    No State Govt has approval for automatic weapons – Presidency

    The Presidency says there is no State in the federation that has been authorised to procure automatic weapons for its security outfits.

    Malam Garba Shehu, the President’s media aide, who made the clarification in a statement on Tuesday in Abuja, dismissed reports that Katsina State Government had been granted licence to procure and operate automatic weapons.

    According to him, President Muhammadu Buhari has repeatedly made it clear that nobody is allowed to illegally carry AK-47 or any other automatic weapons and that they must surrender them.

    ”Where they fail to do so, the law enforcement agencies have been given clear directives to deal with any such outlaws.

    ”Under the existing regulations, only the Office of the National Security Adviser can issue such authorisation.

    ”This is upon proper clearance by the President and Commander-in-Chief and as it is at this moment, no such approvals have been issued to any state government.

    ”In the specific Katsina State often cited, Gov. Aminu Masari wrote to explain that the administration invited the Provost of the Civil Defence Training College in Katsina to train their Vigilantes for a five-day period in the handling and operations of Pump Action Rifles.

    ”The Vigilantes were not trained to take over the responsibilities of the security agencies of the Federal Government of Nigeria but to assist them,” he explained.

    Shehu affirmed that the presidency appreciated the active involvement of states with security matters.

    He, therefore, commended the state governments for assisting security agencies in the ongoing fight against terrorists and other criminals across the country.

    Shehu noted that the collaborative efforts of the state governments with law enforcement agencies had continued to yield good results.

    This, he said, had been thwarting attempts of terrorists to wreak havoc and destruction on communities.

    ”The president in particular has expressed happiness that in the last couple of years, security outfits mandated by state governments have been associated with several important initiatives.

    ”And reports have reached him of acts of utmost bravery and professionalism.

    ”He thanked them for their alertness that is helping to defeat nefarious plots against targets at grassroots levels. He, however, cautioned against the politicisation of security.

    ”Government at the centre with a national mandate cannot afford to alienate Ondo State or any other state for that matter on the important issue of security,” he said.

    The presidential media aide quoted the president as urging leaders at various levels to ”exercise restraint in their speech, even as we are in a political season”.

    President Muhammadu Buhari has said he will only support candidates fielded by his party, the All Progressives Congress (APC) and no other.

    President Buhari made this position known in a statement by his media aide, Malam Garba Shehu, on Wednesday in Abuja, stressing that he remains a “disciplined soldier” of the APC.

    The Nigerian leader warned decamped APC members and some others who are still in court against official candidates of the party that they are on their own and that nobody outside the party should link what they are doing to him

    The statement read in part: “The Presidency wishes to put it on record, and at the same time, reassure faithful party members that President Muhammadu Buhari remains a ‘disciplined soldier’ of the All Progressives Congress (APC).

    “And will, in all the coming elections, support only those candidates fielded by the party and no other.

    “This is a warning to decamped party members and some others who are still in court against official candidates of the APC that they are on their own and nobody outside the party tent should link what they are doing to President Buhari.

    “The President wishes to be quoted as saying that he is the `occupant of the high office of the President by the Grace of God who used the instrumentality of the APC to bring him to power with a historic verdict in 2015.’

    “In 2019, he was returned with a bigger majority. For the first time, a non-PDP government came to power with a huge majority after 16 years of the Fourth Republic.

    “His constant refrain is: `I will not betray or undermine my party by supporting candidates other than those of the APC.’

    According to the presidential aide, this statement is not against any particular candidate.

    “However, our stand is clear that only those candidates fielded by the APC will enjoy the support of the President and they are the ones he will campaign for.

    “However, we welcome support for our candidates at all levels by other parties.

    “The President says he will continue to support the party at all levels to enforce discipline, synchronisation and coordination.’’

    Shehu quoted the president as directing officials in and around the Presidential Villa and all those engaging in loose talk to resist making controversial statements.

    He said such statements may eventually end up hurting the party and the government, thereby providing a weapon for the opposition to use against the administration, the party or its candidates in the coming elections.

