  • IG raises panel to probe alleged bribery in personnel promotion

    The Inspector-General of Police (IG), Ibrahim Idris, has set up a Special Investigation Panel to investigate complaints and petitions of alleged bribery by police officers for special promotion.

    The Chairman, Senate Committee on Navy, Isah Misau, in an interview granted to a newspaper report published on August 10, had alleged that police officers pay bribe for special promotion.

    The Force Spokesman, CSP Jimoh Moshood, in a statement in Abuja on Friday, said Mr. Misau had been invited by the panel to get more details to assist it to conduct a discreet investigation into the matter.

    According to Mr. Moshood, the panel among other responsibilities, is expected to investigate the allegations, other complaints, petitions and grievances from police officers within the Force and other members of the public.

    Others are to determine the substance of the complaints, petitions and grievances from aggrieved police officers and members of the public on allegations of giving money for special promotion.

    The panel is to also determine those involved in the matter, recommend appropriate judicial action and other punishments appropriate in line with the provisions of Public Service Rules Section 030401 (j) (k) and other statutory enabling laws/Acts.

    The Panel is to submit its reports to the Inspector-General of Police within two weeks.

  • Charge money for bail, be dismissed from service, IG warns commissioners, officers

    The Inspector General of Police, (IGP), Mr Ibrahim Idris, has warned Commissioners of Police (CPs) and officers under their commands to adhere to the ‘bail is free’ campaign of the force or risk dismissal from service.

    The IG also warns the top notch in the force to be professional in handling criminal cases.

    The force spokesman, CSP Jimoh Moshood, in a statement in Abuja on Monday, said Idris gave the warning at a meeting with the Deputy Inspector-Generals (DIGs), Assistant Inspector-General (DIGs) and CPs.

    The inspector-general cautioned them against illegal investigation of cases, unlawful and prolonged detention of suspects.

    He warned that any policeman caught taking bribe before granting suspects bail would be dismissed from service.

    “As you are all aware, bail is free. Always sensitise officers and men in your commands on this because anyone caught violating this act will be dismissed from service.

    “The law as we know is blind. We represent the most visible arm of justice and we must use that power prudently.

    ”We must embrace change as the only permanent fixture in life.

    “I expect the highest standard from you. Don’t let anybody buy your conscience but hold on to the ethics. I want you to be very professional,” he said.

    Idris said the era of bribery and corrupt practices in the police circle was over.

    He warned that any senior police officer found to be engaged in corrupt practices would face the full wrath of the law.

    The inspector-general urged them to change the public perception of the force through their conducts.

    He charged them to be very civil in relating with the public and respect the people’s socio-cultural values.

    He assured them of the Federal Government’s readiness to address the challenges facing the force.

  • Nigeria not ripe for state police — IG

    The Inspector General of Police, Ibrahim Idris, says Nigeria does not yet have the political maturity to operate state police.

    Instead, the country should improve funding for the agency under the current arrangement, Mr. Idris stated this on Thursday in Abuja at a meeting with the Nigeria Governors Forum.

    The IG said he was not unaware of the agitations by some groups for the creation of state police, but argued that the federal police arrangement still remains the best.

    I sincerely believe that the Federal Police is still the best for the country and with improved funding the challenges of crime will be addressed.

    Those agitating for state police should consider the level of our political maturity,” he said, according to a statement by police spokesman, Jimoh Moshood.

    He held the meeting to seek the support of the Forum for the passage of the Nigeria Police Trust Fund bill now before the National Assembly.

    He said if the bill was passed, the police would have enough fund to effectively police the nation.

    Let me use this opportunity to appeal to your Excellencies to prevail on your representatives at the National Assembly to ensure the passage of the bill.

    It is my sincere believe that once the Police Trust Fund Bill is passed into law, the necessary finances required to effectively police the nation will be available,“ he said.

    He said this would also reduce the pressure on the state governments in the funding of the Police.

    Mr. Idris noted that the Nigeria Police were one of the “least paid” security organisations in the world in spite of operating under the UN ratio of 1:400.

    He added that with the current ratio of 1: 602 the Nigeria Police was operating far below the United Nation’s ratio.

    About 10,000 police officers have been recruited recently to fill the gap but this is still a far cry.

    To meet up with the UN ratio of 1:400, the Nigeria police requires additional 155,000 Police Officers for the next five years,“he said.

