    J.P. Clark: Buhari, governors, Omo-Agege, others pay tributes

    President Muhammadu Buhari, governors and other eminent Nigerians have paid tributes to literary icon, Emeritus Prof. John Pepper Clark-Bekederemo, who died in the early hours on Tuesday.

    He was 86.

    The renowned poet and playwright was born on December 3, 1933, in Kiagbodo, Delta State.

    The family, in a statement, said: “The Clark-Fuludu Bekederemo family of Kiagbodo Town, Delta State, wishes to announce that emeritus professor of literature and renowned writer, Prof. John Pepper Clark, has finally dropped his pen in the early hours of today, Tuesday, 13 October 2020.

    “Prof. J. P. Clark has paddled on to the great beyond in comfort of his wife, children and siblings, around him.

    “The family appreciates your prayers at this time. Other details will be announced later by the family.

    The late writer is widely-acclaimed for his plays and poetry on traditional Ijaw myths and legends. He also wrote essays on African poetry.

    President Buhari, in a statement by his Special Adviser on Media and Publicity, Mr Femi Adesina, said the death of the literary icon would leave a huge vacuum in the literary world.

    The statement reads: “On behalf of the Federal Government, President Muhammadu Buhari extends the deepest condolence to the Clark-Fuludu Bekederemo family on the passing of renowned writer and Emeritus Professor of Literature, Prof. John Pepper Clark.

    “President Buhari pays tribute to one of Nigeria’s finest poets, dramatist and recipient of the Nigerian National Order of Merit Award for literary excellence, whose repertoire of published works depicts the hard work of a great man, devoted to a lifetime of writing, knowledge and promotion of the indigenous culture of the Ijaw nation.

    “Acknowledging that Prof. J.P. Clark’s exit has, indeed, left an indelible mark in the literary world, President Buhari takes solace that his body of literary works, which earned him recognition and respect both at home and abroad, would continue to inspire upcoming Nigerian writers to pursue literary excellence and flourish in their chosen vocation.

    “The President’s thoughts and prayers are with the family of the departed patriot, the government and people of Delta State and the literary community in the country.

    “He prays for the peaceful repose of the soul departed.”

    Edo State Governor Godwin Obaseki has commiserated with the family.

    He described Clark as “a great academic, celebrated poet”.

    “His literary exploits brought honour and great respect to Nigeria and his contributions to literature and education, in general, will outlive many generations,” the governor said.

    Deputy President of the Senate, Senator Ovie Omo-Agege, has also mourned the passing on of the late writer, calling him as “a literary “colossus”.

    “As we all mourn the transition of this great African to eternal life, our heartfelt condolences go to his dear family and our dear Papa, Chief Edwin Clark.

    “Forever, the world shall recall the intellectual stature and contributions of Prof Emeritus John Pepper Clark-Bekederemo,” he said.

    Celebrated Playwright Prof. Femi Osofisan also mourned the late poet.

    He said: “He had a complex personality. He was an embodiment of contradictions in his personality, but what interests us is his talent as a poet and writer and conscience of society.

    “He wasn’t a protest poet, but was very political in his writing. He was very concerned about the issues that pertain to society.

    “We are going to miss him. I would personally miss him because he is my friend and mentor.”

    #EndSARS: Governors in teleconference with IGP Adamu tomorrow

    The 36 states governors will hold a virtual meeting tomorrow with the Inspector-General of Police, Mr Mohammed Adamu, on the security situation in the country.

    The meeting expectedly will dwell on the nationwide Federal Special Anti Robbery Squad (FSARS) protests.

    Mr Abdulrazaque Bello-Barkindo, the Nigeria Governors’ Forum (NGF), Head, Media And Public Affairs, said that Adamu would be joining the NGF 19th teleconference meeting to explain the security situation.

    Bello-barkindo said that the governors in the virtual meeting beginning by 2pm on Oct. 14, would also be briefed by the technical committee on electricity tariffs.

