  • Gas explosion: Community leader attributes incident to NGC negligence

    A community leader has attributed the massive gas explosion that rocked some communities in parts of Delta state early hours of today to negligence on the part of the Nigerian Gas Company (NGC).

    TheNewsGuru reports some communities surrounding the Warri Refinery and Petrochemical Company (WRPC) and the Nigerian Gas Company (NGC) were thrown into pandemonium early hours of today after a massive gas pipeline explosion rocked the area.

    Eyewitnesses told TheNewsGuru on the phone that the explosion occurred in the river that runs through Ubeji, Egbokodo, Ugbokodo, Jeddo, Ughoton and Omadino communities.

    The deafening sound of the explosion and the massive fire that followed was first heard and seen at about 4:30 am, according to the eyewitnesses. The fierce and raging fire caused panic among residents in the communities.

    “Explosion just occurred in the river some few minutes ago. All residents of Ubeji, Ègbokodo, Ugbokodo, Jeddo, Ughoton, Omadino and its environs are clamouring for safety,” Monty Jolly told TheNewsGuru.

    Sealight Ogholemu, a community leader in Ugbokodo where the incident happened told TheNewsGuru that “This happened due to leakage that happened for some time now”.

    He said the gas explosion happened at Ugbokodo Gas Riser/Manifold, owned and operated by the NGC.

    “NGC promised to work on it on the 8th of January; they failed. Even, yesterday we were expecting them; still, they failed,” Ogholemu said.

    This “has led to heavy damage in the river and land; a lot of people running for their lives. Mothers are looking for their children, crying, and it is like the end time trumpet,” he further stated.

    Ogholemu further revealed that “There is another leakage now. If this one explodes, everybody will die because this one is on the land. The people of Ugbokodo, Jeddo, Ughoton, Ubeji, Ajantitor, Ifie, etc are not safe”.

    However, Agbi Eguriase Andrew said the fire and the deafening noise heard this morning have since subsided hopefully after gas supply to the line was cut off.

    “We hope emergency safety precautions have been activated for workers and immediate host communities,” Eric further stated.

    Ogholemu pleaded with the management of the NGC and the federal and state governments to intervene.

    Meanwhile, the NGC is yet to comment on the development.

    While it is yet to be confirmed the cause of the explosion, Eric Awowede said “It’s certainly an oil/gas facility explosion with resultant flare and high decibel sound associated with blowouts… these are some of the environmental hazards involved in oil/gas exploration and production”.

    However, Agbi Eguriase Andrew said the fire and the deafening noise have since subsided hopefully after gas supply to the line was cut off.

    “We hope emergency safety precautions have been activated for workers and immediate host communities,” Eric further stated.

    Efforts to reach the WRPC and the NGC as at the time of filing this report proved abortive.

     

  • NNPC restores Escravos-Lagos pipeline, resumes gas supply

    The Nigerian National Petroleum Corporation (NNPC) on Monday said the Escravos-Lagos Pipeline (ELP), which got burnt by a fire, had been restored.

    A statement in Abuja by the NNPC spokesman, Mr Ndu Ughamadu, said that gas supply to customers on the line, including power generating companies, had resumed.

    A section of the ELP at Abakila in Ondo State blew up in flames on Jan. 2, due to bush fire.

    The incident affected gas supply to customers in Ondo, Ogun and Lagos states with subsequent shutdown of a number of power plants.

    ”With the restoration of the ELP and resumption of gas supply, the affected power plants, with a combined generating capacity of 1,143MW, would resume power generation.

    ”The plants include Egbin in Lagos State; Olorunshogo Power Plant, PEL Olorunshogo and Paras Power Plant in Ogun and Omotosho Plant in Ondo State.

    ”The 36-inch Escravos to Lagos Pipeline System (ELPS) is a natural gas pipeline built in 1989 to supply gas from Escravos in the Niger Delta to various consumption utilisation areas.

    It supplies gas to power plants in the South-West and feeds the West African Gas Pipeline System.

