    Strike: ASUU to petition NUC, ICPC over conduct of examination by KASU management

    The Academic Staff Union of University (ASUU) says it will petition the Nigerian Universities Commission (NUC) and the Independent Corrupt Practices Commission (ICPC) over the conduct of examination by Kaduna State University (KASU) management amidst the ongoing strike by the union.

    This was contained in a statement on Monday in Kaduna by ASUU Kano Zonal Coordinator, Mr. Abdulkadir Muhammad.

    Recall that KASU, on May 23, said it would disqualify students with less than 75 per cent attendance from writing its second semester examination.

    The varsity’s management had also on April 26, announced resumption of academic activities on May 9 for the continuation of the Second Semester 2020/2021 academic session amidst the  ASUU strike.

    Muhammad said the examinations should be re-conducted after following the due process and suspension of the ongoing sirike, otherwise, the Union will be left with no option but to write a petition to the NUC and the ICPC against the Management of KASU.

    He said in order to maintain and raspect the sacred system of evaluation in the university system, all written examinations in KASU amidst the strike should be discarded.

    He added that the ASUU, Kano Zone, met on Aug. 7 and deliberated on alleged intimidation against  their members by the government due to the ongoing nationwide strike directed by the ASUU national body.

    “The governor had threatened to sack all academic staff that went on strike in the branch as he usually does on similar matters,” he said.

    Muhammad noted that ASUU as a union, had experienced similar threats in the past and that never deterred them from the struggles to salvage public universities from imminent collapse.

    He restated their position on agreements reached on the demands, with timelines, by the Federal Government in the MoU and MoA signed willingly with ASUU in February 2019 and December, 2020.

    He also noted that ASUU as a union, did not derive pleasure in the disruption of academic calendar and hindering students from graduating in good time.

    “Strike action always comes as the Union’s last resort after exhausting all other options and consultative avenues,” he said.

    Muhammad explained that KASU had benefited immensely from the TETFund interventions, revitalisation fund, staff development and provision of research grants, which were dividends of ASUU strikes.

    He described KASU as one of the universities that could rightly be called TETFund University, noting that virtually all buildings in the university were constructed through  TETFund interventions.

    “It is therefore illogical for Governor El-Rufai to bluff that members of ASUU-KASU should either break away from the National strike or be sacked.”

    Muhammed alleged that since issuance of the threat, their members had constantly been intimidated and coarced by the University Council and Management through opening of registers, conducting examinations, selective stoppage of Staff salaries, among others.

    He stated that the theatrical exercises of KASU’s examinations, currently going on, was characterised by non-coverage course outlines, incomplete lecture contact hours, non-participation of lecturers who taught the courses, in the setting of the examination questions.

    Muhammad said the union would not fold its arms while the University evaluation system was being bastardised and abused by the Management of KASU.

    Muhammed called on their members in KASU to remain resolute and prosecute the strike to its logical conclusion.

  • Stop malicious campaign against Buratai, traditional ruler warns critics

    A traditional ruler in Osun, the Olowu of Kuta, Oba Hammed Makama, has warned against the campaign of calumny against the former Army Chief of Staff, Lt.-Gen. Tukur Buratai.

    Oba Makama, while addressing a news conference on Tuesday in his palace in Kuta town, said that a smear campaign against Buratai, that huge cash and other luxury items were recovered from his Abuja residence by ICPC, was malicious.

    The traditional ruler said though the ICPC official statement had confirmed that Buratai had no link with the property, it was necessary to correct the misinformation in the public domain.

    ” After several unsuccessful attempts to get him removed, attempts to get him removed before his time, they have now begun to run a smear campaign against him.

    They are doing this “by ascribing the ownership of a house in Wuse, Abuja, where operatives of the Independent Corrupt Practices raided and recovered huge cash and other luxury items to him”.

    ” The misinforming reports, I stand to confirm, are purely malicious and another fabricated tale published to tarnish Buratai’s brilliant image.

    ” But this has failed because the ICPC’s official public statement has confirmed that Buratai has no link with the said property or the cash and other items found in the building,” he said.

