    Rivers Administrator begins transition prgram with thanksgiving service

    Rivers State Administrator, Vice Admiral Ibok-Ete Ibas (Rtd), has begun formal transition activities ahead of the return to democratic governance.

    This is coming six months after President Bola Tinubu declared a state of emergency in the state.

    The transition process, as announced by the government, is scheduled to commence on Sunday, September 14, 2025, with an inter-denominational thanksgiving service at the Ecumenical Centre, located on Abonnema Wharf Road, Port Harcourt.

    Secretary to the State Government, Professor Lucky Worika, in a statement, said the service, scheduled to hold at the Ecumenical in Port Harcourt, is expected to draw permanent secretaries, local government chairmen, security chiefs, traditional rulers, captains of industries, and other invited dignitaries.

    Ibas, on Friday, while receiving the report of the August 30 Local Government election, declared that the presidential mandate given to him on March 18 had been fulfilled.

    He recalled that his administration was tasked with restoring peace, stabilising governance, and protecting the state’s vital economic assets following months of political unrest.

    “When Mr. President entrusted me with this difficult assignment, I pledged to serve with courage and impartiality. Six months after, we have restored calm, stabilized the state, and ensured that Rivers remains a strong economic ally of the nation. While challenges remain, I can confidently say the presidential mandate has been fulfilled,” Ibas stated.

    He expressed gratitude to security agencies, civil servants, community leaders, and the people of Rivers State for their cooperation during what he described as a “trying but purposeful” period.

    Sole Administrator Ibas makes fresh appointments in Rivers

    The Rivers Sole Administrator, Vice Admiral Ibok-Ete Ibas (Rtd), has appointed several board members for various agencies and named Mr Samuel Nwanosike as Chairman of the Rivers State Waste Management Agency (RIWAMA) board.

    The appointment is contained in a statement signed by Prof. Ibibia Worika, Secretary to the Government and issued to newsmen on Thursday in Port Harcourt.

    Recall that Nwanosike was a former chairman of Ikwerre local government area of the state.

    Other appointments include Mr Wokoma Ibimina, as Managing Director of the RIWAMA, Mr Okey Wali (SAN) as the Chairman, Rivers State University Governing Council board, and Mr Samuel Ogeh, Chairman, Rivers State Universal Basic Education Commission board.

    Others are Mr Tony Egwurugwu as the Chairman, Rivers State Senior Secondary Education Board, while Prof. Princewill Chike will serve as Chairman, Rivers State Contributory Health Protection Program.

    Prof. Adolphus Toby is also appointed as Chairman, Rivers State Microfinance Agency while Dr Sampson Parker (former Commissioner for Health) becomes the Chairman, Rivers State University Teaching Hospital Board.

    Ibas defends Rivers State N1.8 trillion 2025 budget

    The Sole Administrator of Rivers State, retired Vice Admiral Ibok-Ete Ibas on Thursday defended the N1.8 trillion 2025 budget of the State.

    Ibas in his presentation said the overall budget reflects not just fiscal planning, but a strategic repositioning of Rivers for sustainable growth, social cohesion, and a renewed contract between the government and its people.

    He said the budget aligns with the strategic objectives outlined in the Rivers Development Plan of 2017-2027.

    According to him, the 2025 N1.8trillon Rivers Government budget was designed to address the needs of the people of Rivers.

    He said the budget proposal demonstrates a commitment to both immediate impact and long-term resilience through strategic allocations across critical sectors, such as works, agriculture, health, education.

    We will monitor sector by sector implementation of Rivers 2025 budget – Senate

    Meanwhile, the Senate has vowed to monitor sector to sector implementation of the 2025 Rivers budget for meaningful development, ensuring transparency, accountability in project execution to drive meaningful growth and progress in the state.

    Chairman of the Senate Ad hoc Committee on Oversight of Rivers Emergency, Sen. Opeyemi Bamidele made the pledge on Thursday in Abuja at defence of 2025 Budget of Rivers by the Sole Administrator.

    Bamidele said it was the mandate of the committee to track how allocated resources are utilised project by project, sector by sector.

    This, he said was to guarantee transparency, uphold accountability in the use of public funds in the overriding public interest of the people.

    “This committee carries a continuous oversight responsibility that goes beyond today’s defence
    session.