     

  • Ngige pleads with PENGASSAN to Shelve planned strike action

    The Minister of Labour and Employment, Sen. Chris Ngige has appealed to members the Petroleum and Natural Gas Senior Staff Association of Nigeria ( P E N G A S S A N ) to shelve its planned strike scheduled to begin on Monday, December 18 in the spirit of the conciliation brokered between it and Neconde Energy Services Ltd.

    The union is asking the government to compel the company to recalled all sacked workers within seven days and stick to the nation’s Labour laws, adding that failure to do that, the union will have no other option than to call out its members on a nation wide indefinite strike action with effect from Monday, December 18, 2017.

    The union is Neconde Energy Ltd (of Nestoil Group of companies) of entrenching unfriendly Labour practices in contravention of the nation’s Labour laws and failing to remit taxes and pensions deducted from workers to government, while boasting that no government official can call it to order, adding that workers who decided to join unions are treated as slaves in their own country and dismissed from work”

    However, Deputy Director, Press in the Federal Ministry of Labour and Employment, Samuel Olowookere said in a statement made available to newsmen in Abuja on Sunday that with the conciliatory meeting brokered by Minister of Labour and Employment, the impending action by PENGASSAN has effectively been arrested in line with the provisions of the relevant labour laws.

    The statement said “We recall that the Honourable Minister of Labour and Employment, Sen. Chris Ngige had on Wednesday, December 13 and Thursday, December 14, 2017 brokered long hours of conciliation between PENGASSAN and Neconde Energy Services Ltd and secured an agreement.

    “By that agreement, Neconde shall invite the sacked branch chairman of PENGASSAN and hold heart to heart discussion with him while PENGASSAN is to hold back proposed action pending the reconvening of the meeting in the second week of January 2018 when other contending issues relating to other oil companies would be also be sorted out.

    “We therefore wish to appeal to the Central Working Committee of PENGASSAN to reconsider its decision, respect the agreement and call off the scheduled action in the overall interest of the nation, more so when adequate notice of strike was not given. This appeal has become imperative in order to save Nigerians from further hardship in this season of Christmas and the New year”.

  • 6 dead, several others injured in Ghana as Gas truck fire triggers explosion

    At least six people have been confirmed dead with dozens injured in the Madina Atomic Junction gas explosion that occurred on Saturday night in Accra, Ghana.

    Two of the deceased are said to have been knocked down by speeding vehicles during the chaos.

    More than 20 vehicles are also reported to have been razed down by the explosion.

    Many of the injured persons were sent to the 37 Military Hospital and Legon Hospital for treatment.

    Four of the injured persons are said to be in life-threatening conditions at the 37 Military Hospital.

    Two fuel stations, including a gas refill station at the Madina Junction, caught fire leading to the destruction of several properties and loss of lives.

    The fire is said to have started at about 7 p.m on Saturday night and lasted for many hours.

    Former President, Chief Olusegun Obasanjo, has said Nigeria cannot make it until the nation takes agriculture and its value chains seriously.

    He said this on Thursday at the Youth Enterprises Summit organised by the Youth Development Centre, Olusegun Obasanjo Presidential Library in Abeokuta, Ogun State.

    The former President said agriculture had the capacity to develop entrepreneurs and create millions of employment for Nigerian youths.

    Obasanjo, who described agriculture as his second career, noted that not many countries in the world had been successful without agriculture.

    The former President recalled that his administration created an enabling environment which opened doors of opportunities and made some Nigerians billionaires.

    He said, “The truth is this, if we are going to have employment for millions of youths in this country, it will be mainly in agriculture business not in oil and energy. Oil and energy will give you money; will make a few billionaires and multi-billionaires.

    “I opened the doors of opportunity and they took advantage of it, and I thank them for taking advantage of it.

    “All the billionaires we have today, they came out as a result of them taking advantage of those opportunities. And I am grateful to them that the opportunities that my administration created, they grabbed it and utilised it.”

    He added, “One thing is to create opportunity, another thing is to find people who will seize the opportunity and make what they have to make out of it.

    “But let’s take agriculture, we will never make it in this country until we take agriculture seriously. There are not many countries that have made it without taking agriculture seriously.”

    Obasanjo, who described himself as a successful farmer, urged youths to embrace agriculture and entrepreneurship.