    The traditional ruler said that credible information had it that several faceless NGOs had been paid to embark on a campaign of calumny and destruction against Buratai.

    ” I make bold to say that Ambassador Buratai remains a man of immense honour.

    Therefore, he needs the support of all well-meaning Nigerians to succeed in his current assignment, notwithstanding the avoidable distractions.

    ” Ambassador Buratai has and still serving Nigeria without any blemish despite the unwarranted attacks, having chosen to serve without bias, which is fetching him a recommendation,” he said.

    Oba Makama, however, called on Nigerians to support Buratai in his new assignment as an Ambassador, rather than joining in the ‘pull him down’ antics against his honour and dignity.

    Saraki’s suit against EFCC, ICPC, others suffers setback

    Hearing in a suit filed by former Senate President, Bukola Saraki, against the Economic and Financial Crimes Commission (EFCC) and others could not proceed on Monday due to the presiding judge’s absence.

    Though the two separate suits were on number five and six on the day’s cause list, Justice Inyang Ekwo of a Federal High Court, Abuja was said to be on another official engagement.

    The matters were consequently fixed for Oct. 5 for further mention.

    The court had, on May 12, fixed today (July 27) for the suits.

    Justice Ekwo had adjourned the matter to enable parties file and exchange their processes in the suit.

    The development followed non-appearance of counsel for the 1st, 2nd, 3rd, and 4th respondents in the case.

    While Saraki is the applicant, the Attorney General of the Federation (AGF), Inspector-General of Police (IGP), and State Security Service (SSS) are 1st to 3rd defendants respectively.

    Others are EFCC, Independent Corrupt Practices and Other Related Offences Commission (ICPC), and Code of Conduct Bureau (CCB) as 4th to 6th respondents respectively.

    According to reports EFCC had, in 2019, said it would probe Saraki’s earnings between 2003 and 2011 when he was governor of Kwara.

    The commission was reported to have seized some of his houses in the Ikoyi area of Lagos then.

    However, Saraki, on May 10, 2019, filed two separate suits marked: FHC/ABJ/CS/507/19 and FHC/ABJ/CS/508/19 respectively before Justice Taiwo Taiwo to challenge the action of the EFCC.

    Justice Taiwo, who was the presiding judge, ruled on an ex parte application filed along with the substantive suits.

    The judge ordered the anti-corruption agency (4th respondent) and the other five respondents to the suits to stay action on the probe pending the hearing and determination of the motion on notice filed by the applicant.

    The order was granted after Sunday Onubi, Saraki’s lawyer, moved the application, on May 14, 2019.
    The court had directed the parties to maintain the status quo by suspending the probe.

    But the EFCC later applied that the judge should recuse himself and the matter be transferred to another court.

    Justice Taiwo sent back the case file to the chief judge and the matter was reassigned to Justice Anwuli Chikere for adjudication.

    When the matter came up on July 14, 2021 before Justice Chikere, EFCC Counsel, Chile Okoronkwo, complained that Taiwo’s order had hindered the agency “from performing its duty for about two years now.”

    The lawyer, who stated that Saraki continued to hinge on the order of the court any time he is invited, urged the court to vacate the order.

    But the suits were reassigned to Justice Ekwo following the retirement of Chikere.

  • ICPC speaks on raiding Lt. General Tukur Buratai’s house

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has denied  reports that the commission raided a property  belonging to former Chief of Army Staff, Lt. General Tukur Buratai.

    ICPC spokesperson Mrs Azuka Ogugua, made this disclosure via a statement signed and released by her on Friday afternoon.

    Her statement reads in part “The attention of the commission has been drawn to some inaccurate and concocted reports in the media about the seizure of multibillion-naira cash, dollars, Rolex watches stockpiled in an Abuja property.

    “The commission wishes to state that ICPC operatives raided a property in Wuse II of the Federal Capital Territory (FCT), Abuja on June 16, in suspicion of money laundering.

