    President Muhammadu Buhari is currently meeting with governors of the thirty-six states at the Presidential Villa, Abuja.

    The meeting held inside the Council Chambers of the Presidential Villa, Abuja shortly after Buhari participated in the Juma’at prayers.

    He told the governors that he was excited by the show of love towards him by Nigerians.

    South-south, South-east governors to meet in Rivers August 27

    Governors from the South-south/South-east geopolitical zones will meet on August 27, 2017, at the Government House, Port Harcourt, Rivers State by 7 p.m.

    Interim Chairman of the South-south/South-east Governors’ Forum and Governor of Akwa Ibom State, Udom Emmanuel, made the announcement on Wednesday.

    Emmanuel, in a statement, said the meeting would provide another avenue for deliberation between the governors of the states in the regions on issues of regional and national interest, with a view to solidifying the ties that bind the people of the states together.

    Emmanuel added that the meeting would also explore areas of economic, socio-cultural and political cooperation between the states to the overall benefit of the citizens and residents of the regions.

    “I hereby extend an invitation to all the governors in the two regions to attend the meeting as a follow up to the successful inaugural meeting held in Enugu on July 9, 2017,” he said.

    They discussed restructuring and re-echoed calls for the implementation of the 2014 national conference resolutions, among others.

    The also said it was regrettable that the entire South-East has only 5 percent allocation out of the entire power generated in the country.

  • Paris Club refund: Governors to meet Buhari on Friday for release of final tranche

    President Muhammadu Buhari will on Friday meet with Governors of the 36 states of the federation at the Presidential Villa to discuss the release of the last tranche of the Paris and London Club refunds.

    The meeting which is at the request of the Governors, is to seek the President’s approval for the final release of N200billion Paris Club refund.

    “The governors are hoping the president will authorise the final release of the Paris Club refunds, which is about N200 billion so that they can fulfil their obligations to workers and pensioners and pay other bills in their states,” a source told ThisDay.

    According to him, when the Chairman of the Nigerian Governors’ Forum (NGF) and Governor of Zamfara State, Abdulaziz Yari, led a delegation of seven governors to London to visit the president, he had thanked them for “holding Nigeria together in his absence”.

    The Governors want to capitalize on the good relationship with Buhari, to seek his approval for the final release of the refunds.

    TheNewsGuru.com reports that President Buhari had approved the payment of the first tranche of N522billion on December 16 last year.

    In July, the then Acting President, Prof. Yemi Osinbajo approved the release of another N243.80billion as the second tranche of Paris Club refunds.

  • We met Buhari in good health condition – Gov Yari

    The second batch of governors who visited President Muhammadu Buhari in London have said they met him “in an improved health condition.”

    Chairman of the Nigeria Governors’ Forum, Alhaji Abdulaziz Yari said this on Thursday in an interview with journalists at the Kaduna International Airport on arrival from London.

    A statement by his Special Adviser on Public Enlightenment, Media and Communications, Ibrahim Dosara stated that Yari arrived the airport with Abdullahi Ganduje (Kano) and Kashim Shettima(Borno).

    Dosara quoted the Zamfara State Governor as urging Nigerians to desist from spreading falsehood concerning the President’s health.

    “The NGF Chairman said the delegation met the President in an improved health condition, cracking jokes with visitors,” the statement read partly.

    The statement added, “He (Yari) said very soon, the President would return home to continue the good job he had started for the well-being of Nigerians and the development of the nation.

    “The NGF Chairman, who thanked Allah (SWT) for giving the President quick recovery from ill- health, also thanked those Nigerians who devoted their time, energy and resources praying for the speedy recovery of Mr. President.

    “Governor Yari appealed to journalists, particularly social media practitioners, to always cross-check their stories before going online to avoid such unnecessary mischiefs, causing mayhem among the law-abiding citizens of this country.”
  • Yorubas were better off during regional govt – South West Governors

    Southwest governors on Monday lamented that the splitting of the Old Western Region into six states robbed the people of their spirit of oneness and hampered the pace of socio – economic development.

