    BREAKING: Presidency breaks silence on Supreme Court ruling on old Naira notes

    The Presidency has broken silence on Supreme Court ruling on the use of old Naira notes in country, saying at no time President Muhammadu Buhari instructed the Attorney General of the Federation and Governor of the Central Bank of Nigeria (CBN) to disobey any court order involving the government and other parties.

    TheNewsGuru.com (TNG) reports Garba Shehu, Senior Special Assistant to President Buhari on Media and Publicity made the disclosure in a statement on Monday.

    According to Shehu, it was wide off the mark to blame Buhari for the current controversy over the cash scarcity, despite the Supreme Court judgement and that the CBN has no reason not to comply with court orders on the excuse of waiting for directives from the President.

    The statement reads: “The Presidency wishes to react to some public concerns that President Muhammadu Buhari did not react to the Supreme Court judgement on the issue of the N500 and N1,000 old currency notes, and states here plainly and clearly that at no time did he instruct the Attorney General and the CBN Governor to disobey any court orders involving the government and other parties.

    “Since the President was sworn into office in 2015, he has never directed anybody to defy court orders, in the strong belief that we can’t practise democracy without the rule of law and the commitment of his administration to this principle has not changed.

    “Following the ongoing intense debate about the compliance concerning the legality of the old currency notes, the Presidency therefore  wishes to state clearly that President Buhari has not done anything knowingly and deliberately to interfere with or obstruct the administration of justice.

    “The President is not a micromanager and will not, therefore, stop the Attorney General and the CBN Governor from performing the details of their duties in accordance with the law. In any case. it is debatable at this time if there is proof of willful denial by the two of them on the orders of the apex court.

    “The directive of the President, following the meeting of the Council of State. is that the Bank must make available for circulation all the money that is needed and nothing has happened to change the position.

    “It is an established fact that the President is an absolute respecter of judicial process and the authority of the courts. He has done nothing in the last eight or so years to act in any way to obstruct the administration of justice, cause lack of confidence in the administration of justice, or otherwise interfere or  corrupt the courts and there is no reason whatsoever that he should do so now when he is getting ready to leave office.

    “The negative campaign and personalised attacks against the President by the opposition and all manner of commentators is unfair and unjust, as no court order at any level has been issued or directed at him.

    “As for the cashless system the CBN is determined to put in place, it is a known fact that many of the country’s citizens who bear the brunt of the sufferings, surprisingly support the policy as they believe that the action would cut corruption, fight terrorism, build an environment of honesty and reinforce the incorruptible leadership of the President.

    “It is therefore wide off the mark to blame the President for the current controversy over the cash scarcity, despite the Supreme Court judgement. The CBN has no reason not to comply with court orders on the excuse of waiting for directives from the President.

    “President Buhari has also rejected the impression that he lacks compassion, saying that “no government in our recent history has introduced policies to help economically marginalised and vulnerable groups like the present administration.”

    President Muhammadu Buhari has said there is no cause for alarm, assuring Nigerians that the government will ensure that citizens are unharmed in their businesses and no disruption is caused to the entire supply chain arising from the currency swap due to end shortly.

    Buhari was reacting to reports of long queues of people waiting for hours to deposit old notes and get new ones, a situation which has triggered public anger and criticism from the opposition.

    According to a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President underscored that the currency swap targets people hoarding illicit funds and not the common man.
    He maintained that it had become necessary to prevent counterfeits, corruption, and terrorist funding, assuring the public that the change will help stabilise and strengthen the economy.

    While taking note that the poorest section of society is facing hardship as they often keep hard cash at home for various expenses, the President further gave strong assurances that the government will not leave them to their own fate.

    He reiterated that a number of initiatives by the Central Bank of Nigeria (CBN) and all commercial banks are underway to speed up distribution of the new notes and do all that is necessary to forestall cash squeeze and chaos.

    The CBN first informed Nigerians about the plan to redesign the N200, N500 and N1,000 banknotes on October 26, 2022, saying the old notes would no longer be valid after January 31, 2023.

    Buhari unveiled the new notes in December 2022.

    The Obi of Onitsha, Nnaemeka Achebe has countered the presidency, saying there was no time he had an altercation with former Presiden Olusegun Obasanjo.

    TheNewsGuru.com (TNG) reports this is contained in a statement released on Tuesday by Chinyelugo Osita Anionwu, Chief of Staff to the Ime Obi Onicha.

