    NAF begins Edo guber election materials transportation

    The Nigerian Air Force (NAF) has commenced the transportation of election materials for the Independent National Electoral Commission (INEC) to Benin, ahead of the Sept. 21 Governorship election in Edo.

    This is contained in a statement by the Deputy Director Public Relations and Information, NAF, Group Capt. Kabiru Ali, on Wednesday in Abuja.

    Ali said the move was part of a broader effort to ensure timely and secured delivery of sensitive materials necessary for the smooth conduct of the elections.

    He said the trasportation operation had demonstrated the collaboration between NAF and INEC, aimed at facilitating logistics and ensuring a peaceful election process in Edo.

    According to him, the Chief of the Air Staff (CAS), Air Marshal Hasan Abubakar, had recently reiterated NAF’s commitment to provide transportation for the swift movement of electoral materials.

    “This is in fulfillment of NAF’s constitutional responsibility of providing Military Aid to Civil Authority,’’ he said.

    The Independent National Electoral Commission (INEC) says it has no plans to extend the Oct. 10 deadline for political parties to upload the list of their agents for polling units and collation centres for the Nov.11 Bayelsa, Kogi and Imo governorship election.

    Mr Sam Olumekun, INEC National Commissioner and the Chairman, Information and Voter Education Committee said this in a statement on Sunday in Abuja.

    Olumekun said that with less than 72 hours to deadline, only 55 per cent of expected agents for polling units and collation centre had been uploaded on its portal by political parties for the governorship election.

    He advised parties yet to comply to do before the deadline.

    Olumekun said that INEC notified all parties of the opening of its online portal for the upload of the list of polling units and collation centre agents, which commenced on Aug. 24.

    He added that the commission thereafter engaged party representatives on the methodology for a seamless process.

    Olumekun said that in spite of the notice and subsequent reminders, parties were yet to substantially comply by submitting the list of their agents.

    “For Bayelsa, Imo and Kogi, only 55 per cent of the expected total of 189,180 polling unit agents have been uploaded to the designated INEC Portal.

    “Specifically, 29,278 out of the expected 40,372 (72.5 per cent for Bayelsa; 51,681 out of 85,644 (60.3 per cent) for Imo, and 23,720 out of 63,144 (37.6 per cent) for Kogi State have been uploaded.

    “Similarly, only 25.1 per cent of the expected 15,804 Collation Agents in the three States have been uploaded: 1,246 (26.0 per cent) out of 4,806 for Bayelsa; 1,638 (27.3 per cent) out of 5,994 for Imo, and 1,095 (21.9 per cent) out of 5,004 for Kogi.

    “The commission hereby wishes to further remind political parties that the portal will automatically shut down at 12:00 midnight on Tuesday Oct. 10.

    “There shall be no extension. Consequently, all parties sponsoring candidates for the elections that are yet to upload the list of their agents should do so before the deadline for the exercise,” Olumekun said.

    On the online accreditation of journalists for the election, Olumekun said that late applications would not be entertained after the Oct. 22 deadline and there shall be no provision for manual accreditation.

    He said that so far 45 media organisations had applied for the online accreditation of journalists which commenced on Aug. 24 and shall close on Oct. 22.

    “The commission also wishes to use this medium to encourage all interested Media organisations to take advantage of the remaining window to apply on imap.inecnigeria.org before the deadline on Oct. 22,” he said.

    Olumekun expressed the commission’s on the spate of insecurity and violence, including clashes among supporters of political parties and candidates in the forthcoming elections.

    He appealed to all political parties and candidates to avoid utterances and acts that might heat up the polity or jeopadise peaceful conduct of the election.

    “In our engagement with political parties, the commission has constantly called on parties to rein in their supporters from actions capable of jeopardising the peaceful conduct of elections in Nigeria.

    “INEC earnestly appeal to all Political Parties and candidates to avoid utterances and acts that may heat up the polity.

    “The commission will continue to closely monitor the situation and sustain its engagement with security agencies and stakeholders to ensure a peaceful conduct of elections in the three states,” he said.

    The candidate of the Peoples Democratic Party (PDP) Senator Dino Melaye has said the November 11 governorship poll in Kogi State will be a walkover for his party.

    He stated this in Lokoja during the inauguration of the PDP Local Government election campaign committee of the 21 local government councils held at the party Secretariat on Thursday.

