    Fashola says bridge building, maintenance creates new economy

    Babatunde Fashola, Minister of Works and Housing says construction and maintenance of bridges across the country is creating new economies not known to exist in the system before.

    Fashola said this when a delegation of Ohafia traditional Rulers and Leaders of Thought led by Mr Awa kalu (SAN) paid him a courtesy visit on Thursday in Abuja.

    Kalu said the visit was to publicly acknowledge that governance works and that the Federal Government came to the aid of the people in building bridge on Muri river in Ebem Ohafia in Abia, that was in total state of disrepair.

    Fashola said: ”As far as bridges go, its also an important opportunity to share that these bridges we are repairing, restoring rehabilitating and maintaining are 37 across Nigeria.

    “Many of these bridges are either never been maintained before. There is need to imbibe a culture of looking after our assets to get the longest possible benefit out of it.

    “It is also creating a new economy, maintenance economy, so in the cause of these maintenance works, some of these people like divers are discovered, but many didn’t know that such people existed in Nigeria, they only see them in films.

    “It is in the cause of this maintenance work that they are discovered.

    “Our mandate from President Muhammadu Buhari is to execute a programme of renaissance infrastructure replacement, expansion and redevelopment.

    “Our government is very clear on the economic development and recovery plan, one of the objectives of that plan is to invest in the Nigerian people. This is what we are paid to do and mandated to do.”

    Fashola said that when they learnt about the disasters occurring at the bridge, the President said the ministry should respond to the situation as best as it could within the limits of the resources available.

    He said that this also concerned resource issues and was the reason for the borrowing, so that when those requests were presented to parliament, people would tell their representatives in parliament that they were potential beneficiaries of this borrowing,.

    “So, to support borrowing, but you should support responsibly knowing that the reason for the borrowing is an investment for the people and the community,

    “Also, we are constructing new bridges from Chachangi to Ebi around Taraba to Loko-oweto between Niger and Nasarawa to 2nd Niger bridge between Asaba Delta and Anambra , Ikom bridge in Cross River.

    He said that connectivity within Nigeria would improve and people would soon start to travel again, adding the government was executing over 800 projects across the country of which Muri bridge was part.

    Fashola assured the monarchs that their request on the reconstruction of the Federal road of Ohafia leading to Bende would also be attended to since it was already part of the ones approved for construction.

    Earlier, Eze Emmanuel Kalu, one of the traditional rulers of the council of Ohafia on behalf of people of Ohafia in Abia, read an appreciation letter to the minister, thanking him for the timely intervention to the cries of the people on the Muri bridge.

    “We come to show appreciation in relation to the construction of a brand new bridge over Muri river in Ebem Ohafia.

    “FERMA also assisted in repairing the old dilapidated bridge to provide temporary succour to our people who had for long, experienced hardship on account of the deplorable condition of the bridge which had almost become a dead trap.

    “We thank you for the promptness of your action which was carried out in less than two weeks after one of our sons reached out to you, requesting urgent action to avoid immediate loss of lives and property.

    “We thank you for continuing in your noble efforts of providing service to our father land.

    “We want to use this opportunity to ask you to facilitate the construction of the Federal road linking Ohafia – Bende and Umuahia, of which the same Muri bridge is part of, thank you so much for your great work.” he read.

    Mr Etgwe Uwa (SAN) also a part of the delegation urged citizens to cry out to government when they were in situations beyond them.

    Uwa said if people failed not reach out to government, government would not be able to help them since they might not be aware of such situations.

    The News Agency of Nigeria’ (NAN) reports that the highlight of the occasion was the bestowing of a traditional title of Enyi Ohafia meaning ‘Friend of Ohafia’ on the minister and presentation of a full traditional regalia to him.

    Nigeria won’t make meaningful progress without loans – Fashola

    The Minister of Works and Housing, Babatunde Fashola, has defended the Federal Government’s resort to loans to expand infrastructure in the country.

    Fashola, during an interaction with newsmen said that the country would not make meaningful progress without taking loans to boost infrastructure.

    He explained that borrowing is not a sin and it is part of the essence of keeping the economy growing.

    ”It is in our own interest that the government does some borrowing and spends it on investment because that sector contributes to the Gross Domestic Products (GDP) and contributes to employment.