    “The Ministers of Works and Housing, Communications and Digital Economy and Humanitarian Services and Disaster Management will also be on hand to address the governors, one after the other.

    “The Humanitarian Resources and Disaster Management Minister, Umar Farouk, will be discussing how to lift a hundred million Nigerians out of poverty with the governors.”

    Other matters to be discussed at the meeting according Bello-barkindo include the Nigerian Economic Summit Group (NESG) Summit scheduled for the last quarter of the year and the Basic Healthcare Provision Fund (BHCPF).

    He added that the governors would also discuss the conclusions of the distribution of palliatives by the Coalition Against COVID-19 (CACOVID) a conglomeration of banks and some pubic spirited philanthropists including Alhaji Aliko Dangote.

    Bello-Barkindo added that the governors would also get an update on the World Bank-assisted States Fiscal Transparency, Accountability and Sustainability programme (SFTAS) for results.

    “The governors will also get an update on Gov. Ifeanyi Okowa-led Committee which briefs the Governors regularly on the activities of the Presidential Task Force (PTF) on the COVID-19 pandemic.”

    36 governors drag FG to S’Court over Executive Order on courts’ funding

    Governors of the 36 states of the Nigeria have asked the supreme court to quash the presidential Executive Order No. 00-10 of 2020 which mandates state governments to fund the judiciary.

    President Muhammadu Buhari on May 22 signed the order granting financial autonomy to the legislature and the judiciary in the 36 states of the federation.

    The order empowered the accountant-general of the federation to deduct funds for the state legislature and the judiciary from the federal allocations to the states.

    According to the order;
    “…. where any state of the federation fails to release allocations meant for the state legislature and state judiciary, the accountant-general of the federation shall authorise deduction of the money from source….”

    In the suit file by their respective attorneys-general, the states are contending the constitutionality of the executive order.

    Leading a team of lawyers on behalf of the states, Augustine Alegeh, former president of the Nigerian Bar Association (NBA), said with the executive order signed by the president, the federal government’s responsibility of funding both the capital and recurrent expenditures of the state high courts, sharia court of appeal and the customary court of appeal has been pushed to the state governments.

    He said the order violates sections six and eight (three) of the 1999 constitution which put the responsibility of funding the courts on the federal government.

    Alegeh also said the 36 states have been funding the capital projects in the listed courts since 2009.

    He asked the apex court to make an order compelling the federal government to refund the money spent by the states since 2009.

    “Since the 5th of May 2009, the defendant had not funded the capital and recurrent expenditures of the state high courts, sharia court of appeal and the customary court of appeal of the plaintiffs’ states, apart from paying only the salaries of the judicial officers of the said courts,” the lawyer said.

    “The plaintiffs’ states have been solely responsible for funding the capital and recurrent expenditures of the state high courts, Sharia Court of Appeal and the Customary Court of Appeal of the plaintiffs’ states, which the defendant has failed and/or refused to funds.”

    Abubakar Malami, attorney-general of the federation, is the sole respondent in the suit representing the federal government.

    Fuel, tariff hike: 36 Governors hold emergency meeting today over NLC’s planned strike

    Governors of the 36 States of the nation have fixed an emergency meeting for Thursday in a bid to stop planned strike by the Nigerian Labour Congress, NLC.

    The NLC had declared nationwide strike and protest beginning from Monday, September 28 after the Federal Government failed to revert the hike in fuel and electricity tariff in the country.

    A statement issued by the Nigerian Governor’s Forum on Wednesday said the meeting would hold by 6.00pm on Thursday.

    According to the statement issued by Abdulrazaque Bello-Barkindo, Head, Media and Public Affairs of NGF, the agenda of the meeting was to mediate in the dispute between the Federal Government and the labour in a bid to avert the strike.

    The meeting will be held virtually, as the governors would join the meeting from their homes or offices.

