    Tinubu’s hardship palliatives and Obaseki’s ‘rice hoarding’ scandal – By Ehichioya Ezomon

    Rice – the most popular Nigerian staple food – has suddenly become an issue, and may contribute to futher scrambling of the campaign of the Edo State chapter of the ruling Peoples Democratic Party (PDP) that’s already reeling from months of defection of high-profile members to the main opposition All Progressives Congress (APC), ahead of the September 21, 2024, governorship election.

    This follows the reported discovery of thousands of bags of rice hoarded and warehoused in residences or property of alleged chieftains of the PDP in Benin City, the state capital city. As claimed by the “discoverers,” the rice was part of the 20 truckloads,  which the Federal Government donated to each of the 36 States of Nigeria and the Federal Capital Territory (FCT), Abuja, for free distribution to the most vulnerable members of the society, to alleviate the hardship they’ve faced due to high cost of living and food inflation.

    Because the PDP-led administration of Governor Godwin Obaseki allegedly didn’t distribute the rice to the people – even as the government initially denied receipt of the 20 trucks – the commodity has become an instant campaign matter against the election of the PDP governorship candidate, Dr Asue Ighodalo, who Obaseki “anointed” to succeed him in November 2024.

    To get a proper handle on this story, let’s compare how Borno State Governor Babagana Umara Zulum and his Edo State counterpart, Godwin Obaseki, handled the 20 trucks of rice, respectively. On Saturday, July 27, 2024, Prof. Zulum didn’t only demonstrate his leadership by example, but also the need for cooperation and synergy between the federal and state governments, to meeting the basic needs of the masses, especially in these economically-difficult times in Nigeria.

    The governor – scheduled the next day to oversee the distribution of food palliatives and farm inputs donated by the Federal Government to the state – travelled to Monguno, one of the local government areas in North-East of Nigeria, which’s suffered years of bloody and destructive attacks by Boko Haram and other insurgent groups.

    As is the modus operandi of the popular governor – who mingles freely with Borno inhabitants, to feel their pulse and their pains – he moved a day ahead of commencement of distribution of the food and farming palliatives on July 28, to enable him profile the beneficiaries in super camps in Monguno town.

    Addressing the palliative recipients on D-Day, Zulum said: “We are in Monguno town mainly for two functions, first to distribute food items provided to the government of Borno State by the federal government. I want to acknowledge the receipt of 20 trucks of rice, and this morning, we distributed all of them to this community.

    “I want also to inform you that the federal government has provided 90 trucks of fertiliser to the state government for free, to distribute to our farmers. On behalf of the people and government of Borno State, I want to appreciate the support of the federal government and the Federal Ministry of Agriculture and Food Security to the deserving communities. This is not the first time Borno has received palliatives from the federal government. It is a continuous affair.

    “In addition to this, we have distributed seeds, as most of them (farmers) do not have the capacity to buy farm inputs, and we have distributed cowpeas to all the able heads of households (each of the 35,000 beneficiaries received one bag of 25kg of rice and cowpeas to enable them cultivate their farmlands).”

    The Zulum administration complemented the federal government’s gesture with its own palliatives. “We have also distributed N10,000 in cash support and a wrapper to each of the over 45,000 widows and vulnerable women in Monguno town,” Zulum said, noting that the distribution of palliatives by his government wasn’t meant to create dependency but to “support vulnerable families that have lost their sources of livelihood to the Boko Haram crisis facing Borno State.”

    Now, we take a diagonal trip of over 1,000km down south to Edo State in the South-South of Nigeria, to see how the Obaseki administration handled the hardship problem regarding the federal government rice donation.

    In stark contrast to the Borno scenario, trending in the Edo polity – and on mainstream and social media – is a series of posers: “Obaseki & Asue, where are our 20 trucks of rice given by the Federal Government?” “Where are 30,000 bags of rice donated by Dangote?” (Reference to Aliko Dangote, Chairman of the Dangote Group and the Richest Man in Africa).

