    FEC approves construction of coastal, trans-sahara routes

    The Federal Executive Council (FEC) has approved the construction of portions of the Trans-Sahara routes running from Enugu to Ogoja, and from Badagry to Sokoto.

    The Minister of Works, Sen. Dave Umahi, disclosed this while addressing newsmen after the FEC, held at the Presidential Villa, Abuja, on Monday.

    Umahi stated that the FEC directed the Ministry of Finance to expedite action on its own part.

    He said: “I presented a memo for approval on the Coastal roads running from Lagos to Port Harcourt to Cross River.

    “And then one of the harvest roads to Trans-Sahara route, which is running from Enugu, Abakaliki-Ogoja down to Cameroon, is Africa Trans-Sahara, and another road under Phase 2.

    “Also from Badagry to Sokoto. So, it was approved to be into finance in a model of EPC + F, which is Engineering, Procurement, Construction and then Plus + Financing.”

    Umahi said that the council deliberated, approved and directed the Ministry of Finance to expedite action on its own part.

    On his part, FCT Minister, Nyesom Wike, disclosed that FEC approved the award of contract for the construction of access roads for the Abuja Light Rail.

    “We are aware that President Bola Tinubu has given a directive that very soon he would want to ride on the light rail and that will not be possible if there are no access roads for commuters in communities around.

    “Recently, the council approved for a Lot 3 but this one has to do with Lot 4. Lot 4 has to do with communities around the airport.

    “If we don’t create access road it will be difficult. And so it has been approved to Messers CCPCC at the cost of N5.5 billion,” Wike said.

    Obasanjo and former Minister clash over Mambilla project

    The Mambilla Hydropower Project situated in Kakara, Taraba State, with an anticipated capacity of 3,050 megawatts, was initially envisioned as a game-changer in Nigeria’s energy sector, but has been marred by controversies and legal disputes over the years.

    Former President Olusegun Obasanjo, in a recent interview, claimed that a former Minister of Power and Steel, Olu Agunloye, had awarded the project’s contract fraudulently without obtaining Federal Executive Council (FEC) approval.

    Obasanjo further stated that no minister during his administration had the authority to sign such a massive contract without his consent.

    Agunloye, on Sunday, accused former President Olusegun Obasanjo of distortion of facts over the stalled multi-billion-dollar Mambilla Hydropower Project.

    Contesting Obasanjo’s assertions, Agunloye provided a detailed account of the project’s nature and initiation during Obasanjo’s presidency.

    He said that the project’s original agreement was based on a Build, Operate, and Transfer (BOT) model, relieving the Nigerian government of any financial obligations.

    According to Agunloye, Obasanjo’s subsequent decision to advocate for direct government funding deviated from the original BOT contract, fundamentally altering the project’s trajectory.

    This deviation eventually led to the termination of the project by President Umaru Musa Yar’Adua in 2008, citing corruption allegations against officials who served under Obasanjo’s administration from 2003 to 2007.

    “The former president was not correct when he referred to the award to Sunrise simply as a $6 billion contract (that is, N800 billion in 2003) under his watch. In truth, it was a Build, Operate and Transfer (BOT) contract in which the FGN did not need to pay any amount to the contractor, Messrs Sunrise Power and Transmission Company Limited (Sunrise).

    “As a matter of fact, Sunrise has not been paid a single Naira or Dollar by the FGN from 2000 till date (14/9/23). Sunrise was to source for funds and execute the project with own funds. The investment of Sunrise to construct the Mambilla hydroelectric project up to the completion stage to deliver electricity was adjudged at a maximum of $6 billion by four Ministers of Power and the former president (Chief Obasanjo) before I became Minister of Power. Sunrise was to recoup its investment from the sale of the generated electricity over a 30- to 40-year period at pre-determined tariffs, also agreed with FGN before May 2003.”

    “The former President decided, therefore, to break the Mambilla Hydropower Project into smaller components, like civil engineering works, hydraulic works, structural works etc. with the intention to award them as separate multiple contracts as Government procurements, on cash and carry basis, for which Nigerian Government would pay mobilisation fees and make other payments in stages to contractors.

    “When one of the contractors, which got a component of the Mambilla project awarded by President Obasanjo as $1.46 billion procurement contract, presented its request for a $400 million mobilisation fees, President Yar’Adua scrutinised the contract and cancelled it in 2008 because of proven corruption on the part of officials who served under President Obasanjo between 2003 to 2007,” Agunloye said.

    Sunrise Power and Transmission Limited subsequently initiated legal action, claiming the termination was illegal and disrupted their ability to recoup their investment, as stipulated in the initial BOT contract.

    The former Minister added: “I have submitted a 53 paragraph, 14-page Statement backed with 15 Attachments in 82-page document as an affidavit to the courts in Nigeria and France in respect of the Mambilla Power Project to clear my name. In deference to Pa Obasanjo and as a mark of great respect to the former President, I have sent a copy of these documents through my lawyers to him to refreshen his memory.”

    President Buhari swears in three permanent secretaries

     President Muhammadu Buhari has administered the Oath of Allegiance and the Oath of Office to three new Permanent Secretaries of the Federal Civil Service.

    The three newly inaugurated  Permanent Secretaries include Lydia Jafiya from Adamawa; Udom Okokon Ekenam from Akwa Ibom and Farouk  Yabo from Sokoto State.

    The ceremony was held before the weekly virtual Federal Executive Council (FEC) meeting at the Council Chambers of the presidential villa, Abuja.