    The former Kogi West Senator who berated the ruling party over alleged maladministration, non-payment of salaries, and insecurity, admonished electorates not to be intimidated, before, during and after the November Governorship election.

    Melaye, while appreciating the Local Government Chairmen for their steadfastness towards securing victory for the party, posited that, when elected, Kogi State will be wearing a new look.

    The PDP candidate said ” This election is a walkover for PDP because of maladministration, poverty, non-payment of salaries, gratuity, promotion are not being cash backed and many more. The people of Kogi State are not happy as they are looking for a messiah that will save them from captivity.

    “Dino Melaye and Habiba are saying here we are, send us. I want to advise especially our Local Government Chairmen, you have all become evangelists and Imam to encourage our people to come out and vote. Our people are afraid because APC has sold fear in the minds of the people. I am telling you that as Dino Melaye, I am not afraid of Yahaya Bello or the APC.

    ” I am assuring us, let the people of Kogi State show that we are not cowards. As citizens of Kogi State, we are not a conquered territory. We will come out and vote, and campaign in all the nooks and crannies of the State including Agasa, the home town of Governor Bello.

    “The PDP is a party with plans, well organized, who uses power for the interest of the People. Today, any Kogites that are still thinking of voting for the APC have what I call Arthritis of the brain. No sane logical human being will today vote for APC in Kogi State.

    “Is it about our roads? In the last year, there has been no drop of water in Lokoja, the capital city of Kogi State. Is it about the dilapidated hospitals that have become mere consulting clinics? Is it about non-payment or percentage payment of salaries? Is it about insecurities of lives and properties?

    “This is the first time in the history of our State that House of Assembly members and Commissioners have no vehicles. This is the first time in the history of our State that a permanent Secretary will be using Okada to move to office. This is the first time in the history of our State where workers were retrenched for frivolous reasons.

    “This is the first time in the history of our State that 120 Professors were ceremoniously sacked from Kogi State University. They are qualified Professors who graduated from first-generation Universities in this Country. The screening at Kogi State University took them out of the system. By the grace of God, we are going to build a new Kogi State”

    While appealing to electorates to kick against any form of ethnic agenda ahead of the November Governorship election, Melaye assured Kogites that his administration would reunite the people when elected.

    Earlier in his remarks, the caretaker Chairman of PDP in Kogi State, Sen. Philip Aduda said the opposition party will put an end to bad governance in the state.

    ” We want activities to start immediately for the PDP to win convincingly in Kogi State. The party is fully on ground to deliver for Dino/Habiba in November. It is operation deliver your polling units and guide them from any obstacles.”

    Speaking on behalf of the 21 Local Government Chairman, Olajide John from Kabba/Bunu assured his party faithful that no stone will be left unturned to guarantee victory for the PDP.

    He maintained that the Chairmen will work in synergy and support the newly constituted Executive to deliver for the opposition party.

    “It is all about the party, our destiny and setting Kogi State free from the hand of a tyrant. By the special Grace of God, Kogi State will be free. We must work together by having trust, and confidence in each other. With this, we will attain our desired victory” he stated.v

    There is palpable tension in the air as  plateau state Governorship Elections Petitions Tribunal is set to deliver its judgment today  (Friday) on the petition filed by the All Progressives Congress (APC) and its governorship candidate during the March 18, 2023, gubernatorial election in the state.

    Recall that Nentawe Yiltwatda of the APC had approached the tribunal challenging the victory of Governor Caleb Mutfwang of the Peoples Democratic Party (PDP) in the aforementioned polls.

    The electoral umpire, the Independent National Electoral Commission (INEC) had declared Mutfwang winner of the poll after polling 525, 299 votes to defeat his closest rival, Yiltwatda, who polled 481, 370 votes.

    The governorship tribunal had recently dismissed a petition filed by the governorship candidate of the New Nigeria Peoples Party (NNPP), Alfred Dabwan, against Governor Mutfwang, where he sought the nullification of the poll over the alleged exclusion of the party’s logo on the ballot paper of the March 18 polls.

    Confirming the date of the judgement, a member of PDP’s legal team, Barr Sunday Odey, said, ”Yes, it is true. The ruling of the governorship tribunal in the case between the PDP and the APC has been fixed for Friday, September 22, 2023.

