  • Invitation: Idris is the first IG to disobey Senate orders – Saraki

    Senate President, Bukola Saraki, has reacted to the Inspector-General of Police, Ibrahim Idris, refusal to appear before the Senate over the arrest and detention of Sen. Dino Melaye and the killings across some parts of the country.

    For the second time, the IG on Wednesday failed to appear before the Senate plenary despite a formal invitation.

    He was invited to answer questions on the arrest of a senator, Dino Melaye, and killings across the country.

    The police boss was first summoned on Wednesday, April 25, but he failed to appear.

    “I don’t want us to labour too much. At the upper chamber, we must show maturity and statesmanship. I don’t think anybody who has been around enough to observe the practice of our democracy knows that this action cannot be right.

    “Under constitutional powers, it requires the IG to come and give a report on the incident involving a colleague and the incessant killings happening in the country. He has felt that he cannot come and wants to delegate it to a junior to come,” he said.

    He noted that no police IG has ever refused to appear before the senate since Nigeria started practising democracy.

    The Senate President advised his colleagues to give the police boss one more week to reflect and make his appearance.

    “No IG has ever refused to appear before the Senate since we started practicing democracy. I don’t think that has happened before. But we must know these actions are danger to our democracy.

    “Again, we cannot say it is just to us because the President told us that he told him to go to Benue and the man refused to go to Benue and he is sitting there and he is doing this. I want to appeal to our colleagues, let us approach this in two ways.

    “One way, we give him another period for him to reflect the enormity of his action because whatever happens today sets a precedence for future and as such it is important that we do not allow issues like this.

    “The leader of the Senate and the Chairman on Police should engage with the executive and send our position. There are powers we can exercise which are not in the interest of us making progress in this country. Since the beginning of the year, over 500 or 600 have been killed and we believe that the man in charge of enforcing this does not think he needs to sit down with Senate to engage with us when there is something wrong somewhere.

    “So let us hold and give them time within a week and come back to us and I am sure that wisdom would prevail.,” Saraki said.

  • Why IGP was represented at Senate – Police

    The Nigeria Police Force (NPF) on Friday said it was Constitutional for the Inspector General of Police (IGP) Ibrahim Idris to send a representative after being summoned by the Senate.

    A statement by Police spokesman ACP Jimoh Moshood said the functions, duties and responsibilities of the IGP as listed in Section 215 of the Constitution of the Federal Republic of Nigeria can also be carried out as mentioned in section 312 (1) of the Police Act and Regulation by a senior officer of the Force of the Rank of Deputy Inspector General of Police and Assistant Inspector General of Police who if permitted by the Inspector General of Police to act on his behalf or represent him in official capacity at any function, event or programme within and outside Nigeria and can do so in consonant with the provisions of the Police Act and Regulation.

    He said it is on the basis of the above that while the Inspector General of Police is on an official assignment in Bauchi State that he delegated the Deputy Inspector General of Police, Department of Operations to represent him and honour the invitation of the Senate, Federal Republic of Nigeria in respect of the felonious offenses for which Sen. Dino Melaye was taken into Police custody, investigated and to be arraigned in the Federal High Court, Lokoja without further delay.

    He added that, “Consequently, the general public are hereby implored to note that the Inspector General of Police acted rightly in accordance with the provisions of the Constitution of the Federal Republic of Nigeria and the Police Act and Regulation and other extant laws by delegating the Deputy Inspector General of Police, Department of Operations to represent him at the Senate, National Assembly on 26th April, 2018 to present the Police report, actions and findings in a case of Criminal Conspiracy and Unlawful Possession of Prohibited Firearms and other sundry offenses indicting Senator Dino Melaye.”

    Moshood explained that,”The Nigeria Police Force is a law abiding organization and holds the Senate and its leadership in high esteem, however the Force wishes to impress on the Senate of the Federal Republic of Nigeria not to personalize or trivialize the criminal offenses (Criminal Conspiracy and Unlawful Possession of Prohibited Firearms and other sundry offenses) indicting Sen. Dino Melaye from confessions of two suspected kidnappers and Armed Robbers namely: Kabiru Saidu and Nuhu Salisu: but should allow the rule of law and justice to prevail.”

  • Just in: IG removes Kogi CP over escape of gun suspects linked to Melaye

    The Inspector-General of Police, Ibrahim Idris, has ordered the immediate removal of Kogi State Commissioner of Police, Ali Janga over the escape of two alleged gun suppliers linked to Senator Dino Melaye.

    He also redeployed the Commander, Federal Special Anti-Robbery Squad in the state, the Divisional Police Officer ‘A’ Division, Lokoja and other police officers implicated in the escape for negligence, dereliction of duty and gross misconduct.

