  • Gbajabiamila inaugurates Reps Standing Committees

    The Speaker of the House of Representatives on Wednesday in Abuja inaugurated the 105 Standing Committees of House.

    At the ceremony, Gbajabiamila said that the legislative committee system was as old as the legislature itself and that most of the work of the legislature were done through committees.

    “What the judgment of the history will be for the 9th House of Representatives, whether for good or not, will depend largely on the conduct and the activities of the Committees we are inaugurating today,” he said.

    The speaker said that in constituting the committees, the leadership of the house had taken time to ensure that members were assigned to committees that fit perfectly with their legislative interests and priorities.

    He said that prior experience and skills as well as identified needs of the constituencies of the members were also taken into consideration.

    “It is now left to you; chairmen and members, to go forward and show that you are capable of meeting the responsibilities to which you have been assigned and deserving of the mandate which you hold in trust for the Nigerian people.

    “I charge you to be dutiful in the discharge of your constitutional responsibilities of oversight and law-making, taking every care to ensure that at all times your conduct is without reproach.

    “Your service is motivated only by considerations of the best interests of our country; you know as well as I do, that our country for several years has been contending with serious challenges on multiple fronts.

    “From the economy to national security, social justice to healthcare, infrastructure to the environment and climate change, this is a time that calls for determined efforts to achieve substantive reform.

    “Ensure that our country can overcome its challenges and take advantage of the opportunities that abound for economic advancement and social development,” he said.

    Gbajabbiamila appealed to the Ministries, Departments and Agencies of government for their cooperation and collaboration.

    “It is only through our joint efforts that we can meet the objectives of the administration and keep the promises we have made to the Nigerian people.

    “We in the House of Representatives intend without reservation to exercise the full authority of the legislature as it relate to the oversight of the MDAs.

    “However, our purposes are not punitive, neither are our intentions adversarial, but in furtherance of our shared objectives of national development, peace, progress and prosperity for all.

    “To this extend, we will be fully supporting and empowering our Committees for effective oversight, particularly the Committee on Legislative Compliance,” he said.

    A former speaker of the house, Mr Ghali NaAbba urged the lawmakers to avoid regular visit to MDAs.

    Speaking on behalf of all former speakers, Umar said that it was embarrassing to former lawmakers, seeing members regularly in MDAs.

    According to him, members are not auditors, let auditors do their job; members should invite MDAs and not the other way round.

    NaAbba urged the lawmakers to focus on amendments and updating outdated laws to meet current societal requirements.

    A former Director General of the National Institute of Legislative Studies, Prof Ladi Hamalai called for effective funding of the legislature.

    In a paper titled: ‘Roles of Committees in a Presidential System of Government’ Hamalai said there is very little committees can do if they are not effectively funded.

    She said that oversight visits, training, public hearings, enquiries, analysis of bills referred, gulp money.

    According to her, this may be one of the reasons legislators are always accused of being funded by same agencies they oversee.

    “The total budget for the National Assembly has been between N120 billion and N130 billion and it has been declining in terms of proportion to the national budget.

    “In dollar terms in 2015, it was about 600 million dollars; the United States Congress had 4.3 billion dollars to spend.

    “Committees in the U.S. Congress spend 295.4 million dollars in 2015; 106 million dollars on only library and books.

    “The N18.8 million allocated to National Assembly committees can be spent on oversight functions and may not even be enough,” he said.

    She said that the institute estimated the financial needs of committees to be N99.8 billion yearly to function effectively.

