Idris accepted gratification from Akindele, a gratification to accelerate the payment of 13 per cent derivation to the nine oil producing Sates, through the office of the Accountant General of the Federation.

  • Constitution Review: Don’t work for regional interest of Nigeria – Omo-Agege, Idris urge lawmakers

Constitution Review: Don’t work for regional interest of Nigeria – Omo-Agege, Idris urge lawmakers

After the collation of proposed bills from 12 centres across the six geopolitical zones of Nigeria in line with the ongoing constitution review, lawmakers have been advised to work in the interest of the country rather than sectional interest.

This came to fore from a separate address by the Deputy Senate President Ovie Omo-Agege and Deputy Speaker, House of Representatives, Ahmed Idris who were the presiding officers of a retreat organised on Friday in Abuja by a joint Adhoc Committee on the review of the 1999 Constitution.

Omo-Agege while commending lawmakers of their tremendous dedication and sacrifices in the review of the 1999 Constitution, reminded them that the success of the process largely depends on their support and partnership.

According to the Deputy Senate President, going forward, after passage of the proposals by the National Assembly in a fortnight, you will be the pillar on which this work will be anchored. That is why it is prudent to meet with you today and update you on the progress we have made after the public hearings that held in 12 centres across the six geo-political zones of the country, of which you fully participated.

“The proposed amendments in the bills we have shared with you set out institutional and legal reforms, which together with sufficient political will, will help to strengthen institutions of governance, provide for accountability and transparency in governance; and create an independent judicial system that would ensure effective administration of justice in Nigeria.

The overarching rationale for the amendments contained in these bills are thus predicated on the need to amongst others: strengthen the legislature’s authority to enable it to serve as an effective pillar of checks and balance to the executive; strengthen independent constitutional bodies; create and strengthen a culture of good governance; address the issues of corruption, revenue leakages and unbridled government spending”.

“I assure you most sincerely that our work up to this point has been guided strictly by best legislative practice, integrity, open mindedness, and patriotism. I therefore encourage you, irrespective of political leanings and other affiliations to abide by the same standards while making your contributions. I know it is the desire of every Nigerian that this process will bring positive transformations to our country. Therefore, we should all leverage this retreat to bequeath to our nation a constitution that speaks to the yearnings and aspirations of every Nigerian, he concluded.

On his part, Deputy Speaker of the House of Representatives, Ahmed Idris said during the hearings as organised between May and June 2021 some of the issues canvassed by Nigerians were aggregated into thematic areas and Members sponsored bills in line with peoples’ aspirations.

These thematic areas according to Idris, include issues bothering on Local Government Administration and Autonomy, the Legislature, Judicial Reform, State Creation, State Police, Devolution of Powers, Women and Vulnerable Groups, Strengthening of Institutions, Good Governance, Political Parties and Electoral Matters, Traditional Institution, Federal Capital Territory Administration, Fundamental Human Rights and National Security.

“During this first batch of the review exercise, the Committee in the House of Representatives considered sixty-two (62) Bills out of which twenty-six (26) Bills were recommended for harmonization with the Senate. Of the 62 bills, eight (8) bills were rejected, twenty-five (25) Bills were retained with modifications and the consideration of 3 bills were deferred”.

“We have worked tirelessly to engage, negotiate, debate, lobby, review and persuade in order to reflect the various competing and contrasting aspirations of Nigerians of different leanings and backgrounds. One thing we are sure of is that no one has been left behind. We have aggregated all manners of proposals, sorted them out to meet the constitutional guidelines and criteria and have ultimately harmonized positions after lengthy debates and majority votes on several critical issues”,he said.

Speaking further, he explained that the committee have no preconceived positions on anything but believe that they must do whatever is necessary to provide a platform for Nigerians to air their views, give their positions and canvass whatever they feel would make the country better, and make governance more efficient and successful.

“We also are cognizant of the fact that we cannot work in isolation if we must achieve concrete result and deliver on the promises we have made to Nigerians. Whatever we have done will still go through the State Houses of Assembly for their own input and vote. Hence the need for this collaborative synergy which will give us the opportunity to engage, consult and harmonize for a smoother, tidier and more efficient Constitutional review”he said.