    Recall that Garba Shehu, presidential spokesman in a statement on Monday criticised Obasanjo for criticising the present administration under President Muhammadu Buhari.

    Shehu also said Obasanjo deceived the south-east during the flag-off for the construction of the Second Niger Bridge, adding that the Obi of Onitsha had some altercation with the former president.

    “Obasanjo laid the sod for the bridge in his first term as elected President and work never started. When he sought re-election for his second term in office, he returned to the site to turn the sod for the bridge the second time.

    “When the Obi of Onitsha, forthright and scholarly, reminded him that he had done this in the past, Obasanjo told the foremost Southeast traditional ruler that he was a liar, in the full presence of the Chiefs and Oracles in his palace,” Shehu stated.

    However, in the statement on Tuesday, the Obi of Onitsha said he wasn’t involved in any sod-turning ceremony for the bridge during Obasanjo’s first tenure.

    The statement reads: “The attention of Ime Obi Onicha(The Palace) has been drawn to a State House Press Release of January 2, 2023 by Garba Shehu, Senior Special Assistant to the President (Media & Publicity), titled MORALLY SQUALID OBASANJO ATTACKS LEADERS OUT OF FRUSTRATION.

    “His Majesty, Nnaemeka Achebe, CFR, mni, Obi of Onitsha, by his position as traditional and natural ruler, should normally not engage publicly in high level discourse on affairs of State between two of our highly respected national leaders, President Muhammadu Buhari, GCFR and former President Olusegun Obasanjo, GCFR.

    “However, the Palace deems it absolutely necessary to ensure that public statements relating to our monarch are factually correct. Accordingly, the Palace would like to state categorically that His Majesty was never involved in any sod turning ceremony for the second River Niger Bridge during the first tenure of President Obasanjo as President of the Federal Republic of Nigeria and, therefore, could not have engaged in any altercation with the then President as stated in the above press release.

    “The only involvement of His Majesty with President Obasanjo regarding the Second River Niger Bridge was at the very tail end of his second term as President during a low-keyed flag-off of the project when His Majesty prayed that the succeeding administration would construct the bridge expeditiously.

    “Onitsha people will continue to express their utmost gratitude to President Buhari and his Government for successfully constructing the magnificent bridge.

    “This is solely a statement of facts and nothing more or less”.

    Morally squalid Obasanjo attacks leaders out of frustration – Garba Shehu

    Thanks for seeking our reaction.

    Former President Obasanjo is so well known to all that no one needs to describe who he is.

    But, four things we will like to say:

    One is that he will not stop attacking President Muhammadu Buhari because the former President won’t stop being jealous of anyone who beats him to a new record in the nation’s development process.

    President Buhari is ahead of Chief Obasanjo in all fields of national development and to do that is cardinal sin to Obasanjo whose hallucinations tell him that he is the best ever to lead Nigeria and there will never be another one better than him.

    President Buhari just completed the world class edifice that is the Second Niger Bridge after three decades of failed promises. It is now awaiting commissioning.

    Obasanjo laid the sod for the bridge in his first term as elected President and work never started.

    When he sought re-election for his second term in office, he returned to the site to turn the sod for the bridge the second time. When the Obi of Onitsha, forthright and scholarly, reminded him that he had done this in the past, Obasanjo told the foremost Southeast traditional ruler that he was a liar, in the full presence of the Chiefs and Oracles in his palace.

    Obasanjo lied to the Southeast to get their votes. President Buhari didn’t get their votes but built the bridge because he believed it is the right thing to do.

    Two, President Buhari had been bagging awards and encomiums for trying to do that which the Constitution of the Federal Republic of Nigeria says a leader should do: serve one, or a maximum of two terms and go.

    President Buhari has been stating and restating that he will supervise a better election than the one that brought him to office and to leave as and when due.

    Having tried tenure elongation and failed, Obasanjo’s fictitious mind must be telling him that he is the one under attack.

    But he is not on President Buhari’s radar because experience has shown, especially lately in West Africa where there have been at least three successful coups and many other failed attempts, that third term or tenure elongation is a recipe for political instability.

    Furthermore, the totality of African leaders appointed President Buhari the Anti-Corruption Champion of the continent.

    You can’t be an anti-corruption champion if “you meddled and bent the rules,” carrying the putrid responsibility of what happened to national assets in the name of privatization as documented by the Nigerian Senate in 2011.

