Nigeria loses N7bn to tanker accidents in 25 weeks – FRSC

The Federal Road Safety Corps (FRSC) says the country has lost N7.157 billion to road traffic accidents involving 116 petroleum product tankers in the first half of 2018.

Corps Marshal of the FRSC, Boboye Oyeyemi, disclosed this at a stakeholders’ forum on haulage transportation in Abuja on Monday.

Oyeyemi said the figure excluded the number of people killed; the cost of treatment of those injured; damage to the country’s road infrastructure; environmental impact and other collateral damages.

He said the June 28 petroleum tanker accident at Otedola Bridge in Lagos that left 12 persons dead and 55 vehicles burnt was the worst in terms of the number of vehicles involved.

The FRSC boss blamed road accidents involving tankers largely on noncompliance with minimum safety standards especially by tank farm owners and tanker owners/drivers in the country.

There is so much compromise by the tank farm owners. The tanks are supposed to carry specific litres of products, but they fill them to the brim; there is conspiracy.

When the drivers are going they sell these products along the highways.

Two, because of the minimum safety standards at various tank farms, they use the truck heads of different tankers to load at the tank farms.

When they get back to designated points they now transfer it and use their own trucks. That is why we are having these problems; there is so much compromise at the tank farms,’’ he said.

Oyeyemi tasked relevant agencies, including the Standards Organisation of Nigeria (SON), on full enforcement of the minimum safety standards in the certification of haulage vehicles.

SON should work with the tank farms to ensure that only tanks that comply with the minimum safety standards are allowed to load.

The maximum haulage capacity for tankers operating in the country is 33,000 litres. There should be a directive that any tanker with more than 33,000 litre capacity should not be allowed to load.

This is why the weight and measures of the Federal Ministry of Industry, Trade and Investment should be more active and ensure strict enforcement of these standards,’’ he added.

Oyeyemi thanked the Office of the Secretary to the Government of the Federation for convening the forum, which sought to find a lasting solution to incessant tanker accidents in the country.

He urged other regulators to collaborate with the FRSC on the enforcement of safety standards in the industry.

  • Senate demands probe of Lagos explosion, to meet NNPC, FRSC

The Senate has called on the Nigeria Police and the Federal Road Safety Corps to investigate the circumstances surrounding the explosion of a tanker laden with premium motor spirit (petrol) in Lagos last Thursday.

The Senate also plans to meet with the FRSC and the Nigerian National Petroleum Corporation to seek amendment of extant laws needed to check accidents involving articulated vehicles.

This was based on a motion at the plenary on Wednesday by Senator Gbenga Ashafa (Lagos-East), in conjunction with senators Oluremi Tinubu (Lagos-Central) and Solomon Adeola (Lagos-West).

A tanker carrying 33,000 litres of petrol had crashed, emptied its content and exploded on the Otedola Bridge end of the Lagos-Ibadan Expressway last Thursday, with 12 confirmed deaths and 54 vehicles burnt.

Granting prayers of the motion, the lawmakers resolved to “urge the FRSC, the Nigeria Police and all relevant security agencies to cooperate with Lagos State and other states in ensuring that drivers of articulated vehicles comply with all federal and state traffic safety laws.

“We urge the Nigeria Police to work in conjunction with the FRSC to carry out a thorough investigation of the circumstances leading to the accident that led to the fuel tanker fire, with the view to prosecuting anyone found culpable in this preventable fire incident.

“The relevant committees of the Senate should invite the FRSC and the Nigerian National Petroleum Corporation with a view to finding a legislative solution towards ensuring that, before trucks are loaded, mandatory safety checks are put in place to ascertain the condition of the tankers and the roadworthiness of the vehicles.”

Tanker explosion: Senate takes action, as Saraki calls for accountability

The Nigerian Senate on Wednesday resolved to urge the Federal Road Safety Commission (FRSC), Nigerian Police and all other relevant security agencies to cooperate with Lagos state and other states in ensuring that drivers of trucks and other heavy-duty vehicles comply with traffic rules and regulations.

The Senate also urged the Police to work in conjunction with the FRSC to carry out a thorough investigation on what led to the tanker accident on Otedola Bridge, by the Lagos-Ibadan Expressway.

Speaking on the Senate’s resolution, the President of the Senate, Dr. Abubakar Bukola Saraki, said:

“I think this is something that could have been prevented if we all abide by the traffic safety guidelines and ensure the enforcement of existing laws.

“This is a lesson that we need to learn from. Those agencies that are in charge of ensuring the safety of tanker movement across the country must ensure compliance to ensure that the tanker drivers have gotten adequate licenses and vehicles have received their adequate certificates showing that they are in good condition to ply our roads.

“Until we continue to do that, and hold those accountable, we will continue to see these kinds of accidents. These are things that are preventable and we must ensure that on our part that we see to prevent them,” the Senate President said.

The Senate further resolved to direct its relevant committees to invite the FRSC and NNPC to develop solutions to prevent such accidents, while also urging the Federal Ministry of Power, Works and Housing and State Governments to accelerate the development of trailer parks and installation of way bridges to manage the trailer movement on the roads.

Omeje who disclosed this on Saturday in an interview with the News Agency of Nigeria (NAN) urged the owners of the licences to collect them as the command would soon embark on “Operation Show Your Driving Licence.’’

“We have sent SMS to their owners that their licences are ready for collection but they ignored responding to our our messages,’’ the FRSC boss said.

Omeje frowned at the attitude of some road users driving without valid licences saying that such licences remained the only certification to drive on the road.

According to him, the fine for a driver driving without a valid licence is N10, 000 and the offender must produce the licence within 24 hours.

Omeje said that if after 24 hours such offender could not produce a valid licence, the vehicle of such offender would be impounded.

He said that in such situation, it would be assumed that the driver was not licensed to drive.

Omeje said that the corps was not interested in the fines or depriving anyone the comfort of his vehicle, but advised motorists to do the right thing and be safety conscious.

He, however, revealed that between Feb. 26 and March 2, no fewer than 4, 644 licenses were collected by the applicants.