    Recall that the Federal Government recently hiked the price of PMS to N160 per litre and increased electricity tariff by over 100 percent.

    A meeting between the NLC and the Federal Government last week was deadlock as the government refused to shift position.

    Insecurity: Governors meet today to discuss Boko Haram’s attack on Zulum, others

    Governors will meet on Wednesday (today) to discuss strategies to address the degenerating security situation.

    The teleconference will be preceded by a meeting of the security sub-committee of the Nigeria Governors’ Forum (NGF).

    NGF spokesman Abdulrazaque Bello-Barkindo said the meeting is informed by the recent attack on the governor of Borno State, Babagana Zulum, by suspected Boko Haram members.

    Bello-Barkindo said: “The rapidly degenerating security situation in the country will feature very prominently when governors meet tomorrow for their 14th NGF teleconference, according to the invitation sent out to governors by the Director General of the Nigeria Governors’ Forum, (NGF), Mr. Asishana Bayo Okauru.

    “Not unexpectedly, in line with the security and policing swamp that the country has found itself, the attack on Borno State Governor Babagana Zulum will be tabled for discussion. The meeting will also preview a webinar, which comes up on August 11, driven through a partnership of the NGF and the Centre for Value in Leadership, (CVL) led by Prof. Pat Utomi.

    “One such webinar had taken place last month where the Governor of Lagos State, Mr. Babajide Sanwo- x-rayed ‘insecurity and the challenges of governance and leadership in the new normal,’ as it affects his state.

    “That too will come under the governors’ searchlight.

    “The flag-off and launch of the distribution of palliatives by the Coalition Against COVID19, (CACOVID), populated by the likes of Alhaji Aliko Dangote and Access Bank along with other well-meaning philanthropists, in the states will also be addressed, as well as the issue of yet to be accessed funds at UBEC. “Still on education, the governors will review the resumption of schools and its roll-out plan.

    “Apart from security and education, the permanent items on the Teleconferences since the pandemic, health and the economy will also make it to the table.

    “The Governor Ifeanyi Okowa Committee of the NGF which interfaces with the Presidential Task Force on the Pandemic will brief the governors on progress so far before the governors discuss the economy.

    “Under this item, progress on the States’ Fiscal Transparency, Accountability and Sustainability program (SFTAS) will be thrashed.

    “There will also be updates on the restructuring of states’ loans tomorrow.

    “All of the above will be followed by any other business before the meeting comes to a close.”

    WASSCE 2020: South West governors set to reopen schools

    The six South-West states have signified readiness to reopen schools for pupils to sit for the 2020 West African Senior School Certificate Examination amid the coronavirus pandemic.

    This was part of the resolutions reached by the state governments at the end of a virtual meeting initiated on Tuesday by the Development Agenda for Western Nigeria otherwise called DAWN Commission in collaboration with the forum of South-West education commissioners, special advisers on education and the State Universal Basic Education Board chairmen.

    The Federal Government had on July 8 reversed its earlier decision authorising schools’ reopening for Junior Secondary School 3 and Senior Secondary School 3 students, who are expected to participate in the Junior Secondary School Certificate and the Senior Secondary Certificate Examinations respectively.

    According to the statement made available to journalists, on Wednesday, by the Director-General of the Commission, Seye Oyeleye, the statement read in parts, “The Forum, after careful deliberations, considering peculiarities of each state and options available reached a consensus on the subject matters and are expresses thus: On WAEC examinations; State Commissioners for Education have signified readiness to sit students for the 2019/2020 WAEC examinations.

    “At the least, August 3rd, resumption for final year SSS3 students, states should approach the Federal Government at the first instance seeking the postponement of the WAEC exam by at least three weeks from proposed resumption. At the second instance states should directly approach WAEC to seek for an extension of the WAEC Examinations to week commencing August 24.

    The National Emergency Management Agency (NEMA) has said 102 local government areas (LGAs) in 28 states of the federation are more prone to flooding this year.