    “I do not support irresponsible borrowing so let us be clear; there has to be some sense to this.

    “So long as you are borrowing to invest and you are investing in assets then we can have this debate from morning till night and I don’t think I will come out unsuccessful.

    “I agree everybody must keep their eyes open about how money is being borrowed, what it is being used for and whether the debt is sustainable.

    “We just delivered a rail programme through the Ministry of Transportation; that is a 100-year asset that you have got now.

    “So some economists say wait until you gather the money, that’s bad economics,” the minister said.

    While pointing out that many developed countries created super economies through borrowing, Fashola said that the recent loans obtained by the Federal Government would not mortgage the future of Nigerians.

    “We came from a background of colonialism where we were told that if you go borrowing you go sorrowing, so, my parents and their generation told us never to borrow.

    “But while we were not borrowing, those who laid the rules started borrowing.

    “The largest debtors in the world today are from the West. But with borrowing they have created super economies, built massive train terminals, massive airports, schools and hospitals.

    “And you know what is happening, we go to use them and they charge us, so who is paying?

    “I have heard people say they are mortgaging the future of people, as we are holding this meeting, one new baby has arrived, if you don’t prepare for him you make that future bleak.

    “As at the time we were building Lekki Bridge in Lagos, it was N29 billion, the child that was born then in 2010 is going to be 11 this year.

    “If his mother carrying his pregnancy had crossed that bridge at any time, he used that bridge before he was born and we had secured that asset for him before he arrived.

    “If we wait until he is about 30 to build that bridge, we can’t buy it at N29 billion anymore.

    “So, if he contributes to paying it so be it because he started using it before he even arrived.

    “So, those who said don’t borrow have changed their minds, they have set parameters of debt to GDP and within those parameters you play very well.

    “And those who say so now, where were they in 2005 or 2006 when the government paid out 12 billion dollars in cash to go and buy a tent when the house is flooding, who does that?

    “They took 12 billion dollars in cash to go and write off debts that have been classified.

    “The roads were bad then, the rail was not built, airports needed expansion, Lagos-Ibadan (express way) needed to be built.

    “But since the aftermath of going to write off that debt we started borrowing again, so this administration did inherit all the debt.

    “There is a sector of our economy called the financial services sector, if all of us put money in a bank and nobody is borrowing, that bank is going to fold up.

    “So, if you have anybody in any venture capital, finance house, mortgage bank, it is because the government is borrowing that they can pay their salary.

    “Borrowing is not a sin, it is part of the essence of keeping the economy growing and the armchair economists talking about public expenditure for example who have never run a government must be careful what they feed to the public,’’ Fashola added.

    Road accidents claimed more lives in January than COVID-19, Malaria combined – Fashola

    The Federal Government has expressed worry over the inceasing loss of lives to avoidable accidents in the country.

    It said road accidents claimed more lives in January 2021 than COVID-19 pandemic and malaria fever combined.

    Works and Housing Minister Babatunde Fashola said this on Wednesday while addressing Sate House correspondents at the end of the week’s virtual Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari.

    Fashola said his concern was contained in a note he presented to the FEC on the need for the government and Nigerians to be wary of the situation and take it easy on the roads.

    The minister said most of the accidents were not caused by bad roads but by many other factors.

    He said the Lagos-Ibadan highway, the Abuja-Kano highway, and Abuja-Keffi-Lafia highway, recorded the highest cumulative number of road accidents.

    “Because of the importance, Council was of the considered view that I brief about the need to take notice of the increased number of road traffic crashes on Federal highways. This is because every month, we get reports from officials of the Federal Road Safety Commission (FRSC), who are usually one of the first arrivals at crash sites on the highways.

    “Those reports are addressed to the Presidency through the Secretary to Government of the Federation (SGF), where the FRSC is domiciled. But they are copied to my office and we pay attention to these things. We noticed, unusually, high numbers in January 2021, which we compared with January 2020, 2019 and 2018.

    “We saw that in January 2021, the number of people who died from road crashes exceeded the combined number of people who died from malaria and COVID-19 in the same month.

    “While malaria and COVID were receiving national concerted attention, we considered it necessary to bring this to the attention of government as part of our strategy for protecting lives and property,” he said.

