    The raw show of power by Governor Yahaya Inuwa flagrantly disobeying a court ruling which has become the hallmarks of Nigerian sitting governors.

    This is happening in Gombe barely five days ago after the slapping saga during a governor’s inauguration.

    The video clearly shows that the campaign office was completely brought down based on the Governor’s order.

    2023: Family, friends gift Gombe frontline guber aspirant Barde nomination form

    The family and friends of a Gombe State frontline governorship aspirant, Jibril Mohammed Barde have gifted him the expression of interest and nomination form to contest the gubernatorial ticket of the People’s Democratic Party (PDP).

    TheNewsGuru.com (TNG) reports Barde, who narrowly lost the last primaries under the All Progressives Congress (APC) and came second losing narrowly to the current governor, was gifted the expression of interest and nomination form on Friday.

    This is coming barely days after the PDP commenced sales of nomination and expression of interest form to aspirants that want to contest the 2023 general elections under the platform of the party.

    The PDP National Executive Committee (NEC) on Wednesday at its 95th meeting approved guidelines for the conduct of its primaries for all elective positions, fixing the governorship expression of interest form at N1,000,000 and governorship nomination form for N20,000,000.

    Speaking shortly after receiving the gift, Barde vowed to uphold the values of leadership and that he will ensure if elected that Gombe State is transformed, while also thanking his friends and family for the gift.

    “Thank you for trusting and standing by me and for giving me the greatest opportunity to offer myself to serve our state, God willing.

    “You have my commitment that I will uphold the very values of leadership we are all brought up to observe – honesty, selflessness and dedication to duties.

    “I will ensure, if elected, that our dear state is transformed and our security, health care, education, infrastructural challenges as well as youth and women empowerment are addressed squarely, using the fine officers in our public service,” Barde said.

    Putting the record straight on proposed Federal University of Agriculture, Dadin Kowa

    As part of efforts to have a federal tertiary institution in Yamaltu/Deba Local Government Area of Gombe State, a Bill to establish the Federal University of Agriculture, Dadin Kowa was introduced in the House of Representatives.

    Sponsored by Hon. Abubakar Yunus Ahmad Ustaz, the draft legislation was first presented on the floor of the House during the 8th Assembly. Due to the efforts made by Hon. Ustaz, the Bill was passed during the 8th Assembly and transmitted to the then Senate for concurrence. But it got stalled in the Senate for two years up to the end of the 8th Assembly.

    However, almost immediately after the inauguration of the 9th Assembly, Hon. Yunus Ustaz dusted the Bill and requested the House to recommit it to the Committee of Whole for consideration. He rallied round his colleagues for their support. His request was granted and the 9th House considered and adopted it once again in February, 2020. Today, the Bill is on the threshold of history.

    Going by legislative practice, one chamber alone cannot pass a Bill conclusively and forward same to the president for assent. It has to go to the other chamber for concurrence.

    Therefore, the Federal University of Agriculture, Dadin Kowa Bill was forwarded to the Senate for concurrence since February, 2020. It went through first reading in the Senate in June, 2021 and appeared for second reading on the Senate Order Paper and subsequent concurrence on December 15, 2021. But that did not happen until February 9, 2022.

    What now remains is for a clean copy of the Bill to be produced by the National Assembly bureaucracy, after which it will be transmitted to President Muhammadu Buhari for assent.

    Once the president appends his signature on the Bill, it becomes law, and the Federal University of Agriculture, Dadin Kowa is fully established by an Act of Parliament.

    It would be recalled that during the second reading of the Bill in the 8th Assembly, Hon. Yunus Ustaz said it was to provide for the establishment of Federal University of Agriculture, Dadin Kowa, Gombe State to make a comprehensive provision for its due management and administration, and for related matters.

    The lawmaker articulated his debate on the Bill, informing his colleagues that it was imperative to have a Federal University of Agriculture, Dadin Kowa so as to boost the agricultural sector in Gombe State.

    He said the university, when established, would not benefit only the immediate community or Gombe State but also the entire Northeast region.

    He noted that the government would not have to spend much on putting infrastructure for the takeoff of the university as the bill seeks the conversion of the already existing Federal College of Horticulture, Dadin Kowa to a university of agriculture.

    Also, he said, the college has the required manpower, both academic and non-academic staff, with professors teaching in the institution, hence there are adequate teaching staff to metamorphose to a university.

