    IGP fires four policemen over extortion

    The Inspector General of Police, Ibrahim Idris, has sacked four policemen attached to Ijebu-Ode Area Command in Ogun State.

    The men were found guilty of extorting N50,000 from a man they arrested.

    Affected by the dismissal are Inspector Mufutau Olaosun, Sgt. Adebayo Temitope, Cpl. Bakare Taiwo and Cpl. Adesoye Ayokunlehin.

    According to a statement by Assistant Commissioner of Police, Abayomi Sogunle, who heads the Police Public Complaints Rapid Response Unit, the men were dismissed after they were found guilty in an Orarederly Room trial at the Area Command Headquarters, Ijebu-Ode.

    They were charged with discreditable Conduct and Corrupt Practice under the First Schedule of Police Act and Regulations Cap. P19. Laws of the Federation of Nigeria 2004.

    The four men on 7 June, without any grounds, arrested a man who was just leaving a bank and took him to the Igbeba Station, where they labelled him a “yahoo boy” and made him frog jump and write a self-incriminating statement, that he was an internet fraudster.

    “After the maltreatment, they released the man and also impounded the N50,000 he had gone to collect on behalf of his boss, saying it was payment for his bail. The man lodged a complaint with the Police Public Complaints Rapid Response Unit.

    The police authorities found the complaint genuine and were mortified that policemen could take money for bail, despite the #BailisFree campaign by the police themselves.

    “Their action is contrary to the directives of the Inspector-General of Police and unacceptable”, said Sogunle.

    The money had since been recovered from the four policemen and given back to the man.

    Billionaire kingpin, Evans files fresh suit against IGP, others, demands N300m damages

    The billionaire kidnapper, Chukwudumeme Onwuamadike, otherwise known as Evans, on Thursday filed another suit against the Inspector General of Police, and three others at a Federal High Court in Lagos.

    In the new suit, Evans is claiming N300 million as general and exemplary damages against the police for “illegal detention and unconstitutional media trial”.

    Joined as respondents in his new originating motion are the Nigeria Police Force, the commissioner of police Lagos State and the special anti-robbery squad, Lagos State Police Command.

    TheNewsGuru.com reports that Evans had earlier on June 28, filed an ex-parte application before the same court, seeking an order directing the respondents to charge him to court.

    He had also sought an order directing the respondents to release him unconditionally where no charge is preferred against him.

    According to an affidavit deposed by his father, Stephen Onwuamadike, the applicant argued that he has been subjected to media trial without any court order by the respondents.

    Onwuamadike further argued that the media trial and news orchestrated by the respondents have continued to generate reactions in both print and electronic media without his son being afforded fair hearing before a court of law.

    The applicant, therefore, argued that his continued detention by the respondents since June 10, without a charge, or release on bail, is an infringement on his fundamental rights.

    TheNewsGuru.com reports that in his new suit marked FHC/L/CS/1012/ 2017, the applicant is seeking a declaration that his continued detention since June 10 without arraignment, violates his fundamental rights as guaranteed under the 1999 constitution.

    Evans is therefore seeking a declaration that his parade on June 11 before journalists in Lagos, at the Lagos police command headquarters in Ikeja, without any court order, is unconstitutional and illegal.

    He is consequently seeking an order compelling the respondents to immediately arraign him before a law court, or release him from custody immediately.

    The suspect is also seeking an order of perpetual injunction, restraining the respondents from further arresting, detaining, harassing, investigating or inviting him in relation to the facts of his case.

  • Kidnapping: IGP advocates death sentence for Evans, others

    The Inspector General of Police, Ibrahim Idris, is advocating for the imposition of death sentence on convicted kidnappers as deterrent for others who might want to embark on the heinous crime in future.

    The IGP, speaking at a dialogue session he held with Civil Society Organisations (CSOs), under the umbrella of Situation Room, in Abuja on Friday, said the case of recently apprehended kidnap kingpin, Chukwudidumeme Onuamadike, a.k.a Evans, should be used to set an example.

    Idris lamented that Evans “has changed the face of kidnapping in this country”, saying the fact that he collected $1million ransom on six different occasions, was enough to lure some youths into the evil act.