    The six governors – Ibikunle Amosun (Ogun), Akinwunmi Ambode (Lagos), Abiola Ajimobi (Oyo), Rauf Aregbesola (Osun), Ayo Fayose (Ekiti) and Rotimi Akeredolu(Ondo), expressed this sentiment at a meeting in Abeokuta, the Ogun State capital, during a regional meeting.

    At the end of the meeting, they approved the 25-year decelopment plan designed by the Development Agenda for Western Nigeria (DAWN) and agreed to collaboprate on security of the region, agricultural development and improvement of infrastructure.

    Amosun, who hosted the meeting, said instead of state creation to “build bridges,” it left the Yoruba land “digging trenches for protection against their own brothers and sisters” as well as fostering boundary disputes and security challenges among them.

    The Governor recalled that many landmark achievements were recorded in Yoruba land when it was under one regional economic umbrella during the time of the late Chief Obafemi Awolowo, as Premier. He advised that the time had come for them to unite, promote and re -enact the pre-eminence and achievements of the South-West in the Nigerian federation.

    According to him, the onerous task on the hands of the Southwest governors today is to lead the people to further prosperous living and “Economic Self-Determination for South-West Nigeria” which formed the meeting’s theme.

    We will recall those laudable feats made us the envy of other Regions.

    We have physical infrastructure such as the Cocoa House at Ibadan, which was aptly named after the source of its funding; the Agodi Secretariat at Ibadan; and the different roads that connect our towns and cities some of which are still standing the test of time. We also have the educational infrastructure of which we are still benefitting from today.

    Indeed, many of us seated in this room are beneficiaries of the Free Education Programme of that time. It is the same Free Education Programme that culminated in the establishment of a University that was once the most beautiful campus in Sub-Sahara Africa, the then University of Ife, and now appropriately named the Obafemi Awolowo University, at Ile-Ife.

    We cannot also forget the economic infrastructure; we have the O’odua Group as the umbrella Investment House for the commercial enterprise of the Region such as the Sketch Publication; the Wemabod Estates; the Lafia Hotels; the Premier Hotel at Ibadan; the Area J4 Forest Reserve, etc.

    However, the creation of States from the old Western Region in 1976 which should have been an impetus for further socio-economic development have been allowed to create artificial boundaries between our people.

    And to further worsen the situation, some of our people are also making themselves available as instruments of division because of their selfish political gains. The consequence is that our people begin to see themselves as a people of one state or the other rather than as a sub-unit of the entity of the Yoruba people.

    This is not without its attendant challenges of intra and inter-state boundary disputes which have worsened security in some states and, hampered socio-economic development. Instead of building bridges, some of our people are digging trenches for protection against their own brothers and sisters.

    Aregbesola said the old Western Nigeria recorded greater feats when it operated as single state than what obtained today as six states.

    We must be mindful of the fact that as singular state then, we achieved more than now when we are divided into six states.

    We must identify our strengths, unify those strengths and explore the strengths for the benefit of our people. We use the development to galvanise our potentials,” Aregbesola said.

    Ajimobi explained that there were gains to be tapped from the numerical strength of the Yoruba, stressing that should the six Southwest states elect to pull together, they would amount to over 60 million population and fit to become a country.

    I will like to plead for not only inter-governmental relationship but also inter personal relationship. Six of us combined, we are talking about more than 60 million people and that is more than a country.

    We are also talking of landmass of 60km square. With that we can stand as a mini country. If you look at each state in Southwest, if we make use of the potentials available to us , we are bigger than many nations in the world.

    We are as a region, very formidable region, we must not only talk it, we must act it. We reinstate and reinvigorate the concept of Omoluabi. Success is not money but character and industry,” he said.

    Ambode aligned with the economic and political integration of Southwest states as espoused by his colleagues, saying it was of great significance to the nation while his Ekiti State counterpart said the forum represented the interest of the Yoruba nation.

    Fayose said there was the urgent need for the cooperation and collaboration of all the governors to make the region a place of success again.