    Speaker of the House of Representatives, Mr Femi Gbajabiamila has announced the Chairmen of Standing Committees of the house.
    Gbajabiamila made the announcement on Thursday at the end of plenary in Abuja.
    He said the Public Account Committee would be headed by Rep. Wole Oke, while Rep. Mouktar Aliyu will chair Committee on Appropriation adding that the Committee on Nigerian Army will be chaired by Rep. Abdulrazak Namdas.
    For Banking and Finance Committee, Gbajabiamila announced Rep. Victor Nwokolo as chairman, while the Committee on Communication would be headed by Rep. Akin Adeyemi.
    Gbajabiamila said that the Defense Committee would be headed Rep. Jimi Benson while Federal Judiciary Committee would be headed by Rep. Luke Onofiok.
    The speaker announced Rep. James Faleke as Chairman of the Committee on Finance while the Committee on Interior would be led by Rep. Nasril Daura.
    He said the Committee on Health Institutions would be led by Rep. Paschal Obi while Committee on Anti corruption would be headed by Rep. Nicholas Shehu.
    The Committee on Solid Minerals would be headed by Rep Micheal Okon, while Committee on Sports would be headed by Rep. Olamide Osoba, the speaker said.
    At the end of the announcement, members were seen in various group discussions while others thronged the speaker’s seat in what seemed to be a protest.
    The News Agency of Nigeria (NAN) reports that, on July 16, Rep. Yusuf Gagdi (APC-Plateau) member of the ad hoc Committee on Media and Publicity said the house would announce the 102 standing committees in September when it return from its two-months recess.
    Only the House Service Committee was put in place to enable the house service check into the offices of members lacking electricity or furniture before the house returned from recess.
    The speaker, however, announced the Standing Committees during the plenary on Thursday.

    I will redefine public perception of NASS – Gbajabiamila

    The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has promised to bring reforms that will redefine the legislature in the eyes of the public.
    Gbajabiamila made the pledge at his maiden meeting with members of his media team in Abuja on Saturday.
    “I will bring reforms that will help shape and redefine the Nigerian legislature in the eyes of the public.
    “Some of the reforms are already being rolled out such as the e-parliament and electronic voting,” he said.
    Gbajabiamila expressed excitement over the membership of the team, saying, “I am excited because my media team is populated by young people who are vibrant and ready to work in the interest of Nigeria.’’
    He said as far as he could remember, this was the first media team by any speaker with the highest number of young people.
    Gbajabiamila said although the task ahead of the team would be tough, he believed the members had the capacity to deliver.
    “I am so excited by this team because you are mostly young people. I did my personal search on each of you and I came to the conclusion that you all should be part of my media team.
    “I am not the only one excited about your appointments, a lot of people are excited about you people, and I feel good about that.
    “Of course moving forward, Nigeria is all about young people; I know the task ahead of you will be very tough, but I also know that you all have the capacity to deliver,” he said.
    The speaker restated his commitment to his campaign slogan, which is ‘Nation Building: A Joint Task,’ and called on the team to join him in achieving that.
    Responding, the Special Adviser to the Speaker on Media and Publicity, Mr Olanrewaju Lasisi, who is the leader of the team, thanked the speaker for finding him and others worthy of the appointment.
    Lasisi said members of the team would bring experience to bear on the job to justify the confidence the speaker had on them by appointing them.
    Other members of the team appointed on Thursday include Mr Musa Abdullahi Krishi, Chief Press Secretary, Mr Dele Anofi, Special Assistant on Print Media, and Mr Kunle Somoye, Special Assistant on Electronic and Broadcast Media.
    Others are Mr Bukola Ogunyemi, Special Assistant on New Media, and Ayo Adeagbo, Special Assistant on Visual Communication/Official Photographer.

  • House of Reps to commence e-voting July 3 – Gbajabiamila

    The Speaker of the House of Representatives, Mr Femi Gbajabiamila (APC-Lagos), on Tuesday announced that the House would commence electronic voting during plenary on July 3.
    Gbajabiamila made the announcement at the commencement of plenary after two weeks of recess by members.
    He said that the e-voting system would only be applied on some selected national issues to determine accuracy.
    “The e-voting system will not be applied on all bills and motion but some selected national issues for accuracy,” he said.
    The parliamentarian said that the system would ensure transparency and accountability as it would determine who voted for or against any national issue.
    “Progress has been made and by tomorrow it will be fully operational,” Gbajabiamila said.
    The speaker also said corridors and surroundings of the National Assembly Complex is now Wi-Fi enabled to aid legislators carry out research at all times from all locations.