    These posers were triggered by the viral videos of angry and hungry Edolites, who looted thousands of bags of rice reportedly donated by the Federal Government to Edo people, but were allegedly hoarded and warehoused in residences or property of chieftains of the PDP in Benin City, and across the state.

    That’s why concerned Edolites tagged Obaseki and Ighodalo to the rice “scandal” inundating the Obaseki government since the Bola Tinubu administration revealed its donation of 20 trucks of rice, and other food and farming products to each of the 36 States and the FCT, to ameliorate the hardship and food crisis across Nigeria.

    While several states, including Borno, had admitted receiving the federal government food and farming consignments, many, like Edo, denied any knowledge, and/or receipt of the largesse, resulting in a war of words between the Edo chapter of the APC and the PDP-controlled state government.

    The controversy started when Obaseki claimed that his administration, for several months, had spent N1bn monthly to supply food palliatives to Edo people, who, disclaimed off-handedly the governor’s unsubstantiated assertion. Notably, the said N1bn monthly palliatives came on the heels of the initial federal government reported allocation of five trucks of rice, and N5bn to enable each of the 36 States and the FCT to purchase more grains and other food items for distribution to their people.

    Some state governments – which’d denied receipt of the rice and N5bn – recanted, claiming that the N5bn wasn’t a grant but a loan from the federal government. Then came the instant 20 trucks of rice to the states and the FCT, with many states keeping mum, and Edo and Oyo publicity dismissing the federal government statement – even buttressed in the August 1, 2024, national broadcast by President Tinubu, while appealing to Nigerian youths to shelve the #EndBadGovernanceInNigeria protest that’s billed to commence the same day and end on August 10.

    But on the first day of the 10-day #EndHunger protest, demonstrators in Edo discovered – and looted – thousands of bags of rice stored in several residences of alleged members of the PDP at Urora community, Ikpoba Hill area of Benin City. The state government, through its Commissioner for Communication, Chris Nehikhare, quickly dismissed the claim by the “rice looters” and the APC state chapter – that it’s the the federal government rice donated to Edo State.

    As reported by the online news portal, GWG.COM,  the Edo State chairman of the APC, Jarrett Tenebe, accused the Governor Obaseki government of “stockpiling the rice sent by the federal government as palliative for political use ahead of and during the forthcoming governorship election.”

    (Recall that the APC and informed inhabitants of Edo State made a similar allegation against Obaseki during the September 2020 governorship poll: That he hoarded – for his re-election bid – the COVID-19 palliatives donated by then-President Muhammadu Buhari administration to Edo State, for distribution to the most impacted by the effects of the pandemic.)

    At a press conference on Thursday, August 1, “to celebrate what he described as a shame of the Obaseki administration in hiding palliative rice from the people,” Mr Tenebe said: “He (Obaseki) has announced also that each month that his PDP government spends N1 billion for purchase of rice.”

    “If Edo (people) were ever in doubt, the video that emerged on social media today (August 1) of an abandoned trailer load of repackaged Federal Government rice with Edo State Government inscription, discovered by Urora residents, has exposed Obaseki’s deliberate plan to deprive Edo people the different palliative measures of the Federal Government.”

    But in a statement, Mr Nehikhare attempted to spin the rice “discovery” as an APC stunt to smear the image of the Governor Obaseki, his government and the PDP, claiming that, “the government does not have any store in the Urora community and that it only distributes palliatives through religious bodies.”

    “The State Government does not keep any relief material by itself but reaches out to the people through these channels,” Nehikhare said. “We will not put this tactic past the All Progressives Congress, APC, which is spreading malicious content to score cheap political points. This condemnable action is intended to cause chaos in the state and the APC is discouraged from such ignoble practice.”

    Yet, confronted in a Channels TV programme, following #EndBadGovernanceInNigeria protest, Nehikhare confirmed that the Edo government actually received “trucks of rice” from the federal government, without stating how many trucks, and how the rice was distributed to vulnerable members of the Edo public.