    Hon. Ustaz Yunus was able to convince his colleagues with his argument, and they unanimously approved the passage of the Bill for second reading.

    Thus, the Bill was referred to the relevant committee of the House, after which a report was submitted to the 8th House, considered and adopted. The Bill was then passed for third reading.

    After going through all this, it is therefore preposterous and laughable to now hear some political jobbers making frantic but futile efforts at giving someone else the credit for the initiation and passage of the Bill.

    A recent write up suggested and gave credit for the passage of the Bill to Senator Mohammed Danjuma Goje, when he knew nothing about the draft legislation until it got to the Senate. As it is today, the Bill carries the name of Hon. Abubakar Yunus Ahmad Ustaz and not that of anybody else let alone Goje.

    While it is true that every Bill in the Parliament needs the support of all lawmakers irrespective of where they represent, that a lawmaker supports a Bill does not make him its sponsor. If Goje supported the Federal University of Agriculture Dadin Kowa Bill in the Senate, he did not add any value to it even as he was not the only person to do that.

    Truly, Hon. Yunus Ustaz was a signatory to a letter written to Goje by some concerned Yamaltu/Deba elders, against the claim by the mischievous writer that it was written by some traditional rulers. In the said letter, they brought to Goje’s attention the issue of the Bill for the establishment of the Federal University of Agriculture, Dadin Kowa. This is part of legislative lobby, but that does not mean Goje is the sponsor as Hon. Yunus may have also lobbied other senators for the same purpose.

    For the records, Hon. Ustaz has since his assumption of office as the member representing Yamaltu-Deba Federal Constituency of Gombe State in June, 2015 been working assiduously to come up with this Bill.

    Let’s tell ourselves the truth. When the Bill was eventually passed by the 8th House, it was sent to the Senate. The likes of Goje were there, yet the bill got stalled in the Red Chamber for over two years until the end of the 8th Assembly. If Goje is truly a lover of Gombe, where was he when the Bill was sent to the Senate then?

    Even after the Bill was sent to the Senate once again in 2020 by the 9th House, it took long before it was slated for first reading. The second reading was also taken thereafter, and on February 9, the Bill was passed for third reading by the Senate. Again, where was Goje when the Bill was sent to the 9th Senate since early 2020, but it was only passed recently?

    Truth be told, the proposal for the university of agriculture was in line with the personal legislative agenda of the lawmaker, in which the agricultural sector is prominently featured. He felt that his constituency, which comprises of mostly agrarian communities, should be encouraged to produce massively for the benefit of the people both within and outside Gombe State.

    The Bill sponsored by Hon. Yunus was in tandem with the Buhari administration’s vision of diversifying the agricultural sector, where it intended to have 15 specialized agricultural universities.

    The lawmaker also brought other laudable projects to his constituency, which have endeared him to the people.

    It is, therefore, quite unfortunate that lawmakers who toil day and night to come up with laudable initiatives such as the one by Hon. Ustaz have their efforts tainted by people who only feed on the crumbs they get from their paymasters.

    Credit, indeed, must be given to whom it is due. On the proposed University of Agriculture, Dadin Kowa, Gombe State, the credit goes to Hon. Abubakar Ahmad Yunus Ustaz and nobody else.

    Reps member, 11,000 others dump APC in Gombe

    A serving member of the Federal House of Representatives representing Gombe, Kwami and Funakaye local governments constituency Honourable Yaya Bauchi has resigned his membership of the All Progressives Congress (APC) in the state.

    The HoR in the resignation letter sent to the party in December 2021, a copy which was leaked on Sunday cited the internal crisis bedeviling the party as a reason behind his resignation.

    He also accused the party leadership of sidelining founding members including himself in the recent congresses lamenting that the party machineries were hijacked from them and that there was no resolution in sight.

    “This decision of mine was arrived at after a careful observation of the numerous crises in the All Progressives Congress in our state without any resolution in sight.

    All efforts made by well meaning members of the All Progressives Congress to bring about a peaceful resolution of the crises continue to meet brick walls as some individuals have hijacked all party machineries and have consistently refused some of us space to actively contribute to the development of the All Progressives Congress in Gombe state.

    In a related development, about 11, 000 members of the APC in Funakaye local government over the weekend defected from the party to the opposition People’s Democratic Party (PDP).

    A stalwart of the PDP in the state who was an ex member of the house of representatives that represented the area from 2007 to 2011 Honourable Abubakar Abubakar BD who received the decampees told our correspondent that their defection was in view of their neglect by the APC after working towards its victory in the 2019 election.

