    FG reveals plan to relocate Ikoyi Prison

    The Federal Government has revealed plans to relocate the Ikoyi Correctional Centre and other correctional facilities across the country.

    The Minister of Interior, Olubunmi Tunji-Ojo, made this known during a visit to the Ikoyi Prison in Lagos on Monday.

    Tunji-Ojo said urbanisation has caught up with the prison, noting that “there is no reason this facility should still be here”.

    He added that there is no adequate “buffer zone” as stipulated in the Constitution, and described the Ikoyi prison as “a security threat”.

    “With correctional centres, this is the Ikoyi facility. I have always said that urbanisation is real and has caught up with this facility. I see no reason why this facility should still be here,” the minister said.

    “Of course, you can see the magistrate court here, a church there, residential buildings, and a lot of commercial structures around.

    “The government is looking into how we can perhaps relocate some of these correctional centres, with Ikoyi being very key.”

    He continued, “Do not forget that the law says you need a buffer zone of about 100 meters. As you can see, the buffer zone here is almost zero.

    “This is a law-abiding government, and we will explore all avenues to ensure we do what is legally right.

    “We want correctional centres to be places of education and transformation. But we believe that in this environment, it is difficult; also, we see it as more of a security threat.”

    How I acquired degree inside Ikoyi prison, returned home free – Ex-inmate

    Gabriel Enejor, 45-year-old, has narrated how he acquired a degree from the National Open University of Nigeria (NOUN) while inside Ikoyi prison and how he returned home as a free person.

    Enejor was arrested and remanded at the Ikoyi custodial facility 10 years ago for an alleged crime and his future looked bleak but with determination, resilience hope and grace of God, he has not only returned home a free man but also with a degree certificate.

    Enejor is among the 22,175 graduands at  Saturday’s convocation ceremony of NOUN. He studied Criminology and Security Studies and graduated with Second Class Honours (Upper Division).

    He studied at NOUN from the Ikoyi custodial facility of the National Correctional Centre,  Lagos State Command.

    He went to university from prison along with his fellow inmate, Mr Hamas Okpe, 37, who also studied Criminology and Security Studies.

    Enejor is highly elated to be part of  13th convocation ceremony of NOUN. For Enejor, the journey was tough but rewarding and fulfilling.

    According to him, education remains the best weapon with which to achieve dreams and live positively.

    Enejor  also believes that education remains a key driver  of peace and progress; thus, every opportunity should be exploited to be educated.

    “I am full of joy, having achieved this feat. The journey was not easy; nonetheless, I feel elated and return all glory to God that I am part of the 13th convocation ceremony of this university.

    “When I walked into this facility 10 years ago, I discovered that this correctional centre is indeed all about reformation, rehabilitation and re-integration.

    “This gave me hope that one day, I will be better than what I was before coming here,” the ex-inmate narrates.

    He says he  started the journey by  engaging in academic activities at the correctional centre.

    ”After that, I enrolled for the West African Senior Secondary Certificate Examination (WASSCE) for private candidates.

    “I came out with very good grades and the next was for me to sit for the Unified Tertiary Matriculation Examination organised  by JAMB.

    “I also passed well and was admitted into NOUN in this facility, where I studied Criminality and Security Studies for four years, and here we are today,” he narrates.

    According to Enejor, he left the custodial facility in November 2023.

    “I was brought in here for an offence I knew nothing about. I was eventually arraigned before a court of competent jurisdiction, after which I was discharged and acquitted,” he says.

    On how he will contribute  to the society with his education,  the ex-inmate says:  “As a criminologist and with the current security challenges in the country, a person like me, who has been in this custodial centre and has gone through the university, studying criminology and security studies, I believe my re-integration into the society will be for the benefit of mankind.

    “My contribution to the society is to join hands with government in tackling crime  and ensure it is brought down to the barest minimum.

    “I have been here in this correctional facility, where I interacted with various types of persons. It has opened my eyes.

    “As a criminologist or expert in criminal justice system, I will, indeed, do better and contribute my quota in making our society a better place for all,” he says.

    Enejor urges inmates to seize every opportunity to be educated and empowered.

    Mr Julius Ogueri, Officer in-charge of the Ikoyi custodial centre, is proud of Enejor and his colleague.

    According to him, no circumstance should limit anyone from attaining his or her life’s goals.

