Delta’s advisory and peace building council: The critical imperatives of a strategic council

    BY MONDAY UWAGWU

Long, long ago-perhaps as soon as the time was born and history began- it was held, and without sustainable argument to the contrary, that peace is the grandparent of sustainable development.

The truism and relevance of the above proverb are self-evident in the daily life of man and have since found credible credence in the works of renowned Development Economists who hold that wholesome development and enduring peace, and security are identical Siamese twins.

The import of the wise crack of ancient Africans as captured above and the submission of Economists was never ever, for the briefest capsule of time, to be lost on the Governor of Delta State, Rt. Hon. Sheriff Oborevwori, who recently, in deference to his personal conviction, inaugurated the State Advisory And Peace Building Council, in Asaba, in pursuit of the practical implementation of his administration’s MORE Agenda. The broad mandate of the council sums up in just a few words: enhancing the tempo, timbre and tenor of peace and security in the state.

At the occasion, Governor Oborevwori underpinned the critical importance of the council and the imperative of peace in the state, saying his administration would not only partner conventional security agencies but also ensure that all issues that can threaten public peace and peaceful coexistence in the state would be adequately addressed under the aegis of the MORE Agenda, the acronym for the thematic operational code and philosophy of the government.

Supreme Court buries Gbagi’s appeal against Oborevwori

The Supreme Court on Thursday buried an appeal brought before it by Chief Kenneth Gbagi against Delta State Governor, Hon Sheriff Oborevwori, for being a waste of time, mere academic exercise, and lacking any utilitarian value.

In the appeal, Gbagi, a governorship candidate of the Social Democratic Party (SDP) filed the appeal against the decisions of the Election Petition Tribunal and Court of Appeal refusing to admit fresh evidence not pleaded or frontloaded during trial.

Gbagi who claimed to have discovered new evidence to prove his petition, had made an application for the reopening of his case on the date fixed for adoption of final written addresses by the Governorship Election Tribunal sitting in Asaba.

The Tribunal dismissed the aforesaid application for being incompetent, belated, and strange as the document he was trying to introduce was not pleaded in his petition.

The Tribunal proceeded to conclude the hearing of the Petition and found that Gbagi’s claim of being the winner of the election was totally unfounded. The Tribunal also dismissed Gbagi’s claim that Governor Sheriff Oborevwori was not qualified to contest the election.

Not satisfied with the Tribunal’s ruling, Gbagi filed an appeal against the Tribunal’s refusal of his belated application to reopen his case.

The Court of Appeal, in dismissing the appeal, held that the Tribunal rightly refused to reopen his case.

Still not satisfied, Gbagi proceeded to the Supreme Court against the judgment of the Court of Appeal on the issue of reopening his case.

PDP’s Counsel, Ekeme Ohwovoriole, SAN, and Ayo Asala, SAN for Governor Oborevwori, had argued that the Appeal lacked merit because the tribunal had been dissolved.

In a unanimous judgment of the apex court delivered by Justice John Inyang Okoro, the apex court held that the appeal was a complete waste of time, had become spent, academic and lacking usefulness

The Apex Court held that 180 days for hearing the Petition had expired, and there is no Tribunal existing to even hear the appeal since the Tribunal had since been dissolved.

Gbagi’s lead counsel, Adeniyi Akintola, SAN had no option than to withdraw the appeal after realising (based on the chastisement/hint of the justices) that his Appeal is academic exercise, lacks merit moreso, the fact that the Tribunal had concluded its assignment.

Delta to construct feeder road, irrigation facility for Mbiri farm settlement

Delta Government says it will construct a feeder road and irrigation facility to boost food production at Mbiri farm settlement in Ika North East Local Government Area of the state.

The state Commissioner for Agriculture and Natural Resource, Mr Perez Omoun, stated this on Friday, while inspecting Green House farm project, a Central Bank of Nigeria (CBN) sponsored project at Mbiri.

He said that it was pertinent to build feeder roads and to provide irrigation facilities to drive food production and transportation of produce to the market.

The commissioner, who assumed his official duties on Wednesday, after being sworn in on Tuesday, said the ministry was a field ministry and not white collar job, hence he had to begin inspection of the various projects being handled by the ministry.

According to the Commissioner, Mbiri farms settlement has been a long time project which was inherited from the then Mid-Western Region  to Bendel  state and now Delta owned project.

“The Ministry of agriculture and Natural Resources is not for white collar but field ministry saddled with the responsibility to ensure food security.”

He said that the inspection would enable him have first hand intimation on state owns projects and the facilities that enjoy collaboration with the Federal Government, CBN and other donor agencies.

“This is why two days after resumption that I have come to access for myself to have first hand information on what we should be working with in line with the M.O.R.E Agenda of Gov. Sheriff Oborevwori led government.

