    2023: Akpabio says Electoral law doesn’t ask appointees to resign

    The debate on the provisions of section 84, subsection 12 of electoral act 2022 has continued with the Minister of Niger Delta Affairs and presidential aspirant, Godswill Akpabio, declaring that the section doesn’t say appointees should resign.

    He stated this while appearing on Channels TV’s Politics Today on Thursday.

    The Minster stressed that the section was nonexistent as a court in Abia had rendered it unconstitutional.

    Thenewsguru.com recalls that the section says; “No political appointee at any level shall be a voting delegate or be voted for at the convention or congress of any political party for the purpose of the nomination of candidates for any election.”

    Akpabio however said; “In terms of section 84(12), it speaks about elections. If you wish to go into primary, you should try to resign before you go there.

    In his words; “Even before Mr. President signed the bill, he had mentioned that it was not in line with the Nigerian constitution which contemplates 30 days before elections.”

    According to the Minister, no matter the act of parliament, no matter the law, the constitution is superior, adding, “Noreover, it was shut down by a court of competent jurisdiction somewhere in Umuahia. So for now, that law doesn’t exist.”

    He stated that he wasn’t worried about the law because the constitution superceded it.

    “I would have been worried about how the appeal would go but for the constitution. It depends on the constitution at the end of the day. It’s not a constitutional amendment,” Akpabio started.

    Sen. Godswill Akpabio, former Minister of Niger Delta Affairs has said he joined the 2023 presidential race to consolidate the achievements of President Muhammadu Buhari.

    Akpabio said this in Ikot Ekpene at his declaration to contest the presidential ticket of the All Progressives Congress (APC).

    “I, Sen Godswill Obot Akpabio, with great humility, hereby submit myself for your kind consideration as your next president. Therefore, my declaration is a trumpet call for unity and action.

    “My dear compatriots, I am determined to pay the debt of gratitude I owe our nation for the opportunities to serve in high offices of public trust and am determined to let our nation drink from the deep well of experience acquired in these offices,” he said.

    Akpabio lauded President Muhammadu Buhari for giving him the opportunity to serve.

    “I pay tribute to President Muhammadu Buhari for the patriotic work he has done as our President, he has given hope and direction to governance and fought corruption with uncompromising zeal.

    “He has touched lives and empowered people, he has made great advances in agriculture, human capital development and indeed in all sectors of our economy.

    “He has uplifted the integrity of the Nigerian nation. A lot can be said about all his amazing successes and achievements, but suffice it to say that I have come to perfect his marvelous works.

    “Although absolute perfection belongs not to man nor to angels, but to God alone,” he said.

    He urged Nigerian youths to ensure they maintain peace and support the good works of Buhari.

    Akpabio said he believed in one Nigeria and that the country would shine one day as a strong nation.

    The declaration was witnessed by APC faithful across the country.

    Minister of Niger Delta Affairs, Godswill Akpabio; former Governor of Edo State, Adams Oshiomhole; Minister of Science and Technology, Ogbonnaya Onu, and Jigawa State Governor, Mohammed Badaru have joined the presidential race to pick the All Progressives Congress APC ticket.

    Oshiomhole, a former chairman of APC joined the race after it was speculated earlier on Monday but confirmed his intention to take president Muhammadu Buhari’s job on Wednesday.

    Akpabio who had kept his intention to his chest for a long time joined the long queue of APC presidential aspirants same day.

    Governor Badaru, during an APC stakeholders meeting held at Government House Dutse on Tuesday evening, was quoted as saying, “I will join the Presidential race since everyone knows I’m highly qualified person to do the job”.

    The Governor was also said to have told the gathering during the meeting that he was pressurized to contest for the presidential seat by his colleagues.

    His media aide, Auwalu Sankara, said his principal sought President Muhammadu Buhari’s blessings before buying the form.

    Badaru’s entry into the race clearly indicate that the APC may jettison zoning and go ahead with a free for all race.

    How Buhari’s posture of silence is endorsing NDDC’s financial recklessness

    President Muhammadu Buhari’s posture of silence might be him endorsing the gross financial recklessness happening in the Niger Delta Development Commission (NDDC), a benefit transfer mechanism for the people of the Niger Delta that has become a conduit pipe for a majority few.