    Buhari orders military authorities to flush out criminals from within

    President Muhammadu Buhari has directed Military authorities to flush out all those elements in the army with criminal tendencies.

    The president gave the directive in a statement on Tuesday in Abuja by his media aide, Malam Garba Shehu while reacting to the cold-blooded murder of a Yobe State-based Islamic cleric, Sheikh Goni Aisami.

    Aisami was murdered by a callous soldier he had offered a lift as confirmed by the Police.

    Reacting to the incident on Tuesday, Buhari condemned the unprovoked and cold-blooded murder of the Islamic cleric, saying:

    ”This barbaric murder of a compassionate man by a soldier he had assisted has no place in our training as soldiers.

    ”It negates the entire ethos of military life which is anchored on discipline and respect for the sanctity of innocent lives.

    ”As the Commander-in- Chief, I am personally outraged by this criminal and wicked act by a law enforcement official trained to protect life.

    “By our training, we are guided by a code of conduct that frowns at this kind of reckless and criminal act. It is not in our character and training to put innocent citizens in harm’s way.

    ”Of course, the action of this soldier is an isolated incident involving an individual, but it is capable of staining the collective image of our military.

    “This incident is capable of making our fellow citizens to be fearful of assisting soldiers, thereby destroying the bond of trust between our military and the civilians.”

    The president, therefore, called on the military authorities to punish the perpetrators of this heinous crime without delay, and flush out other elements with such criminal tendencies.

    He condoled with Yobe Government, people of the State and family of the victim.

    We will soon reveal ‘big men’ behind crude oil theft – Garba Shehu

    Malam Garba Shehu, Senior Special Assistant to President Muhammadu Buhari on Media and Publicity has said the federal government would soon reveal the identities of important personalities behind crude oil theft in the country.

    Shehu said that as part of efforts to rid the country’s economy from sabotage of greedy few, security operatives had raided locations where illegal oil bunkering thrive.

    Speaking on Trust TV’s Politics Today, Shehu hinted that there might be cases of some law enforcement agents engaging in the illegal act, but said that new measures were being taken to put a stop to it.

    “Oil theft is being tackled. The big problem we have in this country is that we ought to see more commitment from communities in assisting law enforcement agents. In some cases, where some actors in the law enforcement are complicit, it becomes bad,” he said.

    He added that it was embarrassing for Nigeria not to meet up with the quota given to it by the Organisation of Petroleum Exporting Countries (OPEC).

    “We used to fight the OPEC for more quotas; now, they have given us and we are not able to meet up. This is embarrassing. Security agencies are fully involved in stopping this act.

    “I am hopeful that in the next few days, the office of the National Security Adviser will be presenting to the country, big men who are promoters of this kind of business as they are being caught and illegal refineries are being bombed out.

    “The Nigerian National Petroleum Company (NNPC) Limited is also installing a monitoring capacity to detect or advise immediately when sabotage of oil pipelines happen,” he said.

    President Muhammadu Buhari’s Senior Special Assistant on Media and Publicity, Garba Shehu, has disclosed that the Federal Government paid the medical bills for the delivery of a pregnant terrorist’s wife.

    The Presidency gave details on securing the release of those abducted from the Abuja-Kaduna train.

    In March, terrorists had abducted some passengers on board the Kaduna-Abuja train after the rail line was bombed.

    Speaking on BBC Hausa service on Friday, Shehu said some children of the terrorists were released from detention.

    Shehu said Buhari’s government sent a plane to fly the children of the terrorist from Adamawa State after they were released just to pacify the terror group.

    He, however, lamented that the terrorists reneged on their promise to release all the victims.

    According to Shehu: “The terrorists’ leader demanded the release of his pregnant wife. The government took her to the hospital and she gave birth to twins.

    “He was shown that his wife and children are healthy and they were handed over to his parents.

    “During the night, the government sent a plane to pick them up. We expect that if they are given these, they will release all the people they are holding.

    “But what happened next was that they said they needed money. So don’t say the government doesn’t have anything.”

    Senior Special Assistant to President Muhammadu Buhari on Media and Publicity, Mallam Garba Shehu has said the presidency was shocked that the Academic Staff Union of Universities (ASUU) extended the prolonged strike embarked on since February 14th.