    Meanwhile, in the bustling city of Jos and its environs, tension simmers in the air as residents brace themselves for the ruling.

    The State High Court complex, which houses the tribunal, is already a focal point, with nearby recreational centres ordered to stay closed on Friday (today).

    Security presence has been significantly heightened, ensuring a smooth and secure process during this critical juncture in Plateau State’s political landscape.

    Binalayefa Joshua Osuluku a lawyer has emerged as the candidate of the Social Democratic Party, (SDP) for the November 11 governorship election in Bayelsa State.

    The legal luminary polled 151 votes to defeat his only opponent, Mrs Ebinabo Rebecca Doibo, who scored 111 votes at the primary election held in Yenagoa, the state capital, on Tuesday.

    Announcing the results, the chairman of the electoral committee, Mohammed Ibrahim, said the primary election was keenly contested and a winner emerged with an outcome that is acceptable to all.

    (Opinion) 2023 Governorship Election Outcome: Why those mouthing going to Election Tribunal should not be taken seriously

    Since the advent of democracy in Nigeria in 1999, Delta State had the freest and fairest gubernatorial election in the just concluded 2023 Gubernatorial election. As an opposition member and leader for twenty-two years in Delta State before now, I dare to say that the outcome of the 2023 Gubernatorial election in Delta State is a reflection of the wish of the majority of Deltans.

    Though, every Candidate has the inalienable right to approach the election tribunal to ventilate his grievances against the outcome of an election, but when the said right is founded on nothing, it behooves on any right-thinking associates of the Candidate to deprecate such an unholy action.

    Like I said earlier, as an opposition leader in Delta State up till January, 2022, I dare say that most of the election petitions of opposition parties were/are laced with ill motives. In other words, there are three categories of petitioners at the Governorship Election Petition Tribunal and they are:

    1) Those who know that they have no business going to the tribunal but because they needed something as a bargaining tool, they against all good legal reasoning and advice proceed to the tribunal. Their interest is, “man must get something make he for nor die”.

    2) The second set of Candidates are those I tag as bad losers who do not want their followers to know that they have no case against the winner of an election. Because they have the intention of contesting future elections, they go to the election petition tribunal in order to keep the hope of their followers alive. These set of candidates proliferate cases in courts and Election Petition Tribunals with the sole aim of making those cases unending till the next election circle. These set of candidates do not care about the well-being of their followers but are only interested in keeping them in political bondage.

    3) The third set of candidates are those who have little or no reasonable evidence that can ground what they want at the tribunal. They know that what gives them such seeming hope cannot crystalize into reality. They are candidates who feel that if the little evidence with them is not used to file a petition at the tribunal, their followers will accuse them of having collected monies (isiagware) from the winner of the election. In order not to be accused of collecting monies, they go to Court for the purpose of massaging their bruised egos.

    The crux of this write-up is thus: can it be said that the outcome of the gubernatorial elections held about two weeks ago is not a true reflection of what the majority of Deltans desire? Will it not be unfair to say that BVAS did not to a large extent give Deltans what they expected?

    I dare to say that, unlike previous elections, the 2023 Gubernatorial results in Delta State is nothing but a true reflection of what Deltans want. Also, the BVAS helped in limiting election manipulations. “Mammy water” who used to generate “Sokoto” votes was handicapped this time around. Though, most Deltans are of the belief that “a land goddess” generated some controversial votes from Orogun and Oghara axis. While some of those results were canceled, a blind eye was given to some of the votes collated as valid votes, especially the ones from the Orogun axis.

    Gullible Deltans should as a matter of fact open their eyes and see through the intentions of those thinking of going to the Election Petition Tribunal. Their intentions are not genuine. We should be wary of them.

    There is no gainsaying the fact that the majority of Deltans voted for PDP and its Governorship Candidate in the last election. Deltans should defend the mandate freely given to Rt. Hon. Sheriff Francis Orohwedor Oborevwori, the Governor-elect in Delta State.

    Deltans, particularly the followership in the opposition should put on their thinking cap; they should not allow anyone to use them. I was once there and I know what most opposition candidates do in periods like this. Do not put your hopes in them.