    For Akeredolu, the “development agenda for Southwest Nigeria is a great idea”.

    It is a forum where the governors meet to discuss issues of common interest. It is a great task for all us. We have great challenges and we must be prepared to face these challenges; united we stand, divided we fall. This meeting transcends political interest, we are brothers,” Akeredolu said.

     

  • South West Governors meet on regional integration

    The governors of the South West states of Lagos, Ogun, Ondo, Osun, Oyo and Ekiti on Monday morning converged on Abeokuta, to discuss the development of the geopolitical zone.

    It is coming under the umbrella of Development Agenda for Western Nigeria (DAWN Commission).

    The governors are the host governor, Senator Ibikunle Amosun, Akinwunmi Ambode, Ogbeni Rauf Aregbesola, Arakunrin Rotimi Akeredolu, Senator Abiola Ajimobi and Ayodele Fayose.

    The meeting commenced at exactly 12.48pm, with the welcome address from the host governor, preceded by the observance of one meeting silence for late Director- General of the DAWN Commission, Dipo Famakinwa.

    Governor of Ondo State who was attending the quarterly meeting for the first time was formally inducted into the forum.

    The governors have now retreated into a closed-door session.

  • BREAKING: Buhari meets APC Governors, party leaders in London

    President Muhammadu Buhari on Sunday met with the governors of the All Progressives Congress (APC) and leaders of the party in Abuja House, London, United Kingdom.

    According to a tweet from his official handle @NGR President, Buhari is expected back in the country soonest and he extends his greetings to Nigerians. “The president send his wishes to Nigerians and will return as soon as his doctors give him the go-ahead,” the president’s tweet stated.

    Governors forum sets up committee for state police

    Apparently throwing its support for the restructuring of the country, the Nigeria Governors Forum [NGF], yesterday set up a six man committee to explore the option of actualising state police in the country.

    The committee which has representatives from the six geo-Political zones of the country was mandated to come up with the best way of policing the country in view of the myriads of security challenges and its attendant lost of lives.

    This decision was reached after a closed-door meeting the governors had with the Inspector General of Police, Ibrahim Idris at the Old Banquet Hall of the Presidential Villa.

    Speaking with journalists after the meeting, Chairman of Governors Forum and Zamfara State Governor, Abdulaziz Yari flanked by the Imo State Governor, Rochas Okorocha said that its meeting was dominated by the presentation made by the Inspector General of Police.

    He also said that the IGP had sought the permission for the establishment of media outfits like radio and television for the Police Force.

    Governor Yari said, “We discussed and we received presentation from the Inspector General of Police. He made a presentation to us canvassing for the support to introduce media outfits, radio and television for the force and as well the Police to go technologically from the manual of doing things.

    “The Inspector General of Police dominated the whole day of our discussion today understanding what the issue of Police is into the system whereby in some other nations it is ten to one person but in Nigeria we have four hundred to one.

    “So, they are having so many difficulties in funding which we are agreed that with the way things are going through the budgeting process, we cannot be able to fund police.

    So, the Inspector General of Police made us to know that there is a kind of trust fund bill which is before the National Assembly, asked for our support and the members of the national assembly especially the House of Representatives.

    “In our own part, we have put a committee in place. It is headed by the governors of Kwara, Imo, Delta, Ekiti, Bauchi and Sokoto to lead the committee so that they can be able to interface with the committee of Police and take the matter before the Acting President for further action. It is important for our nation.

    “And as well there is the issue of kind of state police which is being discussed and we are coming with so many options which we are expecting the committee will do the needful and find safe way of policing in Nigeria .”

    Also speaking to journalists, the IGP said that security challenges in virtually all parts of the country was the dominant issue in the meeting, stressing that matters that border on security required a collective effort to confront. He said the essence of the meeting with the governors centered on

    “Our efforts to address some of the challenges in the Police unit. We had a fruitful discussion with them and obviously all of them are concerned about security in some parts of the country, virtually in all parts of the country. They are ready to support the Police Force to see how we can address some of the challenges.”