    TheNewsGuru.com (TNG) reports Shehu disclosed this on the sideline of the 11th Graduation Ceremony of Glisten International Academy, in Abuja on Saturday while saying the presidency was working towards stabilising the educational system of Nigeria to get parents to retain their children to learn in the country’s tertiary institutions.

    The special assistant whose son was part of the graduating students of the school, advised the students to make good use of their studies, saying: “For the graduating students, I want to say that they have a major decision to make which is  going to the next level in their education pursuit .

    “You can see that a lot of foreign institutions are extending invitation  to the students at discounted rate to study oversees. I will say that Nigerian Universities are equally as good and even better and we are hoping that we will be able to stabilise the university education in the country so that  parents don’t have to pay exorbitantly to educate their children abroad. University education in Nigeria should be the best for our children”.

    Shehu, while reacting to the recent extension of the strike by ASUU by one month called on parents to join the government in begging the union to return to the classroom.

    ”It came like a bolt in the sky. We are shocked because it came at a time the president is giving full commitment to resolving the ASUU strike and having the students and teachers back in the school. The extension, I believe should not have been done because the spirit at which the government now is trying to resolve the problems of ASUU is such that there should also be a benefit of doubt in favour of the government on the part of ASUU,” he said.

    He, therefore, hoped that early resolution would be done so that normalcy would return, saying the lecturers could return to classroom while discussions on their issues could proceed.

    “The strike is unnecessarily extended and this should not have been the case. I want to advise parents to join government in begging ASUU to end this strike as the government is doing its part and parents are worried and they should start talking to ASUU,” he added.

    The Chief Executive Officer (CEO) of the school, Hajia Samira Jibir, said it was high time schools embraced technology as a medium of teaching.

    Jibir advised the students to go out and shine to a brighter future as well as for them to value yourselves, immediate society and the world at large.

    ”If we are to get it right, then as stated by JohnDewey, ‘If we are to teach today’s students as we taught yesterday’s, we rob them of tomorrow. Our today is ruled by technology, we then must embrace and adapt to technology-based education,” she said.

    Also, the Chief Education Management Professional of the school, Mr Charles Eneh, said that the cognitive and inclusive learning method used by the school distinguished it among group of schools in the country.

    Eneh said that the school had experienced graduation in the past 11 years and as such, recorded improvements in its operations.

    “It has been something that one can remember and I must tell you it’s been improving from year to year. Every year, there is something new and the quality of students we are producing is all about improvement.

    “In Glisten International Academy, it’s not just the cognitive we look at, the psychomotor are also given importance. I must tell you, we operate an inclusive school, we practise differentiated learning and we make the students to think critically and bring out something.

    The Chief Care Professional, Mrs Prisca Godwill said that the school monitored its academic progress when they left the country to acquire additional certificates and skills.

    Goodwill said that the students also returned to the country after their studies oversea to contribute to the development of the country.

    ”Most times when they leave the shores of the country, we have the alumni association so with this group, we actually monitor the progress of the students. One way or the other, we have what we call progress report and sometimes we get feedback from schools, calling directly and the response we get has been amazing,” she said.

    Some of the best graduating students expressed their joy as they were being called out to receive awards for their outstanding performances throughout their time in school.

    Mr Ahmed Khalifa, the overall best graduating student, thanked those that played one role or the other in the realisation of his success.

    ”I am honoured for the opportunity I have gotten from everyone,  both my parents, the management and staff of the school to the stage that we are.

    ”And we hope that in the higher institutions we will be able to manifest and become who we wish to be tomorrow,” he said.

    Aasiya Siddiqui and Jemimah Oshadami came second and third respectively in the overall category.

    Some tertiary institutions such as the Philomath University Abuja, Canadian University, Dubai, American University, among others have offered scholarships to students of the school based on percentage.

    The Presidency has described the refusal by Senate President Ahmad Lawan on Wednesday to entertain the motion to impeach President Muhammadu Buhari as quite appropriate and correct.

