    Reps task IG on implementation of community policing

    The House of Representatives has urged the Inspector General of Police (IG), Mr Kayode Egbetokun, to fully implement community policing as outlined in section 15 of the Nigeria Police Act 2020.

    The call followed the adoption of Matter of Urgent Public Importance raised by Rep. Asama Ago (LP-Plateau) at plenary on Thursday.

    Ago recalled that the House of Representatives had passed several resolutions on attacks by assailants in communities across Nigeria.

    He said in spite of the numerous resolution arising from motions, communities still continue to be victims of heinous attacks.

    According to him, all efforts of the security agencies seems inadequate because of the overwhelming nature of the situation.

    The lawmaker said that the atrocious killings have become incessant in several communities across the federation with recent attacks in Nkienzha community of Bassa LGA, Plateau State

    “I am aware that the Police Act, 2020 provides for the establishment of Community Policing as stipulated explicitly in Section 113, 114, 116 and 117 of the Act.

    “That of 113.-(1) says for the effective and efficient policing of communities in a state or Federal Capital Territory, the Commissioner of Police of a State shall establish Community Policing Committee which shall consist of representatives of the Police Force and the local community in the state.

    “It says a Commissioner of Police of a state shall establish Community SubPolicing Committee at all Divisional Police Headquarters in the state or Federal Capital Territory.

    “Subject to section 116 (1) (b) of this Act, the Commissioner of Police and members designated by him from time to time for the purpose, shall be members of the Policing Committees and Sub-Policing Committees established at various police formations.

    “Section 114.-(1)  says a Commissioner of Police of a state or Federal Capital Territory shall, in collaboration with the relevant stakeholders in the community, establish Divisional Community Policing Committee in all Police Divisions within the state,” he said.

    The lawmaker said that despite the commencement of the Police Act (2020), the aspect of community policing is yet to be fully implemented.

    The house observed a minute silence in honour of innocent victims of horrendous attack across the country.

    In summary, the Speaker of the house, Rep. Tajudeen Abbas, mandated  the Committees on Police Affairs and Legislative Compliance to ensure compliance and report back to the house within four weeks.

    Bwari kidnap: IG orders transfer of suspect to DFI, Abuja

    The Inspector-General of Police (IG) Mr Kayode Egbetokun has ordered the handover of a suspect, arrested in Kaduna State over kidnapping in Bwari area of Abuja,  to the Department of Force Intelligence (DFI) Abuja.

    The Force Public Relations Officer, ACP Olumuyiwa Adejobi said this in a statement on Sunday in Abuja.

    Adejobi said the order was to ensure discreet investigation into the case and arrest of other culprits involved in the kidnap.

    He said the suspect had confessed to be a member of a bandit gang in Kaduna state where five of its members had been neutralised and their camp, destroyed by operatives of the Intelligence Response Team (IRT).

    Adejobi said the suspect, currently helping the police in their investigations was arrested on Jan. 20 by operatives of the Nigeria Police in Kaduna state.

    He said the arrest followed intelligence and raid of a hotel in Tafa area of Kaduna by operatives of Tafa Divisional Police Headquarters.

    The police spokesman said the suspect was arrested with the sum of N2,250,000, suspected to be proceeds of ransoms collected from kidnapped victims in his possession.

    According to him, during interrogation, the suspect confessed to be part of the gang that kidnapped members of a family in Bwari area of Abuja.

    “The suspect, in a dramatic situation, offered N1 million to induce the Tafa Divisional Police Officer (DPO) SP Idris Ibrahim, who rejected the offer and carried out his duty diligently,” he said.

    Adejobi said the I-G had commended the DPO for the commitment and professionalism.

    He said the Nigeria Police would leave no stones unturned in decimating criminally minded individuals and bequeathing to Nigerians, a more secure society.

    The Inspector-General of Police (IG), Mr Olukayode Egbetokun, has ordered the deployment of 54 Assistant Commissioners of Police (ACPs) to police commands and zones nationwide.

    The Force Public Relations Officer ACP Olumuyiwa Adejobi said this in a statement on Tuesday in Abuja.

    He said the deployed ACPs would head the Intelligence Department of the Force at zonal and state commands, adding that the idea was to upscale the department nationwide.

    According to him, the posting is premised on the zeal of the I-G to improve and enhance the effectiveness of the Intelligence Department at every level of the force.

    “It will be recalled that, upon assumption of duty by the I-G, he got the presidential approval to upgrade the Force Intelligence Bureau to the status of a department,” he said.

    Adejobi said the I-G had urged the newly appointed senior officers to deploy all intelligence-based assets in combating crimes and criminality in their respective areas of responsibility.

