    Jigawa State House of Assembly moves to stop open defecation

    A bill to prevent open defecation across Jigawa State has been passed by the state’s House of Assembly.
    The bill was passed on Tuesday during the House plenary presided by the Speaker, Hon Idris Garba Jahun.

    Jahun explained that the bill is aimed at promoting sanitation and public hygiene across the state.

    According to him, when the bill was signed into law, any person caught urinating or defecating openly not in house, public toilet and other designated places, will face the wrath of the law.

    He opined that under the law, the person can be sentenced to one month imprisonment, committed to community service or minimum of five thousand naira fine.

    Earlier, while presenting the bill for third reading, the chairman House Committee on Water Resources, Hon Haruna Aliyu Dangyatin, a member representing Miga constituency, said the bill was brought for third reading after consultation and collecting inputs from civil societies, professional, civil servants, religious leader and other stakeholders.

    Dangyatin posited that the bill has made a provision for the establishment of a technical working committee at state and local government levels to support the implementation of the law.

     

    “Also, any person who constructs a house, establishes factory or commercial centre must construct toilets in the premises and failure to do so will attract penalties,” he asserted.

    LG Autonomy: NULGE executives stage protest in Ogun State

    Nigeria Union of Local Government Employees (NULGE) Obafemi Owode chapter, Ogun State has staged a protest demanding for the autonomy of Local Governments in the state.

    NULGE executives and a score of members of the Union gathered at Mowe bus-stop in Ogun state chanting solidarity songs and carrying placards with different inscriptions stating demand of Local Government autonomy.

    The protesting NULGE executives and members headed to the resident of Hon. Damilola Soneye, who is representing Obafemi Owode Constituency at the Ogun state House of Assembly.

    Although, the protesters didn’t meet Hon Soneye at home, but that didn’t deter them from making their grievances known.

    Speaking to the representatives of Hon.Soneye, comrade Bola Faupe mentioned that their demands aren’t something difficult to do.

    ” We just want him Hon. Soneye who is unavoidably absent today to please help push the bill when it’s being introduced at the Ogun state House of Assembly. We urge him to join in this advocacy of Local Government autonomy”

    When TheNewsGuru.comTNG contacted Hon.Soneye, he said that he was in support of their agitation and would do everything within his power to ensure that he alongside his colleagues try their best to endorse the bill when it’s introduced to the floor of the House.

    According to him, he’s been agitating for Local Government , Legislative and Judiciary autonomy for years and would gladly be in support of this particular demand.

    ”I’ve always been an advocate of Legislative and Judiciary autonomy, I’m fully in support of the Local Government autonomy. I will do everything with my capacity to push for it at the floor of the house and ensure that it sees the light of the day” He said

    Seat of Plateau State House of Assembly former Speaker, Abok Ayuba, declared vacant

    The seat of the immediate past Speaker of Plateau State House of Assembly, Hon. Abok Ayuba, on Tuesday, was declared vacant following his defection to the Peoples Democratic Party (PDP).

    The decision was taken during plenary that took place at the temporary chamber of the House (old Government House) Jos.

     

     

    Speaker of the House, RT. Hon Yakubu Sanda, who presided over plenary said the decision of the House followed a letter from the Plateau State chapter of the All Progressives Congress (APC), urging the Speaker to declare Abok’s seat vacant following his defection from the APC to the PDP contrary to Section 109 (1) of the Nigerian Constitution.

     

    Recall that the former Speaker had last weekend dumped the ruling APC for the PDP.

     

    Abok, who represents Jos East Constituency, had been having a frosty relationship with the ruling APC in the state since he was purportedly impeached five months ago by eight members of the House.

     

    Meantime, the House has also declared the seat of the immediate past member representing Irigwe/Rukuba State Constituency Hon. Musa Agah vacant.

     

    Agah last month won the Jos North/Bassa Federal Constituency bye-election, which left the seat vacant.

    PDP to challenge impeachment of Zamfara deputy governor in court

    The Peoples Democratic Party (PDP) says it is working on plans to challenge the impeachment of Zamfara deputy governor, Alhaji Mahdi Aliyu by the state House of Assembly from office.

    The party stated this in a statement by its National Publicity Secretary, Mr Debo Ologunagba in Abuja.
    Ologunagba said that the impeachment by the House was illegal and as such a nullity.

    “The PDP is reviewing the actions in Zamfara in this violent assault on the Rule of Law and will take appropriate actions necessary.

    “In any case, the PDP and the people of Zamfara will not allow the impunity being foisted on the state to stand and appropriate legal action is being taken in that regard.

