  • Emir Sanusi’s influence threatened as Kano Assembly finally passes Ganduje’s Emirate Council Bill

The Kano state house of assembly has approved the 2019 Emirate council Bill.

The speaker of the house Alhaji Abdulaziz Garba Gafasa announced the Approval during the house plenary held in Kano on Thursday.

The new bill has approved four additional Emirates council in the state which includes Bichi, Gaya, Rani and Karaye.

The bill scaled through first, second and third readings before it was finally adopted by members of the assembly.

However, last Wednesday, the state House of Assembly was engulfed in a rowdy session over Governor Ganduje’s reactivated Emirate council Bill where members were sharply divided.

Recall that a Kano High Court, presided by Justice Usman Nabba, had nullified the new emirates and consequently restrained the governor, the House of Assembly, their servants, agents and proxies from giving effect to or from continuing to give effect to the (Appointment and Deposition Law) 2019.

In its judgement, the court held that the purported proceedings or discussions taken by the Kano State House of Assembly in respect of the law violated its own rule, adding that the legislators failed to comply with Order II, Rule 3 of Kano State House of Assembly.

Justice Na’Abba pointed out that the Kano State House of Assembly violated section 101 of the Nigerian Constitution which gives the assembly the power to enact its rules and guidelines of proceedings.

The bill is expected to be ascent by governor Abdullahi Umar Ganduje soon for immediate action.

Meanwhile, overzealous security operatives attached to the Kano state House of Assembly harassed and threatened to shoot some newsmen, who had come to cover proceedings on Kano Emirate council Bill.

Despite identifying ourselves, the security men remained adamant insisting that they would not allow us entrance into the premises over undisclosed reasons.

However, the timely intervention of the Assembly,Director of Press, Malam Ali Bala saved the situation.

Send account details for ‘N4.5m’ compensation – Ganduje’s govt tell Sanusi

A week after reports of the demolition of property worth 250 Million belonging to the Emir of Kano Muhammadu Sanusi II, by the Kano State Government, the administration has requested the monarch’s account number for compensation.

This is contained in a statement, on Wednesday, by the Public Relations Officer, Kano State Bureau for Land Management, Murtala Shehu Umar.

The property, located at Ibrahim Dabo Road, was demolished to pave way for the ongoing flyover and underpass being constructed at the Dangi Roundabout area. The demolition of structures within the land and the fence was supervised by the Commissioner of Works, Engineer Muaz Magaji, on Friday, 15 November 2019.

Officials of the Ministry of Lands disclosed that Emir Sanusi purchased the 1.2-hectare land in 2010 at a cost of 200 Million and that the land was recently valued 250 Million at a commercial rate.

But the state government has insisted that payment would be made in accordance with the statutory land rate – N4.5million.

Umar said the government did not seize “any land belonging to the Monarch. Although as the general public is aware that the present administration of Governor Abdullahi Umar Ganduje is constructing a gigantic Underpass, first of its kind in the country at Dangi on Zaria road, and due to the nature of design and size of the underpass some structures within the area were affected and needed to be removed from the area.

“Among the structures affected are 2 wall fenced lands belonging to the Emir, one at Ibrahim Dabo Road, and the other at Dr. Borodo Road and another big dilapidated room attached to the walls, these structures were removed with the consent of His Royal Highness as it was not the whole plot that was affected as some Media reported.

“Any person is free to visit the area to assess and see for himself to avoid doubt and report to the general public what he/she has seen instead of carrying news from the people who don’t want peace in the State.

“Based on this development Kano State Bureau for Land Management is appealing to His Royal Highness the Emir of Kano Malan Muhammadu Sanusi II to send his account details for the payment of his compensation, since the Government has released the money to the Bureau to settle all the compensation of the affected structures, and only the Emir is yet to submit his bank details as at this time”

Kano guber dispute: INEC, Ganduje, Abba adopt final defence

The petitioners and respondents in the legal tussle over the 2019 governorship elections in Kano state on Wednesday adopted their final defence before the gubernatorial Election Tribunal presided by Justice Halima Shamaki sitting at Miller road Court complex.