    As an insight, the Aluminum Smelter Company of Nigeria, ALSCON, which was set up with $3.2 billion, was sold to a Russian firm, Russal, for a paltry $130million. Delta Steel, which was set up in 2005, at a cost of $1.5billion, was sold to Global Infrastructure for just $30million.

    ALSCON got back $120million for the dredging of the Imo River, which was never carried out.

    Three, which is linked to the one above is the growing profile of President Buhari as the Champion of Democracy not only at home and in the West African subregion but the African continent as whole.

    As President, Obasanjo destabilized internal democracy by orchestrating impeachment after impeachment of governors who were not compliant with his highly imperial administration.

    As we said sometime back, Mr. Obasanjo’s tenure, 1999-2007, represented the dark days of Nigeria’s democracy due to a slew of assaults on the constitution.

    The former president deployed federal machinery to remove governors Joshua Dariye, Rashidi Ladoja, Peter Obi, Chris Ngige and Ayo Fayose from office. They were the then governors of Plateau, Oyo, Anambra, Anambra and Ekiti, respectively, unjustly removed using the police and secret service under his control.

    Under him, a five-man legislature met at 6:00 am and “impeached” Governor Dariye in Plateau; 18 members out of 32 removed Governor Ladoja of Oyo from office; in Anambra, APGA’s Governor Obi was equally impeached at 5:00 a.m. by members who did not meet the two-thirds required by the constitution.

    Lawmaking powers of the Rivers State legislature were transferred to the federal parliament to punish Governor Amaechi for shifting his political alliance.

    Moreover, he damned the Supreme Court and unlawfully held back Lagos State revenues due from federal sources on account of his pettiness against Governor Bola Tinubu.

    On the other hand, in Washington a few weeks ago, the US President Joe Biden at a meeting with African Heads of States and Government described President Buhari as a champion of democracy and role model for the leaders of African states.

    Clearly, Obasanjo has become even more jealous by adopting a vengeful attitude.

    Four, to say that “frying pan to fire” is the situation in Nigeria at this time should be read to mean a personal experience to him and we know what that means.

    “Hell” for Obasanjo is when a President, any President that comes after him refuses to be his own puppet, to do as he wishes on all matters and at all times.

    He then keeps attacking out of frustration.

    Obasanjo’s vengeful attitude towards President Buhari is the height of selfishness and little short of moral squalor.

    President Muhammadu Buhari has reassured Nigerians that under his watch, their collective will and votes in the 2023 general elections will be fulfilled.

    The president gave the assurance on Saturday in his administration’s last New Year message released by his media aide, Malam Garba Shehu in Abuja.

    Buhari thanked the almighty God who saw Nigerians through the year 2022 and had given them the opportunity to see another New Year, describing it as an opportunity to reflect on the past year, reposition, and move forward in the new year.

    According to him, “all these electoral and democratic principles are working in concert because of the transcendent beliefs, beyond partisan politics of you the great citizen of Nigeria.

    “In addition is my personal commitment and executive promise to see to the letter that the 2023 elections, being diligently conducted by INEC, will be free and fair.

    The collective electoral will and votes of Nigerians will be fulfilled, even in the twilight moments of my watch,” he said.

    President Buhari who lauded his administration’s landmark Amended Electoral Act, said it would ensure that “we have free and fair elections across the nation.”

    “We as Nigerians must also take responsibility to ensure we participate in ensuring that the 2023 elections are free and fair by not engaging in anti-state activities and other nefarious acts that may affect the run of the polls,” Buhari added.

    The president urged Nigerians to also resist every attempt to be used by politicians to create unrest in any form to disrupt the elections.

    “We, as government will ensure such activities are met with the full force of the law, ” he further assured.

    According to him, reflecting on the Year 2022 allows his government to examine its legacies of successes and challenges, as well as celebrate its wins and review its obstacles.

    ”Governance is a continuum, which still places a transitional responsibility on the administration to provide for the incoming government a non-partisan and objective roadmap for 2023,” he added.

    Seven key takeaways from Buhari’s visit to United States

    In the first in-person meeting with the American President Joe Biden, President Buhari established a personal equation with his US counterpart and got an important recognition for his democratic credentials and activism at home in particular, and Africa in general: “your legacy is a model,” says President Biden. There was a perfect meeting of minds.

    This, coming from the remaining superpower still standing and the guardian and promoter of the values of democracy all over the world,  is a  major milestone as the President braces up to give the country its most open, most free and most fair elections in February next year.