To this end, he urged all to remember that they act as representatives of Nigerians. As such, as a rule of engagement, they should put Nigeria at the front burner and not personal interest or sectional interest.

While commending lawmakers and stakeholders involved in the constitution review of their efforts, representative of conference of Speakers of state legislatures in the country, Abubakar Suleiman said no doubt that the retreat will offer a better platform for effective and efficient engagement with the stakeholders with the view of giving to our people and nation the constitution that can stand the test of time.

‘We have a onerous responsible of altering the constitution to meet the yearnings and needs of our people, and these we must do to the admiration of the citizens”, Suleiman said.

He therefore advised that the executive arm of government should not be left behind to ensure smooth assent of the constitution when fully reviewed.

  • Court dismisses Okorocha’s N2bn suit against EFCC, ex-IG Idris

Court dismisses Okorocha’s N2bn suit against EFCC, ex-IG Idris

The Federal High Court sitting in Jos, on Thursday threw out a N1.25bn damages suit filed by Imo State Governor Rochas Okorocha, against the (now ex-) Inspector-General of Police, Kpotun Idris, and the EFCC.

Okorocha filed the suit against the IGP and EFCC in November 2018 for allegedly invading and ransacking his house in Jos.

Delivering judgment, Justice Musa Kurya dismissed Okorocha’s application for lacking in merit.

Even though there was no record of how the search warrant was obtained, a search warrant dated May 3, 2017 from a Magistrate has been attached as exhibit before this court.

Whether due process was followed or not at obtaining the search warrant, there is no proof otherwise to its genuineness and the breach of sections 34 – 37 of the UN human rights and African Charter.

Consequently, judgement is hereby entered in favour of the respondents. The applicant’s claims are hereby refused.

I hereby declare that the application of the applicant lacked merit and is hereby dismissed and cost is not awarded to either parties in this suit,’’ the judge declared.

NAN reports that Okorocha alleged that the IGP and the anti-graft agency breached his fundamental human rights following the May 3, 2017 invasion

Also joined in the suit are the Commissioner of Police Plateau, the Economic and Financial Crimes Commission and the Attorney General of the Federation and Minister of Justice.

Okorocha’s counsel prayed the court to declare the action of the Police and EFCC as “illegal, null and void’’ and award his client the sum of N1.25bn as general damages because there was no valid court warrant for such an exercise.

But the IGP and the EFCC, through their counsel, Edwin Inegbenoise and Muktar Ali-Ahmed, pleaded with the court to dismiss the governor’s application for lack of merit since a court warrant was obtained for the search on his residence in accordance with the law.

  • 2019: Acting IG promises fairness to all political parties, reverses Idris’ last minute postings

2019: Acting IG promises fairness to all political parties, reverses Idris’ last minute postings

The newly appointed acting Inspector-General of Police, Mohammed Adamu on Tuesday promised fairness to all political parties particularly those fielding candidates for elective positions in the forthcoming general elections.

Adamu stated that there were rules of engagement for the Nigeria Police, adding they would be strictly applied in dealing with security matters. He stressed that the police would not pander to the desires of any groups or interests.

Recall that Adamu was decorated by President Muhammadu Buhari at the Presidential Villa. Idris, who was appointed IG in 2016, bowed out on Tuesday as he retired from service at the age of 60 years.

Adamu had gone to see Buhari in company with Idris, shortly before the new IG was decorated.

The decoration took place after Adamu had earlier on Tuesday morning met briefly with the Chief of Staff to the President, Mr Abba Kyari.

Speaking with State House correspondents after the decoration, Adamu stated, “Well, we are professionals. We are going to stick to the rules. We are going to do the right thing; we will not go outside the ethics of our job to do things that are untoward. Everybody will be given a level playing field to play his or her politics.”