    To mitigate the impact of the flooding in the states, the agency said it had written to the state governors to prepare.

    The agency said the letter indicated the areas that would be affected, adding that it highlighted the steps to be taken to reduce the impact of the flooding.

    The agency said it had commenced stockpiling food items ahead of the flooding because of the unpredictable impact of the flooding.

    NEMA, while describing 2020 as a year of an incident within an incident following the outbreak of COVID-19, said managing flood disaster would be a herculean task.

    The Director-General of NEMA, AVM Muhammadu Muhammed (rtd), disclosed these in Abuja yesterday while giving an update on its 2020 flood preparedness, mitigation and response.

    Muhammed said: “Floods can cause widespread devastation, resulting in loss of lives and damages to property and critical public infrastructure.

    “Unfortunately, 2020 is going to be a year of ‘an incident within an incident with the country battling Covid-19 pandemic, managing a flood disaster will be a herculean task.

    “According to 2020, the general outlook of annual rainfall amount is predicted to be normal to above normal in Nigeria, thus some places are expected to have above-normal rainfall which may result into floods in 2020.

    “Correspondingly, the 2020 Annual Flood Outlook forecasted flooding in some parts of the country where 102 LGAs in 28 states fall within the highly probable flood risk areas, while 275 LGAs in the 36 states of the federation including the FCT fall within the moderately probable flood risk areas. ”

    We will reject plot by opposition Govs to truncate our democracy – APC Youths

    The APC Youth Solidarity Network (APCYSN) has vowed to resist any attempt by some governors in the opposition Peoples Democratic Party (APC) to truncate the nation’s hard-earned democracy due to their selfish taste for power.

    According to the group, there is an ongoing plot to trigger a mutiny in the ranks of the military to give advantage to Boko Haram terrorists, thereby rubbishing the efforts of the Service Chiefs.

    In a statement signed by Coordinator, Comrade Danesi Momoh, on Friday, APCYSN revealed that while the Federal Government was battling and winning the fight against COVID-19, these disgruntled politicians planted seeds of tribal discord in the military.

    Mr Momoh said his group had intercepted hate messages sent to poison the minds of young officers from the South, so as to encourage them not to obey others from their superiors.

    The mastermind of this plan is Governor Nyesom Wike of Rivers with the backing of his Sokoto counterpart, Aminu Tambuwal, APCYSN disclosed.

    The group, however, strongly warned: “these unpatriotic elements to stay away from this cause of action because it is not in the interest of the country”.

    It added that such open invitation to overthrow the current government is a serious issue which should not be toyed with.

    While commending President Muhammadu Buhari for his handling of insecurity, COVID-19 and APC crisis, the group passed a vote of confidence on the Service Chiefs and others involved in securing the lives of Nigerians.

    1. Today, I write about the worsening and never ending insecurity and blood letting in Northern Nigeria (Arewa) and the deafening silence of many of us who should speak up loud and clearly on behalf of our voiceless people.

    2. In Islam, it is the duty of every Muslim not only to defend what is right but to oppose that which is wrong. The Prophet said, “If someone among you sees wrong he must right it by his hand if he can (action). If he cannot, then by his tongue (speak up); if he cannot, then by his gaze (silent expression of disapproval); and if he cannot, then in his heart. The last is the minimum expression of his conviction (faith, courage)”.

    3. Nigerian elites amaze me when I see them so fixated on the recent riots in the United States following the death of the African American man George Floyd. For me, the simple message I see in these riots is that America, the most powerful nation on earth, went up in flames because a human life was lost. Also, that the protesters, mostly young Americans of all races were expressing their outrage at this injustice. The beauty of any democracy as imperfect as America’s, is that it allows people to vent their displeasure with their leadership even in messy ways like this.

