Did Okowa really betray the South? – By Goodnews Agbi

    By Goodnews Agbi

As citizens of Nigeria we are all guided by three judicable documents viz: i) the constitution of the Federal republic of Nigeria, ii) the electoral Acts/INEC guidelines, iii) the political parties constitutions and iv) others are clubs, associations, communities and villages constitutions.

All the above documents are binding on all willing participants except the Constitution of the federal republic of Nigeria which binds every citizen and residents of Nigeria, willingly or unwillingly.
Infractions of the constitution of the federal republic of Nigeria has consequential effects on all citizens and those residing in Nigeria.

The Elecoral law/INEC guidelines is also a very important document which must be obeyed but has less binding influence on the citizens except those seeking political offices/power and those seeking to exercise their fundermental human rights or franchise.

Outside these two, no other document binds unwilling participants in a democratic Nigeria.

The political parties constitutions cohere only those interested in belonging to a particular party. If for example I don’t belong to APC, PDP, NNPP or Labour Party, their constitutions cannot be binding on me, but it is binding on all those who submit themselves to or belong to such political parties.

Definitely the constitutions of clubs, associations or villages only affect those who belong to those bodies.

This discuss is totally dispassionate, apolitical, impassive and unsentimental, but morally germane to the so called ‘Okowa betrayal of South of Nigeria’.

Okowa as the Governor of Delta State belong to a political party, the PDP.

Yes, he participated in the meeting of the Southern governors where a decision was taken that the president of Nigeria must come from the South. A very genuine, morally justifiable, sanguinely articulate and socially splendid decision.

This move or decision should be applauded by all patriotic Nigerians, especially for the peace and unity of the country at this period of huge social dislocations, but unfortunately, and very sad at that, this historic decision is not constitutionally or electorally enforceable without the political parties stout involvement. The question is, did the political parties whose governors attended the historic meeting obey that decision at their delegates elections? The two major parties, PDP and APC did not adhere to that Lagos decision. In the primaries of the PDP and the APC the contestants were from both North and South of Nigeria, and dollar power, rather than popularity, morality, state of physical and mental health and competence elected their presidential candidates.

Another question the critics need to answer is, now that Okowa’s party, the PDP has elected a Northern candidate, should Okowa resign from PDP or politics because the decision taken by the Southern governors was thwarted by most of the political parties, including the governors themselves. The Southern governors could not come out with a single candidate. Having agreed that the south should produce the president they should have summoned the courage to present or support one person for the position, or at most two persons, one each for the two big parties, PDP and APC. Instead they all want to be president. Take count of those that bought form from the South South alone:

    Akwa Ibom: Udom Emmanuel
    Cross River: Ben Ayade
    Rivers: Nyesom Wike

Similar numbers bought forms from South East and South West. The governors failed to form a formidable front to secure the spirit and letter of the celebrated agreement. They also failed to present or support a common presidential candidate. Whereas the North succeeded in fielding inventive Atiku, Tambowa stepping down for him at the dying minute. The outcome of the primaries is bound by the supreme documents, the Constitution of the federal republic of Nigeria and the electoral law.
Do those critiques want Okowa to be dancing round the country like Wike, fighting an outcome of a political exercise that is constitutionally sacrosanct? As a Nigerian, and a loyal party man, he is bound by the outcome of that primary that produced Atiku.

Okowa or Wike or Buhari or any Nigerian can not change that electoral outcome, except the electorate at the general election.

If then, the elected Atiku decides to make Okowa, a loyal party man his Vice, and he accepts, what is the betrayal here? Atiku must pick his vice from southern part of Nigeria.

Conversely, Okowa is a politician, from the south, eminently qualified and without any constitutional encumbrances, could not by his acceptance to Vice a presidential candidate, that was constitutionally and legally elected from the North, be a betrayal of the Southern Nigeria. The real betrayers are the Southern delegates who were mesmerized by the dollar rains and forgot their moral duties to the Southern people. Let’s ask ourselves if Atiku had picked Wike, will there be this G5, the dancing and talk of a Southern agreement or betrayal?