    The police boss stated that the existing laws on kidnapping needed to be reviewed to ensure stiffer punishment for culprits.

    We should start looking at punishment and the possibility of establishing special courts to address issues of kidnapping.

    On daily basis we are arresting hundreds of suspects. We should look for a way to review our laws and impose sanctions like we have in some states like Anambra, Lagos, Kano and Imo.

    We need to review those punishments, we should have a time frame for conclusion of trial of suspects.

    Some of these local people don’t really understand, they see people being paraded on TV after arrest and think that is just where it ended.
    “Kidnapping obviously have become a very major challenge for us in this country. However, I am happy to state that in virtually over 80 percent of cases reported to the police, the suspects were arrested. “Imagine the case at hand, talking about Evans. He told his boys not to have landed property in either Anambra or Imo because he was aware the houses will be demolished and the boys ostracised if caught.

    He refused to own any property in his place. You know, in that part of the country, even in churches, relatives of kidnap suspects are avoided and treated as outcasts by people.

    That was why he refused to invest in his own state and preferred to build houses in Ghana and other places. This was because he knew his Investments would be lost. So the issue of punishment is very important.

    Evans has undoubtedly changed the face of kidnapping in this country, if you see his magnification mansions in Ghana.

    You can see why our youths have taken this way to easy life. That is why we have to up the risk. If you engage in kidnapping the punishment should be death or life imprisonment. This will serve as deterrent to youths that may wish to engage in the crime.”

    …says Nigeria needs to employ 30,000 policemen for 5 years to meet United Nations standard

    The Inspector-General of Police, IGP, Mr Ibrahim Idris, on Friday said the Nigeria Police Force battle crime, terrorism and other statutory responsibilities of protecting the lives and properties of over 180 million citizens with just 380,000 personnel.

    Idris made this known in Abuja while dialoguing with civil society organisations under the umbrella of “Situation Room’’ as he turned one year in office.

    He said that when compared to other countries with over one million police personnel, Nigeria was under-policed because it had not attained the UN ratio of one-policeman-to-four-citizens ratio.

    The IGP explained that the country needed to recruit 30,000 police personnel annually for five years to meet UN recommendation.

    “One of the challenges facing the police force is that of personnel. We are just about 380,000 personnel. Even though we are the largest in Africa, we are not enough.

    “If we are to follow the UN ratio of 1: 4 of police-to-citizens of the country, the Nigeria police force would be put at almost 700, 000; so, we are still operating below the UN ratio.

    “Last year, we recruited 10,000 police officers, but it is not enough.

    “So, in my own calculations, we are to recruit at least 30, 000 police officers annually in the next five years before we can get close to 700,000.

    “These are areas we want to be addressed by the present government and definitely we will get there so that we can recruit 30,000 Nigerians every year into the police force,’’ he said.

    Idris explained that the deficit in the number of policemen in the country arose between 2010 and 2016 when there was no recruitment of rank and file officers.

    He said that the force was working on addressing the gaps to ensure that it could secure the nation effectively.

    The police boss added that a major challenge of the force was funding, saying that the police could do better with proper funding, “not the envelope budget it currently gets’’.

    He said that the situation informed the desire of the force to seek an Act to establish the Nigeria Police Reform Trust Fund to provide for the training and retraining of personnel.

    He said that the fund would also equip the police, improve their welfare, among others, adding that there would be a public hearing on the Bill on July 11.

    Idris reiterated the commitment of the police to curbing crimes, especially during elections.

    He said that some police officers and Independent National Electoral Commission (INEC) staff had been arrested over allegations of electoral malpractice, adding that some had been taken to court.

    He said that the suspects arrested in connection with the death of two policemen in during the repeat elections in Rivers in 2016, were also undergoing prosecution.

    Idris pointed out that prosecuting them was to “make a point that things should not be allowed to go as usual and to serve as a deterrent to others that election is not do-or-die affair’’.

    “Henceforth, every election would be done in accordance with the rules and the force would ensure proper policing of elections, and ensure that all participants obey and operate within the law.’’

    Mr Clement Nwankwo, ‎Executive Director, Policy and Legal Advocacy Centre and the convener of the Situation Room, said the event was organised to dialogue with the IGP on his one year in office.