    “As representatives of the Nigerian people, we are not only tasked with evaluating figures, but also with ensuring the faithful implementation of the budget.

    “It is our mandate to track how allocated resources are utilised project by project, sector by sector to guarantee transparency and uphold accountability in the use of public funds.

    “This means that our engagement today on the Rivers 2025 Appropriation Bill does not end here, in the coming months, we shall assess the performance of the budget by closely monitoring disbursements, execution timelines, and delivery outcomes.

    “Our objective is to ensure that approved funds translate into meaningful development and that
    deviations or delays are addressed promptly in the overriding public interest.”

    He said the committee, beyond the numbers would also evaluate the real-world impact of the budget on the everyday lives of the people of Rivers .

    He said in times of political uncertainty and emergency governance, government actions must not only be lawful, but also people centered.

    “We must ask, will this budget deliver improved roads, healthcare, education, safety, and
    livelihoods for the people, this, ultimately, is how we build trust in government and public institution like ours,” he said.

    The senate majority leader said the committee must work to restore and strengthen governance through its recommendations and sustained legislative vigilance.

    Bamidele said the structure of the 2025 Rivers budget clearly showed that more funds were budgeted for capital projects ,saying that N1.72 trillion was budgeted for capital expenditure alone.

    “This accounts for about 72.43 per cent of the total expenditure, also, a total sum of N408.412 billion is earmarked for recurrent expenditure, invariably accounting for 27.56 per cent of the aggregate spending” Bamidele said.

    Bamidele said that the National Assembly was committed to democratic tenets and would ensure governance is preserved stating that the committee remained committed to national development and institutional integrity.

    Vice Admiral Ibok-Ete Ibas (retd.),the Sole Administrator of Rivers State, has appeared at the Senate for the hearing on the ₦1.48 trillion budget of the state.

    Ibas’ appearance at the Senate comes weeks after the National Assembly reaffirmed its commitment to ensuring that the people of Rivers State were not shortchanged following the declaration of emergency rule by President Bola Tinubu on March 18, 2025.

    TNG learnt that Ibas was accompanied by other key officials, including members of the economic team, who are ready to meet with the Senate Ad-Hoc Committee on Emergency Rule in Rivers State.

    Traditional rulers urged to protect facilities in Rivers

    The Rivers Sole Administrator, Vice Adm. Ibok-Ete Ibas (Rtd), has urged traditional rulers to take deliberate steps in securing government facilities within their domains.

    Ibas made this appeal during the combined 121st and 122nd quarterly meeting of the State Council of Traditional Rulers in Port Harcourt on Friday.

    He said the meeting highlighted the need for unity and collaboration between government and traditional institutions to tackle state challenges.

    The sole administrator emphasised the crucial role traditional rulers play in peacebuilding and called for joint efforts to address community issues.

    He stressed the importance of securing government facilities from theft and vandalism and warned against protecting rulers involved in unrest.

    Ibas assured traditional rulers of his commitment to partnering with them to improve the state’s prosperity and wellbeing.

    The Chairman of the Rivers Council of Traditional Rulers, Eze Chike Worlu-Wodo, praised Ibas for promoting peace and development in the state.

    Rivers State is still fragile – Sole Administrator

    The Sole Administrator of Rivers State, Retired Vice Admiral Ibok-Ete Ibas has disclosed that there is presently relatively calm in the State, but that the State is still fragile.

    TheNewsGuru.com (TNG) reports Ibas made this disclosure in Abuja on Friday when appeared before the House of Representatives Ad hoc Committee on Rivers State.

    The Committee had invited the Sole Administrator for a proper briefing on developments in Rivers State, following the suspension of the State Governor, Siminalayi Fubara by President Bola Tinubu.

    Speaking when he appeared before the ad-hoc committee, Ibas requested for more time to properly brief the committee on developments in the State.

    TNG reports the Sole Administrator had failed to honour the invitation of the committee to appear on Thursday April 17 and 24.

    Ibas, who expressed regret for his inability to attend earlier engagements, explained that the absence was not out of disregard, but rather due to the weighty and urgent demands of stabilising governance in Rivers.

    “I have always held the National Assembly in the highest regard. I recognise the importance of your oversight responsibilities and your interest in the progress being made in Rivers, which is presently relatively calm, but still fragile,” Ibas said.