    Equally, it speaks to the fact the world is interested in what happens here and they are watching. Everyone is watching what happens in Nigeria and our politicians must watch their steps. President Buhari has cleared himself. He is doing all that is required of him to deliver free and fair elections, leading to the emergence of his successor in May next year.

    Beyond the symbolism of the one-on-one meeting and their sitting together to watch the Morocco-Argentina World Cup semi-final, an incident that grabbed the attention of the world soon as it took place, Biden’s recognition of President Buhari as continental champion of democracy will come with admirable dividends.

    One, the fact of the acceptance by the two leaders that we share with each other the values of democracy and human rights; that we are on the same page in regard to these values is indicative of deep ties between our two nations, working together to uphold free and fair elections, an important condition for democracy in Nigeria, West Africa and the rest of the continent.

    In this context, the Biden promise to work for a permanent “G20” seat for Africa may, if all continues to work well between our two nations, lead to Nigeria earning a place in the all-important intergovernmental forum comprising 19 countries and the European Union, and possibly thereafter, a “G7” place and-wait for it-a Permanent Seat on the United Nations Security Council!

    Nigeria’s strategic partnership with the US is important if a choice is to be made.

    Two. On the very important issue of peace and security of the continent, a key agenda item in the Biden-Africa summit, President Buhari was asked to lead. It is a recognition of Nigeria as the very important voice for Africa.

    After President Buhari finished with his speech on AU Agenda 2063, essentially speaking about the defined goals of peace and security on the continent, President Biden left the meeting.

    Three. President Buhari spoke at the US Peace Institute. It is interesting that the President spoke at the Institute in 2015 at the commencement of his first term and was coming to do so when the curtains are about being drawn on his second term tenure.

    Who invited him to speak at both points? It’s Ambassador Johnnie Carson, the diplomat and politician who was an Obama-era cabinet member and a friend of Nigeria who, not only extolled the virtues of President Buhari but played up the role of the administration in attaining a strategic partnership with the US.

    Amb. Carson has just been named by President Biden to coordinate the follow up of the decisions on the just-concluded Summit. In this regard, it is not out of place to expect Nigeria drawing substantially from the USD 55 billion the Biden administration has put in the basket for Africa to draw from.

    Four. President Buhari, who has been waging a global battle for the survival of gas, Nigeria’s abundant resource as a transition energy from fossil fuels that are being blacklisted for causing global climate degradation, found the right place to take his case to, and it is getting a traction. With the US supporting Nigeria, President Buhari is building a consensus for our well-articulated energy transition plan that has gas a transition energy.

    Five. Following the successful CEOs’ roundtable and interactions with businesses at US-Africa Civil and Commercial Space Forum and  Corporate Council on Africa-Nigeria Business and Investment Forum, US businesses reaffirmed their confidence and reinforced their commitment to deepening their business interests in Nigeria.

    Six. President Buhari presented a refocused roadmap clearly showing Nigeria’s commitment for a safer and healthier global climate, highlighting the country’s updated Nationally Determined Contribution (NDC).

    He has prepared a ready-to-go blueprint for whoever succeeds him; a plan that has earned the respect of the US government, paving the way for a partnership to address conservation, climate adaptation and a just energy transition based on shared objectives.

    Government plans to prepare well to draw substantially from the proposed US funding and from CocaCola Foundation which has indicated interest in their participation in our climate change and renewable energy plans.

    In line with the plan to address clean and reliable energy supply, creating jobs and ensuring knowledge and technology transfer, the government of Nigeria and a US company Sun Africa LLC, signed a major agreement, right there before the representatives of Mr. Biden for the “development, engineering, procurement and construction” of 5,000 MW of solar generation and 2,500 MWh of battery energy storage power plants for up $10 billion investment from the US government.

    The project portfolio location and size indicates the beneficiary states as including Yobe, Bauchi, Gombe,  Adamawa, Jigawa, Nassarawa, Benue, Kogi, Katsina, Kaduna, Kano, Kebbi, FCT, Kwara, Edo and Akwa Ibom. Megawatts of power availability ranges from 24, the lowest to 350, the highest.

    In addition, 360 rural communities across the 36 states are to benefit from solar mini grids electrification infrastructure and smart meters.