    Findings by TheNewsGuru Centre for Investigative Journalism (TNGCIJ) reveals that the Ijaw Youth Council (IYC) Worldwide only recently alleged that the NDDC forged the signatures of some former executives to pay the sum of N20 billion to ghost contractors over the last three months, fresh allegations the Commission has denied.

    Spokesman for the IYC, Ebilade Ekerefe accused the interim administrator of the NDDC, Effiong Okon Akwa of forging the signatures of former acting Managing Director of NDDC, Nelson Brambaifa and former Executive Director (Projects), Samuel Adjogbe to give credence to the payment of the ghost contractors between N300 million and N400 million in the last three months.

    Ekerefe, while making the revelations, urged President Buhari to order a probe by the Economic and Financial Crimes Commission (EFCC) into the financial transactions of the NDDC during the months under review.

    “If the President, Muhammadu Buhari and those in the presidency do not investigate the allegation brought forward by the council, it means they are all involved in the ongoing fraud in the NDDC,” the group spokesperson said.

    Reacting, the Commission described the allegation as “spurious lies masterminded, fabricated and orchestrated by persons who are positioning their relatives and associates for ultimate appointment into the Board of the NDDC”.

    Director, Corporate Affairs of the NDDC, Ibitoye Abosede, added that the call for probe was “laughable and most unfortunate”, insisting that the monies were never spent by the Commission in the first place.

    “The Commission for the umpteenth time states without mincing words that it never paid N20 billion naira to any ghost contractor and therefore challenges the authors and fabricators of these malicious allegations to come out with proof or name the Companies of these “ghost contractor,” Abosede said.

    Numerous unresolved corruption at the NDDC

    TNGCIJ reports the NDDC has been entangled in several corruption scandals that have questioned the sincerity of the anti-corruption fight of the Buhari-led administration.

    For example, the 2018 report released by the Auditor-General for the Federation accused management of the Commission of mismanaging N698 million on regional security for services that were never rendered.

    The money as alleged in the report was paid to private security outfits owned by retired Generals through a bidding process that was not open to competition, in contravention of the Public Procurement Act of 2007.

    According to the report, relentless efforts by the audit team to cite the contract files of the security consultants with the view to verifying the term of engagement proved abortive, and the NDDC management was directed to ensure that the consultants refund the sum of N689 million, as well as provide evidence of recovery to the office of the Auditor-General for the Federation for the purpose of authentication.

    Meanwhile, in August 2019, TNGCIJ reports the House of Representatives initiated an investigation into the alleged abandonment of disposable capital projects by NDDC littered in Abia, Akwa Ibom, Bayelsa, Cross River, Delta and Rivers states, but abandoned the enquiry citing lack of funds.

    The Governor of Edo State, Godwin Obaseki, accused contractors of delivering sub-standard projects, which caused flooding in parts of the state and called for a probe into the utilisation of the N20 billion emergency funds allegedly expended on projects.

    “This kind of action is embarrassing to our administration and causing us political problems as our citizens are confused about the roads we are constructing and the sub-standard roads executed by NDDC contractors.

    “I have instructed the state’s Solicitor-General to begin the process to take legal action against NDDC contractors, who execute sub-standard work in the state, particularly the contractor who handled the project on Apostolic Street off Sokponba Road, which led to flooding in the area. We will blacklist them,” Obaseki said.

    N2.5 billion goes missing chasing N6 trillion NDDC spending

    In response to the call for the audit by the people of the Niger Delta region to address the huge gaps between resources invested in the region vis a vis the infrastructural, human and economic development, the Federal Executive Council (FEC) approved the engagement of Ernst & Young, a lead forensic auditor, as well as 16 reputable Audit Firms to conduct the audit exercise at the whooping cost of N2.5 billion.

    Last year, the Minister of Niger Delta Affairs, Godswill Akpabio, while submitting the forensic audit report on the NDDC, which covered a period of 18 years, said over 13,000 projects were abandoned in the region, which remained backwards since 1958, despite various interventionist programmes and projects, as much of the allocations were diverted into private pockets.