    The Presidency frowned at the threats by some opposition members of the Senate to begin impeachment proceedings against President Buhari over the nation’s security challenges.

    Some Senators from opposition political parties, including the Peoples Democratic Party (PDP) and the All Progressives Grand Alliance (APGA) were reported to have expressed frustration over the nation’s security problems, giving the president a six-week deadline to address the issue or face impeachment proceedings.

    However, Malam Garba Shehu, the President’s spokesman, in a statement on Wednesday night described the impeachment attempt as ridiculous.

    The statement read in part: ”The performative and babyish antics of those senators staging a walk out notwithstanding, Senate President Ahmad Lawan’s refusal on Wednesday to entertain the ridiculous motion to impeach our President was quite appropriate and correct.

    ”Rather than making a mockery out of voters by trying to imitate what they see in America, the opposition would be well advised that their time would be better spent tackling the pressing issues Nigerians face, such as the current global cost of living crisis.

    ”Their continued failure to do so goes some way to explaining why they remain in opposition.

    ”In contrast, the President Muhammadu Buhari administration is committed to finding lasting solutions to the emerging security threats, including those left behind by the PDP in the South-South, the Northeast and throughout the federation.

    ”In the last 24 hours, two more Chibok girls were freed, in addition to the three brought home last week.

    ”These kinds of headline grabbing stunts for which the opposition is now well known serve no one, least of all their constituents.

    ”We would respectfully remind them that it is those same constituents that they were elected to serve, and are paid to do so with public money.”

    The presidential aide, however, expressed the readiness of the All Progressives Congress led administration to partner with all well-meaning citizens including members of the opposition to address the security challenges across the country.

    He said: ”We would welcome their collaboration in our efforts to solve the problems Nigerians face on a daily basis. No one is asking them to waste their time attempting to impeach a democratically elected President at the end of his second term – certainly not their constituents.

    ”They should ask themselves: do they want to be in government or do they want to be in the headlines? If they want to be in government they should start acting like it and stop undermining Nigerian voters.”

    Garba Shehu in the statement urged the media to increase its support for the fight against the exploitation of the internet and social media for terrorist purposes to address security challenges in the country.

    ”To help the nation against ongoing situation, the media must increase their support for the fight against the exploitation of the internet and social media for terrorist purposes,” he said.

    Shehu said the call had become imperative in view of the fact that terrorist groups had resulted to use of propaganda to create more tension in the country.

    According to him, terrorist activity using propaganda and the use of violence to force governments to accept or submit to political demands is not new all over world.

    He, however, said: ”The country’s security and defense forces are not clueless or helpless. They have their plans and ways of doing things which they will not display in the media.

    ”The dilemmas in dealing with the specific case of train terrorists are manifold: punitive action like the popular call for carpet bombing of the known locations may assuage the desire of an angry public for revenge, but what about the hostages? They have committed no offense. All they did was to board a train.

    ”It suffices to say that the security forces are not relenting. They are acutely aware of their duties, responsibilities and what the nation expects of them. Whenever they embark upon those actions, they expect that the public should provide them with the needed support.”

    According to him, terrorism is a global scourge that must be fought by all actors- the military, the civilian population and the communication service providers.

    He also said that this remains the only way safe havens of terrorists are eliminated in every part of the world.

    ”The Presidency, in the meantime wishes to reassure the public that the President has done all, and even more than what is expected of him as Commander-in-Chief by way of morale, material and equipment support to the military and expects nothing short of good results in the immediate,” he added.

    Buhari didn’t give Adamu 2 weeks to end ASUU strike – Garba Shehu

    Mr Garba Shehu, Senior Special Assistant to President Muhammadu Buhari on Media and Publicity has clarified that the president did not give the Minister of Education, Adamu Adamu two weeks to end the lingering strike by the Academic Staff Union of Universities (ASUU).

    TheNewsGuru.com (TNG) reports Shehu as saying it was actually the Adamu who requested that the Minister of Labour, Dr. Chris Ngige hands off negotiations to allow him to lead and conclude what he had earlier started with ASUU.