Abba Kabiru Yusuf (1st petitioner) alongside Peoples Democratic party(PDP) (2nd petitioner) had dragged Independent National Electoral Commission, INEC (1st respondent)Abdullahi Umar Ganduje (2nd respondent) All Progress Congress (APC) (3rd respondent) challenging the declaration of Ganduje as the winner of Kano governorship election.

The respondents in their final written addresses urge the court to dismiss the pleadings made by the petitioners, stating that the petitioner has failed to discharge the burden on prove.

The respondents further urged the court that the exhibits that were tendered from the bar by the petitioners were not Certified True Copies (CTC) therefore pray the tribunal to dismiss the petition in its entirety.

Counsel to the 1st respondent(INEC) Ahmed Raji(SAN) told the court that the issues raised by the petitioners was bankrupt in merit, he argued that the petition lacked the fertility of life.

Raji(SAN) submitted that Abba Kabiru failed to produce direct evidence to substantiate his claims that INEC wrongfully declared his opponent, Abdullahi Umar Ganduje as the winner of the poll, arguing that the electoral act is strict on the petitioners appealing to the tribunal to on this grounds dismiss the petition.

Abdullahi Umar Ganduje(2nd respondent) responding to the petition filed against his gubernatorial victory before the tribunal said the petitioner failed to produce a result that was contrary to that which was declared by INEC.

Ganduje through his counsel, Offiong Offiong(SAN) submitted that Abba Kabiru invoked presumptions in attempt to prove to the court that he was duly elected as Kano state governor, praying the court to dismiss the claims made by the petitioners.

The 3rd respondent, All progressive Congress, APC also in its defence told the tribunal that the petitioners in their claims made an unlawful translation of the provisions of the law.

The respondents through its counsel Alex Iziyon(SAN) further said the petitioners failed to tender voters register that indicate the number of voters, who voted and number of votes scored to substantiate their claim as winners of the elections.

According to him, INEC possess the inherent jurisdiction to cancel elections and proceed to order for a rerun, arguing that on March 9th 2019 INEC acted rightly by declaring the Kano state governorship election as inconclusive.

Iziyon(SAN) further argued that the petitioners in their claims to election victory acted in contrast to the provisions of the law by presenting Pink Copies result sheets, explaining that jurisprudence has transited from submission of Pink Copies to another stage, on this ground he pray the court to dismiss the petition and uphold the emergence of All Progressive Congress, APC and its candidate Abdullahi Umar Ganduje as winner of the election.

Responding to the submissions made by the respondent, counsel to the petitioners, Kanu Agabi(SAN) urge the court to ignore the response from the respondents on the issues raised.

Agabi(SAN) said on the 9th of March 2019 elections were held and results were announced, adding that Abba Kabiru Yusuf of the PDP scored the highest number of votes unfortunately INEC refused to declare PDP as the winner of that election.

He argued that the rerun election held on the 23rd of March is null and void, stressing that therefore the results from the rerun, which declared Abdullahi Umar Ganduje as duly elected Kano state governor was null and void, that the court should declare the results of the 9th of march 2019 as the valid results and return PDP and its candidate Abba Kabiru Yusuf as the winner of the election, urging the tribunal to so hold.

However, our reporter observed that anxiety, apprehension and palpable fears have enveloped the ancient city of Kano as residents are gripped under the fear of the likely outcome of the legal battle between both political giants.

It would be recalled that at the height of the court proceedings, the chairman of the tribunal Justice Halima Shamaki reacting to the tense atmosphere that had trailed the proceeding threatened to relocate the tribunal from Kano to Abuja.

Throughout the security of the proceedings heavily armed security operatives were stationed at strategic positions as they disallowed hundreds of party faithful who were usually eager to gain entrance into the court complex to witness the epic legal battle.