”The  M.O.R.E  stands  for Meaningful Development,  Opportunities for All,  Realistic Reforms, and  Enhanced Peace and Security.

”There cannot be meaningful development without food on table. So, we are here to inspect the GreenHouse project that will soon be kick started,@ he said.

According to him, it is expected that the green house crops will be harvested throughout the year, this will not fall into such seasonal planting and harvest, as such, a feeder road that is going to cover about 16 km is expedient.

“This will enable us take to the market the veritable that will be produced from the green house and other agricultural produce from this farm settlement.

”I also found that irrigation is going to be a problem, the borehole sunk here in the past are dried up,” Omoun said.

The commissioner expressed optimism that in the next six months when the pilot project would start that the roads and irrigation facilities would be in place.

The Commissioner was accompanied my the Permanent Secretary, Mr Ben Agamah and other top management staff of the ministry.

No more cutting corners in project execution – Delta Commissioner

The Delta Commissioner for Works, (Highways and Urban), Mr Reuben Izeze,  says no more cutting corners in project execution in the state.

The newly sworn in commissioner stated this on Thursday in Asaba when he assumed duty after his inauguration by Gov. Sheriff Oborevwori.

According to Izeze, there is no more cutting corners in project execution in the state.

”The governor does not cut corners, he is a man of very high standards and I know that the Ministry of Works will be one of his star ministries in the cause of this administration.

‘’The people of Delta  are looking forward to the ministry doing something differently from what has been the norm.

”And I believe that it is time to do things differently. Whatever projects we are doing must be able to stand the test of time,” he said.

Izese added that ”In this administration, because the governor has promised the people of the state  the ”MORE agenda” to advance the state, I can assure you that we must get back to delivering superior projects.

‘’We will do projects that will make the people of Delta proud and  understand that the Oborevwori’s  administration means to keep its commitment to the state, particularly in the area of quality of roads and bridges both in the rural, urban, riverine and highways.”

Izeze charged the engineers in the ministry to be up in their game in realising the visions of the governor in delivering quality projects that would stand the test of time.

In the same vein, the Works Commissioner (Rural and Riverine Roads), Mr Charles Aniagwu, stressed the need for the staff of the ministry to effectively discharge their duties.

Aniagwu cautioned the civil servants against laxity or cutting corners in the supervision or execution of projects in the state.

‘’We will make supervision much more frequent. No matter where the road is in the state.

”It must be visited while the schedule officers should be able to give us regular updates on the project so that if the contractor has a challenge, we can address it on time,’’ Aniagwu said.

The commissioners who took their turns to familiarise themselves with the engineers and civil servants in the ministry addressed them on their expectations towards the realisation of the ”MORE agenda” of the governor.

They stressed the need for cooperation of staff in the ministry to achieve the desires and aspirations of the state  government.

Earlier, the Permanent Secretary, Mr Fred Edafioghor, who conducted the commissioners around the offices upon disclosed that the ministries inherited over 400 projects at various levels of completion from the previous administration.

Tribunal admits Gbagi’s evidences against Delta gov, others

The Governorship Election Petition Tribunal sitting in Asaba, Delta, has admitted in evidence documents tendered by Chief Kenneth Gbagi, the governorship candidate of the Social Democratic Party (SDP) in the March 18 governorship election in the state.

At the tribunal sitting on Saturday, the three-man panel, led by its Chaiŕman, Justice C. J. Ahuchaogu,  admitted the evidences tendered by the lead counsel to Gbagi, Mr. Magaji Ibrahim (SAN).

Ibrahim told the panel that the election, which produced the Peoples’ Democratic Party (PDP) governorship candidate, Chief Sheriff Oborevwori, as governor of the state, was characterised by irregularities, electoral malpractices, non-compliance with the 2022 Electoral Act, among others.

Meanwhile, Counsel to the respondents said they would canvass the reasons for their objections in their final written addresses after their failed attempts to object to the evidences tendered before the tribunal.

Ahuchaogu, however, told the counsel that in as much they had allowed the documents to be tendered, their actions implied that they had given their consent for the documents to be tendered.

He also made it known to the counsel that they still had the opportunity to object in their final written addresses as they had earlier stated.

After arguments from the counsel, Ahuchaogu, ruled that the petitioner needed to prove or establish the substance of such documents even when the evidences were admitted.

“We hereby grant the application for the counsel to tender these documents,” Ahuchaogu said.

The tribunal subsequently adjourned till July 19 and 20 for continuation of hearing on the petition.

Court of Appeal quashes another suit challenging Gov-elect Oborevwori’s qualification

The Court of Appeal sitting at Abuja, has quashed a pre-election appeal filed by Chief Ikie Aghwarianovwe, seeking the disqualification of Delta State Governor elect, Hon. Sheriff Oborevwori.

