    Enugu Assembly orders suspension of work on disputed lands

    The Enugu State House of Assembly has ordered the immediate suspension of work on the land in dispute among Obeagu Awkunanaw, Ugwuaji, Ugwu Afor Akpugo, and Umuedenwaoko Akpugo.

    The order is contained in a statement issued by the Chairman, Special Committee on Land Disputes, Mr Pius Ezugwu, and made available to newsmen in Enugu on Monday.

    Ezugwu stated that the order became imperative to pave the way for all parties to work toward a peaceful resolution of the dispute.

    He warned that engaging in any activity on the disputed land was an invitation to violence and war which, he said, the committee would not tolerate.

    He directed the police and other security agencies to arrest anyone found around the disputed lands or engaging in any form of work in the place.

    He also directed traditional rulers, president-generals as well as developers in the affected communities to appear before the committee at the Assembly complex on Tuesday.

    According to him, the crucial meeting is vital for a comprehensive discussion and resolution of the land dispute.

    Sanwo-Olu presents 2024 budget to Assembly on Wednesday

    Gov. Babajide Sanwo-Olu of Lagos State will on Wednesday, present the 2024 budget before the Lagos State House of Assembly.

    The Commissioner for Information and Strategy, Mr Gbenga Omotoso, said in a statement that the Appropriation Bill would highlight the details of planned capital projects.

    Omotoso said the Appropriation Bill would also highlight the details of recurrent expenditure and anticipated revenue for the fiscal year, and would be laid for consideration before the House of Assembly.

    ”This presentation will follow the over 80 per cent impressive performance of the Y2023 Budget in Capital Expenditure across Q1, Q2, and Q3.

    ”Expected at the event are representatives of economic, political, cultural, and civil society organisations,” he said.

    Benue Assembly lifts suspension of 2 members

    The Benue House of Assembly has lifted the three months suspension imposed on two members, Mr Anthony Agom (PDP-Okpokwu) and Mr Solomon Gyila (APC-Gwer-West).

    This followed a motion by Mr Isaac Ochekiliye (PDP-Ohimini) on Friday, appealing to the house to lift the suspension.

    Four members of the House were suspended on Monday for disrupting legislative activities.

    Ochekiliye urged the house to lift the three months suspension on the four lawmakers so that their constituents did not miss their effective representation.

    He called on the speaker and principal officers of the house, to reconsider action and recall the lawmakers.

    Supporting the motion, Mr Michael Audu (PDP-Adoka/Ugboju), appealed that the suspension be lifted to ensure their return for effective representation of their people.

    Also speaking, Abu Umoru (PDP-Apa), Mr Simon Gabo (APC-Mata), and Mr Manger Manger (APC-Tarka), said the house leadership should lift the suspension for the sake of humanity and  to also give a sense of belonging to their constituents.

    The Speaker, Mr Hyacinth Dajoh in his ruling,  said that the decision was not personal but for the interest of the state.

    Dajoh said, “out of the four suspended members, Agom and Gyila have shown remorse and will be recalled while Douglas Akya (PDP-Makurdi South) and Cephas Dyiko (LP-Konshisha) will be granted more time to show remorse for their actions.

    In a related development, the house also screened and confirmed the remaining two caretaker committee chairmen whose names were stepped down on Monday.

    The confirmed chairmen included Mr Ire Arubi and Yabuku.

    Rivers Assembly gets new Majority Leader, Chief Whip

    Mr Major Jack (PDP- Akuku Toru 1) and Mr Frankline Nwabochi (PDP-Ogba/Egbema/Ndoni 1) have emerged Majority Leader and Chief Whip of the Rivers House of Assembly.

    The new house leaders emerged and subsequently took oath of office following an election by 27 members during Wednesday’s plenary at the Assembly chamber.

    Commenting on their emergence, Speaker Martins Amaewhule (PDP- Obio/Akpor 1) congratulated the officers while also charging them to remain committed to their new responsibilities.

    Also Mr Enemi George (PDP-Asari Toru II) moved a motion to commend the speaker.

    The motion was unanimously supported by members as they extolled the sterling leadership qualities of the speaker and his team.

    In separate remarks, members applauded the house leadership for upholding the tenets of democracy.

    Similarly, the ‘Financial Autonomy Bill, 2023’ has scaled second reading.

