    Days of wanton manipulation of election results are over – INEC

    The Independent National Electoral Commission (INEC) says days of wanton manipulation of election results are over in Nigeria, as it has blocked all avenues for such.

    Prof. Mahmood Yakubu, Chairman, INEC said this at a Stakeholder Roundtable on Election Result Management and the Launch of the Election Results Analysis Dashboard (ERAD) Report on Electronic Transmission of Results organised by Yiaga Africa in Abuja on Friday.

    He said that INEC recorded a breakthrough with the new Electoral Act, 2022, which empowered it to adopt electronic means for both accreditation and results management and this made it a legal requirement for INEC to transmit results electronically.

    According to him, the most critical technological tools introduced by the commission in recent times are the Bimodal Voter Accreditation System (BVAS) and the INEC Result Viewing (IReV) portal adding that while the former was a device, the latter was a web portal.

    He said the  BVAS was used for two principal purposes; to identify and accredit voters using two biometric modes: fingerprint and facial recognition, as well as capturing and uploading the image of the Polling Unit result form (Form EC8A), to the IReV portal.

    “Indeed, using the law, administrative measures and technology, the commission has drastically tackled major problems in result management in Nigerian elections.

    “Among the top ten of such problems are falsification of scores at Polling Units, falsification of number of accredited voters, collation of false results, mutilation of results and computational errors.

    “Others are swapping of result sheets, forging result sheets, snatching and destruction of result sheets, obtaining declaration and return involuntarily, making declaration and return while result collation is still in progress and poor recordkeeping.

    “It is clear that armed with an improved electoral act, administrative procedures and requisite technology, the Commission has increased the transparency and confidence of the public in its election result management processes,” he said.

    Yakubu added:“ I can confidently say that the days of wanton manipulation of elections results are over; yet, the commission is not resting on its oars.”

    He said that starting with the Nasarawa Central State Constituency by-election election, the IReV has been deployed in 105 election, involving 16,694,461 registered voters for five governorship, six Senatorial Districts, seven Federal Constituency, 18 State Constituency, six FCT Chairmanship and 62 FCT Councillorship elections.

    He said that a total of 32,985 results were successfully uploaded, giving an upload success rate of 99.13 per cent.

    “What this successful transmission of results demonstrates is that the concern about the capacity of the Commission to transmit results from all over the country may well be unfounded.’’

    He said that a total of 128,994 accounts have been opened by IReV users since it was launched two years ago August 2020.

    He said another technical concern for INEC was the repeated attempts to break through its cyber security system for the portal but it has always failed.

    Executive Director, Yiaga Africa, Samson Itodo, while presenting the ERAD Findings on Electronic Transmission of Election Results in the 2022 Ekiti and Osun Governorship Election, said there were four key roles for ERAD.

    According to Itodo, the Election Results Analysis Dashboard (ERAD) promotes transparency of election results management and support INEC by providing the public with access to election results from the polling unit in relative real-time.

    He added that it provided an independent audit and integrity test of INEC’s election results management system by tracking results from the polling units based on commission’s own published results among others.

    He said that Yiaga Africa while monitoring elections observed some things and recommended some pathways for improving the transparency of election result management .

    “INEC should invest in the training of polling unit officials, with a special focus on result transmission, ballot paper accounting as well as the capturing of polling unit results using the BVAS. It will address the capacity deficits resulting to upload of incorrect or incomplete forms and blurry images.

    “In addition to the transmission of polling unit level results, INEC should electronically transmit and publish the number of accredited voters on the IReV. This is in accordance with the Section 64(4) (5)(6) of the Electoral Act 2022.

    “INEC should deepen the transparency of the collation process, the Form EC8B, Ward collation result sheet should be uploaded on the IReV portal at the close of collation at the ward level. It will facilitate monitoring and tracking of the results collation process.

    “INEC should increase the Amazon Web Services (AWS) resources for storing the form EC8A or polling unit results in the AWS server. Increasing the bandwidth, RAM size and storage capacity of the server to improve the processing power of the IReV portal and ensure public access to results uploaded on the portal,” he said.

    Itodo urged the commission to discontinue new registrations or user account creation on the IReV portal 12 hours to election day, saying this will reduce the stress level on the IREV server on election day.

    He said the commission should review the features of the BVAS to improve picture quality and consider converting election results from PDF to jpeg and create options for varying quality for downloads similar to YouTube downloading options for easy downloads.

    He added that INEC should introduce a form like the Form E40G for reporting the cancellation of results at the polling unit, to avoid upload of documents not relevant to the IReV or handwritten letters.

    The Independent National Electoral Commission (INEC) has assured Nigerians that the electronic transmission of election results has come to stay.

    The commission gave the clarification in a statement titled: “Clarification on Electronic Transmission of Election Result” signed by Mr Festus Okoye, National Commissioner and Chairman, Information and Voter Education Committee, in Abuja on Sunday.

    Okoye said that electronic transmission of result would be deployed for all future elections and the  2023 general elections.

    He said the commission’s attention had been drawn to a misunderstanding arising from a recent short interview granted to a national newspaper on the procedure for result management during elections.

    Okoye said that some had interpreted the explanation on result management procedure to mean that the commission had jettisoned the electronic transmission of result and reverted to the manual process. “This is not correct.

    “For clarity, the procedure for result transmission remains the same as in recent governorship elections in Ekiti and Osun. There will be no change in all future elections, including the 2023 general elections.

