    Obaseki, Oshiomhole faceoff: IGP orders suspension of Edo APC rally for Ize-Iyamu, others

    A rally scheduled for Friday in Benin by the All Progressives Congress to receive Pastor Ize Iyamu and his supporters has been stopped by the Inspector General of Police, Mohammed Adamu, according to deputy governor, Philip Shuaibu.

    Governor Godwin Obaseki, the party chairman in the state Anslem Ojezua all claimed they were not aware of the rally, although Ize Iyamu, said he had informed Obaseki about it.

    Obaseki is at the moment part of President Buhari’s entourage to a peace summit in Aswan Egypt.

    Shuaibu told journalists after meeting with Adamu at the Police headquarters, Abuja that the rally has been stopped for peace to reign.

    The letter to the deputy governor, titled, “Re:-Request to stop the purported All Progressives Congress, (APC) Rally in Benin City, Edo State, signed by ACP Idowu Owohunwa, principal staff officer to the IGP read:

    “I am directed by the Inspector General of Police to convey his warmest regards and to acknowledge the receipt of Your Excellency letter ODG.134/59 of December 12, 2019 on the above underlined subject.

    ” In cognisance of the security consequences of the proposed Mega rally, I am to confirm that the Inspector General of Police has directed the Commissioner of Police, Edo State Command to emplace appropriate security framework that is directed at suspending the rally until further notice.

    “He has also been directed to summon a meeting of all parties involved in the political development with a view to engaging them towards giving effect to his directives in overriding internal security interest.

    ” I am to renew the assurances of the highest regards of the Inspector General of Police to Your Excellency, please.”.

    The letter was dated 12 December, the same day that Shuaibu made his request.

    The Deputy Governor said that some persons want to destabilise peace that is being enjoyed in the state.

    However, he said, Obaseki remains focused.

    He alleged that “the man leading the division in the state unfortunately is the National Chairman of the APC,”

    He further said that the Governor of the state is the leader of the APC and the Chief security officer, regretting that the Governor was not aware of such rally.

    He, however said that he would not join issues with the APC national Chairman, Comrade Adams Oshiomhole, who he described as his mentor and father.

    Asked to react to the IGP’s permission earlier granted to the APC Edo State to hold its mega rally, Shuaibu said: “Well, having seen that, I had to write as the chief security officer of the state to let him know the situation in Edo State and to also inform him in line with the party’s constitution, the governor is the leader of the party.

    “And if the governor that is the leader of the party and the party that he leads wants to do a rally in his own state and he has not authorised it and he is not aware, such rally cannot take place.

    “Also to inform him that that national chairman suspended from the state, Comrade Adams Oshiomhole, does not have the locus to preside even on an issue that concerns APC as we speak. ”

    “So, the man that must give voice to whatever is APC in terms of governance enshrined in the Constitution is the leader of the party in the state, that is the governor.

    ” So I have the letter, the IG has responded to me that based on security situation that I have highlighted, that he has directed the commissioner of police to put all security in place to suspend that planned rally by these people.”

    Senate tells IGP to reduce checkpoints on federal highways

    The Senate has urged the Inspector-General of Police (IGP) Mohammed Adamu to reduce the number of checkpoints on federal highways in the country.

    This, according to the Senate, had become necessary to reduce the gridlock on the roads.

    The resolutions were reached following the consideration of a motion by Sen. Chukwuka Utazi (PDP- Enugu North) during plenary on Thursday.

    The upper chamber also urged Adamu to direct officers of the Nigeria Police to eschew all forms of extortion on motorists as alleged.

    Utazi’s motion, coming under order 42 and 52 of the Senate Standing Rules, was entitled “National Security versus Disproportionate Road Checkpoints on Federal highways in the country”.

    The senator said that the national security architecture of Nigeria had been stretched beyond its elastic limits.

    According to him, acts of criminalities had put pressure on the country’s national security architecture, necessitating and compelling security agencies to confront security breaches headlong.