    The I-G enjoined the officers to entrench professionalism and apply their wealth of experiences in the discharge of their duties strengthen the already existing intelligence architecture of the force

    Adejobi said the postings were with immediate effect.

    The Inspector-General of Police (I-G), Mr Kayode Egbetokun, has ordered the posting and redeployment of 14 Assistant Inspectors-General of Police  (AIGs) and 26 Commissioners of Police (CPs).

    The Force Public Relations Officer,  ACP Olumuyiwa Adejobi said this in a statement on Thursday in Abuja.

    Adejobi said the postings and redeployment were in line with the commitment of the Force to have a professionally competent, service driven, rule of law compliant and people friendly Police Force.

    He said it was also to reflect the new status of senior officers who were recently elevated to their next ranks.

    Adejobi said the newly posted and redeployed AIGs were Ogundele Ayodeji, Zone 7, Abuja, Patrick Edung, Zone 11 Osogbo, Badru Lawal, Border Patrol FHQ, Bartholomew Onyeka, Zone 8 Lokoja, Suleiman Yusuf, DOPS, FHQ and Idowu Owohunwa, FCID Annex Alagbon Lagos.

    Others are Rhoda Olofu, Maritime. Lagos, Godwin Aghaulor, Zone 13 Ukpo Dunukofia Awka, Effiom Ekot, ONSA Abuja, Anene Innocent, CTU FHQ Abuja, Odama Ojeka, Zone 16 Yenagoa, Ebong Eyibio, Zone 4 Makurdi, Adebowale Williams, Zone 17 Akure and Sahabo Yahaya, Investment FHQ Abuja.

    Adejobi said the 26 newly posted/redeployed CPs include George Chuku, Benue, Ahmed Tijani, Jigawa, Dan Shawulu, Niger, Usman Hayatu, Gombe, Danjuma Aboki, Imo, Disu Rilwan, Rivers, Joseph Eribo, Taraba, Isyaku Mohammed,  Osun, Mohammed Barde, Safer Highways, FHQ among others.

    He said the I-G had urged the newly posted/redeployed officers to work in tandem with the Force policy and support the agenda of government for economic recovery and growth, as well as socio-political development of the country.

    Adejobi said the I-G called on senior officers to entrench professionalism and diligent policing services to all officers and men under their command.

    He called on the officers to partner with relevant stakeholders to bring policing closer to the people adding that the posting were with immediate effect.

    Ogun Assembly alleges Police connivance in land-grabbing, seeks IG’s intervention

    The House of Assembly in Ogun on Tuesday asked the Inspector-General of Police, Kayode Egbetokun, to immediately look into alleged illegal arrest and detention of innocent residents of the state.

    Mr Olakunle Oluomo, the House’s Speaker, while making the request during plenary in Abeokuta, said the arrests and detention were on trumped-up charges by the police.

    He alleged that they were also being done in connivance with some suspected land-grabbers.

    The lawmakers had taken turns to report rampant cases of land-grabbing in their various constituencies.

    They spoke while contributing to a debate on the second reading of the State Anti Land-Grabbing (Amendment) Bill.

    “Hundreds of innocent residents of the state have continued to languish in the various detention cells of the Police Force both at Alagbon in Lagos and the Force Headquarters in Abuja.

    “The detentions were due to the connivance of land-grabbers with some security agents against innocent members of the public,” Oluomo said.

    He pleaded with the Inspector-General of Police to wade in to ensure that innocent people were not made to suffer on account of trumped-up charges.

    “All land-related matters should be charged to court, and I can promise that the new amendment to the bill will ensure the constitution of a task force by the State Government to handle land-related matters,” the House Speaker said.

    Earlier, while opening the debate on the bill, the sponsor, Damilola Soneye, lamented that the issue of land-grabbing had become rampant in the state.

    Soneye explained that there was the need for the amendment to make the law more effective and efficient.

    Other lawmakers who spoke said the activities of land-grabbers had been hampering the peace, progress and development of the state.

    “Hence, there is the need to take a holistic approach towards addressing the menace,” the bill sponsor said.

    Also, during plenary, the Ogun State Legislative Funds Management Law, 2023 and the Ogun State Official Orders of Precedence of Public Officers and Other Persons Law, 2023 were considered.

    Police IG reappoints Adejobi as Force PRO

    Acting Inspector-General of  Police, Mr Olukayode Egbetokun has approved the reappointment of Mr Olumuyiwa Adejobi, an Assistant Commissioner of Police as the Force Public Relations Officer.

    An Administrative Officer in the Force Public Relations Department, SP Anjuguri Manza made this known in a statement he issued on Wednesday in Abuja.