    While the rice saga has reinforced opposition’s scrutiny of and referendum on the eight-year tenure of Governor Obaseki, the owners and residents of the premises allegedly used to warehouse the commodity – for rebagging into smaller kilograms, and inscribed with the “Edo State Government,” for onward distribution and/or sale to party members – are counting their losses to the angry mob, who looted the rice and vandalised the property, accordingly.

    “The discovery of the unattended-to truck (of rice at Urora community in Benin City on August 1) led to a frenzy, as the truck was completely looted. A house in the community, where it (rice) was also being housed, was looted, and adjoining houses to the flat accommodating the rice suffered collateral damage, as they were raided and looted by the rice raiders,” the GWG.COM reported on August 4.

    “Like others in the buildings which were destroyed by the ‘rice looters,’ a resident, Charles Omoaka, has become a collateral victim of the people’s wrath on the political class. In an interview, he lamented that he, like many others, ‘does not know where to put his head after the angry protesters went beyond rice to also ransack their homes and took away even the roof over their houses.”

    In saner climes, those, who by their actions instigated the rice heist – which prompted the looting spree, and destruction of property, rendering the residents “homeless” – would be held to account through legal means or via the ballot, which, in the case of the “rice scandal” in Edo State, is barely one month away on September 21, 2024.

    Will Edo voters look beyond partisan and sectional streak, and do right by all Edolites allegedly shortchanged in the distribution of the palliatives donated by the federal government? The answer to this crucial and critical question resides on Election Day!

    Gov. Godwin Obaseki of Edo on Monday in Benin approved the disengagement of the Commissioner for Health, Dr. Samuel Alli, with immediate effect.

    The Secretary to the State Government, Osarodion Ogie, made the disclosure in a statement issued in Benin on Thursday.

    Ogie also announced the appointment of Dr. Roland Igbinoba as the Special Adviser to the Governor on Special Projects.

    “The Edo State Governor, Mr. Godwin Obaseki, has approved the disengagement of the Commissioner for Health, Dr. Samuel Alli, with immediate effect.

    “He is to hand over all government documents and resources in his possession to the most senior civil servant within the Ministry of Health.

    “The government thanks him for his service and wishes him well in his future endeavours.”

    “The governor is resolute on his finishing strong objective and will remove any obstacles that may hinder optimal service delivery to the people in the remaining four months of his administration, ” Ogie said.

    According to him, Dr. Roland Igbinoba will support the government in fast-tracking the conclusion of developmental projects across the State.

    The Edo State Government has issued a stern warning to cult groups across the State against unlawful gathering by members in the guise of celebrating anniversary on July 7.

    TheNewsGuru.com (TNG) reports that the warning was made in a statement  by the Edo State Commissioner for Communication and Orientation, Hon. Chris Nehikhare on Saturday.

    Nehikhare said that the Godwin Obaseki-led government has put the Police and other security agencies on the alert to arrest and prosecute any group who disregard the State anti-cultism Law.

    As part of the renewed effort to tackle cultism in the State, the State Government has asked youths in the State to avoid any unlawful gathering on July 7, 2024 in the guise of celebrating the anniversary of any cult group.

    “The State Government has been reliably informed by the relevant security agencies that Aiye (Black Axe) is celebrating its anniversary on the 7th July 2024, with a possibility of rivalry and attack on other cult groups before, during and after the celebration,” he said.

    The commissioner added that “State Government want to use this opportunity to remind cult groups and their members of the State Anti-Cultism Law which prohibits their activities. Parents and guardians should also warn their wards to avoid any gathering of cult groups as Government has placed the Police and other security agencies in the State to be on the watch out to arrest and prosecute any group that violates the State’s anti-cultism Law.”

    Nehikhare urged members of the public to go about their lawful activities as the security agencies are on alert to secure lives and properties across the State.

    President of the Nigeria, Senator Godswill Akpabio has charged the All Progressives Congress (APC) to defeat Governor Godwin Obaseki and his anointed candidate, Asue Ighodalo in the September 21 governorship election in Edo State.

    Senator Akpabio gave the charge on Sunday when he addressed the South-South APC conference held in Calabar, Cross River State.