    “Facts available for the time being indicates that the property is owned by owner of K Salam Construction Company, a military contractor.

    “The commission recovered money and other items from the property viz. N175,706,500; 220,965 dollars; G-Wagon; 2022 editions of BMW and Mercedes Benz cars; customized mobile phones; several designer wrist watches, including three Rolexes, and some property documents.

    “The commission arrested the Managing Director of K Salam Construction Company Nigeria Limited, Mr Kabiru Sallau and investigation is ongoing.

    “The commission is yet to conclude its investigation and prefers not to preempt its outcome and also avoid the frenzy of a media trial, ” the ICPC said.

  • Database access: Interpol, ICPC sign Memorandum of Understanding

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC), has signed a Memorandum of Understanding (MoU) with International Police (Interpol) to grant the commission access to the Interpol database.

    ICPC will utilise the access in profiling Politically Exposed Persons (PEPs), and money laundering and illicit financial flows suspects.

    The Chairman of the ICPC, Prof. Bolaji Owasanoye, made this known at the end of a meeting by Heads of Nigerian Law Enforcement Agencies with top officials of Interpol in Lyon, France.

    At the meeting, the ICPC boss discussed how the anti-corruption agency and the country could take advantage of the Interpol database in profiling suspects.

    “The Commission will develop the habit of issuing notices, especially on high profile suspects. Such notices will be seen globally on PEPs in particular,” Owasanoye said.

    The Chairman also disclosed that the Commission would join the Global Focal Point Network coordinated by Interpol as part of measures to tighten the noose around corrupt and criminal persons.

    The Interpol is expected to support the law enforcement agencies in Nigeria through the strengthening of information sharing, utilisation of the organisation’s database of global suspects and prevention of incursion and influx of migrant terrorist fighters into Nigeria.

    The Interpol briefed the Nigerian delegation on Operation Gemini, a special project focusing on trans-border organised crime involving migration, human trafficking, drug trafficking corruption and financial crimes.

    The international police also held special sessions with the delegation which were devoted to international and regional cooperation in law enforcement, operational methods of Interpol and strategies for data and information sharing.

    Also on Interpol policing capabilities, role of National Central Bureau (NCB) in Nigeria, and Nigeria Border Management strategies, integration of Nigeria Law Enforcement Databases with Interpol NCB.

    Under the MoU signed with Interpol, the Nigerian law enforcement agencies will have unrestricted access to global criminal databases.

    It is expected that this fresh collaboration will boost the capacity of law enforcement agencies in Nigeria to fulfil their mandates.

    The Nigerian delegation to Interpol was made up of top officials of the National Central Bureau Abuja (NCBA), Nigeria Police, Nigerian Navy, Nigerian Immigration Service (NIS) and  Economic and Financial Crimes Commission (EFCC).

    Others are the Nigerian Financial Intelligence Unit (NFIU), National Drug Law Enforcement Agency (NDLEA), National Agency for the Prohibition of Trafficking in Person (NAPTIP) and the ICPC.

    The high point of the meeting between the Nigerian delegation and Interpol was the signing of an MoU between the international police and ICPC, NFIU, NAPTIP, NDLEA and EFCC which granted the law enforcement agencies access to the organisation’s databases.

  • Vote buying: INEC to partner ICPC, EFCC to stop practice

    Prof. Mahmood Yakubu, Chairman Independent National Electoral Commission (INEC), has stated that the commission will partner with relevant anti-graft agencies, to stop vote-buying in the June 18, governorship election in Ekiti.

    He disclosed this on Tuesday in Ado-Ekiti during a meeting with traditional rulers in the state ahead of the election in the state.

    Prof. Mahmood stated that, in order to prevent vote-buying, the commission would partner with the Independent Corrupt Practices and Other Related Offences Commission (ICPC) as well as the Economic and Financial Crimes Commission (EFCC).

    He assured that the commission would not condone vote-buying in the coming election in Ekiti as has been observed in some primaries conducted by some political parties in the country recently.

    According to him, the only important condition for a credible election is for it to be free, fair, transparent, credible and peaceful.