    He stated that Adejobi’s reappointment followed his recent promotion from the rank of Chief Superintendent of Police to that of ACP.

    Adejobi is an alumnus of the University of Ibadan where he studied Archaeology and Geography (Combined Honours), also holds a Master’s Degree in Peace and Conflict Studies from the same university.

    He was the Police Public Relations Officer (PPRO) in Ogun between 2008 and 2016; PPRO Zone 2 Headquarters, Onikan, Lagos, 2016 and PPRO Lagos State Command between 2020 and 2021.

    Adejobi also served as the Deputy Force Public Relations Officer, Force Headquarters, Abuja in 2021 and very recently was the Force Public Relations Officer before his reappointment.

    He is a member of several professional bodies and associations including the Nigerian Institute of Public Relations; the International Public Relations Association and the Pointman Leadership Institute, U.S.A.

    Adejobi is also a member of the International Association of Chiefs of Police, U.S.A.; and the Institute of Corporate Administration, Nigeria, among others.

    Manza stated that Egbetokun charged Adejobi to consolidate his achievements, particularly in entrenching citizen-focused public relations through the media and other specialised community engagements.

    VP Shettima decorates new Police IG, Egbetokun

    Vice-President Kashim Shettima has decorated the newly-appointed acting Inspector General of Police (I-GP), Kayode Egbetokun, with his new rank.

    Shettima performed the decoration on Tuesday at the Presidential Villa, Abuja.

    President Bola Tinubu had, on Monday, appointed new service chiefs, acting inspector-general of police I-G and acting Comptroller-General of Customs.

    The decoration was witnessed by Egbetokun’s wife, Elizabeth, outgone I-GP, Usman Alkali and Chief of Staff to the President, Femi Gbajabiamila.

    Gov. Hope Uzodinma of Imo, Secretary to the Government of the Federation SGF), Sen. George Akume and the newly-appointed National Security Adviser, Nuhu Ribadu, were also present at the occasion.

    Speaking with State House correspondents after the decoration, Alkali said it was a significant event for the Nigeria police.

    “It is a stage; you come; you work and you go. I am happy I am handing over to somebody I know that will carry the mantle of leadership from where I have stopped.

    “We grew up together in the job; I was his boss; he worked under me twice; we have been working together and I know he can champion the cause of the Nigeria police from where I stopped,’’ he said.

    On his part, Egbetokun said he was enthusiastic and ready to handle the new task with dedication.

    “Now, I have just been decorated and looking forward to taking over tomorrow (Wednesday) at 11 a.m.

    “I really can’t describe how I feel presently; but if have to say anything, I will tell you that right now, I feel like a tiger inside of me, ready to chase away all the criminals in Nigeria.

    “And at another time, I feel like a lion in me, ready to devour all the internal enemies of Nigeria. That’s my feeling right now,’’ he said.

    What IGP told newly promoted senior police officers

    Usman Baba the  inspector General of Police (I-G)has appealed to newly promoted senior officers to commit themselves towards tackling the myriads of security challenges in the country.

    The police  IG admonished the senior officers to show commitment in line of duty during the decoration ceremony on Thursday in Abuja.

    He said that the ceremony was a recognition of the professional excellence of all the promoted officers.

    He assured that the service would continue to promote all personnel  based on vacancy, seniority and merit.

    “It is worthy of note that the capacity of the human asset of any organisation, particularly at the strategic management level is fundamental to the attainment of its goal and mandate of such institution.

    “The NPF is not an exception to this assertion and for this reason, the elevation of the officers is designed not only to fill up the spaces created by retirement, but to ensure the attainment of the force policy mandate.

    “As you all know the changing dynamic of crime and its attendant increase of threat to security within the country required quality managers, who have the requisite professional knowledge, motivation, experience and competency,” he said.

    Baba said that the quality of the newly promoted officers was not in doubt, and charged them to deploy their experiences to the strategic policing management to ensure efficient and effective service delivery.

    “It may interest your to know that today we shall be decorating one DIG, 10 AIGs and 33 Commissioners.

    “Meanwhile, 4,969 other personnel who were promoted alongside these senior officers will be decorated with their new ranks by their respective departments and formations across the country in due course.”

    Baba further said that the  promotions were the ones released in the first quarter of 2023, adding that many more promotions would follow before the end of the year.

    “It is worthy of mention that under my leadership a total of 43,605  police officers across all ranks had been promoted and all on their merits .

    “This comprises of 22,995 senior police officers and 20,610 Inspectors and ranks and file,” he said.

    Baba added that the promotions were processed and released as and when due, as  part of his policing agenda.

