  • FEC approves additional N80b for rehabilitation Lagos-Ibadan expressway

    The Federal Executive Council (FEC) has approved N143.2 billion contracts for construction of roads and bridges across the country.

    Among these is an additional N80 billion voted for the Lagos -Ibadan expressway. This will take care of the rehabilitation of 84 kilometers section two (Ibadan to Sagamu) of the nation’s busiest expressway.

    The Council last month approved N64.1bilion to be spent on section one (Lagos to Saganmu).

    Minister of Power, Works and Housing Babatunde Fashola stated this at the end of an eight- hour FEC meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa.

    Other minister at the briefing are: Minister of Information Lai Mohammed, Minister of Transportation Rotimi Amaechi, Minister of Environment Jibrin Ibrahim, and Minister of Water Resources Suleiman Adamu.

    Fashola said: “The contract awarded to RCC at the cost of N96 billion before is now revised by N80.199 billion to take the total cost to N176.503 billion. The major component is the change of the type of bitumen, the swamps that have been encountered, the depth of the design for the road, which is 1,100 millimeters, roughly about 43 inches of reconstruction from base.

    As you might know, the road is being expanded from two to three lanes on both sides. Also we are installing Glover leavers, toll plazas and service lanes. All these to accommodate the changes that have taken place, which were not conceptualised when the road was first built.”

    He said FEC also approved N18.87 billion for the rehabilitation and repair of the Third Mainland Bridge in Lagos.

    He said: “The repair of the Third Mainland Bridge was conceived in 2011 but was not awarded because there were no budgetary provisions.

    But we have created budgetary provision for it as part of our national bridge maintenance strategy because our bridges haven’t been maintained for decades. This was for N18.87 billion to Borini Promo.

    Essentially, what they will be doing is pile repairs. Piles are the foundations that hold the bridge. We are starting with the first 33 piles that are in critical conditions, then another set of 19 piles, and then 44 piles. And a general maintenance of 177 piles that form the entire foundation of the bridge. The other work is to replace the expansion joints.” he said.

    According to him, Council also approved N38.03 billion to RCC for the 72 kilometers Ninth Mile to Orukan road in Enugu State.

    He said that FEC also okayed award of remedial interventions in four roads in the country.

    The Minister added: “The roads are parts of Jebba-Mokwa road in favour of CGC for N1.079 billion. Ijebu-Ijesa- Ekiti State border road in favour of Time Building Construction company for N538 million. Emergency repairs of Ijebu-Ijesha Ekiti State border road section two in favour of Invest Right Ltd in the sum of N562 million. And the rehabilitation of failed sections of Asaba-Ilaibu Edo State border road in favour of Setraco Ltd for N830 million.”

    The four roads are part of the 44 roads whose approvals were received.

    The remaining 40 roads, he said, were being dealt with at the ministerial level because of the amount involved.

    He said that Council also approved a contract for Ile bridge in Osun State at the cost of N2.546 billion.

    Fashola also said that Council approved memo on behalf of Transmission Company of Nigeria for purchase of 50 gas circuit breakers at the cost of N120 million in favour of CG Industrial.

    Minister of Transportation Rotimi Amaechi said that FEC constituted a committee to take inspection trip to the East-West road towards completing the project.

     

  • FEC approves N64.108b for Lagos-Ibadan road project

    The Federal Executive Council (FEC) on Wednesday approved N64.108 billion for additional work on 43 kilometres’ part of section one of the Lagos-Ibadan expressway.

    Minister of Power, Works and Housing Babatunde Fashola, who spoke with reporters after about six hours’ FEC meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja, said it was part of the N68.6 billion approved for roads projects.

    He was with Minister of State for Agriculture Heneiken Lokpobiri, Minister of Health Isaac Adewole, Minister of Water Resources Suleiman Adamu and Senior Special Assistant to the President on Media and Publicity Garba Shehu.

    The new approval, Fashola said, is to accommodate the changing factors occurring on the project and also to modify the bitumen for the road to withstand heavy vehicles.

    This covers Glover leaves, pedestrian bridges, toll plazas for that section so as to accommodate changing nature of that road since conception. So many new structures, religious institutions, factories, universities and increased human activities that have come up along that road.

    The inherited design didn’t provide for all these at all. The second section under RCC about 80 kilometres will come to council to incorporate similar works, including drainage works etc, when we finish procurement,” the minister said.

    The minister added that N4.57 billion was approved for Sumaila-Falala-Birni Bako-Bauchi road linking Bauchi and Kano State.

    Lokpobiri said FEC approved new 10 rice mills at a cost of N10.7 billion.

