    LG autonomy misnomer in federalism – Fayemi

    Former Gov. Kayode Fayemi of Ekiti State and ex-Chairman, Nigeria Governors’ Forum (NGF) ,has described local government  autonomy  as a misnomer and aberration in  a federal system of government.

    Fayemi, an academic and a  former Nigeria’s Minister of Mines and Steel Development, spoke at the launch of St. Racheal’s People Consulting 2024 Leadership and Economic Summit-1.0 on Thursday night in Lagos.

    The programme had the theme: “Economic Prosperity- Secrets of Audacious Leaders”.

    Speaking on how the country could navigate out of its current socio-economic and security challenges, Fayemi said the Federal Government’s suit against state governors and the ruling in its favour was not the solution to the challenges at hand.

    “We cannot return to a unitary state. But unfortunately, we are gradually going back to a unitary from of government even though it is being dressed up as  restructuring.

    “The President (Bola Tinubu) is a federalist, he is a leader in my party, we share quite a lot in common, but I do not know any federal entity anywhere in the world where the federal government becomes the driver of what happens in the local government.

    “It does not happen anywhere in the world and the Nigerian Constitution in Section 2 is very clear that Nigeria is a federation of the federal (central government) and the state. it is not three tier,” he said.

    Fayemi, a visiting Professor at the African Leadership Centre, said it was a display of ignorance to describe the local government as the third tier of government.

    He added: “The principle of federalism is clear, it is a principle of dual federation units.

    “Anywhere in the world where we have federalism, it is the state or province or region either in India, U.S., Canada,or Australia.

    “It is now up to the state to determine whether it wants to have 20 counties, or 50 or 200 local authorities based on its own local needs. This is a misnormer ,it does not happen anywhere in the world.

    “With this latest strategy, I assure you, in the first instance, I don’t see how workable it is; it not going to work.”

    He said that if some governors had not done well in the administration of local governments,  solutions should be proffered  and tamper with what federalism entails.

    “This is not the solution, we are unitarising the country instead of decentralising the country.

    “If we can address this problem that we have all identified, we will see that Nigeria will be better .

    “We cannot solve all the problems from Abuja ,particularly the two critical problems of security and energy.

    “We need to really drill down to the local level in order to resolve those two problems. if we fix those two problems, electricity and security, Nigeria will fly,” he said.

    Recall that the Supreme Court had on July 11 given a ruling granting full autonomy to local governments.

    The ruling followed a suit instituted by the Federal Government against the governors of the 36 states of the federation a over what it called their interference in the administration of local councils in their respective states.

    The suit filed by the Attorney General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi, sought full autonomy for all local government councils in the country.

    In the suit, the Federal Government specifically prayed the court to issue an order, prohibiting state governors from embarking on unilateral, arbitrary and unlawful dissolution of democratically elected local government leaders.

    The suit also asked for an order permitting the funds standing in the credits of local governments to be directly channelled to them from the Federation Account, in line with the provisions of the constitution as against the alleged unlawful joint accounts created by governors.

    FG also prayed the Supreme Court for an order stopping governors from further constituting caretaker committees to run the affairs of local governments as against the constitutionally recognized and guaranteed democratic system.

    It equally applied for an order of injunction restraining the governors, their agents and privies from receiving, spending or tampering with funds released from the federation account for the benefits of local governments when no democratically elected local government system is put in place in the states.

    Prevent interference with Fayemi’s investigation by EFCC – Group tells Tinubu

    A civil society group, Justice and Equity Forum, has urged President Bola Tinubu not to allow interested individuals to interfere in the ongoing investigation of former Ekiti Governor, Kayode Fayemi by the anti-graft Economic and Financial Crimes Commission (EFCC) over alleged money laundering.

    The forum made the call in a statement issued by its National Coordinator, Olumide Adetifa, in Abuja on Thursday.

    Adetifa alleged that available information revealed that Fayemi was hobnobbing with a former governor of Kebbi State, who is from the same state with the chairman EFCC in an attempt to undermine or truncate his investigation by the agency.

    He also urged the president not to allow himself to be drawn into the arena of hindering justice by suspects.

    Adetifa called on all leaders of thought, law enforcement agencies, and concerned citizens to remain vigilant, support the ongoing investigation and report any instances of hobnobbing that come to their attention.

    “It is only through collective efforts that we can safeguard the integrity of our justice system and ensure that justice is served,” he said.