    The INEC chairman said that was why the commission considered it important to meet with the royal fathers in the state to seek their support for a peaceful election.

    Yakubu commended the traditional rulers for the peaceful atmosphere he met in Ekiti.

    He further urged Ekiti eligible residents to come out and vote on the election day; stressing that their votes count.

    “The commission will continue to work and prepare for a peaceful and credible election,’’ Yakubu assured.

    Responding, Oba Ajibade Alabi of Ilawe Ekiti, urged INEC to continue upholding the ideals of a credible election, assuring the chairman that the June 18 governorship election in the state would be peaceful.

    Alabi appealed to Yakubu to look into the  monetisation of  the election process in the country today, adding  “people don’t need to be money bags before they can rule the country.’’

    Also, the Elemure of Emure land, Oba Emmanuel Adebayo, pleaded for peace among the political parties contesting the forthcoming election in the state.

    He also appealed to security agencies in the state to be nonpartisan before and after the election and ensure the safety of lives and properties of residents in the state.

    The traditional ruler urged politicians in the state to accept the outcome of the election and support whoever emerges winner “as it is not a do or die contest’’.

    He assured that the council of Obas in the state would support INEC to ensure a very peaceful election.

    Upon mentioning of the matter on Thursday, Saraki’s counsel, Lukaman Saidu, informed that the matter was slated for further mention.

    No lawyer, however, appeared for AGF, I-G, SSS and EFCC.

    Justice Ekwo then asked him if the hearing notices for the proceeding were served on the respondents.

    Saidu confirmed that all processes had been served on the respondents.

    Lawyer to the ICPC, O. A. Ikupolati told the court that the commission filed a notice of preliminary objection in 2019 with a counter affidavit.

    Also counsel for CCB, Ekenma Okafor, spoke in the same vein.

    She said the agency also filed a notice of preliminary and counter affidavit to Saraki’s applications.

    When Ekwo asked if Saidu had received any process from 1st, 2nd, 3rd and 4th respondents, the lawyer said only the 4th (EFCC) defendant had responded to their motions.

    The judge then adjourned the matter until July 27 for further mention, dire ting that hear I g notices be issues and served on 1st, 2nd, 3rd and 4th respondents.

    ICPC seeks NGO’s collaboration in addressing workplace sexual harrasment

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has called for the support of HEIR Women Development, a Non-Governmental Organisation, to tackle workplace sexual harassment.

    Mr Akibu Garba, team leader, Constituency Project Tracking Group at the ICPC, made the call during a one-day workshop on “Career Barriers and Workplace Sexual Harassment Against Young Women in Nigeria”.

    The workshop was organised by HEIR Women Development with the support of the Ford Foundation on Monday in Abuja.

    ”The ICPC regards sexual harassment as a corrupt practice. There is a need for victims to know their rights, as well as how to seek justice to put an end to the menace.

    ”The commission’s sexual harassment policy signed by our Chairman, Prof. Bolaji Owasanoye has zero-tolerance for any form of sexual harassment in ICPC offices nationwide,” he said.

    Garba said the commission’s policy on sexual harassment, clearly spells out disciplinary actions that should be melted out on perpetrators of such acts.

    “The conversation about sexual harassment is apt, we have so many investigations and recommendations on how to address the menace in our handbook on sexual harassment.

    “We have a process where we make new staff go through it, sexual harassment is becoming worrisome based on its high rate, we are collaborating with agencies and NGO’s towards curbing it.

    “We regard sexual harassment as a corrupt practice and encourage victims to know their rights and how to seek justice when they experienced such social ill.

    “We would like to collaborate with HEIR Women Development in this advocacy because this act has to be completely eradicated,” he said.

    In the same vein, the Desk Officer, FCT Sexual and Gender-Based Violence (SGBV) Response Team, Ngozi Ike, expressed concerns over the alarming rate of sexual harassment particularly on women.

    She regretted that most citizens do not understand what it means to sexually harass a woman.

