    The Independent National Electoral Commission (INEC), had issued certificates of registration to 21 new parties ahead of the 2019 general elections.

    INEC Chairman, Mahmood Yakubu, at the certificate presentation ceremony, said the issuance was compliance with a judgment of the Federal High Court.

  • Wike warns against use of INEC, security agencies to undermine electoral system

    Rivers State Governor, Nyesom Ezenwo Wike has declared that political leaders will be more accountable if security agencies and the Independent National Electoral Commission (INEC) restrict themselves to their constitutional roles.

    The governor said that the use of security agencies and INEC by some politicians to manipulate the electoral system has encouraged them to deny their constituents development projects.

    Speaking during a courtesy visit by the Commander of the 115 Special Operations Group of the Nigerian Air Force to the Government House Port Harcourt on Friday, Governor Wike said the only way the nation can make progress is when things are done correctly.

    “The only way this country can grow is if things are done right. One of the reasons Nigerian leaders refuse to perform is because some of them connive with INEC and security agencies to rig.

    “Nobody cares. Because whether or not you perform, they will use security agencies and INEC to manipulate the electoral process,” he said.

    The governor noted that the Rivers State Government will continue to partner with the Nigerian Air Force for the promotion of security.

    He said that the state government will support the Nigerian Air Force to fight crime and criminality in the state.

    He warned the military against being dragged into the settlement of civil disputes.

    Earlier, the Commander of the 115 Special Operations Group of the Nigerian Air Force, Air Commodore Elijah Ebiowe assured the governor of the cooperation of the group in the maintenance of security.

    He informed the governor that he was recently posted to the state by the service to coordinate the group for the protection of the nation’s territorial integrity.

    The Chairman of Independent National Electoral Commission (INEC), Mahmood Yakubu, says the commission had 74 million voters in its register by the second week of January.

    The INEC Director of Voter Education and Publicity, Oluwole Osaze-Uzzi, made the fact known in a statement in Abuja on Friday.

    Mr. Osaze-Uzzi quoted Mr. Yakubu as making the fact known at the 15th edition of the Daily Trust Dialogue, where he was represented by INEC National Commissioner and Chairman of the Information and Voter Education Committee (IVEC), Solomon Soyebi.

    The chairman said the figure was expected to reach between 80 and 85 million by 2019 because of the on-going nationwide Continuous Voter Registration (CVR).

    He assured Nigerians that only their votes would determine the 2019 general elections and beyond.

    Mr. Yakubu noted that there had been a lot of improvement in the electoral process since the current commission came on board.

    He said the commission was not unmindful of the enormous responsibility of conducting elections in a democracy.

    He said INEC would continue to engage all Nigerians to ensure an all-inclusive process.

    The INEC chairman stressed the commission’s resolve to adhere strictly to the timelines provided in the recently released Timetable and Schedule of Activities for the 2019 general elections.

  • 2019: INEC seeks CJN’s intervention over conflicting court judgments

    The Independent National Electoral Commission, INEC, has called on the Chief Justice of Nigeria, CJN, Walter Onnoghen, to help address the spate of conflicting judgments on electoral cases in the country.

    The Chairman of INEC, Mahmood Yakubu, according to the commission’s online newspaper, inecnews.com, made the call when he led members of the commission on a courtesy visit to the CJN on Wednesday in Abuja.

    Mr. Yakubu expressed worry over the recurring decimal among courts of coordinate jurisdiction on the same subject-matter, especially in cases related to pre-election, post-election and leadership crises in political parties.

    The INEC Chairman said that apart from the enormous cost implications of the conflicting judgements on the country, it had also created a negative public perception.

    Mr. Yakubu said that it had become imperative to draw the CJN’s attention to the commission’s areas of concern, with the 2019 General Elections barely a year, for which the Timetable and Schedule of Activities had been released.

    For instance, in a recent leadership crisis in one political party, the commission was served with six conflicting judgments and orders from courts of coordinate jurisdiction within a short period of three months (May – July 2016).

    Similarly, the commission was confronted by conflicting pronouncements by the lower courts on matters already decided by the superior courts, including the Supreme Court.

    This is making the work of the commission very difficult and creating unnecessary negative public perception of INEC and, I must say, the Judiciary as well.”