    The News Agency of Nigeria (NAN) reports that Fayemi had in a statement by his Media Adviser, Ahmad Sajoh, recently confirmed being invited by the anti-graft agency over alleged money laundering under his administration.

    Adetifa said that the group strongly condemned any attempt at hobnobbing aimed at undermining ongoing investigations against the former governor.

    “We firmly believe in upholding the principles of justice, accountability, and transparency, and it is with great concern that we address this issue today.

    “Any form of hobnobbing, such as engaging in close social or professional relationships with the intent to protect or shield a suspect from facing legal consequences, poses a significant threat to the integrity and effectiveness of criminal investigations.

    “Such actions obstruct the pursuit of truth, compromise the rights of victims, and erode public trust in the legal system,” he said.

    He said the that group firmly believed that no individual should be above the law and that everyone must be held accountable for their actions.

    “The deliberate interference in investigations undermines the tireless efforts of law enforcement agencies and disregards the rights of victims and society as a whole, which seek justice and closure,” he said.

    He said that the organisation stood in solidarity with all law enforcement agencies and legal professionals dedicated to upholding the rule of law over the issue of Ekiti treasury.

    He also called on individuals in positions of power and influence to prioritise justice over personal relationships and ensure that the investigation process remains independent, transparent and fair.

    He said that the consequences of hobnobbing to undermine criminal investigations are far-reaching with a lasting impact on the society.

    “It perpetuates a culture of impunity, allows criminals to evade justice, and fosters an environment where criminal activities can thrive without consequences. We must not allow such actions to go unchecked.

    “It is only through collective efforts that we can safeguard the integrity of our justice system and ensure that justice is served,” he added.

    He pledged that as an organisation committed to promoting justice and accountability, his group would continue to advocate for the rights of the Ekiti people.

    He added that the group would continue to raise awareness about the importance of independent investigations, and hold accountable those who attempt to obstruct the course of justice.

    Ekiti gov, Fayemi approves dissolution of boards, commissions

    Gov. Kayode Fayemi of Ekiti has approved the dissolution of boards and commissions in the state.

    The is contained in a circular in Ado-Ekiti signed by Mr Tajudeen Adejumo, the Permanent Secretary, Office of the Secretary to the State Government.

    The state government said dissolution takes effect from August.

    It said the dissolution excluded Statutory Commissions spelt out in Section 197 of the Constitution of Federal Republic of Nigeria, 1999, as amended.

    Other appointees whose appointments were also terminated by the circular include special advisers, who are not cabinet members; technical advisers; director-generals; coordinators; and other heads of non-ministerial offices.

    The circular noted that the dissolution was to ensure adequate preparation to usher in the incoming administration and fast-track early processing of the terminal benefits of political office holders.

    The circular urged the affected officials ”to hand over all government property in their possessions to the accounting officers or the most senior career officers in their Ministries, Departments and Agencies”.

    Fayemi will handover to his successor, Mr Biodun Oyebanji, on Oct. 16, having won the June 18 governorship poll as the standard bearer of the All Progressives Congress (APC).

    Fayemi had earlier approved the termination of the appointment of all his political aides.

    A memo signed by Secretary to the State Government, Mr Foluso Daramola in Ado-Ekiti, at the weekend, said that Fayemi approved the termination of the appointment with effect from July 31.

    According to the memo, the action was in consonance with the state’s transition law, adding that it was also to ensure payment of entitlements of the affected political office holders and their terminal benefits.

    The memo further stated that the action would paved the way for the state government to process all outstanding allowances to the affected officials for a smooth transition from the incumbent administration to the new government.

    Akpabio after a brief speech in which he hailed the Asiwaju as a man of sight and vision and thereafter stepped down for him.

    The governor went on historical lane, praising President Muhammadu Buhari before declaring his support for Tinubu.

    He hailed the resilience of northern governors for supporting the south.

    ” I am prepared to sacrifice my ambition of becoming president by submitting to Tinubu.

    Sen. Ajayi Boroffice (APC-Ondo) and Gov. Mohammed Badaru of Jigawa have also withdrawn from the All Progressives Congress (APC) presidential race.

    Former Senate President, Ken Nnamani who had earlier on withdrawn spoke but did not declare his support.

    Two days to primaries, leading presidential aspirant of the All Progressives Congress (APC) and Governor of Ekiti State, Dr. Kayode Fayemi, has debunked insinuations in some quarters that he may be asked to step down for a particular aspirant.

    The governor said he is favourably positioned and has the backing of the real stakeholders in the party ahead of the presidential primary election to clinch the APC ticket.

