  • Panic as Gani Adam’s led OPC faction clash with others in Ibadan

    …Police arrest forty-six (46)

The Oyo State Police Command on Monday arrested 46 rival faction members of the Odua Peoples Congress (OPC) in connection with the mayhem that was perpetrated at Oke-Ado area of Ibadan in the early hours of Monday (today).

There was commotion in the area as early as 6.45am when suspected rival factions of the Congress clashed, leaving several people injured.

Eyewitness said the factions clashed over the control of the area, with several shops and offices looted. Many vehicles were also destroyed.

The eyewitness added that the rival groups engaged themselves using guns, machete and other dangerous weapons in the fight.

“Many vehicle owners driving through the area had to abandon their vehicles and ran to safety.

“The hoodlums shot into the air to scare people away. We don’t know the motive behind the fight, but we heard that they were fighting over the control of the area.

“We also heard that the fight was between New Era faction of OPC and another group loyal to Aare Gani Adams’ faction.”

Efforts to get the response of the National Public Relations Officer of Oodua Peoples’ Congress (New Era), Adeshina Akinpelu, failed as he did not answer his calls, nor did he reply to a text message.

Police sources said the state Commissioner of Police, Abiodun Odude, had to shelve the Monday meeting with senior officers of the command in order to mobilise his men in response to the crisis.

Public Relations Officer of the command, Adekunle Ajisebutu, said the CP also visited the scene of the fight and that peace has been restored.

He, however, did not confirm if the fight was between rival OPC groups.

He said, “Forty-six suspects have been arrested already. Normalcy has since been restored following prompt deployment of policemen to the scene.

“The CP, Abiodun Odude, personally visited the scene where he assured residents of adequate protection.

“He has directed that the CIID should commence discreet investigation into the incident.”

  • Ibadan Chieftaincy title: We‘ll appeal judgment – Ajimobi

The Oyo State Government says it will appeal the judgment which declared unconstitutional and illegal the Commission of Inquiry recommending the elevation of some Ibadan high chiefs to Obas.

Justice Olajumoke Aiki of Oyo State High Court had on Friday declared the retired Justice Akintunde Boade’s Commission of Inquiry which reviewed the 1957 Ibadan Chieftaincy Declaration and other Chieftaincies as unconstitutional and illegal.

The state government had on Aug. 27, 2017 elevated some Ibadan High Chiefs, except one and some district heads (Baales) as obas, an action which pitted them against Oba Saliu Adetunji, the Olubadan.

The Osi Olubadan and former governor of the state, Chief Rashidi Ladoja, had filed a suit to challenge the propriety of the Justice Boade Commission of Inquiry.

Reacting to the judgment of the court on Friday in Ibadan, Gov. Abiola Ajimobi said that the state will appeal the verdict.

The governor made the assertion at the inauguration of a block of classrooms donated by Chief Akin Olujimi (SAN) to Community Secondary School, Ajara in Ibadan.

Olujimi was a former Minister of Justice and Attorney General of the Federation and an indigene of Ajara community in Ibadan.

Today’s judgment on the Olubadan Chieftaincy review will be appealed immediately. We have embarked upon the exercise, not for joke, but for the good of Ibadan and the people.

We will not relent in making Ibadan great and the greatness shall come from various ways, one of which is the review exercise.

You should not expect people to accept change and radical policy for that matter, but we shall get there.

We will not allow the forces of retrogression to overtake the progress Oyo State is making,’’ Ajimobi said.

The governor commended Olujimi over the gesture, calling on other well-meaning Nigerians to emulate this.

He also advised parents to provide necessary means for their wards as a means of making them proud in the future.

The governor said that the event indicated that the School Governing Board (SGB) policy of his administration has continued to yield good results.

Ajimobi stated that many states had enjoyed transformative outlooks through the intervention of the community in their schools.

APC administration since 2017 has established a foundation of peace and security that gave birth to modernisation of the state through massive physical infrastructure, opening of our tourism potentials and the rebirth of our educational policies.