    “It is all about  will power,” he says.

    He is excited that the custodial facility produced the two  graduates due to their academic excellence.

    “I must say it is a feat worth celebrating.”

    He describes the graduates as potential achievers.

    “They had their programme spanned through the normal four years and had all the support the facility could give to make them to succeed.

    “Before now, there was no study centre here but as soon as I assumed office, I ensured that a study centre was approved here in the facility by  NOUN, after having met all the requirements.

    “We reached out to some public-spirited individual and even churches for assistance to make the study centre up to standards.

    “To God be the glory, a church, House on the Rock, came to our rescue and equipped the centre with ICT ( Information and Communication Technology), which is a key requirement by NOUN.

    “Today, we are getting huge results. Currently, we have a total of 125 undergraduates cut across various disciplines, studying in NOUN from the facility,” he says.

    The officer emphasises that key goals of the  facility is transformation and re-integration.

    According to him, custodial centres are not dungeons or dumping grounds.

    “We take pride in giving equal learning opportunities to inmates, as well as empower them with skills.

    “I want to say that these two, who graduated from the NOUN,  have since been discharged and acquitted. They are no longer inmates here.

    “They came from their homes for the graduation. By the time they left the facility, they had already completed their programmes.

    “The started school here as inmates and completed before they were discharged and acquitted.

    “I believe they know why they keyed into this giant leap. With what they have acquired here, they have what it takes to be the best in all they want to do,” he says.

    Pastor Anthony Enejor, Gabriel Enejor’s elder brother, is happy that his brother achieved the feat and is now a free man.

    According to him, their family members had been praying and supporting the ex-inmate.

    He says the family members were hopeful  that one day, the ex-inmate would return home a free man.

    “Year 2023 remains one of the best for me because two of my children graduated from the university. That same year, my brother was discharged and acquitted.

    “It is a thing of great joy, and forever, we will continue to praise God,” he said.

    N805m scam: Finally, Senator Nwaoboshi lands in prison

    The Senator representing Delta North in the National Assembly, Peter Nwaoboshi, who has been on the run months after the Court of Appeal Lagos Division convicted and sentenced him to 7 years imprisonment for money laundering, is finally in prison custody.

    The lawmaker who was intercepted by operatives of the Economic and Financial Crimes Commission (EFCC), at a Hospital in Lagos on Monday, February 6, was finally remanded in Ikoyi Custodial Centre today, February 8, 2023, to commence his prison term.

    The Court of Appeal had in a judgement it delivered on July 1, 2022, sentenced him to prison after it convicted him on a two-count charge of money laundering and also ordered the winding up of his two companies, Golden Touch Construction Project Ltd and Suiming Electrical Ltd, in line with the provision of Section 22 of the Money Laundering Prohibition Act 2021, and their properties forfeited to the Federal Government.

    However, the lawmaker who was not present in court at the time of the ruling went underground and refused to present himself to the Nigerian Correctional Service. Instead, he proceeded to the Supreme Court, praying the apex court to not only set aside the judgment of the appeal court but grant him bail, pending the determination of his appeal.

    But in a unanimous decision on January 27, 2023, the apex court dismissed the application. In the lead judgement by Justice Emmanuel Agim, the apex court wondered why Nwaoboshi, who refused to submit himself to the law, would seek the indulgence of the law.

    Justice Tijani Abubakar, in his contribution, upbraided the Appellant for filing the bail application while on the run, saying: “We must make it very, very clear to all Nigerians that nobody is above the law. The government and the governed are subject to the rule of law. And, we must ensure that there is respect for the rule of law”.

    The Court of Appeal judgement that convicted Nwaoboshi followed an appeal by the EFCC against the judgment of Justice Chukwujekwu Aneke of a Federal High Court in Lagos, which had on June 18, 2021, discharged and acquitted the lawmaker and his companies.

    Nwaoboshi and his companies illegally acquired a property named Guinea House, Marine Road, in Apapa, Lagos, for N805 million. Part of the money paid for the property was transferred by Suiming Electrical Ltd on behalf of Nwaoboshi and Golden Touch Construction Project Ltd. The funds are believed to be proceeds of illicit activities of the convict.