  • Gbajabiamila sets up ad hoc committee to review Standing Orders

    The Speaker of the House of Representatives, Mr Femi Gbajabiamila (APC-Lagos) has inaugurated a ten-man ad hoc Committee to review the Standing Orders of the house.

    Gbajabiamila who made the announcement on Tuesday at the plenary in Abuja, said that the committee would be headed by Rep. Julius Ihonvbere (APC-Edo).

    The speaker, however, did not announce the principal officers of the house as expected by some members of the house.

    At the press conference, a member of the ad hoc Committee on Media and Publicity, Rep. Bamidele Salam (PDP-Osun) explained that there was need for further consultations.

    Salam said that there was need to consult members and to ensure that the selection process of the principle officers were in tandem with the rules of the house.

    Reacting to the announcement of principal officers of the Senate, the legislator said that unlike the Senate which consist of 109 members, the house was made up of 350 members.

    He, however, said that the principal officers of the house would be announced before the end of the week.

  • Speakership: Go to court, coalition of lawyers tells Gbajabiamila

    A group of lawyers has challenged Mr Femi Gbajabiamila, immediate past Majority Leader, House of Representatives, to go to court over the criminal allegation levelled against him by some group ahead of National Assembly Speakership election.

    The News Agency of Nigeria (NAN) reports that the Director-General of the Femi Gbajabiamila/Ahmed Wase Campaign Organisation, Rep. Abdulmumin Jibrin, had on Wednesday threatened to sue the leaders of Coalition of United Political Parties (CUPP).

    According to Jibrin, the decision to sue CUPP leadership followed criminal allegations against Gbajabiamila which are untrue.

    Jibrin had insisted that Gbajabiamila had never been convicted nor served any court document hence he would participate in the Speakership election on June 11 in spite the campaign of calumny.

    But the lawyers under the auspices of Coalition of Public Interest Lawyers and Advocates (COPA), have said in a statement Friday that Gbajabiamila would have to first of all clear himself of the allegation before seeking to contest for the Speaker position.

    The statement quoted Mr Pelumi Olajengbesi, leader of the group, as welcoming the lawmaker’s threat of going to court, noting that Nigerians would have the opportunity of knowing whether the allegation against him was true or false.

    “We make bold to state that it is crystal clear that Femi Gbajabiamila lacks the moral mettle and sincerity to lead the House of Representatives as its Speaker.

    “This is because the context of the press conference held on his behalf failed to address the substantive issue against him, and rather than express remorse, countered with baseless threats against the Nigerian people.

    “COPA states categorically that it is in possession of all documents and evidences that establishes a clear case of fraudulent dishonesty and abuse of trust against Femi Gbajabiamila.

    “The facts against Gbajiamila are, in fact, readily available to the public as they were established in a Court of Record with same being accessible to the public, and are attached herein for the avoidance of doubt.

    “We have established correspondence with the Supreme Court of Georgia and we have documents of Disciplinary Case No. S06Y0829 and the family of the victim of Gbajiamila’s fraud, Hadyatou Barry and also Vesta with P. O. Box 23410 Nashville TN, 31202, the insurance company that paid the claim misappropriated by Femi Gbajabiamila.

    “The entire defense raised in Femi Gbajabiamila’s behalf in the said press statement relied on a book whose thorough, unbiased reading ironically actually proves his guilt as the book acknowledges all the material facts establishing his guilt in fraudulently appropriating to himself money meant for the victim of a car accident,” the statement quoted Olajengbesi as saying.

    The statement also quoted Olajengbesi as saying that no amount of half-truths and misdirection would stop them from getting to the root of the matter.

    Court adjourns suit seeking disqualification of Gbajabiamila

    A Federal High Court sitting in Abuja has adjourned until Friday, hearing in a suit challenging the nomination of Mr Femi Gbajabiamila, a member of the House of Representative vying for the position of Speaker of the House of Representatives in the incoming 9th National Assembly.

    Justice Inyang Ekwo adjourned the suit, following the prayer of Chief Philip Undie’s counsel, Mr Olasupo Azeez, that the defendant was yet to be served with the originating process.