    The legislator stated that while road blocks were necessary to curb criminal activities, its abuse for unintended purpose was reprehensible.

    All the resolutions were adopted by the senators after a voice vote by President of the Senate Ahmad Lawan.

    The Inspector-General of Police, IGP M.A Adamu has assured Nigerians of hitch-free celebrations in all States of the Federation and the Federal Capital Territory (FCT) as Nigeria marks the 59th Independence Anniversary on Tuesday, 1st October, 2019.

    Consequently, all Commissioners of Police and their supervisory Assistant Inspectors-General of Police in the State and Zonal Commands across the country have been directed to emplace necessary security measures towards a peaceful and incident-free Celebration.

    The IGP has also directed that Particular attention should be concentrated on Parade Grounds, Government/Private Infrastructure and all places of public resort and recreation centres. They are also to intensify patrols along all the major highways in the country.

    The IGP, on behalf of Officers and Men of the Nigeria Police Force, heartily congratulates His Excellency, Muhammadu Buhari, GCFR, President and Commander-in-Chief of the Armed Forces, Federal Republic of Nigeria and the entire people of Nigeria, on the nation’s 59th Independence Anniversary.

    Force Spokesman DCP Frank Mba in a statement said the Police boss salutes the courage and determination of Nigerians to build and sustain a strong, united and secure nation, despite our challenges.

    The Inspector General of Police, (IGP), Mohammed Adamu, on Thursday declared that the crime rate in the country has dropped drastically in comparison with two quarters ago.

    According to him, banditry, kidnapping and cultism have decreased.

    He said that President Muhammadu Buhari urged the security agencies to keep up the good work towards achieving a near-zero crime rate in the country.

    Adamu briefed State House correspondents at the end of security chiefs meeting with the President at the State House.

    He also justified the current dialogue between bandits in the North East and the State governors and the security agencies.

    This, he said, would bring peace to the area.

    He pointed out that dialogue and negotiations were used by the late President Umaru Yar’Adua to solve the militancy problem in the Niger Delta that resulted to the amnesty programme for the repented militants.

    He said that the use of kinetic action sometimes does not solve a problem rather negotiation and dialogue bring peace.

    He said,” We just finished security meeting and we have noticed within this quarter that the security situation in the country is stable, we make comparison of what has happened in the previous quarters and this quarter and we saw that there is tremendous decrease in kidnapping, banditry, armed robbery and even acts of cultism.

    “And you can see the situation in Northwest, banditry has reduced tremendously, kidnapping also has gone down and we have statistics to back it.

    “And having noticed that, we have been charged by Mr. President to do more. He wants to see a near-zero crime society in the whole of the country. So we have been charged to do more than what we are doing now in fact, in the whole of the country.

    “Recently, there have been series of peace initiatives especially the Tiv/Jukun crisis, the federal government came up with initiatives by bringing the leadership of the two states and their traditional rulers and we have been asked to support that initiative and see to it that dialogue succeeds and that there is peace between the Jukun and Tivs.

    “We have also been charged to increase security along the pipelines to make sure that crude oil theft is stopped completely because the loss that the country is facing in that area is not tolerated. So we have been charged to increase our security activities in that direction to make sure that crude oil theft is stopped completely.”

    On what was done differently to improve security situation in the present quarter, he said “What we have done apart from the peace initiative and the dialogues that we came up with through organization of security summit. If you remember we went to the Northwestern zone of this country, we sat down with the traditional rulers and all the governors and the leadership of Miyetti Allah and they identified some of the challenges that are fuelling kidnapping and banditry.

    “Those challenges were looked into to the extent that the bandits and kidnappers have decided to release their captives and surrendered their arms, that has contributed and also those that have refused to accept the peace initiative, we have been able to identify their camps especially Abuja/Kaduna road and along Birnin Gwari Niger axis and we went to the camps of these kidnappers and we dislodged some of the camps.