    One of the counts reads: ” That you, Peter Nwaoboshi and Golden Touch Construction Projects Limited, between May and June, 2014, within the jurisdiction of this honourable court, did acquire a property described as Guinea House, Marina Road, Apapa, Lagos, for the sum of N805million, when you reasonably ought to have known that the sum of N322 million out of the purchase price transferred to the vendors by order of Suinming Electricals Limited formed part of the proceeds of an unlawful activity of fraud and you thereby committed an offence contrary to Section 15(2) (d) of the Money Laundering Prohibition Act of 2011(as amended) and punishable under Section (15)(3) of the same Act.”

    Nigerian hip-hop artist, Panshak Henry Zamani, popularly known as Ice Prince Zamani or just Ice Prince, has been remanded at the Ikoyi Correctional Centre.

    TheNewsGuru.com (TNG) reports that Ice Prince was remanded at the Ikoyi prison after he was arraigned at a magistrate court in the Ajah area of Lagos State.

    IcePrince was arrested earlier today for allegedly assaulting an officer and threatening to throw him in the river after he was arrested for driving without plate numbers.

    The Lagos State Police Command arraigned the singer on a three-count charge of assault, obstructing a policeman from carrying out his statutory duties and abduction. When the counts were read to him, he pleaded not guilty.

    Magistrate Taiwo Oyaniyi subsequently granted him bail in the sum of N500,000 and is also to provide the court with two responsible sureties.

    The Magistrate ordered that the rapper be remanded in the correctional centre until he fulfils his bail condition. He then adjourned further proceedings in the case till September 7.

    Meanwhile, the Police Public Relations Officer, Lagos State Command, Benjamin Hundeyin has disclosed that there is video evidence against Ice Prince. Hundeyin said it will be presented to the presiding magistrate as part of evidence.

    Court sends NURTW executive Kunle Poly to jail over Idumota Crisis

    NURTW topshot in Lagos, Kunle Poly who has been remanded at Zone 2 headquarters of the Nigerian police ,Onikan -Lagos , for 30 days over the francas that ensued among NURTW Members in Idumota ,Lagos recently has now been sent to ikoyi prison by a Lagos court.

    At the expiration of his 30 days remand at Onikan police station , he was granted bail.

    But on Monday, the Yaba Chief Magistrate’s Court ordered that he should be detained at Ikoyi for another 30 days.

    Lawal is being detained alongside one Adekanbi Wahab, aged 38.

    Kunle Poly was charged with conspiracy to commit murder, murder and membership of an unlawful society.

    Chief Magistrate Linda Balogun remanded them at the Ikoyi Custodial Centre, Lagos State.

    Although the charges were read to the defendants, their pleas were not taken.

    Balogun ordered that their further remand for 30 days pending advice from the Lagos State Directorate of Public Prosecution.

    Balogun ordered the further remand following an application by the prosecutor, Mr Morufu Animashaun, attached to the State Criminal Investigation Department (SCID) Panti.

    Balogun held that there was merit in the application.

    The alleged offences contravene Section 233 of the Criminal Law of Lagos State, 2015, and Section 3 of the Anti-cultism Law of Lagos State, 2021.

    The court adjourned the case until March 28 for mention

    20 Ikoyi prison inmates to write UTME examination

    Twenty inmates at the Ikoyi Custodial center have indicated interest in writing the 2021 Unified Tertiary Matriculation Examination (UTME).

    This is according to Mr. Rotimi Oladokun, spokesperson of the Nigerian Correctional Service (NCoS) in Lagos State.

    He told the News Agency of Nigeria (NAN) on Friday that the inmates would be adequately prepared for the examination.

    The NCoS spokesperson also noted that more inmates indicated interest to further their education, having gone through several reform programmes.

    Oladokun revealed that last year, a 60-year-old inmate was among the 25 others, who participated in the 2020 UTME at the correctional centre.

    He noted that the new facility, where the inmates would write the examination, had reached 80 percent completion and the computers and other items needed would be fixed soon.

    “The inmates have equally shown determination and focus to excel.

    “Some teachers have been slated to take them in various subjects as well as computer practice.

    Oladokun commended the Minister of Interior, Mr. Rauf Aregbesola, for the laudable improvements at NCoS.

    The spokesperson also appealed for more equipment to boost inmates’ interest in furthering their education.