    “And he promised that he could get an agreement within the shortest possible time, possibly two to three weeks,” Shehu said in a statement on Wednesday, adding that “in carrying out this assignment, the Minister will carry along all relevant ministries and agencies with statutory functions and duties relating to the issues involved”.

    The presidential aide further stated that the presidency was optimistic that agreements can be reached in an even shorter period if all parties/stakeholders are not unrealistically obstinate while appealing to the parties to work together to end the strikes.

    ASUU tackles Ngige, says strike continues

    Meanwhile, ASUU has ruled out any possibility of suspending its six months old strike. ASUU President, Prof. Emmanuel Osodeke, made the call at a news conference at the University of Abuja, on Tuesday.

    Osodeke accused the Ministry of Labour and Employment, chaired by Dr. Chris Ngige as “Conciliator” for continuously creating more chaos in the resolution process.

    ASUU had on Feb.14, embarked on strike to press home its demand, on government’s investment in the nation’s university infrastructure, and payment of members’ salaries through the University Transparency and Accountability Solution (UTAS), among others.

    According to ASUU President, the Union will never suspend its strike but ensure it comes to a permanent end to the lingering strike.

    “ASUU, therefore, makes bold to say that the Minister of Labour and Employment has taken upon himself the role of unabashed protagonist in our ongoing dispute with the government of Nigeria for some inexplicable reasons.

    “Dr Ngige earlier told whoever cared to listen that he was not the employer of university academics and advised the union to march to the Ministry of Education. Nigerians may wish to know why he has suddenly turned around to constitute himself into impediment to an amicable resolution of the ongoing crisis.

    “The union said it remains focused on its goal of making the Nigerian University system internationally competitive and getting its products to stand shoulder-to-shoulder with their peers in any part of the world.

    “We appreciate the teeming Nigerians for identifying with our vision in this respect and we specifically acknowledge the support and sacrifices of our students (including our members who are running their postgraduate programmes).

    “We are as bothered as you are because we share a common interest in the Nigeria project, however, ASUU shall continue to be guided by the sacred canons of integrity, objectivity, and responsibility to which both academics and media practitioners subscribe.

    “It is our fervent hope and desire that the current groundswell of interests would culminate in a convergence of solutions to this avoidable crisis in the overall interest of Nigeria Together, we shall win. The struggle continues,” he said.

    He maintained that if Ngige meant well as a “conciliator, he won’t be putting roadblocks on the path to completing a process that has dragged for more than five years.

    “The Ministry of Labour and Employment, as the chief labour ministry of the country, is principally expected to apprehend disputes between employers and employees with a view to settling such disputes.

    “The ministry shall normally await reports of disputes by either side to the disputes for settlement. When the Minister apprehends a dispute, he/she must communicate to the parties or their representatives, his or her own proposal for the resolution of the dispute.

    “However, ASUU has always had serious reservations about the claim of “conciliation” by someone who has taken sides in the dispute, or by unabashed protagonist in the crisis such as the current Minister of Labour and Employment. It is antithetical to the International Labour Organisation (ILO) Conventions (98, 151 & 154) on collective bargaining.

    “It is against the principle of natural justice and the doctrine of equality for Dr. Ngige who carries himself as if he has personal scores to settle with ASUU and shoots down the Union everywhere it matters to assume the role of conciliator,” he added.

    On the issue of funding of public universities, he said it has become the pastime of government officials to talk tough about billions and trillions of naira whenever the thorny issues of education and health sectors’ funding come up for mention.

    However, he lamented that various sums of money in the same region which could have been deployed for human capacity development and public good usually develop into the thin air at the end of the day!

    “We are therefore, not surprised the leadership of the Ministry of Labour and Employment could condescend to the point of denigrating the import of massive injection of fund into the University Education sub-sector as they tried to miserably dismiss the vexed issue of funding Nigerian public universities and uplifting the country’s intellectual capital.

    “ASUU believes that the idea of availability of funds is a dynamic process. For instance, government can mobilize funds from different sources including non budgetary outlets like stamp-duty, GSM and alcoholic taxes.