    The speaker emphasised the importance of the bill and stated his conviction that when passed, the governor would assent to it.

    The speaker, however, alleged that the governor, Mr Siminialayi Fubara, had withheld the funds meant for management of the Assembly for the month of November.

    He assured of the readiness of the house to continue its constitutional functions, irrespective of negative distractions.

    The bill has also been referred to the House Committee on Public Accounts for hearing and other legislative scrutiny.

    The 32-member house had been operating in two factions since October, following the impeachment of the Majority Leader Edison Ehie.

    While Matins Amaewule retained 26 members, Edison Ehie had been operating with 4 members.

    Rivers State is under attack – Speaker

    The Rivers State House of Assembly said the state was currently under attack by individuals who did not want the legislature to deliver on its constitutional mandate.

    The Speaker, Mr Martins Amaewule, and his 26-member faction, unanimously condemned the burning of the assembly chamber during plenary on Tuesday.

    Members, therefore, called for arrest and prosecution of individuals found to be involved in the act.

    According to Amaewule, whenever the legislature of any state or nation is under attack, that state or nation is under attack too.

    ‘’Members of the legislature are representatives of the people but currently in Rivers, there is a problem because the legislature is under attack by some individuals who do not want it to perform its constitutional roles.”

    The house, also during the sitting being the 83rd legislative session, made a first reading on the State House of Assembly Funds Management (Financial Autonomy) Bill, 2023.

    The bill, sponsored by 27 members, including the Speaker, was presented at the floor by Mr Enemi George (PDP – Asari Toru II).

    Explaining expectations of the bill, George noted that the bill sought to cater for the management of funds accruing to the assembly from the consolidated revenue fund of the state.

    He said the measure was to ensure accountability and efficient utilisation of funds and other related matters.

    George also noted that passage of the bill would promote independence of the legislature, accountability and efficient funds utilisation.

    The state has two factions of the assembly following the crisis that erupted on Oct. 30, resulting to the burning of the hallowed chamber of the House.

    The aftermath of the crisis led to the division in the assembly, with Speaker Amaewule leading 26 members while Mr Edison Ehie (PDP-Ahoada 11) leading four members as a speaker.

    Lone PDP member in Yobe Assembly defects to APC

    Alhaji Lawan Majakura, the only Peoples  Democratic Party (PDP) legislator in Yobe House of Assembly, has defected to the All Progressives Congress (APC).

    Majakura, who represents Nguru 2 Constituency in the Assembly, joined his party on Thursday.

    Receiving the lawmaker in Damaturu, Gov. Mai Mala Buni described Majakura as a young and vibrant politician with huge potential.

    “Politics is about service to the people, l am impressed with your commitment to serve your constituency effectively.

    “I am also impressed with the calibre of people that accompanied you to this event.It shows your acceptance by this group of credible politicians,” he said.

    Earlier, Majakura said he left PDP for APC because the Buni administration was doing a lot for the people of his constituency.

    He said the construction of roads, housing estates, medical facilities, and other projects had transformed many communities in his constituency.

    “I want to join hands with you and support you in serving my constituency to improve the lives of my people.

    “I am convinced that we can achieve more if l am on the same page with you in the APC; it will benefit the people of my constituency better,” lawmaker said.

    In his remarks, the Speaker of the House, Chiroma Mashio, described the lawmaker as a great defender of the interest of his people.

    ” Majakura has demonstrated serious commitment to defending the interest of his people on the floors of the Assembly.

    “His defection to the APC is an advantage to the party and the government of Yobe state,” Mashio said.

    Recall that Majakura, a 33-year-old volunteer teacher, defeated the former Speaker of the House, Ahmed Mirwa, at the March 11, 2023 election, to emerge as the new representative of the constituency.

    Impeachment: I want my offences made public – Fubara challenges Rivers lawmakers

    Gov. Siminalayi Fubara of Rivers, on Monday, challenged the state House of Assembly to make public the offences that warrant impeachment proceedings against him.

    Fubara issued the challenge in a statement issued in Port Harcourt by his Senior Special Assistant to the Governor on Media, Mr Boniface Onyedi, and made available to newsmen on Monday.

    The statement was his first official reaction to the announcement of the commencement of impeachment proceedings against him by the House.