Today, we are celebrating another milestone in the success of the SGB policy as our foremost lawyer, Chief Akin Olujimi (SAN), has reinforced our faith in restructuring our education.

We must all work hand-in-hand to change the face of education in our state the more as we have been getting positive results from our various policies on education. I therefore call on other people with means to do same,’’ he said.

Earlier, Olujimi said he was happy to have contributed to the growth of education, especially in his own community.

He said that he would donate another four blocks of classrooms to Community Secondary School, Ajara, apart from the block being inaugurated.

The former minister called on the students to do more in their studies so as to become great in the future and pay back to their community like he did.

The SGB policy of the present administration is laudable as it has paved the way for somebody like me to contribute to the development of education in my locality and Oyo State.

It is left for you students to reciprocate this gesture by forging ahead in attaining success in your academic pursuits.

The state has done its bit. It is your responsibility as beneficiaries of the progressive policy of the state administration to re-launch your efforts at achieving greatness,’’ he said.

  • Fuel scarcity:Transport fare rises by 100% in Ibadan

As the scarcity of petrol persists in Ibadan, transport fare has gone up by 100 per cent, TheNewsGuru (TNG) reports.

However, in spite of the fuel shortage,TNG observed there were there scores of people at some motor parks, who were set to travel home for this festive season.

At the new Ife road park, the transport fare to Ile-Ife, Osogbo, Ilesa, which previously cost N500, N600 and N700, now attracts N1,000, N1, 200 and N1, 500 respectively.

The fare from Ibadan to Akure, has increased from N1,100 to N2, 200 while to Owo and Akoko, it has gone up from N1, 500 to N3, 000.

At the Lagos park in Iwo road, a trip to Lagos now costs N2, 000 or more as against N1, 000, which it cost two days ago.

Also at the Ojoo park, the transport fare to Ilorin, which previously cost N1, 500 now costs N3, 000 while the fare to Iseyin attracts N1, 200 from the previous N600.

Some of the drivers, who spoke with TNG, attributed the hike in transport fare to fuel scarcity, saying that most of them bought fuel from ‘black’ marketers.

Saheed Olowe, a driver, told TNG that a litre of petrol was sold for between N300 and N350 at the parallel market.

‘‘That is more than 100 per cent increase, so commercial drivers should not be blamed for the hike.

‘‘Those in position of authority should be held responsible for the hardship the masses are passing through,” Olowe said.

Another driver, Joseph Akogun, said the hike in transport fare was a temporary development, which would be reversed once drivers get fuel at the normal price.

Akogun said the scarcity of fuel caught drivers unaware, due to assurances from the government that fuel would be available and that people should not involve themselves in panic buying.

He urged the government to resolve whatever the problem that was responsible for the scarcity in order to save Nigerians from unnecessary suffering.

Some of the passengers at the parks visited, were not in a happy mood, as they lamented the high cost of transport fare to their destinations.

Mr Titus Olominu, a traveller, described the situation as pathetic and called on government to make fuel available at filling stations.

Also, Mr Jide Akinwale said that he had to sell a pair of the new shoes he bought at the park before he could afford the N2, 200 fare to Akure.

Akinwale said he bought the shoes as a Christmas gift for his twin brother but expressed regrets that the unpleasant situation had forced him to sell it.

He appealled to the government to ensure the availability of petrol at filling stations so that fuel could be purchased at N145 per litre.

On her own, Madam Esther Ajetumobi, a widow with three kids, said she had to suspend her trip to her hometown Akoko, Ondo State, due to the hike in transport fare.

Ajetumobi said there was no way she could afford N6, 000 as the cost of travelling to Akoko with her three children.

‘‘I prefer using the money to buy chicken for my children and celebrate Christmas in Ibadan,” she said.

  • Yoruba elders meet in Ibadan, insist on restructuring

The Yoruba elders have insisted that Nigeria must return to a proper federation as obtained in the 1960 and 1963 constitutions to ensure peace and meaningful development.