    Seven. While there are several crucial outcomes from the visit, I am excited to report that between President Biden and President Buhari, there is a perfect meeting of minds. While President Buhari was full of commendation for the leadership of Biden on global issues, it emerged clearly from these interactions that the two leaders share a common vision on democracy, human rights and the important role in Africa that Nigeria is playing. Nigeria is crucial to Biden and he seemed pleased that he found in President Buhari, an African role model. He held back nothing in showering encomiums upon him for especially sticking to two stipulated terms in office.

    With impressive accomplishments trailing the seven-day visit, President Buhari has wetted the ground for whoever will be the next President from May next year. It will be in the nation’s interest to build on where the current President stops.

    President Buhari mourns ex-VC of 3 Nigerian universities

    President Muhammadu Buhari on Saturday in Abuja commiserated with the academia over the passing of renowned historian and former Vice-Chancellor of Ahmadu Bello University, Zaria, Prof. Abdullahi Mahdi.

    In a condolence message issued by his media aide, Malam Garba Shehu, President Buhari condoled with family members, friends and professional associates of the former vice-chancellor of Gombe State University.

    Late Mahdi was also former vice-chancellor of Gombe State University of Science and Technology.

    President Buhari noted that Mahdi’s contributions to educational development in the country would always be remembered.

    According to him, the visionary, transformational and impactful leadership skills of the scholar, researcher and administrator remains a testimony for posterity, particularly his passion for creating an enabling environment for academics.

    President Buhari prayed for the repose of the soul of the departed academic.

    President Muhammadu Buhari came into office in 2015 to find that a law, which stipulated for the collection of a token on banking transactions existed but was not being correctly implemented.

    This anomaly arose because certain characters apparently formed a cartel with collaborators in the Nigerian Postal Service, NIPOST and were allegedly collecting and pocketing this money.

    Soon after, a non-government organization posited to the administration that the Nigerian government had lost the sum of over N20 trillion to the Nigerian Inter-bank Settlement System (NIBSS) between 2013-2016 in this regard, claiming that the said sum could be recovered and paid back into the government coffers.

    The consultants asked to be paid a professional fee of 7.5 percent and were placed under the supervision of the Secretary to the Government of the Federation, SGF.

    Following the lack of progress in the promised recovery, the late Chief of Staff to the President, Abba Kyari wrote on March 8, 2018 to the SGF conveying a presidential directive that following the lack of progress and several expressed concerns received, the activities of the consultants be discontinued.

    In the aftermath of this dismissal, the consultants sued the government.

    A court of competent jurisdiction subsequently ruled in favour of the government.

    Arising from the outcome of the litigation and the well known controversy on the legally responsible agent for collecting this levy, the administration went to the National Assembly and caused an amendment to the law and removed NIPOST from the duty of its collection.

    Having lost a potentially “lucrative” line of “business,” the sacked characters returned to the drawing board to formulate one form of trick or another to intimidate the government but the vigilant teams of the administration kept them at bay.

    Lately, they returned to the government through Hon. Muhammadu Gudaji Kazaure with a plan to track the so-called lost stamp duties with the erstwhile consultant as chairman and Hon. Gudaji as secretary.

    When it emerged that the petitioner and lead consultant of the committee the President had dissolved via the late Abba Kyari’s letter of March 28 had masqueraded himself and re-emerged as the chairman of the new recovery committee championed by the Hon. Gudaji, the President rescinded the approval he gave and asked that it be stopped from operating under the seal of his office.

    In addition to this committee being chaired by a petitioner, there were also other concerns relating to natural justice and fair hearing in having the Chief Justice of the Federation as a committee member and a serving member of the House of Representatives as Secretary, which are not in line with Section 5(1),(a)&(b) of the 1999 constitution of the Federal Republic of Nigeria (as amended).

    Once the President rescinded his approval to constitute this Committee, lost all legitimacy.

    Arguments have in recent days been flying left and right over the rightfulness of a committee being dissolved.

    People are entitled to hold opinions. But these opinions do not change the fact that under our constitution, the power of the president to appoint and remove persons or groups is duly entrenched and unless such powers are shared with the Parliament, the President can hire and fire literally at will, and in line with the law.

    To go back to the main issue though, it is now evident that the consultants and petitioners’ claims of a missing N89 trillion from stamp duty appears false and a figment of their malicious imaginations.

    The same set of consultants claimed in 2016 there was N20 trillion to be collected. It was found to be false. The entire banking sector deposit is not even up to half of N89 trillion.

    Indeed, if the Federal Government can find N89 trillion Naira, it can pay off all its debt, both foreign and local currency and all state government debts and still have over N10 trillion left.

