    Gombe Gov makes case for upward review of allocations to States, LGAs

    Gov. Inuwa Yahaya of Gombe says the state had made a case for an upward review of statutory allocations to States and Local governments in the country to enable them meet the ever expanding challenges of social economic human and infrastructural development.

    He stated this on Tuesday, in Gombe, while flagging off a nationwide sensitization on the Review of Existing Revenue Allocation Formula, by the Revenue Mobilization Allocation and Fiscal Commission (RMAFC).

    The Governor explained that as the sole revenue allocation agency, RMAFC was charged with the periodic review of Nigeria’s revenue allocation formula, in line with current realities.

    “The last time such review was successfully conducted was in 1992, some 29 years ago.

    “ Since then, a lot of changes have taken place across our social, political and economic spheres, thus, necessitating a review, in order to ensure a fairer and more equitable allocation formula that is compatible with our current realities.

    He further said: “ I understand that this first phase of review will focus on the vertical allocation; that is, how revenue is shared among the three tiers of government (FG, States and LGAs).

    “In the existing formula, all the 36 states only collect a paltry of 26.72% while our 774 LGAs collect 20.60% of all the accruals from the federation account, leaving the Federal Government with a lion share of 52.8% over the past decades.

    According to him, governments had expanded while their revenue allocation had remained the same, states have been forced to deal with emerging challenges like insecurity, environmental degradation, decaying infrastructure, inadequate funding for primary healthcare and basic education.

    “As the roles of states keep expanding, there’s the need for a proper review of the allocation formula to ensure they get the required resources, to be able to deliver on new and existing responsibilities”, the governor said.

    He revealed that the race for fiscal efficiency in Gombe state began as soon as he took over the mantle of leadership, stressing that having inherited a state in dire financial straits, fiscal discipline became the mantra of his administration.

    “We ensured robust implementation of the Treasury Single Account, deployed technology-driven tools to eliminate absenteeism.

    “ Redundancies and inefficiencies within the civil service and ensure transparency in government business through a more robust implementation of key metrics under the State Fiscal Transparency, Accountability and Sustainability (SFTAS) Initiative.

    ”As a result of that, we were able to save many of our local governments from financial collapse, enabling them to meet their financial obligations”, he said.

    Yahay said the revenue mobilization drive also received a huge boost, as the State had surpassed previous years’ records achieved through sustained engagement and trust-building between government and various economic stakeholders.

    The governor also observed that the State was among those at bottom of the federal allocation ladder, but the fact that his administration was able to achieve far more than even the richest states attested to its remarkable level of financial efficiency and prudence.

    He expressed optimism that the outcome of the sensitization across the country would lead to a fairer and more equitable revenue allocation formula for the country, one that is compatible with the prevailing economic, social and economic realities.

    Alh. Kabiru Kukandaka, Commissioner representing Gombe State on the RMAFC, said the objective of the sensitization was to enlighten stakeholders on the need to participate and make relevant contributions to the review process in order to assist the commission come up with a fair, just, equitable and acceptable revenue formula for the country.

    He said as a constitutional mandate, the RMAFC was saddled with the responsibility of periodically reviewing the revenue allocation formula and principles in operation, to ensure conformity with changing realities.

    “In 1992 the vertical share of revenue to be allocated to the three tiers of government as proposed by the RMAFC was as follows: Federal Government 48.5 percent, States 24.0, Local Governments 20.0 percent, stabilization 0.5, derivation 1 percent FCT 1 percent, development of mineral resource areas 3 percent and ecology 2 percent,” he said

    He said in spite the upward review of the vertical formula by the Obasanjo administration to meet with current realities, the horizontal sharing formula which takes care of States and Local Government Areas in the country was anchored on equality, population, landmass, social development factors and Internally Generated Revenue IGR.

    Kukandaka said in 2014 the RMAFC reviewed the sharing formula, but its final report submitted to the President for action was yet to see the light of the day, expressing the hope that this exercise will produce the desired results.