    On the Acting President’s charge for reinforcements in the security apparatus of the country he said “Obviously it is a normal procedure, when we have challenges we normally reinforce. “Having insecurity all over the country requires the participation of every citizen of this country. We have to put our heads together to address all the security challenges.

    “The governments are doing well, they are trying to bring communities closer and I think it takes a long time but by and large, with the cooperation of community members and all the security agencies we have met to synergies.”

    Sue ex-govs now senators, ministers over N40bn double pay, life pensions, SERAP tells FG

    Socio-Economic Rights and Accountability Project (SERAP) has sent an open letter to the Attorney-General of the Federation and Minister of Justice Mr. Abubakar Malami, SAN urging him to use his “good offices as a defender of public interest, and exercise your powers under Section 174(1) of the Constitution of Nigeria 1999 (as amended), to urgently institute appropriate legal actions to challenge the legality of states’ laws permitting former governors, who are now senators and ministers to enjoy governors’ emoluments while drawing normal salaries and allowances in their new political offices.”

    The organization also asked Mr Malami to “seek full recovery of over N40bn of public funds that have so far been received from those involved; and to begin to take these steps within 7 days of the receipt and/or publication of this letter, failing which SERAP will institute legal proceedings to compel the discharge of constitutional duty and full compliance with Nigeria’s international anti-corruption obligations and commitments.”

    In the letter dated 14 July 2017 and signed by SERAP executive director Adetokunbo Mumuni the organization said that, “Public interest is not well served when government officials such as former governors, deputies supplement their emoluments in their current positions with life pensions and emoluments drawn from their states’ meagre resources and thereby prioritising their private or personal interests over and above the greatest happiness of the greatest number.”

    The letter read in part: “SERAP considers double emoluments for serving public officials unlawful, as the laws granting those benefits take governance away from the arena of public interest, and creates the impression that former governors acted contrary to the best interests of the general public. Double emoluments and large severance benefits for former governors now serving public officials constitute a blatant betrayal of public trust.”

    “SERAP is concerned that several serving senators and ministers are receiving salaries and life pensions running into billions of naira from states that are currently unwilling or unable to pay their workers’ salaries. Public office is a public trust, and as such, citizens depend upon their governors, senators and ministers to act in the public interest, not for their own or another’s profit or benefit.”

    “Under the UN Convention against Corruption to which Nigeria is a state party, it is forbidden for any public official to engage in self-dealing, and place him/herself in a position of conflicting interests, and to hold incompatible functions or illicitly engage in providing to him/herself emoluments deemed unacceptable under international law. This is a clear case of the former governors placing their private or personal interests over and above their entrusted public functions, and unduly influencing the level of benefits they receive.”

    “SERAP argues that taking advantage of entrusted public offices and positions to enact laws to grant double emoluments and large severance benefits to serving public officials amounts to not only an abuse of office but also incorrect, dishonourable and improper performance of public functions, as per the provisions of paragraph 2 of article 8 of the convention.”

    “By signing such double emoluments and large benefits laws which they knew or ought to know that they would be beneficiaries, these former governors have abused their entrusted public functions and positions, and thereby obtained an undue advantage, contrary to article 19 of the convention.”

    “The double emoluments and large severance benefits laws also violate the conflicts of interest provisions of the convention. The fact that these laws are signed by former governors in the exercise of their functions as public officials and now benefiting from the entitlements under such laws while serving as senators and ministers raises serious conflict of interest issue under paragraph 5 of article 8 of the convention.”

    “We believe that the current Code of Conduct for Public Officials Act is outdated and entirely inconsistent and incompatible with the object and purpose of the UN Convention against Corruption, which requires Nigeria to adopt a comprehensive code of conduct for the performance of public functions and implicitly to prohibit double emoluments and large severance benefits for public officials such as former governors.”

    “SERAP notes the resolution of the UN General Assembly to the effect that every state has the duty to carry out in good faith its obligations arising from treaties and other sources of international law, and it may not invoke provisions in its constitutions or its laws as an excuse for failure to perform this duty.”

