  • Fashola, Fayemi, Ngige say they no longer receive pensions from their states

Fashola, Fayemi, Ngige say they no longer receive pensions from their states

Three former governors – current ministers have said that they no longer receive pensions from their state governments.

The ministers are Babatunde Fashola (Power, Works and Housing); Chris Ngige (Labour and Employment) and Kayode Fayemi (Mines and Steel Development).

Fashola, a former governor of Lagos State, said he did not receive any pension from Lagos State. According to his Special Adviser on Communications, Hakeem Bello, the minister recently made it clear that he (Fashola) had no reason to ask the Lagos State Government to stop paying him a pension when from the outset he never accepted it.

When asked if he would also ask the Lagos State Government to stop paying him pension, just like the Senate President, Bukola Saraki did, Bello replied, “The minister spoke on Hard Copy, a programme on Channels TV on Friday. In that programme, he said you don’t ask them (Lagos State Government) to stop what you never accepted in the first place.

“This your question was one of the questions they asked him during that TV programme and what I told you was his response.” Ngige of Anambra also denied receiving double entitlements from the federal and state governments.

Ngige said that the petition by the Socio-Economic Rights and Accountability Project (SERAP) to the Office of the Attorney General and Minister of Justice, in which he was mentioned only showed that proper investigation was not carried out before his inclusion as a beneficiary of double pay from the government or it was inspired by mischief.

Ngige denied drawing double emoluments from the Consolidated Revenue Fund of the Federal Government or the Anambra State Government since he was elected and appointed at various times into public offices contrary to media reports.

He said, “I wish to put it on record that since I left office in 2006 as governor of Anambra State; throughout the four years I spent in the 7th Senate (June 2011-2015) and currently as the Honourable Minister of Labour and Employment with effect from November 11, 2015, I have never drawn a dime even in the intervening period that I was not in public office, as salary, emolument and pension from the Anambra State Government’s coffers.

“In fact, I have not received any severance benefit as prescribed in the Anambra State House of Assembly law on pensions and other welfare and benefits for former governors and deputy governors, 2006, and amended 2013. Aside the two utility vehicles were given to me some years ago, I have not accessed any of the privileges and other lawful trappings due to the office.

“It is worth stating for the avoidance of any doubt that the Supreme Court affirmed that I was entitled to these benefits in their landmark judgment in Mike Balonwu and others Vs Anambra State Government, which declared me governor, de facto and de jure between 2003 and 2006.”

Also, Ekiti’s Fayemi said he had not even received his severance package from the Ekiti State Government as approved by the Revenue Mobilisation, Allocation and Fiscal Commission since leaving office in 2014. In a statement issued by his Special Assistant on Media, Yinka Oyebode, Fayemi, who is now Minister of Mines and Steel Development, said he had not received any pension.

Fayemi had challenged SERAP to apologise to him for including his name among former governors receiving double remuneration or face legal action.

  • Double pay: Saraki replies SERAP, says ‘I have stopped receiving pension as ex-Kwara Governor’

…urges other former governors in the Senate to follow suit

The President of the Senate, Dr Bukola Saraki, said he had stopped collecting pension in Kwara as a former governor of the state.

The Senate President revealed this at a forum of the News Agency of Nigeria (NAN) in Abuja. He insisted that he had written a letter to the state government to stop the payment of the pension.

According to Saraki, the move was sequel to complaints from some quarters that former governors who are currently senators or ministers were receiving pension and salary in their new jobs, all from the government.

TheNewsGuru.com reports that a civil society organisation, Socio-Economic Rights and Accountability Project (SERAP), last month accused former governors who are now in the Senate or took up new appointments as Ministers or directors of agencies of receiving double pay from the government, and said it was illegal.

TheNewsGuru.com reports that the group in an open letter sent to the Attorney-General of the Federation and Minister of Justice Mr. Abubakar Malami, SAN urged him to use his “good offices as a defender of public interest, and exercise your powers under Section 174(1) of the Constitution of Nigeria 1999 (as amended), to urgently institute appropriate legal actions to challenge the legality of states’ laws permitting former governors, who are now senators and ministers to enjoy governors’ emoluments while drawing normal salaries and allowances in their new political offices.”