    The Nigerian government accused the NDDC of operating a total of 362 bank accounts, leading to a lack of proper reconciliation of accounts, and promised to apply the law to remedy the deficiencies outlined in the audit report, as well as to recover funds that were not properly utilized for the public purposes they were meant for.

    “It is on record that between 2001 and 2019, the Federal Government has approved N3,375,735,776,794.93 as budgetary allocation and N2,420,948,894,191.00 as income from Statutory and Non Statutory Sources, which brings the total figure to the sum of approximately Six Trillion Naira given to the Niger Delta Development Commission,” Nigeria’s Minister of Justice and Attorney-General of the Federation, Abubakar Malami, disclosed while receiving the report on behalf of President Buhari.

    However damning the report, President Buhari, the acclaimed anti-corruption czar has remained largely silent on the developments. No further action has been taken by the government since the submission of the forensic audit report on the NDDC, even when there have been calls to make the content of the report public to justify the N2.5 billion taxpayer’s money spent on the investigation and ensure that no one indicted by the report is spared.

    President Buhari has also been urged to swiftly inaugurate the substantive board of the NDDC, as administering the NDDC with interim managements/sole administrator for a prolonged period is in breach of the NDDC Act establishing the Commission.

    A former leader of Arewa youths, Musa Saidu said Niger Delta youths calling Minister of Niger Delta Affairs, Senator Godswill Akpabio a Messiah should bury their heads in shame.

    Saidu who was also an aide to Late sage Chief Harold Biriye described the youths under the aegis of Niger Delta Progressives Movement as “bunch of traders and not true Niger Deltans”.

    He said “there’s urgent need to inaugurate the board of the Niger Delta Development Commission, NDDC, saying the delay was generating tension in the region.

    Saidu who is the leader of Arewa in the South also lashed at some youths under the aegis of Niger Delta Progressives Movement, NDPM, who poured encomiums on the Minister of Niger Delta, Senator Godswill Akpabio for launching a Strategic Implementation Work Plan for his Ministry, dismissing them as political traders.

    He said it was unfortunate that some youths would come out at this time to shower praises on the Minister at a time the region was condemning his delay in constituting aboard for the NDDC.

    “I am not sure they are Niger Delta youths. At a time the region is bitter over delay in constituting aboard for the NDDC some youths could come out to shower praises. This is wrong. What we expect now is for all Niger Deltans and youths inclusive to be focused on agitating for a board for the commission and fixing the East-West road. “, he said.

    “When these are done, achieved then you can call anyone a Messiah. But for now, these youths that came up with the statement under the name Niger Delta Progressives Movement, NDPM, should bury their heads in shame. “, he said.

    “It is high time federal government visited recommendations on redressing challenges in the Niger Delta. There are several of them.

    “There are the recommendations of the Niger Delta Environmental Survey and many others. They should give them attention so the area can enjoy development “, he said.

    Minister of Niger Delta Affairs, Godswill Akpabio has submitted the final report of the forensic audit of the Niger Delta Development Commission (NDDC) to President Muhamamadu Buhari.

    TheNewsGuru.com (TNG) reports Akpabio submitted the NDDC forensic audit report to Buhari in sacks.

    The documents conveyed in sacks were received by the Attorney General of the Federation and Minister of Justice, Abubakar Malami, who represented the President.

    In his remarks shortly before handing over the report, Akpabio, disclosed that the forensic audit covered a total of 13,777 contracts awarded from 2001 to 2019 at a final contract value of N3,274,206,032,213.24.

    Final forensic audit report of NDDC ready by July – Akpabio

    Godswill Akpabio, Minister of Niger Delta Affairs, says the final report of forensic audit of Niger Delta Development Commission (NDDC) will be ready by the end of July.

    Akpabio, who fielded questions from State House correspondents on Tuesday at the Presidential Villa, Abuja, said the final report would be submitted to President Muhammadu Buhari for implementation.

    The Federal Executive Council (FEC) had in February 2020 approved the appointment of a lead consultant for the forensic audit of Niger Delta Development Commission (NDDC).