    Political parties operating under the umbrella of the Inter-Party Advisory Council (IPAC) in Enugu state have called on the National Chairman of the Independent National Electoral Commission (INEC) Prof. Mahmood Yakubu to instruct the Resident Electoral Commissioner (REC) in the State, Dr. Chukwuemeka J. Chukwu and the State Returning Officer, Prof. Maduebibisi o Iwe to announce the already collated result in the 17 local government areas and declare the incoming governor without any  further delay.

    The call was made by IPAC during a press briefing in Enugu on Tuesday stated that any action short of this will be outside the law and could bring anarchy to an already serious situation.

    The group added that INEC has got no powers under the laws to review collated results.

    Leaders of the political parties at the press conference were Hon. Chief Edwin Ikechukwu Alor of Accord Party and State Chairman of IPAC; Hon. Innocent Ezeoha of the Peoples Democratic Party (PDP) and Deputy Chairman of IPAC; Dr. Afam Ani of APP; Barr. Ken Ikeh of APM; Elvis Ugwoke of ZLP who is the Secretary General of IPAC; and Hon. Nnaemeka Oko of AAC.

    Others were Hon. Stella Chukwuma of ADC; Hon. Dr. Mrs. Chinyere Madike of ADP; Hon. Louis Chiedozie Ugwu of NRM and Hon. Sir Magnus Ezea of SDP.

    The parties stated that what is on ground is enough to form total result and it should be announced with immediate effect.

    “The results of the 17 Local Government Areas (LGAs), including those of Nkanu East and Nsukka LGAs, were all collated by the State Returning Officer on March 19, 2023” stating that “by the provisions of the Electoral Act 2022, the only other duty remaining for the State Returning Officer, who is acting on INEC’s behalf is to add up the figures, announce them, and declare the winner in line with Section 65 and 66 of the Electoral Act 2022.”

    Describing the delay in the announcement of the final result of the March 18, 2023 governorship election in Enugu State, as “needless confusion and restiveness”, IPAC said: It is our strong view that the INEC State Returning Officer has discharged his statutory responsibility by collating the results of all the 17 local government areas, including those of Nsukka and Nkanu East Local Government Areas. The remaining responsibility for the State Returning Officer is to announce results and declare the winner. INEC cannot be a judge in its own case, if any.”

    The political parties stressed that “the law in Section 130(1) of the Electoral Act is also mindful to make provisions for the adjudication of any complaint against a return made by the Returning Officer.

    “Section 130(1) provides: No election and return at an election under this Act shall be questioned in any manner other than by a petition complaining of an undue election or undue return presented to the competent tribunal or court in accordance with the provisions of the Constitution or of this Act, and in which the person elected or returned is joined as a party.

    “The collation centre is not an Election Tribunal or the law court where redress is sought. The State Collation Center is to accept results as they come, collate and announce them, and ultimately declare the winner.

    “Consequently, it is our strong view that the INEC State Returning Officer has discharged his statutory responsibility by collating the results of all the 17 local government areas, including those of Nkanu East LGA and Nkanu East Local Government Areas. The remaining responsibility for the State Returning Officer is to announce results and declare the winner. INEC cannot be a judge in its own case, if any.

    “We call INEC’s attention to the case of the Presidential and National Assembly elections where the Chairman, Prof Mahmood Yakubu stood his ground, completed the collation process and announced the result despite all protests.

    “Equally, the elections in Ebonyi State, Rivers State and Lagos State, which were fraught with violence, ballot box snatching, over-voting and all sorts of complaints were declared despite these shortcomings.

    “So, we see no good reason why the announcement of the final results and declaration of the winner in the Enugu governorship election, which is adjudged comparatively free, fair and credible should be placed on hold because of the desperation of a few individuals and at the expense of the masses who freely exercised their franchise and made a statement through the ballot.

    “We are, therefore, urging the National Chairman of INEC, Prof. Mahmood Yakubu to direct the Resident Electoral Commissioner (REC) in Enugu State and the State Returning Officer to as a matter of urgency do the needful by announcing the result of governorship election without delay and declare the winner with immediate effect. Any action short of this will be outside the law and could bring anarchy to an already fragile situation.”

    IPAC further maintained that Enugu State governorship election results from the 17 local government areas of the state were duly collated by INEC State Returning Officer on Sunday, March 19, 2023, reiterating that the statement from INEC National Headquarters suspending collation of results in one LGA in Abia State and two LGAs in Enugu State is not applicable to Enugu case because there is no result that has not been collated in the state prior to the suspension by INEC.