    Nwankwo said that there was a need for collaboration between civil society organisations and the police so that the citizens would understand their activities.

    He said that there were many issues that citizens demanded answers to and that dialogues, as was held between the CSOs and the police, provided the platform for responses to the questions.

    Nwankwo urged the police to address issues of kidnapping, herdsmen attacks of farming communities and agitations in the country “by dealing with the issues appropriately.

  • IGP orders immediate promotion of Abba Kyari, 34 others for arresting Evans

    The Inspector General of Police, Ibrahim Idris, has approved the special promotion of policemen who participated in the arrest of Lagos most wanted kidnapper, Duneme Onwuamadike popularly known as Evans.

    TheNewsGuru.com reports that the billionaire kingpin was arrested in Lagos on Saturday, June 10 while preparing to travel out of the country. The arrest was carried out by the Intelligence Response Team (IRT) and led by ACP Abba Kyari.

    It was gathered that 35 operatives from the IRT, 11 from the Technical Intelligence Unit (TIU) and one person from the IGP monitoring section, were involved in the elevation.

    In a memo signed by the Commissioner of Police in charge of welfare, Posi Ajunwa, 29 sergeants were promoted to rank of Inspector, while three Corporals were promoted to the rank of Sergeant with effect from June 16, 2017.

  • Reps summon service chiefs, defence minister, IGP, over incessant kidnappings, killings

    Worried by the incessant cases of indiscriminate killings and kidnappings in the country, the House of Representatives on Thursday summoned service chiefs and the Inspector-General of Police, Mr. Ibrahim Idris,to explain what they have been doing to curtail the ugly trend.

    The service chiefs summoned included the Chief of Defence Staff, Maj. Gen. Abayomi Olonisakin; Chief of Army Staff, Lt. Gen. Tukur Buratai; Chief of Air Staff, Air Marshal Sadique Abubakar; and the Chief of Naval Staff, Rear Admiral Ibok-Ete Ekwe Ibas.

    They will appear before the House in company with the Minister of Defence, Brig. Gen. Mansur Dan-Ali (retd.) and the Minister of Interior, Lt. Gen. Abdulrahman Bello-Dambazau (retd.), on Tuesday, next week.

    The House passed a resolution on the summons after debating a motion on rising kidnapping incidents in the country, particularly along the Kaduna-Abuja Expressway and in Chikun/Kajuru Federal Constituency of Kaduna State.

    The motion was moved by the House Minority Whip, Mr. Yakubu Barde.

    TheNewsGuru.com reports that a member of the House from Kano State, Mr. Garba Umar-Durbunde, was on Tuesday last week abducted and held for almost 48 hours.

    He was set free after reportedly coughing out N10m to his abductors.

    Barde narrated another recent incident involving “one Mrs. Sara Amos, her son, Jesse, and a family member, Mr. Isaac Michael,” who were kidnapped on June 2.

    He disclosed that in their bid to escape, the kidnappers killed “a member of the local vigilance team named Yakubu Adamu.”

    Barde added that the kidnappers had made a ransom demand of N20m.

    The House noted, “The activities of the kidnappers are becoming nightmarish for the people who can no longer go to their farms freely, with the obvious consequences of shortage of food that will result in hunger and untold hardship.”

    TheNewsGuru.com reports that on May 25, six students of the Lagos State Model College, Igbonla, Epe, were kidnapped by gunmen.

    The six students are Peter Jonah; Isiaq Rahmon; Adebayo George; Judah Agbausi; Pelumi Phillips; and Farouq Yusuf.

    The House had passed a similar resolution, asking the IGP to secure the release of the students but they have yet to be set free.

    The IGP has however said rescue mission was ongoing to secure the release of the abducted students.

    The Inspector General of Police, IGP, Idris Abubakar, has presented a bill before the National Assembly seeking the deduction of one percent of the total budget of every state in the country to fund the Force.

    Abubakar, represented by the Deputy Inspector General of Police, DIG, in charge of Finance and Administration, at the Force Headquarters, Mr. Shuaibu Gambo, made this disclosure while interacting with stakeholders in Makurdi, the Benue State capital.