They made this view known at the Yoruba summit held in Ibadan on Thursday, which attracted Yoruba leaders, governors, parliamentarians, social cultural groups, professional bodies, market leaders and youth groups.

TheNewsGuru.com reports that the summit after exhaustive deliberations issued a communiqué signed by Chief Afe Babalola(SAN) and Dr Kunle Olajide, the Aare of Efon Kingdom.

According to them, the country as a multi-ethnic country could only know real peace and development when it is run along federal lines.

The summit resolved that the greatest imperatives of restructuring Nigeria was to move from a
rent-seeking and money sharing anti-development economy to productivity.

It stated that this could be achieved by ensuring that the federating units are free to own and develop their resources, while they pay agreed sums to the federation purse to implement central services.

The summit agreed that the federating units be it states, zones or regions, which must themselves
be governed by written constitution to curb impunity at all levels.

It demanded that Nigeria should be a federation comprised of six regions and the Federal Capital Territory, Abuja, while the regions shall in turn be composed as states.

The Federal Government should make laws and only have powers in relations to items
specified on the legislative list contained in the constitution of the Federation.

Each region shall have its own constitution containing enumerated exclusive and
concurrent legislative lists regarding matters upon which the regions and the states may
act or legislate.

Contiguous territories, ethnic nationalities or settlement shall be at liberty through a
plebiscite, to elect to be part of any contiguous region other than the region in which the
current geo-political zone or state boundaries places them,’’ the communiqué read.

According to the summit, states as presently comprised in the geo-political zones into which they fall shall become regions and continue to exercise the executive, legislative and judicial functions currently exercised.

States with a region shall determine the items on the legislative lists in the regional constitution for the purpose of good government and the administration.

Also, provision of common inter-state social, economic and infrastructural requirements. Residual powers shall be vested in the states.’’

The communiqué noted that the power to create states shall be within the exclusive powers of the region, which shall be obliged to create a state provided a plebiscite is conducted.

This, it said shall be following a request by an agreed percentage of the residents of the ethnic nationality within a state, while the state holds the power to create local governments and assign functions.

The summit resolved that states shall be entitled to manage all resources found within their boundaries and the revenue accruing therefrom.

The issue of the entitlement of littoral states to shore resources and the extension of such rights from the continental shelf and rights accuring to the Federal Government shall be determined by the national assembly.

The sharing ratio of all revenues raised by means of taxation shall be 50 per cent to the states, 35 percent to the regional government and 15 percent to the government of the federation.

For a period of 10 years from the commencement of the operation of the new constitution, there shall be a special fund for the development of all minerals in the country,’’ it stated.

The summit added that government of the federation shall raise the sum by way of additional taxation on resources at a rate to be agreed by the National Assembly.

It stated that the National Assembly shall set up a body to manage the funds with equal representation of nominees from each of the regional governments.
The summit also said that the National Assembly shall set out and specify the guidelines for the administration of the funds exclusively for this purpose, while the president of the Federation shall appoint a chairperson for the entity so formed

The summit had recalled the great strides made by the Yoruba nation in the years of self-government until the abrogation of the federal constitution in 1966.

It stated that such was evident in mass literacy, novel infrastructural strides and giant leaps in all spheres of human development.

The summit warned that Nigeria was working dangerously to the edge of the slope except urgent steps are taken to restructure Nigeria, saying there was need to restructure from a unitary to federal constitution.

…Ladoja shuns ceremony, says we’ll challenge Ajimobi’s decision in court

Governor Abiola Ajimobi of Oyo State on Friday shocked many as he presented letters of conferment of obaship titles to 30 high chiefs and baales.

TheNewsGuru.com reports that the new obas are among the 32 recommended for the position by the Justice Akintunde Boade panel that reviewed the Olubadan Chieftaincy Declaration. Nine of the obas are members of the Olubadan-in- Council.