    4. Back to our country Nigeria and Arewa in particular where mass burials of our people massacred by bandits and insurgents is a common occurrence and where the land is soaked wet with the blood of innocent, unarmed, undefended folks living largely in rural areas that have never had any government presence. Yet, we the elites have become so immunized to this carnage and injustice in our midst that all we do is share the video clips on WhatsApp then recoil back into our shell of fear, docility and nonchalance instead of raising our voices.

    5. We need no reminding that all of us owe these our simple folks and the places we come from, a debt of gratitude we can never repay. Today, we are who we are because of them and the foresight, vision and selflessness of the leaders of the time who invested in us and nurtured us into the productive citizens that we became. The least we can do is to raise our voices against these injustices to them.

    6. President Muhammadu Buhari came into power thanks to the loyal support, trust and goodwill of the masses particularly in Arewa. They gave their money, blood, sweat, tears and for some, their lives to elect him in 2015 and re-elect him in 2019. When he laid sick in hospital in the U.K., millions kept vigil praying for his recovery. The masses simply trusted his integrity and saw in him a leader that would correct the wrongs and set this nation on a path to progress.

    7. The All Progressives Congress (APC) under his leadership, campaigned on the tripod of fighting corruption, insecurity and fixing the economy. Five years hence, corruption is flourishing more than ever before, the economy is in a free fall with the nation drowning in debt with nothing tangible to show for it. People are much less secure today than they were five years ago.

    8. Arewa has for too long made excuses for and given a lot of latitude to this President in spite of all that has been going wrong in their personal lives and the nation partly because they were hoping things would change in his second term. Whereas it was considered almost blasphemous in Arewa to speak up against this government during its first term, the tide is changing very fast all across the region but more acutely in the President’s home state of Katsina where incessant mass killings with impunity by bandits are a daily occurrence. Katsina, the capital city is fast becoming a mega IDP camp sheltering refugees displaced from the 9 LGAs terrorized by these armed bandits.

    9. Arewa today is under siege and terrorized by rampaging bandits and insurgents. They roll into our towns and villages in convoys of motorcycles riding three on each, brandishing AK47 rifles with impunity. They spend hours killing, burning, raping, carting away livestock and abducting women as sex slaves. In many of these villages, they put taxes on the people and keep coming back again and again to attack because there is no law enforcement presence to protect them. The Police or Military always show up after the carnage to count the bodies.

    10. How these bunch of ragtag bandits on motorcycles wielding nothing more than rusty AK47 rifles can roam the land with impunity causing these much deaths and destructions in a nation with a standing Army and Air force should be a reason for serious national reflection on our entire security apparatus. The nation must ask the tough questions of weather the current Military leadership has run out of ideas to get the job done. Nigerians are sick and tired of this blood letting and mayhem and want it stopped now, nothing more nothing less.

    11. I recently watched two video clips that brought tears to my eyes, these videos are a testament to our failings as a society to our own people but, most importantly, of the failure of this government to protect the lives, honour and dignity of those we hold dear and sacred; our women folks and families. Forgive me for being clinical in describing these women’s ordeal but it is the reality of the lives of our women under this siege.

    12. The first video is of a young nursing mother from a village in Katsina narrating how she was raped by armed bandits in front of her husband and teenage son. You could see the silent rage on the face of the teenage son who was standing nearby. Her husband was too distraught and ashamed to be shown.

    13. The second video was of a woman from a village in Borno crying and pleading with the visiting Governor to protect them from Boko Haram. She told him that the insurgents would come to their village several days in a week raping women. You could see the fear and anguish on her face.

    14. From Adamawa to Zamfara, the death toll all across Arewa is mounting. Images of the massacres are too gruesome to watch and the stories from survivors too heartbreaking to hear but, hearing and watching we must, because this is the reality under which our people have been living silently for years. The roll call of the nameless dead are too numerous to count, neither the Federal nor State governments keep any records of the number of people killed, injured, kidnapped, women raped or cattle rustled.