    According to him, if the bill scales through, the annual budgetary deductions would, to a large extent, eliminate all the financial challenges confronting the Force.

    In his words: “the idea is to dedicate the one percent budgetary deduction from each state to the security of the states. The money would not be given directly to the Police, but would be administered by the governors and committees set up for that purpose.

    We all know that budgeting for security in the country is so enormous and the truth is that the federal government alone cannot afford to shoulder the responsibility of funding the Police.

    Stop unlawful arrest, detention of innocent Nigerians, IGP warns officers

    The Inspector General of Police, IGP, Mr Ibrahim Idris, has warned personnel of the force against unlawful arrests and detention of innocent Nigerians.

    Idris gave the warning at a meeting with Commissioners of Police and above in Abuja on Wednesday.

    He directed all commissioners of police in the states to ensure close supervision of operations of all units in their commands to avoid this unpleasant situation.

    “You should ensure close supervision of operations of all units stationed in your commands,” he said.

    The IG said that all police units in the state were under the supervision of the commissioner who supervised activities of the command.

    He expressed concern over the conduct of some police officers who were arresting suspects and detaining them without recourse to thorough investigation.

    Idris attributed the recent achievements recorded by the police to the synergy between it and other security agencies in the country.

    “Police is having a robust synergy with other security agencies, this is seen in operation jointly carried out by the police and the security agencies,” he said.

    He said that such joint operations had resulted in the arrest of 18 suspects and recovery of cache of arms in Benue.

    The police boss assured that the notorious leader of the gang, Gana, who was still on the run, would be apprehended and brought to justice.

    He said that the suspect under-declared the arms in his possession during the amnesty given to militants in the state.

    “We seized arrays of arms from him, what he declared during the amnesty programme was to fool Nigerians,” he said.

    He urged command commissioners to give field commanders maximum support to enable them to discharge their responsibilities effectively.

    Idris said that more area commands would be established in the states to address the issue of stagnation of personnel in the commander cadre of the force.

    In a related development, the IG has decorated 11 newly-promoted commissioners of police and one Assistant commissioner of police.

    The beneficiaries are: CP John Amadi, CP Undie Adie, CP Olugbenga Adeyanju, CP Patrick Garba, Joseph Agaji and CP Akinpelu Olajumoke, among others.

  • Osinbajo invites IGP over Southern-Kaduna killings

    Acting President Yemi Osinbajo has summoned the Inspector General of Police, Idris Ibrahim, to Aso Rock Villa for explanations.

    A source in the Presidency, who is privy to the invitation of the police leadership, told Sunday Vanguard that government was unhappy with the fresh killing of 21 persons in the troubled Southern Kaduna last week.

    The source said Osinbajo wanted explanations from the police chief and what needed to be done to halt killings in the area.

    The meeting between the Acting President and the IGP came amid reports that the Presidency had ordered security measures, including the deployment of 15, 285 policemen in Southern Kaduna.

    One of the top sources familiar with the meeting said, “The immediate outcome of the IGP’s meeting with the Acting President was the intensification and adoption of a set of additional security measures that would help contain the situation.

    “Besides, deploying over 15000 cops to the area, It was also learnt that the police high command has now concluded arrangements for the establishment of a new Police Squadron in Kafanchan, Kaduna, as part of broad measures adopted to curb the violence.

    “A total of 18 Armored Personnel Carriers (APCs) and a unit of Belarus-trained police Special Forces have been deployed to Southern Kaduna.

    “The police, in addition, have now increased helicopter surveillance in the entire area to prevent a recurrence of violence in the communities”.

    Alleged inciting comments: Apostle Suleman visits IGP

    Founder of the Omega Fire Ministry, Apostle Johnson Suleman on Tueday paid a courtesy call to the Inspector General of Police, IGP, Ibrahim Idris in his office in Abuja.

    TheNewsGuru.com reports that Suleman’s visit to the IGP is not unconnected to his earlier foiled arrest and subsequent invitation on Monday by the Department of State Services, DSS over a controvercial statement credited to the firebrand cleric.

    The cleric has since honoured the DSS’s invitation and was released same Monday after about three hours of rigorous questioning.