    The Deputy Speaker, Mr Maol Dumle, had during the house plenary session on Monday moved a motion to commence impeachment proceedings against the governor.

    Maol hinged his motion on the governor’s alleged ‘’misconduct, unbecoming of a governor”.

    Meanwhile, Fubara has condemned the bombing of a section of the House of Assembly complex by suspected hoodlums, who allegedly attacked the building with Improvised Explosive Device.

    In a statement, he described as unfortunate the attempt by “some disgruntled persons to forcefully take over control of the assembly”.

    “The truth is that everybody who knows me know that I am a peaceful person.

    ‘’I can never ever, even if I am aware that there is a plot to impeach me for whatever reason, be part of such destruction.

    “I am worried that a facility like this that we used taxpayers money to build will be destroyed for selfish reason just to please somebody,” he said.

    Fubara described as null and void any illegal legislative actions that had been taken by some members, who held a purported plenary session.

    According to him, whoever masterminded the attack at the assembly was trying to divert attention.

    The governor said that he would resist any attempt without justification to impeach him.

    “Let them tell Rivers people my offence.

    “Come out and tell the people of Rivers that offence that Fubara committed that warrants impeachment.

    “My happiness this morning is that the people of Rivers, represented by everyone of you here, are with us.

    “Let me assure you people that we will continue to defend you.

    “We will protect you and you will enjoy the dividend of democracy,” he stated.

    Fubara alleged that some security operatives had been compromised.

    He alleged that his vehicle was directly shot on his way to the assembly complex to access the extent of damage caused by the early morning bombing.

    He commended the youths for standing up to protect the interest of the state.

    Recall that the house also moved four additional motions to remove the Majority Leader of the House, Edison Ehie, for alleged inability to effectively discharge his responsibilities.

    The other three motions were for the suspension of Mr Victor Okoh (Bonny constituency), Mr Goodboy Sokari (Ahoada West constituency) and Mr Adulphus Timothy (Opobo/Nkoro constituency).

    No fewer than 24 of the 32 lawmakers voted in favour of the motions.

    Impeachment: Drama as Ondo Assembly counsel denies writing petition against Abuja judge

    There was a mild drama at Federal High Court in Abuja, on Monday, as counsel to the Ondo House of Assembly, F. E. Emodamori, denied being the author of a petition written against Justice Emeka Nwite at National Judicial Council (NJC).

    Emodamori, who appeared for the state assembly and its Speaker, Olamide Oladiji, refuted the allegation levelled against him by Ebun-Olu Adegboruwa, SAN, lawyer to the embattled Deputy Governor, Lucky Aiyedatiwa.

    The News Agency of Nigeria (NAN) reports that Justice Nwite had, on Sept. 26, restrained the Ondo State assembly and its speaker from impeaching Aiyedatiwa, over alleged gross misconduct pending the hearing and determination of the interlocutory application.

    The judge gave the interim order in a ruling shortly after Kayode Adewusi, counsel who appeared for Aiyedatiwa, moved the ex-parte motion to the effect.

    The judge also restrained Gov. Rotimi Akeredolu from nominating a new deputy governor and forwarding the name of same to the lawmakers for an approval as the state’s new deputy governor based on a letter of resignation purportedly authored or signed by Aiyedatiwa.

    The deputy governor had, in an ex-parte motion marked: FHC/ABJ/CS/1294/2023, sued the Inspector-General (I-G) of Police and the the Department of State Services (DSS).

    Others joined in the suit are Gov. Akeredoku, Speaker of the House of Assembly, Chief Judge of Ondo State and the House of Assembly as 1st to 6th respondents respectively.

    In the application dated and filed by Adelanke Akinrata on Sept. 21, Aiyedatiwa sought for four reliefs.

    The judge, after granting the reliefs, fixed today for hearing of the motion on notice.

    Upon resumed hearing on Monday, Adegboruwa informed the court development about the matter.

    He said on Oct. 6, the All Progressives Congress (APC) set up a reconciliation committee headed by former Katsina State governor to settle the issues.

    “In line with extant practice and procedure of this honourable court to encourage parties to promote settlement, it is our humble view that the court allows and encourage the reconciliation effort as the continued prosecution of this suit may be hostile to those efforts,” he said.

