FRSC clarify on charges for capturing, processing of driving licence

Dr. Boboye Oyeyemi, the Corps Marshal, Federal Road Safety Corps (FRSC), says there are no extra charges for capturing and processing of driving licence across the country.

Oyeyemi, said this at a two-day workshop for Sector Heads of Driver’s Licence Centres (DLCs) on Tuesday in Abuja.

The workshop has as its theme, “Consumer Rights As Panacea of Effective Service Delivery in the Driver’s Licence Process.”

Oyeyemi said that the workshop was aimed at educating the participants on how to improve service delivery through transparency and efficiency.

He said that it was also aimed at training them on the use of Vision Testing Machine (VTM) to carry out vision test for applicants nationwide.

The FRSC boss said, ‘‘Vision test is a major test which must be carried out to ensure all forms of corrupt practices are curtailed as lives must be protected.”

According to him, lack of good sight has been causing road crashes, especially, at night.

“When you talk about safety and someone doesn’t see well, then you have signed the death warrant of such a person and he or she can easily get crashed.

“When the vision is not correct, his or her judgment fails and crashes occur and lives are lost.

“As an officer, you must ensure that you are up to task. If you compromise and a licence is issued the wrong way, then you have signed the death warrant of such an applicant, “he said.

Oyeyemi, however, warned officers against extortion and other corrupt practices; saying, ‘‘the act is inimical to the corps’ value on transparency and should be stopped.”

He said, ”the interface with the public circle has to do with the fact that an officer in charge of driving licence issuance must do what is expected.

“You must ensure that all corrupt and nonsense practices end. We must conform to the global practices.

“You must curtail touting. No extra charges to capture or collect driving licence across the country.

“Any DCL head found wanting shall be made to face the law,” he warned

  • Sallah: Ogun FRSC to deploy breathalyzers – FRSC

The Federal Road Safety Corps (FRSC), Ogun Sector Command is to deploy breathalysers to test motorists in order to detect those who drive under the influence of alcohol during the Eid al–Adha  (Sallah) festivities.

The Sector Commander of FRSC, Mr Ahmed Umar, made this known in an interview with newsmen on Tuesday in Ota, Ogun.

Umar said that any motorist who tests positive for alcohol would be subjected to a drug test.

He said that the National Drugs Law Enforcement Agency (NDLEA) would be engaged for this purpose during the festival.

“We are therefore appealing to motorists to avoid drunk driving during and after the festive period.

“People should not indulge in drinking and driving at the same time to prevent unnecessary loss of life,” he said.

Umar also said that any vehicle impounded because the driver violated traffic rules and regulations would not be released until after the Sallah festival.

The sector commander said that the FRSC would collaborate with the police to check Road Traffic Violations (RTV) on the Lagos-Ibadan Expressway.

”We are also collaborating with the Navy and the Nigeria Security and Civil Defence Corps
to maintain sanity during the Sallah festival on the Lagos-Ibadan Expressway, Sagamu -Ijebu Ode-Ore Expressway.

Newsmen reports that 2022, Eid al–Adha is expected to be celebrated on Saturday.

  • Why we arrest motorists with faded number plates – VIO

The Federal Capital Territory Vehicle Inspection Office (FCT VIO) says its arrest of motorists over faded vehicle number plates is not to extort them but ensure compliance with traffic rules.

The FCT VIO Spokesperson, Mr Kalu Emetu, made the clarification following complaints by motorists over the issue.

Some of the motorists said they were made to pay heavy fine of up to N20,000 and directed to procure a new number plate for no fault of theirs.

The motorists said that the VIO should blame the Federal Road Safety Commission (FRSC) for the substandard number plates which fade easily, instead of heaping the blame entirely on them.

Emetu, however, on Monday in Abuja, said that all vehicle number plates must be visible from at least from 50 meters, otherwise it was an offence to use it.

He said that if a clear view could not be achieved, then the number plate was not performing its function.

“For example, if a vehicle is stolen it’s the number plate that will be used to identify the vehicle to report to security agencies.

“Car owners should avoid the use of hard sponge and all types of cleaning agents because it could affect the number plate paint.

“Car wash soap usage is better to avoid such situations,” he said.

The spokesman explained that the VIO resorted to enforcement of fines after it carried out series of enlightenment programmes on radio.

“We have been going on air to explain the need to have a clear and bold number plate.

“We don’t just come up with such decisions as there is no amount of enlightenment that will make Nigerians agree.

“Ignorance of the law is not an excuse, because having a faded vehicle number plate is an offence.

“When people say they are not aware that it’s an offence, then that’s not true,” he said.

According to him, those accosted for having faded vehicle number plates should blame themselves for not doing the right thing at the right time.

“It is not a way of extorting money and all this is in the interest of the public and not the directorate.

“The money is a fine for breaking the law and after payment we expect that the vehicle owner applies to get a new number plate immediately,” he said.

On the alleged low quality of the number plates, FRSC Public Education Officer, Mr Bisi Kazeem, dismissed the allegation.

He said the vehicle number plates were produced under strict supervision of its quality control officers.

According to him, materials for the number plates are being procured from a recognised manufacturer whose standards could not be compromised.

Kazeem explained that vehicle number plates have a minimum life span of five years if properly used; “that is why there is provision for replacement”.

The FRSC spokesman accused car wash attendants of damaging number plates by using abrasive materials to clean it.

“For example, the use of thinner, a chemical for cleaning tiles. The weather in some parts of the country also contributes to fading, considering where the vehicle is parked,” he said.

A car dealer, Mr Demola Adigun of Dea Motors Abuja, said that it was important for road enforcement agencies to find solution to the low-quality vehicle number plates in circulation.

He suggested that the vehicle number plates should be able to last for about 10 years.

Another motorist, Hajara Babale decried the inconsistency in the fines imposed on offending motorists by the VIO for faded vehicle number plates.

Babale said while she was fined N5,000 over faded number plate, her friend was charged N20,000 for similar offence.

She said it was improper to impound people’s vehicles or impose fines, adding that defaulting drivers should rather be made to make payments for automatic replacement.

The sector commander said that the accident occurred at Apamaru village, before Gada Biu on Lokoja-Obajana-Kabba road.

“The cause of the accident was high speed and poor visibility since it was already night.

“This is part of reasons we keep preaching to motorists to avoid night journey not to endanger their lives and those of their passengers at risk.

“That incident would have been avoided if the driver had not embarked in that journey knowing that his bus had poor lighting system.

“But we give God the glory that 17 out of the 19 person’s involved in the accident survived it.

“While I sympathise with families of the deceased, I wish to advise drivers to avoid night travel because visibility is normally poor at night.

“Beside that, drivers are also most likely to be under fatigue and sleepy at night and yet drive on top speed because the roads are relatively freer of traffic at night,” he said.

Dawulung said that drivers must therefore adhere to stipulated speed limits and observe minimum of 30 minutes rest after every four hours drive to avoid fatigue and sleep while driving.

He said that passengers should also understand that night journey could expose them to higher risks of being involved in a crash and should try and avoid it.

“Motorists need to drive between 20 kilometres to 30 kilometres on the highway while 10 kilometres to 20 kilometres in built-up areas so as to avoid road traffic crash, ” he said.

Mato urged motorists to be mindful of potholes and pedestrians crossing the roads.

He further explained that FRSC would go round motor parks and sensitise commercial drivers to desist from excessive speeding and dangerous driving on highways to avert road traffic mishaps.”