    APC chieftain defects to PDP

    Alhaji Jibrin Danbarde, a Chieftain of the All Progressives Congress (APC) in Gombe State, on Monday announced his defection to the People’s Democratic Party (PDP).

    Dandarde told newsmen at the PDP Secretariat in Gombe that he did not revalidate his membership of the APC.

    “I eventually took the membership of the PDP on Feb. 2, 2021.’’

    Dndarde, who cited bad governance as his reason for leaving the ruling party in the state, accused the APC-led administration of causing division among people of the state.

    “From Tangale-Waja to Dukku to Yamaltu-Deba, we are all one people, no division. Leadership is a sacred trust that has been entrusted by our forefathers on us and it must be protected.”

    Danbarde also accused the state government of not investing in the youths and women of the state by empowering them.

    Retired Maj-Gen Abnor Kwaskebe, the Chairman of the PDP in the state, said the party was working “relentlessly” to correct its mistakes ahead of the 2023 polls.

    Kwaskebe said aside Danbarde, many other APC members were expected to join the party in the coming days.

    According to him, the PDP has a formidable structure in the state and expressed optimism that the party will make a good show in 2023.

    Danbarde was the first runner up to Gov Inuwa Yahaya of Gombe state during the 2018 APC primary election in the state.

    Billiri crisis: Gombe Govt should have handled situation differently – G4

    The Gombe Good Governance Group (G4) led by Adamu Abubakar has said the State Government should have handled the situation that led to the Biliri crisis differently.

    The group in a statement on Sunday said the primary responsibility of the government is that of protecting lives and property, and be able to recognize deficiencies sooner and intervene faster.

    Recall that an alleged imposition of a Muslim of minority extraction in Tangale a predominantly Christian community in Gombe State as King has generated mixed feelings that the women went on protest on Thursday.

    The protest which started at midday on Thursday led to the blockage of Biliri Local Government entry points by irate youths and the women.

    Trouble started when it was alleged that a minority candidate that has no link to the Tangale throne would be imposed by the Gombe State Government despite the fact the candidate scored less than 22 votes while the authentic candidate and son of the demised monarch, Dr Idris Maiyemba polled 55 votes.

    This did not go down well with the indigenes of Tangale who smelt a rat and decided to protest the alleged injustice.

    The leadership tussle took an alarming shape as it was alleged that the Fulanis were mobilising to launch an attack against the predominantly Christian community.

    According to G4, the current action of the government can be mistaken to mean it cares less about the tragedy, while also calling on the state government to do what is right and promote tenets of democracy.

    The statement reads: “Our heart and prayers are with the good people of Tangale as well as the entire people of Gombe state in these very trying times.

    “We want our brothers and sisters from Tangale to know that they matter. Your lives matter. Your dreams and choices matter.

    “As tragic as these past few days have been (avoidable loss of lives and property), as difficult and scary and uncertain as they’ve been, they’ve also presented an incredible opportunity for our people to be awakened to some of these underlying trends we have witnessed recently and offered an opportunity for us to all work together.

    “Although we are all pained and feel despair, we are also hopeful, optimistic and more certain, as we see the talent, the voice, and the sophistication that our young people display, that our state is going to get better.

    “So we hope that you also feel hopeful even as you may feel angry because you have the potential to make things better and you have helped to make the entire state feel as if this is something that must change.

    “The message from you, our brothers in Tangale is loud and clear. You’ve communicated a sense of urgency that is as powerful and as transformative as anything that we have seen in recent years.

    “The primary responsibility of government everywhere, is that of protecting lives and property, and be able to recognize the deficiencies sooner and intervened faster.

    “As a democratically elected government, we call on our state government to do what is right and promote tenets of democracy- justice, equity and rule of law in our state.

    “The current action of government can be mistaken to mean it cares less about the tragedy, the prior existing trust is almost broken and affect our very vulnerable, good, old, women and children, people of Tangale.

    “More worrisome is the fact that, the immediate cause of the revolt is absolutely avoidable. The governor is the most powerful man in the state, with people’s mandate. He cannot afford to abdicate this responsibility. Doing so would be disastrous and it will engulf us.