    Besides, Adegboruwa said on Oct. 3, the speaker and the assembly (4th and 6th defendants) submitted a petition to NJC “accusing this very court of compromise and deploying all manners of unprintable epithets against the court.”

    He said the petition is still pending before the NJC

    “The consequence of that petition is to express lack of confidence in this honourable court.

    “And if the allegations are investigated and found to be correct  God forbid, the consequence will be that this court may not be in the position to proceed on the determination of this suit,” he said.

    The senior lawyer, therefore, prayed the court to direct the speaker and the assembly, through their counsel, Emodamori, to serve all parties in the suit with the said petition in order for them to respond too.

    He also prayed the court to direct them to stop further attack on the judge

    “I watched on television news where they described my lord as ‘a certain judge,’” he said.

    Adegboruwa said that the derogatory comment was also confirmed in a letter dated Sept. 29 and authored by Emodamori to the state’s chief judge.

    He, therefore, urged the court to adjourn the suit sine die (indefinitely) to await the outcomes of the APC reconciliatory effort and the petition file to the NJC.

    But Kassim Gbadamosi, SAN, counsel to Akeredolu, who objected to indefinite adjournment, said Ondo State was not a one-party state.

    He said the APC’s move was only to reconcile Akeredolu and Aiyedatiwa which did not affect other political parties which made up the assembly.

    “They cannot impose their whims on the house which has APC, PDP, Labour Party and APGA,” he said.

    He also said whatever allegations Adegboruwa raised about media engagement were mere documentary hearsay.

    “Your lordship should take it with a pinch of the salt,” he said.

    He equally said he had not seen the petition against the judge, describing it as hearsay.

    “My learner friend did not even bring a copy of the petition, so it should be regarded as hearsay my lord,” he said.

    He said giving an indefinite adjournment in a matter of this nature is like giving judgment on the matter which had not been heard, going by the earlier interim order.

    Gbadamosi prayed the court to refuse the application.

    He said instead, the court should order parties to address it on whether it has jurisdiction to hear the matter.

    Making his submission, Emodamori denied calling Nwite “certain judge “

    “Speaking from the utmost duty of a counsel to speak the truth from the bar, I want to say with all categorical assertion that I never used and will never use or encourage any one to use such derogatory language or gutter language against your lordship either in the letter the learner silk referred to or in any media interaction on the subject matter,” he said.

    Emodamori admitted that the speaker and the assembly indeed wrote a petition against the judge, but denied being the author.

    “It was authored by the 6th defendant (house of assembly) and signed by the 4th defendant (speaker) and not counsel.

    “Regrettably my lord, it was in that petition that that unacceptable language ‘certain judge’ was used.

    “It was used regrettably by the parties who authored the petition.

    “So I will never use that language. My learner silk knows that I also have respect for him.

    “He is one of my own role models. I am shocked that the same person alleged this against me,” he said.

    Justice Nwite, who condemned the act, said it was unfortunate that lawyers would allow themselves to be used by politicians to denigrate the court.

    “I know how I have managed my career, to build my carry as a judge.

    “Why should somebody in his own opinion decide to dent my image which I have built for long.

    “If you know that you are not comfortable with that interim order, you approach the court and apply that it should be varied.

    “The  Nigerian Bar Association too is not helping matters. When you see this kind of things, you asked what is the need?

    “Anybody who has been following my adjudication will know that I am not the kind of judge who can compromise. It is quite regrettable,” he said.

    The judge adjourned the matter until Oct. 16 to rule on whether the matter be adjourned indefinately or not.

    He also ordered that hearing notices be served on the I-G and the DSS, who were not represented in court.

    Impeachment move: Despite Court injunction Ondo lawmakers direct CJ to set up panel

    Ondo State House of Assembly has issued a fresh directive to the state Chief Judge, Olusegun Odusola, to immediately set up a seven-man panel to investigate the Deputy Governor on the allegations leveled against him.

    This is as result of the failure of the deputy governor, Lucky Aiyedatiwa to respond to the notice of allegation of gross misconduct levelled against him.

    Speaker of the assembly, Olamide Oladiji gave this directive during plenary on Tuesday.

    According to the speaker, the constitution stipulates that the assembly should wait for seven days for the deputy governor to respond which had now lapsed.

    A court of appeal sitting in Abuja had restrained the state house of assembly from carrying out the impeachment process against the Deputy Governor.