    “For those of you from Edo state and any part of the South-South region, the election that is coming up in September 2024, you all must head towards Edo both in prayers and everything we have because we are going to defeat Obaseki,” the Senate President said.

    Akpabio assured the APC governorship candidate in Edo, Senator Monday Okpebholo that the party would work for his victory.

    “Our brother, Senator Monday, you’re not just the hope of Edo but you’re the hope of the APC in the South-South zone. We will support you to succeed.”

    The Senate President foreclosed that there would soon be the second APC governor in the south south region as APC is almost certain of gubernatorial victory.

    “Your Excellency Governor Otu, your days of loneliness are over. Today, we have a governor in Cross River state that is showing direction in terms of performance, it’s not about talk, it’s about what you are able to do. The people will only judge you by what you put on ground,” he said.

    Ahead of the Edo governorship poll, the All Progressives Congress (APC), has released a 256-member State Campaign Council with former governor, Adams Oshiomhole, as Chairman.

    Acting Chairman Jarrett Tenebe, in a statement on Wednesday in Benin, announced Sen. Matthew Urhoghide as the Campaign Council Director-General (DG), and Mr Joe Ugheoke as Campaign Council Secretary.

    Other notable members included Peter Akpatason, who is Deputy Director-General (DDG), Operations, and Mike Onolememen, Deputy Director-General (DDG), Administration.

    “Chief Lucky Imasuen, Odi Okogie and Abu Lawani are Coordinators for Edo South, Edo Central and Edo North, respectively.

    “The Campaign Council also has Mr Bisi Idaomi as Director of Administration, John Osakue as Director of Operations, while Samson Osagie is director of contacts,” Tenebe said.

    According to the statement, Dr Ernest Umakhihe will oversee financial matters as Director of Finance, Orobosa Omo Ojo is Director, Publicity, while Kazeem Afegbua will function as Diirector, Media Relations.

    Gov. Godwin Obaseki of Edo said the Peoples Democratic Party (PDP) campaign council for Sept. 21 governorship election would deliver 80 per cent of votes to Asuerinme Ighodalo, the party’s candidate.

    Obaseki, who said this at the inauguration of the campaign Council in Benin, noted that the party had the best candidate that would continue from where he would stop.

    He said that the structure of the campaign council was rooted in all the 192 wards across the state, adding that every organ of the party was captured.

    “Today, we are here to inaugurate the campaign council that will lead PDP to victory in the Sept. 21 governorship election.

    “The campaign is going to be based on what we have achieved and the lives we have touched. The campaign will also be based on the future not the past.

    “We see the suffering the people are going through, so the campaign will be based on the hope PDP will give our citizens.

    “Those fighting PDP have collected money from the other political parties and I want you all present here to join me flush them out. Let them stay out since they have collected money,” Obaseki said.

    Earlier, the State Chairman of the PDP, Dr Tony Aziegbemi, said that the campaign council comprised 363 members, excluding the women and youth wings.

    In his acceptance speech, the Director-General of the state campaign council, Matthew Iduoriyekemwen, thanked the governor and PDP faithful for the opportunity to serve the party.

    Iduoriyekemwen promised to lead the party to victory come September.

    In his remarks, the PDP governorship candidate, Mr Asuerinme Ighodalo, who thanked party faithful and leaders for the confidence reposed in him, said Obaseki had laid a functional foundation at every sector that he would build upon.

    Edo 2024: Okpebholo vows to correct Obaseki’s wrongs

    Candidate of the All Progressives Congress (APC) for the Sept. 21 governorship election in Edo, Sen. Monday Okpebholo has said he will right the wrongs of Gov. Godwin Obaseki-led Peoples Democratic Party (PDP) administration, if elected.

    Okpebholo said this in a statement issued  by his media office on Thursday in Abuja.

    “Our administration will right the many wrongs of the PDP administration and ensure that Edo is governed with a human face.

    “We deserve more and my administration will provide that.