    He said a request to recruit 31,000 policemen had been sent to President Muhammadu Buhari for approval.

    Mr. Idris said the current Police Management was making efforts to establish structures that would bridge the communication gap between the Police and members of the public.

    Mr. Idris said one of such structures included the establishment of the Nigeria Police Broadcasting Service (NPBS).

    When commissioned, it will broadcast Nationwide on TV, Radio, online and the National Emergency Communication Command Control Centre (NEC4).

    The Chairman of the Forum, Governor Abdul’Aziz Yari of Zamfara, who assured the police boss the support of the forum, said security was everybody’s business.

  • Evans drags Police IG, 3 others to court over prolonged detention

    Billionaire kidnapper, Chukwudumeme Onwuamadike a.k.a. Evans, has dragged the Inspector General of Police, Ibrahim Idris before the Federal High Court in Lagos over alleged illegal detention.

    Joined as respondents in the motion he filed by his lawyers are the Nigeria Police Force, Commissioner of Police, Lagos State and the Special Anti-Robbery Squad, Lagos State Police Command.

    In a fundamental rights enforcement suit filed on his behalf by a Lagos-based lawyer, Olukoya Ogungbeje, the suspected kidnapper is praying for the order of court to direct the respondents to immediately charge him to court if there is any case against him in accordance with Sections 35 (1) (c) (3) (4) (5) (a) (b) and 36 of the 1999 Constitution of the Federal Republic of Nigeria.

    In the alternative, he prayed the court for an order compelling the respondents to immediately release him unconditionally in the absence of any offence that will warrant his being charged to court.

    Meanwhile, the Inspector General of Police, Ibrahim Idris, is advocating for the imposition of death sentence on convicted kidnappers as a deterrent for others who might want to embark on the heinous crime in future.

    The IGP, speaking at a dialogue session he held with Civil Society Organisations (CSOs), under the umbrella of Situation Room, in Abuja on Friday, said the case of recently apprehended kidnap kingpin, Chukwudidumeme Onuamadike, a.k.a Evans, should be used to set an example.

    Idris lamented that Evans “has changed the face of kidnapping in this country”, saying the fact that he collected $1million ransom on six different occasions, was enough to lure some youths into the evil act.

    The police boss stated that the existing laws on kidnapping needed to be reviewed to ensure stiffer punishment for culprits.

    “We should start looking at punishment and the possibility of establishing special courts to address issues of kidnapping.

    “On daily basis we are arresting hundreds of suspects. We should look for a way to review our laws and impose sanctions like we have in some states like Anambra, Lagos, Kano and Imo.

    “We need to review those punishments, we should have a time frame for conclusion of trial of suspects.

    The Inspector-General of Police, Mr Ibrahim Idris, on Friday ordered zonal Inspector-General of Police and Commissioners, to deploy massively policemen across the country for the Sallah celebration.

    A statement issued in Abuja by the Force Spokesman, CSP Jimoh Moshood, said the operation would cover recreation centres, public places and critical infrastructure and public utilities.

    He said federal highway patrol teams, Safer Highway Patrol, and anti-crime patrol teams had been deployed on major roads and highways nationwide.

    Moshood said police officers were under strict instructions to be civil, polite and firm in carry out their duties.

    He said Special Police deployments would be made to flash points.

    “The Nigeria Police Force is hereby imploring members of the public to cooperate with Police personnel deployed in their localities,” he said.

    “The Inspector General of Police wishes the Muslim faithful and all Nigerians happy Eid-el-Fitr celebration.

    “He enjoins them to be security conscious, vigilant and report any untoward incident or happening observed in their locality to the nearest Police station,” he added.

    Incessant crimes: IG approves deployment of 600 special intervention force on Abuja-Kaduna express way

    The Nigerian Police on Tuesday deployed 600 special squad to Abuja-Kaduna Expressway to check crimes along the road.

    The Deputy Inspector General of Police,Operation, (DIG) Habila Joshak, made the disclosure while inaugurating members of the special squad in Rijana village, Kachia Local Government of Kaduna State.

    Joshak said 500 mobile police were deployed, while 100 were from the intelligence unit of the force.

    The DIG said the Inspector General of Police, Mr Ibrahim Idris, ordered the deployment of the special squad to ensure maximum security along Abuja-Kaduna expressway.

    He added that the 600 special squad were drawn from tactical, counter terrorism and intelligent units of the force.