    An online media had reported that governor Fayemi and the other four governors held a meeting behind a closed door with Vice President Yemi Osinbajo, suggesting that the former was been pressured to abandon his presidential ambition.

    But in a statement released Friday in Abuja, signed by Head of Media and spokesman of Dr. Kayode Fayemi Presidential Campaign Organisation, Femi Ige, described such rumour as “absolute rubbish. No meeting took place between us and any aspirant about stepping down.

    “We are undoubtedly among the leading aspirants for the position and one to watch in the race. Our candidate has deep trust and respect among political leaders in the party and also from colleague Governors who form a critical mass in the decision-making process.”

    The statement asked Fayemi’s supporters to remain calm, focus, and not losing faith because of the lies fabricated by political detractors, saying no amount of late-night demarketing will work against the Kayode Fayemi Presidential project.

    Kayode Fayemi, a presidential aspirant on the platform of the All Progressives Congress, APC has reacted to claims of betraying the National Leader of the party, Bola Ahmed Tinubu, TheNewsGuru reports.

    The Ekiti State Governor noted that his ambition to run for the presidential seat is to make a difference and not an inheritance to anyone.

    Ekiti: Fayemi’s aide resigns, to support Segun Oni

    Mr Olaiya Kupolati, Senior Special Assistant on Electoral Matters to Gov. Kayode Fayemi of Ekiti state, has resigned.

    In a letter dated March 23, addressed to the Secretary to the State Government in Ado-Ekiti on Thursday, Kupolato said his resignation took effect from March 30.

    Kupolati said he has also defected to the Social Democratic Party (SDP), on whose platform he aspired to contest for the state House of Assembly seat.

    He said he will formally join the SDP at his ward in Iye Ekiti, Ilejemeje Local Government Area (LGA) of the state.

    Kupolati said that his resignation was in line with the provisions of the new Electoral Act.

    He appreciated the governor for giving him the opportunity to serve the good people of Ekiti state.

    “I perceive former Gov. Segun Oni as the best man for Ekiti after Fayemi at this trying time and I am ready to support him.

    “The former governor is a man of the people. A man of integrity, with unblemished records.

    “He has a better pedigree. He performed very well while in office in his first term, so he deserves a reelection by every standard.

    “I am also following the trend in town, especially my people in Ilejemeje, they are totally for Segun Oni and as a good leader and community person, I don’t want to work against the wish of my constituents,” he said.

    Kupolato said that it would be a gross betrayal of trust, if he work against the wish of his people, in the June 18 governorship poll.

    A Local Government Chairman in Ekiti State and Publicity Secretary of the Afenifere Renewal Group, Mr Michael Ogungbemi, has declared that the Ekiti State Governor, Dr. Kayode Fayemi, has the requisite qualifications and competence to lead Nigeria to a greater height if elected President.

    He described Fayemi as one of the few eggheads within the All Progressives Congress (APC) enclave in the Southwest, who can be trusted with power, having exhibited his mettle thrice as a state governor, federal minister and Chairman of Nigeria’s governors’ Forum.

    Ogungbemi expressed confidence in the governor’s competence, capability, capacity and strong character to lead the country and unite all ethnic groups in such a fashion that can guarantee unity of purpose to be able to defeat all adversaries.

    Ogungbemi said: “As a seasoned and respectable professional, administrator and technocrat in Nigeria and across the world, Dr Fayemi will elevate to a national status the magical “Rescue Mission” he brought to Ekiti in 2010 that had radicalised the land and rejigged the economic, political and social systems in an enigmatic fashion.

    “Dr Fayemi’s experience as a Historian, Political Scientist and War Expert specializing in Civil-Military Relations, are indicative of the fact that he has the requisite knowledge and sound understanding apart from being well informed” to lead the country.

    Tracing Gov. Fayemi’s scholarly contributions to national and global growth, Mr Ogungbemi said: “Some of his research and policy interests include democratization, constitutionalism, security sector governance and regionalism in the global context – an indicator that he had gone through the right democratic tutelage”.

    The Chairman, Nigeria Governors’ Forum (NGF), Gov. Kayode Fayemi of Ekiti State, on Thursday explained that security votes collected by state governors are used to support security agencies and their operations to enhance security in the states.

    Fayemi stated this while speaking as a panel discussant during a two-day multi-stakeholders meeting on the “Peace and Inclusive Security Initiative”, organised by the NGF in partnership with the Center for Democracy and Development (CDD) in Abuja.

