Ex-Chief of staff, Gambari reveals how memos were bypassed to Buhari by cabals

Professor Ibrahim Gambari, a former chief of staff to the late ex-President Muhammadu Buhari has revealed how members of the president’s inner circle often bypassed him to secretly send memos to the head of state.

Speaking on Channels Television’s Inside Sources on Friday, Gambari said although Buhari had instructed that all memos be routed through him, some appointees exploited the president’s “weak point” to get their messages across informally.

“They knew his weak moment, they knew when to smuggle memos because they knew him as they interacted with him informally,” Gambari said.

Gambari served as Buhari’s chief of staff from May 2020 to May 2023 after the death of his predecessor, Abba Kyari.

“When I came as chief of staff to the president, he made a statement publicly. He said all memos must go through the chief of staff before coming to him.

“Even Vice President Yemi Osinbajo, to his credit, always passed his memos through me and several ministers, but our people still got their memos to him from behind because they knew his weak point and who to use and he never stopped them; but the advantage I had was that the memos came back to me,” the diplomat said.

The diplomat also addressed long-standing reports of a powerful cabal operating in Buhari’s presidency.

He said, “They say there was a cabal; there was. Every government has a cabal. They may call them a kitchen cabinet; they may call them a think tank.

“Former President Olusegun Obasanjo had a group of people – the Aboyades of this world and others – a small group of people. It is the nature of the office of the president that they must have some people in and out of government whom they can let their guard down to and talk to freely.

“Some have more powers than others, but I am bold to say that every government has a cabal of some kind or another, whatever name it is called. So, there was a cabal under Buhari.

Gambari, who previously served as foreign affairs minister under Buhari’s military regime in the 1980s, also reflected on the president’s decision-making style.

He said Buhari was deeply loyal to his appointees and reluctant to fire anyone, even in the face of mounting pressure (Channels)

Garba Shehu deletes tweet on robbers invasion of ‘Aso Rock’

In the wake of controversies surrounding reports of robbers attempt to burgle the residence of Professor Ibrahim Gambari, Chief of Staff to President Muhammadu Buhari – Malam Garba Shehu, presidential spokesman, deleted a tweet on the details of the move to burgle the residence of another Aso Rock official.

TheNewsGuru reported how Shehu described as a “foolish attempt” to burgle Gambari’s residence, he tweeted on a similar incident on the residence of Abdullahi Maikano, an official at the presidency.

Earlier, an online platform had reported that both Gambari and Maikano were robbed inside the presidential villa.

According to the report, which has been trending online, armed robbers invaded Aso Rock and emptied the residences of Gambari and Maikano.

But Shehu had dismissed the report, commenting only on the attempt on Gambari’s residence, which he said is outside the seat of power.

“The Chief of Staff, Professor Ibrahim Gambari has confirmed that there “was a foolish attempt” to burgle his residence at 3:00am this morning but it turned out to be unsuccessful.

“Professor Gambari, whose house is on a street next to the Villa has assured that there is nothing to worry about from the incident,” he had said in a terse statement.

But moments later, he tweeted on the attempt to burgle the residence of Maikano.

The presidential spokesman had said the suspect behind the incident was captured on Closed Circuit Television (CCTV), adding that the police were on his trail.

But surprisingly, he deleted the tweet which had been retweeted over by several persons and posted a fresh one which had no information on the CCTV part.

It is unclear if Shehu expunged that part because he felt it could hamper investigation which he said was ongoing.

  • Buhari, Gambari and NOUN law graduates, By Usman Tanze Danjuma

Buhari, Gambari and NOUN law graduates, By Usman Tanze Danjuma

    By Usman Tanze Danjuma

What a country! Will Nigeria ever change from its absurd and disgusting approaches to important and sensitive issues? Must everything be subjected to partisan politics of bullying; who will win and who will lose? In which clime is education ever subjected to politics and pulldown syndrome in the world space? These are some of the salient questions to the political-class in the Federal Republic of Nigeria who take joy in frustrating any government’s good initiatives and policies for selfish interests.

On 6 December, 2018, President Muhammadu Buhari ignited the entire nation with jubilation by giving assent to the controversial National Open University of Nigeria Act known as NOUN (Amendment) Act 2018. The entire nation jubilated and hailed the Presidential intervention hoping that the crisis which held over a thousand of law students of the federal government-owned Open and Distance Learning (ODL) institution to ransom since 2013 the first set of the Faculty of Law graduated has been brought to final end.