    He disclosed that in the course of discharging INEC responsibilities, “no public institution in Nigeria is subjected to more litigations than INEC.

    Over the last two years (2016 and 2017), the commission has been involved in 454 court cases.

    This is in addition to 680 cases determined by the Election Petition Tribunals, arising from the outcomes of the 2015 General Elections, making a total of 1,134 cases, so far.”

    Yakubu expressed satisfaction with what he described as a “productive working relationship” between and the Judiciary and INEC.

    He recalled that in 2011, the commission was inundated with numerous and sometimes conflicting ex parte orders from courts of coordinate jurisdiction.

    He added that it was the CJN’s intervention following an appeal from the commission that averted a major threat to the electoral process.

    He said that the intervention stemmed the frequent use of such orders in election litigation in Nigeria.

    We hope that by addressing these issues, the judiciary would further assist the commission and, indeed, the country in growing our democracy.”

    The chairman explained that as a demonstration of its commitment to the rule of law, the commission obeyed all court orders and carried out all consequential actions since the 2015 General Elections.

    He said INEC also conducted all the 80 court-ordered re-run elections and had issued Certificates of Return to 23 petitioners declared winners by the Appeal Tribunals.

    He assured the CJN that the commission “shall continue to obey court orders, while taking full cognizance of judicial hierarchy at all times.”

    Mr. Yakubu presented the commission’s compilation of some of the issues critical to election litigation in Nigeria and its recommendations to the CJN.

    Mr. Onnoghen, in his response, agreed that both the judiciary and INEC were the foundation of democracy in Nigeria.

    He said conflicting court orders were bound to arise as a result of the multiple court cases filed by politicians at different courts.

    He said that the multiple court cases were bound to have different facts and different interpretations by the different presiding judges.

    The beauty of the system is that it has a way of correcting itself.

    That is why you have the appellate system to take care of errors and mistakes committed in the course of court proceedings and in respect of substantive law,” he said.

    The CJN said the judiciary was aware of the enormous responsibility before it, assuring that it would remain committed toward deepening democracy and improving the system.

    The Independent National Electoral Commission (INEC) has deployed a website technology to ease its dealings with electorate, candidates, political parties and other stakeholders in the electoral process.

    INEC’s Resident Electoral Commissioner (REC) in Enugu State, Mr Emeka Ononamadu, stated the development in an interview with NAN in Enugu on Tuesday.

    Ononamadu said that the whole essence of the deployment of the website technology was to make the electoral process less stressful and less cumbersome.

    He said people could get the information they wanted it instantly online.

    “The new website is interactive and user-friendly; while allowing visitors to subscribe to INEC’s newsletters.’’

    The REC said the website had detailed information under the following heading – INEC Youth Ambassadors; Electoral Officials; INEC Citizens Contact Centre (ICCC); INEC LGA Offices; Political Activities and The Media.

    Others are Aspirants and Candidates; Election Management Bodies; Registration Area Centres Nation Wide and Check Your Voter Registration Status.

    Ononamadu said Nigerians could use the website to update their knowledge as well as check their status and that of their aspirants and candidates.

    “The new website – http://www.inecnigeria.org, which has improved features that is interactive and user-friend, is made to ease the electoral process by giving usable and up-to-date information concerning aspects of the electoral process and developments to Nigerians.

    “Like in the provision for Checking Your Voter Registration Status; you can check your voter status by entering your details in the form on this page through imputing your state of residence; surname; and Voters Identification Number (VIN) – last 7 digits.

    “We also have provision for our newsletters as well as important online news and articles on special INEC events nationwide or in some states as the case might be,’’ he said.

    The REC said that the commission would continue to do its best to evolve easier, far-reaching and better ways to enlighten and educate Nigerians on their electoral obligations.

    INEC is one of the leading electoral bodies in Africa that had been introducing cutting edge technology to better the electoral process.

    The commission introduced the electronic voters’ registration, which involves electronic data capturing for voters’ nationwide over 12 years ago.

    About five years ago, it introduced the card readers, which is a technological devise that authenticate the voter’s Permanent Voter Card (PVC) against the electronic thumb print of the voter at the polling booth.

    A visit to the website shows that the commission has a countdown clock to he February 16, 2019 Presidential and National Assembly Elections.