    The IG in a statement by the police spokesman, Jimoh Moshood, explained that the policemen are all facing serious disciplinary action.

    Senator Dino Melaye has threatened to sue the Inspector General of Police over the reported escape of two crime suspects who accused him of being their gun supplier.

    Police had on Wednesday said the two suspects had escaped from their custody, declaring them wanted as well as the senator.

    But speaking on the floor of the Senate on Wednesday, the lawmaker representing Kogi West cited Order 43 to submit that the police had either released the suspects or killed them.

    He, then, asked the police to produce the suspects dead or alive or he would sue their boss, Ibrahim Idris, for intimidation, abuse of power, harassment and mental assault.

    The police had on 20 March paraded the suspects allegedly working for Melaye.

    Reps passes vote of no confidence on IGP, demands immediate dismissal

    The House of Representatives has passed a vote of no confidence on the Inspector General of Police, Ibrahim Idris and called for the dismissal of the police chief.

    The vote of no confidence on the IG followed a motion of urgent public importance moved by Abubakar Dambaram (APC, Kano).
    The motion is entitled, ‘need to curb thuggery development in political activities in Kano and Nigeria in general.’

    Similarly the lawmakers ordered the IGP to apologize to Governor Samuel Ortom over a derogatory comment by the Force spokesperson, Jimoh Moshood.

    The lower legislative chambers gave the directive while currently debating a motion on the bills by herdsmen in Benue State.

    Recall that the featuring on Channels television, Moshood had yesterday described Ortom as a “drowning man.”

    Force spokesperson made the remark while faulting some comments made by the governor, following crisis between Fulani herdsmen and farmers.

  • El-Rufai mourns ex-SGF Idris, says deceased served Nigeria well

    Governor Nasir El-Rufai on Saturday described late Alhaji Gidado Idris as a distinguished elder statesman.

    The News Agency of Nigeria (NAN) reports that Idris, 82 and former Secretary to the Government of the Federation (SGF), died in Abuja on Friday.

    In a message of condolence to the family of the former SGF, the governor said that Idris served Nigeria well.

    Idris, who hailed from Zaria in Kaduna state, was appointed SGF in 1993 and he retired in 1999 after a civil service career that started before Nigeria’s independence.

    “Alhaji Idris was a dedicated public servant who provided decades of distinguished service to this country. He was a father to us, widely admired for his humility and discipline.

    “I personally benefitted from his humility, wisdom and foresight, when I served as a presidential advisor in the Programme Implementation and Monitoring Committee from 1998 to 1999.

    “May Almighty Allah grant his soul Aljannah Firdausi, and his family the fortitude to bear this loss.”

    El-Rufai’s condolence message was signed by Samuel Aruwan, the governor’s Senior Special Assistant Media and Publicity.

  • Police IG scandal: Misau indicts Aisha Buhari says Idris bought her 2 SUVs

    The All Progressives Congress (APC) Senator, representing Bauchi Central senatorial district at the Senate, Isah Misau has again accused the Inspector-General of Police (IGP), Ibrahim Idris, of allegedly purchasing two Prado SUVs for President Muhammadu Buhari’s Wife, Mrs. Aisha, for personal use.

    Misau who seems not to have exhausted alleged acts of corruptions being perpetrated by the IGP made this latest disclosure on Wednesday when he appeared before the eight-member Ad-hoc Committee of the Senate led by Deputy Chief Whip of the Senate, Senator Francis Alimikhena (APC, Edo North).

    The senator, who appeared before the committee probing alleged acts of corruption he leveled against Idris, narrated to the committee how the First Lady, through his Aide de Camp, had asked for a Sienna and Hiace. He said that the IGP instead bought two Prado SUVs, contrary to what Aisha requested for.

    “The Inspector- General of Police gave the First Lady, wife of the President, two SUVs and this came through a letter from the ADC to the First Lady who requested on her behalf that she needed a Sienna and Hiace for personal use, but she was given the two SUVs for her private use.”

    Making further allegations against Idris, Misau told the committee how the IGP manipulated his retirement date. According to the senator, the expected date of retirement of the IGP was deceptively tampered with on the staff list of senior police officers from January 3 -15, 2019.

    He alleged that the IGP employed four civilians in his office and has been receiving the salary of the rank of Assistant Inspector- General of Police (AIG). Misau added that the Idris has been making use of a retired police officer he employed himself, to handle investigations.

    This, Misau argued, is in contradiction to the code and Act establishing the Police Force. The Act stipulates that all investigative cases were to be under the Deputy Inspector-General of Police , DIG, in Area 10, Garki, Abuja, and not a retired officer.