  • Governor Okowa and the Spirit of a New Nigeria – By Festus Okubor

Governor Okowa and the Spirit of a New Nigeria – By Festus Okubor

    By Dr Festus Goziem Okubor

If there is anything that all Nigerians, irrespective of tribe and tongue, religion or age, have come to agree about, that thing is the thinking that our country Nigeria badly needs a rebirth. This feeling and thinking has gained intense traction in the last ten years. When we hear most Nigerians talk about restructuring, secession and even the deadly crises arising from insecurity manifesting as insurgency, banditry, kidnapping, they all point to the urgent need of a rebirth for Nigeria. All that is wrong with us as a country and as a people are the cumulative consequences of not seeking early enough the path that could have led to a rebirth for Nigeria.

The problems of bad leadership, corruption, poverty, economic mismanagement and all other acts that point to our acute deficiency as a country are signals that we are almost too late in seeking rebirth. But since every nation remains a work in progress, it is never too late to realize and seek that route that leads to rebirth. An Indian proverb did say that no matter how far one has gone on a wrong path, it is never too late to return. This is Nigeria’s abiding hope that there is light at the end of the dark tunnel.

In such dire straits that Nigeria found herself a few people pushing a phenomenon usually emerge and point the way out of the quagmire. It appears that one of such men has been located in Dr. Ifeanyi Arthur Okowa, the Governor of Delta State and presidential running mate of the Peoples Democratic Party (PDP). Governor Okowa has a cerebral endowment that can match that of any Nobel Prize winner in Medicine. It is this enormous brain power that he has deployed into politics and has become one of the nation’s most strategic politicians that remind us of such greats like Dr. Nnamdi Azikiwe and Chief Obafemi Awolowo who were nationalist-politicians and thought leaders in a class. Since joining politics three decades ago, Governor Okowa rose from the very bottom of political participation from the local government level to the state and now federal level as a vice president in waiting. This is an uncommon feat that is unprecedented in Nigeria. Governor Okowa is a thinker and a pragmatic politician with a charisma that endears him to people.

What has most recently projected Governor Okowa as embodying the spirit of the new Nigeria we are all searching for is the National Sports Festival hosted by Delta State. Sports constitute a unifying phenomenon for humanity. It speaks the language of unity, friendship and solidarity. Sport brings out the best in humanity. That is why people talk about the “spirit of sportsmanship” in making the best out of bad situation. This is exactly what Governor Okowa has done with Delta State hosting the National Sports Festival. The festival brought Nigeria and Nigerians together for the first time in many years. Religion, age, tribe or tongue didn’t matter. Nigerians from Warri, Wukari, Kano, Calabar, Ikeja, Kafanchan and other far flung places came together to engage in healthy competition for medals and honour. As they did so, they were ruled by the beauty of humanity founded upon fellow feeling. The sports men and women including spectators saw themselves as one. They saw themselves as Nigerians and as one people. It was an inclusive engagement. Isolation, marginalization, oppression, exploitation and other such negatives that have set Nigeria back were banished from the Sports Festival. It was all about one Nigeria. Governor Okowa did this yeoman job for Nigeria. He deserves applause.

The sports festival showcased excellence which is what Nigeria needs in her rebirth. The stadium that hosted the event, the Stephen Keshi Stadium, is world class and it was part of Governor Okowa’s deliberate design to let the world know that so much good can come from Delta State and Nigeria. The Stephen Keshi Stadium is a flagship stadium on the African arena of sports. It is the only one of its kind in Africa. Only a few stadia in Europe and America could have been better. The stadium’s main bowl is breathtaking. The swimming pool is so enchanting it invites all to swim without saying it. The three indoors sports halls make the Stadium the only one with that number in Africa. Governor Okowa has set the pace by showcasing the spirit of excellence inherent in Nigeria and Africa.

The organization of the festival was also earns an excellent grade. Governor Okowa who is a stickler for perfection ensured that everything was put in place to ensure a trouble free sports festival. In time past, the festival always generated controversies and crises, but not this one hosted by Delta State under the watch Governor Okowa. The city of Asaba wore a new look reflecting the excellent work of urban renewal by the administration of Governor Okowa. The Asaba International Airport which Governor Okowa completed and upgraded to international standards came handy and very useful as it became the link between Delta State and the world. What the sports festival has done for Nigeria was to bring Nigerians together in harmony without friction. This is what a multi-ethnic country like Nigeria deserves and Governor Okowa, working with the PDP presidential candidate, the pan-Nigerian Alhaji Atiku Abubakar, is toiling day and night to achieve.