    “In fact, in the security briefing we gave specific numbers of the camps that we have destroyed and the casualties the bandits recorded as a result of that. So that has also made them to surrender and some of them relocated. We are following those that have relocated to know the new location and also engage them.”

    He said that reduction of crime was noticeable in Zamfara, Katsina and Kaduna States.

    “For instance, in June, 2019, a total of one hundred and eleven (111) murder cases were reported nationally, while it
    reduced to ninety-nine (99) in July and eighty (80) in August.

    “One hundred and eighty-three (183) armed robbery incidents were reported in June, with the rate dropping to
    one hundred and twenty-seven (127) in July and ninety-six (96) in August, 2019.

    “Similar decline was noticed in the rate of kidnapping with one hundred and thirty-four (134) incidents recorded in June, which declined to one hundred
    and twelve (112) in July and further declined to eighty-three (83) in August,” he said

    Speaking further on peace initiatives, he said “When we are talking about peace initiative, there are a lot of things that we take into consideration, you give out something to get something. And this peace initiative has not started with the bandits in the North Western part of this country with the bandits.

    “If you remember some years back we were having issues in the Niger Delta and those issues kinetic actions could not solve the problem until amnesty and peace initiative came up and what we had had in Niger Delta had gone.

    “So, I think part of strategy to deal with challenges in terms of either security or war, there is peaceful negotiation too. So it is not that you are a bandit and on the course of the banditry you committed crime you must be punished when there is peace initiative going on. If you refused to accept the peace initiative of course you have to face the consequences.” he said

    Asked if he was comparing the Niger Delta militant agitation to the killings by bandits in the North West, he said,” It is not like comparism per se but giving an example how a negotiation and dialogue can bring peace.

    “Even in terms of war, you go into dialogue so as to achieve certain level of peace, that is what I am trying to say. So if dialogue can bring peace, why do you have to use force, that is what I am just trying to say.”

    On the increasing car theft and burglary in the Federal Capital Territory, FCT, he said,” Currently we have about 20 different points where we monitor on daily basis through CCTV Cameras within FCT and we are expanding it to cover the remaining areas.

    “So one of the strategies to stop all this type of crime whether it is car theft or burglary or anything that has to do with theft in the city is the use of CCTV and constant patrol for prevention.”

    The Inspector General of Police, IGP, Mohammed Adamu, yesterday dismissed the speculation making the round that the Federal Capital Territory, FCT, Abuja was under siege of kidnappers, saying that the city “is safe, secure and not under any form of siege.

    Adamu said this on Monday in reaction to reported cases of kidnapping in the federal capital territory in the past 48 hours.

    At least five persons were reportedly kidnapped in the city at the weekend.

    One of the victims was later released after $15,000 was paid in bitcoin to the kidnappers as ransom.

    This was contained in a statement made available to newsmen in Abuja by the Force Public Relations Officer, FPRO, Frank Mba a Deputy Commissioner of Police, DCP.

    According to the statement, the assertion came against the backdrop of recent speculation in some sections of the media, particularly the Social Media, of an upsurge in crime rate within and around the Federal Capital Territory.

    While observing that, like other climes across the World, the country has its security challenges, the IGP, however, pointed out that a comprehensive analysis of crime statistics on major cities across the world would reveal that Abuja has one of the lowest crime rates and remains indisputably one of the safest capital cities in the world.

    He stated that “the Federal Capital Territory Police Command has a robust anti-crime architecture which is continually rejigged to effectively tackle prevailing and emerging crimes.”

    The IGP said this in a statement by the Force Public Relations Officer (FPRO), DCP Frank Mba, on Monday in Abuja.

    Adamu said the assertion that the city was one of safest in the world remained indisputably, following a comprehensive analysis of crime statistics on major cities.

    He also said the Federal Capital Territory (FCT) was safe, secured and not under any form of siege against speculations in the social media of an upsurge in crime rate within the territory.

    The policed boss said that like other climes across the world, the country had its security challenges.