    15. People in the region feel that all they have to show for voting in President Muhammadu Buhari in massive numbers are increasing poverty, death and destruction to their lives and livelihoods and the painful emotional trauma of rape of girls and woman in rural communities. They feel abandoned and unappreciated with no meaningful Federal Government presence in their States and are left at the mercy of these murderous bandits.

    16. The President seems distant, uncaring and out of touch with the sufferings of his largest support base. It has never been in his nature to commiserate or empathize with people in real time in their hours of need. He does not send delegation to condole with the people, or leaders of the communities affected.

    17. Contrast that with the Vice President’s response to the killing in July 2019 of Funke Olakunrin, the 58 year old daughter of Reuben Fasoranti the leader of the Yoruba group, Afenifere. The Vice President flew to Akure, Ondo State to condole the family. He also flew to Zaria, Kaduna State to condole the family of Precious Owolabi, the National Youth Service Corps (NYSC) member hit by a stray bullet in Abuja during a Shiites protest on July 22, 2019.

    18. Governors in Arewa have essentially become Governors of condolences in their States. They all appear helpless with many literally blackmailed into negotiating with these murderous bandits. There is a picture on social media that made me cringe. Though it was touted as a disarmament process with the bandits terrorizing the State, the picture clearly tells who was in charge. It showed the State Governor, a Senior Military Officer and a bandit brandishing his AK47 in the middle. For goodness sake, you do not negotiate with unrepentant rapists, mass murderers, kidnappers, arsonists and cattle rustlers, instead, you bring them to swift justice.

    19. The threat of famine in Nigeria is real and almost certain if the federal government does not take urgent and serious security measures that will protect our people to go back to their farms. In all the States terrorized by these bandits, they choose the most fertile parts of the State to terrorize farmers off their farms. Food insecurity in addition to current insecurity to lives and properties will be a disaster and a serious threat to our National Security and existence as a Nation.

    20. AREWA’S MESSAGE TO MR. PRESIDENT:
    (a). We are under siege by armed terrorists
    (b). Our land is drenched in blood
    (c). There are mass burials all over the region
    (d). Our women are being raped by bandits
    (e). Our people are held captive in forests all across the region
    (f). Our Traditional rulers are being killed
    (g). Our livestock have been rustled
    (h). We have been made poorer by terrorists
    (I). Our farmers are not safe to till the land
    (j). Our people are displaced to IDP camps
    (l). There is growing anger in the land
    (m). Now is the time for urgent action.

    21. Arewa’s collective silence to these injustices is a bigger tragedy than the terror and cruelty that these murderers visit daily on our people. In the name of God who created us all, I call on all men and women of conscience to speak up loud and clearly against these injustices and our government’s inability to stop the bloodshed. Let us not forget that we will surely be asked to account for what we did when our people were being kidnapped, killed, maimed, raped, abducted, their houses razed down and displaced from their ancestral homes.

    Nigerian governors declare state of emergency on rape

    As rape cases continue to increase, all thirty-six governors in Nigeria have declared a state of emergency on sexual and gender-based violence against women and children.

    In a communiqué released on Thursday, Chairman of the Nigeria Governors Forum, NGF, Kayode Fayemi, said the decision was reached at a meeting held on Wednesday.

    Fayemi said the governors also renewed commitment to ensuring that offenders face the full weight of the law.

    He said the governors agreed to, “Declare a State of Emergency on Sexual and Gender-based Violence. Governors strongly condemned all forms of violence against women and children and committed to ensuring that offenders face the maximum weight of the law.”

    “Call on State Governors that have not already domesticated relevant gender-based protection laws to domesticate the Violence Against Persons (Prohibition) Act, the Child Rights Act and the updated Penal Code to increase protection for women and children and ensure speedy investigation and prosecution of perpetrators in addition to creating a sex offenders register in each State to name and shame.”

    The decision is coming on the heels of rising cases of rape and gender based violence across states in the country.