    “We are appalled by the recent calls by top government functionaries at both federal and state levels to establish more universities at a time agencies run by same Chief Executives are tightly squeezed for funding,” he said.

    Reacting to the acclaimed breakaway faction of ASUU, Congress of University Academics (CONUA), Osodeke said the union was not aware of any recognised official faction.

    President Muhammadu Buhari, who is the African Ant-Corruption Champion, has called for the establishment of an International Anti-Corruption Court to try offenders.

    He also urged African leaders to intensify the fight against corruption, and create more disincentives for pilfering of public funds.

    Malam Garba Shehu, the President’s media aide, in a statement on Thursday night in Abuja, said Buhari was speaking in his recorded remark to celebrate the African Day of Anti-Corruption.

    The president praised African leaders for gains so far recorded, admonishing that efforts must be intensified to prosecute offenders and collect resources that had been stored in other countries.

    “Distinguished participants and fellow African leaders, corruption is evil and all efforts at tackling it are desirable. I have monitored the fight against corruption in Africa and I can see both successes and drawbacks.

    ”The battle must continue for the sake of the continent and its people no matter the difficulties.

    “In Nigeria, the fight against corruption has been vigorous since 2015. A lot has been achieved in the areas of arrest, prosecution, conviction, asset recovery and anti-corruption laws.

    “I must admit that the fight has not been a bed of roses. Truly, a lot of more work on many fronts is required.

    ”For example, civil and public servants must be ethical and professional at all times. The private sector must contribute in curbing corruption. The international community needs to close safe havens.

    ”The judiciary requires more impetus. Perhaps, an International Anti-corruption Criminal Court is needed,” he said.

    President Buhari said family and religious values would have to be upgraded, and schools have a lot of work to do for a better society.

    “I am extremely delighted to address the participants as we celebrate the Africa Day of Anti-Corruption. Distinguished participants, we have come a long way in the fight against corruption in Nigeria and Africa in general.

    “May I use this opportunity to appreciate fellow African leaders for their individual and collective efforts in fighting corruption on our continent. I appreciate all of you for the confidence reposed in me being the Africa Champion on Anti-Corruption.

    “I understand that the theme for 2022 is ‘Strategy and Mechanisms for the Transparent Management of Covid-19 Funds, Lessons from the Pandemic.’

    In Nigeria, we responded to the Covid-19 Pandemic swiftly and having tamed it, we have realized the need for more awareness campaigns on health issues and more investment in the health sector.

    ”Again, service delivery requires checkmating corruption,” he added.

    According to him, African leaders must get rid of corruption in Africa if the continent is to realize its full potentials.

    “I have come to realize that nations in Africa have to ensure that national resources are not taken to safe havens around the world and we must curtail Illicit Financial Flows in all its ramifications.

    ”Also, we must work collectively to recover all resources taken abroad. We must show looters that crime does not pay by depriving them of the proceeds of their crime.

    ”Also, elite greed and irresponsibility must be eradicated in Africa. Again, ethics, decency, decorum and respect for rule of law must be promoted in Africa.

    ”It is important to develop strategies for behavioral change in Africa if corruption is to be tamed. This will ensure that national resources are allowed to serve the population and not a tiny few,” he added.

    He also said anti-corruption agencies must be empowered and allowed to deliver on their mandates.

    “In Nigeria, I am very proud of our Anti-Corruption Agencies, our law enforcement agencies and our regulatory bodies for their efforts at checking criminality including corruption.

    ”I very deeply appreciate them for their sacrifices,” the President said.

    Buhari noted that the fight against corruption must be sustained for the benefit of present and future generations.

    “Our youths have no place to go and live with dignity but in Africa. As I am leaving office next year, I am proud to leave behind a legacy of fighting corruption among others.

    “Personally, I abhor corruption and I will render my best in or out office to get rid of corruption in Nigeria and Africa in general.

    He urged African leaders to work together at whatever level to get rid of corruption in Africa, adding “posterity will judge us right if we deal with corruption as appropriate.”

    The president said it was imperative to kill corruption in Nigeria and Africa.

    “It will give our citizens a better life,” he said.