The amendment by the Senate after a public-hearing remedied the controversial clause “Correspondence” in the hitherto NOUN Act and changed it to “Full-time” which the Council of Legal Education (CLE) and Body of Benchers (BOB) capitalized on to deny the graduates of the university admission quota into the Nigerian Law School for their vocational training like their counterparts from other universities in and outside the country.

The Minister of Education, Adamu Adamu has shown profound commitment toward resolving the protracted crisis in numerous ways by liaising with his Ministry of Justice counterpart, Abubakar Malami but to no avail. The question is; how long will innocent citizens that got admission in a federal university and graduated from their accredited programme be allowed to be roaming the streets for no just course? Again, what are those bodies; CLE and BOB endlessly deliberating on a university that is accredited by the National Universities Commission (NUC)?

Section 4 of the Legal Education (Consolidation, etc) Act states; “Subject to this Act, the Attorney-General of the Federation may give the Council directions of a general character with regard to the exercise by the Council of its functions and it shall be the duty of the Council to comply with such directives”.

Could the AGF-Abubakar Malami claim not to know of the above provision since President Buhari gave assent to the NOUN Amendment Act about two years ago toward resolving the problems that crippled innocent citizens? Or is President Buhari’s assent so cheap to be thrown into a dustbin? Or could a sensitive position as that of the Attorney-General of the Federation become a tool for some persons to settle scores against perceived enemies? These questions should be answered by the ‘almighty’ AGF-Abubakar Malami.

President Buhari has positioned a renowned career diplomat, experienced administrator and academic of high standing, Professor Ibrahim Gambari as his Chief of Staff after the demise of Malam Abba Kyari. The difference must be clear. Nigerians must see the difference. A professor of global repute that knows the value of education and lives by it like Professor Gambari cannot watch and allow subordinates in the government destroy good policies of the government.

There is no excuse for these innocent citizens to continue to remain victims of power-plays merely because some cabals that attended conventional institutions didn’t like ODL (Open and Distance Learning) which is NOUN exceptional mode. Interestingly, virtual learning or Correspondence education which the cabal fumed over against NOUN has become the robust means of education following the outbreak of the dreaded coronavirus pandemic around the world.

Most terrible is that on 6 December 2020, it will complete two years President Buhari gave assent to resolve the crisis but some cabals using some persons in his cabinet stood against it using diverse tricks and delay-tactics. The second anniversary of the assent is few months away. This is the height of disrespect to the Office of the President of a nation, and a slap on President Buhari.

At the peak of the pandemic, federal government through the Minister of Education, Adamu issued directives to all tertiary institutions in the country to adopt Virtual/Online learning which most of the universities embraced to prevent lagging behind. Thus, virtual learning and ODL, hitherto rejected have become chief cornerstones. The world is changing rapidly and the pandemic has inarguably forced those that preferred to be anachronistic to forcefully think and make a move. Those that don’t believe in advancement or technological innovation should give space.

Another painful part is that those witch-hunted NOUN law students in a National Moot-Court competition for Faculty of Law in all federal, state and private universities in Nigeria defeated all their counterparts; and represented the country in India prior to their exclusion from the contest. Is this the way to reward and encourage hardworking and excellence? Apart from legislative amendment and presidential assent, the contention has been reduced to naught by Coronavirus contagion as virtual/online learning has become the way to go across the world.

To conclude, the Chief of Staff to the President, Professor Gambari as an academic should ensure that this absurdity; deliberate delays and frustration of helpless qualified NOUN law graduates from admission into the Nigerian Law School for their vocational training comes to an end. The office of the COS for the first time in the democratic dispensation rests on a renowned academic of international repute and career diplomat demonstrating President Buhari’s determination to make a difference in his final term in office.

As an icon of the academic world, the nation obviously earnestly awaits to benefit from such positive action of Mr. President on account of experiences, skills and exposures Gambari garnered over the years. Those that are bent on frustrating government policies from within for selfish interests should either retrace their steps or take the exit door. Witch-hunting an educational policy is a national tragedy. Let these witch-hunted NOUN law graduates be set free without further delay.