    The Enugu State PDP, through its Campaign Council, had earlier also disagreed with the INEC on its decision to suspend the announcement of the final results and declaration of Dr. Peter Mbah as the winner of the Enugu State governorship contest, stressing that the election management body was overreaching itself, as it could not, by law, suspend the declaration of an already collated result.

    The PDP equally also said INEC was wrong to present the Abia and Enugu cases as the same, pointing out that “Putting the Abia and Enugu situations in one basket clearly shows that the national headquarters of INEC is mixing things up or has not been properly briefed. There is absolutely nothing like outstanding local governments as far as the collation process in Enugu State is concerned.

    “Unlike the situation in Abia State, the results of the entire 17 LGAs of Enugu State, including those of Nkanu East and Nsukka LGAs, have been fully collated by the Returning Officer, Prof Maduebibisi Ofo Iwe, on Sunday the 19th of March. What remains for the INEC is to sum up the returns by the Local Government Returning Officers and declare our candidate, Dr. Mbah the governor-elect.

    “That is why we are saying that INEC is overreaching itself; they have no powers at this stage to suspend the pronouncement or declaration of the winner of the election, which is our candidate.

    “Section 64(8) of the Electoral Act 2022 provides that where collation has been completed as in the present case of Enugu State, the duty of the collation officer, who collated the result is to announce the result and make a declaration. Therefore, having collated the results from Nsukka LGA and Nkanu East LGA, the statutory duty and legal responsibility of the State Returning Officer is simply to announce and declare the results, as INEC cannot, by law, suspend the declaration of result already collated,” the PDP said.

    On issues relating to accreditation and votes cast in a polling unit and the fate of such votes where they exceed the number of accredited voters in such units, the PDP said such are guided by Section 51(2) of the Act.

    “The position of the law is that a Returning Officer has no power to cancel any results at the stage of collation. The only option open to any person dissatisfied with the process is to resort to Section 130(1) of the Electoral Act, which vests the power to receive and adjudicate petitions complaining of an undue election or undue return in an election in the tribunal or court.

    “As a matter of fact, we are dissatisfied with the result from Nsukka Local Government Area. We are dissatisfied with the results from Udenu, Isi-Uzo, Ezeagu, and more. But is not for us to take the laws into our hands or indulge in self-help. That is why we are ready to go and interrogate those results at the appropriate quarters because we can no longer complain as the collation has been completed.

    “INEC cannot choose the ones you will collate to release the result and the ones you will collate and withhold the result”, the PDP emphasised.

    “We believe that the Returning Officer for Nkanu East Local Government Area has duly complied with the provision of Sections 64(4)(a)&(b) and Section 64(a)&(d) of the Electoral Act 2022.

    ”We consequently restate our position that the only option left to INEC acting through the State Returning Officer for the Enugu State Governorship Election under Section 64(8) of the Electoral Act 2022 is to announce the results and make a declaration of the winner of the election.

    “We therefore call on INEC to immediately announce the summation of the 17 local governments it has already collated and declare Dr. Peter Ndubisi Mbah the winner of the March election”, the PDP reiterated.

    The PDP also expressed worries that the INEC was already overheating the Enugu polity by the needless delay in the pronouncement of the winner of the governorship election.

    “We will continue to caution that INEC should not take the patience of the electorate and people of Enugu for granted. We know what it took us today to rein in their voluminous anger as it relates to the delay in the declaration of Dr. Peter Ndubuisi Mbah as governor-elect and we are calling on the INEC to cease forthwith this foot-dragging and declare our candidate the duly elected candidate in the last election” the PDP stressed.

    The party also condemned what it described as desperate and hypocritical approach of the Labour Party to the elections.

    “In the instance, our Enugu East senatorial candidate lost his election to return to the Senate to the Labour Party. It was the same process that produced the result that gave Labour Party the victory that also produced the winner of the governorship election in the Nkanu East in the same senatorial zone. But while the Labour Party has accepted the result for the Senate, they are contesting the governorship that the same process produced. This is hypocrisy”, the party concluded.

    The Economic and Financial Crimes Commission (EFCC), has explained its position in conducting a pregnancy test for all female suspects in connection with the Ekiti governorship election.