    Azeez earlier prayed the court for a short adjournment to enable the plaintiff regularise the processes before the court and to serve all the defendants by way of substituted means and it was granted.

    Undie in the suit No. FHC/ABJ/CS/539/2019 is challenging the eligibility of Gbajabiamila on the grounds that he has a criminal alleghation in the state of Georgia, U.S.

    Other defendants in the suit are: the House of Representative, Attorney General of the Federation (AGF) and the All Progressives Congress (APC).

    The plaintiff in the suit said that Gbajabiamila ought not to be allowed to contest for the position of the Speaker of the House of Representatives based on information that he had been criminally convicted by the Supreme Court of the State of Georgia.

  • 9th N/Assembly: House Majority Leader, Femi Gbajabiamila declares for Speakership

    The Majority Leader, House of Representatives Hon. Femi Gbajabiamila has declared for the office of the Speaker of the House in the yet to be inaugurated 9th National Assembly.
    The 9th National Assembly is expected to come on stream after the proclamation of the Assembly in early June 2019 by the Clerk to the National Assembly Alhaji Mohammed Ataba Sanni Omolori.
    Gbajabiamila who recently won re-election in the House for a fifth term said he has been into the business of legislation in the past sixteen years having won election into the House to represent Surulere 1 Federal Constituency of Lagos State in 2003.
    He further said that he studied and understood the intricate workings of the legislature. He said there is need including and the imperative of striking a delicate balance in the relationship between the executive and the legislative arms of government without compromising the latter’s independence.
    The lawmaker who tagged his campaign ‘Nation Building, A joint Task’ said that that this onerous task can only be completed if we all come together I line with the legacies of our forbears and ensure that the labours of our heroes past is not in vain.
    He added that he seeks the office of Speaker to bring tendencies together and unite the country. He noted that there is much work to be done by way of legislation in many areas of our life including but not limited to education, health, power, infrastructure and poverty alleviation.
    He assured the lawmakers that the as Speaker he is going to be the a speaker elected to do their business and champion their cause and in doing so fulfilling their hopes and aspirations.
    At the event lawmakers such as Hon.Tahir Monguno (Borno, APC), Hon. Kadijah Ibrahim (Yobe, APC), Hon Alhassan Doguwa (Kano, APC), Hon. Ifeanyi Momah (Anambra, APGA) Hon. Iduma Igariway (Ebonyi, PDP), Hon. Peter Akpatason (Edo, APC) among others called on the lawmaker to ensure that he works to strengthen the relationship between the three arms of government in Nigeria if elected speaker of the upcoming 9th Assembly.
    Also speaking at the event, Director-General of Gbajabiamila Campaign Organization Hon. Abdulmumin Jibrin (APC, Kano) said that that the candidacy of Gbajabiamila is not about himself rather is about sanitizing our democracy.
    He added it is about bringing into effect international best practices into the nation’s democratic experience as is the the practice in other advanced nations of the world notably United States of America, Britain and other nations.
  • Falana’s law firm sues Femi Gbajabimiala over refusal to pay N20m professional fee

    Falana & Falana Chambers has sued the Majority Leader of the House of Representatives, Mr Femi Gbajabiamila over his alleged refusal to pay N20m professional fee for the legal services which it rendered to the legislator in 2015.

    The law firm owned by human rights lawyer, Mr Femi Falana (SAN), in the writ of summons which was filed before the High Court of the Federal Capital Territory in Abuja and marked CV/1190/19 on Wednesday, stated that it had, to no avail, repeatedly demanded through letters of reminder the payment of its fees from Gbajabiamila since 2015.

    Falana & Falana Chambers through its lawyer, Mrs Funmi Falana, said it filed its suit against Gbajabiamila because he “is not willing to pay the plaintiff the sum of N20m being the plaintiff’s professional fee for representing the defendant in suit Number FHC/ABJ/CS/501/2015.”

    It prayed for among others in its suit, a declaration that Gbajabiamila’s alleged failure to pay the N20m fee was “a breach of contract.”