    The minister said that action had been expedited on the process of constitution of the board of NDDC.

    “We have fast tracked the process of constituting the board; but we insist that the most important thing is not just the development of the Niger Delta region but how to reposition NDDC to ensure optimal performance as against the practice in the past.

    “So, the forensic audit of NDDC is on course and it is progressing very well and I am happy with the progress made so far.

    “And I am very certain that by end of July which is just a month and a few weeks away that the final result will be given to the president for implementation.

    “And in terms of the composition of the board of the NDDC, that of course, we have fast tracked the process and the National Assembly will soon get the list.

    “But that is not as important as the forensic audit which we are finally given a deadline which is July, that it will end.’’

    He said that he was hopeful that the new board would use the recommendations of forensic audit to work and reposition the commission.

    The minister regretted that, in the past, the headquarters of the commission was not connected to the national grid for 10 years to 15 years.

    “And we have noticed the fact that even the headquarters building that was started over 20 years to 24 years ago, nobody was interested.

    “ I think they were pursuing projects that were probably beneficial to either the staff or the management and not necessarily things that benefited the region.’’

    Akpabio said that the East-West road was another major area of concentration which the NDDC itself should have taken interest in.

    He said that he worked on federal roads when he was the governor of Akwa Ibom State.

    “And to the glory of God, the president has refunded the money that most of the states used in intervening in federal roads which means it was a good gesture and the president has reciprocated it by the fact that the monies were refunded to those states.

    “So, I think, even NDDC should have intervened in East-West road to ensure its completion because of the economic importance of the road.

    “Just three days ago, we had a mishap where one of the bridges had a problem; the approach to the bridge, it caused so much traffic jam in Port Harcourt for hours and we had to move in.

    “To the glory of God, we have repaired the damaged section of the road and traffic is flowing and we working very hard to make sure that we complete that road come next year for the benefit of the Nigerians not just Niger Delta,’’ he said.

    He said that his recent visit to the Niger-Delta region was not as result of pressure from any quarters but for the sake of peace in the region.

    According to him, the region is very critical to the economy of the country.

    The minister said that he had and interactive session with stakeholders in the region for purpose of the economy of Nigerian economy as the impact of any unrest in the region would affect be adverse.

    He added that he had set the pace by his visit to the Niger Delta as his move was being emulated in dousing the agitations in the South-East.

    “And I think the example I set is what is being emulated now in the South-East—that there is need for those of us in government to go back home and interact with people at the grassroots.

    “And then, explain things to them; so that we can stop the restiveness that we are witnessing in many zones of the country.

    “So, my going to creeks to meet the traditional rulers and ex-agitators was in the interest of not just the security of the region but the peace of the region.

    “And by implication, to ensure that critical infrastructure that can affect the economy of the nation were not tampered with; I think it was a step in the right direction,’’ he said.

    NDDC audit: FG donates 33 vehicles to forensic auditors

    The Federal Government said that it had donated 33 utility vehicles to the security committee working with the forensic auditors currently appraising projects executed by the Niger Delta Development Commission (NDDC).

    The Minister of Niger Delta Affairs, Sen. Godswill Akpabio, delivered the vehicles to the auditors in Port Harcourt, according to a statement by NDDC’s Director of Corporate Affairs, Dr Ibitoye Abosede, on Friday.

    Akpabio, represented by the Permanent Secretary of the ministry, Dr Babayo Ardo, said that the vehicles would aid the committee in the physical verification phase of the exercise.

    “The over 33 utility vehicles are meant to assist the security personnel working with the 16 field auditors charged with identifying and verifying the projects implemented by the NDDC across the Niger Delta region.

    “We thank President Muhammadu Buhari for approving the forensic audit to be carried out to look at all NDDC’s projects.

    “Our initial proposal to President Buhari was to hire vehicles for the forensic exercise but rather he approved the procurement of new vehicles to be deployed for the exercise,’’ he said.

    The minister expressed optimism that the forensic audit would guide further interventionist actions in the region.