  • Edo poll: Buhari’s CoS; Gambari, Oshiomhole undermining democracy – Secondus

Edo poll: Buhari’s CoS; Gambari, Oshiomhole undermining democracy – Secondus

The National Chairman of the People’s Democratic Party (PDP), Prince Uche Secondus has accused the Chief of Staff to the President, Prof Ibrahim Gambari and former National Chairman of the All Progressives Congress (APC) of undermining democracy through their actions.

Secondus spoke against the backdrop of the viral video where Gambari and Oshiomhole were discussing the rising incidence of violence in the run up to the September 19 Edo state governorship election.

At a media briefing in Abuja on Thursday, the PDP chair said with the action of the duo, the threat to the nation’s democracy was becoming more and more real by the day.

Secondus said, “The PDP has watched with utmost concern the developing situation in Edo state. We have watched the growing desperation of the APC, and the Presidency to capture Edo state in the September 19 gubernatorial election at all cost.

“We are deeply saddened that under the watch of an elected President, Muhammadu Buhari, who is a huge beneficiary of democracy, the nation’s highest seat of power is being used for the hatching of plans to undermine democracy.

“The Chief of staff to the President Prof Ibrahim Gambari is such a strategic staff that when he is involved in any underhand thing, the President cannot free himself from it.”

The party chairman called on the National Assembly to call for the tape of the video and examine thoroughly its content with a view to acting appropriately.

“The constitution and the Electoral Act are clear on this type of blatant undermining of democracy by clamping down on the opposition.

“It’s very unfortunate that the numerous problems overwhelming the nation is not disturbing the President and his party but they are engaged in planning how to blackmail and arrest the opposition.

“It’s also in our findings that the several efforts of APC leaders to arm-twist the INEC (Independent National Electoral Commission) into falling for their devious moves to shift the election.

“All these anti -democratic moves are all aimed at one thing; creating a constitutional logjam to disruption the election because they know they cannot win.

“As all these underhand moves are crumpling before their eyes, the discredited former Chairman of APC was smuggled into Aso Rock Villa to fine tune the rigging strategy for Edo.

“The leaked video which has been confirmed by the Presidency, says it all, the plan to arrest and keep away all opposition leaders and clear the way for the rigging machinery of APC to roll through,” the PDP chairman added.

The development, he said, was not only shameful but also very unfortunate that the nation’s seat of power housing a democratically elected President has to be used to plan how to inflict harm on democracy.

Secondus also called on the INEC and the Judiciary to stand firm in defence of democracy and not yield to the “manipulative tendencies” of APC and its governments.

Continuing, the party chair said, “We wish to also draw the attention of the international community to this gross abuse of planning to undermine democratic process by critical staff who should defend it.

“We demand appropriate sanction of the individuals involved in this anti-democratic act, they should be given visa restrictions to any democratic countries.

“The interest and will of the people of Edo state should be paramount in all decisions and that should guide any action either by the INEC or the government.”

He declared that the PDP remains would vehemently oppose any attempt to postpone the Edo and Ondo states governorship elections billed to hold September 19 and October 10 respectively.

“Nigerians should declare anybody or group working to truncate the ongoing electoral processes for Edo and Ondo states as enemies of democracy who want to inject crisis in the two states by undermining the will of the people,” he said.

  • A Memo to Professor Agboola Gambari – Hope Eghagha

A Memo to Professor Agboola Gambari – Hope Eghagha

    By Hope Eghagha

It is part of our national dilemma, confusion and uncertainty that the appointment of a new Chief of Staff to President Muhammadu Buhari has elicited so much excitement, anxiety and concern that we have forgotten that the CoS is a personal staff to the president. Given our perception, private anecdotes and media presentation of the immediate past Chief of Staff Mallam Abba Kyari, as a man who wielded immense political power and virtually ran the country, whoever was appointed to the position would necessarily generate a lot of interest. It is against this background that the appointment of the 75year-old widely experienced Professor Agboola Gambari as the new Chief of Staff is of national importance.