    Explaining earlier allegations he leveled against the IGP he said, “Sometime in July 2017, I was in the office of Senator Baba Kaka, Chairman, Senate Committee on Rules and Business when a Daily Trust reporter sought my views on the information that policemen pay as much as N500,000 for special promotion.

    “To verify this information, I called some serving police officers who confirmed to the three of us that the information was not only true, but also that the amounts paid are up to N2, 500,000, in addition to other information.

    “I, hereby, forward for your consideration, the detailed terms of allegation against the Inspector General of Police, 1GP, and Police Service Commission (PSC) deployment of policemen to private organisations. “Between 50,000 and 100,000 policemen are routinely deployed by the police to oil companies, oil servicing companies, banks, oil marketers, and private individuals etc, with regular payments made to the police.

    “While these monies are estimated to run into billions monthly, they are, however, unaccounted for. Today, the situation is so bad that businessmen with dubious characters and suspicious businesses now go about with full detachment of policemen and some with full convoy and blasting siren, especially in Lagos, Port Harcourt and other major cities in the country.

    “This worsens the country’s policing ratio of one policeman to about 800 citizens, against the UN recommended ratio of one policeman to 400 citizens. PSC whose main function is to recruit, train, discipline, promote and retire members of the Force, appears to have left its core mandate to indulge almost exclusively in promotion racketeering.

    “There are a lot of favouritisms in the promotion/appointment of commissioners of police. Junior deputy commissioners of police are given commissioner of police in acting capacity, against seniority and merit, thereby blocking eligible candidates.

    “A recent example is the current Lagos State Commissioner of Police, who is a junior DCP to two other DCPs, now given acting CP and posted to Lagos. These acts of favouritism have eroded discipline in the Force, which is the backbone of any successful organisation.”

    The Senate committee chairman probing the matter Alimikhena, meanwhile, has said that Idris will appear before the committee next week to tell his own side of the story.

    There are currently legal actions instituted against Misau by the Federal Government which had accused him of making false accusation against the IGP.

  • Corruption allegations: Police IG urges court to stop Senate probe

    The Inspector General of Police (IG) Ibrahim Idris has initiated a move to block his planned probe by the Senate over allegations of corruption and unethical conduct levelled against him by Senator Isa Misau.

    He has filed a suit before the High Court of the Federal Capital Territory (FCT) to that effect.

    He listed the Senate and its president, Bukola Saraki, as respondents in the suit.

    The IG in the fundamental rights enforcement suit seeks, among others, an order restraining the committee set up by the Senate for the investigation of allegations against him, from hearing or taking a decision.

    Idris also wants the court to restrain the Senate President and the Senate from receiving and discussing any report submitted to it by the committee set up to probe the allegations.

    The IG, in a supporting affidavit, stated that one Senator Isa Misau, while raising a matter of urgent national importance between September and October 2017, accused him of mounting roadblocks across Nigeria with the purpose of extorting money from unsuspecting motorists.

    He added that the said senator, in the motion, also accused him of collecting illegal fees by way of security protections given to corporate organisations, eminent citizens and oil companies running into billions of naira.

    Idris claimed that among others that Misau accused him of having “unwholesome relationship with female officers in the force”.

    The Senator representing Bauchi Central Senatorial District, Hamman Misau, has opened a can worms against the Inspector General of Police, Idris Kpotun Ibrahim.

    Raising through order 43, Misau a former Police officer explained that he was attacked by the Inspector General of Police because he revealed corrupt activities under the current IGP, while the Senate was on recess.

    He also disclosed that the IG was in extra marital affairs with one Amina and another Esther, but eventually wedded Amina secretly in Kaduna after being impregnated.

    “Mr President, distinguished colleagues, instead of the IGP to address the issues I raised in my capacity as the Senator of the Federal Republic of Nigeria, he was busy attacking me”, he said.

    “The IGP has been in sexual relationship with two female serving Police officers, that is one Amina and Esther. He impregnated Amina and did a wedding secretly in Kaduna.”

    “As a former Police officer, I can say authoritatively that it is wrong for an officer to have a relationship with female Police officer because of the nature of that work”, Misau insisted.

    Senator Hamman Misau and the IGP have been at each other’s jugular over bribery allegations against the Nigeria Police.

  • We are worried over FG’s silence on N120bn bribery allegations against IGP – PDP

    Peoples Democratic Party said in Abuja on yesterday that allegations of bribery against the Inspector-General of Police, Mr. Ibrahim Idris, should not be ignored by the Federal Government.

    The main opposition party was referring to a series of allegations leveled against the IGP by the Senator representing Bauchi Central, Isah Misau.