    Police re-arrest robbery suspect days after release from Ikoyi prison

    Operatives of the Rapid Response Squad of the Lagos State Police Command have re-arrested a robbery suspect five days after he was released from Ikoyi Prison.
    The suspect, Tunde Okunola, 26, was re-arrested at Marwa Roundabout, Lekki with an accomplice, Segun Adigun, 27, while trying to rob one Ms. Gift Omini of her mobile phone early morning last week.
    Okunola in his statement said he was released from Ikoyi Prison on Friday, October 5, 2018, after spending six months and two weeks as an inmate.
    The suspect, who pleaded for leniency, said that he is a trained barber and was looking for funds for his graduation ceremony in Lagos, adding that if released, he will not indulge in any criminal activities again.
    The victim, Ms. Gift Omini had told the police that the suspects who were on ‘okada’ used a short axe to dispossess her of a mobile phone and that it was her shout for help that attracted the attention of RRS officers at the Roundabout, who chased and arrested the thieves.
    Speaking on the development, the Command’s Public Relations Officer, CSP Chike Oti, stated that the police is not unaware of criminal elements who would want to seize the opportunity of the coming festive period to engage in crime and assured that the Command is leaving no stone unturned to make Lagos unconducive for criminals.
     

  • Court remands Delta Senator, Nwaoboshi, in Ikoyi Prison

    A Federal High Court in Lagos on Wednesday remanded a People’s Democratic Party’s Senator, Peter Nwaoboshi, in Ikoyi Prison pending ruling on his bail application.

    He is to remain behind bars until April 27, the court ruled.

    Nwaoboshi had appeared before the court charged with a N805 millon fraud by the Economic and Financial Crimes Commission (EFCC).

    The senator representing Delta North, was arraigned on two counts of money laundering and fraud alongside two companies — Golden Touch Construction Project Ltd and Suiming Electrical Ltd.

    He had entered a plea of `not guilty’.

    Arguing his bail application before the court, the defence counsel, Dr. V. J. O. Azinge (SAN) , urged the court to grant the accused bail on self-recognizance as a senator of the Federal Republic of Nigeria.

    In the bail application brought pursuant to the provisions of the Administration of Criminal Justice Act as well as the 1999 Constitution, Azinge told the court: “Where it is not inclined to granting bail on recognizance, then bail should be made on liberal terms.

    Among other grounds for the application, Azinge informed the court that the accused was a cardiac patient, who required constant health checks.

    She also argued that as a Senator and senior citizen, the accused sits at the Upper Legislative Chambers and has a mandatory requirement to represent his constituency.

    According to the defence counsel, the charge against the accused had lingered since 2017, and noted that the accused was granted administrative bail by the commission, he never jumped bail.

    She added that the accused is a qualified lawyer of 28 years experience and described him as an “oracle and a man of integrity”.

    She urged the court to grant the bail application.

    But the EFCC Prosecutor, Mr M. S. Abubakar, opposed the application and urged the court to refuse bail and order the remand of the accused.

    He said it was not the duty of the defence counsel to dictate to the court the manner it will undertake proceedings, adding it is purely the court’s discretion.

    After listening to the arguments of both counsel, Justice Mohammed Idris, adjourned the case until April 27 for ruling on the application.

    Defence counsel urged the court to allow the accused to remain at the EFCC custody where he had been, pending the ruling.

    But in opposition, the prosecutor said: “My Lord, the matter is out of the jurisdiction of the EFCC and now before the court; the defence had argued that the defendants health deteriorated while in our custody, so we do not want his health to further deteriorate.”

    Justice Idris consequently ordered that the accused should be remanded in Ikoyi Prison pending the determination of his bail.

    The EFCC alleged that the accused committed the offences between May and June 2014 in Lagos.

    Nwaoboshi was said to have acquired a property described as Guinea House, Marine Road, in Apapa, Lagos, for the sum of N805 million “when he reasonably ought to have known that N322 million out of the purchase sum, formed part of proceeds of an unlawful act”.

    The sum was said to have been transferred to the vendors by order of Suiming Electrical Ltd.

    Suiming Electrical was said to have on May 14, 2014, aided Nwaoboshi and Golden Touch to commit money laundering.

    The offences contravened the provisions of sections 15(2), (d) , 15 (3) and 18(a) of the Money Laundering (Prohibition) Act 201.