One of the very first public statements credited to Professor Gambari when he arrived in Aso Rock was that his is to report and be accountable to his principal, that is, the President of the Federal Republic of Nigeria, and not the people of Nigeria. As far as private appointments go, this statement is excellent though it may not have been necessary at this time. But I suppose he was under pressure to make it clear that despite what anyone may have said about his predecessor, he plans to toe the same path created by Abba Kyari that endeared him to the Number One Citizen. A Chief of Staff is expectedly to be loyal to his appointor. Even if he disagrees with his boss, it must never come into the open. He can only give advice in the closet and await his master’s decision. Once a decision is reached, he must pursue it with fervour zeal and commitment as if he was originally for the idea as he relates with institutions and elected and appointed officials.

In the current dispensation, the perception is that like former American President Ronald Reagan, President Buhari cannot deal with the day to day details and complexities of our political life. As a result, he needs strong and dedicated staff who will read his mind perfectly, initiate and implement policy decisions in the overall interest of the polity. More than ever before, Nigeria needs expert and responsible hands that can effectively balance all the centrifugal forces currently tugging at the ropes of national unity. If the Chief of Staff is that rallying point, it will be dangerous to appoint a neophyte or an ethnic jingoist to that position. If the president had been led in the past into taking decisions that appeared to favour a section of the country, this is the time to gradually steer him back to the paths of national cohesion.

Professor Gambari as an international diplomat understands the power of perception in governance. Sometimes, it is more compelling than the real facts. The questions is whether he shares he view that there is an ugly tilt in the country in power sharing that has made a vast majority of people in the south very uncomfortable. In the north, both the elite and the ordinary people are worried by the level of violence and insecurity which marauding gangs have unleashed on the land. So, whereas most highly sensitive and politically powerful positions are held by persons of northern origins, this has not translated into anything life-transforming in the region. What can we say of the hometown of a top army chief being overrun by insurgents? The perception therefore is that these appointments favour individuals, not the country. Which is sad.

As a newly appointed Chief of Staff, presumed to be the de facto president of Nigeria, Professor Gambari has a lot of work to do. If the president has his ears, as I believe he does, there are some urgent tasks to be done. This is the time to diversify the economy. This is the time to tinker with the rules of engagement between the constituent parts of the federation for positive ends. A true federal structure and practice should evolve now. The service chiefs need to be replaced. A new strategy to end the Boko Haram insurgency should be developed. The rogue herdsmen currently ensconced in forests in across the country should be dislodged. If it is true that DPOs are under orders not to arrest and prosecute the Fulani marauders and kidnappers in southern bushes, this is the time to reverse it. Appointments should reflect national character and the regional interests which constitute the country. No one ethnic group is superior to another. The level of disenchantment against the government is very high right now, no matter what the smiling politicians who will troop to the presidency to welcome the new CoS as the best appointment ever made by the president.

Although Gambari is not accountable to the Nigerian people, at 75, he should be concerned with his legacy and the survival of Nigeria beyond him. Abba Kyari’s obnoxious directive that the Ministry of Health’s budget should be routed through Ministry of Agriculture for whatever reason has been reversed. The judgment that he usurped presidential powers and misled the country is out there. The last trip to Europe to negotiate power issues could have been done by the minister. He did not have to be on the board of NNPC. The leaked memo that he gave orders to service chiefs, sideling the National Security Adviser, thereby making the president look bad and inefficient is in the public domain. The Chief of Staff ought not to be seen or heard. He is not the alternative president. He ought to smoothen the engine of government working in consonance with other government officials. In his tenure, Gambari should encourage the president to ‘seem’ to take charge. An appointee, not recognised by the constitution cannot, should not usurp the office or powers of the president.

Finally, I congratulate Professor Gambari on his emergence as chief of Staff, an office currently perceived as the de facto powerhouse in the country. All the vicious stakeholders will converge now and try to seize him into their corner. Whatever his antecedents are, good, bad and ugly, it is left for Professor Gambari to use his past to help guide the president and create a better Nigeria than we currently experiencing. The clock is ticking. Nigerians are watching!

  • Buhari made right choice appointing Prof. Gambari as Chief of Staff says group

The South East Emancipation Movement (SEEM) has lauded President Muhammadu Buhari’s choice of Prof. Ibrahim Gambiri as his new Chief of Staff.

Gambari, a renowned diplomat and academia, replaces Abba Kyari who passed away in April.

The appointment of the Kwara native has been widely accepted by Nigerians with the South East Emancipation Movement the latest to show solidarity.