    He called on the newly promoted officers to deploy their wealth of experience towards supporting the force leadership in addressing the current and evolving internal security challenges facing the country.

    He also urged them to advance the manifestation of their exceptional skill, self and professional quality which earned them the promotions, in policing the nation.

    He further reminded them that the promotion came with added responsibilities in the fight against crimes and criminality in Nigeria.

    He said they would be deployed to strategic positions within the force for a much higher and strategic responsibilities.

    One of the newly promoted AIGs, Usman Yusuf, thanked Almighty God, the I-G and the police council for finding them worthy of the promotion.(

    IG orders nationwide mop-up of weapons ahead governorship election

    The Inspector-General of Police (I-G), Mr. Usman Baba, has directed police commands and formations to intensify the mop-up of illicit arms and ammunition across the country ahead of the March 18 election.

    Baba gave the order in a statement by the Force Public Relations Officer, CSP Olumuyiwa Adejobi, on Tuesday in Abuja.

    The I-G said the order was to curb the trafficking of illicit Small Arms and Light Weapons and mitigate security threats to the ongoing electoral process.

    He added that it was also for the general safety of Nigerians.

    “One month after handing over of previously recovered arms and ammunition to the National Centre for the Control of Small Arms and Light Weapons,  the Nigeria Police has recovered additional 182 sophisticated arms and 430 ammunitions of various calibres,” he said.

    Baba therefore, ordered all commands and formations to sustain the tempo, so as to halt the proliferation of illicit arms and ammunition in the country.

    The I-G disclosed that logistics had been distributed to police commands and formations nationwide ahead of the governoship and Houses of Assembly elections.

    He said the additional support was to ensure effective security before, during, and after the elections.

    According to him., the logistics include operational vehicles, non-lethal weapons, body armour and anti-riot equipment.

    The I-G enjoined strategic police managers to deploy the additional operational assets and manpower to ensure proper security during the upcoming elections.

    He also directed all police personnel to ensure that the elections were conducted in a peaceful and secured environment.

    Obasanjo faults appointment of former IGs as chairmen of Police Service Commission

    Former President Olusegun Obasanjo on Thursday in Abuja frowned at the appointment of former Inspectors-General of Police as chairmen of the Police Service Commission (PSC).

    President Muhammadu Buhari appointed former Inspector-General of Police, Mr. Musiliu Smith as chairman of the PSC in 2018. He resigned in 2022 and retired Justice Clara Ogunbiyi took over as acting chairman.

    In January 2023, President Buhari appointed another retired Inspector-General of Police, Mr Solomon Arase as substantive chairman of the PSC

    Obasanjo expressed his misgivings when he spoke at the public presentation of a book: “Policing the Nigeria Police’’ authored by Chief Simon Okeke, a former chairman of the PSC.

    He said: “when you make a retired police officer the head of the Police Service Commission, it is like asking a thief to catch a thief.’’

    He said civilians should be appointed as chairmen and retired police officers appointed as members of the PSC to ensure effective and efficient service delivery.

    The former president noted that the author believed that Nigeria, a federation should not have unitary police establishment as people had argued that state police would be abused by governors.

    “I won’t say yes or no, but can they not be abused by the Federal Government?

    “For a federation, it is contrary to the ideal of the country because unitary policing system is not close enough to the community where the police are supposed to be.

    “The author argued whether the name should truly be the Nigeria Police Force or a Police Service. I believe the police should be a Police Service not a Police Force,” Obasanjo said.

    He said the author brought up strong argument in support of state police as well as training and retraining of police officers, which he agreed with.

    Obasanjo noted also that the author argued strongly against authorised and unauthorised deployment of police personnel to private guard duties leading to having many police officers in the security service of few individuals.

    Out of 380,000 police personnel at a time, 180,000 were on private duties carrying out duties corruptively, the author wrote.

    In his remarks, Mr Ray Ekpu, Publisher of the book recalled that the PSC was first created by the Independence Constitution of 1960.

    He said it remained sane until the appointment of Inspectors-General of Police was transferred to the Commander-in-Chief of the armed forces.

    “Under the military PSC was chaired by the various Chiefs of Staffs until it was abolished by Decree 5 of Feb. 6, 1989 backdated to Aug. 27, 1985.

    “For the period that there was no PSC, the Inspectors-General of Police worked under the supervision of either the Heads of State or Chiefs of staff, Supreme Headquarters.

    “During that period, it was the Inspectors-General of Police that handled the recruitment, appointment and discipline of police officers,” he said.

    Ekpu said the lacuna contributed to the present conflicts between the Inspectors-General of Police and the PSC as the former found it difficult to surrender the powers they formerly enjoyed to an oversight agency, the PSC.