    Fashola said the Lagos-Ibadan, Abuja-Keffi-Lafia and Abuja-Kano highways were identified as recording the highest number of casualties.

    “So, we identified the need for various actions to be taken from municipal, local government level to state and national level. I acknowledge the fact that after this memo was listed, I got the notice of a Presidential Committee, the National Road Safety Advisory Council, which will be inaugurated tomorrow (Thursday) by the Office of the Vice-President.”

    “This is one-step in the right direction under the aegis of the National Economic Council (NEC). Therefore, that should bring all the 36 states together. We can take this conversation there,” Fashola said.

    The minister listed some factors that contribute to the carnage the measures being put in place to address the problem.

    “We saw that the biggest factor for these accidents: from speeding, loss of control, wrongful overtaking, brake failure, tyre blow-out points, to the role of the driver. Consistently over the years and this data is available, the impact of bad roads and accidents was less than 2 per cent.

    “These factors I have mentioned: speeding, loss of control, wrongful overtaking, cumulate to over 70 per cent. If we reduce this, we bring the numbers down.

    “So, I think our focus as a government is that we’ve agreed that the driver has a role to play, starting from education and certification. So, this is going to be a multi-disciplinary activity from the Ministry of Education, Ministries of Information, FRSC, state and local governments in terms of how they test and certify drivers,” he said.

    Road: Fashola clears air on RCCG’s Petition

    Minister of Works and Housing, Mr Babatunde Fashola, has clarified the issue of payment to Cartil Construction Nigeria Limited in respect of the rehabilitation of Ife-Ifewara road in Osun.

    The Redeemed Christian Church of God (RCCG) had alleged that payment was made to the contractor by the ministry for rehabilitation of the road which was done by the Church between 2016 and 2019.

    The Director of Press and Publicity, FMWH, Mrs Boade Akinola, disclosed this in a statement on Thursday in Abuja.

    Akinola explained that Fashola was speaking at the Public Hearing of the Senate Committee on Ethics, Privileges and Public Petitions.

    Fashola debunked the allegation by RCCG that monies were paid to the contactor.

    The minister clarified that no payment was made by the current administration with respect to the rehabilitation of the road.

    Fashola stated that the contract was awarded to Messrs Cartill Construction Nigeria Limited five years before the Buhari Administration and six years before he was appointed as a Minister of Works and Housing.

    He said that the then Minister of Works only approved the mandatory 15 per cent mobilisation fee on March 31, 2011 and another payment was made after the work had reached about 26.21 per cent on Dec. 29, 2011.

    “These payments were all made four years before the Buhari’s administration,” he explained.

    He stated that the ministry did not make any payment to the contractor as a refund or certify any work done between 2016 and 2019.

    Fashola added that the road in question was not a federal road but the contract was initiated as Parliamentary Constituency Project which was domiciled in the budget of the ministry.

    Hence the intervention of the Federal Ministry of Works and Housing.

    While he thanked the chairman and other distinguished members of the committee for its impartial and dispassionate consideration of the petition, Fashola said that there was no basis for the petition by way of facts or evidence.

    While commending the leadership of RCCG for intervening in the rehabilitation of the road, Fashola explained that there were procedures to be followed in intervening on federal and state roads.

    Responding on behalf of RCCG, the Petitioner, Pastor Niyi Adebanjo apologised to the minister saying that the petition was not targeted at him, but was meant to expose some perceived sharp practices.

    Adebanjo said that they thought that the Federal Government was to approve another payment for the road which was rehabilitated free by Pastor Encoh Adeboye as part of the church’s Social Corporate Responsibility.

    “The rehabilitation of the road was awarded and paid for by Pastor Enoch Adeboye, hence any further claim by any company should be seen as illegal and unjust.”

    “Ministry of Works and Housing deserves an apology from us and because the whole world is listening to us, I tender that apology “Unreservedly,” he said.

    Speaking, the Committee Chairman, Sen. Patrick Akinyelure, commended the minister for his presentation and for correcting the impression that some monies were paid during the Buhari led administration.

    He said that the purpose of the public hearing was to clear all grey areas regarding payments that were alleged to be paid by the ministry and not to witch-hunt anybody.

    He commended the RCCG for the intervention and for crying out for the perceived wrong doing, but charged them to follow due procedure and guideline in future intervention to avoid a repeat of such occurrence.

