    FG ready to partner with state government for improved airport facilities – Keyamo

    The hon. Minister of Aviation and Aerospace Development, Festus Keyamo has said that the Federal Government is ready to partner and cooperate with State governments to improve the facilities at the nation’s airports, maintain terminal buildings, and see how they could recoup their investments.

    The Minister stated this when a team of delegates from the Nigerian Transportation Commissioners Forum – an appendage of the Federal Ministry of Transportation paid him a courtesy visit to his office today.

    “It is good that you came, these are issues that we have been deliberating about, cooperating more with state governments to improve on facilities. I would like to see greater cooperation between our Ministry and state governments because most of these facilities are domiciled in the states”, Keyamo said.

    He urged state governments to work out details for the proposals on the improvement of airport facilities, as the Ministry is ready for that, “State government is our number one partner since we have the same objective”, he added

    Hon. Commission of Ministry of Transportation, Cross River State, Pastor Ekpenyon Cobham who led the delegation told the Hon. Minister that the visit was the outcome of a conference meeting of Transportation commissioners to come and seek close collaboration through periodic consultation with the Ministry of Aviation and Aerospace Development.

    The Executive Secretary, of the Nigerian Transportation Commissioners Forum, Mrs Chinwe Uwaegbute, further said “We just rounded up a two days summit for the inauguration of newly appointed Commissioners of Transportation. This delegation is sent to you to further improve on the relationship and synergy between the Ministry of Aviation and Ministry of Transportation in the States”. Mrs Chinwe said, “There is general complaints by passengers at the state due to shift or delay flights by airlines without regarding the right of passengers or informing them”.

    The association wished the Minister a fruitful leadership tenure as he pilots the affairs of the Ministry.

    The Federal Airports Authority of Nigeria (FAAN) has redirected flight operations and processing of passengers to terminal 2 of the Murtala Muhammed International Airport.

    Abdullahi Yakubu-Funtua, Director, Public Affairs & Consumer Protection, FAAN disclosed this in a statement on Thursday in Lagos.

    The Minister of Aviation and Aerospace Development, Mr Festus Keyamo, had during his maiden visit to the airport, ordered airlines to relocate to  terminal 2 by Oct. 1.

    He noted that the relocation was a necessity for the renovation and total overhaul of terminal 1.

    Yakubu-Funtua said the expedited relocation to the new terminal was deemed necessary due to the fire incident that occurred at Terminal 1 on Sept. 7.

    He appealed to travellers to arrive at the airport  early in order to complete their check-in formalities.

    Nigeria’s Minister of Aviation, Festus Keyamo has reacted to the Presidential Election Petition Tribunal’s Judgment delivered on Wednesday in favour of President Tinubu.

    Peter Obi and Atiku  challenged the Independent National Electoral Commission, INEC’s declaration of Bola Ahmed Tinubu as the winner of the 2023 presidential election.

    However, the Tribunal judgement did not go in their favour as they suffered a major setback on Wednesday in their legal battle to unseat Tinubu.

    Keyamo who played a key role in the emergence of the president has now advised Atiku and Obi to ‘come to their senses’ and embrace the current administration.

    The senior advocate of Nigeria took to his Platform X to react to the judgment.

    His post reads “Today, Daniel has come to judgment: whether it is the fake US drug issue or the 25% FCT issue or the issue of IREV, EVERY SINGLE thing some of us have always shouted ourselves hoarse about during the campaigns and post-campaigns have been PROVED ABSOLUTELY RIGHT,”

    “It only reassures some of us to always stand up for what we believe in, even if it appears to be against the temporary tide! Eventually, posterity will always vindicate the just!

    “Huge congratulations to @officialABAT for this judicial vindication from all the wicked lies against his person.

    “Now, it is time for them to have some sense and embrace his government and national reconciliation,” he added.

    The recent suspension of the Nigeria Air project and subsequent applause by the Airlines Operators of Nigeria, AON, may be an endorsement of the Minister of Aviation and Aerospace Development, Barr Festus Egwarewa Keyamo, but on the other hand, it crystalizes the aspirations of critical stakeholders for the resuscitation of an industry that is almost deoxygenated and left in the Intensive Care Units, ICU, gasping for breath.