In a statement signed by its coordinator, Comrade Nnaemeka Chukwuebuka, on Friday, SEEM expressed gratitude to the president for settling for someone with a clean slate and unblemished integrity like himself.

Given the current global situation, the group revealed that this is coming at the right time when the administration can’t afford to gamble on key decisions and policies.

With Nigeria’s economy on an upward swing since 2015, SEEM believes Gambari’s exposure and wealth of experience would be crucial in sustaining the tempo.

Having previously worked with the president, the Igbo group reckoned that the professor would most certainly hit the ground running as he is already familiar with the terrain.

While calling on all Nigerians to continue to support President Buhari, SEEM, however, wished Gambari all the best as he coordinates the activities for and on behalf of his boss.

  • Welcome on board ship of change, Gambari, do these for Mr. President

Welcome on board ship of change, Gambari, do these for Mr. President

    By Ochonu Ochonu

New Chief of Staff to President Muhammadu Buhari, Professor Ibrahim Gambari, has hit the ground running right from when he reported at the Aso Rock Presidential Villa days ago.
He said from his very first interview with newsmen that his office would be solely for the service of his principal and to provide the President with the best advice to organize the presidency and make sure that the machinery runs smoothly with his priorities carried out efficiently and properly.

This shows that the Chief of Staff, who is coming with sound educational background and wealth of experience clearly knows and understands the role expected of him and is prepared to serve sincerely and objectively to the best of his abilities.

The background to the appointment of Prof. Gambari, though well known, bears restating due to its significance to appreciating the enormity of the task at hand.

He is succeeding a technocrat, Alhaji Abba Kyari, who until his death, was believed to have exerted a lot of influence on the President.
In 2019 immediately after the results of the presidential elections were announced and it was clear that President Buhari had won a second term in office, intense lobby began for the replacement of the then chief of staff, because of the benefits believed to be attached to that office.

But the president disappointed the lobbyists by reappointing Abba Kyari. His death while in office however gave opportunity for the hawks milling around the presidency to resume a fresh round of scheming. But outside the projection of book makers and presidency analysts, the president chose Gambari, who is not known to have indicated interest in the job for the position.

It was a master stroke because that pleasantly shocked many as analysts admitted that the Professor has the capacity to run the office effectively despite the enormity of the work required and the sensitivity of some of the issues on ground.
Gambari has held several responsible positions that makes his experience stand out. He was President of UNICEF and later became UN Under Secretary-General and the first Special Adviser on Africa to the UN Secretary General Kofi Annan. He was the Under-Secretary-General of the United Nations for Political Affairs, under Secretary-General’s Kofi Annan and Ban Ki-Moon and was chairperson of the African Union Commission.
He also has a rich background in the academia and has maintained a respectful profile both while serving in public office and in his private capacities.
Due to the perception of the office of the chief of staff, the expectations on Gambari are quite high.
The first task for Gmabri therefore would be to identify the job specification of the office which he has done, but more importantly, shake off the excesses imposed by people’s perception and give the President sound support drawing for his wealth of knowledge and experience.
The responsibility of the chief of staff to the president as obtainable in the US where Nigeria’s presidential system of government was copied from indicates that the job is both managerial and advisory.
It has been listed for instance that job entails the selection of key staff for the president and supervising them; structuring the staff system in the presidency, controlling the flow of people into the office of the president; managing the flow of information; protecting the interests of the president; negotiating with congress, other members of the executive branch, and extra-governmental political groups to implement the president’s agenda among other functions.
Having been picked among a million, the choice alone comes with its challenges ; the first being the fact that those who had lobbied for the position and who will want the rules bent in their favour would automatically assume a not so friendly position to the occupant of that office and it would do the new Chief of Staff to know how to separate the wheat from the chaff.

But that should be the least of Gambari’s problems for now. His focus, like he said in his first interview, is should be how to serve the president to the best of his abilities. The erudite Professor has by the virtue of his appointment, become an insider in the administration and the key person that would be expected to drive, sell and project the Buhari philosophy.
He may not have been around when key decisions that defined the administration were taken or when basic policies were formulated, but he must, as the one who protects the interests of the president and negotiates with others including the parliament on implementing the president’s agenda steep himself in the philosophy that shapes the administration.
For a start, one would suggest that Gambari takes a look at the mantra upon which the current administration based its administrative framework on, examine if these have been achieved and how well they be been applied; and if there be any need for improvement and the areas for improvement.
The President Buhari APC led administration at inception, rolled out its agenda on the tripod of fighting corruption, improving on the economy and subduing security challenges facing the nation.