The organization also asked Mr Malami to “seek full recovery of over N40bn of public funds that have so far been received from those involved; and to begin to take these steps within 7 days of the receipt and/or publication of this letter, failing which SERAP will institute legal proceedings to compel the discharge of constitutional duty and full compliance with Nigeria’s international anti-corruption obligations and commitments.”

However, Saraki in a response said: “No, I’m not collecting pension; the moment I saw that allegation, I wrote to my state to stop my pension.

“So, I speak for myself on that part; I’m not doing that, I am not receiving pension from my state,’’ he said.

On other senators involved on the issue, Saraki said “I think I will leave everybody to their individual decision.

“Morally, if you have got another job, you should give it up until when you are truly a pensioner.

“Some of these oversights are not addressing the issues. What the states should do is to go and amend their laws to say that if you have another appointment then you are not entitled to that benefit.

“With this, we will just simplify the matter.”

On the role of Bank of Infrastructure in the country, Saraki said that the Senate had not had any serious interface with the bank, but that it was involved in some projects.

“We are not engaging with them particularly. I think that they were part of those involved in the Lagos-Ibadan road. But, I don’t think government should really put funds into that.

“I have this strong view and I feel very strongly about it, that nowhere in the world has government funded infrastructure.

“Government cannot, and even if government can fund infrastructure projects, the social sector will suffer – health will suffer and education will suffer.’’

He said there were a lot of complaints that budgetary allocation to health and education was too low, attributing it to the fact that much money was being invested in infrastructure development.

Saraki explained that due to the challenges, the National Assembly had passed Bills that would encourage private sector participation in infrastructure development.

“What should happen is that we should try and get private sector to take over some of these infrastructure so that the money can go into education and health.

“By doing that, banks like Bank of infrastructure will come in.

“We are really pushing the idea of, particularly, the Lagos-Ibadan road, that appropriating that project from the budget does not show seriousness.

“This is a road that is very viable; that is centre of the commercial activity and we should see how private sector can participate.

“For example, even if you go by the budgetary allocation on that road, last year was N30 billion, this year, after back and forth, we took it back to N20 billion.

“This was done so that if they don’t find private funding, we will take it up,’’ he said.

According to him, even if the N30 billion was provided, it will not be enough because that road needs about N100 billion to be completed.

“So, the point I’m making which I want to emphasise is that it is the kind of laws and policies that we pass that will encourage private sector that will make the infrastructure deficit to reduce.

“Government alone cannot reduce infrastructure deficit,” Saraki said.

He confirmed that the senators had fulfilled their October, 2016 pledge to contribute N300, 000 each to support Internally Displaced Persons (IDPs) in the North-East.

He said that the senate would continue to tackle humanitarian crisis in the North-East through budgetary appropriations.

“I think that to the best of my knowledge, that is happening but it goes beyond just that. I think that we have shown that we will continue to support in form of appropriation of adequate money.

“As you saw just last week, we also approved some foreign loan that will go toward supporting activities in the North-East as palliative means to fight humanitarian crisis.

“We are close to about 800 million dollars we approved for the executive from that point of view.

“We are always ready to support our men and women in uniform to ensure that whatever they required was provided,” Saraki said.

He added that the lawmakers had being meeting with a lot of Non-Governmental Organisations (NGOs) to provide support to the North-East.

“We are looking at the possibility of what we can do to create more incentives for Nigerians.

“We are approaching individuals and companies to make more donations and see what kind of concessions they can get for the kind of donations they are making in the North-East,” he said.

  • We have overwhelming evidence of Amaechi’s corrupt acts as Rivers Governor – Wike

Rivers State Governor, Nyesom Ezenwo Wike has declared that the evidence of corruption against the immediate past Governor of Rivers State, Chibuike Rotimi Amaechi is so overwhelming that the Minister of Transportation admitted to them publicly.