    The 10 states the mills will be located, he said, included Kebbi, Zamfara, Benue, Kogi, Bayelsa, Anambra, Kaduna, Ogun, Niger and Bauchi.

    Each of the mills, he added, will have capacity to produce 100 tonnes of rice per day.

    According to him, the private sector will manage the 10 mills.

    The Senior Special Assistant to the President on Media and publicity, Garba Shehu, said N10 billion was approved to fight erosion.

    This is the fourth quarter soil erosion, flood and pollution accelerated intervention projects worth about N10 billion. These are projects that cover the length and breadth of the country,” he said.

    He added that $460 million was approved to facilitate usage of new buildings located at main airports in the country, which could not be put to use at the beginning of this administration.

    Minister of Water Resources Suleiman Adamu said the FEC approved the two memos his Ministry brought to the council for argumentation of existing projects.

    He said N93 million was approved for erosion control in Tambuwal Local Government Area of Sokoto State.

    The other memo, he said, concerns the Azare-Jere project, which is a spill off from the Gurara Dam pipeline water transfer.

    He said N1.57 billion was approved to pay the outstanding liabilities to the contractor, SCC Nig. Ltd.

     

  • FEC approves dredging of Warri-Escravos seaport for N13bn

    The Federal Executive Council (FEC) presided over by Vice President Yemi Osinbajo on Wednesday approved the dredging of the Warri- Escravos seaport for N13 billion.

    The Minister of Transportation, Mr Rotimi Amaechi, announced this while briefing State House Correspondents at the end of the FEC meeting.

    The approval followed the presentation of the proposal early in the meeting by the Managing Director of the Nigeria Ports Authority, Hajia Hadiza Bala Usman.

    “We got an approval for the dredging of the Escravos-Warri Seaport and the replacement of the bad navigational aids. The total cost of the project was N13 billion,’’ Amaechi said.

    The Minister of Water Resources, Mr Suleiman Adamu, also said that the ministry got approval for three memoranda submitted to FEC highlighting the problems in the water and sanitation sector.

    “Ours was policy memo highlighting the crisis facing the water and sanitation sector in the country and the need for government to take action.

    “We highlighted the fact that urban water supply is regressing, access to improved sanitation has decreased over time that we will not be able to meet the SDGs.

    “WASH (Water, Sanitation and Hygiene) service in the rural areas are unsustainable, our share of the spending on WASH sector has declined from 0.7 per cent to 0.27 per cent of the GDP in 2010.

    “These are just very far lower than the regional value.

    “We submitted a memo to council asking them to approve an action plan that we have been working on for the past few months on how to redress these issues.

    “And we had three prayers for the council to approve the action plan and for Council to approve that the country should declare a state of emergency on the water and sanitation sector,’’ he said.

    The Minister also said the ministry prayed for the establishment of a WASH fund for the country where the federal and state governments and international donors could put in money for addressing the crisis in the water and sanitation sector.

    He also requested that henceforth the budget for water and sanitation be significantly increased so that the challenges could be effectively tackled.

    “We are grateful that council accepted our prayers and we move on with the action plan going forward,’’ he stated.

     

  • FEC approves N20bn for Ikorodu – Shagamu expressway

    The Federal Executive Council (FEC) meeting on Wednesday approved N20 billion for rehabilitation of Ikorodu – Shagamu expressway.

    The Minister of Information and Culture, Lai Mohammed, who stood in for the Minister of Power, Works and Housing, Babatunde Fashola, disclosed this to State House correspondents at the end of the meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.

    According to him, the project will reduce accidents on the highway and loss of production time.

    He also said the project when completed would enhance movements of petroleum products and agricultural produce.

    The Minister of State for Aviation, Hadi Sirika said FEC also approved N4.233 billion for airport fire- fighting equipment.

  • Osinbajo presides over FEC meeting as Buhari visits Yobe

    Vice-President Yemi Osinbajo on Wednesday presided over the Federal Executive Council (FEC) meeting as President Muhammadu Buhari embarked on visit to Yobe in continuation of his tour of troubled areas in the country.

    The President, who left the Presidential Villa for Damaturu, Yobe, at about 9.10a.m., is expected to meet and address traditional rulers and opinion leaders as well as parents of the missing Dapchi schoolgirls.

    Buhari had earlier visited Taraba and Benue States where he met and condoled with governors and people of the states over recent incidents that led to tragic loss of lives and destruction of properties worth millions of Naira.

    The President is also billed to visit Zamfara and Rivers States over recent terrorist attacks and criminal activities in the States.

    It would be recalled that an alleged notorious armed bandit in Zamfara, Buhari Tsoho, popularly known as Buharin Daji, believed to have been terrorising Zamfara communities for several months was on March 7 killed by repentant cattle rustlers in the state.