     

  • Anambra Central Senatorial rerun: Transporters, Corps members abandon INEC duties

    Some transporters engaged to move materials for Anambra Central re-run election in Idemili North Local Government Area, abandoned the assignment because the part payment they were given were insufficient, Mr Ayeleso Olutope, INEC Electoral Officer said.

    Olutope, INEC Electoral Officer in-charge of Idemili North Local Government Area of Anambra, told NAN at Ogidi on Saturday that all materials for the election were supposed to have be moved to polling units at 5 a.m on Saturday.

    Olutope regretted the hitches recorded, noting that while some transporters conveyed the materials, some refused on the grounds that the part payment were insufficient for the job.

    He also said that some NYSC member engaged as ad-hoc workers also demanded that their stipend be paid before they commence work.

    The corps members claimed that some of their colleagues have received alert from their banks for the election duty while they did not get.

    A transporter, who gave his name as Johnson Uchendu, said because of the hike in the price of petrol, 50 per cent of the amount he agreed for the job was not enough to fuel his vehicles for this job.

    He noted that it was for this obvious reality that he demanded that INEC pay him complete to enable him buy enough petrol for the job.

    NAN reports that as at 10.30 a.m electoral materials were yet to arrive at some locations, including Central School Nkpor-Agu, Nkpor Ward two all in Idemili North Local Government Area.

    Mr Nwachukwu Enekwuwa, agent of All Progressives Grand Alliance (APGA), expressed concern over the delay in arrival of materials, and called on INEC to sort out the problem before it affect the outcome of the election.

    Two security personnel from the Nigeria Security and Civil Defence Corps, who pleaded anonymity, said they arrived Nkpor ward two as early as 7 a.m but were yet to see any electoral officials for the exercise.

  • Anambra Central re-run: Low voter turnout as INEC officials arrive polling units early

    Low voter turnout characterised early voting in the Anambra Central Senatorial District re-run election organised by the INEC.

    Correspondents of the News Agency of Nigeria (NAN) who visited voting centres in Awka South, Awka North, Dunukofia, Njikoka, Idemili North, Idemili South and Anaocha Local Government Areas report that electoral officials were at the polling units by 8 a.m.

    At Aroma Junction I&II polling units in Awka South, Miss Edith Igoromi, the INEC electoral officer, told NAN that five people have voted as at 8.30 a.m, while at ward eight unit three and four, seven and 10 people had voted.

    NAN reports that at Aaba town Hall polling unit 005 and 006 both in Dunukofia, voting began at 8 a.m with four persons and two respectively voting at both units.

    At Akpu in Ukpo also in Dunukofia, voting started at 8 a.m with the same low number of voters recorded.

    NAN correspondents, who visited polling unit at Obosi Central School in Idemili North, Enugwu-Uku in Njikoka, polling unit eight located in Nri Primary in Anaocha also report that voting commenced at 8 a.m though the turnout was still low.

    NAN reports that in all the polling units visited; only the agents of All Progressives Grand Alliance (APGA) were sighted at the voting centres.

    Mr Okonkwo Jisike, APGA agent, told NAN at Aroma Junction that he was impressed with the peaceful conduct of the exercise, adding “though the turnout is low, the exercise is going on peacefully’’.

    NAN reports that observers were yet to arrive in the voting stations visited while there were impressive presence of security in all the polling units visited.

    The Independent National Electoral Commission (INEC) today presented certificate of registration to twenty-one newly registered political parties.

    INEC Chairman, Prof. Mahmood Yakubu, made the presentation at the commissions’ headquarters at the federal capital territory, Abuja.

    With the development, INEC is saying the number of new political parties has risen to 22 in addition to the 46 parties already in existence.

    “This means that the total number of political parties in Nigeria today stands at 68,” the INEC chairman said.

    Meanwhile, INEC has released timetable for the general elections that will hold across the country in 2019. The commission has also fixed October 7, 2018 deadline for parties to pick their presidential candidates.

    The Independent National Electoral Commission, INEC has slated October 7, 2018 as deadline for all political parties to produce their presidential candidates for the February 16, 2019 presidential election.

    The commision also stated that Governorship, National/State Assemblies candidates are also to have been picked on the same date.

    INEC Chairman, Prof. Mahmoud Yakubu released the time table and schedule of activities for the 2019 general elections in Abuja yesterday.