    The inaugural meeting of Barr Keyamo and the management of the Ministry initially sent conflicting signals of what to expect, and firstly, speculation was rife that the statue quo may remain because it is off the curve in this clime to probe the tenure of a fellow party member even when a large hole is drilled through the tills of the  Ministry.  Secondly, a promise to substantially adhere to the masterplan of his successor did not sit pretty well with some people, except, of course, if it holds tangible and realistic values for the industry. But interestingly, the immediate action of the Minister, is akin to a blind man miraculously recovering his sight.

    Given the controversy over his designation as Minister of Aviation and Aerospace Development that polarized stakeholders, a highly technical and sophisticated transportation subsector demands some level of competence given the leadership misfortunes plaguing the industry since inception.

    To worsen the injury, the only Aviator ever entrusted with the management of the Ministry left Nigerians wondering how slim is the line between a scam and marketing gimmicks when an Ethiopian airline aircraft was whitewashed and water-coloured as Nigeria Air, as accusations and counter-accusations rend the air with Nigerians witnessing a dance of shame between the penultimate Minister and the then House Committee Chairman on Aviation.

    This emerging scenario prompted industry players to shout themselves hoarse that an attorney-at-law cannot do the job a supposed technocrat bungled, so let us establish that some previous Ministers did not fail because they lacked competence or were not fit for the job given their attainments in their chosen professions, but they lacked sincerity of purpose. And to cap it all, greed, massive corruption and many more, were their undoing.

    So, to say Keyamo, an attorney is not qualified to head the Ministry, would be fallacious and ridiculous because, even the father of democracy and one of the most advanced economies of the world – the US; had Karan Krishna Bhatia, under George Bush and Carol Annette Petsonk, under Joe Biden, both attorneys (lawyers) as Assistant Secretary of Transportation for Aviation and International Affairs, – an equivalent to the Minister of Aviation in Nigeria. Keyamo does not lack the required managerial, administrative or leadership capabilities to galvanize technocrats and civil servants to drive the industry.

    So, the point is to have a Minister with the political Will, sincerity of purpose, robust engagement with industry stakeholders, and near zero tolerance for corruption as the dividing line between the survival and death of the subsector, but the corruption element in the mix is another kettle of fish.

    Can Festus Keyamo deliver the goods? Has he the guts and capacity to engage fiercely and fearlessly? Is he a man who can face the consequences and stand with the stakeholders and masses? Can he look above the heads and beyond the sycophants in the Ministry and stomp on toes?

    Keyamo, as a Senior Advocate of the Masses, will not give a hoot and could deliver this job with dispatch, but today, the Senior Advocate of Nigeria, SAN, has eaten of the fruits amid the political garden of Nigeria, leaving us with uncertain contemplations.

    The sagacious, eloquent and fiery legal luminary seems to have started well. But issues on the front burner are beyond kids’ gloves, and either he changes the narrative, gets the industry out of ICU, immortalizes his name and redeems his noble profession or goes down history as another national shame and embarrassment, the latter option seems unlikely.

    So, it is time for Mr Minister to roll up his sleeves and have a very urgent, dispassionate and frank conversation with the industry leadership and across its ecosystem, because the issues on the plate are very expedient. This aviation industry seems to ooze very foul smell across its governance structure, ranging from the shoddy concessionaire framework to decaying and obsolete infrastructures across board, especially critical navigational infrastructure, to forex scarcity and inability for investors to repatriate funds creating problems, high cost of aviation fuel and the inexplicable barrage of taxes, safety, security and surveillance challenges, unease of doing business, large number of unemployed qualified aviators, poor maintenance culture and unkempt environment, rowdy and uncoordinated taxi parks and touts in the passengers’ lobby, incessant flight cancellations and delays sometimes with impunity, and a litany of others, and the industry cannot suffer all these and remain viable and efficient?

    If this industry is a human, it would have long died of cardiac arrest occasioned by multiple organ failure, so the Honourable Minister must find both a formal and informal route to gain the confidence and buy-in of all critical stakeholders to interrogate the masterplan and as he submitted, take what is relevant and discard what is not, get the stakeholders to join hands with him and fashion an entirely new roadmap if that is necessary.

    The Honourable Minister may not probe the past administration, but EFCC can handle that, and any semblance of the rot inherited must not thrive. Against this backdrop, there is no room for superficial incision into this near-dead industry but a painstaking, deep, ruthless surgical cut before applying all the medication required for resuscitation.