    According to him, he was once an APC card carrying member but claimed that he deserted it due to lack of organization and non performance of the state Governor Inuwa Yahaya.

    He further alleged that the governor had not carried politicians along who were instrumental to his victory.

    When contacted, the state publicity secretary of the APC Mr Moses Kyari said the defectors left the party for their selfish interest.

    He added that maybe they were not confident of winning the party tickets, hence they opted for PDP.

    The Gombe state chapter of All Progressives Congress (APC) has denied report alleging mass resignation of its ward executives in Yamaltu/Deba Local Government Area (LGA) of the state.

    Mr Moses Kyari, the state APC publicity secretary disclosed this when he addressed newsmen on Thursday in Gombe.

    Kyari was reacting to a social media report indicating that over 80 per cent of APC ward executives in Yamaltu/Deba LGA have resigned their positions in solidarity with Sen. Danjuma Goje.

    He described the report as very dangerous and malicious.

    He said that the report alleging that all the executives in the 11 wards of Yamaltu/Deba LGA have resigned their positions in solidarity with Sen. Danjuma Goje was false.

    “This is not true, it is a lie from the pit of hell and as you can see the people concerned have addressed a news conference.

    “The people that were allegedly said to have resigned have come to debunk that and to tell the true story of what really transpired.

    “Some of the people whose names appear on the list are not even in town; some of them are even sick and could not go out, how did their names appear on the list,” he said.

    The publicity secretary described the report as the handiwork of enemies of the party in the state adding that a committee would be set up to investigate the source of the story.

    “We shall take punitive actions by going to court to ensure that the people involved are brought to book,” he said.

    Also speaking, Alhaji Ali Kure, Chairman APC Yamaltu/Deba LGA said the report was laughable and shocking, describing it as fake news.

    Kure stated that the fake news was the handiwork some desperate elements in the state politics.

    “That is very bad; we expect all citizens to support the government of Gov Inuwa Yahaya who is driving the state to greater heights.

    “Up till this moment that I am addressing you, none of the executives has officially inform me or the party, that he has re-signed his position.

    “Rather we have sat with all of them and they confirmed that they remain in their respective positions.

    The council chairman said the entire members of the APC in Yamaltu/Deba were still holding on to their positions.

    It was a bloody Friday in Gombe State after some thugs attacked the convoy of a former governor of the state, Senator Danjuma Goje.

    Five persons reportedly lost their lives in the attack.

    Eyewitness said the attack occurred when Goje ran into an ambush by suspected political thugs on his way from the Airport after returning from Abuja.

    The Gombe State borrowing governor is at it again

    The public will recall that we have recently made a press release concerning the spate of reckless borrowing by the Muhammadu Inuwa Yaya-led Administration of Gombe State. Just when we thought we had seen it all from the deadbeat Governor, a copy of the letter by the Governor to the Honourable Speaker of the Gombe State House of Assembly dated 20 October 2021 with reference number GO/GD/FED-98/V.I proved us wrong. In the letter, the Governor is requesting for the resolution of the Gombe State House of Assembly allowing him to access the Federal Government’s Bridging Finance Facility in the sum of N18,746,059,992.57(Eighteen Billion, Seven Hundred and Forty -Six Million, Fifty-Nine Thousand, Nine Hundred and Ninety-Two Naira, Fifty-Seven Kobo).

    In the words of the Governor, Mr. President has approved “Six Hundred and Fifty-Six Billion, One Hundred and Twelve Million, Nine Thousand, Seven Hundred and Forty Naira, Three Kobo (656,112,740.03) Bridging Finance to 35 States of the Federation to cushion the effect of the repayment of the existing Federal Government Intervention Facilities (Budget Support Facility, Excess Crude Account Backed Loan Facility and Salary Arrears Bailout Facility).”Implicit is that the Governor has plunged Gombe State into a quagmire of crippling debts.

    Nothing is more reckless than borrowing money to repay a debt or cope with the crushing effect of existing debts. For emphasis, we reiterate that the Muhammadu Inuwa Yahaya-led Administration of Gombe State has, between March 2020 and July 2021, procured the following debts:

    1. N14.5billion from Guaranty Trust Bank (GTB) Plc;
    2. N2,000,000,000 to finance Healthcare Infrastructure Development in Gombe State;
    3. N12.0 billion Credit Facility from Guaranty Trust Bank Plc;
    4. N10.8 billion Finance Facility from United Bank for Africa (UBA) PLC;
    5. N5.0 billion from Family Homes Funds for the provision of 1000 units of Affordable Housing Units.