    He said that the ministry was committed to ensuring rapid development of the Niger Delta region by repositioning the NDDC to effectively deliver its mandate to the people.

    “So, we shall leave no stone unturned to see that all obstacles were cleared to enable the NDDC work effectively and efficiently,” the statement quoted Akpabio as saying.

    Iniobong Umoren: Akpabio opens up on involvement in ritual killings

    The Minister of Niger Delta Affairs, Godswill Akpabio has denied involvement in the procurement, sale and/or use of human body parts for ritual.

    Akpabio, who is a former Governor of Akwa-Ibom, stated this after an independent investigation linked him to the brutal murder of Iniobong Umoren by Uduak Frank Akpan.

    The independent investigation carried out by one David Hundeyin also linked one Kufre Effiong, a property, and a hotel to the murder of Iniobong.

    The hotel, located at 58, G Unit, Ewet Housing Estate was linked to the wife of the Niger Delta Affairs minister, Mrs. Ekaette Unoma Akpabio, while Effiong was linked as under the employ of Mr Akpabio.

    However, the Akpabios, through their lawyer, Otobong Inyang have publicly denied any connection to the characters and properties fingered in the investigation.

    The lawyer argued that the investigation created the impression that the Akpabios were not only complicit in the death of Iniobong, but also members of a syndicate “specialising in the procurement, sale and/or use of human body parts for ritual.”

    In a legal notice addressed to the publisher of the investigation by Inyang, the Akpabios demanded retraction and threatened legal action.

    The legal notice reads below:

    PUBLICATION OF FALSE AND DEFAMATORY STATEMENTS AGAINST HIS EXCELLENCY, SEN. (DR.) GODSWILL OBOT AKPABIO AND HER EXCELLENCY, MRS. EKAETE UNOMA AKPABIO: DEMAND FOR IMMEDIATE RETRACTION AND AN APOLOGY.

    Our services as Solicitors have been retained by Sen. (Dr.) Godswill Obot Akpabio and Mrs. Ekaette Unoma Akpabio, both of Ukana Ikot Ntuen, Essien Udim Local Government Area (herein referred to as “Our Clients”) and we have their instructions to write to you concerning the above subject matter.

    Our clients brief is to the effect that you represent yourself as an Investigative Reporter, Columnist and Writer and in the said capacity, you issued a purported investigative report regarding the alleged abduction, rape and murder of one Inlobong Umoren, the late University of Uyo graduate.

    In the said Report which you published on Your Twitter handle @DavidHundeyin, Facebook Page/Timeline and on several online news channels/platforms such as NewsWireNGR of 11/5/2021, e.t.c., you alleged that a certain Kufre Effiong was complicit in the alleged murder and also attempted to portray our clients as being members of an alleged syndicate responsible for perpetuating the dastardly act.

    In a paragraph in your said report, you made the statement thus:

    “Who exactly is Kufre Effiong? I eventually found the answer after scrolling through dozens, maybe hundreds of social media profiles with that exact name. Mr. Effiong as it turns out, is something of a big fish in Niger Delta civil service circles.”

    After having alleged that subsequent to the abduction, rape and murder of the deceased, Uduak Akpan met with Kufre Effiong, you went on to state in another paragraph of your report thus:

    “The second possibility is more prosaic, but no less horrific. Due to the convoluted house numbering system in Uyo, the property labeled as 58, G Unit, Ewet Housing Estate is also recognized on most digital maps as Plot S. 9, Unit G, Ewet Housing Estate. That address is also home to Davok Suites, which is a popular upmarket hotel in Uyo favoured by high profile guests including the Cameroon national team. This would be the ideal location for a trusted associate of a politician – say, a senior civil servant – to lay his head while running clandestine errand for his boss. An errand such as sourcing human parts for use in a ritual sacrifice ahead of the upcoming election season, for example. Whatever it is that happened or is happening at 58, G Unit, Ewet Housing Estate – and for whose benefit is a question only Kufre Effiong can answer…

    In one of your Tweets via Twitter handle @DavidHundeyin of 11th May, 2021, you published the following statement to the entire world:

    “It has just come to my attention that Davok Suites, the hotel at the centre of the 58 Unit G/S.9, Unit G, Ewet Housing Estate nexus involving Kufre Effiong and Frank Uduak is owned by none other than Ekaette Akpabio, wife of Godswill Akpabio.”