Asked to speak on the strategies in place for the elections, Adamu replied, “On the elections, you have heard from the former IG; adequate arrangements have been made to make sure that free and fair and credible elections take place in Nigeria.

We are going to build on the strategies put in place to make sure that we have hitch-free elections in the country.”

On his part, Idris bade Nigerians goodbye, saying that he handed over to an officer he knew so well and had the training to head the police.

Idris advised his successor to go round the country and adopt measures to ensure that the police “gives maximum protection to lives and property.”

Adamu’s appointment ended weeks of speculation and suspicion over the alleged plan by Buhari to extend Idris tenure.

However, on assuming office on Tuesday, the new Police Chief has reportedly reversed some last-minute postings and redeployments carried out by Idris few days before his retirement.

It was gathered that the redeployment of the Lagos State Commissioner of Police, Imohimi Edgal, by the former IG was overturned while other senior officers who were also posted to new commands and formations had been asked to stay action until further notice.

This development, sources said, meant that the redeployment order by Idris would not be obeyed unless approved by the acting IG.

Shortly after meeting with the DIGs in his office at the force headquarters, Adamu was seen going from floor to floor, meeting officers and familiarising himself with his men.

Meanwhile, there are strong indications that four out of the seven Deputy Inspectors-General of Police may leave the force alongside the former Inspector-General of Police, Ibrahim Idris, who retired on Tuesday.

It was gathered that the DIGs, who are members of the Police Management Team and senior to the acting IG, Mohammed Adamu, might be forced out of the service to pave the way for him to set up a new management team he could work with.

It was gathered that those that might be affected by the reorganisation include DIG Maigari Dikko in Charge of Department of Finance and Administration; DIG Joshuak Habila, Department of Operations; DIG Emmanuel Inyang, Information and Communications Technology; and DIG Agboola Oshodi-Glover, Logistics and Supply Departments.

Police sources said that DIGs Mohammed Katsina (Research and Planning Department); Sani Mohammed (Training and Development Department); and Peace Madueke -Abdallah (Federal Criminal Investigation and Intelligence Department) who were promoted late last year could survive the impending purge of the Police Management Team.

A source stated, “The three DIGs were on the same rank as Adamu last year. In fact, Abdallah was a Commissioner of Police the same time the acting IG was also a CP, so they were almost on the same level. By virtue of this fact, the new police boss may include them in his management team and save their career from sudden death.”

The acting IG enlisted into the Force on February 1, 1986 as Cadet Assistant Superintendent and had attended several Senior Officer Courses on Law Enforcement, Crime Prevention, Control and Management within and outside Nigeria.

Before his appointment as acting IG, he was at the National Institute for Policy and Strategic Studies, Kuru, Jos, Plateau State.

He was also the Commissioner of Police in Ekiti and Enugu states and also Assistant Inspector-General of Police in charge of Zone 5 Police Command Headquarters, Benin, Edo State.

  • IGP Idris manipulated his retirement age – Sen. Misau

The Senator representing Bauchi Central, Isa Hamma Misau, yesterday accused Inspector-General of Police (IGP), Mr. Ibrahim Idris, of manipulating his retirement age.

Misau, who appeared before the Senate committee investigating the allegations against the IGP, told the panelists that the police boss employed four civilians in his office with the salary of the rank of Assistant Inspector-General of Police (AIG).

He said the police boss engaged the services of a retired police officer to handle investigation as against the code and Act establishing the Police Force, adding that all investigative cases were supposed to be under the Deputy Inspector- General of Police, DIG in Area 10, Garki, Abuja and not a retired officer.

The eight- member ad-hoc committee has Senate Deputy Chief Whip, Senator Francis Alimikhena ( Edo North) as chairman.

He said the expected date of retirement of the IGP was fraudulently doctored on the staff list of Senior Police Officers from 3rd January to 15th January, 2019.

Misau said: “Sometime in July 2017, I was in the office of Senator Baba Kaka, Chairman, Senate Committee on Rules and Business when a Daily Trust reporter sought my views on the information that policemen pay as much as N500,000 for Special Promotion.