Despite what Governor Okowa’s political enemies, few as they are, would say, the man is a beacon of hope for Nigeria. He represents the ideals of unity, cohesion, solidarity, peace and other positive factors that Nigerians need to embrace in order to attain a rebirth. For the past seven years Governor Okowa has done creditably in stabilizing Delta State and putting the people on the path of prosperity despite the gross economic mismanagement and poverty crises the All Progressives Congress (APC) government is hanging on Nigeria. As Nigerians seek a rebirth they should look in the direction of one man who has the magic wand to turn things around. Using his brain and brawn, Governor Okowa is the embodiment of the spirit of new Nigeria.

2023: We will restore Nigeria’s lost glory – Okowa assures

Vice presidential candidate of the People’s Democratic Party (PDP) for the 2023 election, Governor Ifeanyi Okowa of Delta State has assured the presidential candidate of the party, Atiku Abubakar will restore the lost glory of Nigeria if elected next year.

TheNewsGuru.com (TNG) reports Governor Okowa gave the assurance on Monday at the PDP’s presidential campaign at the Tafawa Balewa Square in Lagos, where he expressed confidence that Nigerians would not allow the All Progressives Congress (APC) to remain in power beyond 2023.

Okowa averred that the APC impoverished Nigerians while stressing that the party returned the country to “dark days” by its abysmal performance, which the Delta State Governor said was common knowledge to Nigerians.

He said that the prevailing level of decay in the socio-economic life in the country had never been recorded in its history, and blamed it on the gaping ineptitude of the ruling APC.

The vice-presidential candidate, however, affirmed that recovery was possible and close as the Presidential Candidate of PDP, Alhaji Atiku Abubakar, was determined to rescue the country.

He, therefore, urged Nigerians to mobilise fully and support the PDP’s mission of recovering the country and return it to brighter times.

He said that Atiku Abubakar was a Pan-Nigerian, and a candidate accepted across the country, adding that he “is a unifier, who believes immensely in Nigeria”.

“Our nation, Nigeria, can work better than its is now and the only man that can do is Atiku Abubakar. He will restore the lost glory of Nigeria. Nigerians are conscious and wiser now, with their experience of poor governance of the APC”, he stated.

Okowa urged voters in Lagos to cast their ballot for all PDP candidates, saying that was the only way to remove the state from being someone’s dynasty.

  • LG funds: I am clean – Gov Okowa replies Buhari

LG funds: I am clean – Gov Okowa replies Buhari

Delta State Governor, Ifeanyi Okowa has distanced himself from those President Muhammadu Buhari accused of looting local government allocation.

President Buhari had blamed governors for the pervasive underdevelopment of communities in the council areas, claiming that governors were tampering with the monthly allocations to the local councils.

He said this on Thursday at a parley with members of the Senior Executive Course No. 44 (2022) of the National Institute for Policy and Strategic Studies, Kuru, held at the State House Banquet Hall, Abuja.

But reacting in Asaba through his Chief Press Secretary, Olisa Ifeajika, Okowa who is the Vice Presidential Candidate of the Peoples Democratic Party (PDP), said it was unfortunate for the president to have made such a “blanket statement.”

He said: “I want to say that Mr President, as one who has all the information about issues in the country, knows the governors who fall into that category of the so-called ‘thieves’ he was referring to.

“We all know that our own Governor, Dr Ifeanyi Okowa, does not belong there. He was one of the first governors, if not the first, to embrace local government autonomy when it was agreed on just like he did with the judiciary and the legislature.

“He went as far as getting legislation to grant autonomy to the legislature and the judiciary. He allowed them to run autonomously. And, for a man, who allowed these organs of government to have autonomy, he cannot have anything to do with funds belonging to the local governments.

“I repeat that the government of Dr Ifeanyi Okowa, every month, augments the finances of local governments in the state with more than N300 million to make sure they are able to pay their salaries and stay afloat.

“He does that religiously monthly; so, for a man who does that, how can he be among those who steal local government money?

“Our governor is not part of it. You are also aware that the government of Sen. Ifeanyi Okowa recently released N5 billion for pension arrears; N2.5 billion of that was a grant to the local government for payment of pensions.

“It is a grant to the local government; they are not going to pay. The governor did that because the local governments have to fund their activities, pay their teachers and healthcare workers.”