    “It happens everywhere in our society today and this comes with unwelcomed comments from the opposite sex, as well as the same sex.

    “Some people do not understand what it means to sexually harass a woman. That is why we need advocacy. It is a crime under the sexual assault in the Violence Against Persons Prohibition (VAPP) Act,” she stressed.

    Ike however lauded the move by HEIR Women Development in curbing the crime, saying that more advocacy is needed in this direction.

    She recommended the need for every organisation to have sexual harassment policies as a requirement for employees must pass through before they start work in any organisation.

    She added that the move would discourage the act, and would make perpetrators to face the wrath of the law if they are found guilty of such an act.

    Also contributing, the Country Director, Amnesty International Nigeria, Mr Osai Ojigho described sexual harassment in workplace as a global menace which must be tackled.

    He called for the need to have safe spaces for women and girls at the work, adding that, any organisation condoning such ugly trend must amend their ways of living now to avoid the wrath of the law.

    Ojigho called on organisations to ensure they have sexual harassment policy in their various organizations to give voice to the survivors sexual harassment.

    On her part, Mrs Añuli Aniebo Ola-Olaniyi, the Executive Director of HEIR Women Development, decried the prevalence of sexual harassment of girls and young women at work, saying this makes them unproductive.

    She stressed that sexual harassment had made young women to be lazy and unable to contribute their quota to national development.

    Ola-Olaniyi, said, HEIR Women Development conducted a research in the FCT on 1,060 respondents consisting of 1,000 online survey and 60 in-depth interviews.

    She said the research showed that 51 per cent of women have been sexually harassed.

    ”Our research showed that three out of four women have been raped in their work place. 13 per cent of the total respondents were women living with disabilities,” she said.

    She disclosed that 78 per cent of the total respondents stated that their bosses have harassed them sexually directly or directly .

    Ola-Olaniyi called on the Cooperate Affairs Commission (CAC) to join in the campaign against sexual harassment as well as de-list the names of any registered organisaion found culpable of the menace from its database.

    She also urged all stakeholders to join the advocacy against sexual harassment.

    Buhari swears in NPC, ICPC Commissioners

    President Muhammadu Buhari has sworn in commissioners of the National Population Commission (NPC) and Independent Corrupt Practices and Other Related Offences Commission (ICPC).

    Newsmen reports that the swearing in took place shortly before the commencement of the weekly virtual meeting Federal Executive Council (FEC) at the State House, Abuja, on Wednesday.

    The affected commissioners of the NPC included: Chief Benedict Effiong (Akwa Ibom), Mrs. Gloria Fateya Izonfo (Bayelsa), Kupchi Patricia Ori Iyanya (Benue), Dr Haliru Bala (Kebbi), and Dr Eyitayo Oyetunji (Oyo).

    The ICPC commissioners included; retired Assistant Inspector General of Police (AIG) Olugbenga Adeyanju (Ekiti State), Sen. Anthony Agbo (Ebonyi), Anne Otelafu Odey (Cross River), Alh. Goni Ali Gujba (Yobe), and Dr Louis Mandama (Adamawa).

    Newsmen reports that those attending the FEC meeting physically at the Council Chamber are; Vice President Yemi Osinbajo; Secretary to the Government of the Federation (SGF), Boss Mustapha and Chief of Staff to the President, Prof. Ibrahim Gambari, and the National Security Adviser to the President, retired Babagana Monguno.

    Other ministers attending the meeting include the Attorney General and Minister of Justice, Abubakar Malami, Information and Culture, Alhaji Lai Mohammed, Labour and Employment, Chris Ngige, Agriculture, Mahmud Muhammed, and Environment Muhammed Abdullahi

    Others are Power, Abubakar Aliyu; Finance, Budget and National Planning, Dr Zainab Ahmed; Water Resources, Suleiman Adamu; Science and technology, Ogbonnaya Onu and the Minister of State for Health Olorunimbe Mamora.

    The Head of Civil Service of the Federation, Folasade Yemi-Esan and other cabinet ministers are participating virtually from their respective offices in Abuja.