“To verify this information, I called some serving police officers who confirmed to the three of us that the information was not only true, but that the amounts paid are up to N2,500,000, in addition to other information.

“I hereby forward for your consideration, the detailed terms of allegation against the Police the Inspector General of Police, 1GP and the Police Service Commission: Deployment of Policemen to Private Organisation: Between 50,000 to 100,000 policemen are routinely deployed by the Police to oil companies, oil servicing companies, banks, oil marketers, and private individuals etc, with regular payments made to the police.. While these monies are estimated to run intobillions monthly, they are however, unaccounted for.

“Today, the situation is so bad that businessmen with dubious characters and suspicious businesses now go about with full detachment of policemen and some with full convoy and blasting siren, especially in Lagos, Port Harcourt and other major cities in the country, thereby worsening the country’s policing ratio of 1 policeman to about 800 citizens as against the UN recommended ratio of 1 policeman to 400 citizens.

“Special Promotion Racketeering by the IGP and the Police Service Commission: The Police Service Commission whose main function is to recruit, train, discipline, promote and retire members of the Force, appear to have left its core mandate to indulge almost exclusively in promotion racketeering. When the IGP was appointed, 23 AIGs and above were compulsorily retired to enable him discharge his duty, showing clearly that special promotion is injustice, because it is an attempt to put junior officers above their seniors.

“Favouritism in Promotion/ Appointment of Police Commissioners: There is a lot of favouritism in the promotion/ appointment of Commissioners of Police. Junior Deputy Commissioners of Police are given Commissioner of police on acting capacity as against seniority and merit thereby blocking eligible candidates. A recent example is the present CP Lagos who is a junior DCP to two other DCPs, was now given acting CP and posted to Lagos. These acts of favouritism have eroded discipline in the Force which is the backbone of any successful organisation.

“Postings/Transfers: Transfers of Commissioners of police, State Mopol Commanders and Special Protection Unit Commanders are riddled in corruption. While there are Chief Superintendent of Police, CSPs with over 10 years’ experience. Out of 41 Mopol commanders, about 19 Mopol commanders are junior Superintendents of Police, (SP).

    “It is so bad that instead of the Commissioners of Police in charge of units, like the Police Mobile Force, Special Protection Unit, the postings and transfers are effected in the office of the IGP because of special interest;

“It is alleged that a woman Assistant Commissioner of Police who is in charge of posting and transfer at the Force Headquarters, Abuja and is known to be close to the IGP, collects money for general postings and transfers, and this is verifiable through the ACP’s account details and those of her immediate subordinate officers and men as the money collected are usually through bank transfers

“The 1GP posted a Commissioner of police who for the past 17 years has not worked/ served in a police formation to take charge of a state. This officer who was a former Police ADC to the late former Governor Alamiesiegha, and also served under former President Jonathan, is now the commissioner of Police, Adamawa state. Foisting such officer without operational experience has been a major setback to the current administration’s fight against criminality, especially the Boko Haram insurgency. This officer enjoyed special promotions three times to become a Commissioner of police while his mates are currently Chief Superintendents of Police (CSPs). Such level of operational inexperience is not only a risk to the officer himself, but also to his command and the state at large.

“Illegal Diversion of Fund By the 1GP: The IGP is alleged to have diverted the funds provided under the 2016 Appropriations Act for the acquisition of Armoured Personnel Carriers, (APC) to purchase of luxury cars without virement. And that he essentially runs the police like a personal property by applying police resources and valuable assets to personal use by his children and close associates.

“Use of Special Units to Undermine Legitimate Police Departments: The 1GP introduced a curious system where so many investigation units report directly to him. In addition to the above mentioned Units, others include IGP Response Team, IGP Monitoring Unit, and Special Investigation Panel, (SIP) which is inappropriately headed by a retired Assistant Inspector General of Police in contravention of Public Service Rules. It should be noted however that according to the police standard operation, all investigation and intelligence units are legally under the Force Criminal Investigation Department. The current situation has not only rendered the Deputy Inspector General’s office moribund, but also made the office, redundant.