    The Aviation subsector can significantly contribute to the GDP, expand its more than 240,000 workforce, drive trade, commerce, and tourism, and deepen social integration and national cohesion. Mr Minister’s days as government spokesman are over as roles and responsibilities have changed since he took that shaky bow at the Senate, so the Minister should walk the talk. His performance will accentuate his principal’s image, but no hiding under another superior Minister like his stint at the Ministry of Labour and Employment.

    Mr Keyamo should take this glory or fall, a simple choice for a man who can do this job. The industry would never remain the same under one of the finest prosecution lawyers who hibernated under the burning shadows of the great Chief Gani Fahewemi of blessed memories – where he (Keyamo) became the masses’ hero. Will he remain one? Let us wait for the writing on the wall.

    The Federal Government has given a 90-day ultimatum to owners of disused aircraft littering the strategic areas of the Murtala Muhammed Airport (MMA), Lagos to remove them.

    The Minister of Aviation and Aerospace Development, Mr Festus Keyamo, gave the directive during his tour of facilities at the airport on Thursday.

    Keyamo said the disused aircrafts were  constituting danger to the airport environment.

    He stressed that the three months notice would afford the Federal Airports Authority of Nigeria (FAAN) time to expand the Lagos airport apron to accommodate aircraft that were still in service.

    “A common sight strikes the eyes of passengers in airports throughout Nigeria’s major airports.

    This old aircraft belonging to bankrupt airlines shares the ground with on-duty planes and wears out in the weather,” the minister said.

    Keyamo also clarified on his decision to suspend Nigeria Air and concession projects.

    He stressed that it was not a total cancellation but to ensure transparency and due process were followed.

    The minister said he suspended the project, at least for now, until he briefs President Bola Tinubu with a view to taking a position on the two projects.

    He said: “We have not cancelled any project. We have only suspended some things that people complained about.

    “We must be very responsible to the feelings of Nigerians. Nigerian people must know the processes by which you give out their commonwealth.

    “Nigerians must be aware of how you give out their commonwealth to individuals in the name of concession.

    “Therefore, I want to clarify that the Nigeria Air should be suspended.”

    Keyamo said 90 per cent of why he was appointed as the minister was to ensure aviation laws and regulations were followed by the regulatory authority and service providers.

    Festus Keyamo, the Minister of Aviation and Aerospace Development has suspended the Nigeria Air project, the concession project and other contracts stressing that he owes it to the government and Nigerians to give an honest assessment.

    The minister said the concession and national carrier will be suspended until he briefs the President.

    Keyamo also said that Muritala Mohammed International Airport, MMIA, will be shut down from October 1, 2023, for total maintenance work at the airport.

    The minister therefore directed all international airlines to vacate the MMIA, from October 1, 2023.

    The Nigeria Air project and the concessioning of the Lagos, Abuja, Kano and Port Harcourt Airports have courted so much controversies, hence experts in the aviation sector have called for their suspension, saying they have no benefit to the sector.

    On the relocation of foreign airlines to the new Lagos terminal, Keyamo noted that the reason the new Lagos terminal had been underutilized was because it could not take wide-bodied aircraft, saying the airlines would be using the terminal while government procures big busses to convey passengers.

    He also stated that the old international terminal of Murtala Muhammed International Airport in Lagos would be shut down by October 1, 2023 for renovation even as he said all private hangars like Dominion Hangar, EAN Hangar and others would be relocated to pave way for expansion of the new terminal.

    Former Deputy President of the Nigerian Senate has reacted over the appointment of Mr Festus Keyamo as the Minister of Aviation and Aerospace Development.

    TheNewsGuru.com (TNG) reports Keyamo was among the 45 Ministers who took the oath of office on Monday.

    At the ministerial inauguration reception ceremony, Omo-Agege was among the plethora of guests in attendance.

    “Olorogun Festus Keyamo, stepping into a new position is an exciting feat, and I’m delighted you have this opportunity.

    “Knowing you, you’ll shine more in this new role than you already do. Congratulations on your new appointment.

    “I also want to in a very special way thank His Excellency, President Bola Ahmed Tinubu, GCFR, for finding one of our own worthy to serve in the Federal Executive Council (FEC),” the former Deputy Senate President stated.