    FG intensifies effort to complete Numan-Cham road – Fashola

    Minister of Works and Housing, Babatunde Fashola, says the Federal Government is intensifying efforts to complete the ongoing Numan-Cham section of the Gombe-Yola highway.

    Fashola, represented by Mr Funsho Adebiye, Director, Federal Highways Construction and Rehabilitation, made these remarks during an on-the-spot assessment of the project in Numan on Thursday.

    The minister expressed optimism on the quality of work, assuring that the project would soon be completed.

    “The purpose of the site visit is to have a closer look at the critical section of the road, to examine the challenges confronting the work and find ways of solving the problem.

    “Among the challenges, we identified causing the delay of the project include insecurity, bad soil (clay) on the side near Savannah and watery areas.

    “So far, 17.4 kilometres from the critical section had been covered and the remaining 28.9 kilometres would not take a long time to be completed,’’ the News Agency of Nigeria (NAN) quotes the minister as saying.

    He stressed that the government and the contractor had reached an agreement for the company to deploy another team from Cham at Gombe end to complete the work in time.

    The Deputy Project Manager of CCG Ltd, Mr Simon Omale, complained to the visiting team about the lack of prompt payment.

    Omale said that the delay in payment of the contractor was the major factor behind the slow pace of work on the project.

    “If the government can guarantee our payment, we promise to complete this project within a possible short time,’’ Omale said.

    NAN reports that the contract for the road project was awarded in 2017 for about N9 billion.

    In 2020, the Federal Government added another N7.6 billion for the ‘urgent’ rehabilitation of the road.

    NAN also reports that the road, linking Gombe and Adamawa states, had been in deplorable condition for many years.

    Minister of Works and Housing, Mr Babatunde Fashola, said on Thursday that the Third Mainland Bridge in Lagos undergoing repairs, would be totally reopened to traffic ‘’this weekend’’.

    The News Agency of Nigeria (NAN) reports that Fashola, who gave the assurance during a radio phone-in programme, did not specify which day of the weekend to expect the reopening.

    “I can tell you now that this weekend, it will be opened definitely; my directors are still in Lagos; the major works have now been finished, so let me say that again by way of information.

    “Definitely this weekend it will be reopened. I will announce the date toward Friday and the reason why I am holding back the exact date is that we are government.

    “Any time we say something, people must reliably be able to plan their lives around what we say,’’ he said.

    He said that lane markings and finishing touches would be done within the next 48 to 72 hours, adding that the total shutdown of the bridge to happen midnight on Friday would be the last before the total reopening.

    He thanked Lagos residents for their patience and understanding, assuring that the repairs had been completed and the contractor would soon pull out of site.

    “The major works have now been finished, the piles, all the joints, all the bearings, everything is done. The last miles now are the works which were not in the contract but we insisted must be done.

    “We are asphalting some of the places on the pavement that have been affected by erosion; some of the lane markings have worn away so we want to do that,’’ he said.

    Fashola explained that some of the repairs being concluded were not visible because they were under water, adding that some diversion angles created had to be rebuilt within 48 to 72 hours.

    The minister said that some time was lost on the project during the #EndSARS protests in Lagos, adding that the bridge was now safer and better for use, assuring motorists of smooth driving experience.

    He urged Nigerians to visit the ministry’s twitter handle to get details of construction activities carried out so far on the bridge.

    NAN reports that the Third Mainland Bridge, which was going through a series of repairs, was partially shut on July 24, 2020 for another round of rehabilitation.

    The repairs, expected to last six months, were extended from January to February because of the #EndSARS protests.

    The construction was initially divided into two phases of three months on each carriageway, starting with the Oworonsoki-bound carriageway whose completion dragged to four months.

    Traffic was partially diverted on a stretch of 3.5km where construction was on-going between Adeniji Adele Ramp and Ebute Meta, while different time belts were allotted for traffic diversions on the bridge.

    The 11.8km bridge is the longest of the three bridges linking Lagos Island and the Mainland.

    The bridge starts from Oworonshoki, which is linked to the Apapa-Oshodi Expressway and the Lagos-Ibadan Expressway and ends at the Adeniji Adele Interchange on Lagos Island.