In her ruling, Justice Shamaki said the tribunal would communicate to the parties, concerned the date that the final judgment would be delivered

Ganduje adamant on RUGA, as other northern govs opt out

Gov. Abdullahi Ganduje of Kano State said his government is determined to implement the RUGA project, meant to resettle herdsmen and boost economic activities.

Ganduje stated this on Saturday in Kano while receiving the report on the establishment of Ruga and Milk Market in Kano State.

Last Thursday, governors in the northern states jettisoned RUGA and adopted the National Livestock Transformation Plan (NLTP), which is backed by the National Economic Council.

According to Ganduje, apart from tackling insecurity, the RUGA settlement project will change the socio-economic status of Fulani herdsmen and open new revenue outflow to government.

“Don’t bother yourself with RUGA or whatever name it is called, the fact remains that Fulanis must be settled and enjoy basic social amenities like any other citizen.‎

“They need to be educated. Education is key. We are also thinking of establishing modern Abbatoir, so that haulage of cattle from North to South would be replaced with transportation of processed meat,” he explained. ‎

‎Ganduje revealed that his administration was in talks with the Islamic Development Bank on the issue, assuring that the talk had reached advance stage.

“We are now at the implementation stage of our collaboration, to tell you how serious we are,” the governor added. ‎
Earlier, Chairman of the committee, Dr Jibrilla Mohammed, revealed that they visited five forests in the state before resolving to recommend Dansoshiya Forest in Kiru Local Government area for the project.

According to him, other forests visited were Panyabo in Doguwa, Duddrum Gaya in Ajingi, Dunawa in Makoda and Bichi local governments areas.

“After deliberations and considerations of the aims and objectives of government on the project, the committee settled for Dansoshiya forest in Kiru local government for the initial take-off of the project,” he said.

According to the chairman, Dansoshiya forest has the advantage of being very large with sizeable number of Fulani settlements and good arable land for grass cultivation.

Mohammed said the committee also recommended two model houses of 2 bedrooms, which would be built in form of clusters of six houses.

“The committee recommended other facilities like, industrial borehole, veterinary clinic, dispensary, earth dam, milk collection centre, primary school, Islamiyyah school, Mosque, and security outpost. All these are included in the masterplan,” he disclosed.

On the establishment of milk market, the committee recommended Dangwauro as the most ideal site to establish the Model Milk Market, because of easy access to the milk producing areas.

Mohammed said that in the proposed milk market there would be provision for cold rooms, toilets and stores among other facilities.

  • Gov Wike takes Ganduje to cleaners, says I’m not dollars you pocket carelessly

Gov Wike takes Ganduje to cleaners, says I’m not dollars you pocket carelessly

Spokesperson of the Rivers State Governor, Nyesom Wike, Simeon Nwakaudu, has lambasted the Kano State Governor, Abdullahi Ganduje over plans to drag his principal to court.
Nwakaudu said Wike was not a dollar bill which Ganduje can “pocket sheepishly and recklessly”.

Ganduje was reported to have threatened to institute a legal action against Wike, following claims that he ordered the demolition of a mosque in Port Harcourt, the state capital.

The Rivers State governor, however, denied the allegation.

Reacting to Ganduje’s threat, Nwakaudu in an article wrote: “It beats my imagination that Kano State Governor, Abdulahi Umar Ganduje is still in the habit of making irresponsible comments about Rivers State. Up till now, Ganduje is yet to realise that Governor Wike is not dollars that he can pocket recklessly and sheepishly.

“I saw a statement released by Abdulahi Umar Ganduje. He said that he will sue Governor Wike over the falsehood that a Mosque was demolished in Port Harcourt. For the umpteenth time, no Mosque was demolished by Governor Wike. No Mosque was demolished by the Rivers State Government.

“The story was a fabrication by one Alhaji Tobacco. The fabrication was orchestrated by Daily Trust and The Nation Newspapers for obvious mischievous political reasons. These baseless press releases confirm the ugly plot.

“Several journalists and civil society groups have visited the disputed land and no traces of any Mosque were found at the location. Governor Wike personally led journalists to the disputed land and the world saw that no Mosque existed there.