    “Fortunately, our party has implicit confidence in the judiciary, which has in the past demonstrated its capacity and ability to defend the Constitution and the Rule of Law,” he said.

    Recall that the House had on Feb. 22, impeached Aliyu from office.

    This followed the adoption of a motion by Majority Leader, Faruku Dosara (APC -Maradun 1) at plenary in Gusau.

    The motion came shortly after the House adopted the report of Justice Haladu Tanko panel which investigated alleged cross misconduct and abuse of office against the deputy governor.

    Speaker Nasiru Muazu, who presided over the sitting, directed the Mr Clerk Saidu Anka, to conduct a voice vote on the impeachment and 22 out of the 22 lawmakers present, voted in favour and the deputy governor was pronounced impeached.

    Gov. Bello Matawalle and Aliyu assumed office office under the platform of PDP, but the governor defected to All Progressives Congress ( APC) on June 28, 2021. Their relationship became sour after Aliyu decided to remain in PDP.

    Zamfara lawmakers: “We have credible evidences to impeach Deputy Governor”

    The Zamfara State House of Assembly on Monday expressed confidence in the witnesses presented at the investigative panel hearing for the impeachment process against the state’s deputy governor, Mahadi Aliyu-Gusau.

    A counsel to the lawmakers/complainant and Director, Legal Matters of Zamfara of the Assembly, Nasiru Jangebe, stated this while speaking with newsmen after the maiden sitting of the impeachment panel which held at the State High Court 4, Gusau.

    “You know, we have mentioned our case and led seven witnesses before the panel and the matter was adjourned to Tuesday for address.

    “We are satisfied with all our submissions, we believe that the witnesses are credible and unchallengeable,” he said.

    On the restraining order given by the Federal High Court Abuja, Jangebe said when that order was issued, there was no impeachment process against the deputy governor.

    “You know by the provision of the Constitution, once the impeachment process starts, no court should interfere in the matter.

    “Therefore, as far as I am concerned, that order will not affect this process,” he explained.

    The deputy governor who is the defendant was absent at the sitting without representation.

    Confusion as Ebonyi Assembly elects new deputy speaker while former denies resignation

    Controversy stirred on Monday at the Ebonyi House of Assembly as 15 of the 24-member assembly, elected a new deputy speaker after the purported resignation of the substantive one.

    Chief Francis Nwifuru, Speaker of the House read a letter purportedly written by Chief Obasi Odefa, Deputy Speaker of the House indicating that he (Odefa) had resigned his position as a House member and subsequently, the Deputy Speaker.

    Nwifuru quoted Odefa as writing that after due consultations with his family, selected stakeholders and political associates, the resignation would give him time to pursue other engagements.

    Mr Onu Nwonye (APC-Ohaozara West) moved a motion for Odefa’s replacement and subsequently nominated Mr Kingsley Ikoro (Afikpo North-West) to replace him.

    Mr Anthony Nwegede (APC–Izzi East) seconded the motion for Ikoro’s election into the position as the members overwhelmingly voted for his election.

    Nwifuru congratulated Ikoro and urged him to discharge his duties equitably.

    “It gives me joy that Ikoro has assumed this position because when I was the Deputy whip of the House in 2011, he was the Chief Whip.

    “The House is united and once you discharge your duties to the people whatever anyone says will not affect you,” he said.

    Odefa, in a swift reaction, while briefing newsmen in the company of other Peoples Democratic Party (PDP) members of the House, denied ever resigning his House membership or writing any letter to that effect.

    “The whole scenario is the desperate ambition of some people who felt uncomfortable that I refused to defect to the APC with them.

    “The question is why should I resign my membership of the House of Assembly when those people are not my constituents who elected me into office,” he said.

    He swore never to had defected to the APC, insisting that he never attended any meeting, rally or other form of gathering convened by the party.

    “I will use all legal means to seek redress on the issue and since I affirmed my membership of the PDP, I have received all forms of threats even on my family members,” he said.

    Mr Oliver Osi (PDP-Ivo) also used the ocassion to deny ever defecting from the PDP to the APC, noting that he had no reason to leave his party.

    Recall that political tension heightened in the state since Feb.19 when Odefa affirmed his PDP membership and raised alarm over planned impeachment on him in the House.

    ZASIEC commissioner dies in fatal road accident

    Alhaji Hashimu-Shehu Gazura, a commissioner of Zamfara State Independent Electoral Commission (ZASIEC) is dead.

    Gazura, who was a former member of the Zamfara State House of Assembly, it was gathered, died in a fatal road accident on Friday.

    Chairman of the State House of Assembly Service Commission, Alhaji Mansur Bungudu confirmed the incident in a statement on Saturday.