    Vice President, Yemi Osinbajo, the Secretary to the Government of the Federation (SGF), Boss Mustapha; Head of the Federal Civil Service, Dr. Folasade Yemi-Esan, and the National Security Council (NSA), retired Gen. Babagana Monguno were all in attendance at the meeting.

    The Ministers of Finance, Budget and National Planning; Information and Culture; Federal Capital Territory (FCT), Dr. Zainab Ahmed, Lai Mohammed, and Muhammed Bello respectively, as well as the Attorney-General and Minister of Justice, Abubakar Malami are also attending the meeting.

    Others are the Ministers of Industry, Trade and Investment, Otunba Niyi Adebayo; Communication and Digital Economy, Prof. Ali Pantami; Power, Abubakar Aliyu; Labour and Employment, Dr. Chris Ngige; and that of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar Farouq.

    Other members of the Council are participating in the meeting virtually from their various offices and locations in the country.

    NATIONAL CONVENTION: President Buhari meets APC govs

    Chairman of the All Progressives Congress (APC)- Caretaker Committee, Governor Mai Mala Buni, and other governors from the party are in a meeting with President Muhammadu Buhari, at the Presidential Villa, Abuja.

     

    The meeting, which was reportedly called by Buhari, is believed to be focused on ensuring the ruling party holds a successful National Convention on Saturday.

     

    The Governors arrived at the vicinities of the Aso Rock Presidential Villa after the weekly virtual Federal Executive Council (FEC) meeting.

    Recall that the Secretary of the party, Emmanuel Otagburuagu, in a statement on Monday, said APC will begin screening of aspirants for various elective offices on Tuesday (yesterday) ahead of Saturday’s National Convention.

     

    He said the aspirants would be screened in two batches at the Katsina State Governor’s Lodge, Asokoro, Abuja.

     

    “The National Convention Screening Sub-Committee has invited aspirants for the exercise. Gov. Aminu Masari, Chairman, Dimeji Bankole, Co-Chairman of the APC 2022 National Convention Screening Committee, hereby invite all the aspirants to the screening exercise.

     

    “The schedule for the screening is as follows:

     

    “1. Tuesday, March 22, 2022: Screening of National Chairman and other National Working Committee (NWC) aspirants, while time will be communicated to aspirants later. Venue: Katsina State Governor’s Lodge, Asokoro, Abuja.

     

    “2. Wednesday, March, 23, 2022: Screening of aspirants into the Zonal offices. Time: 10a.m.

     

    “Venue: Katsina State Governor’s Lodge, Asokoro, Abuja.

     

    “The new national executives are expected to be elected at the APC National Convention on Saturday, March 26 to manage its affairs, which is presently being managed by the Caretaker and Extra-ordinary Convention Planning Committee (CECPC).”

     

    Among the National chairmanship aspirants to be screened by the committee are two former Nasarawa State governors and serving senators Tanko Al-Makura and Abdullahi Adamu.

     

    Also to be screened are a former governor of Benue State and Minister of Special Duties, George Akume, Niger East senator, Mohammed Sani Musa, a former Deputy National Chairman of the defunct Congress for Progressive Change (CPC), Saliu Mustapha and 37 year old Mohammed Etsu.

    President Buhari swears in 6 National INEC Commissioners

    President Muhammadu Buhari on Wednesday swore in six National Commissioners of the Independent National Electoral Commission (INEC).

    Newsmen reports that the event preceded the commencement of the virtual meeting of the Federal Executive Council (FEC) held at the Council Chamber, State House, Abuja.

    The affected national commissioners are Malam Mohammed Haruna (Niger), Mrs May Agbamuche-Mbu (Delta), Ukaegbu Nnamdi (Abia), rtd Maj.-Gen. Abubakar Alkali (Adamawa), Prof. Rhoda Gumus (Bayelsa) and Mr Sam Olumekun (Ondo).

    Those at the inauguration of the Commissioners were Vice President Yemi Osinbajo, President of the Senate, Ahmed Lawan and Speaker, House of Representatives, Femi Gbajabiamila.

    Secretary to Government of the Federation, Boss Mustapha, Chief of Staff to the President, Prof. Ibrahim Gambari, some ministers as well as INEC Chairman, Prof. Mahmood Yakubu also witnessed the inauguration of the INEC Commissioners.

    Speaking to State House Correspondents, after the swearing-in, Yakubu said with the inauguration of the commissioners, Nigerians should expect the best out of the commission.

    He said: “Well, it’s a good day for the Commission, with the swearing in of the six National Commissioners, we have the full complement of 12 National Commissioners.

    “It’s coming three days to by-elections in four states of the Federation and as we plan for the Ekiti and Osun governorship elections.

    “As we continue to prepare for the 2023 general elections, we’ll go on firing on all cylinders now that we have the full complement of commissioners and Nigerians should expect the best out of the Commission.”

    Newsmen reports that the Senate on Feb. 3, confirmed the nominees, following Buhari;s request in compliance with the provisions of Section 153(1)(f) of the Constitution, and pursuant to the provision of Section 154(1) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

    The President, Muhammadu Buhari is presiding over the weekly Federal Executive Council meeting, currently holding at the Presidential Villa in Abuja.

    Last week, the Vice President, Yemi Osinbajo presided over the FEC meeting which was held in Abuja.

    Recall the Osinbajo stood in for President Buhari who attended the United Nations General Assembly meeting in New York.