    “When the govt aids and abet riots and is unready to meet personal disaster with swift response, to quell what was going to be the obvious.

    “The abolition of slavery & end of French rule, driven by the 1791 ‘La constitution Francoise, that came out at the start of the French Revolution, which states that all men are created equal, ultimately led to the Haitian revolution & independence.

    “The effect of the Haitian revolution on the institution of and abolition of slavery were felt throughout the Americas and successfully followed by a defence of freedom they earn.

    “This and many more, subsequently led to the entrenchment of democratic norms and human rights, which we all, very much, enjoy today.

    “The situation would have been handled differently, government ought to show more empathy to the wishes of the people. This has shown that as citizens we must stand up for the truth.

    “The good people of Tangale has shown that great disdain for impunity and has exhibited unmitigated anger but it is now time to sheath the sword. Let’s allow reason to prevail”.

    Ex-LGA boss bags 31 years in prison for N97 million fraud

    Justice N. I . Afolabi of a Federal High Court in Gombe State has sentenced Samuel Bulus Adamu, a former Chairman of Shongom Local Government Area of Gombe State to 31 years in prison.

    TheNewsGuru.com (TNG) reports Justice Afolabi, in the judgment passed on Thursday, found Adamu guilty of all the seven- count charges leveled against him by the Economic and Financial Crimes Commission (EFCC).

    The former council boss was arraigned on March 9, 2015 on a seven- count charge bordering on fraud, cheating and money laundering to the tune of N97,640, 000.00.

    When the charges were read to him, he pleaded “not guilty” to them, thus prompting the EFCC to prosecute him for more than five years.

    During the trial, prosecution counsels, A. M. Labaran and A. Y Muntaka called four witnesses and tendered several exhibits in order to prove the case beyond reasonable doubt.

    Justice Afolabi convicted and sentenced Adamu to five years imprisonment on counts 1, 2 and 4 without an option of fine.

    On count 3, the court sentenced him to seven years imprisonment without an option of fine and on counts 5, 6 and 7, the court sentenced him to 3 years imprisonment each without an option of fine.

    The sentence is to commence from July 10, 2020, and run concurrently.

    Justice Afolabi also ordered the convict to pay the sum of N31,640,000 to the coffers of Shongom Local Govt through the registry of the court under the supervision of the EFCC.

    Adamu’s journey to prison began when TICAN Engineering Enterprises petitioned the Gombe zonal office of the EFCC on May, 9, 2011 on allegations bordering on fraud, cheating and money laundering to the tune of N97, 640, 000 by way of inflation of contracts for rural electrification of Keffi; Kwara; Gangamari; Daja; Gurwa; Gundale; Bebbulo, Kuka, and Damjigiri areas of Shongom Local Govt., from N66, 000, 000 which was initially approved by the Tender board of Gombe state to N97.6million.

    The EFCC investigated the case and established that Adamu committed the offence, hence his prosecution and conviction.

    72-year-old Gombe State monarch recovers from COVID-19

    Dr Abdu Buba-Maisheru II, the 72-year-old monarch in Gombe State who tested positive to Coronavirus disease (COVID-19) 12 days ago, has recovered from the virus and been discharged.

    The Chairman, Gombe State Task Force on COVID-19, Prof. Idris Mohammed, made the announcement during the daily press briefing on COVID-19 in Gombe on Monday.

    Buba-Maisheru II is a first class monarch presiding over the Tangale chiefdom in Billiri community of Billiri Local Government Area of the state.

    “It is a fact that Mai Tangale had COVID-19 infection and was admitted. Mercifully he has fully recovered and has been discharged.

    “It is now 12 days since he was diagnosed,” the chairman of the task force said.

    Mohammed debunked the rumour that the task force was not transparent in handling the royal father’s COVID-19 infection case.

    He said that there was nothing fishy about the handling of the case, adding “we have never told you anything that is not true or transparent.