    Constructed in 1990, the bridge was the longest in Africa; until 1996 when the Oct. 6 Bridge in Cairo was completed.

    A former governor of Jigawa State, Sule Lamido, has lambasted the National Leader of All Progressives Congress (APC), Bola Ahmad Tinubu and Minister of Works and Housing, Babatunde Fashola for keeping silent on the recent attack on Fulanis in the southwestern region of Nigeria, despite their support for President Muhammadu Buhari’s presidency in 2015.

    “Fulani are Nigerians and they have the right to live as Nigerians in any part of this country. The hatred Nigerians have for Buhari aggravates the persecution of Fulani. I wonder why people like Tinubu, Fashola, Soyinka, Chibuike Amaechi and other personalities in the south abandoned Buhari on the move against Fulani. They have benefited a lot in the government and what is expected is for them to defend the president,” Lamido said.

    Lamido said the ruling All Progressives Congress (APC) no longer has any unifying factor potent enough to make it retain power beyond the eight- year tenure of President Muhammadu Buhari.

    The former Foreign Affairs Minister made the comments while reacting to political permutations ahead of 2023 general election. During an interaction with journalists in Kano, Lamido, who traced the history of emergence of APC, said failure to fulfil promises made to Nigerians would spell doom for the ruling party.

    The former governor, who noted that APC was built on Buhari’s personality and Tinubu’s strength of constituencies, insisted the contract would finally terminate by 2023 “because Nigerians have come to realise that Buhari was used by the personalities behind APC to swindle the country’s resources.”

    Lamido lamented that on the huge campaign promises on security, economic and social welfare, the APC government has failed woefully.

    “What is the basis and foundation of APC? What suddenly led to the unity of all the parties that formed opposition against PDP then. Buhari is only a small shareholder in the mega party, yet the formation of APC was done around Buhari to lead the nation, since virtually all the party loyalists lacked the personality profile to stir the ship. Buhari was used to perpetrate atrocities, and for economic interest. I can assure you the contract is over.”

    On the move against criminal Fulani herders in the South west, Lamido said they should not be held entirely responsible for criminalities in the region.

    He alleged that Fulani were facing persecution, with regard to the quit notice on criminal herders to vacate parts of Oyo and Ondo states, because of hatred and failure of President Buhari who is assumed a Fulani leader.

    “Security challenge is a major concern in every part of this country. Today, Nigerians are not safe in their own land. In Zamfara, Katsina, Sokoto, Kaduna, Borno and other places in the North, kidnapping, banditry and other criminalities are the order of the day. Why would some people single out Fulani as criminals?

    “Fulani are Nigerians and they have the right to live as Nigerians in any part of this country. The hatred Nigerians have for Buhari aggravates the persecution of Fulani. I wonder why people like Tinubu, Chibuike Amaechi and other personalities in the south abandoned Buhari on the move against Fulani.     The Minister of Works and Housing, Mr Babatunde Fashola on Thursday gave artisans plying their trade along the burnt section of the Lagos Airport Road flyover two weeks to vacate the area.

    TheNewsGuru.com, TNG reports that the Flyover which spans the Apapa-Oshodi-Ojota-Oworonshoki Expressway project being reconstructed, was engulfed by fire when a petrol tanker burst into flames on Jan. 7.

    Following the incident the Federal government immediately shut the bridge and on Jan. 8 warned the public to stay off the Airport Road Flyover pending the determination of its structural safety.

    Fashola during inspection of the bridge examined the walls of the burnt piers before going round to educate the traders on the dangers of carrying out commercial activities in the vicinity thereby, damaging road infrastructure.

    He told the traders that street trading jeopardised both their safety and that of the road and gave the traders and artisans two weeks to vacate the area around the flyover.

    He advised them to relocate to the Matori Industrial Estate in Ladipo purposely built by the Jakande government for commercial activities.

    “This is not a market, you don’t do business on the road, I am giving you two weeks to vacate this place,” he said.

    Fashola told journalists that “two weeks was reasonable time for trespassers” to vacate the highway.

    He added that work would soon commence on the service lanes of the Apapa-Oshodi-Ojota-Oworonshoki rehabilitation/reconstruction project where 20 kilometers of work had been completed.

    Speaking on the fire that engulfed the bridge, Fashola said that integrity test carried out on the bridge showed the level of damages to both the bridge deck and its pier.