Addressing the 106th Quarterly Meeting of the Rivers State Council of Traditional Rulers in Port Harcourt on Monday, Governor Wike said that Amaechi admitted paying $39million for a non-existent Justice Karibi Whyte Mega Specialist Hospital.

He added that the Former Governor confessed publicly that he sold the State’s Gas Turbines, which the immediate past administration diverted the funds.

Governor Wike said: “All the documents that proved Amaechi’s corrupt acts are authentic. We never forged documents. The former governor himself admitted that he paid out $39million to Clinotech, without a single block laid anywhere. Is that a document he claims was forged. Where is the Hospital?

“He has agreed in different interviews that he sold the state gas turbines for $309million. Convert $309million United States dollars to naira and you will understand the level of fraud. Amaechi left only $204,000 in the state account.

“The bank statements of the pattern of withdrawals from that account are there for all to see. Can that be forged? The dates and amounts withdrawn are clearly written”.

The governor berated the Minister of Transportation for engaging in the blackmail of the Supreme Court because his appeal is pending before the Apex Court over the establishment of the Rivers State Judicial Commission of Inquiry.

“There is no time that he loses a case without blackmailing the Judiciary. He feels that the only way he can do it is to blackmail the Supreme Court. You cannot play politics with everything “.

On the use of hotels for electoral fraud, the governor warned that any hotel that opens its facility for electoral fraud and malpractice will lose its operational certificate of occupancy.

He said: “Any hotel that is used to rig elections, that hotel’s certificate of occupancy will be withdrawn. I will not all that anymore “.

He regretted that the Former Rivers State Governor has continued to work against the interest of the State, refusing to use his position as a Minister to attract benefits to the people.

Speaking further, he warned traditional rulers against working with armed gangs to cause insecurity in their communities.

Earlier, the Chairman of the Rivers State Council of Traditional Rulers and Amayanabo of Opobo, King Dandeson Jaja commended the governor for the commencement of the reconstruction of 175 public schools across the state.

He appealed to the governor to set up a process to check the sale of illicit drugs in the state.

  • Pat Utomi fit for councillorship position, not Delta Governor – Uduaghan

Former Governor of Delta State, Dr. Emmanuel Uduaghan, has advised Prof. Pat Utomi, to first contest as a councillor in his ward, before aspiring to be Governor of the State.

Uduaghan who spoke Friday in Asaba, at a stakeholders meeting of the Peoples Democratic Party (PDP), advised those who were aspiring for political offices not to be blinded by their political ambitions as to resort to peddling falsehood against government but rather should concentrate on facts and issues.

He debunked the wild allegations of financial mismanagement against the State government by Prof. Utomi, and urged him not sacrifice the truth on the altar of political expediencies.

According to him, “every man has a right to aspire to any political office in the country, but such person must not tell lies about government to achieve his aspiration. Tell the people what you can do for them, do not spread lies.”

The former governor urged the Lagos-based Economist to consider actualizing his political ambition by contesting for Councillorship position so as to get basic facts on issues affecting governance in the State.

He noted that with his experience with Prof. Utomi, he had distinguished himself as someone with great ideas but, did not have the frame of mind for execution.

Uduaghan disclosed that as then Governor of Delta State, his administration made Prof. Utomi chairman and member of several committees as opportunities for him to contribute to the development of the State but said “if Prof. Utomi attends any of the meetings, he will not spend more than five minutes.”

“He bragged about his reach internationally, how he was going to bring international investors and we had to partner with him to organize a business forum outside the country with Nigerians in Diaspora for us to get the investors, but he did not spend five minutes before he left us, no investor came to the State through him.

“You people should ask Prof, ‘where is the Silicon Valley?’ He took us to his home town, Ibusa, for the foundation laying ceremony of Silicon Valley. Till date, there is nothing to show that the project has commenced.