    He said the Police Command in the FCT had a robust anti-crime architecture that the command had continually rejigged to effectively tackle prevailing and emerging crimes.

    Adamu enjoined laws abiding citizens and visitors alike to go about their lawful endeavours without fear or apprehension.

    The Inspector-General of Police, IGP Mohammed Adamu has described the proposed procession by the members of the Islamic Movement of Nigeria (IMN) as an act of terrorism.

    The IGP also noted that the group remains banned adding that any form of procession by it would be treated as a gathering to promote terrorism.

    The Force spokesman, DCP Frank Mba in a statement in Abuja on Monday, also stated that all Assistant Inspectors-General of Police (AIGs) and Commissioners of Police across the country have been directed to put measures in place to stop the procession.

    The statement reads: “It has come to the knowledge of the Nigeria Police Force that some members of the proscribed Islamic Movement in Nigeria (IMN) intend to embark on a nationwide procession, ostensibly to cause disruption of public peace, order and security in the Country.

    “The Force notes that in line with the Terrorism (Prevention) Proscription Order Notice 2019 of 26th July, 2019, the activities of the Islamic Movement in Nigeria have been proscribed. Consequently, all gathering or procession by the group remains ultimately illegal and will be treated as a gathering in the advancement of terrorism.

    “To this end, the Inspector-General of Police, IGP Mohammed Adamu, has directed the Commissioners of Police in all the States of the Federation and the Federal Capital Territory (FCT), Abuja as well as their supervisory Assistant Inspectors-General of Police to put in place concrete measures to avert any planned procession and/or disruption of public peace by the Islamic Movement in Nigeria, anywhere in the country.”

    The IGP also urged members of the public to avail the Force with useful information as regards the activities of the proscribed Islamic Movement in Nigeria.

    The Police boss also advised parents and guardians to prevail on their children and wards not to be persuaded into embarking on illegal and ill-motivated activities by anyone or group of persons, under any guise whatsoever.

    On the claim that 60 of the IMN members were still in police custody, Mba said: “I don’t have information on that but I will check and revert.”

    The Inspector General of Police, Mr. Mohammed Adamu, has assured that the prevailing security challenges afflicting southwestern region of the country will soon be conquered.

    Adamu said his men are battle ready to combat headlong the spate of kidnappings, banditry and attendant killings with the institution of Special Forces in the region.

    The Inspector General of Police who spoke in in Ado Ekiti on Thursday during a security Stakeholders’ meeting held in Ado Ekiti capital city, warned those criminals terrorising the region to surrender or meet their waterloo.

    Adamu added that the country’s policing system has been redesigned and rejigged to be community-based, so that all Nigerians can see the issue of security as their responsibilities.

    “Our strategy for policing has changed. The community is now working with us and we are going to ensure that all the communities are represented whether you are traditional rulers or you belong to any socio cultural group.

    “We are going to train people from each community who will have the power of the police and power to arrest. They will be deployed to help the police in fighting crimes. When it comes to recruitment, we will come to your communities”.

    On why the police decided to interact with the stakeholders, Adamu said: “there are isolated cases of robbery, kidnapping and cultism in the southwest of recent and we believe the traditional rulers and the state governors must show commitment and we are ready to do anything to mitigate the security problems.

    “We believe that if we all work together by way of robbing minds and share ideas, our society will be free of crimes”

    The IGP added that the government is seriously concerned about the welfare of the officers, saying ” We have bought patrol vehicles and with the state of the earth technology that can checkmate crimes.

    “We believe no officer should die in the course of fighting crimes. To this end, body armour have been procured to protect us while confronting the evil doers. If you kill one police officer, the government has lost the money spent to train such man”.

    Defending the arrest of 36 Nigerians vandalising businesses belonging to South Africans in reaction to the xenophobic attacks, Adamu explained that the arrest was lawful and justifiable.

    He said Nigeria is a country being governed by laws, adding that the arrest was done to portray Nigerians as law abiding citizens before the global community.