    Again, same day and still through your above referred Twitter handle, you retweeted thus:

    “In other words, this place where Frank Uduak Akpan, fresh from murdering Ini Umoren came to meet Kufre Effiong, belongs to the wife of Kufre’s boss and Federal Minister of Niger Delta Affairs Godswill Akpabio.

    So which politician has Kufre been “running errands” for?”

    The implications of the above statements which has enjoyed wide circulation, as you would have expected or wished, cannot be lost on any reasonable person. They said statements without doubt were made to create the following impression:

    1. That Sen. Godswill Akpabio and his wife – Mrs. Ekaete Unoma Akpabio were not only complicit in the death of Iniobong Umoren, but are also members of a syndicate specializing in the procurement, sale and/or use of human body parts for ritual;

    2. That Davok Suites alleged to be owned by Mrs. Ekaete Unoma Akpablo – Senator Akpabio’s wife, is used by members of this alleged syndicate, particularly Uduak Akpan and Kufre Effiong, to carry out their illicit transactions.

    We hasten to make the point that assuming (though without conceding) that Kufre Effiong is a staff of the Ministry of Niger Delta Affairs and/or one of its Contractors, Senator Akpabio does not know, has never met and has never had any contact whatsoever with him. Neither Sen. Godswill Akpabio nor his wife Mrs. Ekaete Unoma Akpabio had anything whatsoever to do with the horrific death of Iniobong Umoren.

    Secondly, neither Davok Suites (which is a corporate entity) nor the land housing it belongs to Mrs. Ekaete Unoma Akpabio.

    Indeed, a proper search at the Corporate Affairs Commission would have disclosed to you that Mrs. Ekaete Unoma Akpabio is neither one of the Directors nor\ Shareholders of Davok Suites. Also, an investigation at the Akwa Ibom Property & Investment Company (APICO) Office (the operators/managers of Ewet Housing Estate) would have disclosed to you the fact that Mrs. Ekaete Unoma Akpabio is not the owner of 58 Unit G/S.9, Unit G, Ewet Housing Estate, as falsely, maliciously and recklessly alleged by you.

    In light of the above, our clients’ demands are thus:

    1. An immediate retraction, by you, of all your publications and/or parts of them tending to show that our clients are/were complicit in the abduction, rape and gruesome murder of late Iniobong Umoren.

    2. An immediate retraction, by you, of all your publications and/or parts of them tending to show that our clients are members of a syndicate specializing in the procurement, sale and/or use of human body parts ritual.

    BREAKING: Court jails Professor for manipulating 2019 election results

    Professor Peter Ogban, a returning officer in the 2019 general elections in Akwa Ibom North-West Senatorial District has been jailed for election fraud.

    TheNewsGuru.com (TNG) reports Ogban, who is a Professor of Soil Science at the University of Calabar (UNICAL) was jailed by a High Court in Akwa Ibom State on Thursday.

    He was found guilty of fraudulent manipulation of election results, and of publishing and announcing false results.

    He was, therefore, sentenced to three years in jail for the offences.

    He was charged for manipulating the election results of two local government areas of Akwa Ibom – Oruk Anam and Etim Ekpo.

    In a previous court session, Mr Ogban had told the court how results of the election were falsified to give the All Progressives Congress (APC) an unfair advantage over its main rival, the Peoples Democratic Party (PDP).

    Godswill Akpabio, the Minister of Niger Delta Affairs was the APC candidate in the election. He was seeking a return to the Senate after he defected from the PDP.

    The PDP candidate, Chris Ekpenyong, a former Deputy Governor in Akwa Ibom State, defeated Mr Akpabio in the election which was gripped by pockets of violence.

    Mr Ogban was prosecuted by the Independent National Electoral Commission (INEC) in the landmark case.

    The university lecturer was in the dock, pleading for mercy from the judge, Augustine Odokwo, as of the time of filing this report.