    Tsoho’s death was confirmed by the state government after parading his corpse in Gusau, the state capital, a day after he was killed.

    The Federal Capital Territory (FCT) would today update the FEC on its activities since Nov. 2015.

  • President Buhari presides, as service chiefs expected to brief FEC

    President Muhammadu Buhari is presiding over the Federal Executive Council (FEC) Meeting at the Council Chamber, State House Abuja today.

    Three ministries are slated to update the Federal Executive Council (FEC) on their activities since November, 2015, during the FEC meeting on Wednesday.

    Also in attendance at the FEC meeting are the Vice-President, Prof. Yemi Osinbajo, Secretary to the Government of the Federation, Mr Boss Mustapha and the Head of the Civil Service of the Federation, Mrs Winifred Oyo-Ita.

    Others are the National Security Adviser, retired Maj.-Gen. Babagana Monguno and the Chief of Staff to the President, Malam Abba Kyari and other cabinet members.

    TheNewsGuru learnt that service chiefs may also update the council on the successes and challenges in the nation’s security sector.

     

  • JUST IN: FEC meeting won’t hold this week – Presidency

    The weekly meeting of the Federal Executive Council (FEC) has been canceled for this week.

    The cancellation was confirmed in a statement from the presidency.

    “The meeting of the Federal Executive Council (FEC) will not hold on Wednesday, February 28, 2018.

    “This is due to the participation of President Muhammadu Buhari and a significant number of ministers at the High-Level Meeting of the International Conference on Lake Chad Basin, at the Transcorp Hilton Hotel, Abuja, for the better part of that day,” the presidency stated.

     

  • FG approves N2.2 billion for rehabilitation of Bill Clinton Airport Drive

    The federal government has approved the sum of N2.2 billion for the reconstruction and rehabilitation of the Bill Clinton Airport Drive by the Federal Capital Territory Administration (FCTA).

    This is arising from the Federal Executive Council (FEC) meeting held on Wednesday, where the FEC, presided over by President Muhammadu Buhari, also approved 6.7billion dollars for the construction of Ibadan-Kaduna standard gauge railway project.

    “The Federal Executive Council (FEC) has approved the sum of N2.2 billion for the reconstruction and rehabilitation of the Bill Clinton Airport Drive by the Federal Capital Territory Administration (FCTA).

    “Bill Clinton Drive is the spur road directly linking the Nnamdi Azikiwe International Airport Road with the Shehu Musa Yar’Adua Expressway. It is a major national and international gateway to both the city of Abuja and the country.

    “The scope of work includes removal of existing bitumen and pavements as well as carrying out asphalting, resurfacing shoulder dressing & provision of surface water drainage among others. The road, constructed in the early 1980s, has since exceeded its lifespan of 20 years,” the Presidency said in a statement.

     

  • FEC approves N25bn for road, irrigation projects, releases $1m for contraceptives

    The Federal Executive Council (FEC) has approved N25 billion for repairs of Hadejia-Nguru road, linking Jigawa and Yobe states and the completion of Gari irrigation projects to serve Kano and Jigawa states.

    Water Resources Minister Suleiman Adamu and Minister of Water Resources Suleiman Adamu, and Minister (State) for Power, Works & Housing, Mustapha Shehuri, made the disclosure on Wednesday at the end of the weekly FEC meeting in Abuja.

    Adamu said that FEC approved N14.5 billion for the completion of Gari irrigation projects meant to serve Kano and Jigawa states, which according to him, had been abandoned since 2000 after it was over 50 per cent completed.

    The project, he explained, was one of the 116 abandoned projects inherited by the ministry and among the top priority projects of the government because of its capacity to serve 2,000 hectares.

    Shehuri said that the Council also approved N10.5 billion for the repair of Hadejia-Nguru road linking Jigawa and Yobe states.

    He said the 30-kilometre road project had been awarded to a civil engineering company, Mothercat.

    Also speaking, the Minister of Heath, Prof. Isaac Adewole, said that the Federal Government had released $1 million for the delivery of contraceptives for the enhancement of quality family planning among Nigerians since 2016.

    According to him, procurement for the implementation of the plan led by a committee chaired by a director in the ministry had equally been secured.

    He said that the ministry had submitted nine proposals which had been approved by the Council since 2016.

    According to him, following a presidential approval of the joint venture agreement between the federal government and May & Baker for the production of local vaccines, a board had been constituted on January 19 to oversee the venture and consequently, Nigeria will begin to produce its vaccines within the next two years.

  • FEC approves N377b for roads, power, education, others

    The Federal Executive Council (FEC) meeting on Wednesday approved over N377. 53 billion for projects covering roads, power, education, water, health among other projects, after over six hours deliberations.

