy Manager of Africa Elections.

    Gyekye said they have boosted digital literacy to help people spot false news.

    “We want to make sure people can spot false news and know how to flag it.

    “That’s why we’ve rolled out educational tips on national and regional radio and in print media in many African countries,’’ he said.

    In order to help prevent external interference, Facebook said it would not accept foreign election advertisements on Facebook in Nigeria.

    Some African governments have complained that social media are used to spread fake news and instigate civil unrest.

    Governments like the Democratic Republic of Congo, Uganda and Zimbabwe had temporarily blocked the social media platform during elections.

     

  • Anti-spam engineer says WhatsApp not megaphone

    WhatsApp has sought to present itself as a private messaging app designed for communication between individuals or small groups.

    TheNewsGuru (TNG) reports Matt Jones, WhatsApp anti-spam engineering team lead, hinted on this on Wednesday as the company battles to curb spread of fake news and misinformation.

    He said the social messaging app was not built with the aim “to give people a megaphone”, but expected to be used for private messaging.

    “We are not here to give people a megaphone, we are here for private messaging,” he said.

    WhatsApp, publishing data as part of a white paper on “stopping abuse” that was launched on Wednesday in India, said it is deleting 2 million accounts globally per month.

    Jones revealed that around 95% of the 2 million accounts banned each month were as a result of “abnormal WhatsApp behaviour” detected by the company, rather than from user reports.

    The company had earlier limited the number of people to whom a message could be forwarded, in same effort to curb spread of fake news and misinformation using the platform.

     

  • EU seeks more efforts against fake news from Facebook, Google, others

    The European Commission on Tuesday called on social media giants including Facebook and Google to take stronger action against disinformation ahead of EU-wide elections in May.

    In September, Facebook, Google, Mozilla and Twitter signed up to a voluntary EU code of conduct to tackle fake news online.

    At the time, the commission warned that it could introduce binding rules if the voluntary measures do not go far enough.

    The companies have made some progress, the commission on Tuesday said in its first assessment of measures taken.

    But it warned that additional action is needed ahead of this year’s European Parliament elections.

    “We are stepping up a pace on all fronts to ensure free and fair elections,” said EU Justice Commissioner, Vera Jourova.

    “I expect companies will fully follow on their rhetoric and commitment.’’

    Among other things, the commission calls on Facebook to provide consumer empowerment tools and cooperation with fact-checkers in more than just a handful of member states and asks Google to make its tools to fight disinformation more widely available.

    The EU executive also asks Twitter and Mozilla for more detail on their plans to tackle fake news.

    “We don’t want to wake up the day after the elections and realise we should have done more,” said Julian King, the Commissioner Responsible for Security Issues.

    On Monday, Facebook’s chief lobbyist Nick Clegg announced plans to increase electoral transparency in Europe from March, by showing, who had paid for any political advertising and keeping the ads in a public database for up to seven years, among other things.

    King welcomed the plans but stressed the need for any such initiatives to be in place before EU election campaigns gear up in earnest.

    The EU code of conduct commits companies to actions such as flagging political advertising, closing fake accounts, helping people make informed decisions and disrupting advertising revenues for accounts and websites that misrepresent information.

    Fears are rife that third parties, such as Russia, may try to influence voters ahead of this year’s EU elections, with a view to boosting populist, Eurosceptic parties.

    Member states have also been asked to assign a contact person for an EU rapid alert system aimed at shutting down disinformation.

    Twelve of the bloc’s 28 member states have not yet done so, the commission said.

    The commission is due to issue monthly reports on the progress made by social media giants until the European elections and will conduct an overall review once the code of conduct has been in place for a year, to see whether legislative steps are needed.

    Other EU measures to fight fake news include setting up a network of fact-checkers and researchers, introducing new technologies to detect and counter false information and more than doubling the EU’s strategic communication budget.

    EU negotiators have also agreed in principle on plans to fine political parties that misuse private data to influence elections.

    The Economic and Financial Crimes Commission (EFCC) on Wednesday said it would invite the two politicians who circulated a fake news on Tuesday for questioning.

    Tony Orilade, a spokesperson for the anti-graft office, said the news could injure the country’s interest and said Femi Fani-Kayode and Yinka Odumakin would have to explain their action.

    Recall that Fani-Kayode, a former aviation minister, posted a tweet Tuesday afternoon that EFCC operatives had surrounded the residence of the Chief Justice, Walter Onnoghen.

    Odumakin, an Afenifere chieftain, also posted a video saying he had learnt of the EFCC’ move against the top jurist.

    Both claims turned out false by Tuesday night, with Mr Onnoghen himself denying the claim.

    Onnoghen is facing allegations of false asset filings with the Code of Conduct Bureau.

    Orilade, who spoke at the conference of Online Publishers Association of Nigeria which is underway in Abuja, said if both men failed to disclose useful information, they may not be released on time.

    As at the time of filling this report, TNG is yet to verify if the anti-graft agency has sent formal invitation to the two politicians.