“On Saturday, the Rivers State Islamic Leader/Vice President General, Rivers State Council for Islamic Affairs, Alhaji Nasir Uhor stated that there was no physical structure of a Mosque at the disputed land at Rainbow Town in Port Harcourt. He said the insinuation that any structure was at that location was not true. He also admitted that a Rivers State High Court confirmed that the disputed land belongs to the Rivers State Government.

“Suit Number PHC/986/2012 between Registered Trustees of Trans-Amadi Mosque, Port Harcourt (Claimant) and the Commissioner, Ministry of Urban Development and Physical Planning, Rivers State, the Governor of Rivers State and the Attorney General of Rivers State (Defendants) was resolved by Justice G.O. Omereji on Tuesday, 27th November, 2018. This matter pre-dated Governor Wike.

“Justice Omereji of the Rivers State High Court held that: “The defendants have in Exhibits J, J1 and J2 inclusive of Exhibit K, which is the Certificate of Title, established that the land, the subject matter of this suit, was acquired in 1959 by the Government.

“My humble opinion is that the claimants have not established that they have better title to the land, the subject matter of this suit and they have not established that at the material time they were in possession and that the defendants do not have better title to the land”.

“The Court further ruled that the claimants had no approval to build on the disputed land.

“The entire world is aware of the above facts. Nobody has circulated any photographs or videos of the said Mosque that Ganduje and other APC Chieftains are harping on. They merely want to use a non-existent Mosque story to score ugly political points.

“Pray, what redress would Ganduje be seeking in court when he sues Governor Wike? Would Ganduje tell the court to relegate the Rivers State Ministry of Urban Development and Physical Planning and enthrone its Kano State Counterpart? Would Ganduje be asking the Court to hand over jurisdiction to Kano State High Court?

“Under the Land Use Act, the governor is responsible for allocation of land in all urban areas to individuals’ resident in the state or to organizations for residential, agricultural, commercial and other purposes. Perhaps, Ganduje would be telling the Court to deny the Rivers State Governor of such powers, while he retains same powers under the Land Use Act in Kano State.

“The Press Statement attributed to Ganduje is a confirmation that this country is at its lowest point. This is the worst form of administrative ignorance.

“As a Governor with a bruised ego, Ganduje thinks that this religious falsehood would afford him a backdoor entry into the national good book. Sadly, he has exposed himself as a terribly ignorant leader who basks in baseless claims.

“The disputed land is already before the court, as the Registered Trustees of Trans-Amadi Mosque, Port Harcourt (Claimant) sued the Rivers State Government in 2012. Having lost at the Court of First instance, these trustees have appealed the judgment.

“GANDOLLARS MAY HAVE FORGOTTEN, On December 8, 2016, Abdulahi Umar Ganduje, as Chairman of the Rivers State APC Election Rerun Campaign Committee, threatened violence on Rivers people at the Yakubu Gowon Stadium.

“Alongside several APC Governors, Ganduje Ganduje called on APC Thugs to unleash mayhem on Rivers electorate for the purpose of rigging the rerun elections. He claimed that the aim was to ensure that the APC took control of the House of Assembly for the purpose of impeaching Governor Wike.

“The APC Federal Government deployed 57,000 security personnel, billions of naira, millions of dollars, Jet Fighters and Gunboats for the rerun elections. Rivers people stood with Governor Wike and the APC was roundly defeated. Rivers people rejected the plot to pocket Governor Wike by the APC rigging machine.

“GOVERNOR WIKE IS NOT DOLLARS. Abdulahi Umar Ganduje, a man who enjoys bribery and falsehood, must realise that Governor Nyesom Ezenwo Wike is not dollars that he pockets with ridiculous abandon. Governor Wike is a lover of the rule of law, due process, religious tolerance and peaceful co-existence. He cannot be intimidated by the illiterate threat of lawsuit from a man of low moral standing.

“Gandollars, sorry, Ganduje is still talking because he thinks that Nigerians have forgotten about his crime against his people.”