    He said, “If Obasanjo can do it, why can’t you do it. There is entrepreneurship in you and you must develop it. And we will make you develop it.”

    Mr. Ayodele Aderinwa, who chaired the occasion, noted that the future looked scary with fear of poverty in view of the growing population of youths.

    Quoting statistics, he said, African youths population would hit 850 million by 2050, arguing that “the wealth creation via entrepreneurship is the way out to combat poverty.”

    A keynote speaker, Tope Shonubi, who spoke on the topic, ‘Youth and Entrepreneurship in Nigeria: Which way forward?’, submitted that Nigerian youths had entrepreneurship skills but lacked discipline.

    Shonubi urged the youths to be consistent, humble, confident and embrace entrepreneurship with a view to adding values to human lives.

    The event attracted youths from across the country.

  • Foiled plot to blow up plane, unleash gas revealed in Australia

    Police describe twin terror plots, one involving the bombing of a passenger plane and the other a potential poison gas attack, as the “most sophisticated” ever attempted on Australian soil.

    A senior ISIS commander sent parts — including weapons-grade explosives — by air cargo from Turkey intending to build an improvised explosive device, Australian Federal Police Deputy Commissioner National Security Michael Phelan said during a press conference Friday.

    The other scheme involved a plan to release a toxic gas in public that was foiled when the accused couldn’t produce the deadly gas.

    Two men living in Sydney, identified by CNN affiliate Seven News as Khaled Khayat, 49, and Mahmoud Khayat, 32, were charged with terror-related offenses Thursday.

    The two appeared by video link Friday in Sydney’s Parramatta Court. No plea has been entered. Neither man applied for bail, and a court hearing has been deferred until November 14 after a brief of evidence was requested.

    “At the moment, all I can say is they are entitled to the presumption of innocence,” their legal representative, Michael Coroneos, told CNN affiliate Sky News Australia. “Once the brief of evidence is served, we can assess their legal position.”

    One other man remains in police custody, and a fourth has been released.

    After the foiled plan to down the plane was revealed Saturday, authorities described it as an Islamist-inspired plot, but they did not link it to a specific terror group until Friday.

    Brother to be unwitting bomber

    The would-be attackers planned to place the IED on an Etihad Airways flight on July 15 but “at no stage did the IED breach airline security,” the Australian Federal Police’s Phelan said.

    One of the suspects planned to plant the IED on his brother, who was unaware of his role in the planned attack, Phelan said. The brother is currently abroad, and there are no plans to arrest him

    According to Phelan, the device didn’t get past the airline’s check-in desk, and a subsequent test of airport security using a dummy device was performed, resulting in the decoy also being found. Phelan said the device was in luggage due to be checked in, rather than carry-on baggage.

    Seven News reported that police had found parts of a meat grinder at the suspects’ home, which they suspect was to be used to carry the explosives aboard the plane.

    Phelan did not elaborate on why the attack did not proceed as planned, beyond saying there was “a little bit of conjecture as to why it did not go ahead.”

    The accused men received the bomb parts in Australia and assembled what police believe was a “full functioning” IED, he said.

    Toxic chemical

    The second terror plot in which the two men have been charged in connection with involved an attempt to create a “improvised chemical dispersion device” to release hydrogen sulfide, Phelan said.

    It is suspected the device would have been used to disperse the toxic chemical in “closed spaces, potentially public transport.”

    However, there is “no information at all to suggest” the device would be used on an airplane, Phelan said.

    Hydrogen sulfide is highly toxic, and it has a particular smell, Ian Musgrave, a molecular pharmacologist and toxicologist at the University of Adelaide, told CNN. When inhaled, the gas can cause respiratory paralysis and death. It can be made with high-school laboratory equipment, but a large amount of the compound is needed to be effective.

    Concentrations of more than 500 parts per million (ppm) of hydrogen sulfide can result in asphyxia, Musgrave said. Concentrations of 700 ppm will result in death if not rescued promptly, he said.

    However, no evidence exists that the device was completed due to the difficulty of producing the highly toxic chemical, he said.

    “We were a long way away from having a functional device,” Phelan said.