    Keyamo demands staff cooperation to advance aviation industry

    Meanwhile, Keyamo has pleaded for the cooperation of all members of staff to work harmoniously together toward advancing the ministry.

    According to him, effective collaboration with the staff will enhance maximum output.

    “Thank you for the warm welcome. The  President did not send me here by mistake. I think he has clear ideas as to why he sent me here. I will need your maximum cooperation to make us succeed.

    “ I have read your roadmap developed in 2016, read it thoroughly, point for point. Our intension is not to disrupt things that have been done so well. Government is a continuum.

    “If there are things that have not been done properly within the road map, we may look at them again, “ he said.

    The minister, however, said he might add to the roadmap but not to pull down the roadmap or tear it down  to start over again.

    Keyamo , who said he liked the aviation roadmap structure, stated that he would like to know the stage of its objectives and  achievements.

    “Like I said, government is a  continuum, it is the same party that is in power. There are things that have been done properly well. There are things that have not been done properly well.

    “Things that are still in the pipeline, we will look at all of these. My intention is to get my briefings within the few days or weeks. We will do this thoroughly as we can.

    “ We will develop our ideals and take it to the President for approval so that we can kick off. That is what I intend to do here,“ the minister said.

    Keyamo said his watch word would be transparency in the ministry.

    He said Nigerians, at any point, wanted to understand what the ministry was doing.

    “For me, my watch word will be transparency here. At every point in time, the Nigerian people want to  understand what we are doing. Nothing will be done in secrecy.

    “They must understand what we are doing. We must carry them along so that we will not have the kind of complaints we had in the past.

    “We should be as open as possible because we are serving the Nigerian people. My history is people oriented from private practice to public office, “ he said.

    Keyamo recalled that he was more than one decade prosecutor for the Economic and Financial Crimes Commission (EFCC).

    According to him, things from the more complex issues to the simplest issues that Nigerians want to see, the complaints they have, the part of the optics they see every day about the ministry will be looked into.

    “Nigerians may not know the work you have been doing behind especially in terms of safety of passengers in the  aviation environment. But, they may appreciate few things they see.

    “We will look at all these to see how we can improve on them. For every point in time we must put the people first.  This is not a forum I can mention all the things I noticed in your roadmap.

    “We will have our briefings as soon as possible. We may work late to achieve our objectives. I beg for your cooperation, because I need you   to succeed, “ he said.

    Responding,  Dr Emamanuel Meribole, the Permanent Secretary in the ministry,  described Keyamo as a  result and target oriented leader for having the  aviation roadmap as his vision.

    According to him, the  members of  staff are ready to work with Keyamo  to position  the aviation sector to where it is supposed to be.

    “The good thing about our members of  staff is when you lead we follow.

    “ This gives us hope that what we will start doing in the aviation sector, we shall conclude them. We also have some litigation issues which you will also help us to bring into conclusion.

    “Since you are in the right direction, we are hopeful to follow you in that way. I pledge our loyalty. We hope you will achieve the results in the ministry of Aviation and Aerospace, “he said.

    The newly assigned  Minister of Aviation and Aerospace Development, Festus Keyamo has promised not to disappoint President Bola Tinubu.

    Keyamo made this remark shortly after President Tinubu released portfolios for ministers.

    The Senior Advocate of Nigeria  (SAN) thanked the President assuring him that he will deliver in the Aviation ministry

    Tweeting, Keyamo wrote: “Thank you, Mr. President. On my honour, I promise not to disappoint.”

    Keyamo was the Minister of state for  Labour and Employment during the immediate past administration of former President Muhammadu Buhari.

    Recall that there was an uproar on the floor of the senate during his screening exercise, a situation that led to an executive session.

    Senator Darlinghton Nwokocha (Labour Party) representing Abia Central Senatorial District had raised a point of Order.

    Nwokocha told the senate how Keyamo blocked the House of Representatives Committee from carrying out its oversight function on the sum of N52 billion released to his Ministry.

    Having explained this, he moved that the screening of Keyamo be stepped down in line with parliamentary rules.

    However, Keyamo later apologized to the Senate and his name was later included in the list of approved ministerial nominees.

    The Senate has screened Mr Festus Keyamo a ministerial nominee from Delta after he apologised to the lawmakers over an alleged misconduct to the legislature.