    It also sought an order compelling the legislator to pay the N20m and another directing him “to pay 10 per cent as interest on the judgement sum from the day the judgement is entered until the final liquidation of the judgement sum.”

    The plaintiff recalled that it, in 2015, defended Gbajabiamila in the suit marked FHC/ABJ/CS/501/2015.

    The suit was filed by the Registered Trustees of Social Justice and Civil Rights Awareness Initiative against Gbajabiamila, the House of Representatives and the Attorney-General of the Federation.

    Recall that the SJCRAI had in the 2015 suit, urged the Federal High Court in Abuja to disqualify Gbajabiamila from contesting the position of the Speaker of the House of Representatives on the grounds of his alleged “conviction” in the State of Georgia, US, for unethical practices in the course of his practice as a lawyer.

    Falana’s law firm stated “that having been briefed” by Gbajabiamila, it swung into action “by filing a memorandum of conditional appearance, a motion on notice for consequential amendment, counter-affidavit in opposition to the plaintiff’s originating summons and notice of preliminary objection.”

    It stated in its statement of claim that then presiding judge, Justice Adamu Abdu-Kafarati of the Federal High Court, Abuja had determined the suit in favour of Gbajabiamila by striking it out on May 22, 2018.

    It added, “It is the case of the plaintiff that the defendant (Gbajabiamila) was informed via a letter dated January 24, 2017 that the plaintiff’s professional fee for representing the defendant in suit FHC/ABJ/CS/501/2015 is N20,000,000 (twenty million naira). Copy of the said letter is hereby pleaded and the plaintiff shall rely on same in evidence at the trial of this suit.

    The plaintiff avers further that his account details were also provided to enable the defendant to pay the said professional fee without any difficulties.”

    It added, “In September 2018, following the final determination of suit FHC/ABJ/CS/501/2015 this firm wrote to the defendant updating him of the progress in suit FHC/ABJ/CS/501/2015 and demanding the payment of his professional fee.”

    It said it also on January 10, 2019, “wrote a letter to the defendant demanding his professional fee.

    Notwithstanding repeated demands, the defendant has failed to pay the plaintiff’s professional fee without any justification.”

    Federal House of Representatives member, Femi Gbajabiamila, has defended his much talked about car gift to his wife.

    The lawmaker trended on social media for days after a photo and video of a brand new Benz G-Wagon he got his wife surfaced online.

    The lawmaker presented the surprise gift on May 27 at an event to commemorate her 50th birthday .

    Reacting in a statement on Thursday, Mr Gbajabiamila said he saved for “a couple of years” to buy his wife the luxury vehicle.

    He said the presentation was meant to be a family affair. However, it was delayed and arrived when guests were already around.

    His statement partly read, “My attention has been drawn to the extensive reports especially on social media regarding the presentation of a gift to my wife and best friend in celebration of her 50th birthday anniversary.

    Naturally I had anticipated this occasion for quite a while and prepared by saving up for it in the last couple of years. I took the decision far back to present her with a significant gift, she was totally unaware of, to convey in part, the debt of my gratitude to her for standing by me through ‘thick and thin’. I could never have been half the man I am today without her support and unbelievable understanding. Truly, the monetary value of any gift real or imagined, pales in significance when I consider how much of a ‘rock and pillar’ she has been to me.

    “The presentation of the gift contrary to public perception, was to be a family affair in our home but it suffered some delays finally arriving when a number of guests were in to celebrate with my wife. It still would have remained a private affair, but I guess we underestimated the power of social media and very excited friends.

    “Having said this, I understand and appreciate the reaction of the public. As a public official, one must be held to a higher standard. My action was not meant to offend sensibilities and I regret that it did.

    “Being a leader in many spheres, I can very well understand the optics of it. But I would rather want it to be seen as what it is-an expression of deep appreciation and love for my wife of almost thirty years, rather than one of flamboyance.

    “I remain truly committed to my values of improving lives for my constituents and Nigerians at large. As the records will show, I have consistently expended much more in achieving this goal especially within my constituency, than I spend on my wife.”