    The commission disclosed that all the suspects in its custody were being held by court order over allegations of vote-buying during the poll.

    The anti-graft agency says there is no pregnant woman in its custody.

    This is contained in a statement signed by the Spokesman of EFCC, Mr. Wilson Uwujaren, and made available to newsmen on in Ilorin.

    Uwajaren dismissed speculations that a pregnant woman was among the suspects arrested on allegations of vote-buying during the Ekiti governorship election.

    “A pregnancy test conducted on all the female suspects arrested during the election at the State Hospital in Ilorin was negative.

    “Earlier tests conducted in a private hospital also revealed negative results for all the female suspects,” Uwujaren said.

    The spokesman added that all the suspects were detained based on valid Order of Court, pending the conclusion of investigations.

    He said that the suspects would be charged to court as soon as investigations are finalised.

    Uwujaren also urged the public to ignore the wild claims about the mistreatment of the suspects, saying that the commission is committed to the observance of the rule of law in all its operations.

  • 2023: Court nullifies rescheduled Ebonyi PDP’s primaries, declares Odii guber candidate

    The Federal High Court in Ebonyi has nullified the rescheduled People Democratic Party’s (PDP), primaries in Ebonyi and declared Dr. Ifeanyi-Chukwuma Odii as the authentic gubernatorial candidate of the party for the 2023 polls.

    The party rescheduled and conducted a fresh primary on June 4 and 5 after its Initial primaries in Ebonyi on May 28 and 29 that elected Odii a governorship candidate.

    The Court ruled that the primary elections that produced Sen. Obinna Ogba and other candidates were illegal, unconstitutional, null, and void.

    The Presiding Judge, Justice Fatun Riman said the repeated primaries in the state on June 4 and 5 were not monitored by the Officials of the Independent National Electoral Commission (INEC).

    According to Riman, the rescheduled PDP primaries in Ebonyi is null and void.

    “One, the rescheduled primaries was conducted when the suit filed on May 30 was already pending in the court.

    “The primaries was not monitored by INEC, therefore, the rescheduled exercise of June 4 and 5, that elected Senator Obinna Ogba as another gubernatorial candidate and others are hereby nullified,” the Judge stated.

    Mr Mudi Erhenede, Counsel for Odii, popularly known as Anyichuks thanked the court for the judgement.

    According to Erhenede, the ruling has interpreted the constitution of the party.

    “Selfish individual or group interests will by no means supersede the party’s interest. Good thing is that Justice has been done over the matter.

    Efforts to reach the Counsel of Sen Ogba were abortive as they left the court earlier before the judgment.

    In Lagos, a governorship aspirant under the auspices of the All Progressives congress (APC) Oluwo Olawale Wasiu  has frowned at the conduct of the APC guber primaries held in the state on Thursday, describing it as a charade.

    Wasiu said that the delegates used for the elections were handpicked by a faction of the party in Lagos after organizing a sham delegate congress in the state.

    He added that those genuine party members who bought delegate forms  were ignored by the faction in the Lagos APC.

    Wasiu accused one pastor Cornelius Ojelabi as a complicit in the exercise ,while describing it as a rape of Lagos APC.

    The guber aspirant also accused the screening committee of negligence of duty by not publishing the names of screened aspirants in the party. He added that many aspirants who were disqualified were not reached out to as stipulated by the party’s constitution.

    Wasiu added that many have been disqualified without them knowing about it because nobody reached out to them. He further revealed that these aspirants can not appeal their case as a result of not being told thereby depriving them of fair hearing.

    Speaking at a press conference in Lagos the guber aspirant posited that his emergence on the scene got some persons within the party shivering because of his “New Agenda Mantra’ that he’s been preaching.

    He said ”It’s very clear that my candidacy  in this 2022 APC primary elections has generated massive positive excitements from party members and Lagosians generally .It has also created a big discomfort for people who are afraid of new agenda and accountability in governance. Those discomforted individuals have even gone ahead to prevent me from participating in the Lagos guber primary election.

    ”I implore my teeming fans to remain calm and law abiding,despite the provocations.We will continue to seek redress from the internal dispute resoutions mechanisms of the party, without foreclosing the enforcement of our rights to seek justice in the court of Law”