They include HRM Oba (Sen.) Former governor of the state, Senator Rashidi Ladoja who was also nominated for elevation was however absent. The remaining 21 obas were, until Friday that they got their letters, baales. The Olubadan,Oba Saliu Adetunji is fiercely opposed to the new dispensation, dismissing it as a joke carried too far. Senator Ladoja who was absent having gone to court to seek an order to aside the panel’s recommendations. Also absent was the Otun Balogun, High Chief Femi Olaifa, who died at the University College Hospital (UCH), Ibadan yesterday morning. He was Special Adviser on Parastatals to Second Republic President Shehu Shagari.

The letter dated August 25, 2017 and signed by the Permanent Secretary, Ministry of Local Governments and Chieftaincy Matters, Mrs. Olawunmi Ogunesan, said the confirment of the new titles takes effect from “Friday, 25th, August, 2017” The letter explained that the conferment qualifies each of the new obas to wear a royal beaded crown and addressed as His Royal Majesty while each of the newly promoted 21 baales will be addressed as “His Royal Highness”. The Olubadan of Ibadan will be addressed as His Imperial Majesty in the new order. Government ,in the letter, says it derives its authority from Section 28(I) Cap. Vol. 1 of the Chiefs Laws of Oyo State of Nigeria 2000, the recently amended 1959 Declaration of Olubadan, relevant Chieftaincies in Ibadanland and the Government White Paper as conveyed in Ibadanland, in Government Gazzette No 14, Notice 27 Vol. 42 of 23rd August, 2017.

It added:”The Governor, His Excellency, Senator Abiola Ajimobi has graciously approved the conferment of obaship on you with effect from Friday, 25th August, 2017. “By this conferment, you shall henceforth wear a royal beaded crown in line with the provisions of the amendments.” Some of the 22 baales promoted to obaship status include the Oniroko of Iroko, Onikereku of Ikereku, Olodo of Olodo, Alaba of Abanla, Onilagun of Lagun and Elegbeda of Egbeda. Others are Alakaran of Akanran, Alajia of Ajia, Onido of Iddo, Alawotan of Awontan, Onijaye of Ijaye, Alakufo of Akufo, Olofa-Igbo of offa Igbo, Oloke of Okelade-Akin, Olugbon of Ile-Igbon and Ologburo of Ogburo Governor Abiola Ajimobi said the coronation and presentation of instrument of office will come up tomorrow, at Mapo Hall where all the crowns will be on display.

The governor, who was represented by the Secretary to the State Government (SSG), Alh. Olalekan Alli, said the new status is in the best interest of Ibadanland and the state, adding that it would not undermine the powers or status of the Olubadan in any way. The Commissioner for Local Governments and Chieftaincy matters, Mr. Bimbo Kolade, said the newly promoted obas are to wear smaller crowns that will not demean that of the Olubadan in any way. Responding on behalf of the beneficiaries, Oba Lekan Balogun thanked the governor for his doggedness and commitment to ensuring the implementation of a long overdue effort. He promised that the new monarchs would work with the state government to bring rapid development to the people, Ibadanland and the state as a whole. Earlier at a press conference yesterday, the new obas said the governor was in order and that the new dispensation will enhance the honour and influence of Ibadan as a city.

Oba Balogun who spoke for them said the review enjoyed the support of wellmeaning Ibadan indigenes who would love to see the throne of the Olubadan attain the title of ‘imperial majesty’ in its real sense. Balogun explained that the review would not erode the authority of the Olubadan because he will remain the head of all other traditional rulers and title holders in the entire Ibadan land. Balogun also emphasized that the review would not affect the ascendancy system as the high chiefs will continue to move up the ladder until the lucky one mounts the throne of the Olubadan of Ibadan land. He said all other obas will remain under the authority of the Olubadan, adding that the baales who are being elevated also deserve the promotion because of their historical background.

However, former governor of the state, Rashidi Ladoja who was also nominated said the development was against the law and contempt of court.