    He went further to say: “That said, I only request your understanding and the indulgence of this committee to grant me additional time to adequately prepare and present a comprehensive and constructive briefing.

    “Given the complexities and sensitivities surrounding the current transitional period in Rivers. It is important that any engagement with this committee is done with the depth, accuracy and clarity it rightfully deserves.

    “I remain fully committed to cooperating with the committee and to ensuring that all relevant information is made available in due course to support your important work.

    “I only request the understanding and the indulgence of this committee to grant me additional time to adequately prepare and present a comprehensive and constructive briefing given the complexities and sensitivities surrounding the current transitional period in Rivers.

    “It is important that any engagement with this committee is done with the depth, accuracy and clarity it rightfully deserves.

    “I remain fully committed to cooperating with the committee and to ensuring that all relevant information is made available in due course to support your important work,” he said.

    Meanwhile, addressing newsmen after a close door meeting, the Chairman of the Committee, Rep. Julius Ihonvbere (APC-Edo) said that the committee resolved to give a new date to the sole administrator.

    Ihonvbere, underscored the constitutional role of the National Assembly in legitimising and overseeing the state of emergency declared in Rivers.

    According to the chairman, the federal legislature remains central to the state’s transitional process.

    Ihonvbere reaffirmed the committee’s constitutional mandate and expressed satisfaction that the administrator had finally honored the invitation after earlier delays.

    He emphasised that the committee’s mandate was rooted in constitutional authority and that some of its terms had already been communicated to the administrator in an earlier letter.

    The chairman encouraged the administrator to feel at ease, stressing that the committee members had been carefully selected to ensure broad representation across geopolitical zones and legislative experience.

    “I want you to feel relaxed because the members you see here were carefully selected based on zonal representation and membership of the House to advance the progress that Rivers needs to make in order to be part and parcel of the holistic structure of democracy that Nigeria represents today.

    “We have demonstrated again and again our preparedness to do this job efficiently and effectively,” he assured.

    Finally, Rivers Sole Administrator holds meeting with Reps committee

    The meeting between the House of Representatives ad hoc committee on Rivers State and the Sole Administrator of the state, Retired Vice Admiral Ibok Ete Ibas, is finally taking place after two postponements.

    The House is exercising its constitutional right to take over the functions of the Rivers State House of Assembly.

    Ibas pleaded with members for not attending the previous meeting and requests for additional time to prepare to brief the committee.

    Recall that the Sole Administrator is barely two months old in office and he has been able to normalise things in the troubled State.

    Following his plea to the committee, journalists were then excused and the meeting goes into a closed door session.

    The House committee had last week rescheduled its interactive session with the Ibas.

    According to the statement announcing the meeting postponement, the change in time followed a formal request from Ibas.

    The Rivers Administrator was among state governors attending the National Economic Council (NEC) meeting at the Presidential Villa, Abuja, on Thursday.

    Ibas made his debut appearance at the NEC meeting after his appointment as Sole Administrator for Rivers State by President Bola Tinubu following the suspension of Governor Siminalayi Fubara in March 2025.

    Vice President Kashim Shettima presided over the meeting which had in attendance many governors and some deputy governors from across the 36 states of the federation.

    Rivers Govt. to revive Songhai Farms

    The Rivers government has pledged to revive the Songhai Integrated Farms to boost food production and create lasting job opportunities for the youth.

    Rivers Administrator, Vice Admiral Ibok Ete Ibas (Rtd), stated this during an inspection visit on Saturday to the farm in Bunu Tai, Tai Local Government Area.

    He noted that reviving the farms would strengthen food production, ensure food security, and reduce the state’s reliance on imported produce.

    Ibas said the initiative would also provide employment, particularly for young people, and contribute positively to the state and national economy.

    He added that local farmers would benefit, as the farm’s revival would increase support for agricultural productivity and domestic food output.

    Ibas urged community leaders, youths, and women to protect government facilities and work with security agencies to safeguard public assets.

    The administrator also visited the ongoing road reconstruction on P-Mac Avenue, Rumuodara, in Obio/Akpor Local Government Area, expressing satisfaction with the project’s progress.

    Rivers: Ibok-Ete Ibas orders payment of outstanding LG staff salaries

    The Sole Administrator of Rivers, Vice Admiral Ibok-Ete Ibas, has directed the Heads of Local Government (LG) Administration to take all necessary steps to ensure payment of outstanding LG workers’ salaries.