On the three, one can say without fear of contradiction, that the administration has done well as it has succeeded in reducing the level of corruption in public service, improved on the economy and made it very difficult for Boko Haram elements to find breathing space not to talk about operating as they used to in Nigeria.
On the aspect of corruption, three former governors and the national publicity secretary of a former ruling party are now in jail due to charges related to corruption while the administration also introduced the Treasury Single Account,(TSA) which abolished the multiple accounts of ministries and extra ministerial departments, making them more accountable and subject to scrutiny.

The administration has also insisted on the implementation of the IPPIS and its extension to other agencies to save the nation’s higher institutions and other agencies of government from collapse.
As stated earlier, the administration had within the period, crushed the erstwhile dreaded Boko Haram insurgents and liberated all territories under its grip.
The boost in agriculture and its impact on rural populace has been massive as farmers especially those that produce rice are becoming millionaires and the rejuvenation of small scale businesses has created the middle class that was hitherto missing on the polity while the nation’s currency has been stabilised.
Nigeria, is fast becoming an admired international business and financial center with more foreign interests trying to take advantage of the favorable economic situation to hop in and do business.
The chief of staff can take a cue from there and rally round efforts towards sustaining these efforts for the benefits to trickle further down to the masses.
Having worked with President Buhari as head of state some thirty years ago, the chief of staff should know that the president is a man with focus who is firm and committed in achieving results especially now that he is more concerned about leaving a legacy for posterity.
This behoves on the professor to be firm and strong no matter the amount of blackmail and subterfuge and never to give in to enemies within who will try to achieve their selfish aims by trying to compromise on the integrity of the President.
In this regard, Prof. Gambari should be bold and ready to say NO to the businessmen around the corridors of power who see the presidency as an avenue to feather their nests and nothing more. Such people must be reminded that President Buhari is committed to the development of the country and not interested in deals that do not serve the interests of the masses.

The new Chief of Staff should also shun myopic interests who would willfully set out on their own mission and agenda to destroy the principles which Buhari has built his entire life and career as a public officer.

Having served as the minister for external affairs, with the record of being the longest serving Nigerian Ambassador to the United Nations under five Heads of State and Presidents, Prof Gambari by posseses the requisite qualification to guide the presidency in ensuring the economy is put on the right course especially now that there would be fresh challenges owing to the general lockdown in which many businesses have suffered and income from the sale of crude oil has gone down.

The chief of staff must also keep an eye on the other security issues ravaging the country apart from insurgency.
Though the Nigerian armed forces has stepped up its game and is giving the insurgents in the Northeast a bloody nose, his encouragement by way of constantly reminding the President and encouraging the military top hierarchy, will go a long way in bringing the problem to an end.
As a former United Nations Under-Secretary General and Special Adviser to the Secretary-General on Africa, former Chairman of the United Nations Special Committee Against Apartheid and on Peace-Keeping Operations none has better credentials to guide the president through the labyrinth of international politics that would put Nigeria permanently in the comity of fast developing nations.
The Chief of staff can also add verve to what the Presidential Task Force to contain the spread Coronavirus is doing. This is a huge global problem that Nigerian cannot allow to weigh it down.

Prof. Gambari’s experience in Foreign Service and sojourn in other countries which enabled him to relate with persons at the highest levels would be required to help Nigeria in the bid to check the spread of the virus and contain the pandemic which has claimed almost 300,000 lives in the world.
In the education sector, Gambari who began his teaching career in 1969 at City University of New York and had taught in many universities including the Johns Hopkins School of Advanced International Studies, Georgetown University and Howard University, has come at the right time as his voice would add to the many administrative policies of the current administration in the education sector now that schools have been shut and are on compulsory vacation due to Coronavirus.
As the streams of congratulatory messages continue to pour in welcoming the new Chief of staff, the Chief of Staff needs to know how to separate the wheat from the chaff even at this stage.
He should be careful to avoid falling into the trap of the group of vicious few who are driven by self interest and who will not mind he compromises the philosophy of President Buhari once it would serve their interest.
Welcome on board erudite Professor, your time starts now!