    The Senator, a former police officer, had accused the police boss of collecting bribes from some officers before they were promoted.

    He alleged that Idris was also collecting bribes from oil companies before posting police officers to them to provide security.

    Responding, the IGP declared the senator a deserter, saying Misau forged his retirement letter from the Force.

    But the PDP, in a series of tweets, described the refusal of the Federal Government to speak on the allegations as worrisome.

    It said it was worried over the “deafening silence” of the Federal Government on the issue.

    The main opposition party alleged that the All Progressives Congress government also refused to act on the allegations levelled against the acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu.

    But the APC, on Sunday, said unlike the PDP, which it alleged allowed corruption to thrive during its 16 year reign, the President Muhammadu Buhari-led administration did not encourage corruption.

    The PDP said the allegations against the IGP “are too weighty”, asking the police to free itself from the accusation.

    The tweeted added, “We are again worried about the deafening silence of the APC-led FG on the allegation of corruption against the police IG by Senator Misau.

    “The N120bn fraud allegation against the IG of police is too weighty and the police authority must purge itself of this accusation.

    “The sudden realisation that Senator Misau is a deserter further exposes the complicity of the police force on this matter.

    “This allegation must not be swept under the carpet by the APC like the ones against the EFCC acting chairman, Magu, and others

    “The APC-led FG cannot be said to be fighting corruption and at the same time covering up corrupt officers.”

    of the APC, Mallam Bolaji Abdullahi, said this in a telephone interview with one of our correspondents in Abuja on Monday.

    He stated that it took the determination of the present administration to expose the monumental pillage of the nation’s commonwealth by officials of the last administration.

    Abdullahi added, “It is glaring for all to see that the APC has been walking the talk in the war against corruption.

    “We did not wait to be prodded before our dear President; Muhammadu Buhari, ordered the suspension of the Secretary to the Government of the Federation, Babachir Lawan, and the Director-General of the National Intelligence Agency, Ayo Oke, to allow for proper investigations.

    “This is unlike the PDP which swept glaring cases of corruption under its big umbrella. At the risk of sounding like a broken record, Nigerians know and appreciate how committed this administration is to breaking the cycle of corruption which has held this country down for decades.”

    The Nigeria Police Force has dismissed Rivers Governor Nyesom Wike’s claim that Inspector-General of Police, Ibrahim Idris ordered the Rivers State Police to have him killed.

    The Force Public Relations Officer, Jimoh Moshood disclosed this in a press release issued on Sunday.

    Wike made the allegation in an interview with The Punch on April 9, headlined, “IG Has Given CP A Mandate To Kill Me – Wike.”

    The Nigeria Police Force dismissed the claim as unfounded.

    “To clear doubts from the minds of the good people of Rivers State and other well-meaning Nigerians that must have read the story and set the record straight, the Force is under obligation to inform the public on the facts of the matter.

    “There was no time, either recently or in the past, that the Inspector-General of Police gave an order or assignment to the Commissioner of Police of Rivers State or any police officer anywhere in the country to kill His Excellency, Barrister Nyesom Wike, the Executive Governor of Rivers State,” the statement said.

    “His Excellency should put into cognisance national security and that of the people of Rivers State as against any personal, political or group interest, and resist the use of personal grudges, grouse and sentiment to attack the hard earned personality of the Inspector-General of Police to cast aspersion on the statutory roles of the Force in ensuring utmost protection of life and property of all Nigerians,” the Police Force said.

    The Force added that it is duty-bound to tell the public that Wike and his office are shielded by 221 police personnel. This detachment consists of an Aide-de-Camp, Chief Security Officer, Unit Commanders from the Special Protection and Counter-terrorism units, respectively, an escort commander, camp commander, administrative officer and 54 Inspectors of Police.

    The team also includes 136 sergeants and 24 corporals.

    “Obviously, the total number of 221 police personnel attached to the Governor of Rivers State is more than the strength of some Police Area Commands formation in some States of Nigeria. This is done to ensure optimum safety and protection of the Executive Governor of Rivers State. It is also factual to state that Mr. Wike has not, at any time, reported or brought to the notice of the Inspector-General of Police any security breach or lapses from these police personnel attached to him till date,” the Police Force added.

    It further described as false the claim that nine Commissioners of Police have served in Rivers State in the last two years, saying the state has had only three since the appointment of the Inspector-General of Police.

    “The first Commissioner of Police was redeployed to a higher duty post when he was promoted to the rank of a Deputy Inspector-General of Police, while the second died after a brief illness on admission at an Indian hospital. The third is the current Commissioner of Police in Rivers State,” the statement read.