    “As such, your government is mandated to challenge the legality of double and large emoluments states’ laws and bring them in line with Nigeria’s international obligations including under the convention. This position is buttressed by article 27 of the Vienna Convention on the Laws of Treaties, which provides that no state can justify the noncompliance with an international treaty with reference to internal law, including even the Constitution.”

    “The UN Legislative Guide to the convention provides that where there are gaps between national laws (including constitutions) and international obligations, states must meet more onerous standards of integrity, honesty and responsibility among their public officials. SERAP is seriously concerned that conflicts of interest, as well as perceptions of such conflicts, undermine public confidence in the integrity and honesty of high-ranking public officials.”

    “According to our information, those who currently receive double emoluments and large severance benefits from their states include: Dr. Bukola Saraki (Kwara); Rabiu Musa Kwankwaso (Kano); Kabiru Gaya (Kano); Godswill Akpabio (Akwa Ibom); Theodore Orji (Abia); Abdullahi Adamu (Nasarawa); Sam Egwu (Ebonyi); Shaaba Lafiagi (Kwara); Joshua Dariye (Plateau), and Jonah Jang (Plateau). Others include: Ahmed Sani Yarima (Zamfara); Danjuma Goje (Gombe); Bukar Abba Ibrahim (Yobe); Adamu Aliero (Kebbi); George Akume (Benue); Ms Biodun Olujimi (Ekiti); Enyinaya Harcourt Abaribe (Abia); Rotimi Amaechi (Rivers), Kayode Fayemi (Ekiti); Chris Ngige (Anambra); and Babatunde Fashola (Lagos).”

    “SERAP notes that under the Lagos Pension Law a former governor will enjoy the following benefits for life: Two houses, one in Lagos and another in Abuja estimated to cost between N500m and N700m. Others are six brand new cars replaceable every three years; furniture allowance of 300 percent of annual salary to be paid every two years, and a close to N2.5m as pension (about N30m pension annually); free medicals including for his immediate families; 10 percent house maintenance; 30 percent car maintenance; 10 percent entertainment; 20 percent utility; and several domestic staff.”

    “In Rivers, state law provides 100 percent of annual basic salaries for ex-governor and deputy, one residential house for former governor anywhere of his choice in Nigeria; one residential house anywhere in Rivers for the deputy, three cars for the ex-governor every four years; two cars for the deputy every four years; 300 percent of annual basic salary every four years for furniture; 10 percent of annual basic salary for house maintenance.”

    “In Akwa Ibom, state law provides for N200m annual pay to ex-governors, deputies; pension for life at a rate equivalent to the salary of the incumbent governor/deputy governor respectively; a new official car and utility-vehicle every four years; one personal aide and provision of adequate security; a cook, chauffeurs and security guards for the governor at a sum not exceeding N5m per month and N2.5m for the deputy governor. Others are: free medical services for governor and spouse at an amount not exceeding N100m for the governor per annum and N50m for the deputy governor; a five-bedroom mansion in Abuja and Akwa Ibom and allowance of 300 percent of annual basic salary for the deputy governor; 300 percent of annual basic salary every four years and severance gratuity.”

    “Similarly, the Kano State Pension Rights of Governor and Deputy Governor Law 2007 provides for 100 percent of annual basic salaries for former governor and deputy; furnished and equipped office; a 6-bedroom house; well-furnished 4-bedroom for deputy, plus an office; free medical treatment along with immediate families within and outside Nigeria where necessary; two drivers; and a provision for a 30- day vacation within and outside Nigeria.”

    “In Gombe State, there is N300 million executive pension benefits for the ex-governors. In Kwara State, the 2010 law gives a former governor two cars and a security car replaceable every three years; a well-furnished 5-bedroom duplex; 300 per cent of his salary as furniture allowance; five personal staff; three State Security Services; free medical care for the governor and the deputy; 30 percent of salary for car maintenance; 20 per cent for utility; 10 percent for entertainment; 10 per cent for house maintenance.”