When contacted, the former governor told newsmen: “I’m sure you are aware that I am in court to prove that the government does not have the right to interfere in the Olubadan chieftaincy matter,” he said when contacted yesterday. “And I am sure government has been served court processes because the Attorney General (AG) was in court for hearing on Monday. “The AG said nothing would be done. So, I’m not interested in anything they are doing because it is illegal. Ibadan chieftaincy issue is a native, local law, not a state law. So, it is the business of Ibadan people.”

  • Video/photos: Makarfi arrives Ibadan, commences reconciliation of aggrieved members

…As Ladoja makes move to return to party

The National Caretaker Committee Chairman of the Peoples Democratic Party, PDP, Senator Ahmed Makarfi on Thursday arrived Ibadan, Oyo State for the reconciliation of aggrieved members of the party in the South-West.

Makarfi, who had earlier inaugurated a reconciliatory committee headed by Governor Nyesom Wike of Rivers State said the party was determined to bring back to its fold all aggrieved members who had joined other parties, particularly the ruling All Progressives Congress, APC.

The PDP Chairman also met with former governor of Oyo State, Rashidi Ladoja who dumped the PDP to found Accord Party.

TheNewsGuru.com reports that Ladoja had earlier given conditions to return to the former ruling party.

Ladoja, who also doubles as the national chairman of the Accord Party requested for ‘amnesty’‎ from PDP.

However, Makarfi assured the former governor that he had committed no offence to be granted amnesty to return to the party. He urged the former governor to join leaders of the party to rebuild it.

In his words: “Politics is dynamic. The convention we planned, there is going to be constitution amendment to address the issue of internal democracy. Only last week, during the primary of our party in Anambra, we granted a waiver to a gubernatorial aspirant. These issues you have raised.

‎”Don’t nurse any fear, let’s start together. We have a committee which seeks to harmonise everybody; let’s start afresh.

“You have not committed any offence to get amnesty. We want to integrate you back. It is better they get integrated under our leadership before the convention. The earlier the better”, he said.

TheNewsGuru.com reports that the Makarfi was welcomed by leaders of the party in the region. They include former governor of Ogun State, Otunba Gbenga Daniel, former Minister of State (FCT) Mrs. Olajumoke Akinjide and a host of others.

  • Ibadan to have 32 ‘smaller Obas’ as Olubadan retains paramount ruler title

Governor Abiola Ajimobi of Oyo State Friday vowed to implement every recommendation put forward by the judicial Commission of Inquiry on the review of the existing 1957 (1959) Declaration of Olubadan of Ibadanland and Other Related Chieftaincies in Ibadanland, promising to begin the implementation next month.

Receiving the formal report of the commission at the executive chamber of the governor’s office, Ajimobi noted that implementation of recommendations had always been a big challenge for all governors who had set up similar commissions to look into the review of the chieftaincy law in the state.

Meanwhile the commission recommended 11 high Chiefs and 21 baales to wear beaded crowns in the state while also reducing the long steps required for individuals ascending the throne of the Olubadan of Ibadanland among others.

The commission, set up on May 5, 2017 with seven members and an initial four weeks to submit its report later requested for additional time while additional four members were added, making a total of 11.

According to the governor, implementing the recommendations will not only justify the efforts, commitments and resources committed into the course but would also give answer to the yarnings of the numerous stakeholders and prominent indigenes who were calling for the review.

Ajimobi who traced the genesis of effort to review the law to the time of General David Jemibewon up to his immediate predecessor in office, Otunba Christopher Alao-Akala said, just like himself, his predecessors were requested by concerned stakeholders including prominent individuals, socio cultural based groups and others, to look into the chieftaincy laws, which compelled his administration to take the bold step to look into the matter.

He described as “fortunate and unfortunate” the situation in which virtually all his predecessors could not implement any of the recommendations of the panel they set up assuring that his administration will be remembered for implementing the review

While assuring that the intention was never to demean the office or status of the Olubadan in anyway, Ajimobi reiterated that it is to upgrade the office and make it in tandem with modern realities as practiced in all other states of the region.

He said: “We set up this panel out of the request of many members of the Olubadan-in-Council, the CCII and many other stakeholders just the same way they requested many other governors before us.