“He has contested for the Presidency, he now wants to be the Governor. But, I think he should start from his Ward, he should contest for Councillor,” Uduaghan taunted Utomi.

He said it was not good to condemn what the incumbent governor was doing because of personal ambition, adding; “Governor Okowa has done excellently well and we should join hands with him to develop the State.”

The former governor, who advised members of the PDP to remain united, urged those in elective or appointive positions to empower Deltans through the spread of democratic dividends.

In his speech, Governor Ifeanyi Okowa, urged members of the PDP to open their doors to any Nigerian wishing to join the party, including members of the All Progressive Congress (APC), while the Chairman of the party in the State, Barr. Kingsley Esiso, said the meeting was necessary for members to be abreast with happenings in the party.

$3m Lagos Hotel: I didn’t become governor to be abused by a DCP, enough is enough – Yari

Governor Abdulaziz Yari of Zamfara State has said he has had enough of the harassments from the Ibrahim Magu led Economic and Financial Crimes Commission, EFCC.

The governor, however, threatened to report the EFCC boss to the Federal Government for intimidating him and other governors “for no just cause.”

Yari made the disclosure against the backdrop of allegations by the EFCC that he allegedly used N500m from the Paris refund loan to offset his personal loan obtained from First Generation Mortgage Bank Limited.

The anti-graft agency also alleged parts of the Paris Club loan refund were diverted from the Nigeria Governors Forum, NGF’s account on Yari’s instruction.

But, Yari, who is the Chairman of NGF berated the agency, for not “tidying its work” before going to court.

Addressing journalists in Abuja, Yari said all the allegations are lies, adding that, “all EFCC wants is for Nigerians to know it has invited a governor or that one former governor is arrested.”

He said, “I am going to write to the federal government that enough is enough; that either the EFCC should do its work or we should ‘do showdown’ with them (EFCC) because nobody became governor to be intimidated, to be harassed, to be abused by a DCP.

“You can’t fight corruption that way and forever, they (EFCC) will not achieve anything.

“In the case of my humble self, I have no idea why the EFCC is actually interested in the issue of the London Paris Club refund. It has been on this since inception up till now. It has been repeating, contradicting so many things especially about personalities”.

  • JUST IN: Court upholds Tambuwal’s election as Governor of Sokoto

A Federal High Court sitting in Abuja, on Thursday upheld the election of the Sokoto State Governor, Aminu Tambuwal.

The judge held that the application lacked merit and is “therefore dismissed.”

TheNewsGuru.com reports that an APC member, Umar Dahiru, had filed an application before the court seeking that it to set aside the said primary election over allegations of non-compliance with the party’s rules in the selection of flag bearer.

‘I don’t feel any pressure to get married at 30’- Shirley Igwe

Nollywood actress and former principal protocol officer of Governor Rochas Okorocha of Imo State has debunked rumours that she once had an amorous relationship with the Governor. The former Delta soap model who has been able to keep her name off the gossip columns, not only by living a low profile life or staying off controversial waters but also making sure she keeps her private life secret ,said she isn’t aware of the rumours.

Speaking in an interview with Punch she said: “I am not aware that people said I had an amorous relationship with the governor. That is not true. I worked as his protocol officer and that made us quite close. Apart from handling his guests, I handled every other aspect of his itinerary. I was at every meeting and convention with him, so it is very common and I would not be surprised if they linked us together. If they see a pretty lady everywhere with someone, people would easily jump into conclusion that they are dating.”

Speaking further on her relationship status, she said:”I don’t feel any pressure to get married at 30. If my mother was around, she could have been pressuring me but I don’t feel any pressure. I am from a family that believe in doing things at the right time and do not rush into it quickly only to rush out. Take your time to choose your man and make sure that you are doing great for yourself. When it comes to my ideal man, I want a God-fearing man who is financially stable. I also want a loving man. I only dated once in the university and when I graduated, I was busy with work. Then when I had the time, I dated again but it did not work out. The truth is that it is not easy for beautiful people to be in stable relationships. I think it has to do with the mind and jealousy.”