    According to Bungudu, the deceased will be buried today according to islamic rites.

    “He died yesterday (Friday) as a result of a fatal motor accident on Yawuri Road in Kebbi State.

    “The deceased funeral prayer is scheduled to hold at Gummi Emir’s Palace on Saturday by 11:00 a.m,” the state reads.

    Court fixes date for suit challenging impeachment of Plateau Speaker

    A High Court sitting in Jos on Monday fixed March 15 for suit challenging to the removal of Mr Abok Ayuba as Speaker of Plateau House of Assembly.

    The suitfiled by Mr Gwottson Fom, member representing Jos South Constituency and Mr Tyem Pirfa, member representing Langtang Central, challenged the impeachment of Abok describing it as illegal.

    Other defendants in the suit are the new Speaker Yakubu Sanda, Clerk of the House, Longbab Wuyep, the Plateau Government, the Nigeria Police, the Nigeria Security and Civil Defence Corps and 10 others.

    Counsel to the Nigeria Police, N.K Tali prayed the court for time to enable him the respond to the claims.
    Other counsel did not appear before the court.

    The lead counsel to the claimants, Edward Pwajok, SAN, did not object to the application for extension of time.

    Justice Nafisa Musa fixed March 15, for hearing.

    The News Agency of Nigeria (NAN) reports that on Oct. 28,2021, Abok was removed by eight members of the legislative arm of the government. Sanda, was named as the new Speaker.

    He was removed by the lawmakers from the ruling All Progressives Congress.

    A Zamfara State House of Assembly, member, Alhaji Ibrahim Na’iddah (APC, Gusau 2 Constituency) has died at 68.

    This was contained in a statement issued in Gusau on Saturday by, Mustafa Jafaru-Kaura.

    Mustafa, Director-General, Press Affairs and Public Relations of the assembly confirmed his death.

    The lawmaker died in the early hours of Saturday at the Federal Medical Center, Gusau, following a protracted illness.

    “The remains of the lawmaker was finally laid to rest at the Gusau Central Cemetery along Gangaren Kwata area in Gusau, the state capital.

    “His funeral prayer was performed at the Central Jumu’at Mosque Kanwuri area in Gusau metropolis.

    “The funeral prayer was attended by the Speaker, Zamfara State House of Assembly, Nasiru Magarya, his Deputy, Musa Bawa,

    ‘All members of the state House of Assembly and other government functionaries in the state also attended” he said.

    Condoling the family of the deceased, the Speaker prayed to Almighty Allah to grant the soul of the deceased Aljannatul Firdausi.

    He also urged the family to consider death as destined by Allah,” he added.

    Assembly passes Sokoto 2022 to 2024 expenditure frame work

    The Sokoto State House of Assembly on Tuesday passed the state Medium Term Expenditure Frame Work for 2022 to 2024.

    The passage followed a motion by Alhaji Bello Ambarura, the All Progressive Congress (APC) leader of the assembly.

    He urged the members to consider the expenditure frame work at the level of the Committee of the Whole House.

    Speaking at the plenary, the Chairman, House Committee on Finance and Appropriation, Alhaji Malami Basakkwace (PDP- Sokoto South II), said the frame work provided macro economic projections.

    “These include an analysis to guide aggregate revenue and expenditure for the years under reference for ease of implementation.

    “Accordingly, the expenditure framework projections and fiscal strategy had set out all revenue and expenditure projections for each year.

    “This will guide for effective implementation based on defined objectives and developmental priorities,” he said.

    The Deputy Speaker, Alhaji Abubakar Magaji, who presided over the plenary put the resolution into a voice vote and was unanimously adopted by the lawmakers.

    The medium term expenditure frame indicated a total expenditure, including contingency reserve amounting to N143.7 billion, N154.7 billion and N158.5 billion for 2022, 2023 and 2024, respectively.

    These include a total recurrent revenue amounting to N95.3 billion, N105.3 billion and N115.9 billion and personnel costs amounting to N35.1 billion, N36.8 billion and N38.7, while the capital expenditure gets N75.7 billion, N79.9 billion and N 79.5 billion for the years respectively.

    Indicated also are transfer to capital account N30.2 billion, N34.7 billion and N41.1 billion, financing loans N27.9 billion, N28.4 billion and N29 billion and public debt service N20.4 billion, N23.7 billion and N25.3 billion for the years.

    Others are capital receipts N20.5 billion N21 billion and N13.6 billion overheads N7.3 billion, N7.9 billion and N8.7 billion, planning reserves N3.9 billion, N4.2 billion and N4.2 billion and social contribution and social benefit N2.1 billion for each of the years, respectively.