APC accuses Gov. Okowa of marginalising Agbor Kingdom

The All Progressive Congress (APC), has accused Governor Ifeanyi Okowa of marginalising the people of Agbor Kingdom in Ika South Local Government of Delta.

The National Publicity Secretary of APC, Dr Felix Morka said this on Friday in Agbor during the party’s ward to ward campaign in Ika South constituency of the state.

He alleged that Okowa, the vice presidential candidate of the Peoples Democratic Party (PDP) was engaging in political vendetta against the people of Agbor and Ika South.

According to Morka, the people of Agbor and Ika South have been plunged into poverty and underdevelopment.

“The people of Agbor and Ika South have never been this marginalised and underdeveloped since the creation of Ika South.

“If not for President Muhammadu Buhari-led government that appointed six sons and daughters of Ika South into various positions, they will have been sent to political oblivion by Okowa,” he said

The APC spokesperson charged the people of Ika South and Ika nation to vote for all APC candidates in next year’s general elections to enjoy the dividends of good governance.

Also speaking, the APC Governorship candidate in Delta, Senator Ovie Omo-Agege, said the Buhari-led government had demonstrated his love for Ika nation by appointing sons and daughters of Ika into various positions.

Omo-Agege, who is also the deputy president of the Senate, said the only way Ika nation would reward Buhari’s magnanimity was by voting for APC candidates in the forthcoming elections.

Omo-Agege said if voted into office, his administration would address the present marginalisation of Ika South.

He thanked Buhari for reappointing Mr Godwin Emefiele as Governor of the Central Bank of Nigeria (CBN) and the Chief of Defence Staff, General Lucky Irabor.

The APC governorship candidate urged the people of Ika nation to express their appreciation to President Buhari through the ballot by voting for the candidates of the APC in the coming elections.

Notable APC chieftains attended the campaign rallies among them, Chief Omeni Sobotie, the state chairman of the APC.

Others were Chief Godsday Orubebe, the Director-General of Delta APC campaign council, Prof. Eugene Okolocha, Chief Paulinus Akpeki, Hon. Doris Uboh, Tuoyo Omatsuli, and Ima Niboro.

The APC Delta deputy governorship candidate,  Hon. Friday Osanebi, among others were also part of the campaign rallies.

National Sports Festival will attract huge economic benefits to Delta – Gov. Okowa

Delta state governor, Ifeanyi Okowa has assured of the state’s readiness to host the 2022 National Sports Festival, scheduled to begin on Wednesday in Asaba.
The governor gave his words in Asaba on Tuesday following inspection works at the Stephen Keshi Stadium, the venue of the opening ceremony of the sports fiesta.
He said the state government has put in so much human and material resources to ensure a hitch-free festival.
“I am here to see that everything is in place for this festival and as you can see the stadium and facilities are all set for the games.
“You will agree with me that a lot of work and human efforts have been put in here.
“I can assure you that the games will be starting tomorrow (Wednesday) as scheduled,” Okowa said.
He commended the contractors and other workers at the stadium who have laboured to deliver on the facilities being put in place.
The governor said the opening ceremony of the games would be a colourful event that would showcase the rich culture and hospitality of the people of Delta.
Okowa said that the 13-day sporting event would attract huge economic benefits to the people of the state.
“With our level of preparedness, there is no doubt that our people and our visitors are going to have wonderful time.
“I can assure you that it is going to be a good business for our people in the state because this event holds great business potential,” Okowa said.
The News Agency of Nigeria (NAN) reports that small and medium-scale businesses have taken over every available space around the stadium complex.
A food vendor, Mrs. Anita Okogwu told NAN  that she has recruited five sales girls to assist her to meet up with the demands of the festival.
“I sell food on the streets here in Asaba in a truck. I have been in this business for over 15 years now.
“I came here to do business and because of the large crowd already in town, I have employed five girls to assist me.
“So far, it has been good business, because for the past two days now, I have made good returns. We thank God for this opportunity,” she said.
Miss Ijeoma Mafuah, who sells soft drinks and bottled water at the stadium gate, said the festival has provided a business atmosphere.
Mafuah said it has also provided her the opportunity to make ends meet after she lost her teaching job.
“I have two kids and as a single mother, I have to fend for my kids. Before now, I use to make hair for people for my daily bread.
“But I can tell you that since on Sunday evening when I came to the stadium here to sell soft drinks and water, it has been good business for me because, I am making gains,” she said.
  • Delta State Govt denies wrong doing with 13% derivation funds

Delta State Govt denies wrong doing with 13% derivation funds

Officials of the Delta State Government have denied any wrongdoing in handling 13% derivation funds accrued to the State.