Chief Ikie had filed a suit sometime in October 2022, alleging that Rt. Hon. Oborevwori submitted false documents to INEC to aid his qualification for 2019 House of assembly election in Delta State. Chief Ikie further claimed that as a result of the alleged forged documents, Rt. Hon. Oborevwori was not qualified to contest the Delta State 2023 gubernatorial election.

The suit was initially assigned to the Hon. Justice Ekwo of the Federal High Court, Abuja, but subsequently transferred to Asaba, Delta State.

In the Course of trial in Delta State, PDP and Rt. Hon. Oborevwori, in addition to denying the allegation of forgery, also raised objection that the suit is statute barred, as documents submitted to INEC in 2018 towards the 2019 general election, cannot be a ground for disqualification of a candidate in 2023.

The trial Court upheld the Defendants’ objection and went further to pronounce that Chief Ikie failed woefully to substantiate the allegations of forgery.

Aggrieved, Chief Ikie appealed to the Court of Appeal, sitting at Benin City.

In a unanimous judgment, the Court with the Honourable Justice Peter Olabisi Ige, JCA, sitting at Abuja, delivering the leading judgment agreed with the trial court and resolved all the issues for determination in favour of Rt. Hon. Sheriff Oborevwori.

The Court specifically found that Chief Ikie’s case is moribund and cannot be revived under any guise. The Court of Appeal came down heavily on the Appellant, Chief Ikie, for alleging falsification without calling the institutions that issued the certificates to Rt. Hon. Oborevwori.

SDP Exco members dump Gbagi, embrace Oborevwori +Photos

… say they’re not part of any litigation against Delta Gov-elect

…as Oborevwori dedicate his victory to all Deltans

Members of the Exco of the Social Democratic Party (SDP) in Delta State have dumped the gubernatorial candidate of the party in the 2023 general elections, Chief Kenneth Gbagi and embraced the State Governor-Elect, Hon Sheriff Oborevwori.

The Delta State Chairman of the SDP, Ambassador Oke Idawene, speaking on Wednesday, when he led Exco members of the party on a courtesy visit to the State Governor-Elect, Hon Sheriff Oborevwori in his office in Asaba, made it clear that that they had nothing to do with Chief Kenneth Gbagi, saying he was on his own.

According to him, they were not part of any litigation brought against the state Governor-Elect, Hon Oborevwori by the SDP Governorship Candidate, adding that Chief Kenneth Gbagi imposed himself on members of the party in the State.

While saying that the dream of making Oborevwori as a Governor has been realised collectively, Ambassador Idawene said that: “We want to let you know that we are not part of any litigation against your emergence as Governor-Elect of Delta State.

” This visit is calculated to tell the world that we did not do it in hiding , we did it to say that before SDP, there was a Delta State and that you are the Governor-elect and in few days, you will be sworn in as the Governor of Delta State and not PDP. The entire Exco here is saying that everything we will do to ensure that Hon Sheriff Oborevwori succeed in Delta, we will do it”.

“We are Deltans, we are doing what Delta State stands for and not party affairs, our members will be in the tribunal as agents of the party to say that Chief Kenneth Gbagi was never ready for elections, he did not pay one single agent and that we have rejected him body, soul and spirit.

“During the elections nobody here voted for SDP, we all voted PDP, we also voted for our Governor, Senator Dr Ifeanyi Okowa for Presidency . Having said so, we can testify from Olomoro there was zero vote in SDP in my unit. We are identifying with this coming administration in Delta State”, the SDP Chairman said.

He added:”You are leading us for eight years and not four years. All litigations will go away, we are not going to say you are for someone else tomorrow whether PDP, SDP, APGA, there is a Delta State and that is what we stand for. From now on, we stand with you by the grace of God and we will not defer, like I told you earlier, we will never leave you. Delta State must move forward”.

Responding, Delta State Governor-Elect, Hon Sheriff Oborevwori, expressed gratitude to the SDP members for the visit, saying that; “I have told our people that I want to be Governor for all Deltans.

” I want to use this opportunity to thank all Deltans for the organic love because in all, we were able to win 21 local governments out of the 25 local governments in the state by the special grace of God with a margin of 119,880. I believe Deltans have spoken and the victory is for all of us”.

The Governor-Elect who is also the Speaker of the Delta State House of Assembly and National Deputy Chairman of the Conference of Speakers of State Legislatures of Nigeria added that; “I have told Deltans that I am a Pan-Deltan, I want to serve Deltans. You can see that the transition committee is all about inclusiveness, comprising of the youths, Christian community, public and private sectors which shows that the government that is coming is for all of us. I want to serve, I want to be a servant leader”.

“Thank you for coming, we will continue to work together to see how we can take Delta State to an enviable height and I know by the time we are done with our first tenure by the special grace of God , Deltans will be very happy and Nigerians will be very happy as well. Thank you for coming for this show of love. God will continue to bless SDP, PDP and other political parties in Jesus Name, Amen.