    Ministers of Transportation Rotimi Amaechi, Power Works and Housing Babatunde Fashola, Water Resources Suleiman Adamu and Federal Capital Territory (FCT) Mohammed Bello briefed State House correspondents at the end of FEC meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja.

    Fashola, said council approved the completion of Police Service Commission headquarters in Abuja.

    He said: “That project was approved for variation to enable its completion over the next six months. The initial cost was N3.486 billion and it has been increased to 3.925 billion, it is a variation of N439.113 million.”

    He said council also approved Nnamdi Azikiwe Mausoleum in Anambra State. The project was started but not completed by the previous administration.

    “Council approved the additional funding to complete it from N1.496 billion to N1.953 billion”.

    He said council approved road projects, which include Abuja-Kaduna-Zaria to Kano, at the cost of N155.7 billion and Efire-Araromi-Aiyede-Aiyela road to connect Ondo and Ogun State at cost of N14.4 billion.

    The minister said for the Amansia section of Enugu-Onitsha highway, council approved the variations of the cost of N38.74 billion to enable the contractor progress with the work.

    Fashola said council also approved money for the intervention of education and healthcare.

    It approved the provision of the independent power plant to nine universities and one teaching hospital as the first phase of the pilot programme to cover 37 universities at the cost of N38.965 billion to provide dedicated power to the universities, which include street lighting and workshop to train the students post-completion.

    Adamu said council ratified augmentation of funds to complete Adada dam, Igbo-Atiti LGA in Enugu State, with the aim of providing water to the university town of Nsukka.

    It comprises of a dam, some kilometres of pipeline, water supply to some communities along the route and to water treatment plant.

    The Enugu State government, he said, is expected to take the conveyance system from where we stop from the water treatment plant into Nsukka town and provide the necessary distribution, storage and reservoirs.

    He said: “The project was started in 2010. This project has been augmented and council approved that the project be completed now at N5.6 billion by the end of 2018.

    Amaechi said council approved production and distribution of core text books for early education classes 1-3 and for primary 4-6 in public schools nationwide.

    According to him, the government has resolved to investigate distribution of textbooks to schools in the country between 2009 and 2011 before commencement of the distribution of the new textbooks.

    “Council also gave approval for Jos Central Library and the construction of the faculty of animal sciences and engineering,” he said

    Amaechi said: “For Ministry of Transport, we had approval for two vessels called pilot cutters to escort vessels into the seaport. Prior to this time, they were hiring now. We have approval for NPA to buy theirs at the cost of N1.9 billion.

    “Also council approved another two vessels of 17 meters in the eastern port that will help monitor and assist vessels into the seaport at the cost of N1.2 billion.

    “Council also approved the award of contract for direct procurement of installation and commissioning of Wide Area of multilateration for the Gulf of Guinea at the cost of N3.9 billion. This is to help capture those equipment flying below the radar, for us to be able to pick them because it will be dangerous if we cannot because a lot of them use helicopters.

    “There was also an approval for the consultancy services to construct a new terminal building at Mallam Aminu Kano Airport. We just want to complete the payment, which is at N621 million.

    “Council also approved the purchase of flight calibration inspection at the cost of N111.6 million.

    “One other key project that was approved is the engagement of consultants for the project management, monitoring and evaluation including media and public relations services of the UNEP report.

    “The president has also directed immediately that remediation should start and so the processes for remediation should come to council within the next six months so that we can commence the activities of reclaiming the land from the disastrous stage that it is now. The President reminded the cabinet that he was in Ogoni during the campaign and had promised that the UNEP report will be carried out.”

    The FCT Minister said council approved the completion of the Goodluck Jonathan Way in the FCT that links traffic from Keffi-Nyanya into the city.

    “We got an augmentation of an additional N3.8 billion and with the funding, the road will be completed any moment from now.

    The Senior Special Assistant on Media and Publicity Garba Shehu said that the FEC which will continue today, has gone halfway into the over 40 memos for consideration.

    According to analysis of the various projects later released by Shehu, the road projects are coming at a time when the administration has increased the pace of the completion of the Lagos-Ibadan expressway and is considering increasing the scope of work on the East-West expressway, Port Harcourt to Lagos, the Second Niger Bridge and other roads.

    “The first two years of the government have witnessed a drastic reduction of the number of stalled road projects and the commencement of new ones all over the country. At the rate it is boosting infrastructure investments, roads, rail and power, the Buhari administration has undoubtedly found the road to glory,” he stated.

    He said the meeting was extended to today to enable the council deliberate and take decisions on pending issues.

    According to him, the Federal Government plans to make Nigerians happy by providing tangible and meaningful projects to uplift their quality of life.