    Keyamo’s screening at plenary on Monday followed his apology to lawmakers over his conduct in 2020, when it was said he ignored surmons of both chambers of National Assembly to explain disbursement of N52 billion public works programme of the Federal Government.

    Earlier, the Senate had dissolved into closed session over motion to suspend the screening of Keyamo.

    The motion, which generated altercation amongst the senators, was sponsored by Sen. Dalington Nwokocha (LP-Abia).

    Nwokocha had raised a motion for suspension of Kayemo’s screening pending investigation and explanation on how disbursement of N52 billion public works programme to Nigerians across 774 local governments during his tenure as Minister of State, Labour and Productivity.

    On resumption from closed session, Keyamo apologised to the lawmakers over his conduct in 2020 to both chambers of National Assembly, when he was invited to explain the ministry’s activities on the public works programme.

    He thereafter explained payment to the beneficiaries of the public works programme was made by the Central Bank of Nigeria (CBN) direct to the beneficiaries account with their verifiable BVN.

    According to him, every beneficiary was duly registered and documented and could be verified by the Senate.

    President of the Senate Godswill Akpabio noted that government was a continuum, adding that the Senate has the right to investigate payment of the money to the beneficiaries.

    Sen. Godiya Akwasiki (SDP-Nasarawa) however urged the senate to accept the apology tenderd by the nominee, given his remorseful disposition.

    Sen. Alli Ndume (APC-Borno) thereafter moved a motion that senate accept the apology of the nominee, while Sen. Jaribe Agom (PDP- Cross River) moved another motion that the nominee take leave of the senate, after his his apology was accepted by the senate, given the ruling of President of Senate.

    Akpabio consequently ruled further that the nominee took a leave of the senate.

    Senate thereafter dissolved into another closed session to continue the legislative business of the day.

    There was commotion on Monday, as the former Minister of State for Labour and Employment Festus Keyamo, began his screening session at the Nigerian Senate, resulting in the suspension of the process.

    Keyamo was the final nominee of President Bola Ahmed Tinubu to appear before the upper chamber, but his screening took a contentious turn, leading to a rowdy session.

    The trouble started after Keyamo’s presentation when Senator Darlington Nwokocha moved a motion to have him stepped down.

    Nwokocha accused Keyamo of failing to appear before the 9th National Assembly in 2020 to answer questions about the employment scheme involving the recruitment of 774,000 Nigerians for the Special Public Works (SPW) program.

    Senator Enyinnaya Abaribe seconded the motion, and Senate President Godswill Akpabio put the question to the senators.

    The motion was based on accusations that Keyamo ignored parliamentary summons and had accused the National Assembly of corruption, allegedly wanting to control the disbursement of N52 billion.

    The Senators engaged in a heated exchange of words with Keyamo, who accused them of blackmailing him. After considerable effort, Akpabio managed to restore order and called for a closed session, suspending Keyamo’s screening.

    TheNewsGuru.com (TNG) recalls that the SPW program, coordinated by the National Directorate of Employment (NDE), was aimed at alleviating the impact of COVID-19 on citizens by creating jobs for 774,000 Nigerians.

    The program targeted the recruitment of 1,000 citizens from each Local Government Area across the country.

    However, in June 2020, the lawmakers accused Keyamo, the then coordinator of the programme of attempting to sabotage the program and designated the NDE as the implementing agency.

    One of the main contentious issues was the allocation of job slots to political officeholders.

    Keyamo had announced that about 10 per cent of the slots would be allocated to politicians, but this decision was met with resistance from lawmakers who argued that the minister should not control the disbursement of employment slots.

    Furthermore, lawmakers passed a resolution directing the Ministry of Finance to release the funds for the program directly to the NDE, warning the Ministry against releasing the funds if it would breach the due process, Appropriation Act 2020 (As Amended), as well as the NDE Act.

    Keyamo had emphatically stated that the program achieved all its set goals and dismissed the accusations of corruption and mismanagement.

    As Minister, Keyamo pointed out that the beneficiaries of the program are Nigerian citizens who had genuinely benefited from the employment opportunities created.

    “There was no corruption at all…The people who were chosen are Nigerians too, they’re not from moon, and they are not from Cameroon,” he said during the controversy in 2020.