    Ongoing investigation

    Two search warrants of properties in connection with the case are ongoing, he said.

    Authorities have carried out raids at properties across Sydney since Saturday, including the suburbs of Surry Hills, Lakemba, Wiley Park and Punchbowl.

    Investigators were seen rifling through garbage and removing items from houses, dressed in full protective gear.

    Threat level lowered

    On Thursday, Prime Minister Malcolm Turnbull said the threat to aviation in Australia had been “disrupted and contained” following the arrests and the level of security at airports was being lowered.

    Stricter airport security measures had been put in place following Saturday’s arrests, with Australian airports warning of possible delays and longer check-in times.

    There have been five attacks and 13 “major counterterrorism disruptions” — including Saturday’s arrests — in Australia since the national terrorism threat level was raised in September 2014, according to a representative for the Australian Security Intelligence Organization.

    As many as 70 people have been charged as a result of 31 counter-terrorism operations, the representative said.

    The Ministry of Petroleum Resources says the new National Petroleum Policy will ultimately remove barriers affecting investment and development of the oil and gas sector in Nigeria.

    A statement in Abuja on Wednesday by the Director of Press in the ministry, Mr Idang Alibi, said that the policy articulated the vision of the Federal Government for improving the petroleum sector.

    The Federal Executive Council (FEC) had on July 19, approved the policy.

    The Minister of Petroleum Resources, Dr Ibe Kachikwu, had explained that the 100-page document was very comprehensive on all aspects of the oil industry.

    Kachikwu had also reiterated that the ministry was pushing for a refining processing environment to move away from exporting to refining petroleum products, given the volatility in crude oil price regime.

    Alibi said that the set goals and strategies inherent in the new policy would promote a level-playing field between state owned-enterprises and the private operators in the sector.

    “The policy defines the strategy of the Federal Government on Nigeria’s oil resources.

    “It establishes the medium to long-term targets for oil reserves growth, utilisation, and strategies to be pursued to ensure the successful implementation of the policy in accordance with Nigeria’s national socio-economic development priorities.”

    He said that the policy also proposed for fundamental reforms to improve the operational efficiency and performance of Nigerian National Petroleum Corporation (NNPC).

    He said that the document proposed the long-needed overhaul and modernisation of the existing petroleum industry legislation.

    According to him, the policy will be reviewed and updated periodically to ensure consistency in government policy objectives at all times.

    He listed the main components of the policy to include governance, comprising legal and regulatory framework; industry structure, with a proposal for the establishment of a new National Oil Company of Nigeria (NOCN) and restructuring of NNPC into autonomous business units.

    Other components of the policy included strategies to develop resources in the upstream sub-sector, development of the midstream operations, and downstream subsectors of the industry.

    He said the policy also proposed measures to develop the national human resources, the sector with emphasis on local content and export skills development.

    “The policy also highlights internal and external communications strategies and roadmap for its implementation,” he said.

    The Nigerian Independent Petroleum Company (NIPCO) says its 5,000 metric tonnes Liquefied Petroleum Gas, LPG, storage facility under construction will boost domestic supply of cooking gas in the country.
    Alhaji Taofeek Lawal, NIPCO spokesman, told journalists during a tour of the facility in Apapa, Lagos that the project would be completed in August this year.
    “Over the years, the company has put in place a massive 4,500 MT LPG storage facility to deepen the domestic gas market.
    “Work on this additional ultra-modern 5,000 MT storage facility commenced in April 2016 with over 80 workers and it has not recorded any causality.
    “When completed, the company will have a total of 9,500 MT of LPG storage capacities; so far, over 110,000 man hours has been spent on the project.
    “This 5,000 MT LPG storage facility will grow and boost cooking gas availability in Nigeria,’’ said the NIPCO spokesman.
    According to him, the fully-automated NIPCO LPG terminal was equipped with fire prevention and fire fighting facilities.
    “It ranks among the biggest storage facility in Nigeria and will undoubtedly contribute to the increasing domestic consumption of cooking gas,’’he said.
    Lawal said that NIPCO had embarked on public enlightenment on safe use of cooking gas and how gas could be used to power vehicles and machines.