    So, the claim by these so-called consultants and the disbanded committee  is totally ridiculous and a complete mockery.

    Our good friend and a committed party member, Hon Gudaji has tried to draw  me into a public debate which I don’t consider a good idea.

    In a video clip in Hausa and a press release in English both by this good friend of the administration, Hon. Gudaji Kazaure, invited me to answer questions, some of which are completely lacking in imagination.

    I would have ignored the allegations therein. Yet, a wise man once said that a lie can travel the world while the truth is still wearing his shoes.

    It is on the basis of the above that I decided to put some things straight and respond directly to Hon. Kazaure’s questions posed to me.

    Specifically, I will respond to each of his questions as follows:

    (A) “The money with CBN I & E window Account stood at $171 billion dollars as at 2020 what is the source of that money?”

    To my knowledge, the CBN-established Investors and Exporters (I&E) Window is a foreign exchange trading platform where banks and other authorized dealers can buy or sell foreign exchange. These trades are recorded by the CBN daily and reported as turnover or activity in the market.

    Contrary to Hon. Kazaure’s assertion, the I&E window is NOT an “account” where foreign exchange is deposited. It is simply a platform for trading foreign exchange. As of April 2020, the total amount of foreign exchange traded (either bought or sold) in the window was about $171 billion.

    The size of this amount suggests that there is adequate liquidity or availability of foreign exchange and that anyone who wants to buy or sell would easily find a counterparty to trade with. The amount does not mean that we have $171 billion stacked away in some vault or saved in any account.

    Note that both the CBN and authorized dealers are free to bring foreign exchange to the window, and in fact, the CBN is not the major seller of Foreign Exchange in that segment of the market.

    (B) “The N23.4 trillion CBN gave as a loan to some banks, what is the source of that money?”

    The CBN is best placed to respond to this question though I must say the assertion itself is both baseless and misleading. The total balance sheet of the CBN is not anywhere near N23 trillion. So how can it give such an amount in loans to any or some banks?

    (C) “The N13 trillion loan to the federal government from FMDQ, what is the source of that?”

    According to the DMO, the total amount of Nigeria’s domestic debt as of September 2022 is N21.6 trillion. Is Hon. Kazaure suggesting that a small company in Lagos holds over 60 percent of Nigeria’s domestic debt? More also, of the N21.6 trillion domestic debt, only N4.5 trillion are in Treasury Bills? How then can a company in Lagos hold more treasury bills (N13 trillion) than the entire treasury bills issued by the Federal Government?

    For the avoidance of doubt, I also took time to reach out to the  FMDQ ( Financial Markets Derivative Quotes) and understand from their audited financial statements that their holdings of FGN Treasury bills is just  N7.99 billion as of December 2021.

    (D) “Finally, what is the total equity of CBN and its National budget?”

    Anyone who understands this question should provide an answer. I can offer this information: on an annual basis and in line with the Fiscal Responsibility Act, the CBN transfers 80 percent of its operating surplus to the Federal Government as part of the budget revenues. In the last 6 years, this contribution has amounted to over N150 billion.

    Let me inform, that Mr. President has not completely ignored these matters. Indeed, a duly authorized committee under the Attorney-General and Minister of Justice, Abubakar Malami (SAN) is working to reconcile, recover and transfer all Stamp Duties into Stamp Duties Central Account.

    The work is ongoing, it is not finished yet and the President will continue to show his keen interest in the matter of Stamp Duty collection.

    BREAKING: FG releases details of 13% derivation refund to Delta, Edo, Rivers, others

    The federal government has released details of the 13% oil derivation funds refunded to States in the Niger Delta region of the country.

    TheNewsGuru.com (TNG) reports the details were released on Friday in a statement by Garba Shehu, Senior Special Assistant to President Muhammadu Buhari on Media & Publicity.

    According to the statement, nine oil-producing States received a total of N625.43 billion 13 percent oil derivation, subsidy and SURE-P refunds from the Federation Account in the last two years, 2021-2022.

    The States that received the refunds dating from 1999 to 2021 are Abia, Akwa-Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers.

    Data obtained from the Federation Account Department, Office of the Accountant General of the Federation, show that a total of N477.2 billion was released to the nine states as refund of the 13 percent derivation fund on withdrawal from Excess Crude Account (ECA) without deducting derivation from 2004 to 2019, leaving an outstanding balance of N287.04 billion.