    “We wish to reassure Nigerians that the electronic transmission of result has come to stay. It adds to the credibility and transparency of the process when citizens follow polling unit level results on the INEC Result Viewing (IReV) portal on real-time on election day.

    “There will be no change or deviation in subsequent elections.”

    Okoye said the entire gamut of result management was provided for in Sections 60, 62 and 64 of the Electoral Act 2022.

    He said that in line with the provision of the law, the commission, in April 2022,  released a detailed clarification of the procedure for transmission, collation and declaration of result which was shared with all stakeholders and uploaded on INEC website.

    Okoye appealed to all Nigerians to avail themselves of the provisions of the Electoral Act and the commission’s detailed explanation of the procedure and not reach a conclusion on the basis of media headlines.

    INEC upgrades election Result Viewing Portal

    The Independent National Electoral Commission (INEC) says it has upgraded its Result Viewing Portal (IReV) to ensure optimum performance and accountability.

    INEC disclosed this in a statement by its National Commissioner and Chairman, Information and Voter Education Committee, Festus Okoye, in Abuja on Friday.

    According to the commission, the Uniform Resource Locator (URL) has been migrated from www.inecelectionresults.com to www.inecelectionresults.ng.

    The commission said all previously registered user credentials from the old URL remained valid on the new URL.

    It added that notification emails containing the new URL would be sent to all registered users.

    INEC also stated that the notification to the effect had been uploaded to the commission’s social media platforms.

    The Independent National Electoral Commission (INEC) on Saturday began the use of its dedicated election result viewing portal, known as “The INEC Result Viewing (IReV) for publication results for polling units.

    Mr Festus Okoye, INEC National Commissioner and Chairman, Information and Voter Education Committee, said IReV would enable Nigerians view polling unit results in real time as voting ends on election day.

    Okoye said that the commission at the meeting, approved the introduction of a new step to further strengthen its election management process and enhance transparency of the system.

    He said that the innovation would begin from the Nasarawa Central State Constituency bye-election in Nasarawa State, holding on Saturday.

    The by-election results for 26 out of 44 wards where the state bye-election took place had been published in the dedicated portal as at 6.35 pm on Saturday.

    The results published were snapshots of recorded ward level results normally posted after sorting and counting of votes.

    The INEC Chairman, Prof. Mahmood Yakubu, earlier declared open the first virtual situation room for the Nasarawa Central State Assembly bye-election.

    Yakubu said that the situation room was part of the commission’s policy of making the processes more transparent, have interaction with the media and other stakeholders.

    The Independent National Electoral Commission, INEC, has introduced a realtime portal for Nigerians to view and mornitor election results from polling units even before they are collated.

    The system would be deployed in Saturday’s Nasarawa state Constituency bye-election and would also be used during the forthcoming governorship elections in Edo and Ondo states.

    INEC National Commissioner and Chairman of its Information and Voter Education Committee, Barr. Festus Okoye disclosed this in a statement Thursday in Abuja.

    According to him, the Commission is aware that result management has remained a major source of mistrust in Nigeria’s electoral process as citizens are often concerned that results may not always be consistent with votes cast.

    He said INEC is determined to address the source of this concern through enhancing the level of transparency in the conduct of elections, more so in the process of releasing results of elections.

    “It is a fundamental principle of democracy that in elections, votes are not only correctly counted, but that they also count. Consistent with its commitment to transparency in election management, the Commission introduced the Form EC60E, which is a poster version of the primary result sheet, the Form EC8A.

    “This replica of the polling unit result is pasted at the Polling Unit after votes are counted, recorded and announced. This poster, now widely known as the ‘People’s Form EC8A’, has increased transparency in result management.

    The form enables the citizens to photograph the results and project the outcome of elections, even before the final results are announced. Unfortunately, this has also led to abuses, as unofficial and at times false results are known to have been circulated, particularly via social media, leading to tension and casting aspersions on the final outcome of elections.

    “To further strengthen the transparency in the election result management system, the Commission has decided to introduce a dedicated public portal, the INEC RESULT VIEWING (IReV), that will enable Nigerians to view Polling Unit results real time as the voting ends on Election Day”, the statement explained.

    The Commission was however quick to emphasize that this does not constitute electronic collation of results as the collation of election results shall remain as provided for by law, a manual process of completion of relevant result sheets and their upwards collation until the final results are determined.

    “This innovation will commence from the Nasarawa Central State Constituency bye-election in Nasarawa State scheduled for Saturday 8th August 2020.

    Thereafter, it will be extended to the Edo and Ondo Governorship elections as well as all subsequent elections. “The Commission hopes that this innovation would improve the transparency in election result management and therefore further consolidate public confidence in the electoral process.

    “For the Nasarawa Central State Constituency election, the Result Sheet can be accessed thus: Visit https://inecelectionresults.com “Click on ‘Create new Account?’ Fill in your details in the form provided and click on ‘Sign in’. Provide your State of Origin and click on ‘Continue’.

    “An account activation email is sent to the email address provided in the form. Check your email and correctly copy out the activation code which will be entered into the textbox provided on the portal. Click on ‘Activate’. This logs you into the portal and you can select the Election whose PU results you are interested in viewing.

    “You can use the filter buttons to make the search easier. Please remember to log out of the portal after use. “The Commission appeals to the public to make judicious use of this facility and looks forward to continuing to work with stakeholders to improve the quality of electoral services in our country”.