On Monday, Delta Commissioner for Finance, Chief Fidelis Tilije disclosed that the state’s total debt profile currently stands at N272 billion.

Tilije, who disclosed this at a news conference in Asaba, said that the N240 billion refunds from the Federation Accounts Allocation Committee (FAAC), was not a loan but the state’s share of 13 per cent crude oil derivation arrears from 2004 till date.

The commissioner, in the company of Mr Olisa Ifeajika, Chief Press Secretary to Gov. Ifeanyi Okowa, noted that the state government could offset its current debt if it discounted 100 per cent of its share of N240 billion refund approved by the Federal Government.

“The total debt profile of Delta state as we speak is N272 billion out of this, N84 billion is due to contractors and  pension  arrears is about N27 billion.

“The rest are the debt profile,  most of that were actually inherited by the Gov. Ifeanyi Okowa led administration.

“And in this past months, we have a total expected refund of N240 billion with respect to the 13 per cent oil derivation refunds to nine states that is ongoing.

“We had initially wanted to phase out  many legacy projects that we wanted to complete, we approached the State House of Assembly and got approval to discount N150 billion which we pruned to N100 billion as bridging finance facility from the N240 billion.

”I did say recently that out of this N240  billion that is expected from FAAC receipts, Delta has received N14.7 billion in three quarterly instalments.

“And out of this N100 billion bridging finance, we have accessed N30 billion from the commercial market,” Tilije said.

He said that with the totality of the refunds expected from FAAC, the state could clean up the outstanding debt profile if it fully discounted the N240 billion.

The commissioner explained that the governor, being a prudent manager of human and resources, felt that it would be necessary not to allow a repeat of the experience he had as new government in 2015.

“At inception in 2015, Gov. Okowa’s  administration saw hell managing the lean resources available to the state as a new government.

“This informed why all the state governments had to take a bailout fund from the Federal Government in 2015.

“The truth is that if the state government has totally taken or fully discounted the N240 billion FAAC refund, the next successive government will fall back to the experience Gov. Okowa had in 2015.

“So, unlike the other oil producing  states, who fully discounted their refunds, Okowa decided to be his brother’s keeper, take a percentage of the N240 billion and leave the rest for the incoming government to access over a period of four years.

“Besides, if we had gone ahead to discount the N240 billion in full, we would have been able to clean up all our  outstanding debt,” the commissioner said.

Tiliji noted that every government financed its budgets from FAAC receipts, Internally Generated Revenue (IGR),  borrowings and sundry facilities and tasked the social media to always report facts.

On his part, Ifeajika  said that the government was transparent and had nothing to hide.

According to him, the state government is conscious of the rule of law which informed why it approached the State House of Assembly for approval to access the bridging finance facility from the commercial market.

“In Delta, we are transparent, we have nothing to hide. The governor has assured that all the legacy projects will be completed before the end of his administration.”

2023 Elections: PDP pulls out of presidential town hall meeting

The Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar, and his running mate, Governor Ifeanyi Okowa of Delta State have pulled out of a town hall meeting organized for all contestants ahead of the 2023 presidential elections.

The Nigerian Television Authority (NTA) revealed this via a tweet on their verified Twitter page.

“Due to unavoidable conflicts, Alh. Atiku Abubakar and his running mate, Dr Ifeanyi Okowa of the People’s Democratic Party, will not be participating in The Candidates Presidential Town Hall Series,” the tweet read.

The presidential town hall series tagged ‘The Candidates,’ is organized by Daria Media in partnership with News Central, and the Nigerian Television Authority (NTA), among others.

Recall that, Okowa had represented Atiku in one of the Presidential Town Hall meetings organized by Centre for Democracy and Development (CDD) and chaired by Reuben Abati of Arise Television.

Peter Obi of the Labour Party, Rabiu Kwakwaso of the New Nigeria Peoples Party (NNPP) were in attendance.