    The States also got N64.8 billion as refund of the 13 per cent derivation fund on deductions made by NNPC without payment of derivation to Oil Producing States from 1999 to December.

    The benefitting States still have an outstanding balance of N860.59 billion windfall from the refunds, which was approved by President Muhammadu Buhari.

    According to the figures, under the 13 per cent derivation fund on withdrawal from ECA without deducting derivation from 2004 to 2019, Abia State received N4.8 billion with outstanding sum of N2.8 billion, Akwa-Ibom received N128 billion with outstanding sum of N77 billion, Bayelsa with N92.2bn, leaving an outstanding of N55 billion.

    Cross River got a refund N1.3 billion with a balance N792 million, Delta State received N110 billion, leaving a balance of N66.2 billion, Edo State received N11.3billion, with a balance of N6.8billion, Imo State, N5.5 billion, with an outstanding sum of N3.3 billion, Ondo State, N19.4 billion with an outstanding sum of N11.7bn while Rivers State was paid 103.6 billion, with an outstanding balance of N62.3 billion.

    The States were paid in eight instalments between October 2, 2021 and January 11, 2022, while the ninth to twelfth instalments are still outstanding.

    On the 13 per cent derivation fund on deductions made by NNPC without payment of derivation, the nine oil producing States were paid in three instalments this year, with the remaining 17 instalments outstanding.

    Under this category, Abia State received N1.1 billion, Akwa-Ibom, N15 billion, Bayelsa, N11.6 billion, Cross River, N432 million, Delta State, N14.8 billion, Edo State, N2.2 billion, Imo State, N2.9, billion, Ondo State, N3.7 billion, and Rivers State, N12.8 billion.

    Meanwhile, the benefitting States shared N9.2billion in three instalments in April, August and November 2022 as refunds on the 13 per cent derivation exchange rate differential on withdrawal from the ECA.

    The three largest benefitting States were Akwa Ibom (N1.6billion), Delta State (N1.4billion) and Rivers State (N1.32billion).

    Similarly, all the nine states received N4.7 billion each, totalling N42.34 billion as refunds on withdrawals for subsidy and SURE-P from 2009 to 2015. The refund, which is for all the states and local government councils, was paid on 10th November, 2022.

    The Federation Account also paid N3.52billion each as refund to local government councils on withdrawals for subsidy and SURE-P from 2009 to 2015 on the same date in November.

    “President Buhari considers it a matter of honour and decency that debts owed to states or anyone for that matter be repaid, and in time without regards to their partisan political affiliations.

    “The President will continue to render equal service to all the states of the federation and an acknowledgment of this by Governor Nyesom Wike of Rivers State and the others is not out of place.

    “The refunds to the oil producing states will continue,” the statement reads.

    Nigeria’s president  Muhammadu Buhari has urged citizens  to be calm following the United States and United Kingdom terror alert.

    The president also advised the people to be very vigilant and observant, saying everything is under control.

    This was contained in a statement signed by his Senior Special Assistant on Media and Publicity, Garba Shehu on Friday.

    According Shehu, president Buhari  has maintained that Nigerians’ safety remains the highest priority of the government noted that security agents are proactively rooting out threats to keep citizens safe.

    The President expressed optimism that given the ongoing efforts on the part of the military and other security and intelligence agencies with the active support of the civilian population, the nation will emerge victorious against the current challenges facing it.

    Buhari said “Nigeria is no exception in having terror threats listed in foreign government’s travel advice to their citizens. UK and US travel advisories also state there is a high likelihood of terror attacks in many Western European nations. Indeed, the UK and US advice to their respective citizens for travel to one another’s countries contain the same warning. Unfortunately, terror is a reality all over the world.

    “However, it does not mean an attack in Abuja is imminent. Since the July prison raid, security measures have been reinforced in and around the FCT.

    “Heightened monitoring and interception of terrorist communications ensure potential threats are caught further upstream. Attacks are being foiled. Security agents are proactively rooting out threats to keep citizens safe – much of their work unseen and necessarily confidential.

    “Nigerians’ safety remains the highest priority of the government. Security services are working around the clock to keep harm at bay.”

    The President stressed that while being security conscious, alert and careful, it is also important that responsible members of the society do not create situations leading to unnecessary panic.

    He commended the military and other security agencies for the recent turnaround in the nation’s security and directed that additional precautionary measures be put in place and during the upcoming festive period.