    He reaffirmed that Presidential and National Assembly elections will hold on February 16, 2019; Governorship/ state Assembly/ FCT Area Council elections are slated March 2, 2019.

    The parties have between August 18 and October 7 to pick candidates for all the elections.

    The Presidential election campaign will start on November 18 and end on February 14, 2019 while the governorship/state assemblies’ campaign will hold between December 1 and February 28, 2019

    Parties are expected to collect forms for all the elections at the INEC headquarters between August 17 and 24.

    All the duly filled forms for Presidential and National Assembly candidates are to be submitted latest by October 18 and forms for governorship and state assemblies to be sent in by November 2.

    Parties have between November 7 and December 1 to withdraw/replace candidates.

    INEC will publish the list of nominated Presidential and National Assembly candidates on January 17, 2019; Governorship and Assemblies elections January 31, 2019.

    The commission also fixed January 2, 2018 for the publication of notice for all elections while January 7, 2018 is fixed for the publication of official register of voters for the election.

    The political parties are also expected to submit names of their agents for the elections on February 1, 2019 for presidential and National Assembly eections.

    Prof Yakubu said INEC would be conducting elections for 1558 constituencies made up of one presidential constituency, 29 governorship constituencies out of 36 as seven governorship elections are staggered, 109 senatorial districts, 360 federal constituencies, 991 state assembly constituencies, 6 Area Council chairmen as well as 62 councilor ship positions for the FCT.

    The INEC boss urged all the political parties and all and sundry “to eschew bitterness and conduct their activities with decorum.”

    He also assured the country that the commission was determined to better the 2015 general elections which became a watershed in the history of the country’s democracy.

    “The commission is determined to build on this legacy by ensuring that our elections keep getting better,” he said, adding: “The decision of the Commission to fix election dates is to engender certainty in our electoral calendar and enable all stakeholders to prepare adequately for elections, as is the case in any mature and developing democracies.”

  • Days of fuel scarcity over, Baru assures Nigerians

    The Nigerian National Petroleum Corporation, NNPC, on Tuesday assured Nigerians that there would no longer be fuel scarcity which had caused unbearable queues for Nigerians.

    The Group Managing Director of the corporation, Maikanti Baru said this in Abuja at the 2018/2019 crude oil term contract bid opening.

    According to him, the opening of bids is an indication of President Muhammadu Buhari’s drive for transparency and accountability in the conduct of government business.

    He condemned the recent fuel shortage, which lasted a month, describing the corporation’s downstream counterparts as ‘unpatriotic’.

    Although the fuel scarcity has ended in major Nigerian cities, filling stations in many towns outside Abuja now sell petrol at about N200 per litre against the N145 official price. The NNPC chief did not, however, speak on this.

    “I am happy that this problem has been dealt with and the few pockets of non-compliance have been tackled.

    “It was unfortunate that due to the behaviour of a few bad eggs, the Christmas was a pain. We hope you will never be part of this incident and we also hope this type of thing never happens in the future.

    “NNPC is determined that this year there will be no fuel shortage. Definitely we have seen the last of it,’’ Mr. Baru said.

    Mr. Baru warned those that would be selected after the bid against indulging in sharp practices.

    He said NNPC’s focus was to enhance production volume, while ensuring that the “best value is realised through competitive marketing of our crude grades to international refineries and graders’’.

    “In line with this aspiration, NNPC is collaborating with key stakeholders to improve the overall security of our production sites, crude export lines and other critical oil and gas infrastructure’’.

    He urged the bidders not to patronise fraudsters who promise off takers selection assistance.

    Speaking with journalists shortly after the bid ceremony, Mr. Baru said the evaluation would take three to four weeks, adding that 16 per cent of the crude was going to North America.

    Also speaking, Mele Kyari, the Group General Manager, Crude Oil Marketing Division said “there would be no lobbying in lifting programmes’’.

    “It is fully automated. The customer knows where and when they get their lifting and this is unparalleled.’’

    Kyari said part of the procedure was that the companies selected must have a net worth of about 250 million dollars, turnover of 500 million dollars, letter of credit and years of experience.

    The News Agency of Nigeria reports that 254 companies are bidding for the off take of Nigerian crude grades as against 224 in 2017.

    This round is the third call for bids under the present administration.