    Fayemi, responding to questions on what the governors do with security votes and why they are against local government autonomy, said not all governors collect security votes.

    “Security vote has a history. And I will urge you to look for a book by Chief Jerome Ugoji – “Serving three masters. You will find in that book the origins of security votes in Nigeria.

    “You say what do we do with it? Without mincing words, I can’t speak for others, but I also get feedbacks from other states in my capacity as chairman of the governors forum.

    “There is hardly any of these institutions that you are talking about that we do not fund. We fund the police.

    “Quote me, State governors fund police more than the Federal Government. We buy them vehicles. We pay them allowances. In some cases we even buy ammunition’s, of course under the authority.

    “And if we are to engage our Military in aid to civil authority, which you will find actually in 36 states in this country, we fund it.

    “Today, the military is involved in internal security operations, which really is a problem, because for me, when you inflate the role of the security institution, beyond its primary responsibility, you also have consequences that will come with that. That may not be palatable.

    “But that is where we are, because most Nigerians don’t trust police. They will still come and beg governors to say ‘can you ask the brigade commander to put a roadblock in my area’.”

    Fayemi said sometimes ordinary citizens insist that governors should engage soldiers even though military roadblocks could not be set up everywhere because the number of soldiers is limited.

    “If you engage the military, in a civil authority, your state is responsible to pay for the operations of the men that are engaged in that activity and not expect the military also to share that burden because that is not their primary responsibility.

    “You have taken them out of their primary responsibility, you have to pay for it. So we pay for that, we pay for Civil Defense.

    “There is no security institution that you have that states are not responsible to more than the Federal Government that has primary responsibility for them.”

    On local government autonomy, Fayemi said while he had no objection to local authority playing a role in local security, the debate about local government autonomy is a totally different debate.

    He said the belief of the NGF is that local government autonomy is the business of the state.

    He added that while the clamour for local government autonomy is a populist demand, he does not think it serves the purpose that they want it to serve because of capacity challenges, experienced both at state and local government level.

    Speaking on the perception that state police could be abused, Fayemi said that what he suggested was multi-level police system – at the Federal, State and Local Government levels.

    Fayemi who said there is possibility of abuse of police at any level, added that there are mechanisms in the constitution to protect citizens rights.

    “In most countries where you have multi-level policing, there is a regulatory authority that is responsible for punishment, and sanctioning those who go beyond their own responsibilities.

    “I think that is what we should be talking about rather than talking about the possibility of abuse, there would always be possibility of abuse,” he admitted.

    Earlier in his opening remarks, Fayemi said that the level of insecurity across the country has not only jeopardised citizens’ safety and means of livelihood, but also impeded the exercise of the rights of Nigerians.

    The Ekiti governor noted that this had impeded particularly the right to life and the right to movement, and ultimately the country’s socio-economic development

    He, however, said that how well the country responded to the security challenges would be determined by the level of collaboration between state and non-state actors.

    “It is in recognition of this that we have invited the Security Agencies, Civil Rights Organisations, Faith-based, and Traditional Institutions here represented in this summit.”

    Fayemi said the meeting was convened to harness peoples’ views and make policy recommendations towards addressing the security challenges faced in the different geopolitical zones of the country.

    He pledged the NGF’s support for any effort to create a more inclusive and collaborative platform to mobilise an immediate national response to the country’s security challenges.

    The Governor of Plateau State, Simon Lalong, who was also the second discussant, said that supporting multi level policing is different from supporting state police.

    Lalong, represented by his Deputy, Prof. Sonni Tyoden, said that the existence of vigilantes is an aspect of multi policing, which Nigeria had not been able to get the best from.

    “This is because the vigilantes have not been really treated as part of the security structure we operate. And I think that is what we need to do.

    “The existence of vigilante groups is a manifestation of the disenchantment with the existing security apparatus.

    “I think if we model the vigilantes properly, incorporate them into the security structure, I think we will get something better out of it,” he said.

    A Senior Fellow at CDD, Prof. jubril Ibrahim, in his remarks, said the centre was conscious of the fact that a lot of consequences of the insecurity in the country fell on the state.

    He said that the centre also recognised the efforts by state governments to address the challenge.

    He said that the CDD is engaged in researches on the dynamics of insecurity at the grassroots level, what was been done to address it, suggestions on ways forward and other programmes.

    The highlights of the event include the launching of a report titled “Multiple Nodes, Common Causes: National Stakeholders of Contemporary Insecurity and State Responses in Nigeria”, written by the CDD.