    “If elected as governor, my administration will behave differently. Beyond the minimum wage, we will look at other priority areas for civil servants, like quality healthcare, housing and proper transportation.

    “I call on Edo people not to be disturbed; help is on the way.”he said.

    He asked  Gov. Godwin Obaseki to explain how he spent  the N5 billion approved by the Federal Government as palliatives to cushion the hardship of civil servants in the state.

    The candidate recalled that President Bola Tinubu ,had in 2023, approved N5 billion for each state and the FCT to enable them provide interventions to ease hardships in their respective states.

    He alleged that the governor had not spent the money for the purpose for which it was meant,saying he was rather  keeping the money to prosecute the Sept.21 election.

    Okpebholo  also described Obaseki’s recent increment of minimum wage from N40,000 to N70, 000  for workers in the state as a Greek gift.

    He said: “Obaseki is actually owing Edo civil servants arrears of six months. Like other states, Edo got N5 billion from the Federal Government to cushion the effects of fuel subsidy removal.

    “In FCT, civil servants were paid additional N35,000 for six months.

    “Other states did the same thing and distributed palliatives to them. In Edo, Obaseki has been mute. No civil servant got any extra money like their counterparts in other states.”

    He said that civil servants deserve a better deal from the state government and that the N70,000 minimum  wage  announced by the governor was  to mask his failures and trick Edo people to vote for “a  failed party” in September.

    Gov. Godwin Obaseki of Edo on Monday, announced an increase in the Minimum Wage for the Edo state civil servants from N40,000 to N70,000 effective from May 1.

    Obaseki disclosed this while inaugurating the newly-built ultra-modern Labour House secretariat complex that would house the various labour unions in Benin.

    Obaseki named the new Labour House edifice after his predecessor and former NLC President, Sen. Adams Oshiomhole.

    Obaseki also promised to further increase the minimum wage to over N70,000, depending on what the Federal Government would approve as the new minimum wage for workers in Nigeria.

    He said, “Edo is currently paying the highest minimum wage of N40,000 in Nigeria.

    “But we know that even the N40,000 can no longer take workers home because of the poor economic situation being experienced in the country.

    “So, as a government, we will continue to support the agitation for increment in workers’ salaries.

    “In solidarity with workers, effective from May 1, we have increased Edo workers’ minimum wage from N40,000 to N70,000 and we will move it up further depending on what the Federal government would approve,” he said.

    According to Obaseki, “the commissioning of this labour House and the increment in wage are just a token to say thank you to Edo workers for the harmonious industrial relationship my administration has enjoyed in the last seven and half years.

    “The achievements we have recorded in the last seven and half years would not have been possible if not for the cordial relationship with the various labour unions in the state.

    “The reforms and projects we have carried out in our various institutions were targeted at improving the productivity of our workers in the state,” he added.

    He urged the state labour unions to use the revenue that would be generated from the building for its maintenance.

    The keynote speaker, Comrade Joe Ajaero, President, Nigeria Labour Congress (NLC), commended Gov. Obaseki for the increment in minimum wage in the state.

    Ajaero said, “NLC and the federal government have not agreed on what should be the new minimum wage for workers, but Edo has taken the lead. It shows that the governor is labour friendly and has empathy for workers,”.

    In his lecture titled, “Leveraging the legacies of Pa. Michael Imoudu as a way of fostering harmonious and productive industrial relations, Ajaero said Edo has about the best workforce environment in any public service in the country.

    The NLC president, while speaking on the legacies of the late Pa Michael Imoudu, noted that the first labour unionist in the country engaged the colonialists for the betterment of the Nigeria workers.

    He explained that he was attacked, harassed, suffered humiliations and was imprisoned by the colonial masters for workers in the country to have better welfare.

    Also speaking, President of the Trade Union Congress (TUC), Comrade Festus Osifo, appreciated Gov. Obaseki for all the labour friendly policies and reforms being embarked upon by his administration.

    “I can tell you that there are some states in Nigeria whose governors still pay N18,000 minimum wage. They even pay in percentages and determine who to pay and who not to pay. So, Edo has gone ahead with this increment,” he said.