    He explained that efforts were in place to repair the bridge to make it safe again for use.

    “That Airport Road Flyover will not be available for some time,” he said.

    He said that he had directed the FRSC to carry out investigation and provide information on cause of accident and owner of the vehicle, adding that, they will face sanctions if found guilty.

    He added that measures were in place to work with the office of the Attorney General of the Federation on prosecution of reckless articulated vehicle drivers causing avoidable accidents and fires destroying roads and bridges in Lagos State.

    Fashola also said that the Federal Government was going to liaise with the Lagos State Government on training and retraining of drivers towards attitude change.

    He added that road signages would be increased on Lagos highways stating that preliminary investigations by experts revealed that the articulated vehicles accidents and fires were caused by speeding.

    He listed bridges recently destroyed by fire in Lagos to include the Kara, Otedola and Obalende bridges.

    Earlier, the Director, Bridges and Designs, Mr Emmanuel Adeoye, while making his presentation told the minister that a Pier on the burnt Airport Road Flyover was “badly affected by the fire”

    Also, the Federal Controller of Works in Lagos, Mr Okukayode Popoola explained traffic diversion arrangements on ground through Oshodi for those hurrying to catch flights at the airport.

    The minister was accompanied on the trip by the Lagos Sector Commander of the Federal Roads Safety Corps, Mr Olusegun Ogungbemide and law enforcement agencies who received directives on traffic and security around the flyover.

    #EndSARS protesters’ lawyer ask panel to summon Sanwo-Olu, Fashola, Tinubu’s son, others

    The counsel for the #EndSARS protesters, Mr. Adesina Ogunlana has asked the Lagos State Judicial Panel of Enquiry and Restitution for Victims of SARS related abuses and other matters to summon Lagos State Governor, Mr Babajide Sanwo-Olu and 12 others.

    He made said this in a December 9 application to panel chairman, Judge Emeritus Doris Okuwobi.

    The application said the proposed invitees could provide information concerning the Lekki shootings of October 20 or its aftermath.

    The Nigerian Army has denied #EndSARS protesters allegations that it shot at, injured and killed several peaceful protesters at the Lekki Toll Gate.

    Besides the governor, the others named in the application include Minister of the Federal Ministry of Works and Housing Mr. Babatunde Fashola SAN; Chief Executive Officer of Loatsad Promomedia Ltd, Mr. Seyi Tinubu; Managing Director, Oriental Hotel; Divisional Police Officer, Maroko Police Station and Lekki Concession Company Officials in charge of information Technology Intelligence and Security.

    Ogunlana also requested that the panel invite officials of seven private and government-owned hospitals.

    They are: Chief Medical Director, Lagos Island General Hospital; Chief Medical Director, Reddington Hospital, Lekki and Victoria Island; Chief Medical Director, Grandville Hospital, Ajah; General Hospital, Ikeja; Chief Pathologist, Lagos State University Teaching Hospital, Ikeja.

    The rest are: The Provost, Lagos State University Teaching Hospital (LASUTH); The Chief Medical Director, Orthopedic Hospital, Igbobi, Lagos.

    They “have played certain roles to qualify as being part of those who can give relevant and useful information to the Panel for use to it purpose as regards the ‘LEKKI SHOOTING’.

    Lekki Shooting: #EndSARS lawyer wants Fashola to appear before panel

    Counsel for some #EndSARS protesters in Lagos State, Mr Adesina Ogunlana, has said Minister of Works and Housing, Babatunde Fashola (SAN), will have to appear before the Judicial Panel of Inquiry “discovery” of a video camera at the Lekki toll gate on the night of October 20.

    Ogunlana stated this while interrogating the Managing-Director of Lekki Concession Company, LCC, Yomi Omomuwasan.

    The counsel asked how many cameras do they have at the toll gate, but Omomuwasan said he did not know the total number of the cameras but one camera was removed, 15 were burned.

    Ogunlana then asked, “Okay, are you aware of the camera found by Agent FASH?”

    Mr Gbolahan Agboluwaje, the Head of the Legal Department of LCC, objects, according to him the MD doesn’t know as he wasn’t there.

    Ogunlana then asks if Mr. Fashola can be brought in for questioning.