“The Inspector General of Police is also in the habit of regularly withdrawing cases from the DIG Investigations / Intelligence and reassigned to junior officers loyal to him, thereby effectively undermining the Deputy Inspector General.

“Poor Attention to Personnel Welfare: Attention is not paid to welfare and logistics need of officers and men, thereby causing low morale. The conditions in the Police Academy, Police barracks and Police Colleges are not only inhospitable but are also inhabitable. About four months ago, about 3000 policemen were deployed from 30 states to Maiduguri, Borno state for special duties, without logistics. To avoid paying the necessary allowances, signals were issued to convert the deployment to permanent transfer after three months special duty.”

  • IGP Idris gives new order to SARS

The Inspector-General of Police (I-G), Mr Ibrahim Idris, has ordered members of the Special Anti-Robbery Squad (SARS) to wear police uniforms with full identification, pending the launch of new FSARS uniform.

The force Spokesman, Acting Deputy Commissioner of Police (DCP) Jimoh Moshood, in a statement in Abuja on Friday said that Idris gave the order at a meeting with critical stakeholders.

NAN reports that Moshood said Idris was represented by the Deputy Inspector-General of police in Charge of Operations, Mr Habila Joshak.
He said that the meeting was convened to brief the stakeholders on the progress made so far in the overhaul of the SARS now known as Federal SARS.

The Police boss said that the overhaul of SARS was beyond rhetoric as strategic reforms were being implemented.

He said that the FSARS operatives had been ordered to desist from attending to civil or commercial matters henceforth and focus strictly on armed robbery and kidnapping cases only.

According to Moshood, the Commissioner of Police in charge of FSARS, Mr Habiru Gwandu, informed the meeting that a human rights desk had been created in the 36 states of the federation and FCT.

He said that the desks would address cases of infractions against members of the public by FSARS personnel across the nation.

Gwandu added that the Police had engaged the services of psychologists and counsellors in the ongoing screening of FSARS operatives.

On his part, the DCP in charge of the I-G’s X-Squad, Amaechi Elumelu, said in the statement that the screening and mobilization of FSARS Operatives would not be business as usual again.

He said that FSARS operatives would undergo rigorous orientation including human rights training among other screening processes.

Elumelu said that the I-G would soon unveil the Custody Records Management System.

He explained that this system would contain the records of arrests, detentions and welfare details of suspects.

The commissioner said that this system would discourage arbitrary arrest of people and ensure that suspects were charged to court within 24 hours, in compliance with the law.

  • Murder suspects allegedly fingers Saraki, Gov. Abdulfattah as sponsors

Barely few days after Senate President, Bukola Saraki raised allegation that the Nigeria Police Force is planning to blackmail him, murder suspects arrested by the Kwara State Police Command in Ilorin and transported to Abuja, have reportedly named Saraki and Governor Abdulfattah Ahmed as their sponsors.

This was contained in the confessional statement made by the suspects, according to SaharaReporters. .

The suspects reportedly confessed to have been on the payroll of the Kwara State government and Mandate Office of Saraki.

One of the suspects and leader of the killer squad, who is the son of Salihu Woru, the spokesman of Magajis in Ilorin Emirate, told the police that he was placed on salary Grade Level 16, while his colleagues are on Levels 10 to 15.

The suspects also said that they were being paid from the Office of the Senate President, who allegedly gave them Toyota Corolla cars a few months ago as a way of securing the loyalty ahead of the 2019 elections.

The suspects, in their statement, reportedly said those marked on their list for execution before the election are: Kayode Oyin, Yinka Aluko, Baba Rex, one Mustapha and one Ogunlowo.

A Police source told Sahara Reporters that bank statements retrieved from the suspects indicated that they received money on a monthly basis from Saraki and the Kwara State government.

According to the report, the Senate President and Ahmed may soon be invited by the Police.

Saraki had on Wednesday raised an alarm during plenary of a plan by the Inspector General of Police, Ibrahim Idris to implicate him using some arrested murder suspects.