    He explained that the operation was to make sure that every road user was protected and safe.

    He noted that “it is the responsibility of the Nigerian Police to protect lives and property of every citizen and we are committed to doing that.”

    The DIG urged the personal to be professional in discharging their constitutional responsibilities, stressing that “you are here to protect lives and to give maximum security on Abuja-Kaduna expressway and everywhere around it.

    We will collaborate with other security operatives to see that the menace of kidnaping is addressed.

    I urge you to make sure you apprehend all the criminals terrorising innocent citizens on this highway and bring them to book.”

    The DIG appealed to the communities to give police maximum support in fighting crime and criminality in Kaduna State and the country at large.

    The Nigerian Police launched operation maximum safety in Katari, in Kachia Local Government in August 2016 to address the menace of kidnaping on Abuja-Kaduna expressway where it deployed 600 personnel.

    The Inspector General of Police, Mr Ibrahim Idris, has ordered the Commissioner of Police (CP) in Kaduna State to investigate and arrest members of the Coalition of Northern Youths for issuing ultimatum to South Easterners living in the North.

    TheNewsGuru.com reports that the Coalition of Northern Youths on Tuesday after a joint meeting tagged ‘Kaduna Declaration’ issued a serious threat to Igbos residing in the region to vacate on or before October 1 (Nigeria’s Independence Day) 2017 or face physical attacks.

    It also ordered Northerners living in the South Eastern part of the country to return to the North.

    The group attributed the ultimatum to the constant agitation by the Igbo ethnic group to have their own independent country.

    TheNewsGuru.com reports that Gov. Nasir El’ Rufai of Kaduna State on Wednesday also ordered the investigation, arrest and prosecution of the signatories to the communique issued at the end of the coalition of northern youth news conference.

    The IG gave the order at a meeting with Commissioners of Police and other high ranking officers on Thursday in Abuja.

    He warned that no individual or group of persons had the right to ask any individual to leave his or her place of residence in any part of the country.

    He ordered other state commissioners of police in the North and Assistant Inspectors -General of Police in the various zonal commands to do same.

    He said “as Commissioners of Police and Assistant Inspectors-General of Police, we have the responsibility to stop this group of persons from carrying out their threats.

    “I want us to be at alert to ensure that such persons or group were stopped at all cost from carrying out their threats.

    “No individual has the authority to stop anybody from looking for his daily bread.

    He explained that the Nigerian Constitution guarantees every citizen the right to live in any part of the country he or she chooses.

     

    Police to sanction indiscriminate use of siren, spy number plates

    On abuse of siren and spy number plate by unauthourised persons, Idris said that a task force would be constituted across the country to check the ugly situation.

    He noted that some individuals used them to commit crimes in the society, adding that synergy between the force and other security agencies was critical to its operations.

    “We are going to check the excesses of these individuals who use siren and spy number plate, “he said.

    The police boss urged the various commands to beef up security in their formations as security challenges were taking different dimensions.

    He said the force had started the establishment of some operational units in the commands across the country to tackle emerging security challenges.

    He added that “we are facing new security challenges in the country and we have to respond to it.

    “We are trying to enhance our capacity with the establishment of these units, taking into consideration the new security challenges in the country.”

    Idris urged state governors to support the force by establishing these units for effective response to security threats across the country.

     

    Rescue mission for six kidnapped students in Lagos ongoing

    On the kidnapped six students from the Igbonla Model College, Epe area of Lagos, Idris said that police marine would be trained to flood the creeks.

    He expressed concern over the location of schools close to the sea where miscreants always had easy access to such schools.

    He said “we are going to have a permanent solution to the Lagos problem by training our marine police.”

    The Commissioner of Police in Lagos State, Mr Fatai Owoseni, said rescue mission was ongoing to save the children.

    He explained that the police was concerned about the safety of the children in trying to rescue them.

    The Inspector-General of Police, Mr. Ibrahim Idris, on Friday issued a stern warning to officers and men of the Cross River State Police Command not to retaliate Tuesday’s attack on the Akim Police Station in Calabar by some ratings of the Nigerian Navy.

    A naval rating was on Tuesday shot in the shoulder by a policeman after arguments over traffic infractions. The situation later degenerated to a fracas in which two policemen were killed by naval operatives while a section of the Akim Police Station, along the IBB Way, was burnt.