    The above-listed debts do not include the:

    1. N11 Billion borrowed by the previous Administration for the Gombe Revenue Optimization Company Limited (GROCOL) but received by the present Government.

    This N11 Billion brings the total amount of money obtained as debt by the Muhammadu Inuwa Yahaya-led Administration with a space of a little over two years to N55.3billion. If the Governor is allowed to obtain the

    1. N35 Billion debt that has been hurriedly approved by the Gombe State House of Assembly on 13 October 2021 and the proposed debt of

    2. N18,746,059,992.57, for which it is seeking approval in his latest letter to the Speaker of the Gombe State House of Assembly, the Governor would have succeeded in amassing a total debt of over

    3. N109 Billion (One Hundred and Nine Billion Naira) in a little over of two years of his administration.

    This humongous sum is not inclusive of the compound interest on the said sum. Even if the interest rate is a single digit of 9%, the annual interest will be about N10 Billion. The debts from the commercial bank will certainly attract prevailing lending rates. It will therefore not be out of place to project that the interest on the loans would by now be in the neighbourhood of N50 Billion.

    There is no gainsaying that the debt service to the overall revenue of Gombe State is excessive and inimical to the economic and developmental aspirations of the State. From the Governor’s showing, the revenue of the state cannot even take care of the recurrent and debt servicing portfolio of the State. It will be no surprise to us if the debts that have been piled up by the Muhammadu Inuwa Yahaya-led Administration send the State into a deep debt shock that will undermine present and future economic progress and growth in the State.

    While the State’s humongous debt profile is directly related to the incompetence and cluelessness of the Governor, the public must also be alerted that there is a correlation between the reckless and excessive borrowing of Governors like Muhammadu Inuwa Yahaya and the massive devaluation of the Naira. The Federal Government
    has been indulging State Governors and pressuring the Central Bank to lend monies (it doesn’t have) to Governors under all sorts of dubious projects and schemes.

    We therefore call on the Central Bank to resist any temptation to further advance any loan to the borrowing Governor of Gombe State who is hellbent on mortgaging the state to satisfy his self ends.

    We have been tracking the spate of borrowing by the Muhammadu Inuwa Yahaya led Government in Gombe State and have noticed that it has borrowed well over N44 Billion in just a little over two years and yet it is embarking on obtaining another loan of N35B from the Capital Market.

    Already, the Gombe State Executive Council has on 6th October 2021 given its approval for the loan and directed the Commissioner of Finance and Economic Planning “to write to the Honourable Minister of Finance to issue an ISPO of N665,605,647.90 monthly to allow deductions from State FAAC allocation in settlement of Principal and Interest accruing on the Suku through a sinking fund to be created for the purpose and the payment of the Financial Advisory.

    Service Fees of 0.005% of the sum of N175,000,000.00 to Finmal Finance Services Ltd”(A company owned by Umaru Kwarianga, Chairman Gombe Investments and Property Development Company and the Campaign Manager to Governor Muhammadu Inuwa Yahaya’s 2019 Gubernatorial election).

    What is particularly concerning to us is that these excessive borrowings that come with a crushing socioeconomic burden and impact on the state are not stimulated or urged by the urgent and realistic needs of the state. This irresponsible borrowing enthusiasm, if not checked or curbed, will end up crippling the state and subject its people to a long term of heinous and infernal economic slavery.

    The overarching condition for the justification of a State Government to borrow is the ability of the proposed project to be self-sustaining, able to repay the loan and above all is integral and vital to the State’s Fiscal and Development framework. State debts should not be acquired at the whims and pleasure of State executives but for the sole purpose of fast-tracking development at a comparatively reasonable cost.

    We call on the Governor of Gombe State to, within seven days of this publication, publish in at least one National daily newspaper and one other circulating within the state details of all the debts it has procured which details should include the amounts, the purpose for such debts and their link to the Development Agenda of the Government, Cost-Benefit Analysis showing the Economic and Social Benefits of such borrowings, cashflow Projection to ascertain the viability and sustainability of the purpose of borrowing, Audited Financial Statements for the past three consecutive years, The Appropriation Laws authorising the purposes for which the Borrowings were utilised, how much that has been repaid or the plan for the repayment, the ratio of the State’s debt profile against its total revenue, the State’s Internally Generated Revenue, investments of the State( if any, Evidence of attainment and maintenance of current Credit Rating, Debt Sustainability Analyses by the DMO, Evidence of an up to date submitted to the DMO of Quarterly Domestic Debt Data and Evidence of compliance with all the requirements of the Investment and Securities Act(ISA) 2007.