    Osifo, who stated that he was proud to be from Edo, thanked the governor for rising above political sentiments and naming the new labour House after Oshiomhole.

    Also, the State Head of Service, Anthony Okungbowa, disclosed that the idea of building a labour House to accommodate organised labour in Edo was conceived by former Oshiomhole in 2014.

    Okungbowa said, “in view of this vision, Obaseki worked assiduously to make the dream a reality by committing scarce resources, time and efforts into the construction of the ultra modern and state of the art labour House complex.

    “The edifice is a masterpiece designed to enable organised labour operate in a conducive atmosphere and engage government constructively in the interest of the workforce,” Okungbowa said.

    Earlier in his welcome address, the State Chairman of Edo NLC, Comrade Odion Olaye, thanked the governor for the kind gesture and magnanimity, adding that workers had long waited for inauguration of the project.

    Edo State Governor Godwin Obaseki has expressed confidence that his administration will finish strong, especially will the swearing in of his new Deputy, Omobayo Marvellous Godwins.

    TheNewsGuru.com (TNG) reports Omobayo was sworn in on Monday as the new Deputy Governor of Edo State following the impeachment of Philip Shaibu as Deputy Governor.

    “Over the past few weeks, the Edo State House of Assembly carried out its constitutional role by providing checks and balances in our democracy, and today, they impeached the former deputy governor.

    “At no point in this journey did I envisage that I would be having to work with two deputy governors before the end of my eight-year run in office. As there cannot be a vacuum in government, we have, by consensus, selected Omobayo Marvellous Godwins to take over the baton as the new Deputy Governor of Edo State.

    “At 38 years old, my new deputy, Omobayo, is a symbol of our undying belief in the power of our youth to transform our dear State, bringing vigour and renewed energy to the drive to place young people at the centre of our politics and developmental agenda. He is a man for this season.

    “Together, we will be working in these last few months of my administration as we make progress on our promise to finish strong for the benefit of our dear people,” Obaseki stated.

    38-year-old Omobayo was sworn in as the new Deputy Governor of Edo, by Chief Judge of Edo, Justice Daniel Okungbowa, to replace his predecessor, Philip Shaibu.

    Shaibu had earlier on Monday been impeached by the State House of Assembly, having been found guilty of revealing government secrets.

    Omobayo, appointed by Gov. Godwin Obaseki, hails from Akoko-Edo Local Government Area in the same Edo North senatorial district with the impeached Shaibu.

    The new deputy governor, born on July 19, 1986, is an engineer with a professional experience in the oil and gas sector.

    He had his Bachelor’s degree in Electrical and Electronics Engineering and a Master of Science degree in Public Administration, both from the University of Benin (UNIBEN).

    He is a registered member of the Nigerian Society of Engineers (NSE) and the Council for the Regulation of Engineering in Nigeria (COREN).

    His profile revealed he served as a Senior Maintenance Engineer at Dresser Wayne West Africa Limited.

    In his acceptance speech, Omobayo expressed his gratitude to Obaseki for finding him worthy to serve as his deputy.

    He also pledged allegiance to the governor and the Peoples Democratic Party (PDP).

    He said, “In the few critical months left to tidy up the work of this administration, my job as the deputy governor is clear and well cut out. I understand it very clearly.

    “In line with the oath of office to which I have just subscribed, I make a solemn pledge to do all in my power, with God’s guidance, to live up to expectations.

    “I will give all it takes to meet the expectations of my principal, the party, and above all, the good people of Edo State.”

    Governor Godwin Obaseki has nominated Omobayo Marvellous Godwins, a 38-year-old Engineer, as his deputy.

    This follows the removal of Comrade Philip Shaibu as Edo Deputy Governor.

    Omobayo’s inauguration is also set to take place on Monday at the Edo State Government House in Benin City.

    Already, friends and well-wishers have gathered at the inauguration venue for the swearing-in ceremony.

    Born July 19, 1986, Omobayo hails from Akoko Edo Local Government Area of the state.