    Ibas made the remark while meeting with the Heads of Local Government Administration and the leadership of Nigeria Union of Local Government Employees (NULGE), Rivers chapter, in Port Harcourt on Friday.

    He described as unfortunate the non-payment of the workers salaries for February and March but attributed the situation to the withholding of the monthly allocations to the state following the Supreme Court ruling.

    The Supreme Court had also Feb. 28 annulled the LG council election of Oct. 5, 2025.

    Ibas said that the withheld allocations had been released, adding, ‘’I sincerely feel the pain of these workers, many of whom have endured months of financial strain.

    ‘’I hereby issue a directive that all the necessary steps be taken to ensure that these salaries are paid with no further delay.

    He said the LG, being the third tier of government and closest to the people, had the sacred responsibility of ensuring that councils’ affairs run with utmost care, respect and dedication to the people’s welfare.

    “As leaders, we must feel the pains of our people and offer them a more positive, inclusive and transformative leadership.

    ‘’This is the mandate I have accepted and it is the standard I expect from all of you.

    “To this end, I hereby direct further that all Local Government Areas furnish my office with wage bills by way of briefing through the office of the Head of Service,” he said.

    Ibas said that the briefing by the head of service would enable him acquaint himself with the situation as would enable deal with such matter.

    He directed that all such submissions should be supported with relevant documents to provide clarity and ensure accuracy.

    Ibas pledged to promote the culture of transparency and accountability, warning against reckless spending of public funds at the local government levels.

    Ibas also stated that transparency and accountability would remain the watchword of the new administration in all engagements and activities.

    “My administration will not tolerate any form of recklessness, abuse of office or misuse of public funds; henceforth, there must be accountability and value for money.

    “I have just six months, but we must ensure that the people of Rivers State deserve to see how their money is used and it is our duty to ensure that every kobo is accounted for,” he stated.

    Ibas said that he was already working out the necessary modalities that would ensure effective monitoring of accountability.

    He said that no efforts would be spared in taking decisive actions against anyone who would be found wanting in financial dealings at the local government councils.

    He said that his administration would ensure that every decision made, every policy implemented and every action taken would be guided by the principles of transparency, accountability and service to the people.

    Ibas urged them to embrace the principles and make them the corner stone of their leadership in their respective local government areas.

    According to him, leadership is about service and sacrifices to the people and not about comfort or personal gains.

    He stated that Rivers people deserved the best of service from those who were saddled with responsibilities of public leadership and must do so selflessly and tirelessly.

    Ibas urged that those who were not willing to make such level of sacrifice to willingly excuse themselves from  public responsibility, or otherwise embrace the change that had dawn.

    He also urged them to rise and provide the people with the effective leadership they deserved, charging them to see themselves as change agents, and the architect of the future being sought for.

    “Let us therefore work together to ensure that the people of Rivers State feel the impact of good governance in their lives,

    “Let us therefore uphold the highest standard of integrity in all that we do, refusing to be compromised by personal interest or external pressure,” he said.

    In an address, the President of NULGE, Rivers chapter, Mr Clifford Paul, who is also the Head of LG Administration of Port Harcourt LG council, acknowledged that workers were not paid for about two months.

    He lauded the Sole Administrator for directing the immediate payment of their salary.

    Paul said that Rivers State had experienced slow development with the political conflicts creating much tension but expressed hope that with the sole administrator on the saddle, greater peace would return back to the state.

    He, however, pledged their unalloyed support to the course of peace and stability in the state.

    Rivers Sole Administrator, Ibok-Ete Ibas assumes duty

    The Rivers Sole Administrator, Vice Admiral Ibok-Ete Ibas (Rtd), has assumed duty in the state.

    Ibas, in an interview with journalists in Government House, Port Harcourt on Thursday, said he would meet with the Head of Service, Permanent Secretaries, and Service Commanders to get formal briefings.

    Responding to his reception by Rivers people upon his arrival at the airport, Ibas said that Port Harcourt had always been his city and everything appeared calm in spite of the current political situation.

    He stated that Port Harcourt City would go back to where it had always been.

    He commended journalists in the state for what they had been doing in the line of their duties, and assured that he would address the press later.