    We are by this publication also putting all banks that have granted loans to the Gombe State Government or are in the processes of processing loans for the Gombe State Government or that are involved with the loans of the Gombe State Government in any manner whatsoever, on NOTICE that we shall institute legal processes to ensure that they face the full wrath of the law for any failure to comply with all regulatory requirements concerning such an involvement.

    We also call on the following institutions and offices to pay attention to the borrowing appetite of the Government of Gombe State with a view that it complies with DMO Domestic guidelines for State Governments:

    1. The Debt Management Office/Debt Management Bureau;
    2. the Vice-President of the Federal Republic of Nigeria
    3. the Minister of Finance;
    4. the Attorney-General of the Federation;
    5. the Minister responsible for national planning;
    6. the Chief Economic Adviser to the President;
    7. the Governor of the Central Bank of Nigeria; and
    8. the Accountant-General of the Federation;

    In the case of the DMO and the Minister of Finance, we state that it owes the people of Gombe State the abiding duty of ensuring that the Gombe State Government does not acquire any debt without complying with the letter and spirit of the Guidelines for such borrowing.

    We are worried that despite the borrowing of humongous sums and of course the earnings of the State from FAAC and IGR, the State is getting poorer by the day, its infrastructure, public institutions and departments are deteriorating at an accelerating rate. The rising profiles of the Education and Health sectors of the State under the previous Governments are dimming, and no aspect of the State can be said to have been positively impacted by this borrowing Government. Indeed, the State is falling apart and the present borrowing spree is indicative of the cluelessness of Governor Yahaya and his team. The Government has on paper been awarding contracts but we state boldly that the reality on the ground is not reflective of such contracts.

    Borrowings: Don’t mortgage Gombe State – Group tells Gov Inuwa Yahaya

    A group known as Gombe Good Leadership Association has called on the Gombe State Governor, Muhammadu Inuwa Yahaya to stop borrowing in order not to mortgage the State.

    TheNewsGuru.com (TNG) reports the association made the call in a statement signed and released by Mohammed Salisu Abdullahi on Saturday.

    The association noted that Governor Yahaya has borrowed over N44 billion in just a little over two years and that what is particularly concerning is that the borrowings are not stimulated by the urgent and realistic needs of the state.

    The association expressed worries that if the borrowings of the State government are not checked, it will end up crippling the state and subject its people to a long term of heinous and infernal economic slavery.

    VAT: Gombe State Govt begs Southern Governors

    The Gombe State Government has pleaded with the government of other States, especially those from the Southern parts of the country to reconsider their stance on the issue of Value Added Tax (VAT).

    TheNewsGuru.com (TNG) reports Gombe State’s Commissioner for Finance and Economic Development, Muhammad Magaji made the plea at the opening of Technical Workshop on development of the Medium-Term Sector Strategy (MTSS) for the State.

    He said the other States, especially those from southern parts of the country, should put sentiment aside and become brothers’ keepers in sharing the VAT generated in their respective states.

    TNG reports the plea is coming as the Governor of Rivers State, Nyesom Wike and his Lagos State counterpart, Babajide Sanwo-Olu have taken steps to start the collection of VAT in their respective States.

    Magaji posited that with the dwindling revenue from the federation account, it was obvious that only three of the 36 states in the country could survive without support from the federal government.

    “The VAT issue will have adverse effects not only on Gombe state but almost all the states of the federation. I was part of the discussion few weeks ago by all commissioners of finance across the country.

    “The realisation was that only Lagos, Rivers and probably Delta states would be able to pull through without this VAT being administered centrally, and it is our appeal that we all put sentiments behind and work towards a federation that is one, by being our brothers keepers and ensuring that what is pull together at the center is distributed to be able to balance resources across the country,” Magaji said.

    According to him, it would be a very bad development that won’t augur well for the country if every state will ask for control of its resources.

    He added, “Don’t forget that the oil producing states collect only 13 per cent derivation, so if you say every state will take whatever resources it has, that it means we are starting a very dangerous trajectory that will not augur well for the federation called Nigeria.”