    “The arrest showed that Nigeria is a country that has laws and it shows that we can never behave the way others behaved.

    “No individual is allowed to take law into his hands. The Federal government is dealing with the issue of killings and attacks on Nigerians in South Africa.

    “The fact that Nigerians are being attacked over there shouldn’t be a reason for anybody to attack the businesses of South African nationals.

    “Those who did that are unpatriotic and they are criminals and that was why we arrested some of them and we will prosecute them,” he said.

    The Ekiti State police Commissioner, Asuquo Amba, said the police have been able to reduce crimes in Ekiti due to hardwork displayed by his men.

    He said his command has also maintained robust and smooth collaborations with other sister agencies to maintain security of lives and property.

    The Chairman of the Ekiti State Traditional Rulers and the Alawe of Ilawe Ekiti, Oba Adebanji Alabi, said the commended the IGP and promised that the body will continually support the police to make Ekiti safe.

    “It is herculean task to combat pocket of insecurity in the state but we will continue to support you in the discharge of your constitutional responsibility to guarantee security of lives and property.

    “And the priority should be on the welfare of the police to be able to discharge their onerous responsibilities expected of them because an hungry man is an angry man, ” he added.

    Police Commissioners of States will henceforth be blamed for any attack on police facilities by criminals, the Inspector General of Police (IGP) Mohammed Adamu has warned.

    A signal released on Friday following recent attack on the Police Mobile Force’ (PMF) mini base in Kebbi State where eight rifles were successfully carted away by the criminals warned that such lapses would not be tolerated anymore.

    The directive which was originated from the Department of Operations at the Force Headquarters in Abuja, said the IGP was shocked and extremely disturbed about the unprofessional manner police formations, officers were being attacked and killed.

    It also frowned at the way their weapons were being carted away without any form of resistance from the cops.

    “This is simply indicative of the unprofessionalism, unpreparedness and lack of supervision on the part of personnel deployed by the Divisional Police Officers (DPOs) and Area Commanders (ACs).

    “Recent incidents in mind are the attacks on a PMF mini base in Kebbi during which about eight rifles were carted away without any form of resistance. Similarly, the attack on Isanlu Police patrol team in Kogi State that led to the death of a Non-commissioned Officer (NCO) and his rifle taken away.

    “In view of these incidents, the IGP has directed all zonal Assistant Inspector General of Police (AIG) and Commissioners of Police in charge of commands to put measures in place to halt the disturbing trend.

    “Men posted to beats are to remain very alert to protect themselves as well as the personalities or facilities they are assigned to protect.

    “Henceforth, any attack on any police facility, loss of life or weapon will attract sanction for the command Commissioner of Police where such attack is recorded.

    “Men are to be lectured on vigilance at duty posts to enable adequate protection of their lives as well as the lives and properties of others,” the signal said.

    The Inspector-General of Police, Mohammed Adamu has confirmed the proscription of Shiite group, the Islamic Movement of Nigeria (IMN) by the federal government following deadly protests in the Abuja.
    Tensions continued to rise as Shiite group protested in Abuja, calling for the release of its leader, Ibrahim Zakzaky. The deadly protests have claimed the lives of at least six protesters, a journalist, and a senior police officer.
    Adamu, during a press conference, on Tuesday said the Nigerian Government has officially banned the activities of Islamic Movement of Nigeria led by Sheik Ibrahim Zakzaky in the country.
    Adamu was meeting with Senior Police Officers at the Force Headquarters in Abuja, in continuation of his management tradition to constantly engage strategic managers across all commands in the Police Force.
    The presidency in a statement yesterday clarified that the proscription of Islamic Movement of Nigeria (IMN) does not translate into banning the larger numbers of peaceful and law-abiding Shiites in the country from practicing their religion.
    According to Senior Special Assitant on Media to President, Garba Shehu, the move was to discourage wanton violence, murder and willful destruction of public and private property.
    The IMN leader, Zakzaky has been in detention since December 2015 after violence during a religious procession in Kaduna State.