Since the time of Jemibewon, all the governors that were in office set up commission of enquiry to look into the matter but unfortunately and fortunately they were unable to implement the recommendations of the commission.

Even Governors Alao-Akala and Ladoja regime also set up the enquiry to review the same law but what we are doing is not new but what is new about it is that we will be placed on record as the government that will implement this review.

The review is necessary to review the status of Olubadan but not to deminish him. It is to upgrade and make it in line with what obtains in Lagos, Osun, Ogun and other states. Particularly to make it in line with current trend. By reviewing this law we are democratising traditional rulership in our state”

The governor who commended the members of the commission, members of the Centre Council of Ibadan Indigenes (CCII) the Olubadan-in-Council and the Olubadan of Ibadanland for their overwhelming support for the review noted that the support gave him the necessary philip and conviction that he is on the right path on the matter.

He stressed that the revelation that over 120 memoranda were collected on the matter shows the enormity of individuals who are interested and are in support of the review adding that the number remains the highest ever received on any issue and subject whose the views of the people were sort.

While presenting the report, Chairman of the commission, Justice Akintunde Boade disclosed a total of 120 memoranda were received, three struck out on the basis of not relevant to the terms of reference while nine of the people who submitted memoranda refused , failed or neglected to give oral evidence in support of their memoranda.

He added that after a careful assessment of all the memoranda submitted, 106 of the 120 memoranda were given due consideration.

Noting that the report was prepared in three volumes for convenience, the Chairman said, the main report, containing the findings and recommendations of the commission is in volume I, the memoranda received by the commission compiled in volume II while volume III of the report contains the day to day proceedings of the commission.

Giving a hint into the key recommendations of the commission, the Chairman said the steps to ascendancy to the throne has been reduced from 22 to 11 and 23 to 12 on the Otun Olubadan line and Otun Balogun line respectively.

He added that if the government will approve the recommendations, atleast 32 beaded crowns monarch will emerge while the Olubadan remains the paramount ruler and overall head of Ibadanland.

The retired justice also said the age limit for a mogaji, the least on the wrung of the ladder has has been reviewed to between 25-35 and thereby placing an embargo on the appointment of new chiefs.

However, the commission emphasised and restate the “unassailable fact that the Kabiyesi, the Olubadan of Ibadanland remains the only paramount ruler in Ibadanland”

He said: “With reference to thr third term of reference on the wearing of beaded crown, the Commission received a total of 91 memoranda. Two of the memoranda were struck out for being irrelevant to the term of reference while five of the memoranda were not supported by oral evidence. The commission considered 84 memoranda on their merit.

In considering the various applications for the wearing of beaded crowns, the commission gave preference to the eleven high chiefs in the Olubadan-in-Council and the carefully identified nine ancient Baales which are found eligible and five baales who are members of the Oyo state council of Obas and chiefs.

We also considered four other baales on the basis of their historical antecedents”

  • Graphic photos: Pregnant woman, 2-year-old son electrocuted in Ibadan

It was a tragic Sunday, June 11, 2017 as sympathisers gathered to mourn the death of a pregnant woman and her two-year-old son who were electrocuted at the Alare Compound of Aremo in Ibadan North-East LGA.

The incident reportedly happened when the woman was spreading some clothes she had washed on a line at her residence when she got electrocuted first then her scream was said to have drawn the attention of her son, who ran to his mum, hugged her and was electrocuted, too.

According to eye witnesses, “a nearby hotel had connected a wire to a house to provide illumination for passers-by at night.

Unknown to the deceased, who was four months pregnant, the insulator on the wire, had worn off. As she was spreading her clothes on it, she was electrocuted. She screamed, attracting the innocent boy, who ran to his mum. He too got electrocuted on the spot.”

Oyo state’s Police Public Relations Officer, SP Adekunle Ajisebutu, said the bodies had been taken to the Adeoyo General Hospital morgue for autopsy and that investigation had begun.