    “I am able to tell you now that he had COVID-19, and yesterday he gave us permission to reveal the information. We didn’t have a press conference yesterday and that’s why we are saying it now.

    “We just protected the personal information of the subject according to medical ethics and his fundamental human right,” he said.

    He also said that so far, out of 1,088 results of COVID-19 tests so far conducted in the state, 960 turned out negative while 127 tested positive to the virus.

    The chairman however said that 125 more results were still being awaited.

    According to him 91 patients have so far been discharged while seven were on admission at the Kwadon isolation centre and the state’s specialist hospital.

    The Director of Media of the Peoples Democratic Party (PDP) Campaign Council in the state, Dahiru Kera, reported the incident.

    In a related development, the thugs also attacked a Lafiyawo community in the state.

    They damaged a private radio station, Progress FM, located along Gombe Airport Road with eight shops razed down in the town.

    Also, two vehicles were burnt in Jekadafari Quarters of the state capital.

    Gombe State Police Commissioner (CP), Bello Makwashi, on Sunday in Gombe confirmed the incident to journalists, saying they were investigating the matter.

    Speaking on the attack, the Managing Director of the radio station, Ibrahim Biu, alleged that the attack was caused by some thugs attached to Dankwambo.

    “Yesterday evening, thugs following the governor’s convoy from the airport attacked our office with weapons,” Biu added.

    “They were throwing stones and making attempts to gain entrance into the compound.

    “So, I quickly called the commissioner of police and the director of State Security Service who responded swiftly.

    “In the attack, one of our security men was wounded. It was very scary but we thank the security for their swift response.”

    The PDP and the Gombe State Government have, however, denied the allegations.

    NYSC to host Borno, Yobe 2018 Batch C stream II orientation in Gombe

    The National Youth Service Corps (NYSC) is to host the 2018 Batch C stream II orientation course for corps members originally deployed to Borno and Yobe in Gombe State.

    Mr David Markson, the state coordinator of NYSC made this known on Monday in a statement signed by Ms Margaret Dakama, Head Public Relations Unit in Gombe.

    Markson said that the NYSC management had approved the deployment of 1,700 corps members for the orientation exercise, comprising Gombe 900, Borno 400 and Yobe 400.

    According to him, the prospective corps members are expected to report at the NYSC temporary orientation Camp, Science Technical Collage, Amada, Kilometre 21, Bauchi-Gombe Highway from Thursday November 15.

    “Please note, prospective corps members are expected to report on time, as registration and verification will end at midnight of Sunday November 18,” he said.

    Markson further solicited for the support of transport unions and people of the state to welcome and extend their usual hospitality to the prospective corps members.

    “All should assist in directing them to the venue of the orientation exercise,” he pleaded.

    Angry mob in Gombe State have killed the driver of a van alleged to have ran over a procession of students marking the birthday of Prophet Muhammad killing at least 12 children on the spot.

    The mob also burnt the vehicle before police rescue team arrived at the scene of the accident.

    The incident happened in Malam Sidi town 20 kilometres away from Gombe, the state capital on Tuesday.

    According to a report by the Daily Trust, a witness, who craved for anonymity, said the driver was coming from Gombe on a high speed when he lost control and ran into the Maulud procession.

    The event was staged by hundreds of Islamiya School pupils some of whom came from neighbouring villages.

    A witness said he counted about 20 corpses, adding that over 30 children were injured and taken to the Cottage Hospital in Malam Sidi.

    Confirming the incident, the Gombe State Command Public Relations Officer, DSP Ahmed Usman, said the accident occurred at 12 noon when a driver travelling alone in his car from Gombe to Bajoga lost control and ran into the children procession.

    DSP Usman said eight were confirmed dead and 19 others were evacuated by the police medical team to Federal Teaching Hospital and Gombe Specialists Hospital for treatment.

    He said the police had launched an investigation into the incident and that they were also on the trail of those that killed the driver and burnt the car.

    The police spokesman added that the combined operation of military personnel and Mobile Police Rapid Response Unit has restored law and order and normalcy had since returned to the town.