    The Inspector-General of Police, who inspected the burnt facilities at the police station including two vehicles, said an independent panel of inquiry would soon be set up to unearth those behind the fracas.

    Idris, who was represented by the Deputy Inspector-General of Police in charge of Training and Capacity Development, Mr. Emmanuel Inyang, said it was unfortunate that a minor incident was allowed to escalate to the level it got to.

    The DIG, alongside the Assistant Inspector-General of Police, Mr. Abubakar Marafa and the Commander, Nigeria Navy Ship Victory, Commodore Salihu Jibril, as well as the state Commissioner of Police, Mr. Hafiz Inuwa, visited the two policemen injured at the Police Clinic and the naval rating at Navy Clinic in Calabar.

    While addressing officers and men of the Akim Police Station, Inyang urged his men not take the law into their hands, adding that the Police had over the years maintained cordial relationships with the military and other security agencies.

    The Nigeria Police Force (NPF) has confirmed writing to President Muhammadu Buhari for approval to recruit additional 155,000 new policemen in the next five years.

    Deputy Inspector General of Police, Training and Development, DIG in charge of South-south, Mr. Emmanuel Inyang, said this on Thursday.

    Addressing officers at the headquarters of the Bayelsa State Police Command, the DIG Inyang stated that the request was part of the measures to meet the United Nations standard for effective policing.

    ‘’We have written to the president to give us the power to recruit 31,000 police officers every year for the next five years. This is how we can achieve that standard.

    “But at least, even if we cannot make the 31,000 personnel, at least, 10,000 or 15,000, we hope to get and with that, very soon we can meet the UN standards,’’ Inyang said.

    He also said the police were aware that some personnel worked for up to 12 hours, stressing that the hours would be reduced to about eight hours to make policemen more effective in carrying out their duties.

    Inyang said available statistics indicated that the crime rate in Bayelsa had reduced drastically.

    He charged officers and men of the force to shun corruption and embrace President Muhammadu Buhari’s change mantra.

    Police IG never ordered anyone to kill Gov. Wike

    The Nigeria Police Force has dismissed Rivers Governor Nyesom Wike’s claim that Inspector-General of Police, Ibrahim Idris ordered the Rivers State Police to have him killed.

    The Force Public Relations Officer, Jimoh Moshood disclosed this in a press release issued on Sunday.

    Wike made the allegation in an interview with The Punch on April 9, headlined, “IG Has Given CP A Mandate To Kill Me – Wike.”

    The Nigeria Police Force dismissed the claim as unfounded.

    “To clear doubts from the minds of the good people of Rivers State and other well-meaning Nigerians that must have read the story and set the record straight, the Force is under obligation to inform the public on the facts of the matter.

    “There was no time, either recently or in the past, that the Inspector-General of Police gave an order or assignment to the Commissioner of Police of Rivers State or any police officer anywhere in the country to kill His Excellency, Barrister Nyesom Wike, the Executive Governor of Rivers State,” the statement said.

    “His Excellency should put into cognisance national security and that of the people of Rivers State as against any personal, political or group interest, and resist the use of personal grudges, grouse and sentiment to attack the hard earned personality of the Inspector-General of Police to cast aspersion on the statutory roles of the Force in ensuring utmost protection of life and property of all Nigerians,” the Police Force said.

    The Force added that it is duty-bound to tell the public that Wike and his office are shielded by 221 police personnel. This detachment consists of an Aide-de-Camp, Chief Security Officer, Unit Commanders from the Special Protection and Counter-terrorism units, respectively, an escort commander, camp commander, administrative officer and 54 Inspectors of Police.

    The team also includes 136 sergeants and 24 corporals.

    “Obviously, the total number of 221 police personnel attached to the Governor of Rivers State is more than the strength of some Police Area Commands formation in some States of Nigeria. This is done to ensure optimum safety and protection of the Executive Governor of Rivers State. It is also factual to state that Mr. Wike has not, at any time, reported or brought to the notice of the Inspector-General of Police any security breach or lapses from these police personnel attached to him till date,” the Police Force added.

    It further described as false the claim that nine Commissioners of Police have served in Rivers State in the last two years, saying the state has had only three since the appointment of the Inspector-General of Police.

    “The first Commissioner of Police was redeployed to a higher duty post when he was promoted to the rank of a Deputy Inspector-General of Police, while the second died after a brief illness on admission at an Indian hospital. The third is the current Commissioner of Police in Rivers State,” the statement read.
